NEW AFFORDABLE HOUSING DEVELOPMENT IN KILLINARDEN

South Dublin County Council has agreed to progress a new affordable housing development in Killinarden, Tallaght that could provide up to 500 new social, affordable and private homes. The proposed mix for the Killinarden site is for 300 affordable homes with 100 private and with an extra 100 social homes provided.

the development is seen as central to connecting the new and existing communities of the area. The Killinarden site was the subject of an approved Council bid for support from the Department of Housing, Planning and Local Government under the Serviced Sites Fund for the delivery of an indicative 300 affordable homes.

Affordable housing delivered on the site is expected to include 2-bed apartments/ duplex, 3-bed houses/ duplex and 4-bed houses. The development will also include a new community centre and sports pavilion to meet the community and sporting needs of residents. This aspect of

projected maximum price of €212,500 and projected income levels of €37,500. The 3 bed houses/duplex projected maximum price of €263,500 and projected income levels of €47,000. And the 4-bed houses projected maximum price of €289,000 and projected income levels of €50,000.

The final price and income levels will be subject to a competitive tender process supporting both the current estimated land value and projected building costs. The Killinarden development was one site listed by the Council for the public when launching an expression of interest portal in September 2019. The launch of the portal followed the allocation of €18 million to South Dublin County Council by the Department of Housing, Planning and Local Government through the government’s Serviced Sites Fund to support the development of three sites earmarked for the delivery of affordable homes. The two other sites include plans

for; 135 homes in phase one of the approved Clonburris Strategic Development Zone (SDZ) scheme and 100 homes in Rathcoole.

2,345 expressions of interest have been received through the portal to date with 1,515 people indicating a preference for Killinarden, of which 382 were first preferences with 401 second preferences and 732 third preferences. The delivery of affordable homes is one aspect of South Dublin County Council’s ambitious housing programme aimed at delivering 4,500 homes over the lifetime of the current Council. Estimated to be worth over €1 billion, it is part of the Council’s commitment to the government’s Rebuilding Ireland programme. It is estimated that up to 1,500 of these new homes will be delivered as affordable and will help low-to-middle income earners purchase their own property. The the

developments will be decided based on the final master plans approved for each site. South Dublin County Council will now

look to appoint a joint venture partner to progress the Killinarden development and deliver much-needed homes to the area.

Speaking on behalf of the Herpetological Society of Ireland, local man and Science Officer for the society, Collie Ennis said, “This is good news, South Dublin County Council have taken positive steps and, while the numbers of adult breeding frogs are down on last year, I’m optimistic that this moves us towards Seán Walsh Park continuing as an amazing resource for local people and wildlife”.

TU DUBLIN REPORT PROVIDES BLUEPRINT TO ENCOURAGE ENTREPRENEURSHIP IN PEOPLE WITH DISABILITIES

A new report published by Technological University Dublin (TU Dublin) has highlighted the need for tailored supports for people with disabilities that want to start their own business. Almost 13.5% of the Irish population has a disability, but Ireland has one of the lowest employment rates for people with disabilities in the European Union at 26.2%. The report presents

a sustainable systematic approach to encouraging interested individuals to move from unemployment to starting their own enterprise.

Pathway to Entrepreneurship for People with Disabilities in Ireland was written by Professor Thomas Cooney (TU Dublin) and Brian Aird (Team Work Cooperative in Canada). It provides policymakers with a clear

blueprint for developing the entrepreneurial potential of people with disabilities. The proposed framework recommends using existing enterprise supports, but also adding a small number of new elements to ensure that people with disabilities are given appropriate mentoring and other forms of tailored assistance. The additional cost of introducing the new

framework would be quite low, while the potential benefits are substantial.

According to the report, international research has repeatedly found that the loss of income from social security benefits or supplemental disability programmes is considered the biggest barrier to selfemployment. Difficulties in obtaining start-up capital due to poor credit ratings, frequently caused by low-income employment or unemployment, is considered another major barrier to self-employment. The report also found that there were low levels of selfawareness as many people with disabilities would not “see themselves” as being potential entrepreneurs and marketing material does not reflect people with disabilities. According to Professor Cooney, “Self-employment helps people with disabilities to participate socially and economically; it also allows them to choose their own hours or work remotely, providing more elasticity in coping with a disability than can be found in paid employment”. The report highlights that despite these positive effects, there is limited awareness of self-employment as a career option among people with disabilities, enterprise agencies and disability advocacy organisations.

Contact us on 01-5337570

One of the highlights of the report is the story of Eddie Hennessy, a self-employed photographer from Cork who explains how the current system can affect an existing business. “I suffered a stroke in 2011, and during my recovery, I developed a keen interest in photography. Because I couldn’t get a job, I decided to set-up my own business. To start the business, I had to change my Social Welfare payment to Partial Capacity Benefit (PCB), which meant a reduction of €50 per week, but I persevered and won ‘Wedding Photographer of the Year’ in 2018”.

Even though Eddie’s work gained an international reputation, he soon learned of the distinctive business challenges that arise because of his disability. “I need to employ a person to carry all of my equipment and undertake the tasks that I cannot do myself due to the nature of my disability. However, I recently received the news that my PCB payment will be reduced by a further €50 a week. Broad start-up supports are available to the general population, but I do not meet the required criteria for financial aid. Supports are available to businesses to employ people with disabilities, but not to employ oneself.” Eddie believes that his costs are approximately 30%

higher than other people in the photography business due to the nature of his disability. The additional costs include higher insurance premiums, higher costs of travel and many other hidden costs that only come to light when running a business as a person with a disability. “I will be left with no choice but to lay off my employee and close the business in the near future if the government or its agencies cannot provide me with appropriate supports as a disabled entrepreneur.” Professor Cooney says Eddie Hennessy’s experience underlines the need for a holistic approach to address the needs of entrepreneurs with disabilities. “Single initiatives by individual organisations are valuable, but they will not solve the issue on a national basis. We need to present a clearly communicated pathway to self-employment that provides tailored business support, appropriate financial backing and disability awareness training for business advisers. Policymakers also need to identify ways of reducing work disincentives and address labour market disadvantages if people with disabilities are to be truly encouraged to start their own business.” For more information about ‘Business Start-Up for People with Disabilities’see www.tudublin.ie.

ESB SCIENCE BLAST 2020; LÁ SPEISIALTA DO GHAEILSCOILEANNA Recently the second annual ESB Science Blast took place, an inspirational event that aims to ensure a generation of children can realise their full potential; to think critically, to work collaboratively, to value creativity and to have

STATEMENT ON NEW SDCC HOUSING DEVELOPMENT IN KILLINARDEN At the March county council meeting a proposal was made by council management to build 500 homes in Killinarden through a joint venture project. The proposal include 300 affordable homes, 100 social homes and 100 private homes. It was approved by 28 votes in favour with 8 votes against. People Before Profit Councillor Madeleine Johansson commented on the proposal: “It is welcome that the numbers on this site include more affordable and social homes than previous projects such as Kilcarbery, where 70% were private. However, this proposal is a continuation of the Rebuilding Ireland plan and once again involves the selling of public land to a private developer. “Following the historic general election recently it is possible that a new national housing policy will be developed. Instead of going ahead with a development which includes using public land for private

enthusiasm and positive energy of the children in Simonscourt.

The enormous effort and detail that went into each project was apparent and the fact that each one was delivered as Gaeilge, even more impressive! I’d like to congratulate all the schools

who took part and thank the teachers for helping this young generation explore the endless possibilities and opportunities that delivering STEM education at primary level offers.” At the Dublin 2020 Showcase over 12,0000 primary school children presented

their questions, theories, research and conclusions over four days. Science Blast invites children to investigate the science behind a simple question that interests and excites them, the goal is to ignite children’s innate curiosity about the world around them.

housing, the council should develop this site directly for social and real affordable homes. “As of January 2020 there were 6846 households on the housing list according to the monthly statistics report and 587 individuals and families registered as homeless. Housing is needed urgently, however similar projects have taken up to 2 years to get to the stage of starting construction. Housing could be built quicker, and cheaper, if it was developed directly by the council.” People Before Profit Tallaght representative Emma Hendrick said: “The proposed community facilities are very welcome. However, there is still a lack of amenities in the Killinarden area. The new BusConnects proposal will remove the bus link to the local post office. There is also a need for more schools in the area as local schools are full to capacity.”

range of local and regional cultural resources and opportunities. In addition, all schools receive a further range of supports including a grant of €4,000 and training for teachers in the school.

Arts Council Chair, Prof. Kevin Rafter, said:“The Creative Schools initiative is already a huge success, and has proved a wonderful way to encourage children and young people to become involved in the arts. I would strongly recommend teachers and parents to consider applying to be part of the programme this year.” Creative Schools is a flagship initiative of the Government’s Creative Ireland Programme, puts the arts and creativity at the heart of children and young people’s lives. The initiative is led by the Arts Council in partnership with the Department of Education and Skills and the Department of Culture,

Heritage and the Gaeltacht. Creative Schools aims to understand, develop and celebrate the arts, as a core aspect of school life, and to foster children and young people’s creativity and participation in the arts as an integral part of their education in Ireland. Creative Schools recognises that the arts are a powerful

means through which children and young people can explore communication and collaboration, stimulate their imaginations to be inventive, and harness their curiosity. Engagement in the arts and creativity requires rigour, discipline and resilience nurturing learners’ sense of agency and self-worth. This combination of skills

underpins all successful learning. Opportunities for Schools: All Department of Education and Skills primary and post-primary schools, special schools and Youthreach centres across the state are eligible to apply. For more information see www.artscouncil.ie/ creative-schools

This makes the XC90 T8 Twin Engine one of the most efficient and powerful 7-seater premium SUVs on the market. The model year 2020 XC90 offers customers Volvo’s advanced kinetic energy recovery braking system, which is coupled with its existing internal combustion engines to create a new integrated electrified powertrain, under its new ‘B’ badge. This new electrified powertrain offers drivers up to 15 per cent fuel savings and emission reductions in real world driving.

Luxurious Cabin;

Advanced Safety Features;

In the cabin, the XC90 provides a calm and balanced environment with a blend of high-end materials such as wood, crystal and metal in a sophisticated Scandinavian design. The XC90 can be ordered with a range of different seating configurations, from the four-seat, ultra-luxurious Excellence variant and the seven-seat family SUV, to a brand new six-seat configuration. New interior materials, including a wool blend, offer further options for personalisation. The XC90’s uncluttered cabin, crafted from the finest natural materials, combines with technology that is intuitive to use. The Volvo XC90 is, without doubt, the epitome of modern Scandinavian design, luxurious Swedish craftsmanship and innovative technology.

Volvo’s City Safety technology, standard on all Volvo models, combines automatic braking functionality and collision avoidance systems to cover a range of potential accident scenarios and help keep you safe. City Safety is the only system on the market that detects pedestrians, cyclists and large animals such as moose and deer. The Pilot Assist driver assistance system works up to 130 km/h on clearly marked roads, and is another step towards Volvo’s Vision 2020, which states that no one should be killed or seriously injured in a new Volvo by 2020. Trim levels in the Volvo XC90 consist of ‘Momentum’, ‘R-Design’, ‘Inscription’, and the lavishly-appointed ‘Excellence/ Excellence Lounge’ models, with each model providing occupants with an ultimate experience in terms of luxury, style, comfort and safety. Test Car;

Drive-E Powertrain Options; On the move, engines that are powerful, quiet and efficient allow for smooth progress. The XC90 is powered by Volvo’s Drive-E powertrains, including petrol, diesel and Volvo’s T8 Twin Engine, a petrol plug-in hybrid mated to an 8-speed automatic transmission. Volvo’s T8 Twin Engine delivers all the benefits of a high

My test car was a Volvo XC90 R-Design B5 AWD (All Wheel Drive) Automatic Diesel Mild Hybrid, which was finished in Thunder Grey metallic paint. Powering this car is a 2.0-litre 4-cylinder turbo-diesel engine

with 48-volt mild hybrid assistance, which – thanks to 235bhp and 480Nm of torque – can sprint from 0-100km/h in just 7.8-seconds, while returning fuel consumption as low as 6.9l/100km. The XC90 is a genuinely impressive car to drive. The car’s powertrain is smooth, punchy and agile, while the automatic gearbox is welljudged and simple to use. Gearchange paddles are located behind the steering wheel for drivers looking to change gears more rapidly, but I never felt the need to use them at all. The XC90 feels very well controlled no matter what the road surface is like, while the steering is very responsive to driver inputs too. Motorway cruising in the XC90 is supreme, but the car is relaxing to drive on twisty back roads too. Cabin space within the XC90 is terrific, with generous head, leg and shoulder room on offer for all occupants. With all 7 seats in place, the XC90 boasts 314-litres of useable cargo space, but this can be extended to a

massive 1,868-litres with the five rear seats folded flat. Impressive Specification; Standard ‘R-Design’ specification is hugely impressive, with key features such as sports seats, LED headlights & foglights, front & rear park assist, rear camera, 20” diamond-cut alloy wheels, 12.3” Active TFT infotainment screen, powered & heated front seats, rear privacy glass, and highgloss black exterior trim detailing, along with many more comfort, convenience and safety features for an exceptional occupant experience. Pricing; Pricing for the Volvo XC90 luxury SUV start at €77,970 (ex-works), with my test car specification priced from €82,860 (exworks). With a refined strength, and elegant craftsmanship, the Volvo XC90 really does shine in the large, luxury SUV market.

SEAT AND CUPRA MAKE THEIR ELECTRIC OFFENSIVE A REALITY SEAT is making its roadmap for electrification announced last year a reality. After presenting the new generation SEAT and CUPRA Leon, which have plug-in hybrid versions, the company has presented the production version of the CUPRA Formentor in a web video conference, which was meant to be showcased at Geneva Motorshow.

Formentor is the first vehicle designed exclusively for CUPRA and will also have a

plug-in hybrid version. With the electrification of the models in its range, SEAT aims to offer customers a more sustainable driving option: they all feature an electric range of 60 km and CO2 emissions of less than 50 g/km. Therefore, SEAT is stepping up its commitment to the environment and to the Paris agreements, with the goal to become a CO2neutral company by 2050, both in terms of its cars as well as its production activity. At the online

press conference, SEAT President Carsten Isensee said “the message is clear: 2019 was the best year in our history. We were the fastest-growing volume brand in Europe, achieving a double-digit increase for the third consecutive year, in a context of declining markets. We began 2020 on an upward trend, and although it will be a more challenging year, we are paving the way for the future.”

Furthermore, SEAT Vicepresident for Sales and Marketing and CUPRA CEO Wayne Griffiths pointed out that “these past two years of CUPRA have been spectacular. Since we launched it as stand-alone brand in Terramar we have reached 40,000 cars sold in this period. The brand is a key lever for moving SEAT’s centre of gravity towards more emotional models with a higher transaction price; we expect to achieve a turnover of around 1 billion euros, which is 10% of SEAT’s total, once all CUPRA models are launched this year.” Both managers emphasised that although 2020 will be a less favourable year for the economy and the car industry than previous years, SEAT kicked off the year with the same positive sales trend that brought 2019 to a close Five models by 2021 The new SEAT Leon, in its 5-door and Sportstourer versions, is already in production at SEAT’s headquarters in Martorell. These will be joined by the CUPRA Leon in the

middle of the year and the CUPRA Formentor, which will start production in the second half of the year. Making these new models at SEAT’s central facilities in Martorell will help boost the plant’s production volume, which is currently approaching its maximum capacity. These hybrids, to be manufactured in Martorell, will be joined by the Tarraco PHEV and elBorn. The SEAT Leon (hatchback and Sportstourer) and the SEAT Leon family will have a comprehensive engines line-up: combustion, PHEV and mHEV (mild-hybrid). In the case of the electric models, the Leon includes a state-of-the-art hybrid engine that combines a TSI petrol engine with a plugin electric motor, a layout that generates 150 kW/204 hp of power. It has a 13 kWh lithium-ion battery that provides a range of 60 km in electric-only mode. It also includes mild hybrid technology (eTSI), available with the 81 kW/110 hp 1.0 TSI unit and the 110 kW/150 hp 1.5 petrol unit, which combines 48 V mild hybrid technology with a

combustion engine.

CUPRA, stronger than ever; After consolidating the organisational structure of the new company and following the recent inauguration of its new corporate headquarters, CUPRA presents proudly its first own model, the CUPRA Formentor. The brand created by and for motor enthusiasts is also displaying its product offensive, including the Formentor, the CUPRA Ateca and the new CUPRA Leon. The CUPRA Formentor, CUPRA’s first fully selfdeveloped car, will be launched in the second half of the year and will be available with two types of engine. This high performance crossover combines the brand’s hallmark DNA, along with its engineering and design created with the future in mind, to offer an iconic model that blends sophistication, innovation and a driving experience which is both dynamic and intuitive. The Formentor is targeting a growing market, the CUV segment, which is expected to continue to grow in the coming years.

NEW PEUGEOT 208 WINS CAR OF THE YEAR 2020 TITLE The New PEUGEOT 208 was crowned the 2020 Car of the Year recently in Geneva, by a panel of judges made up of 60 European automotive journalists. The jury appreciated the bold design and technology features onboard the all-new PEUGEOT 208, together with the “power of choice” customer offer; customers choose their preferred trim, then the powertrain, whether petrol, diesel or electric, without compromising on space, technology, looks or driving sensations. Already a European best-seller, it is also the first PEUGEOT “2 series” and the sixth PEUGEOT to be awarded this most prestigious prize, during the 56-year history of the awards. Car of the Year 2020, the new PEUGEOT 208 rewrites the book in the B segment. Available with either an electric engine or an internal combustion engine, the new PEUGEOT 208 provides the power of choice to its future driver. Its exterior design embodies the DNA of the Brand with the 3-claw LED front headlights. The PEUGEOT i-Cockpit ® comprising a head-up display, compact steering wheel and touchscreen, further innovates with a 3D digital cluster designed to improve safety. Nearly 110,000 customers have ordered the new PEUGEOT 208 since its launch in

Europe in October, with 15% of the orders for electric versions. In France, the New PEUGEOT 208 leads the registration rankings of the PC market at the end of February 2020. “I am particularly proud that the New PEUGEOT 208 has just won the 2020 Car of the Year prize. This trophy underlines the excellence of the work and great commitment of all the teams of the Brand and the Groupe PSA. It’s the first time that a PEUGEOT “2 series” has triumphed! Indeed, three PEUGEOT “Cars of the Year” are currently on the road; the 3008, the 308, and now the new 208. The COTY 2020 legitimates the Brand’s “power of choice” strategy. From now on, our customers will be able to choose between the electric PEUGEOT e-208 “Car of the Year” and the (ICE) PEUGEOT 208 “Car of the Year”! JeanPhilippe IMPARATO, PEUGEOT Brand CEO. PEUGEOT now takes its place amongst the top 3 brands with the most awards in the Car of the Year history, enjoying six trophies. The New PEUGEOT 208, named Car of the Year 2020, follows the SUV 3008 in 2017, the compact hatch 308 in 2014, the 307 in 2002, the 405 in 1988 and the 504 in 1969. This prestigious trophy joins the twelve

other international awards the New PEUGEOT 208 has already won. The Car of the Year award is the most coveted. The panel of judges comprises 60 automotive expert journalists from 23 European countries. Founded in 1964, the

award is the longest-running and most renowned European prize. The winner is announced every year at the Geneva International Motor Show. The new PEUGEOT 208 is now available to order at Dealerships nationwide in Ireland.
