HUGE LOCAL WAITING LISTS FOR CHILD SPEECH AND LANGUAGE

Recently Seán Crowe T.D. raised the huge waiting lists for early intervention for children with profound speech and language difficulties in his constituency with the Minister of State in the Department of Health. Speaking in the Dáil, the Tallaght TD said ongoing delays in accessing these vital supports are deeply damaging for the children involved and criticised the

government’s meek response to this critical issue.

Deputy Crowe said: “The Programme for Government commitment to early intervention for children is clearly not in place in the CHO7 area. According to the HSE there are now 6,480 children in CH07 area waiting for speech and language assessments and supports. “Dublin South West has the highest number of

children waiting longer for a assessment than any other area in the group. In Dublin South West alone 97 children are waiting 18-24 months for an initial assessment and 145 are waiting over 24 months. It is the only region in the CHO7 area that has children waiting over 24 months for an initial assessment. “I have repeatedly raised this critical issue with the Taoiseach and various Ministers

in the Dáil. There is a clear lack of urgency in their response. “They seem completely unaware of the difficult struggles that families are going through to try get access to these critical services that their children have a right to. Many families are restoring to the courts in their desperate search for help, assistance, and ensuring their rights are respected. “The 2020 Budget contained no new funding to clear the backlog and the waiting lists. It will instead result in a further stretching of existing services. “Chamber House in Tallaght is missing a significant

STILL NO SPINRAZA FOR SAM! Following on from a long campaign, Sam Bailey from Rathcoole was one of 25 children who suffer from SMA and were approved for Spinraza by the HSE in the early Summer. Sam who attends Scoil Chrónáin in Rathcoole lead a campaign earlier this year with the support of the teachers, parents and fellow students to access spinraza. However, now in October

the initial provisional dates for the roll out of spinraza have come and gone and Sam still waits for his spinraza.

Sam’s Mum, Fiona Bailey commented “We must get asked at least 10 times a week ‘how is Sam getting on with his treatment?’ And so many more, just as respectfully, don’t ask, but wonder... The HSE approved spinraza and the other 25

Yet 4 months later Sam and all the other children are still waiting for treatment.” Sam is more susceptible to illness or example flu, this time last year Sam was in ICU and has been three times since. Fiona concluded “ We are facing yet another deadly flu season, without spinraza, despite being

promised it by the HSE. We are heartbroken, devastated and disgusted at the treatment Sam is once again receiving from the HSE; no communication, no transparency and no plan going forward.

We had received provisional dates of July, August and October/November for the roll out of Spinraza and just last week there appears to be some doubt over the

October/November roll out date. Sam was in ICU this time last year, and 3 times since. It is unthinkable that he will not receive Spinraza in

the coming weeks. We are calling on Minister Harris to ensure the HSE delivers on their promise without any delay. Anything else is completely unacceptable.”

This understaffing has made it a very unattractive place to work.” Deputy Crowe continued: “Many of these children are non-verbal and have significant needs. Early intervention is key and can make a massive positive difference in their lives. “One expert told me that every day that a child is left without these supports it represents a backwards step of two days. For a child waiting over two years for an assessment that represents four years lost in his or her development. This cannot be allowed to continue. “Recently it was

It is unacceptable that the development of vulnerable children with profound needs are being damaged because they can’t access the necessary supports and therapy. “I appealed to the Minister to visit the area and to see first hand the challenges faced by parents, children and staff. “His response lacked any urgency and there was no commitment to do anything new to end this crisis.”

THE PROMISE MAKER IS RELEASED

In 1992, The Square in Tallaght held a Telethon which was hosted by the chart-topping band The D11 Runners. The eight-piece outfit was formed by the Fitzgerald twins, George and his late brother Joseph, who passed away in 2012.

The twins were no strangers to Tallaght having spent many a night in their youth boxing against St Mary’s boxing club in Tallaght.

Later the former champion boxers went on to found the most talked about bands of their time. The gig at the Square was a huge event televised by RTE. Broadcaster Gay Byrne presented the 1992 People in Need Telethon in RTÉ Television’s Studio 1.

GET AHEAD CLUB FUNDING

At the October meeting, North Clondalkin/ Palmerstown/Lucan, Cllr Mark Ward, had a motion passed to ask Minister Katherine Zappone to make sure that funding is directed to the “Get Ahead Club” in North Clondalkin. The “Get Ahead Club” is community-based education service operating in an area of high disadvantage aimed at helping children complete school.

Speaking after the meeting Cllr Ward said: “The “Get Ahead Club” is a vital service to the people of North Clondalkin. It offers a wide range of community based educational initiatives aimed at increasing children’s chances of completing school” “It is based in North Clondalkin and operates in schools in Neilstown, Rowlagh, Quarryvale and Balgaddy. Approximately 120 children a year benefit from the different programmes that the “Get Ahead Club” roll out. These programmes include a homework club, breakfast club and recreational activities.” “The children who use this club are from a disadvantaged area with a higher than

national average level of early school dropout. Early intervention is key to a child’s development and it is vital that this service is retained” “The funding for this service comes from TUSLA to the local school completion programme who then direct the funds to the “Get Ahead Club”. Somewhere a decision was made to not allow the local schools completion programme to act as a conduit for this funding. This has led to the impasse that we find ourselves in today” “I am calling on Minister Zappone to immediately intervene and to ensure that this funding is directed to the service its provided for. The motion I had at the meeting of the local area committee was passed unanimously” “This service has been operating in North Clondalkin since 1994. Workers, some of them who have worked for the service for over 20 years have been put on protective notice” “In addition CE workers who are using the service to gain experience and to move onto full employments are also left in limbo”

SOUTH DUBLIN COMHAIRLE NA NÓG AGM PLANNING FOR ADDITIONAL UNITS AT OLD Minister Katherine Zappone opened the 2019 Annual General Meeting of the

South Dublin Comhairle na nÓg in the Maldron Hotel, Tallaght. The South Dublin

Comhairle spent 2019 working on the topic of Body Image and surveyed almost 600 participants across the summer towards understanding young people’s attitudes and opinions about body language. They learned that almost a quarter of young people surveyed felt bad about themselves a lot of the time. In response to these findings, they launched the ‘Be Who You Are, Whoever That Is’ campaign. Launching this campaign, Minister Zappone said “Individuality is so important, especially in young people. If everyone was able to pursue their own goals, then we would have a stronger society as a whole, and that is why we encourage everyone to allow young people as individuals to express themselves as their own person. The most important aspect of listening to young people is ensuring that their voices are heard, taken seriously and most importantly, that young people feel that positive sense of being themselves, no matter how they look.”

ESSO SITE REFUSED

John Curran TD has welcomed the recent decision by SDCC to refuse planning permission for additional units at the Old ESSO Site, Clondalkin. Commenting on the recent decision Curran said; “Planning permission had previously been granted for a development on this site of 22 apartments in a four-storey high development. However the new proposal would have increased the number of units and the development to a 5 storey high building if planning permission had been granted. Works have already commenced on the site so many people

had to be notified that a new planning application had been sought. It came to my attention that a new planning application had been lodged when local resident’s came to me with their concerns that the development will be too high at this site. In my own submission some of the concerns I raised included the high density of the new proposals being out of character with the area, the proximity of this development to existing residents in the area and the lack of parking spaces being allocated to a project this scale,” concluded Deputy Curran.

Playground at Ballymount Park CALL FOR ACTION ON TALLAGHT INTENSIVE CARE UNIT in Tallaght Opens Local Councillor, Charlie O’Connor has called for progress to be made in respect of the long awaited Intensive Care Unit extension at Tallaght University Hospital. He raised the matter at the October meeting of the Regional Health Forum Dublin Mid Leinster and asked for assurances that the project is not being delayed because of funding issues.

On the 17th October the Mayor of South Dublin County Council, Councillor Vicki Casserly officially opened the playground at Ballymount Park. Speaking at the event Mayor Cllr Vicki Casserly said, “Residents in this area have always advised that this would be a suitable location for a playspace and it has turned out to be very successful. Since the playspace has opened, there has been an increase in family groups using the park and

everyone is getting more exercise and fresh air”. Natural play has benefits for children in terms of increasing mental and physical well-being, developing imagination and allowing children to assess risk and develop their coping abilities. The Mayor paid tribute to the local community for their support of the popular playground and of Ballymount Park and the work of the Council staff in managing the project and maintaining the playground.

In response to Charlie O’Connor, the CEO of Dublin Midlands Hospital Group stated that: “Expansion of the ICU capacity at TUH is vital to address current constraints that result in the most vulnerable of patients waiting too long to access intensive care services and the associated patient safety issues. The planned development will address the current and future ICU capacity requirements of the Hospital and the wider Dublin Midlands Hospital Group, ensure national critical care standards are met and further improve

the safety and quality of care provided to the most critically ill patients and their families. The Hospital has been working towards this development for quite some time having gone through the planning permission process with planning permission granted for the 12 bed ICU extension adjacent to the existing ICU on the second floor in February 2018. When funding is released to build the extension it will be a 1,500 m2 €13M capital development which will see the ICU capacity for TUH increase by an additional 12 beds over two phases. The Hospital is currently progressing through detailed design phase with the aim of publishing a construction tender in January 2020 but this is

subject to HSE funding. The Hospital had hoped that funding would be approved quickly given the extension of the ICU was highlighted as an investment priority for the Government in the National Development Plan 2017-2027 and the Hospital is running at 112% occupancy of its critical care capacity. Any delay in funding approval would be of grave concern to the Hospital.” According to Charlie O’Connor “this project is of vital importance to the Tallaght community and it is imperative that HSE funding would be allocated without delay”. Charlie O’Connor has stressed that he will continue to give this matter his particular attention and will continue to raise the matter with HSE and the Government.

UPDATE ON BROOKFIELD YOUTH AND COMMUNITY CENTRE NEEDED

Local Councillor, Charlie O’Connor, has raised the issue of Brookfield Youth and Community Centre at the September monthly meeting of the Tallaght Area Committee of which he is Chairman.

He asked the Council to confirm what actions are being taken to restore all previous services available to the local community and stressed that there is particular interest in the area in respect of the matter. Council

Management responded to Charlie O’Connor with the following statement: “The Board of Management for the Brookfield Youth and Community Centre have identified a staff structure to oversee the immediate day to day management and running of the Centre. A recruitment campaign for the key posts of Duty Manager and Centre Manager closed on 16th August and interviews will be held shortly. It

is

anticipated

both

posts will be filled in a matter of weeks. Further administrative and/or other posts will be advertised in due course.

The Centre Manager will oversee the management of the centre, engagement of the community and activities as well as managing a team of staff. Initially, the Centre Manager, will be charged with developing and implementing a plan for the centre to reopen, which will include engagement

with the local community, marketing and advertising. The Duty Managers role will be to support the Manager, provide a positive focal point for the local community in an inclusive way through the provision of a space, which supports the promotion of community participation and engagement in educational, recreational and community activities, whilst maximising the use of the Centre. The

has

also

sought advice from an IT Infrastructure Consultant to establish the current systems (IT systems, Network, Firewalls and Broadband / Wifi) in place, in order to have a better view of what is required for the centre as a whole and to ensure systems are up to standard.” Charlie

O’Connor added that the Brookfield Youth and Community Centre is of vital importance to the local community and it is imperative that its facilities are made available as widely as possibly. He promised to continue to monitor the situation on behalf of his community.

OVERCROWDING ON 25A AND 25X BUS ROUTES UNACCEPTABLE Dublin Mid-West T.D. Eoin Ó Broin has written to both the CEO of Dublin Bus and the National Transport authority (NTA) to express concern regarding buses at over capacity on routes from Foxborough, Lucan and Dodsboro. Deputy Ó Broin said: “I have received emails from bus users in the constituency raising concerns that buses on the 25a and the 25x routes are full or severely overcrowded early in the morning. “There has been a significant increase in bus usage in both Clondalkin and Lucan in recent months at peak time services. “Bus users

are finding that the buses are now full when they reach their stop or its standing room only. “I have written to the CEOs of Dublin Bus and the NTA asking then to reassess the current level of provision on these increasingly busier routes and where there is excess demand to increase capacity particularly on the 25a/x early morning run. “Commuters deserve better than an overcrowded service and more resources must be found to increase the level of service at peak time on busy routes.”

DAFFODIL CENTRE VOLUNTEERS NEEDED The Irish Cancer Society is looking for new volunteers to help out at its Daffodil Centres in Dublin, specifically in Beaumont Hospital, St. James’ Hospital, St. Luke’s Rathgar and St. Vincent’s University Hospital. The Daffodil Centres are walkin cancer information centres for cancer patients, their families and anyone concerned about cancer. All centres are located on-site in the hospital and are run by Irish Cancer Society specialist cancer nurses and trained volunteers. The Daffodil Centres in Dublin form

part of a network of 13 centres across the country. Volunteers are asked to commit to a morning or afternoon (four hours) once a week and there is no requirement for volunteers on the weekend. Following successful interviews, volunteers will be asked to attend four days of training. LATENT DEFECTS BILL PASSES FIRST STAGE Eoin Ó Broin TD’s bill that provides for the establishment of a latent defects redress scheme to assist homeowners has passed first stage in the Dáil. This Bill creates a redress scheme which provides a resolution to homeowners who bought their homes in good faith and who should not be held liable for the costs of remediation caused by the incompetence and/ or negligence developers. Deputy Ó Broin said: “The Latent Defects Redress Bill 2019 that I have introduced establishes a latent defects redress scheme to assist homeowners in remedying issues, such as fire safety and other structural defects that have been uncovered in their homes. “This scheme will lay out a number of solutions, which will include an information and advice service for homeowners. A mediation service will be offered to disputing parties to see if a resolution can be found between the developer/builder and the homeowner. If mediation is not an option, the scheme will issue legally binding adjudications on cases.

“Where builder/developers are still trading, the original developer should pay for the remediation works. However, in cases where the developer is no longer trading, the scheme will administer a compensation fund for homeowners that will be paid for by a levy on the construction industry and will be matched on a euro-for-euro basis by the Exchequer. “Under the scheme, a programme of risk assessments for latent defects including fire safety and water ingress and related structural defects will commence. The scheme will also conduct a review of the existing sanctions for developers/builders who breach building and fire safety standards. “In the first instance, the original builder/developer should be held liable for defects for which they are responsible. However, the government also has a responsibility as the poor building regulations in place during the boom did not tackle the bad building that was happening. “I hope this piece of legislation will have cross party support.”

I recently secured addition capital that will see a large public play space in the park. This will see a multiuse area in the park that includes Wi-Fi so teenagers can have a safe place to

The plan was developed in collaboration with 500 local young people who gave their input in what a teen space should look like” “I have worked very closely with the Council to have Collinstown Park included on the pavilion programme and is on the recent Sports Capital Grant application. This pavilion will have a number of changing rooms, showers and meeting rooms to be used by sports clubs that use the park. This is something the area is crying out for for a long time. “ “The local football club Collinstown FC have 100s of young people playing football in the park. They have expanded into girls footballs and this is area that they say will only grow into the future. At the moment it is very challenging for the club to provide adequate facilities for all their players. I am calling on the Minister to release the funding for pavilion programme so this

Kip’s Tips on Making the Most of Parent-Teacher Meetings After 10 minutes of the teacher talking to you about your child’s progress they ask you if you have any questions to ask them. If you are anything like me your mind goes completely blank and it is only later in the car on the way home that you suddenly remember that important question that you wanted to ask about your child’s education! So this year you can go in fully prepared with this handy list of the Top 10 questions to ask at ParentTeacher meetings: 1. Do they seem happy at school ? Do they get along with other children? 2. Who do they play with? 3. Which subject is their strongest and which do they get the most enjoyment out of? 4. What is their weakest subject and how can you help to encourage them to make more progress in it? 5. What can we do at home to help? 6. Are they making steady progress? If the parent interview is early on in the school year this question may not be relevant yet as the teacher is still getting to know your child. 7. Do they contribute to class discussions? 8. Are they at the expected level for their age group? If they are performing below their age, ask what areas need to be worked on and what is being done by the school to bring them up to the level required for their age group. 9. If your child is having any learning difficulties then bring this up as well. What extra support can the school provide? What feedback can you get from the teacher implementing this support? 10. If your child is preparing for exams – What work is outstanding? What subject areas do they need to revise? Are they on course to get the grade they need? COCA - COLA AWARD SBHI €10,000 WITH THANK YOU FUND Coca-Cola announced Spina Bifida Hydrocephalus Ireland (SBHI) as one of this year’s Thank You Fund recipients at Zeminar 2019, a health and wellbeing event for Ireland’s youth. The CocaCola Thank You Fund, now in its ninth year, distributes €100,000 among 13 various community groups across Ireland, funding innovative projects which support and inspire young people. Following SBHI’s presentation to a panel of judges at Coca-Cola Ireland, they were declared successful in obtaining funding at Zeminar 2019. Spina Bifida Hydrocephalus Ireland (SBHI) was awarded €10,000 by the Coca-Cola Thank You Fund, enabling the organisation to pilot

a brand-new programme entitled ‘Mind Your Health’. SBHI serves over 1,000 members who live with spina bifida and/or

hydrocephalus, they also support thousands of other people who are affected by the conditions including family, friends, carers, and

CHILDHOOD DEVELOPMENT INITIATIVE ATTENDS NATIONAL SHOWCASE The country’s 12 Area Based Childhood (ABC) prevention and early intervention programmes, including the Childhood Development Initiative, attended a national showcase on what has been achieved to date and to plan for the future. The Tallaght based Childhood Development Initiative (CDI) presented an information stand on its work led by CEO, Marian Quinn. The event enabled all of the initiatives who comprise the ABC Programme to exhibit their work, which is focused on delivering prevention and early intervention programmes to support young families. CDI CEO Marian Quinn said it was of great value to present the work delivered by CDI and also to learn about the 11 other initiatives. “Since 2007 CDI has delivered evidencebased prevention and early intervention programmes. Approximately a thousand parents, children and staff benefit from our services each year. “It has been very valuable to learn what other initiatives have achieved, within their communities, and what has worked best. It is also very important that as colleagues we agree

a shared view on how to take this work into the future for the benefit of as

DEVELOPMENT OF AN ADVERTISING AND MARKETING STRATEGY FOR TALLAGHT STADIUM South Dublin County Council (SDCC) has immediate plans to extend the seating capacity of Tallaght Stadium to 10,000, with the building of the North Stand. The Council also plans to develop the West Stand to incorporate a high-quality corporate area. This work follows the expansion of the stadium in

March of this year with the opening of the South Stand. In conjunction with these plans, SDCC intends to promote Tallaght Stadium as an events venue to include music, festivals and all aspects of community events. With stadium seating and temporary onfield seating, the venue will accommodate up to 20,000 people. In advance of the

building of the North Stand, SDCC have contracted Core Full Solutions to provide an analysis of advertising and branding opportunities for Tallaght Stadium.

in both five and seven-seat options. For Caddy Panel Van buyers there is a choice of wheelbases, with the longer version known as the Caddy Maxi. The external design of the Caddy has been face-lifted, although it will take a close look to immediately pick the fourth generation from the third. However, the improvement in the interior will be instantly obvious. The van is designed as a working vehicle, with a large open tray in the top of the dash, a lockable glove box and an open compartment in front of the passenger. Additional storage compartments can be found under the front seats and there’s a huge roof shelf behind the windscreen. Heater controls are logical and simple to use, as are the controls for the Infotainment system. Three Trim Levels; The VW Caddy Panel Van model line-up comprises of Startline, Trendline, and range-topping Highline specifications, and all come with a generous amount of standard equipment including driver’s seat height adjustment, DAB radio/cd player, electric windows and mirrors, a near-side sliding door, remote locking and classleading safety features including ABS, Brake Assist, 4 Airbags, EBD, EDL, ESP, HHC, seat belt warning and post-collision warning. The Caddy Trendline adds cruise control, Parking Distance Control, Driver Alert, twin sun visors with vanity mirrors, 8-way adjustable driver seat, plus body-colour bumpers, mirrors and door handles to replace the standard black items. The Caddy Highline moves things further upmarket, with climatic air-conditioning, leather steering wheel, auto lights and wipers, Composition Media infotainment system, heated windscreen, front fog lamps and the all-important alloy wheels.

Test Vehicle; My test vehicle was the Caddy Highline Panel Van with a six speed manual gearbox, and was finished in striking Acapulco Blue metallic paint for maximum impact. Power was provided by a 2.0–litre TDI Euro 6 engine with 150bhp. This engine produces a healthy 340Nm of torque and can sprint from 0-100km/h in as little as 9.2-seconds. The cargo area in the standard wheelbase van is 3.2 cubic metres and the towing capacity (with a braked trailer) is 1500kg’s. The load length from bulkhead to the rear doors is 1,779mm, while the overall width is 1,556mm (1,170mm between the wheelarches), and the height from floor to roof is 1,244mm. The LWB Caddy Maxi increases the cargo area cubic capacity to an impressive 4.2 cubic metres, while bringing the load length up to 2,249mm. Other engines available in the Caddy are

75bhp and 102bhp, and all engines are 2.0-litre TDI’s, while all Caddy vans come with Volkswagen’s SCR (Selective Catalytic Reduction) technology that provides the Caddy with impressive NOx emissions by injecting AdBlue solution into the exhaust gasses. Economy figures are excellent across the range, with a spread of between 4.6-litres/100km and 5.1-litres/100km depending on the engine chosen. A payload of up to 814kg is available in the Caddy Panel Van – depending on the model chosen. Pricing; The current VW Caddy Panel Van is a stylish, high quality load carrier, while it’s passenger car-derived running gear and technology has done a lot to keep the van at the head of the pack. TALLAGHT VOLUNTEERS ATTEND NATIONAL FORÓIGE CONFERENCE Foróige volunteers from all over Ireland came together in the Hodson Bay Hotel in Roscommon recently, for Foróige’s annual volunteer conference. Amy Keatinge from Tallaght spoke about the powerful

influence that Foróige, and in particular the NFTE youth entrepreneurship programme, has had on her life. Amy’s self- belief really blossomed through her involvement in the

programme and she learned skills for life, for college and for work. Amy is now proud to be Student Union President of TU Dublin – Tallaght Campus. Foróige has over 6,500 volunteers working in its 650 clubs, 160 projects

and programmes, including Leadership for Life; Be Healthy Be Happy, the Network for Teaching Entrepreneurship (NFTE), and the Aldi Foróige Youth Citizenship Programme, which celebrates its fiftieth anniversary this year. Foróige volunteers are essential to the organisation’s engagement with over 50,000 young people year after year. This was the 49th annual Foróige Volunteers Conference, with 250 delegates from 22 counties enjoying a wide variety of guest speakers, workshops, and social events aimed at exchanging ideas to continue Foróige volunteers phenomenal work throughout the country. The theme of the conference this year was ‘Foróige Volunteers – preparing young people for a changing world’ and it also explored the future direction of youth work and best practice within the sector.

Psychologist and Author Shane Martin gave the conference keynote address on the theme of happiness.

TRAFFIC GRIDLOCK IN LUCAN TO CONTINUE Dublin bye-election candidate for Dublin MidWest, Cllr. Shane Moynihan has called on the NTA to reverse their decision to close the right turn west onto the N4 from the Woodies bridge.

The closure of the right turn is likely to cause further traffic congestion in the area Cllr Moynihan said: “I was extremely disappointed to see closure of the right turn west onto the N4 from Woodies bridge has been

included in the revised Bus Connects proposals. “This closure would only serve to increase the number of cars passing through Lucan Village, further adding to the gridlock in the village.

“Residents in Woodville Downs and Esker Lane and people across Lucan who are opposed to this closure have my full support. I will be making my opposition to this clear in my submission to Bus Connects.” concluded Cllr Moynihan.
