REPAIR AND LEASE SCHEME FAILING Fianna Fáil TD for Dublin Mid-West and Chair of the Oireachtas Committee on Housing and Homelessness, John Curran has hit out at the Government’s ongoing failure to meet its own targets set under the Repair and Lease Scheme. The Repair and Lease scheme is designed to target vacant private properties in need of renovation capable of being rented for social housing or to those

in receipt of housing assistance payments (HAP) in a bid to increase the number of housing units available. Figures obtained by the Deputy this week reveal that 102 units have been deemed suitable for social housing since March, however, just 8 of those have reached a stage of agreement to lease despite the Government committing to implement 800 by year

end. Only 7 of these are in the country’s capital. Commenting on the figures Deputy Curran said, “Back when the Government’s plan, Rebuilding Ireland was launched, then Minister Simon Coveney committed to a target of bringing 800 vacant units back into the market by 2017 and 1,600 by the year 2020. “It is already wholly

NEW PLAN TO DELIVER 8,000 NEW HOMES

On Friday 22nd September 2017, Mayor Paul Gogarty officially launched the Clonburris Strategic Development Zone – Draft Planning Scheme.

A new community is being planned for South Dublin County on the lands that make up the Clonburris Strategic Development Zone. The development, c o m p r i s i n g approximately 280 hectares, is located between the established communities of Lucan, Clondalkin and Liffey Valley. The lands have been designated by the Government as a Major Urban Housing Development Site. South Dublin County Council is confident that Clonburris will have a central role to play in addressing the demand for new housing in Dublin. The Planning Scheme will guide the future

growth of the Clonburris lands, located at the heart of South Dublin County. A six-week public consultation period relating to the Draft Planning Scheme will take place between now and Friday 3rd November 2017.

The Draft Planning Scheme aims to achieve a shared outlook for the future development of the new community at Clonburris. The scale and potential of the ands, together with existing unique selling points, including the Grand Canal, Griffeen Valley Park and the Kildare rail line, offer an excellent starting point for the development of a forward thinking, innovative and vibrant community in South Dublin County. The Scheme will include the provision of three primary and three post primary schools. Approximately 72% of housing will

Following the resignation of Nicky Coules on health grounds, the Tallaght branch of People Before Profit have coopted Emma Hendrick onto the council seat representing the Tallaght South ward. This co-option took effect at the Monday 25th September South Dublin County Council meeting. Councillor Emma Hendrick said, “This is a daunting challenge, but one that I am honoured to be taking on. Our ex-councillor, Nicky Coules, is retiring on health grounds, and I will make it my business to follow in his footsteps. It can place them in immediate danger having to navigate obstacles. In her home, this is something Vicki is acutely aware of. Her son James (11) uses a power chair to mobilise in the community and in the past fortnight has encountered blocked footpaths which were

impassable and blocked kerbs so he could not safely cross the road. Local Community Gardaí in conjunction with South Dublin County Council are progressive within their remit in spontaneous patrol of areas, however this is a notion that must be adopted by everyone within the locality. It is a change of attitude in public’s perception of what is acceptable behaviour. New figures reveal extent of hoarding in NAMA sold sites

Fianna Fáil Spokesperson on Housing Barry Cowen TD says new figures he has obtained from NAMA show the extent of hoarding of residential land which is greatly exacerbating the housing crisis. Deputy Cowen revealed that NAMA has sold land since 2011 which is zoned residential and has the capacity for over 50,000 new houses or apartments. However, despite the unprecedented demand and persistent under-supply in the market, just 7% of potential units are under construction. In response to the figures which for the first time give a geographic breakdown of the potential sites, Deputy

Cowen commented, “This is a national travesty and a result of Government housing policy and deference to international investors. “We know that the cost of land is a key determinant holding back new construction. Despite this the Department of Finance is incentivising investors to sit on sites and not to develop them through the Capital Gains Tax exemption for lands bought prior to the end of December 2014 and held for seven years. “As you can see from the figures, hoarding of these sites is particularly acute in some counties, such as Cork where less than 1% of potential sites are being developed.

“In many counties with large urban areas and high housing demand, such as Waterford, Galway and Limerick there is essentially no construction at any sites sold by NAMA debtors. “This problem is compounded as many sites are still not serviced by infrastructure. This shows that the €50 million allocated this year by Government via the Local Infrastructure Housing Activation Fund (LIHAF) for servicing new sites is completely insufficient and has been almost wholly taken up by a small number of sites in Dublin. “Most investors that bought sites off NAMA are sitting on them and waiting until they appreciate in value until

the end of the 7 year period when they can claim their capital gains exemption. The earliest date that properties acquired in the relevant period can qualify for the exemption will be 7th December 2018. “Land Hoarding is clearly holding back supply. Fewer than 18,000 new units will be built this year, including

just 4,000 apartments, when we need in region of 50,000 to make a dent on affordability, rent and price inflation. “I am calling on the Government to reduce the holding period on these sites to four years, which will allow investors the opportunity to sell these sites now rather than in

2018, 2019 and 2020. “I also strongly believe that a new Site Tax is required to encourage the use of empty sites. The Government’s Vacant Site Levy, which will not take effect until Jan 2019, is nowhere near strong enough to discourage land hoarding in a growing market,” concluded Deputy Cowen.

but developing arts habit in the non-formal education environment such as youth services, orchestras, youth theaters and more. “We take pride in Ireland’s vibrant artistic history across myriad art forms – and we will campaign to ensure that such a record is upheld and added to into the future. “Sinn Féin will safeguard the right of every young person to explore their artistic and creative potential.”

Figures recently released to local Fianna Fáil TD for Dublin Mid-West, John Curran show that over 1,000 people in the Dublin HSE West area are waiting for a first assessment for occupational therapy. “The biggest cohort of people waiting in the HSE Dublin West area is children and teenagers. At 588 those aged 17 and under, make up nearly half the list. And what is really disturbing is that 188 of them are waiting more than a year.

“To have so many young people waiting so long for an assessment in the HSE Dublin West area for such essential therapy is just inexcusable,” said Deputy John Curran. “Another disquieting feature of these figures is that it is as simple as a lack of urgency to recruit the correct staffing levels in the area by the HSE that is causing such delays in the system. In a recent reply from the HSE to me through a parliamentary question they

have confirmed to me that they have allocated just one full time post to deal with the longest waiters for first time assessment and that recruitment is still under way for this post. “Occupational therapy is critical for supporting people in doing the everyday things that they want and need to do when faced with illness, injury, or disability. Its basic objective is to help people to participate in the activities of everyday life. “We need to bear in mind too that this is just a waiting

list for an assessment. Once this hurdle is overcome, there may then be a further waiting list for actual therapy. “Waiting such long periods of time for assessment and then treatment can have a detrimental impact on people’s quality of life and treatment outcomes, especially in the case of very young children. “Tackling these waiting lists must be a priority in the 2018 HSE Service Plan,” concluded Deputy Curran.

Peter Kavanagh, a 33 year-old Clondalkin native, has been confirmed as the Green Party’s candidate in Dublin Mid West for the next General Election. Kavanagh, who works in the charity sector, was educated in Coláiste Chilliain and is involved with several volunteer organisations in the locality. Kavanagh, a graduate of Maynooth University and NUI Galway, feels he has a unique insight into the community that will stand him in good stead as a candidate. “I grew up here, and apart from a brief spell in Austria and up the road in Tallaght, I’ve lived here all my life,” he said, “I helped start a youth club in Clondalkin and I was a Scout leader here for three years. I taught in Palmerstown for two

years after graduating too. I’m still heavily involved with Áras Chrónáin and RUA Red, and the Public Participation Network for South Dublin County. “I joined the Green Party last year because I’m a member of the first generation in the history of the State to be worse-off than their parents. I couldn’t sit by and watch a Government in thrall to market forces sit idly by and watch the situation get worse for the most vulnerable people in society. I work with pensioners, some of whom can’t afford a decent meal every day; and I volunteered with Home Sweet Home in Apollo House last winter. When more than 8,000 people are homeless in a country with almost a quarter of a million vacant properties, that’s not a mistake – it’s policy.”

that treat a cohort of women unfairly must be immediately reversed or suspended.

Speaking in the Dáil on the matter, the Deputy said, “The Social Protection Committee’s recent report on pensions clearly recommends that the 2012 changes, specifically, the increase in the number of bands and the doubling of the minimum number of required contributions - are ‘demonstrably inequitable.’

“Currently, many Irish women are not entitled to a full State Contributory Pension because they took time out of the workforce to care for children or an elderly loved one and are left in financial difficulty as a consequence. “It is deeply unfair to penalise women who have taken time out of the workplace to raise a family or care for a relative. Indeed, it can be argued that these women in fact

saved the State money as they were caring for others in the absence of any services made available by the Government. “This situation fails to recognise the valuable contribution that these women have made to society. As a matter of good public policy, social welfare schemes should be reviewed and their successes or failures measured. “These changes have had a disproportionate negative impact on women, and

should be suspended immediately. “During last week’s meeting of the Employment Affairs and Social Protection Committee, I called on the Minister to suspend these punitive changes and put the reports recommendation into effect immediately. “The social welfare system must be adequately fit for purpose and effectively function for all those who rely on it,” concluded Curran.

It came at the most important moment, just when most people were deciding how to vote. Sr Stan is a true hero. She is driven by a belief in fairness, equality and justice. Dublin South West TD and Independent Minister Katherine Zappone says Tallaght Hospital will remain a hub of health services for local communities. The Minister was speaking after being briefed on an expansion of services. Under the plans an expanded ICU is being provided as well as a new Satellite Centre of the National Children’s Hospital. DROP IN SUICIDE RATE NOT FELT LOCALLY CLAIMS

Dublin South West TD, Seán Crowe, has described the latest Health Service Executive (HSE) report which suggests there was a drop in suicides in last year as welcome, but said the reduction is not being felt locally.

The Sinn Féin TD said that there doesn’t seem to be a week that goes by without hearing the awful news that someone has died by suicide, with distraught family and friends left to cope. Deputy Seán Crowe said:

“The HSE’s National Office for Suicide Prevention (NOSP) 2016 report says there were 399 suicides in 2016 compared with 451 in 2015. This is welcome, but we still have a significant problem in this country when it comes to self-harm

and suicidal ideation. “As a society we are slowly emerging from a very dark period in the last number of years, but austerity and its impact are unfortunately still with us. “Mass emigration and unemployment may not be the issues that they were but their effects are still deeply felt and they contribute to the sense of hopelessness behind the high number of suicides in the last decade. “Economic factors have improved on a superficial level but underemployment, poverty, and disadvantage remain with us, and all these factors contribute to despair and problems for mental health. “The State has in recent years encouraged the proliferation of community and voluntary groups that are tackling the issue of suicide, but it has failed miserably to financially resource them. These groups do amazing work and have literally saved countless lives. Suicide prevention training facilitated across the State has also helped. “In my opinion, Government

action is the key to lasting change in this whole area. “Government Departments have to be the driver of any change and a leader in not just developing strategies, but in implementing them on the ground in communities impacted by suicide. The need for a coordinated governmental approach encompassing the areas of mental health, housing addiction, prevention, and education among others, has been long documented.” Crowe continued: “We need to see the HSE providing early intervention, 24 hours 7 days a week crisis services, rolling out counselling at primary care, and schools

based programmes. “Suicide prevention cannot be outsourced or privatised. Providing services and an environment which protects the vulnerable against the causes of suicide is a central role of any government. “The figures from the HSE suggest the numbers are going down but I think everyone would agree that collectively more needs to be done tackle suicide in our country. “My party Sinn Féin will be playing its part and is proposing significant investment in mental health services and suicide prevention in our Alternative Budget 2018.”

CCTV AND TEXT ALERT SUPPORTS TO COMBAT CRIME Tallaght, Rathfarnham, Citywest and surrounding communities should check out new Government supports to protect local people from crime, according to Dublin South West TD and Independent Minister Katherine Zappone. Support is being provided for the provision of community based CCTV schemes as well as text alert schemes. The Minister is encouraging local groups to apply for part of the €1.1m being made available nationwide. Minister Katherine Zappone added: “Everyone is entitled to be safe in their community, their neighbourhood and their home. In order to achieve this goal we need active communities, where neighbours work together and check in on each other. Such work is deserving of Government support. We are fortunate in our local areas to have very active volunteers driving initiatives to reduce crime and antisocial behaviour. Under the new supports €1m is being made available for the provision of community CCTV schemes. Each project can receive up to €40,000. Nationally a further €100,000 is also available in rebates for the cost of providing text alerts. Such schemes can work in any area but are particularly important in the more outlying areas, where the nearest neighbour maybe a car journey away. I would encourage our many local groups in Dublin South West to check out the schemes and avail of the supports. Combatting crime also includes a strong Garda force. I am in close contact with Justice Minister Charlie Flanagan to ensure our stations are getting a fair share of resources, including new Garda recruits as well as some of the new Garda fleet being rolled out. Strong communities connected to and working with dedicated Gardaí is the best way to keep local people protected, safe and secure.”

Decision to halt Liffey Cycle Lane is wake up call for DCC

Fianna Fáil Spokesperson for Dublin, John Lahart has said the decision made by Dublin City Council to grind a halt to developing the Liffey Cycle Lane, underscores the severe lack of planning and vision for Dublin’s transport. It was announced that plans to develop a segregated cycle route along the Liffey Quays have been suspended as the National Transport Authority have pulled their funding of the project. “In recent years, significant progress has been made to encourage more and more people to leave their cars at home, and to cycle as a healthy, efficient and environmentally friendly alternative. I imagine that there are very many cyclists disappointed to hear this afternoon’s announcement,” explained the Deputy. “It’s entirely understandable why the National Transport Authority were given little more option than to pull funding. My primary concern is the real danger that the funding could now be allocated to a non-Dublin, noncycling project. “The Luas Cross City is set to transform commuting across the city in unprecedented ways, however, while the number

of city commuters choosing to cycle has more than doubled over the past decade, investment in cycling infrastructure remains chronically inadequate. “Last year, the 1,500 Dublin Bikes spotted around the city centre were used over four million times; this is approximately four times as much as the 11,500 London Bikes were used in the same year. “This indicates a clear appetite for the scheme’s expansion into the greater Dublin area particularly as the population in the capital steadily increases towards 2020 and beyond. It therefore seems only sensible to plan for an increase in segregated cycle lanes. “Fianna Fáil supports the extension of cycle lanes and the expansion of the Dublin Bikes scheme into the suburbs of Dublin and the other Dublin local authority areas; Fingal, South Dublin and Dun Laoghaire-Rathdown. “I have written to the NTA to request that they continue to earmark that funding while Dublin City Council makes moves to reach agreement. I will be following any developments on this matter very closely,” he concluded.

START OF BUILDING PROGRAMME AT KINGSWOOD COMMUNITY COLLEGE WELCOMED

Local Councillor Charlie O’Connor has welcomed news that builders are due on site in respect of the Permanent Building Programme for Kingswood Community College which is operating its second year in pre-fabs.

A long time campaigner for the College, Charlie O’Connor has continued to represent concerns of the local community in respect of what is seen locally as a delay with the Building Programme. He does however welcome the announcement that the builders, Glasgiven Contractors, are due on site probable over the next two weeks. He understands that the 104 week contract period commenced on 28th August last and that the contract requires the substantial completion of phase 1 (everything apart from the temporary school removal and formation of the soccer pitch) after 98 weeks

of the contract. He further understands that it is being stated that this would see substantial completion by 1st July 2019. According to Charlie O’Connor, it is important that account is also taken of the concerns of the local community in respect of the impact of the Building Programme and added that he hoped that the authorities would appreciate the need for action and regular communication in that regard. He also said that he expected that Kingswood Community College would be under pressure particularly next year in respect of space for incoming pupils and staff although he agreed that it was a positive sign that so many local families wished to avail of the College. Charlie O’Connor wished everybody concerned with the Project every success and undertook to continue to monitor the situation on behalf of the local community.

CONTINUING STRONG GROWTH IN EMPLOYMENT

Local TD Frances Fitzgerald, Tánaiste and Minister for Business, Enterprise and Innovation, welcomed the latest Quarterly National Household Survey figures from the Central Statistics Office, showing that employment continues to increase strongly with 48,000 more people employed in the year to Q2 2017. Commenting on the release of the figures, Fitzgerald said “These figures are very

encouraging and show that we are on the right path to full employment. My priority as Minister for Business, Enterprise and Innovation is to ensure that more jobs are created across all regions and that the standard of living is improved for all our citizens. “The latest figures show there are now 85,500 more people employed in the Dublin region since 2012, when Fine Gael launched the first Action Plan for Jobs.

“Unemployment is now at the lowest rate since 2008 at 6.1%, with all regions experiencing a boost in the number of people back at work. The drop in unemployment rate is also being reflected across Clondalkin, Lucan, Palmerstown, Rathcoole, Newcastle, Saggart and Brittas also. “Local unemployment figures have dropped from a high of over 10,500 signingon in August 2010, to 4959 this month. LOCAL COUNCILLOR HAS AGAIN CALLED ON COUNCIL MANAGEMENT TO PROGRESS THE PAVILION PROGRAMME IN THE COUNTY

At the recent Council meeting Councillor Charlie O’Connor particularly asked Council Management to confirm actions being taken to deliver the Pavilion in Dodder Valley - Old Bawn Park. At that meeting, the CEO of the Council reported as follows: “The aim of the current pavilion construction programme is to provide for the provision of further pavilion facilities; commencing with provision at Dodder Valley-Old Bawn Park, Griffeen Park and Corkagh Park. A tender process was carried for the Pavilion programme in 2016; it did

not achieve results in either value for money, design innovation or the creation of a list of suitable contractors. It was agreed to re-tender the Pavilion programme using the more successful tender model of design-build allied to more traditional construction successfully employed on the now completed Ballyowen equine centre. The tender was bases on evaluation criteria balancing Quality and Price. The preferred bidders tender following evaluation was over 450,000.00 euros more than the budget capital cost allocation already agreed in light of sports grant. A

revised and reduced design was prepared by Architects Dept. and costed by the preferred bidder but the cost is still 300,000 in excess of the budget amount and is not seen as good value for money. The tender strategy is now under review and will be retendered shortly.” According to Charlie

O’Connor, he continues to receive many enquiries from the general Old Bawn area in respect of proposals for a Pavilion in Dodder Valley Park and he has asked Council Management to continue to liase with local residents in that regard. He has been told that the

Council intends to meet local resident’s groups in the matter “in the coming weeks”. On an associated issue, Charlie O’Connor has also raised with the Council, the concerns of Parkwood Residents Association and local residents in respect of the poor condition

THE RUTLAND CENTRE IS A TREATMENT PROVIDER FOR ALL TYPES OF ADDICTION Last year brought the introduction of recovery month, which was spearheaded by the Rutland Centre. This is an initiative to highlight and promote recovery from all addictions in the month of September. Cllr Kenneth Egan said “I was very humbled and honoured to be invited to officially launch this with Minister for Health Simon Harris and the staff at the Rutland centre on the 28th of August. This was a really enjoyable event in which I got to tell my own story of recovery. This event supported immensely by the media has been a productive month for me highlighting the various issues and stigma around addiction and recovery and the need to be more open and talk more on an issue that’s usually kept silent. I got the opportunity to speak on a panel with camogie all Ireland winner Anna Geary, Gaa player Naill McNamee and manager Liam Sheedy. This was a wonderful event and Matt Cooper, DJ from today fm MCed the event and aired the discussion over the following days on his radio show and I have received lots of positive feedback. It has proved to be an integral part of raising awareness this month. I also received a call to do a segment on the Claire Byrne Live show, which at first really put pressure on me as I would rather avoid cameras etc. But I must say it was a fantastic experience and the show went viral and again have received many texts and mails off friends and fellow members also in recovery which can only be a positive to assist in supportive recovery and breaking stigma in our communities across Ireland. Finally, I had a motion unanimously passed in the South Dublin County calling on government to review current legislation on advertising for alcohol and gambling advertising in support of new Public Health Bill. During national recovery month, it’s a time we reflect, educate and be aware of various factors leading to unhealthy relationship with alcohol, gambling and substance abuse. This watershed would be a progressive start. Losing 9 stone How Gary Did IT! Gary is set to share his slimming knowledge A local slimmer who transformed his life by losing over 9 stone in a little over one year is using his success to shape a whole new career helping other people change their lives and achieve their weight loss dreams too. Gary Dempsey joined his local Slimming World group on Friday mornings in the Maldron Hotel Tallaght 20 months ago and has dropped from over 23 stone to 13 stone 13lbs, achieving his target in March 2017 and now maintaining it since. Gary has now trained as a Consultant for Slimming World, Ireland and the UK’s largest group-based weight loss organisation, at their national training academy in Derbyshire. Now he is opening his own group in Tallaght Village at the Dominican Retreat Centre (The Priory) October 9th at 7.30 pm as the first male consultant on Dublin’s South Side. He says, “I’ve struggled with my weight as long as I can remember, from a teenager to my mid-twenties. I always really wanted to lose weight but never really stuck to any diets because I was unsure what exactly I needed to be doing.” Gary heard about slimming world but always thought it was just for women so while he really had to lose weight he made the decision that he didn’t want to go and be the only man there so he began his Slimming World

journey online as a member. Gary lost the first two stone in two months but found it hard to stick to it on his own because there was nobody to hold him accountable, show him where he might be going wrong or how to improve it, it was up to him as an online member to step on the scales and if he hadn’t lost weight that week he would let his old eating habits creep back in. One of Gary’s mates was going to Slimming World with his partner at the time and he said ‘why don’t you join, there are lots of men here’ but Gary just kept putting it off. Gary really began to struggle to keep the two stone off, and was in a lot of pain with a spinal injury, and meant he could not join a gym or workout to lose weight but was constantly reminded by his friend he could lose weight easily with Slimming World without focusing on exercise, so he eventually had no choice but to pluck up the courage and walk through the doors of his local group. In Gary’s first week after joining the group he lost 8lbs. For the first 14 weeks would get weighed and then walk straight out – he never sat down and joined the group, his consultant Sandra would always come over to him after he was weighed and see how he was and try to encourage him to stay for group but he would make excuses and leave as quick as he could.

There was a Man of the Year award coming up and even though nobody in group really knew Gary, the group voted for him as the winner. That was the turning point for Gary as a member as he felt he belonged and after that he began to stay for group and has not missed one since. Sticking with food optimising and knowing that he would be weighed every week, supported and inspired in the group, Gary lost another seven stone in a year, bringing his total weight loss to nine stone in 14 months. Everything from the size of his clothes to his attitude and confidence changed. He has even started to get some exercise in, going from walking to running. Working as a Digital Marketing Manager before Slimming World Gary would shy away from speaking publicly but today he can lead meetings and give presentations without feeling intimidated, shy or embarrassed of other perceptions on his size. Gary says “It’s incredible to think that I was once a 44 inch waist and 3/4XL and am now wearing a 32 inch waist and M shirt”. Now that he has been through it, Gary plans to motivate and support people to make a change and live a happier, healthier lifestyle. He is making up for lost time and now realises what happiness truly feels like and invites any person looking to lose weight in

Gary love’s making fake-aways so for dinner he will make everything from burgers, kebabs, curries, roast dinners to fish and chips. Gary eats similar food to what he used to, now he

just cooks the meals himself with low calorie spray oil and know exactly what is in them. He eats wholemeal breads instead of white and make simple swaps like cooking with less than 5 percent fat mince and lean meats. Even simple things like changing up your sauces can make all the difference like using 50 percent less sugar ketchup and lighter than light mayonnaise instead of the full fat versions. With slimming world Garys says he’s not restricted and can still go out and meet up with friends at the weekend for a pint. Romaine Scally, Solicitor Question: I went as Guarantor for my son on his mortgage when he took it out some eight years ago. I was under the impression that I was only to be Guarantor for eight years. However, when I questioned this with the bank recently they said that this was never the case and that I am to be a Guarantor for the entire mortgage. Can I do anything about this? The mortgage is not in arrears but my wife and I no longer want the responsibility of being Guarantor now that we are retired and living on a pension. Answer: You are quite right to look into this now and try to have it resolved. To be a Guarantor for any loan is affectively a liability over your head and if you are planning for a retirement on a reduced income it is vitally important to resolve this now. Firstly, we definitely recommend that you ask the bank to send you out a copy of the original letter of offer in relation to the loan. This letter of offer which would have been addressed

to your son sets out the conditions of that offer. One of the conditions obviously was that your son needed a Guarantor. The letter should set out the conditions attached to the requirement for a Guarantor. Hopefully, the letter will clarify that the Guarantee was to be in effect for 8 years only. If there is no mention in the letter of offer, then you will need to secure all the documents attached to the drawdown of the loan. These documents should clarify exactly the conditions attached to the requirement to have a Guarantor. Whereas it is not unusual for a Guarantor to be limited in the number of years it would apply, Lenders do not offer this as a matter of routine. It would generally have to be suggested by the Guarantor and negotiated before anything is signed. As you can imagine, all the Lenders want the Guarantors to be in place for the duration of the mortgage and are the least likely people to suggest a shorter guarantee period. If your recollection is that you asked for this and successfully negotiated a reduced term then there should be some documentary evidence to support this. If you do not have it, it should be with the bank and you should request all this documentation. You should go back to the Solicitor who acted for your son in the purchase and see what documentation he or she will have on file. You may have been referred on for independent advice in relation to acting as Guarantor and whoever gave you the independent advise could still have documents to clarify exactly the nature of that guarantee. If it transpires that there is no documentary evidence to support a shortened Guarantee then, you will simply have to start negotiations now to allow yourself out of the guarantee. will agree to this will depend on a number of matters particularly how compliant your son has been on the mortgage and the present loan to value ratio and market value of the property. Assuming that your son bought eight years ago, then, he would have purchased in or around 2009. Hopefully he is not in negative equity as if so then, the Lender is very unlikely to let you out of the guarantee. However, we strongly advise you to pursue this urgently as it will take some time but, you are absolutely correct in that a peaceful retirement requires you to reduce all your liabilities and a Guarantor would be one of the most serious ones. We wish you the best of luck. Question: 15 years ago, my late husband bought out our house from the Local Authority. At the time, our income did not support a mortgage and our son came on the mortgage with us. He has continued to live in the house and has been very good over the years in helping to pay the mortgage when funds were tight. My husband died three years ago and since then, my son has paid the mortgage in full. It will be paid off next year. My worry is that my son will end up having to sell the house in the future when I die as we have four other children. Can I protect my son and leave the house to him exclusively. Answer: Firstly, we are sorry to hear about your husband but it must be a great relief to have your son living with you. He certainly appears to have been extremely supportive over the years. To answer your question, whether or not the house can be transferred to your son will

depend on a number of things. Firstly you mention that your son was on the mortgage with you when you bought the house. It is probably more likely that he is also on the deeds and we would suggest that you consult with the Solicitor to check the matter out. It is unlikely that the local authority would agree to have your son on the mortgage only and not on the deeds but this can very easily be clarified. If he is on the Deeds as well as the mortgage then, it needs to be clarified as to whether or not he is on the deeds as a ‘joint owner’, or tenant in common. There is a significant difference. If the three of you were on the Deeds as ‘joint owners’ then the property automatically passes to the survivor as each joint owner dies. This being the case then the property presently is owned by the two of you. If on the other hand the property was owned by all three of you as ‘tenants in common’ then, each of you own 1/3 of the house which can be dealt with by way of a Will or transfer. Again, this is easily clarified by any Solicitor whom you would instruct. If for whatever reason your son was on the mortgage only and not on the Deeds then, you could certainly consider a transfer to your son of a half share. Although no money need pass hands there would be stamp duty implications and some costs. Depending on the value of the property, there could be an liability for CAT Tax but if the property does not exceed the present threshold for inheritances/gifts between parents and children of €310,000.00 there will be no exposure to any capital taxes. It is clear that you do need a consultation with a Solicitor with a view to resolving this and the sooner you do so the better. We wish you the best of luck.

ZAPPONE MEETS FINANCE MINISTER TO SET OUT BUDGET PRIORITIES Budget 2018 must set Tallaght on a course to be a ‘Smart City’ of the future, according to Dublin South West TD and Independent Minister, Katherine Zappone. Minister Zappone has set out her goals at a meeting between Independent TDs and the Minister for Finance Paschal Donohoe. Speaking following the discussions Minister Zappone said: “Our discussions have focussed on what is right for the communities in Tallaght, Rathfarnham and Citywest. I have set out the need to put in place the capital to build infrastructure which will turn us into a ‘Smart City’ of the future. Priorities must be support for

the Institute of Technology in Tallaght so it has the freedom to compete with other colleges nationally and internationally. We must build on the progress which has been made by increasing the facilities on the campus. Tallaght Hospital also needs to be supported. The development of an expanded Intensive Care Unit will benefit patients. However it should also be a world class beacon of innovation, healthcare and learning. Our hospital must continue to be supported to it meets its full potential. As well as these large scale projects there are also smaller works which require desperately needed funding. Knockmore Junior School, St Thomas JNS and Mount Seskin Community School must all be given

extra support. Our youth clubs are enjoying increased funding with an extra €6m in grants announced only this week bringing total investment this year to €57m. This is money well spent. I have asked Minister Donohoe to ensure that at the very least this level of funding is maintained. Protecting the vulnerable is an important duty of Government. As Minister for Children and Youth Affairs I am keenly aware of the pressure on services which support victims of domestic and sexual violence. I want this to be addressed as a priority. In these final days I will be continuing budget negotiations to deliver the best possible result for children, young people and their families.”

LATEST PROPERTY PRICE RISE HIGHLIGHTS POTENTIAL MASSIVE TAX HIKE FOR DUBLIN HOMEOWNERS

Fianna Fáil Seanad Group Leader, Senator Catherine Ardagh has warned that the forthcoming property tax revaluation cannot be used as an excuse to gouge hard pressed Dublin home owners for hundreds of millions in additional revenue, and has called for the Minister to clarify his intentions in relation to the Local Property Tax in Budget 2018. Senator Ardagh was commenting following the publication today of the monthly CSO’s Residential Property Price Index which indicated that house price inflation is accelerating, with a 12.6% increase in house prices across Dublin in the 12 months to July.

“This was the second highest monthly rate of house price inflation since the CSO began recording residential property data in 2013. The CSO have also introduced a technical change to how the index is compiled to make it more representative of house price changes across the country. The Local Property Tax (LPT) was introduced in 2014 and

is based on the self-assessed value of properties in May 2013. The Department of Finance have announced that a revised valuation will be undertaken in 2019. “The date of the last property tax valuation in May 2013 coincided with the lowest level which property prices reached in the recession. Since then, property values have recovered strongly, with the growth of which far out-stripping increases in disposable income levels. “In Dublin, for example, the CSO residential property index indicates that average residential prices have risen by 70% since May 2013. For a house valued in 2013 in Band 4 (€250,000 €300,000) this means that their moving to Band 8 and property tax would rise by €270. “House prices in Dublin City have risen even faster in value during the period, increasing by 78% on average. This could push many home owners in to band 3 or 4 levels. Each one band increase is equivalent to a €90 tax hike.

By contrast CSO data indicates that average hourly earnings have increased by only 2% since mid-2013. It is clear that there is absolutely no capacity for households to take a massive increase in the Local Property Tax. “Unless the issue is addressed the total tax take from the LPT could increase from an estimated €460m this year to €760m. This is simply unacceptable at a time when many family budgets are already severely stretched. “We know Fine Gael’s track record in relation to hidden tax hikes such as the raid on private pensions, the failure to index tax bands and credits and the abolition of the weekly PRSI allowance. “Their preference has been to try and slip in these increases in a very underhanded manner. I am calling on the Minister for Finance to bring clarity to this matter in Budget 2018 and set out his plans to prevent a massive LPT tax hike for Dublin homeowners,” concluded Ardagh.

LauraLynn, Ireland’s Children’s Hospice provides palliative care to children with life-limiting conditions and their families, from the point of diagnosis to end of life, and throughout bereavement.Our holistic approach ensures we support the whole family through a unique care plan that may include: symptom management; planned short hospice stays (respite); unplanned hospice stays (emergency care); end of life care; music & play therapy; psychological & bereavement support; Social Work and Chaplaincy. All care is provided free to families. Care can be

availed of in the hospice, at hospital, in the community, or in the family home, depending on the child and family’s preference. It costs €5.2million to keep LauraLynn’s Children’s Hospice open, €3.5million of which must be generated each year through fundraised income. Since opening in 2011, LauraLynn has cared for more than 325 children and their families and provided more than 265,000 hours of short stay care provided
