ABOLISH INPATIENT CHARGES

Last week, the Irish Cancer Society announced over 5,000 people have signed their petition to ask the Government to abolish inpatient charges for all patients.

The Society launched the Inpatient Charge campaign during the month of September to support their call for abolition of the charge which can have a severe financial and emotional impact for patients and their families. Marie Moran, a breast cancer survivor from Co. Mayo, faced these charges while dealing

with a cancer diagnosis during pregnancy. She said: “It was such a whirlwind.

I was diagnosed with breast cancer 32 weeks into my pregnancy. It was such a stressful time for me, physically and emotionally, and to be landed with bills of €80 for each treatment session was a real shock. When bills quickly turned into final notices demanding payments, it caused me so much stress and worry at an already difficult time.” “I am so grateful to the thousands of Irish

people who have shown their support by signing the Irish Cancer Society’s petition to end these charges so that families like mine no longer have to face the financial strain of inpatient fees and fear debt collectors knocking at your door.” Inpatient charges affect those who are most vulnerable. They apply to patients who do not qualify for a medical card or do not have private health insurance.

This means some cancer patients face charges of €80 for

treatment either as an inpatient, or for day cases including chemotherapy, which can mean total charges of up to €800 a year for hard-pressed individuals and families dealing with a cancer diagnosis. Donal Buggy, Head of Advocacy and Services said: “What is often forgotten when speaking about the life-changing impact of a cancer diagnosis, is the financial toll it can take on individuals and families, which, for some, can be as stressful as a diagnosis itself.” “We have been campaigning for a number of years to reduce the ‘Real Cost of Cancer’ which can see ordinary families face huge outlays on charges, such as the inpatient charge, at a time when they are experiencing a range of significant financial, physical and emotional pressures.” “In Budget 2019, the Irish Cancer Society is calling on the Government to abolish inpatient charges to improve the lives of cancer patients and

NATIONAL WOMEN’S ENTERPRISE DAY (NWED) 2018

Local Enterprise Office South Dublin is encouraging more women to go from ‘local to global’ with their businesses by helping to organize events around the country, with over 1,000 female entrepreneurs expected. Minister for Business, Enterprise and Innovation, Heather Humphreys, T.D., has launched the national programme of events for National Women’s Enterprise Day (NWED) 2018 taking place on Thursday 18th October with 16 major entrepreneurial events planned across the country, including an event in South Dublin.

The Local Enterprise Offices have organised a programme of events under the theme “From Local to Global” aimed at inspiring the next generation of female business leaders to take their local ideas and make them a global success. On October 18th, the event for South Dublin female entrepreneurs is taking place in Citywest Hotel and special guests include host

over the summer months to tackle Public Order issues where particular emphasis was placed on our local parks and open areas in an attempt to prevent antisocial & criminal activity. This operation was particularly successful and proved a deterrent towards persons who previously engaged in antisocial & criminal activity in areas such as Fonthill,

and Liffey Valley Shopping Centre, Griffeen Park, in the environs of the shops at Ballyowen, Hillcrest and Lucan Shopping Centre according to the Gardaí.”

to improve Community Confidence in the area and in our local parks and recreational spots. ‘Business Watch’ programmes and Neighbourhood Watch Groups are also operational in Clondalkin Village, Lucan, Rathcoole, Saggart and Citywest areas and the Garda Late Night Leagues will commence in November in conjunction with the FAI and SDCC; all of which are

part of the Gardaí’s policing plan for the area. Local residents deserve to feel safe in their local parks and open spaces; therefore I welcome the extension of ‘Operation Irene’ by an Garda Síochána and I will call for its continued extension in our area in order to provide continued safety and prevention of anti-social behaviour”, concluded Deputy Curran.

A.M.Y.A. 4TH ANNUAL 5K CHARITY WALK

On 15th September, the Ahmadiyya Muslim Youth Association Ireland (A.M.Y.A.I.) held a 5K Charity Walk in Corkagh Park, Dublin. This has become an annual event in the association’s calendar, who’ve raised over €25,000 for various Irish charities since the initial Walk in 2015. This year, it was in support of two organisations, Croí Heart & Stroke Charity and Kishoge Community College Lucan. Although the Charity Walk itself is a one-day event, there was extensive campaigning in the weeks

leading up to it. Members of the youth organisation set up stalls across the country, in an effort to fundraise and raise awareness. Poster boards were put up around Lucan.

The Walk was a great success, with the help of a team of volunteers who worked to ensure everything went smoothly. However, the work doesn’t end there! This is an ongoing campaign, and members of the Youth organisation will continue to fundraise over the next couple of weeks. The link to donate

LUCAN TIDY TOWNS COMMITTEE WINS BRONZE TWO YEARS IN A ROW

South Dublin County Council (SDCC) recently congratulated the area’s dedicated Tidy-Town Committees on achieving great results in the 60th SuperValu National Tidy Towns competition announced at the Helix in Dublin recently. Mayor of SDCC, Cllr. Mark Ward said “I would like to congratulate all Tidy Groups in SDCC who again increased their scores in the 60th National Tidy Towns Competition. I would also like to acknowledge the huge effort and commitment by all the volunteers in our County involved in their local Tidy Towns. Thank you to you all for your fantastic contribution. A special congratulations to Lucan, who achieved a bronze medal for the second year running, I am delighted with their hard work and commitment which has paid off and is recognised in this competition”

Kevin O’Loughlin from Lucan Tidy Towns Committee (Winners of a Bronze Medal – 2nd year in a row) added “Lucan Tidy Towns has been “on the go” for well over 20 years. Over the years the Tidy Towns competition has evolved from being about removing litter and planting flowers and shrubs to looking after architectural heritage, conservation and waste reduction, among other things. Planning ahead and involving schools, organisations and businesses and of course South Dublin County Council are now vital to make a difference.

But when we’re out on a Saturday working with our friends we get a great buzz when we’ve made even a small improvement in our village. So we feel it is well worth it!’

We are delighted to achieve another bronze medal, with an increase in our score of 7’ – it makes the hard work even more worth the effort. It can be difficult sometimes to get motivated when we are faced with the work we have to do to get in our entry form and put on a good show for the Tidy Towns adjudicators.

It is unbelievable we do so well in the Tidy Towns and everyone who helps out in any way should feel a lot of pride about that, it’s an outstanding achievement we done to all our volunteers who helped out this year especially our Junior Committee who have worked their socks off as usual.”

BUSCONNECTS PLAN MUST BE PUT TO DUBLIN COMMUNITIES

John Lahart TD has said that the BusConnects plan to reconfigure bus services across Dublin must ultimately better reflect the transport needs of passengers and commuters before it is introduced. The Deputy was commenting ahead of a Fianna Fáil Private Members Business motion on the issue which is to be debated in Dáil Éireann recently. He said, “The clear majority of Dubliners recognise the need to transform the Capital’s public bus network to more efficiently meet the needs of passengers and commuters but there are some very valid public concerns regarding the BusConnects plan. “I am particularly concerned about the aspects of the plan related to reductions in frequency and connectivity

of essential routes in the greater Dublin area. In some instances, entire routes are set to be scrapped altogether, leaving suburban communities without a reliable bus service into or around the city. “I have held a number of public meetings in the constituency on this issue and my Fianna Fáil colleagues across the city have held meetings also. It has been clear throughout these series of meetings that there is public dissatisfaction with how this plan was sprung on them over summer and the prospects facing their local bus services are not all to be welcomed.

“At this stage in the process, it is crucial that the National Transport Authority must take on board feedback following public consultation. I wait with baited breath as to

whether the final plan reflects the transport needs

of our local communities,” he concluded.

LACK OF ACTION ON EMPTY PROPERTIES

Clondalkin Cllr Madeleine Johansson made comments following a motion at the recent Clondalkin Area Committee. The motion expressed solidarity with housing activists around Dublin occupying empty properties and called on South Dublin County Council to draw up a list of empty properties and a plan of action.

The official report revealed that 19 vacant properties had been identified in Clondalkin, but officials said that the locations or actions taken could not be made public. Cllr Madeleine Johansson commented: “We need urgent action by the

‘BE NATURE NICE’ AND PLANT A TREE FOR TETRA PAK TREE DAY

The Tree Council of Ireland, supported by Tetra Pak, is calling on primary school children across Dublin to get involved in Tetra Pak Tree Day on Thursday 4th October 2018. The theme for this year’s campaign is “Be nature nice! or Bí dóighiúil don dúlra!” Tetra Pak Tree Day

gives children, teachers and parents the opportunity to put down the school books, get outdoors and connect directly with nature.

The campaign also encourages children to become more environmentally aware. The campaign’s mascot Sammy Squirrel will feature

on Avonmore school milk cartons with seven simple messages on how to help the environment. 1,000 FREE tree saplings available for primary schools to plant on 4th October As part of Tetra Pak Tree Day, up to 1,000 native tree saplings will be made available through the Tree

COLÁISTE BRÍDE RECEIVES CYCLE AGAINST SUICIDE AMBASSADOR SCHOOL AWARD

On Wednesday last, September 12th, the now annual Cycle Against Suicide Ambassador Schools’ Awards ceremony was held at the honourable society of King’s Inns, Dublin.

These awards recognised the immense efforts of 99 schools around the island of Ireland who have completed the Ambassador Schools’ Programme, and became actively involved in mental health promotion. The Ambassador Schools’ Programme is one aspect of a wide range of Cycle Against Suicide initiatives and programmes, is schoolled, and involves the completion of “Five Gears” over the course of a year, all of which are aimed at raising awareness of the message that “It’s OK not to feel OK; and it’s absolutely OK to ask for help”.

4 DISTRICTS FUN DAY A ROARING SUCCESS

“This year we celebrated the 6th 4 Districts Fun Day for families in Newcastle, Rathcoole, Saggart and Brittas. It was the biggest and best event yet! A huge thank you to everyone who came down to support the day, it was great to see so many families (and their dogs!) there having fun in the sun. “The event is volunteer-based, led by Neville Graver, Christy McDonnell, Tricia O’Halloran and our small committee which includes Angela Breslin and Treasa Kelly who run the dog show. We had everything

from market stalls and music to inflatables and superhero’s, a reptile zoo and pet farm, a choo-choo train and toddlers area. The weather was perfect and it was a fantastic free day out for families in the area. The event would not be possible without the collaboration with local businesses, including Happyfeet, sports clubs like Rathcoole Boys FC and Commercials Hurling club, signers like RAMS in Rythm and Affia and services like the Civil Defence,” said Cllr. Emer Higgins, a founding member of the 4 Districts Fun Day committee.

HIGHER WASTE CHARGES FOR MEDICALLY INCONTINENT

John Curran T.D. has said it is very disappointing to learn of the delay in Minister Naughten’s implementation of the promised annual support of €75 that was to be introduced for persons with lifelong/long-term medical incontinence.

Deputy Curran was commenting after receiving an up-dated reply to a Parliamentary Question from Minister Denis Naughten on the issue; “The excuses are running out for Minister Denis Naughten when it comes to his incompetence to implement a very simple initiative to assist those with lifelong/longterm incontinence dispose of their waste. The Minister is now hiding behind the introduction of GDPR policy as an excuse for the delay.

“This support is to help some of the most vulnerable people and older people in our communities to meet the

average annual cost of disposal of incontinence products and while the payment is not substantial it could go a long way to alleviate pressure on many householders waste charges. This is a long wait for people struggling to make ends meet. “The Minister is putting no urgency or priority on this issue. He announced his commitment to this simple payment one year ago and now I have learnt that it could be as late

as the end of the year before implementation while the Minister uses the introduction of GDPR as an excuse. This is ridiculous and unfair to those who are lifelong/ long-term medically incontinent and therefore have significantly higher waste charges to pay. “I am calling on the Minister to engage with this issue, to prioritise it and have it introduced sooner than the end of the year,” concluded Deputy Curran.

PALMERSTOWN CAMERA CLUB BEGINNERS COURSE Palmerstown Camera Club (PCC) is back after the summer break. They have a new varied program which caters for members at different levels of photography. The Club has a new course for new members beginning on Oct 3rd in the Parish Hall, Kennellsfort Road, Palmerstown. If you have enjoy photography and would like to increase your knowledge of photography drop in to meetings on Wednesday’s at 8 pm. PCC has a membership of 60 people who are passionate about photography but also enjoy a good laugh. You will find that you are warmly welcomed and members will have no problem in answering any questions you may have.

The cost of the course is €110 this includes free membership of the club for a year. The course is designed specifically for beginners who are keen to learn photography and creating great images, it will last 6 weeks between 7pm and 8pm The course will consist of knowing your camera, aperture, shutter speed, Iso, white balance and composition. There will also be an outing to a location to take photographs, these images can be uploaded to a closed Facebook page and advice can be given. Course includes handouts, visual aids and practical work. The course will be given by two experienced photographers with several years experience between them.

CREDIT UNIONS NEED TO BE INVOLVED IN AFFORDABLE HOUSING

Following the announcement of the National Land Development Agency, Fianna Fáil Chair of the Housing and Homelessness Committee John Curran has said a significant source of funding for social and affordable housing has been completely ignored by the Government.

Commenting, Deputy Curran said, “it is estimated that Credit Unions collectively have around €8.5 billion held in investments and the return on these investments is not substantial. Time and time again the Credit Union movement have come forward with proposals to invest a portion of that money in a social and affordable housing model. I have hosted the Irish League of Credit Unions is Leinster House to brief Minister’s, TD’s and Senators on this issue, yet we have still seen no proposals from Government. “Previously,

restriction was the Central Bank’s investment rules for Credit Unions which prevented them from pooling their investments in Approved Housing Bodies. However, these regulations were thankfully changed earlier this year which now means Credit Unions can start to make an impact on the housing crisis.

We are still awaiting any meaningful proposal from the Government to establish a funding model that can utilise Credit Union funds to build, sell or rent social and affordable housing. This is delay is yet more evidence of a Government that is asleep at the wheel. “Access to credit is a major stumbling block in the housing crisis and at the same time credit unions are crying out for viable long term investments. We need the Government to

2G FRAME FOOTBALL PITCH OPENS IN LUCAN

On 14th September Mayor of South Dublin County Council (SDCC) Cllr. Mark Ward officially opened the recently completed 2G Frame Football Pitch at Hermitage Park, Lucan.

The FAI’s “Football for All” Programme is a network of clubs who provide opportunities for children with specific needs who may struggle to excel in the competitive environment of underage football or who need additional supports to develop as footballers. The local club, Esker Celtic,

have developed a “Football for All” programme that is designed to cater for players who require the use of a walker style frame and also to those who feel that they can compete more equally by using these frames. The game is played using the frame as an aid with the basic rules of Football in 4v4 or 5v5 games. The pitch at Hermitage will be the first of its type that specifically caters for frame football players. South Dublin County Council, with the support

of the FAI, contracted Sports Labs Ltd. to design the specialised surface, in consultation with the Esker Celtic Frame Football team and contracted Mc Sweeneys Ltd. for the build of the pitch over the summer months.

Speaking at the event Mayor Cllr. Mark Ward said “This opening ceremony marks the delivery of a significant project that will allow frame-users to participate in team sports at a purpose-built venue here at Hermitage Park.”

Bob Montgomery’s personal memoir of flying at Weston in the 1950’s

Private aviation in Ireland all but ceased during World War two and was slow to re-emerge in the early 1950s. Weston Aerodrome established itself as the centre of private aviation in Ireland at this time and the formation of the Aero Club of Ireland there in 1953 was a significant step forward. A leading light at Weston at that time was David Montgomery - a contemporary of the legendary ‘Darby’ Kennedy, David was a businessman,

flying enthusiast and instructor, part-time aviation writer, Honorary Secretary of the Aero Club of Ireland, of which he had been one of the founders, and an inspiration to many who took to the skies.

DRUG SAFETY TESTING AT MUSIC FESTIVALS WELCOMED

Sinn Féin spokesperson for the Arts, Youth Affairs and LGBTQI rights Senator Fintan Warfield has welcomed confirmation from the government that a stakeholder-led working group will be convened by the Department of Health to examine the provision of drug safety testing at music festivals and nightclubs in 2019. Senator Warfield said:

“During a commencement debate today with Minister Catherine Byrne on the subject of drug safety testing, the Minister confirmed that a commitment to establish a working group to investigate best-practice in drug safety testing will commence in 2019. “According to Eurobarometer poll in 2014,

This has become apparent at our music festivals where the use of MDMA, ecstasy, ketamine and cocaine are all common. “Confidential drug safety testing services at music festivals inform those who consider using drugs about the potency of the sample

PROGRESS NEEDED ON REBUILDING CASTLETYMON PUBLIC LIBRARY Cllr Charlie O’Connor has urged South Dublin County Council (SDCC) to prioritise the construction of a new public library in Castletymon so residents can access full library services as soon as possible. of a new public library following the closure of existing library services in Castletymon last year. Cllr O’Connor said, “There has been a library in the Castletymon community since 1984 and local residents are fearful that the plans for a new build have not made any real progress since it closed its

The library was expected to be fully rebuilt by 2019. “Despite being assured that tenders for the new library would be issued in March, with construction due to have commenced in May, an open tender was only completed in August. “It’s coming close to 5 months over the scheduled construction start date and it’s still nowhere near underway. I have now been told that construction “will commence before the end of the year, with a 52 week build period.” This is clearly not being treated as a priority project. “This building has been idle for

almost a year and I am very disappointed the needs of our community are not being met. The mobile library provides limited book loans in the interim as a temporary arrangement but those living in the area deserve better access to a wider variety of services. I know for instance many locals miss the photocopying services. “The new library that is due to be built near the church in Tymon will no doubt be a vibrant community space for all when completed. That is why it is all the more urgent for progress to be made and development gets started right away,” he concluded.

MONASTERY ROAD WORKS South Dublin County Council (SDCC) is proposing a number of modifications to Monastery Road in Clondalkin. Cllr Trevor Gilligan added “This is following on from previous road works that took place recently on the Monastery Road. Residents are worried that the new works will cause major traffic disruptions along the road. Works are proposed to be completed by Q1 2019.” The works are as follows: The construction of new wide footpath between Monastery Heath and Siac Roundabout. Provision of safe pedestrian crossing facilities at the Siac Roundabout on the Woodford Hill arm and reconfiguration of the roundabout. Provision of 2 signalised pedestrian crossings, one at Siac Roundabout on the Woodford arm of the roundabout and the other one on the bow bridge (L1019) just south of the

Ibis Roundabout. Junction treatment works at Monastery Gate Entrance. Pavement works on footpaths around the Ibis Roundabout. Tree planting to replace trees on Monastery Road that require removal. Provision of staircase down the eastern embankment just south of the bow bridge to the footpath at the bottom. Resurfacing of the footpath and cycle track between the Siac Roundabout and the Ibis Roundabout and merging the footpath and cycle track into a shared facility.” “Pedestrian safety is paramount. I have had a number of queries about the previous road works on The Monastery Road and I would ask SDCC to look into these safety issues as a matter of ongoing concern. DUBLIN URBAN RIVERS LIFE LAUNCH SDCC SEIZE 113 HORSES

The Mayor of South Dublin County, Councilor Mark Ward, officially launched the Dublin Urban Rivers LIFE project at Rathfarnham Castle Park on Monday 17th September. This is a joint project between South Dublin County Council (SDCC) and Dún Laoghaire-Rathdown County Council (DLRCC).

This river water quality improvement projected is estimated to cost €2.54 million over a four year period from August 2018 to June 2022 with 50% funding from the EU LIFE Fund Programme. SDCC will be the lead authority on the project. The Project aims to address the issue of pollution

in urban rivers using techniques with proven results relating to domestic misconnection sources and integrated constructed wetland development.

The Local Cllr received a response from SDCC this week in relation to his concerns with the neglect and abuse of horses in parts of the county.

“Of the almost 230 horses seized last year by SDCC, just 5 were reclaimed and only 11 were suitable for re-homing. It’s deeply upsetting that over 200 horses that were kept in county were essentially abandoned and had to be euthanised by authorities.

“Those who want to keep a horse but live in Dublin South West don’t necessarily have enough of their own space for the animal and are therefore left to fend for themselves in green public space. “Gardaí are under pressure to respond to incidents of crime across the city and are

LOCAL COMMUNITIES IN €737K FUNDING BOOST

More than €737,000 is being made available for local projects to improve community services in the South Dublin County Council (SDCC) area, according to Dublin South West Minister Katherine Zappone. The figure has been increased by over half a million euro in a move which Minister Zappone says is a tribute to volunteers and workers active on the ground to improve their communities. The Minister is calling for the funding to be made available to projects as soon as possible. Welcoming the announcement Minister Zappone added: “This is

money which can be used to improve our local parks, green areas as well as the purchase of equipment for community services and projects including sport, recreation, childcare and supports for older people. The figure represents a big increase from an original announcement of €169,399. The size of the extra funding underlines once again the importance of the work being carried out by dedicated volunteers throughout Rathfarnham, Tallaght, Citywest and other communities. The money is being provided to SDCC to fund the enhancement programme. It is important

that an application process commences early so that people of all ages can enjoy the benefit of the extra cash at the earliest possible date. Whether through tidy town groups, sports or playgrounds our volunteers together with the dedicated teams of SDCC are constantly working for the benefit of our communities. This is vital work which deserves support from Central Government. RAISING THE FLAG

Primary and Secondary schools across Dublin are being urged this Autumn to embrace the ‘Amber Flag’ initiative for Pieta House, a nationwide suicide prevention charity. The Amber Flag initiative is a program that encourages schools, along with colleges, sports clubs and societies to work to bring about and promote a cultural shift in the way we think about mental health. It will empower and encourage pupils to be caring and considerate for one another. In order to be awarded the Pieta House Amber Flag, schools and other applicant groups must host a mental health awareness event, a fundraiser, and a mental health initiative. The programme encourages team work and student contributions and works with school guidance counsellors to include a peer-support element. The Amber Flag is in its 5th year and over 450 flags have been awarded to date. Once a school is awarded the flag it is placed in a prominent position outside

the school flying at full mast acknowledging the great achievement. CEO of Pieta House, Brian Higgins clarified that “Our vision at Pieta House is a world where suicide, self-harm, and stigma have been replaced by hope, self-care, and acceptance. Challenging stigma is critical to us as an organisation.’ Higgins added that “Stigma is frequently what brings people to the doors of Pieta House, often adding to stresses on youth mental health. If we support schools and groups to create a stronger and more resilient environment, then we can build stronger and more resilient people”. The Pieta House Amber Flag initiative will enable them to support schools and youth groups across Dublin in raising awareness of the stigmas which exist in their environments, and the stressors on the mental and emotional wellbeing of those within them. Rock to the Top is commissioned under IN CONTEXT 4 - IN OUR TIME, South Dublin County Council’s Public Art Programme for 2016-2019 under the Per Cent for Art Scheme Inspired by the feat of Oisín, back from Tír na nÓg, who threw a boulder up the valley near Tallaght with one hand, Rock to the Top challenged the people of South Dublin to recreate this mythic feat by bringing a boulder up to the mountains, by hand, over the course of a year. Between June 2017 and June 2018 over four hundred people helped to carry a granite boulder on foot from Rua Red in Tallaght, to build a cairn at the top of Glenasmole valley 12 kilometres away. Each monthly walk featured a performance or event linked to the place and the seasons. This exhibition gives a flavour of the journeys over four seasons between the city and mountains. A short video

LIFE-CHANGING PHYSIOTHERAPY EQUIPMENT UNVEILED

A new state-of-the-art piece of equipment was launched recently in the Peamount Hospital Rehabilitation Unit by Frances Fitzgerald T.D. The HUR Pulley Functional Trainer (PFT) is the first of its kind in the country, having completed an initial trial for a number of months. Designed in Finland, the free-standing machine can be used by both inpatients and out-patients to improve their limb and core strength.

Speaking at the launch, Fitzgerald commented: “I am delighted that Peamount now has top-of-the-range equipment for strengthrehabilitating patients. A number of patients in the room told me about their experience with the machine and the visible signs of improvement that they have experienced as a result of this trial.

I’m also encouraged to hear the PFT can also be used by wheelchair-users – as

well as patients who have suffered from stroke or have undergone hip-replacement surgery.”

Thanking all involved in the acquisition of the equipment, Fitzgerald noted: “This would not have been possible without the generosity that was shown through the Patient Donations Fund and the hard-working staff in Peamount Hospital. I am a great admirer of

environments which require a multidisciplinary approach – and the Rehabilitation Unit is testament to such an approach. Congratulations to the occupational therapists; physiotherapists; social workers; consultant geriatricians; student physiotherapists and all of the staff, whose small acts make the difference

This will provide an additional 50 residential beds as well as 50 neurorehabilitation beds – all of which will help address

I intend to follow its progression over the coming months – and I shall continue to work closely with Minister Harris to ensure that this new development delivers in its huge potential.”

NO INTENTION OF DISCONTINUING CHRISTMAS BONUS

Frances Fitzgerald T.D. is assuring locals that the Government has no intention of discontinuing the Christmas Bonus. “I can confirm that Minister Doherty has absolutely no intention of discontinuing the Christmas Bonus for any Social Welfare recipient. “I know many people have been concerned in recent days following reports in the media regarding discontinuing the Christmas Bonus. “I understand that there were suggestions that the bonus was under threat – however, I want to assure everybody that this is absolutely incorrect. As is always the case, there is currently no provision for a Christmas bonus in the Department of Social Protection’s allocation

for 2018, the decision to pay a Christmas Bonus is made at budget time every year. “I was contacted by a number of concerned constituents on this issue and I am happy to be in a position to clarify that the Government has absolutely no intention of discontinuing the Christmas Bonus for any Social Welfare recipient. “The Christmas Bonus was abolished in 2009 by under the Fianna Fáil Government. As the economy recovered, I was very pleased to see it reinstated by Fine Gael in 2014 at the rate of 25%. “This was increased to a 75% payment in 2015 and further increased to 85% in 2016 and 2017,” the Fine Gael TD concluded.

Osteoporosis Clinic Ireland was established by Susan Boland a Nutritional Therapist and Karen Byrne a Registered General Nurse as a result of their common interest in osteoporosis and bone health.

Organised by the Irish Amputee Football Association and Supported, the inaugural one-day competition was played in a round-robin format with teams representing Bohemians, Cork City and Shamrock Rovers competing to decide the winner. The event was seen as the final opportunity for players to impress selectors who will choose the seven-man starting team from a squad of 13 to represent Ireland in the forthcoming Amputee World Cup being held in Guadalajara, Mexico at end-October / early-November next.

Susan is also a qualified body strength and conditioning coach with many years of teaching experience assisting people with bone health issues. She monitored her clients 2 yearly DXA scan results for the last number of years and found that those who didn’t follow their protocol of exercise/diet/ nutrition regularly resulted in deterioration in bone density. Susan has a special interest in this area because of her own painful condition scoliosis diagnosed at the age of 26, which is a risk factor for osteoporosis. As a result Karen suggested checking Susan’s bone density with her ultrasound bone density scanner, which gives an ‘Osteoporosis risk Index’ based on readings of the radius (wrist) and tibia (shin).The result indicated that Susan has osteoporosis in her forearm & Karen therefore suggested a DXA scan to check her spine

and hips. The result was normal but based on the severe level of scoliosis, the Radiologist decided to check her forearm which gave a T-score of -4 which is osteoporosis.

GOVT NEED TO RECOGNISE THE IMPORTANCE OF LOCAL & REGIONAL DRUG TASK FORCES

John Curran T.D. has said the Government’s poor attitude towards delivering much needed funding to the Local and Regional Taskforces in communities nationwide, is letting done those most in need of support for problem drug and alcohol use.

Ensuring that they are adequately funded is a matter of public health. In order for these services to remain in communities to support those with problematic drug and/or alcohol use, they need to receive consistent levels of funding year round.

The Deputy received a response from the Minister in September which indicates that after being left without funding since January, Local and Regional Drug Task Forces are to receive a once off payment in October to allow them operate until December.

“As it stands, those working with a task force are unable to kick-start priority projects out of fear that they will be left without funding beyond the initial payment provided. They therefore cannot plan ahead and they are not in the position to expand or deliver comprehensive services in prevention, treatment and rehabilitation.

own work, but of our clients continued and unwavering support over the years” Attendees at the event listened to a presentation on PAYE Modernisation – something which Mr. O’Dwyer believes is going to come as a “sharp shock” to some businesses throughout the country, “We recently conducted a survey which revealed that 66% of SMEs throughout the country are “short on detail” on the PAYE system overhaul due to come into effect on January 1st, 2019, with 40% say they are “not at all prepared” for the changes necessary to their payroll systems in advance of the deadline. This really drives home the fact that hundreds, if not thousands, of businesses throughout the country have a lot of work ahead of them to ensure they are ready for the changes. Recent feedback from accountants and bookkeepers has raised some concerns about the additional compliance that PAYE modernisation will place on smaller employers. Such employers typically present payroll records to their accountant or bookkeeper on an annual basis for submission of the P35. A real-time system places both a cost burden on these smaller employers, as well as a logistical issue for how they will communicate payroll information on a routine basis throughout the year. It is, as yet, unclear how this will be resolved, but it would appear that there are no

derogations planned by Revenue for smaller employers.” The Future for Big Red Cloud; Always one to be ahead of the curve, Mr. O’Dwyer has been active in the alternative lending sector and recently raised over €30,000 in 24 hours using Flender, a ‘smart’ crowd financing platform which raises fast growth finance for SMEs. This success is on the back of another effective campaign with Linked Finance in 2016. Big Red Cloud have recently been approved for the Market Discovery Fund Grant from EI, and are ear marking both Malta and Cyprus as possible export markets ahead of the UK because of concerns over BREXIT. Both these markets are the highest English-speaking nations with the same accounting rules as Ireland. Mr. O’Dwyer continued, “The company is in continuous recruitment mode and we are currently looking to recruit a further 3 staff members in sales and customer service. We are also exploring opportunities overseas and are likely to bring on board an International Business Development Manager to begin our export business. We are always looking at new markets and new ways of servicing our clients. We are committed to keeping pace with industry developments, and as such, have plans to align further with banks as there is a growing convergence between banking and accounting. This is helping to make the day to day bookkeeping process easier for business owners by synchronising transactions, giving better access to credit and helping with cashflow.”

He left everything between six nephews and nieces all of whom live abroad. One of the nephews is an accountant and says that he will be able to deal with the formalities of applying for a Grant of Probate himself. However, the rest of us feel that a solicitor in this country should be appointed as it could get very messy or take a particularly long time if the work is being done from abroad. Have you any advice in this regard? Answer – The answer is that when all the Beneficiaries are living abroad, you have no choice whatsoever but to appoint a firm of solicitors to take on the Application for a Grant of Probate on behalf of the family. This is firstly a protection for the family but also secondly, a protection for the Revenue Commissioners in cases where there will be a tax liability arising from any inheritance. It is also quite a long process as each Beneficiary will have to apply for an Irish PPS number if they do not already have one. This can take time and therefore we would urge you to agree to appoint a solicitor at the earliest possible moment so that the process can get underway. We wish you the best of luck. Question – We are a family who are reaching the final stages of administering my late father’s estate. My father left everything equally between his five children. Our mother predeceased our father and therefore the estate also consists of the house. Each of us will inherit approximately €70,000.00 each after tax. We have dealt with the Probate ourselves. Our concern however is that one of our brothers is a chronic alcoholic and we know that to give him such a large amount of money will effectively amount to a death sentence as he is very likely to spend it all on drink. Our brother has had a drink problem for many years and our father was always very worried about him. Can we hold back the money and keep it for him for an emergency? Answer – This is a sad situation and must have posed a dilemma for your father likewise during his lifetime. The problem however is that your father did not apparently make provision for any stage payments for your brother or indeed for money to be held on trust for him. Your father was aware of your brother’s alcohol problems but chose not to put any restrictions on his inheritance. He may have had his reasons for this but the reality is that your brother is as equally entitled to his lump sum in the absence of those restrictions in the same way as all the other siblings. It certainly might be a good idea if one of your siblings gets on particularly well with your brother to have a discussion with him before the money becomes due and ask him for his views as to whether or not he would indeed trust himself with such a large lump sum. He might choose to give instructions to one or more of the family members to help him to invest the money wisely in such a way that he will not have immediate access to such a large sum of money. However, those instructions must come from him and must not be imposed on him by other Beneficiaries. We hope that it all works out well and wish you the best of luck.

MOTORING LIFE WITH TURN OVER A NEW LEAF WITH NISSAN’S ‘ELECTRIC STAR’ By Breda Corrigan When management at Nissan set about planning the second generation of its multi award-winning LEAF electric car, they knew that the original car would be a tough act to follow. The first generation LEAF was officially launched in Japan in December 2010 and worldwide a few months later. With more than 300,000 units sold worldwide (up to January 2018), the Nissan LEAF was awarded the honorable title of ‘The World’s all-time, best-selling, highway-capable, electric car’. Nissan’s all-new LEAF offers more battery range, more technology, more interior space, more advanced safety equipment and higher build quality than ever before. Nissan have made over 100 changes to the new car as a result of feedback from customers of the original LEAF and the end result is simply amazing. Changes to the way that new cars are tested now means that all new cars are subjected to a new ‘Worldwide Light-Duty Test Cycle’ (WLTC) standard which offers a more realistic figure in terms of battery range for electric vehicles (EV’s) and fuel economy in terms of conventional engine vehicles. Nissan claim that, under the WLTC standard, the new LEAF is good for a range of 269km on a combined mix of roads, or as much as 412km in city driving. Driving the car gently and taking advantage of the regenerative power from braking frequently will reward the driver with an excellent battery range. Two charging sockets are located under a neatly designed flap in the nose of the car, while a 3-pin plug cable and a standard charging cable are stored neatly in the boot. Charging will take 21 hours from empty to 100% off a household plug, 7.5 hours with a home 7kw charger or you can get an 80% charge in 40 minutes from a 50kw fast charger. New technology fastcharge units are due to be rolled out in the next 12 months which will, potentially, allow the car to receive an 80% charge from

empty in as little as 10 minutes. The all-new Nissan LEAF is available in three trim levels - SV, SV Premium and SVE. Standard specification across the LEAF range is hugely impressive, with even the entry-level SV model coming equipped with features such as 16” alloy wheels, rear privacy glass, leather multi-function steering wheel, a heat pump, intelligent cruise control, Nissan Connect infotainment system and many more safety, technology and comfort features. Step up to the SV Premium model and you will also get an Intelligent Around-View Monitor (a network of cameras, which provide a 360-degree birds-eye view), Moving Object Detection, front and rear parking sensors, B-pillars in gloss black finish and upgraded 17” alloy wheels. Range-topping SVE specification also includes a Cold Pack (heated leather seats front & rear and a heated steering wheel), a BOSE premium audio system with 7 speakers, intelligent automatic LED headlights, signature LED daytime running lights and ProPilot with leveltwo autonomous driving technology. This selectable system will steer, accelerate and brake the car on roads where it can see the road markings and the car in front. Consisting of a network of 12 sonar sensors, five cameras and three radars, this ingenious system can enable the car to park itself and control the autonomous emergency braking (which will also spot pedestrians, plus warn of cars in your blind spot or those driving past as you’re reversing). My test car was a new Nissan LEAF 40kwh SVE model finished in stunning Pearl White metallic paint with a contrasting Black Metallic roof and door mirror casings for a truly ultra-modern look. In terms of acceleration, Nissan’s new 40kwh battery pack and inverter will propel the car from 0-100km/h is a lively 7.9 seconds. Press the accelerator pedal and you will be rewarded with an instant and seamless rush of torque – which is 26% higher than that of the first

generation LEAF. As a result, the new LEAF is so easy and pleasurable to drive, while a quick flick of the, centre-console mounted, automatic gear knob is all that is needed for forward or rearward motion. The electronic parking brake is released automatically once the accelerator pedal is pressed and this feature enhances the simplicity of driving the new Nissan LEAF. Standard across the new Nissan LEAF range is stunning new technology which Nissan calls the ‘ePedal’. Selected by a toggle switch located by the gear selector, the ePedal allows you to drive the car with one pedal alone. Enough braking effort is applied when you lift off the accelerator to slow the car to a complete stop, while the brake lights illuminate at the back of the car in the normal fashion. It is a new way of driving that takes a little bit of getting used to, but eventually becomes second nature and fun, too. The use of the ePedal is entirely optional and a brake pedal is located in the usual place for drivers who prefer to brake for themselves. On the move, the new Nissan LEAF is extremely serene. A gentle electric motor whine is barely audible upon acceleration and, apart from that, some tyre noise is all that you will hear. The new 40kwh battery pack is the same size as the old car’s 30kwh batteries so no extra space is needed to house them. The car’s centre of gravity is 5mm lower, while the steering is quicker than before allowing the car to react better and more comfortably to steering inputs, while it stays much flatter through corners. Nissan’s engineers tuned

the new LEAF’s suspension in the UK for the European market and, by using the same ‘Intelligent Chassis Control’ technology as in the Qashqai SUV, have endowed the car with excellent driving dynamics. Nissan’s standard satellite navigation system (complete with a 7” touchscreen) will help in locating electric vehicle (EV) charging points along your intended route and is intuitive to use and initiate. Cabin space in the new Nissan LEAF is sure to be more than adequate for the average family, while the boot is an impressive 435-litres with the rear seats in place. Build quality throughout the car is excellent and the materials used feel durable and familyfriendly. With the all-new LEAF, Nissan have brought to the market, a very attractively designed, technologically advanced and highly desirable car, which will prove itself to be easy on the pocket too. Thanks to ‘zero emissions’, an annual road tax disc will cost just €120. The new Nissan LEAF SV model is priced at €29,690, while the SV Premium is €30,940, with the SVE model priced at €33,600 and all represent outstanding value for money in every respect (all prices quoted are inclusive of a €5,000 Government / SEAI Grant for private buyers). Nissan’s 3-year/100,000km warranty is standard across the entire Nissan passenger car range. The new Nissan LEAF is more exciting, more confident and more connected than ever before and is a very convincing proposition for buyers looking for an electric car with so much on offer.
