Stone Centre MAKE SCHOOL BOOKS FREE & END Tallaght headstones crafted for all cemeteries VOLUNTARY CONTRIBUTIONS Tel: (01) 462 6200 Fax: (01) 462 6209 - Calls for help with education costs to SVP increase for the third year in a row -

Calls for help to the Society of St. Vincent de Paul (SVP) from families struggling with the cost of education have increased by 4% this summer. In recent weeks, SVP took approximately 250 to 300 calls per day from worried parents. This increase comes after the charity reported a 20% jump in requests for help with school costs in 2018. The smaller rise in calls this year suggests that the increase in the Back to School Clothing and Footwear Allowance in 2019

has lifted some of the pressure on struggling families. However, with requests increasing for a third year in a row, SVP says much greater investment in the education system is needed so that costs aren’t a barrier to participation at primary and secondary level. SVP has put forward a number of proposals to immediately alleviate much of the financial stress on parents in a submission made in recent weeks to a Joint Oireachtas Committee on Education and

Skills. Two of the SVP proposed actions that would reduce the costs of primary and secondary education are; Make school books free across all primary and secondary schools. Begin with a €20 million investment in Budget 2020 to provide free books to all primary school children. And end the voluntary contribution system in all non-fee paying primary and secondary schools. In Budget 2020 restore capitation grants to 2010 levels. SVP is also asking that the Department of

Education and Skills establish a working group to examine the use of digital devices in schools, including the cost impact on parents. “Access to education is the key to breaking the cycle of poverty but if children don’t have the right materials for learning or if they feel different from their peers, that has a really big impact on their progression and experiences in school. We strongly believe that all children should have access to quality, free primary and secondary education,” said Kieran Stafford, SVP National President.

In 2017, SVP spent €3.6 million on education, supporting children and young people at pre-school, primary, secondary and third level, as well as supporting further education and training, secondchance education, and promoting lifelong learning opportunities for the people it assists. Marcella Stakem, SVP Policy Officer said, “If school books were free, it would significantly reduce the financial stress placed on parents and ensure that all pupils,

Marcella Stakem also said, “The underinvestment in our education system at both primary and secondary level limits the potential of children and puts significant pressure on low income families. INTRODUCING GREEN ALTERNATIVES FOR TAXI USERS CAN BENEFIT US ALL

Dublin Senator, Catherine Noone has called for the introduction of new and novel ways of highlighting electric vehicles in public use. Senator Noone said: “We should be thinking outside the box when promoting the use of electric cars to the public.

“Initiatives such as the introduction of ‘green taxi ranks’ reserved for electric vehicles can give

the public, conscious of the environmental footprint, an alternative option to traditional vehicles.” Senator Noone continued: “Other measures such as having the option of requesting an electric vehicle on popular taxi apps can increase the consumer’s choice of travel. “Grants are also currently in place for taxi drivers driving electric vehicles. While

take up so far has been slow, greater promotion and advertising can see rising numbers of applications.” Senator Noone added: “I believe that making it as easy as possible for people to access green alternatives in travel will see more people availing of the environmentally friendly option.

of options and we should do everything we can to offer it to them.” Senator Noone

will be trialling an electric vehicle in the coming weeks to demonstrate the

challenges and advantages of using sustainable vehicles.

SAVE CLONDALKIN CONVENT PUBLIC MEETING

The Save Clondalkin Convent campaign will

hold a public meeting in Áras Chrónáin, Clondalkin

on the 4th September at 7:30pm. The campaign

is a broad coalition of resident’s associations

Heritage Week In Clondalkin

and community groups with cross party-political support that wants to save the historic Clondalkin Convent from a current development proposal from Bartra Property and the Presentation Sisters. The proposal involves a 155 bedroom nursing home four story development that would completely obscure the Convent and undermine the important heritage of the village. The proposal would also have a very significant negative impact on adjoining schools, residential areas and Clondalkin village traffic. While the development

proposal has been approved by South Dublin County Council an appeal is currently with An Board Pleanála. Notwithstanding the appeal process, Save Clondalkin Convent, hopes to mobilise public opinion in opposition to the current proposal and to encourage the Presentation Sisters to meet with the group and discuss more appropriate plans for this site that would meet the needs of both the Presentation Sisters and the wider community. The application can be observed on the SDCC website here: www. sdublincoco.ie/Planning

(First Time Buyers) Bill will ensure that up to 30% of zoned land will be earmarked for first-time buyers. For example, a development of ten units would have up to three units available for first time buyers to purchase. Cllr O’Connor said, “Whereas the Government have been found severely lacking when it comes to real and meaningful solutions to address the housing crisis, we have set out a number of measures to tackle the ever-growing emergency.

“This latest one seeks to level the playing field for first time buyers and keep the dream of home ownership alive – something which has become further away for most people in recent years with home ownership rates slipping to a 50 year low of 67%. “As it stands the influx of Cuckoo Funds snapping up entire housing estates and apartment complexes is contributing to an unprecedented degree of competition for first

time buyers. This Bill will prevent the bulk buying of entire developments by investment funds thereby freezing out first time buyers. “We know that house prices in our area are continuing to rise. The average price of a home in South County Dublin is now €403,000

URGENCY NEEDED ON HOME CARE DUE TO DELAYED HOSPITAL DISCHARGES Over 500 delayed discharges in our 4 main Dublin Hospitals in 2018.

John Curran T.D. has said that more resources are needed for appropriate step-down facilities or home help hours as delayed discharges from hospitals reach crisis levels. He commented, “The health system, home help crisis, and capacity issues in hospitals are all linked. We do not have enough home help hours or step-

down facilities. As a result, acute hospital beds are filled for longer than they should be, and Emergency Department wait times grow.

Deputy Curran has received figures from the HSE which show that there were over 500 delayed discharges in 4 main Dublin Hospitals in 2018 and that these figures are on the rise for 2019. Growing with these waiting lists are the fear and stress endured by patients and

their families. A total of 159 people in St. James’s Hospital had delayed discharges in 2019 to date, while they were waiting for home help and a total of 60 people Tallaght University Hospital had delayed discharges in 2019 to date. This is due to a lack of home help hours, home care packages or community-based respite

support in nursing homes or rehabilitative centres. Recently I pointed out that the HSE was not meeting its target of providing home help to people in Dublin Mid-West in 2019.

had risen to over 1,100 and the latest figures for March 2019 shows an increase of 530 people waiting to 1,254. This is an increase of over 70% in the space of one year.

In CHO 7 which covers Dublin Mid-West, in March 2018 there were 724 people waiting for home care support. Less than five months later that figure

Families who care for their loved ones who have been discharged from hospital, living with a terminal illness or special needs deserve supports in the

form of home help hours. The government must do more to bring down the list of delayed discharges in hospitals. It is essential that home help targets are met. Older people want to be in their own homes and not to be stuck in hospitals which are already facing serious overcrowding pressures,” concluded Deputy Curran.

EMPLOYER ROADSHOW HELD IN TALLAGHT

The Department of Employment Affairs and Social Protection recently hosted an Employer Roadshow in Tallaght. The Tallaght event was one of the first locations for the Roadshow, which was held in the Maldron Hotel. The Minister for Employment Affairs and Social Protection, Regina Doherty, T.D. visited the Roadshow in Tallaght where she met with local employers and representatives from local businesses in Dublin West and South County Dublin. The aim of the Employer Roadshows is to promote supports and incentives available to employers from the Department and to encourage employers to avail of schemes

and incentives and, in particular those that will assist jobseekers who are in need of support to enter the labour market. This approach supports Future Jobs Ireland, launched earlier this year by the Taoiseach, which outlined the longer-term ambitions for the future of our economy.

Employers and business are essential to our economy and the Department of Employment Affairs and Social Protection recognises and supports their role. The Employer Roadshow events will strengthen and grow links with local employers who will be given information on schemes such as JobsPlus, the Wage Subsidy Scheme, the

Youth Employment Support Scheme (YESS) and the recruitment services and other supports available from the Department’s Intreo service and JobsIreland.ie

providing opportunities for work for other people who, although not classified as unemployed jobseekers, have the potential and the desire to play a more active role in the labour force.

Speaking at the Roadshow in Tallaght, Minister Doherty pointed to the value in Government engagement with local businesses and employers to ensure Government responses define and refine appropriate responses to business needs: The event in Tallaght was aimed to ensure that the approach of activation, as set out in the Department’s Pathways to Work strategy, will continue to address the needs of employers in Tallaght and South Dublin while also

Minister Doherty also spoke about the need for industry placements as a means of gaining new, relevant

work experience: “I am delighted that so many local employers are engaging with these events as their involvement is so valuable to our work in giving people a chance to return to the workforce. Work experience is a crucial aid to helping people into the workforce - whether

they are young people, undertaking traineeships or apprenticeships or returning to the workforce after an absence. Industry placement is a critical part of gaining access to the labour market and giving jobseekers a chance to gain vital handson workplace experience.”

FAILURE TO ADDRESS HIGHER WASTE CHARGES FOR THOSE WHO ARE MEDICALLY INCONTINENT

Dublin Mid-West T.D. John Curran has said it is very disappointing that the Government has not yet addressed the issue of higher waste charges for those who are Medically Incontinent. This simple payment of €75 per annum for those who are Medically Incontinent was announced by the

present Government 2 years ago. Deputy Curran was commenting after receiving an up-dated reply to a Parliamentary Question from Minister Richard Bruton on the issue; “The excuses are running out for the Minister and his Department when it comes to their incompetence to implement a very simple initiative to assist those

with lifelong/long-term incontinence dispose of their waste. The Minister continues to hide behind the introduction of GDPR policy as an excuse for the 2 year delay in addressing this issue. “This support is to help some of the most vulnerable people and older people in our communities to meet the average annual cost of disposal of incontinence products and while the payment is not substantial it could go a long way to alleviate pressure on many householders waste charges. This is a long wait for people struggling to make ends meet. “The Minister is putting no urgency or priority on this issue. His predecessor, Denis Naughten announced his commitment to this simple payment two years ago and now I have learnt that it could take even longer before implementation. “This is unfair to those who are lifelong/long-term medically incontinent and therefore have significantly higher waste charges to pay. “I am calling on the Minister to engage with this issue, to prioritise it and have it introduced sooner than the end of the year,” concluded Deputy Curran.

WELFARE OF FISH IN PERMISSION SOUGHT FOR ADDITIONAL UNITS AT OLD ESSO STATION SITE ON MONASTERY ROAD KINGSWOOD PARK Local TD for Dublin MidWest John Curran has alerted residents of a new planning application that has been lodged for the old ESSO Station site on the Monastery Road Clondalkin SD19A/0258. Commenting on the recent application Deputy Curran

said; “Planning permission had previously been granted for a development on this site of 22 apartments in a four-storey high development.

However the new proposal will increase the number of units to 26 and the development will now be

Monastery Road came to me with their concerns that the development will be too high at this site. Those who wish to make a submission on this planning may do so before 17th September 2019 to South Dublin County Council,” concluded Deputy Curran.

AXA COMMUNITY BIKE RIDES LAUNCH

Local Tallaght T.D. Seán Crowe has welcomed South Dublin County Council’s response to his growing concerns for the welfare of fish in its lake in Kingswood Park. Algae blooms are now covering the lake surface and Crowe believes it is only a matter of time before dead fish begin floating to the surface. Residents who use the park have also complained of a bad smell coming off the lake and that the odour is putting them off walking in park in recent weeks. In a reply received from the Councils Parks Department recently the local TD was informed that the Council were aware of the situation and were looking at various initiatives to aerate and increase oxygen into the pond. Crowe said the matter is urgent and is calling for immediate action.

Cycling Ireland has partnered with AXA Insurance to create AXA Community Bike Rides, an exciting new programme that inspires people nationwide to get out on their bikes. AXA Community Bike Rides are free social leisure rides for adults of all ages. To find a ride near you visit www. axacommunitybikerides. com. Dublin Start-Up Releases New Version of Study Planning App

A Dublin based start-up, myStudyPal (www.myStudyPal. app) which has developed a web and mobile app that enables Junior and Leaving Certificate students to create a personal and fully flexible study timetable in minutes, recently announced the release of the latest version of its app. The company also announced its expansion into the UK market as the myStudyPal app is now available for GCSE and A-Level students. myStudyPal was founded in 2018 by University College Dublin (UCD) student Mark Nealon. In 2017 he decided to defer this place at University, after experiencing first-hand the negative effect the stresses and strains the Leaving Certificate can have on a student’s

wellbeing, to develop an app to help students stay in control of their exam preparation while also making time for other activities. Released in 2018 the myStudyPal app was used by over 4,500 Junior and Leaving Certificate students in 2019, representing around 4% of the exam student population. Commenting on the announcement Mark Nealon said, “We’ve been working hard throughout the summer to develop a far superior app which can now be downloaded by our users. Following the success of the app last year we plan to triple, if not quadruple, the number of users during the coming year.”

“To coincide with the release I can announce that the myStudyPal app is free to download in Ireland and in the UK until 31 October.” The myStudyPal app enables students to plan their study and social time in minutes, giving them the reassurance that they are organised and are covering all the work they need to, while also ensuring they take some essential time away from the books. The app covers all popular subjects students study for the Junior, Leaving, GCSE or A-Level exams. The app can also reschedule missed study sessions at the click of a button and can reorganise timetables if any social plans are added at short notice and provides push notifications about upcoming study sessions. Mark Nealon said, “Like many students, I struggled with poor time management, leading to increased anxiety as the Leaving Certificate exams came closer, which in turn meant I hit the books harder and failed to find time for non-academic activities like sport and hanging out with friends which are vital for supporting your mental health. “After completing the Leaving Certificate, I thought that there had to be a better way for students to make a study plan and structure their study around their academic, extracurricular and personal lives instead of either being

slaves to their study or leaving too much to the end. From experience, I knew that unless students had a way to control their study, it would control them, so myStudyPal was born.” myStudyPal can now be downloaded by Junior, Leaving, GCSE or A-Level students on the App Store and Google Play Store as well as via www.myStudyPal.app.

IRELAND HAS ONE OF THE HIGHEST RATES OF MENTAL ILLNESS IN EUROPE!

“MAKING THE MOST OF YOUR COLLEGE EXPERIENCE” Griffith College’s Schools Liaison Officer Sinéad O’Callaghan acknowledges that change is inevitable but recommends embracing change when it comes to your college experience. “Leaving the microcosm of second level education can be daunting, but embarking on a new chapter as a third level student is an opportunity to grow, meet new people and open your life up to a world of new opportunities.” College offers a vast range of new experiences including joining new clubs and societies through the Students Union or availing of an academic year of studying abroad on an Erasmus programme. Griffith College has a wide range of International links in which we encourage academic experience abroad, this builds your professional profile and can make you more desirable as a graduate to future employers. Furthermore, choosing a college course which offers a work placement or internship element is another stepping stone for building your employability prospects. The level 8 Computing Science degree in Griffith College allocates a 6-month work placement in third year, enabling students to gain invaluable experience in an IT related work environment. Additionally, the level 8 LL. B (Law) affords students an opportunity to experience law in the United States on Griffith’s Brehon Law Internship in Philadelphia.

“Mental health is a most important, maybe the most important, public health issue, which even the poorest society must afford to promote, to protect and to invest in” (World Health Organisation, 2003). Mental health has a large impact on people’s lives in Ireland. Adults who have personally experienced mental health difficulties rate their quality of life far lower than those who have not. Over 18.5% of the Irish population was recorded as having a mental health disorder, such as anxiety, bipolar, schizophrenia, depression, or alcohol or drug use, in recent years. Rates of depression were also well above the European average for both men and women in Ireland.

This impacts families, friendships, the workplace and our communities.

85% of people agree that “anyone can experience a mental health problem” and rate talking as the most effective means of looking after your own mental health. This tends to be with friends, family members, people who have had similar experiences and counsellors or psychotherapists. Could you be part of the solution? You can be a part of the solution. Counselling aims to enable people to take control of their own lives. Start on the path to becoming a counsellor. IICP College in Tallaght offers a four-year BA Honours Degree in Integrative Counselling

and Psychotherapy. This innovative programme is validated by QQI and accredited by the Irish Association for Counselling and Psychotherapy (IACP), Ireland’s largest professional body. With a seamless transition from theory to practice, graduates of this programme are professionally prepared to pursue an enriching and fulfilling career as a therapist.

Are you curious about becoming a counsellor but unsure about the fouryear commitment? IICP College also offers an Introductory Certificate course in Counselling and Psychotherapeutic Studies. The Certificate course offers introductory modules in theory of counselling and psychotherapy, counselling

skills, and personal development. For those already qualified within the Mental Health and Therapeutic Professions, we also offer an extensive CPD programme, inclusive of one day workshops, short-term Professional Certificates, and two cutting edge Masters programmes. IICP College prides itself on giving students the space to learn, practice and be supported as they develop for themselves a style and model of counselling which is both personal and effective. IICP College can support you from Certificate to Masters level. Find out more about your future in the helping professions at www.IICP.ie or call 01 466 4205 to speak with a member of the team.

100 Minds For Temple Street

In 2019, Irish Colleges are now a popular destination for International students. This means you will have the opportunity to experience new cultures and form new friendships. With time on your hands, the question isn’t ‘why are you doing that?’ but more like ‘why not?!’ If you’ve an idea of your own, don’t be held back from approaching your Students Union for support and getting it off the ground.

EDUCATE TOGETHER TO APPLY FOR FIVE NEWLY ANNOUNCED SECOND-LEVEL SCHOOLS Educate Together has announced its intention to apply for five new secondlevel schools to open in 2020 one of which is in the Citywest/Saggart area (Tallaght & Newcastle/ Rathcoole school planning area). Patronage of the schools will be based on parental preference and decided via an Online Patronage Process System (OPPS) provided by the Department of Education and Skills (DES). The Department of Education has stated that “parents whose children will be commencing first year in secondary school from 2020-2024 and who are living in the relevant school planning areas will be eligible to make their

preferences known in the online survey.” Educate Together will work together with local advocates to raise awareness of this new process and encourage families that want an Educate Together secondlevel school in their area to register their support. The organisation has indicated its willingness to open an Aonad lán-Ghaeilge should there be a demand. Says Adelaide Nic Chárthaigh, Educate Together’s New Schools Manager: “We hope that our success in the last patronage survey process will be repeated and have already been contacted by many parents and supporters in these areas. We’re looking

forward to working with local volunteers to let their communities know what an Educate Together secondlevel education can offer their children. Educate Together provides choice - a new and innovative model of second-level education - and we hope that once again parents in these areas will choose Educate Together.” Educate Together provides a new type of secondlevel school, one that places the student at its centre. It aims to create a vibrant, welcoming school community to which every student feels a real sense of belonging. Using studentcentred teaching, learning and assessment methods, Educate Together second-

U-TURN ON RETROFIT SCHEME WELCOMED

Seán Crowe T.D. has welcomed the government’s U-turn on the retrofit scheme and said the wheels are slowly coming off the government’s climate action plan, with the retrofit fiasco just one more example of the incompetence of the present administration on this issue. Over 300 homeowners had been waiting months for approval for a retrofit grants scheme under the Sustainable Energy Authority of Ireland (SEAI) when the government announced it was suspending funding for the scheme. Deputy Seán Crowe said: “I want to welcome the government’s U-turn on its

shock decision to stop its retrofit scheme. “More than 300 homeowners had been waiting months for approval for the grant, only to be told now that they would not be receiving funding. That decision has now been reversed. “The government’s decision to pull funding for the home retrofit scheme was a slap in the face of homeowners who wanted to do the responsible thing and to retrofit their homes to be more energy efficient. “Stories had emerged in the media of some owners who were already mid-build, having sunk thousands into their projects, and this latest U-turn will no doubt

be met with a sigh of relief.

“This retrofit fiasco is just one more example of the incompetence of the present administration on this issue. “A couple of weeks ago we learned that the proposed scrappage scheme to boost the use of electric cars was a non-runner. “Clearly this Government is only paying lip service to climate action and they are playing the Irish taxpayer for a fool in the process. “We need urgent and sensible action in the face of our climate emergency, yet the government are playing games. Their climate action plan is being made up on the hoof and is more about optics

than saving the planet. “Climate action is an area where all countries need to show real leadership, but just like the ongoing housing and health crisis,

this government’s policies are counterproductive and making it worse. “What we now need to see from the government in

this area is a programme to retrofit the public housing stock and the introduction of new building regulations to ensure that all new builds are energy efficient.”

Shackleton Park Family Day

Recently Shackleton Residents Committee held a family day. Despite an unwelcoming weather forecast the event was attended by approximately 200 residents of all ages. Feedback from residents was very positive and it appeared all in attendance enjoyed the festivities. Activities on the day included various inflatables (inc an obstacle course, a bungee run challenge, and a large traditional bouncy castle), a ball pit and soft play for young children, large outdoor Jenga & Connect 4 games, facepainting, and a selection of food from a Gourmet Food Parlour food truck. The committee were delighted to bring people together for some fun in the sun. The response from residents to the event was fantastic and shows a real appetite to build a strong and healthy community in the estate. Hopefully it can be the beginning of an annual tradition in Shackleton Park.

RESTORATION OF REHABILITATIVE TRAINING ALLOWANCE Local T.D. Seán Crowe, has recently reiterated his call on the government to reverse their decision to abolish the Rehabilitative Training (RT) allowance for young people entering further education in September. The TD described €220,000 spent annually on the scheme as a pittance in government spending, particularly when you look at the squandering of tax payers money by this government, such as the €60 million wasted on an legally questionable public services card, and the overspend of hundreds of millions on the new National Children’s Hospital. Deputy Seán Crowe said: “Disability groups have met government officials to pressure them to overturn their decision to axe the rehabilitative training payment for young people. “I fully support the groups

and the young people involved and hope that the right decision is made. “I have talked to a number of families and individuals who will be impacted negatively by this decision.

NEWLANDS COUNTY DUBLIN BOOK LAUNCHES A new book which was funded under the County Heritage Plan was launched by Mayor Vicki Casserly on 20 August, during Heritage Week. ‘Newlands, County Dublin: Its History and Associated Families 1560-1960’ tells the story of the Newlands Demesne on the Belgard Road for over 400

years. It highlights the diverse families and personalities that lived on the estate and who influenced local and regional life in politics, the church, industry, and economic development in this area. The book is available for sale in the County Library, Tallaght at a cost of €10.

I understand completely the hardship that the axing of this €31.80 weekly payment will have on young people and their ability to access further education. “The financial saving from axing this payment is a pittance compared to the individual societal and developmental assistance that this payment provides for young disabled students. This is a cruel cut on some of the most vulnerable people in society. “We are talking about an annual saving of €220,000. “I am calling for the government to reverse their cruel decision to abolish the RT allowance for young people entering further education in September.”

L/R - Councillor Gus O’Connell; the Mayor of South Dublin County, Vicki Casserly; Mrs Rachel Dowling; the author Mr Eamonn Dowling; Rosaleen Dwyer, Heritage Officer, South Dublin County Council.
