Minister for Communications, Energy and Natural Resources Pat Rabbitte TD has told his Dublin South West constituency council’s AGM that passing the Stability Treaty was a necessary precondition for Irish economic recovery but was not of itself a sufficient policy response to our problems.
“When you’re in a hole, the first step is to stop digging”, the Minister said. “The next step is to haul yourself out of the hole – preferably with some help from your friends.
“Ireland went through a period of unsustainable growth, with no thought or care to the possibility of economic downturn. Our tax base was wholly reliant on the fantasy of a construction boom that would never end. We desperately need to return to a ‘good housekeeping’ system of national budget rules. There is no other way to return to sustainable growth, employment, competitiveness and social cohesion. “People argue that ‘austerity isn’t working’, as if austerity was our policy for
economic growth. It isn’t. But fiscal discipline is a necessary for pre-condition stability, and stability is a necessary pre-condition for a return to economic growth.
“Francois Hollande has spoken of the need for a growth agenda in Europe. I agree fully with that. We in Ireland were to the forefront in seeking to prioritise growth in this Treaty – in fact growth is in the Treaty's very first article. We also successfully ensured that a whole series of growth-enhancing initiatives were agreed
by EU leaders on the very same day they agreed the Treaty. “While I welcome, for the sake of certainty, the reassurance from the Hollande camp that he will not seek to unpick the Treaty text as signed, I also welcome and share his to commitment complete the package, with additional measures to promote economic growth in Europe. These additional measures do not need to be added to the text we will vote on next month, but we do need to continue to campaign for them.

We have seen horrors beyond imagining and we have reached a point where there is national consensus that we have to change.

The Minister for Housing and Planning, Ms. Jan O’Sullivan, T.D. has launched a report, commissioned by Clúid Housing Association, which highlights key measures needed to fund successfully the provision of social housing in Dublin and around Ireland.
The report, entitled “Financing the Irish Social Rented Housing Sector: lessons from England and Canada” looks in detail at two countries that use private finance to deliver social housing.
Clúid’s Regional Director in Dublin, Kath Cottier said: “Clúid is confident that private finance can help to provide homes to people on social housing waiting lists in Dublin and around the country.”
She added: “Government funding can be employed more effectively by using it to leverage private finance which in turn will deliver more social housing. Other
countries have taken to this model already and it has proved to return a much greater funding stream.”
Minister O’Sullivan said: “The Government sees voluntary and cooperative housing associations as being at the heart of social housing provision in the years ahead and this will call for creative and imaginative measures in terms of both financing solutions and housing measures.
“The use of loan finance has the potential to develop a stronger, more sustainable funding base for social housing and the challenge for the sector now is to learn from experiences abroad as applied to the Irish context.”
By looking at how the UK and Canada successfully employ a private finance model, the research, commissioned by Clúid, identified some of the key measures that would help to make private finance work
in Ireland.
One of the report’s main recommendations is the need for an independent regulator for the social housing sector. The research that effective found regulation is the single most important element in creating an environment in which private funders can lend to housing associations with confidence.
Ms. Cottier added: “With the economic decline the Government has transformed social housing in Ireland in the past year by giving housing associations a much greater role in the delivery of social housing, and by moving towards a private finance model of funding. As one of
the biggest providers of social housing in Ireland, Clúid Housing Association is in a position to source this funding. “We are keen to keep this momentum alive by working with Minister O’Sullivan and her Department to discuss some of the
recommendations in this report in order to develop a successful private finance model.”

Ms. Cottier commented: “Clúid believes that effective regulation is to inspiring critical confidence among private lenders in the housing association sector which will in turn lead to a flow of funds from private funders.” The significant reduction in Government funding available has led to housing associations seeking private funding, in the form of loans from banks or the Housing Finance Agency. This private funding is supported by a low level of Government subsidy.

local Fine Gael TD and Minister of State, Brian Hayes has confirmed that over €1 million will be allocated to South Dublin County Council for public transport and sustainable travel projects.
Minister Hayes stated “In total 14 projects across South Dublin will benefit from this funding, 4 of which are in Dublin South West. I am delighted that South Dublin have benefited greatly by this announcement. The money
released will be used by South Dublin County Council to develop cycle lanes, new pathways, traffic management, junction upgrades, bus stops and taxi bays. Minister Hayes continued, “I am happy to see that one of the projects given the go ahead is the development of new pedestrian footpaths and cycle ways in Kiltipper leading to both Aylesbury and Tallaght Stadium. This will involve the upgrading of the existing pedestrian route to both a walking and
cycling route. Many people use this area regularly as it is a key link to Bohernabreena and the Dublin Mountains.”
Minister Hayes concluded, “Other projects to be carried out across Dublin South West include measures to improve the walking and cycling environment in the Tallaght Town Centre area including upgrading existing signage as well as the upgrading of cycle lanes on Templeogue Road.”

Sinn Féin Dublin Mid-West representative Eoin Ó Broin has called on labour TD Joanna Tuffy “to stand by her public opposition to water meters and water charges”.
The call comes as the Government confirms that it intends to charge households for the installation and use of water meters along with the introduction of a tax on water in 2014. Ó Broin said: “In 2009 when the then Environment Minister John Gormley announced his intention to install water meters and charge people for water usage, Dublin Mid-West labour Party TD Joanna Tuffy strongly criticised the move. “Deputy Tuffy said that the move was “a retrograde step”; that a water tax was
“regressive” and “objectionable”; and that it would “add to inequality”. “She called on the then Government to focus resources on fixing our antiquated water distribution system. She also said that “The labour party abolished water charges when Brendan Howlin was Environment Minister in the Rainbow Govt in 1996. We would oppose any attempt to reverse that move”. “Joanna Tuffy was right in 2009 and she is right today. Water charges are a regressive tax on a vital public service that people already pay for through our general taxation. With up to 50% of water lost in the distribution system the best way to conserve water would be to invest in upgrading that infrastructure. “Families across Dublin Mid-West are under
enormous financial stress. This is being made worse by the introduction of the Household Charge. Now the Fine Gael – labour government want to add an extra charge on families already unable to make ends meet.
“The Fianna Fail-Green Party government were wrong when they proposed water meters and taxes in 2009. Fine and labour’s Gael proposals to implement this Fianna Fail policy are wrong today. “I am calling on Joanna Tuffy to stand by her convictions are oppose this unfair and regressive tax when it comes before the Dáil.
“Sinn Féin in the Northern Assembly has shown that it is possible to resist the introduction of water meters despite massive pressure from the
British Government. It has been one of the great successes of the Executive in Belfast. Joanna and her colleagues in the labour Party should follow Sinn Féin’s lead and resist Fine Gael’s pressure to introduce this tax here.”

“The move by Environment Minister John Gormley to install a water meter in every home in Ireland represents a retrograde step towards the introduction of a regressive tax. The labour Party believes that water is a basic and fundamental need and should not be treated like a market commodity. when overall costs were significantly lower. There are more important issues that need to be dealt with, even within the context of the provision of water services. For example, as EEA point out today, there is a massive problem with leakage in water systems, with as much as 40 per cent of treated water, going to waste in some areas. In addition, the level to which alternative sources of water are being used is very small. There should be encouragement for communities and for people to use grey water, treated waste water and harvested rain water. These are areas that need be tackled before we start making rash decisions on slapping unfair charges on people who can ill afford them. The labour Party abolished water charges when Brendan Howlin was Environment Minister in the Rainbow Govt, 1996. We would oppose any attempt to reverse that move.”

local Fine Gael TD and Minister of State, Brian Hayes has called on the FAI to allow Shamrock Rovers FC TV to continue to operate. Minister Hayes stated “last week I was approached by a group of Shamrock Rovers fans who have been involved in the running of this free service. Shamrock Rovers FC TV is a completely voluntary service run by fans, which streams live coverage of all Shamrock Rovers home matches in Tallaght Stadium.” Minister Hayes continued, “This service exists because fans living abroad have no means of watching the games live. As it was put to me by fans This is a God send for Rovers Fans.” Minister Hayes further stated, “I contacted the FAI last week on this matter and informed that all

While I accept that Shamrock Rovers are signed up to this agreement I find it unbelievable that this service has been stopped. We hope that readers find it useful. Q. I am a householder and also have a rented house nearby. Could you clarify whether or not I have to pay Property Taxes on both properties?
A. The Government introduced an annual household charge on December the 19th 2011 in the local Government (Household Charge) Act, 2011. The Act also amended the 2009 legislation governing the NON PRINCIPAL PRIVATE RESIDENCE (NPPR) CHARGE to bring the two parallel charges onto a similar footing. The Act envisages increases in the level of the charge to allow for inflation and there has been speculation that the Charges are simply the thin end of the wedge and that the level of the charge will increase in the future
or they will be replaced by a value based property tax.
THE €100.00 HOUSEHOLD CHARGE All Irish residential properties are subject to the new €100.00 Household Charge with exemptions which include the following ;
a. Properties held as trading stock which have not been sold or generated income since construction (i.e. unfinished houses or housing estates)
b. A mobile home, caravan, vehicle or vessel.
c. Property which is subject to Commercial Rates (a business premises)
d. Property held by a Housing Authority or a Charity or Discretionary Trust.
The liability date for payment is 1st January 2012 so, if a residence is acquired after this date, the Household Charge will not arise until the following year. The charge is payable by the OwNER of the property and “CO-OwNERS” are jointly and severally liable for the charge. The interpretation of the word owner includes a tenant who holds a “LONG RESIDENTIAL LEASE” (more than 20 years). The due date for payment of the charge is three months after the liability date so payment should be made on or before the 31st March 2012. Owners can register the property and pay up to the deadline online at www.householdcharge. ie or pay to the local Government Management Agency or directly to the local City/Council Office. The Household Charge can be paid in full or in four installments of €25.00 each and there

c. A mobile home, caravan, vehicle or vessel.
d. Properties held as stock trade which have not been sold or generated income since construction.
f. Property let by or occupied under a shared ownership arrangement with a Housing Authority or the HSE.
g. A property which the owner has left due to long term infirmity (i.e. the owner is in an nursing home) h. A building liable for commercial rates.
The PPR exemption may be extended if a person moving house temporarily owns two properties provided that the first property is sold within six months. PAYING THE NPPR CHARGE The liability date was June 2009 and payment was due within two months (i.e. by the 31st May and the due date thereafter was 31st March every year) up to 2011. The NPPR Charge arises to the owner of the property i.e. the person entitled to receive rent and again co-owners are jointly and severally liable. It can be paid online at www.nppr.ie or directly to a local Authority.

The principal house, being your father’s family home, will be liable to a €100.00 Household Charge with a late penalty payment if it is not discharged by the due date of the 31st March 2012 as per the previous reply. With regard to the NPPR on the Investment property, the payment of €200.00 per year will be due from 2009 onwards with a late penalty payment of €20.00 per month for each charge up to the date of death of your father. Thereafter a further penalty payment from the date of the Grant of Probate of €20.00 per month until the date of sale. We would strongly recommend that you sort out these tax affairs before the house is sold to avoid further penalties accruing.
Q. I signed a rental agreement on an apartment about nine months ago and still have another three months to go on the Lease. I need to emigrate for work purposes but if I leave early (and break the Lease) will I lose my deposit? I cannot afford to lose it as I need the money for a
new rental place but I will have no job if I stay. what can I do?
A. The rights of a tenant to terminate a lease will differ depending on whether they are on a fixed term or periodic lease. Given that you say that you moved into the apartment nine months ago, and also say that you are leaving three months early then, I will assume that you are in a fixed term lease of one year. In this case, you may give notice to the landlord that you wish to terminate the lease but this notice must be in writing and you must also request that you are allowed to sub-let the property to another tenant. You must also give twenty-eight days notice. If the landlord refuses to allow you to sub-let the property then, you will be entitled to terminate the lease and get your deposit back. If you are allowed to sub-let the property, then, it is your responsibility to find a tenant to replace you at the rent that you are currently paying and under the terms of your existing lease, unless otherwise agreed with your landlord. If you do not give notice in the correct manner, then you may be liable to pay the rent for the remaining period of the lease. Speaking to guitarist Billy McGuinness, it’s hard to know where to start. Did he ever think they’d make it this far? ‘Well, as everyone knows we’ve had our difficulties, our challenges, but one thing you can say about Aslan, we don’t give up too easily, y’know? We’re resilient, we’re very lucky and we appreciate where we are. And we wouldn’t have lasted without the fantastic support we have. So many people stuck with us through the hard times, down through the years and now. I hope they’re sharing all this positivity that’s around us at the moment as well. We’re really enjoying it.’
There’s certainly a lot of momentum and a real buzz around Aslan these days. Tickets for the concert in Tallaght in June are being snapped up fast and it should be a fantastic occasion. 20,000 fans will be lucky enough to
see Aslan take the stage that summer evening, and it’ll be one you won’t want to miss! Gates open at 1pm and there’s a full line up of Irish and international acts including Kaiser Chiefs and Royseven and Red Empire with another act to be confirmed that, according to Billy might just surprise a few people. It’s to be a massive occasion for Aslan and for Tallaght. It’s the first event of its kind in our stadium.
Billy: ‘We’re so excited about the gig. We really can’t wait for it! It’ll be an event. One we’ll never forget. We’ve played in stadiums before, supporting David Bowie, Bryan Adams and that, but this is OUR gig. our 30th With anniversary, we really wanted to have a new album out and then with the gig, well if we’re going to, this is the year to do it. It’s a great location, we’ve played in Tallaght many, many times over the years and we’ve a lot of fans there, but the stadium is fantastic, a great facility and hopefully the people of Tallaght will really get behind the day. Transport is great too, it’ll be easy for fans to get there from all over the country’
The album Nudie Books and Frenchies went on sale last week and received great reviews from critics, but more importantly, the fans love it. ‘It might be the first time in the thirty years that the fans and critics both seem to be on the same page. We felt it was a really strong album, but we don’t release anything we don’t feel is up to standard. So you can never really tell how your work will be received. To see all the positive reviews and have the fans pleased is fantastic. There’s a lot of good will out there towards us right now.’ Not more so than when the band held the world premiere of their film Please Don’t Stop in Dublin’s Savoy last week with over 700 in attendance. The film was well received and will go on limited release later this year.

lgBt helpline launches Volunteer recruitment drive
The lGBT Helpline – the national support service for lesbian, gay, bisexual and transgender people – has launched a nationwide volunteer recruitment drive. It is looking for members of the lGBT community in Dublin to contribute

towards expanding the opening hours of the helpline, which is currently unable to meet demand for its services. The lGBT Helpline (1890 929 539) provides confidential support to lGBT people, their family and friends, and
to people who are questioning if they might be lGBT. It is currently open for 16 hours each week. The service is provided by a network of trained volunteers but, due to high demand and limited numbers of volunteers, it is unable

to answer every call it receives. “Despite recent progress in advancing for lGBT equality people, many still encounter difficulties in relation to their orientation or gender identity,” said Paula Fagan, Coordinator of the lGBT Helpline. “Our service is one way of supporting people as they face these difficulties, but we need more volunteers if we are to answer all of the calls we are receiving. “In our first year, we have dealt with 2,500 queries. However, we know we could have answered four times that amount of calls if we had more volunteers. If we can recruit additional volunteers, then we’ll be able to expand our opening hours, and better meet the
demand for support amongst the lGBT community.”
The lGBT Helpline’s new recruitment drive will run over the next three months and will encompass a media campaign, as well as an online recruitment drive. The service is calling on members of the lGBT community in Dublin and surrounding areas to volunteer their services to help others who may be in need of support. Volunteers are required to complete an initial six-week training period and to contribute a minimum of four hours’ service per month. their initial After training, they will be based in one of the lGBT Helpline’s affiliated local helpline centres, which are located in Roscommon, Dublin, Cork and
Dundalk. The identity of volunteers is never revealed, and the helpline safeguards their privacy at all times. “Unfortunately, the reality is that many lGBT people have had negative experiences at some stage or other, and have felt in need of support. Often, lGBT people – or their family or friends – simply need a non-judgemental space to talk about concerns they have about how they or their loved one will be accepted as an lGB or T person. We know what that feels like. And we also know how great it is when you find someone – either a friend or a professional service – that can offer you information and support. “So, with our recruitment drive, we’re asking members
of the lGBT community in Dublin and surrounding areas to give something back: by volunteering for just four hours each month, you can make a real difference to thousands of other lGBT people who are in need of support.” The lGBT Helpline can be accessed on 1890 929 539 at the following times: Monday: 7-9pm Tuesday & Wednesday: 6-9pm Thursday & Friday: 7-9pm Saturday & Sunday: 4-6pm
