THOUSANDS ON TALLAGHT HOSPITAL WAITING LIST

Thousands on waiting list to see a dermatologist in Tallaght Hospital. Seán Crowe TD, has described figures he has received from the Minister for Health Simon Harris regarding waiting times to see a Dermatologist in Tallaght University Hospital as ‘disturbing and dangerous.’

The Sinn Féin TD had asked Minister Harris if a 12 month waiting period for a local constituent to see a dermatologist in Tallaght Hospital was usual or was it

excessive. Crowe was informed that currently over half of the 2,868 patients on the waiting list have been waiting over 9 months or more for an appointment.

Deputy Seán Crowe said: “Having to wait 9 months or more for to see a dermatologist in Tallaght Hospital is not only cruel but also dangerous. There are currently 2,868 people waiting to see a dermatologist and over half have been waiting 9 months or more, with 691 waiting over 18 months. This is clearly not acceptable and cannot be allowed

to continue. “I had asked Minister Harris if a 12 month waiting period for a local constituent was usual or was it excessive. His reply which outlined these excessive and dangerous waiting times was troubling.

“Minister Harris claims he is taking a number of steps to ensure the lists are accurate and that the National Treatment Purchase Fund and his Department are finalising an action plan for treatment care for patients. “That is to be welcomed but treatment for a medical condition in

Ireland should not be reliant on where you live, who you know, or how much money you have, but that is largely the way his health system has evolved under successive Governments. “Surely anyone in need of medical care for inflamed, irritating, infected skin conditions, should not have to wait months and or even years as they while their condition worsens. This is downright cruel, dangerous, and unacceptable.“There are now more than 707,000 people on a waiting list for a medical procedure, that’s around one in every seven people in the State. “Last week Sinn Féin brought forward a motion to the Dáil which calls on the Government to implement the Sláintecare report in its entirety and to introduce a new and single Integrated Hospital Waiting List Management IT System to reduce waiting lists. The Government must urgently invest in our public health system to help tackle waiting lists and stop diverting public monies into the hands of private health interests.”

Tallaght native launches Children’s Summer Camp which encourages positive social development skills & self-confidence through singing Rachel O’Brien Drew has been a singer and performer for almost 20 years and discovered the positive affect that music has on young people through her own experience. The aim of Let’s Sing! is to improve self-confidence and social skills through singing while also providing a foundation of musical knowledge. She is hosting a free Community

Sing-Along at St Kevin’s Community Centre in Blessington on Thursday, July 5th between 11am and 12 noon. The event, which is open to all and aimed at children aged 0-12 years [all children must be accompanied by an adult], will include singing games and activities as well as information about the Let’s Sing! Summer Camp. Rachel said: “The Community SingAlong is a great opportunity for parents and families to experience the musical education programme and pick up some tips for

singing at home with their children and encouraging positive social development skills. Music has had a huge impact on my own life and I am excited to share that with the community.” Let’s Sing! also offers Toddler Music Classes (13 months to 3 years) Fridays from 10.30am11.15am as well as Family Music Classes (0 to 5 years) Saturdays from 11am to 11.45am and Wednesdays from 10.30am to 11.15am in Fight Fit Dojo, Blessington. SDCC CARBON MONOXIDE ALARM SCHEME FOR OVER 55’S 2018 South Dublin County Council (SDCC) is introducing a new scheme in 2018 to provide Carbon Monoxide alarms free to residents in the SDCC administrative area providing they meet certain criteria which opened for applications on the 14th of June 2018. This scheme is specifically for residents of the SDCC area aged 55 plus. The scheme is also available to residents who are under the age of 55 if they are living alone or deemed vulnerable for the purpose of this scheme. Carbon Monoxide (also known as CO) is a colourless, odourless poisonous gas and is a common yet preventable cause of death from poisoning worldwide. Carbon Monoxide has no smell, taste or colour. This is why it is sometimes called the “Silent Killer”. When inhaled, it prevents blood from absorbing oxygen. It can be produced by any fuel when burned – coal, turf, oil, gas, wood. Applicants must be living in privately owned accommodation in the SDCC administrative area. This scheme is not open to people living in rented accommodation (private or social). Two alarms will be available

per household. There is a limited number of alarms available and these will be allocated on a first come first served basis. The scheme may close early if the quota is reached. Closing date is Thursday 23rd August 2018 at 4pm. These alarms will be installed by South Dublin County Partnership from October 2018 onwards. COUNCILLOR SUPPORTS LUCAN’S IWA BACK IN 5 CAMPAIGN

Following her ongoing advocating and requests since September 2016, where Cllr Vicki Casserly called on South Dublin County Council to examine and pilot a new text alert initiative to report the misuse of disabled parking bays and to encourage members of the public to report offenders via a free text service. She is delighted to report, a pilot initiative will be rolled out in the coming weeks.

Non-blue badge holders who use the parking spaces can be fined €80. The new alert system will assist the Council in applying the fine to offenders and it would be a welcome initiative to counteract ongoing problems within our county. This will enhance Gardai Operation Enable and is a positive step for blue badge holders in our community. In conjunction with this Lucan’s IWA in running a campaign “Back in 5” on Friday 29th June in Lucan Village, which is to emphasise a strong message of the impact of the misuse of accessible parking bays. Cllr Casserly and her son James of Team James are in full support of this very proactive movement for greater awareness for all our road users. The “Back in 5”campaign is the brainchild of one of the IWA

network members. The rationale behind this initiative is to encourage motorists to consider the consequences of using accessible parking bays when they have no valid reason to do so. It asks drivers to consider the issues drivers/ passengers with limited mobility encounter on a daily basis when the misuse of accessible parking bays occurs on a daily basis and how the actions of a few have major consequences.

IT TALLAGHT TO OFFER NEW APPRENTICESHIPS

IT Tallaght is receiving €290,000 in Government funding to develop a new electrical apprenticeship programme. The funding will allow IT Tallaght to purchase equipment and carry out enabling works to allow for the new course.

Welcoming the announcement Minister Zappone added: “Apprenticeships are back as a way for people to start or restart their working lives.

After falling away during the recession they are now a viable option for many – in particular young people. They learn skills, talent and a trade which will benefit them throughout their working life. IT Tallaght and the other institutes of technology have an important role to play and this has been acknowledged with the new Government investment. It is hoped that the necessary works will be

carried out to allow the first of the new electrical apprentices to begin before the end of this year. The new equipment will help ensure that those learning their craft and trade will be able to do so with the latest technology and be ready to enter any workplace. Nationally more than 5,000 workplaces are now signed up to apprenticeship programmes. I would encourage local employers to work side by side with

IT Tallaght to ensure the success of the new apprenticeships and to identify other skill gaps for future investment and expansion. In addition to the local investment there are also a range of other programmes being made available in the other nine institutes of technology. FOUR LOCAL CREATIVE SCHOOLS ANNOUNCED

Schools in Rathfarnham, Templeogue, Brookfield and Lucan have all been identified as ‘Creative Schools’ as part of a major pilot project to promote the arts amongst young people, according to Minister Katherine Zappone. Each will receive funding and expertise from the Arts Council to kickstart new programmes from September. The schools are among 150 selected nationwide from a process which was almost three times oversubscribed. Welcoming the announcement , Minister Zappone said: “It is a tribute to the dedication, creativity and hard work of children, parents and teachers at our four local schools that they have been selected for this ground-breaking pilot project. Each was invited to submit how it would support learning and development in the arts, engage as a school and most importantly ensure that children and young people would have a full and active role in becoming a Creative School.

The local successful schools are Rathfarnham and Lucan Educate Together National Schools, Templeogue College as well as St Brigids JNS in Brookfield. Each will now become a hub of creativity where children will develop a passion for the arts. All four local schools will receive a package of support which includes funding and expertise from a Creative Associate to enable them to explore the potential impact of the arts and creativity on school life. With this support of their schools will plan and design a unique programme. This process will support children and young people to challenge themselves in new ways, to gain in confidence and to take a more active role in learning. It is important that this pilot is monitored closely. We must ensure that the elements of the programme which are successful are shared with and implemented in other schools so that as many as our young people as possible can benefit.”

National Approval for Lucan Pool

Frances Fitzgerald T.D., has recently confirmed that the Department of Sports has given the green-light to South Dublin County Council to tender for the long-awaited Lucan Swimming Pool.

“The main mechanism for publicly funded pools had been the national Swimming Pool Funding Programme but this was mainly servicing exiting public pools and was eventually closed in 2008.

“There has been demand for a swimming pool in Lucan for decades, with newer residents in particular buying houses in Lucan on the understanding that one was scheduled for the area as per the Local Area Development Plans.“As a TD for the area, I have been a consistent supporter of the need for a local swimming pool and supported the resident-led #Pool4Lucan campaign which has been keeping this topic on the agenda of local representatives and the Council,” said Fitzgerald.

“I made enquiries with my colleague, then Minister for Sports Michael Ring, about the possibility of re-opening the national Swimming Pool Funding Programme and raised the issue locally with the CEO of South Dublin County Council CEO, Danny McLoughlin.

Detailing her recent history in securing this project, Fitzgerald said: “I met with the local #Pool4Lucan campaign in 2014, to discuss their petition and the concerns of local residents around this issue. “Around this time, Ireland was coming out of the worst of the recession and Government was able to reinvest into services and community amenities. Within this context, I began to discuss the funding streams available for a number of local projects, amongst them a pool for Lucan.

“Following a number of meetings between Departmental officials and senior Council management, the Department agreed to reopen the Swimming Pool Funding Programme in late 2015. South Dublin County Council applied and was approved €3.8mil under the newly restored programme in April 2016.” Since then, the Council have presented plans for a new, accessible Swimming Pool and Leisure Centre in Griffeen Park. They have also been completing technical stages of the project (called a Multi-Criteria Analysis) with the Department in order to move on to the building phase. “I have been following up with my colleague, the current Minister for Sport Brendan Griffin, on this issue since I was re-elected in 2016 while

Council officials were completing the technical phases of the development. Councillors have also progressed the matter at a local level, with my Fine Gael colleagues Cllrs Vicki Casserly and William Lavelle securing funding under the Council’s 2016 -18 Capital Plan. “This week, Minister Griffin confirmed to me that his Department has fully signed-off on the project, allowing the Council to put the pool out for tender. My understanding is that the Council are eager to get moving and hope to have the tender process completed over the summer. Once a contractor is selected, building can finally begin!” confirmed Fitzgerald. “Lucan was heavily developed during the Boom without the parallel development of local amenities. The young couples who bought during this period are now parents to teenagers who are looking for things to do outside of school. Nationally, the demand for swimming facilities is also on the rise with Sport Ireland’s data for 2017 showing an increase in swimming. This Pool and Leisure facility will provide a fantastic resource for all ages and abilities, and will be a great boost to the area. I look forward to building beginning in the near future and seeing this project finally become a reality,” concluded Fitzgerald.

TALLAGHT SWIM TEAM HOSTS THE MARION LANE GALA JUNE 2018 The inaugural Marion Lane Short Course swimming Gala was held 16/17th June to celebrate the life and legacy of Tallaght Swim Team coach Marion who sadly passed away on the 23rd March 2017. The gala held at Tallaght Community School Sports Complex attracted 20 teams, 278 swimmers, 978 individual entries and 32 relay entries in 40 different events. The

competitive, but friendly spirit in which the event took pace was exactly the ethos Marion instilled in the thousands of swimmers she taught over 35 years. Tallaght Swim Team prides itself on innovation. This year, in a first for a club gala in Ireland, the event was streamed live over YouTube, with the feed restricted to parents of swimmers

taking part in the event. Two cameras captured the action and scoreboards, and 135 parents registered to view the races. The first ever Marion Lane Memorial trophy race was for Girls aged 9-12 in 200m medley relay, which was won by Tallaght Swim Team. Overall Tallaght Swim Team won 80 medals, with 41 golds, 25 silver, and 14

bronze. More importantly, the swim team achieved 73 seasons’ best performances. Sinn Féin spokesperson for the Arts, Youth Affairs and LGBTQI rights, Senator Fintan Warfield has called on Taoiseach Leo Varadkar to not stifle efforts to vindicate the LGBT people convicted under antihomosexuality laws, and that a simple apology will not be enough if LGBT people will still hold wrongful criminal records.

Senator Warfield said: “The Taoiseach and Micheal Martin TD exchanged views today in the Dáil on the potential state apology before the 25th anniversary of decriminalisation of homosexuality. “The Taoiseach asserted the view that a cross party motion may go before the Dáil beforehand to allow for this but relented

on the calls to exonerate, stating that there may be difficulties establishing the facts of certain cases.

DANGEROUS USE OF SCRAMBLERS AND QUAD BIKES MUST BE TACKLED The improper use of scramblers and quads has reached crisis point in urban communities. Fianna Fáil TD for Dublin Mid-West, John Curran has said that it is time

for substantial legislative action to be taken to curb the illegal use of allterrain vehicles including Scramblers and Quad Bikes in urban areas across the country.

The Deputy has requested that the matter be debated in Dáil Éireann recently after a man was left seriously injured following an incident involving a scrambler bike in Darndale, North Dublin.

“This latest incident is sadly just one of many that have occurred in recent times,” Deputy Curran said. “Despite existing by-laws in place that prohibit the illegal use of mechanically propelled vehicles, the Gardaí have some difficulty enforcing these laws. “Members of An Garda Síochana policing on the ground say their hands are tied in pursuing those that use quads and scramblers because of the degree of danger that a chase would involve, often in residential areas and public space. “I have repeatedly brought this issue to the attention of both the Minister for Justice and the Minister for Transport over the past two years, hoping for legislative change.

I am an advocate and regular user of public transport and it is the only solution to the growing traffic congestion facing the city, which is set to cost the economy up to

€3bn in 2030. I am hugely frustrated that Firhouse, Ballycullen and Knocklyon have once again been forgotten by this government and people need to be mindful at election time that Fine Gael has abandoned Dublin South West when it comes to transport infrastructure provision. Lahart continued, “we don’t have to wait a decade for the bus corridor to Tallaght – it should be one of the easier ones to run with immediately from

a planning and delivery viewpoint as there are no residences involved until it hits Templeogue and Terenure. The greater good has to be served and public transport is a priority. But we need more infrastructure to encourage people to avandon their cars and opt to take the bus or cycle. Localised park and ride facilities for people who don’t live close to bus stops are a priority for me and ought ot be a priority for the NTA and local authorities.”

In a statement Clondalkin/ Rathcoole Labour Councillor, Breeda Bonner said that 30 trees are to be planted in Corkagh Park in memory of the 30 Clondalkin men who lost their lives in World War 1. This arises from a motion of hers adopted by South Dublin Co. Council earlier this year. These men were victims of a horrible conflict. Sadly, they served as cannon fodder, often on the Western Front.

As such, it is right that their often brief and courageous lives should be commemorated even 100 years on. Cllr. Bonner’s statement was issued after the launch of a new book about Corkagh Demesne by Turtle Bunburry in Bru Chronain at the Round Tower on 7 June last.

First Fortnight is a grass-roots voluntarily led social enterprise whose primary focus is to eradicate mental health stigma and discrimination in Ireland through cultural action. O’CONNOR WELCOMES PROGRESS ON NEW PRIMARY HEALTH CARE CENTRE Local Councillor, Charlie O’Connor has welcomed progress on the newly established Kilnamanagh/ Tymon Primary Care Centre in Tallaght and has asked for confirmation detailing services now available and the schedule for the completion of the process in respect of the new development on the Greenhills Road. A long time campaigner for the development of new health facilities in the Tallaght area, he raised the matter once again at the June meeting of the Regional Health Forum, Dublin Mid-Leinster, of which he is a former chairman. at the meeting that “The move into the building is currently underway and Birchview GP Practise is in and operational. Primary care services will be moving in shortly including PHN services, Primary care Psychology, Physiotherapy, Occupational Therapy, Social work, Speech and Language Therapy” He was also told “Other services will include ALBA counselling and Eve Mental Health Services. Addiction services will relocate from Belgard Road, the Child Health Immunisation team and the area Home Care Package team will relocate from Tessa House in Tallaght.” According to Charlie

O’Connor “It is hoped that the building will be fully operational from the end of June. In the interim, service users who previously attended services in other Centres including Millbrook Lawns will be advised in person, in writing, with directions when being given an appointment and details will be added to the HSE website.”

Telephone 4599506, Email – legal@scally.ie Question- My mother is in her late eighties now and was admitted to hospital following a fall which resulted in a hip replacement. She probably is ready to be discharged but it is unlikely that she can go back to independent living. The family have not yet been able to come up with a suitable nursing home. The hospital are now saying however that they will be charging our mother for long term care as she is no longer an acute patient. Can they do this? A – Firstly, we are sorry to hear about our mother’s accident. This is very traumatic for all of you but particularly for your mother who may now need to consider long term residential care. It is true that once a patient is no longer acute and does not therefore require a hospital bed, the hospital can charge for long term care while the patient is still in hospital. For that reason, you will need to apply for the Nursing Home Support Scheme (NHSS). Usually, the social worker attached to the hospital will start the process and invariably starts to put the family under pressure to make decisions regarding the care needs of the patient. If the social worker has not already been in touch with you then, you need to make contact with him or her. There is a social worker department attached to most of the larger hospitals so it should be easy enough to make contact with the relevant person assigned to your mother’s case. However, the important thing is that you apply as soon as possible for the appropriate package under the NHSS Scheme. Applications can be made on the standard Application Form. There are three steps in the application process. Step one is an application for a Care Needs Assessment. This assessment will be carried out by an appropriate healthcare professional who is appointed by the HSE, for example, a nurse. It can be completed at any time in a hospital or a community setting such as your own home and may involve a physical examination. The assessment will take into account the ability of the applicant to carry out the activities of daily living, for example, bathing, shopping, dressing and moving around. It will also consider the medical, health and social services being provided to the applicant or available to him or her both at the time of the carrying out of the assessment and generally. The assessment will also take into consideration the family and community support available to the applicant and indeed, most importantly, the applicant’s wishes and preferences. When the Care Needs Assessment has been completed, a report will be prepared. Based on the Report, the HSE (Health Service Executive) must decide whether or not long term nursing home care is the most appropriate option. Once a decision is made, you will be notified in writing within ten working days. You will also be given a copy of the report and the reasons for the decision. It is an essential requirement of any application for support under the Nursing Home Support Scheme, that an assessment is carried out. Step 2 is the actual application for state support. This requires the completion of a Financial Assessment Form which decides how much the applicant contributes towards his or her care and how much state support the applicant will get. The financial assessment looks at the Applicant’s income and assets in order to work out what the appropriate contribution will be for the applicant to the cost of their care. The HSE will then pay the balance of the cost of care. The payment by the HSE is called State Support. Step 3 is an optional application by or on behalf of the applicant for the Nursing Home Loan. This applies if you want to defer paying the part of the applicant’s contribution which is based on the family home or other property. This is not essential but some applicants prefer to opt for the loan rather than the percentage contribution of their assets. The application form should then be completed and signed by the person who is applying for nursing home care, although in certain other cases, a “Specified Person” may apply on their behalf. to families. Care can be availed of in the hospice, at hospital, in the community, or in the family home, depending on the child and family’s preference. It costs €5.2million to keep LauraLynn’s Children’s Hospice open, €3.5million of which must be generated each year through fundraised income. Since opening in 2011, LauraLynn has cared for more than 325 children and their families and provided more than 265,000 hours of short stay care provided to children in LauraLynn Hospice.
