Measuring Up For NAPLAN MORE than a million students in Years 3, 5, 7 and 9 across Australia will take the annual NAPLAN tests next week. Last year, Tea Gardens Public School was recognised by the Australian Curriculum, Assessment and Reporting Authority (ACARA) as one of four schools in the Hunter region who achieved above average gains in their NAPLAN results, between testing in Year 3 and Year 5. “We are looking forward to once again demonstrating our skills and knowledge across the testing components,” Tea Gardens Principal Mr Mark Clemson said. The proposed changes will see a standard water development charge across the MidCoast area of $5,970. Currently the charges are $6,155 for those in the former Great Lakes and Greater Taree region and $7,025 for those in the former Gloucester local government area. Sewerage development charges are also proposed

to be set at $8,236 for most areas, with some (such as Hawks Nest, North Karuah, Hallidays Point and Tuncurry) dropping to $2,992. Currently serviced areas in the former Great Lakes and Greater Taree areas attract a charge of $9,677. Those in the Gloucester area will pay slightly more for sewer, up from their current $7,308 but will reap the larger saving on water development charges. MidCoast Water has proposed the changes following a review of their development

Dozens of wreaths were laid, and a moving rendition of the ‘Last Post’ brought the service to a close. Then it was off to the Tea Gardens Country Club for lunch, a few beers and traditional two up. 93-year-old Ted Mowbray spoke to News Of The Area about his wartime service, posted to Mt Gambier to train pilots in the Royal Australian Air Force. “We trained them for five weeks and in that time they did a lot of low flying, sometimes just 10 feet above the ground or the sea.” “We just scraped along, lifting over the waves.” “I came out of the sea at 50 feet, looking to see where land was and suddenly right beside me was the Mt Gambier Town Hall Clock, so I wheeled around and knew where the strip was.” “We lost seven,” he said with sadness. More than 70 years on, Ted’s wartime memories were as vivid and as lasting as his love for his country.

From time to time the Australian courts are required to decide with which parent, and in which country, a child should live until it can be determined which country’s Courts will resolve the matter on a final basis. In the recent case of AcquaahAkuffo and Abioye (2016) the Full Court of the Family Court of Australia dismissed a Father’s appeal against orders to return a child to Ghana pending the determination of which country was the appropriate forum for the final hearing.

The trial judge, faced with the circumstances of the father having removed the child from

Ghana for a holiday in Australia with the mother’s permission but on the basis that the child would be returned to Ghana before the commencement of the next school term which did not occur, had decided that the child should be returned to the mother’s care in Ghana pending the later determination of the appropriate forum. The Full Court upheld the trial judge’s decision that returning to the mother’s care without further delay was in the child’s best interest given that the mother had been the child’s primary care giver prior to the child having been removed to Australia.

TO capture the spirit of ANZAC Day in a few hundred words is a difficult thing to do. So much about 25 April stems from a century of history and the men and women who work tirelessly to ensure the commemoration continues for the next hundred years. Like so many cities and towns across Australia, the Myall community came together at Tea Gardens last Tuesday to pay tribute to the ANZAC legend, born 102 years ago. On the banks of the Myall, they gathered at dawn for the first of many ceremonies to mark Gallipoli and all the conflicts that followed. Later, the thinning ranks of World War II veterans marched proudly along Marine Drive, watched on and applauded by hundreds of well wishes. RSL President Michael Farrar guided the crowd through the ANZAC traditions. Songs of thanks were sung and tales of long-ago conflicts were brought to life again. Rear Admiral Tony Horton reflected on his 43 years of service in the Royal Australian Navy and the Navy’s role in

Bluegrass Music Festival By Margie TIERNEY

IF you want some foot tapping, knee slapping, hand clapping fun, then head to Karuah this weekend for the annual Lost Highway Bluegrass Music Festival. This will be the Festival’s ninth year and organiser Sharon Wedd has been there from the very beginning. “It started with the Chamber of Commerce,” Sharon told News Of The Area. “We wanted to do something to bring people to town and one of our members said what about a music festival.” The Festival, now in the hands of the Karuah Progress Association continues to go from strength to strength. “We were washed out at Longworth Park a couple of years ago and we decided we can’t grow if we don’t have an all-weather event,” Sharon said. ‘The Big Top’ now provides an arena for the musicians. This year performers are coming from all over Australia as well as the first band from the Northern Hemisphere, ‘The All Day Breakfast Stringband’ out of Montreal, Canada.

“There are market stalls, and the music is everywhere, right along the main street to inside the BP service station.” Sharon is also quick to point out that it takes a great team and many months to organise the event. “It’s been a lot of hard work and it takes a lot of people to make it successful.” “Port Stephens Council has been our number one supporter not only for funding, but staff as well,” Sharon said. Tickets are available online for the event or just rock up and buy them in town. This year there’s also water taxi service from Tea Gardens to Karuah operating

both Saturday and Sunday from 9am. A return trip will cost $20 per person. And if you’ve ever wondered what the difference is between Country Music and Bluegrass, here’s Sharon’s definition. “Country sings about love lost in a sad way, Bluegrass sings about terrible, sad stories in an upbeat humorous way,” laughed Sharon. ‘’They’re great musicians, they get in and help each other, you might have one person on stage and you look behind them and they’ve all joined in.” The festival runs from 5-7 May.

Respect Rewarded

KARUAH Public School Medallions were awarded to six students last week in recognition of their consistent and positive behavior. The medallions, proudly received by Matilda, Demani, Rachel, Harmon, Lachlan and Toby, are part of the school’s reward system which is linked to

the Positive Behaviour for Learning (PBL) program. Assistant Principal Mrs Kath Henry said the school’s PBL motto of ‘Respect, Responsibility and Pride’ is supported by the Aussie Five Rules. “The Positive Behaviour for Learning framework is an ideal strategy that creates respect throughout the whole school,” she said. “By following the Aussie

Five Rules, students are able to collect blue certificates by doing the correct behaviours.” Mrs Henry said once students achieve 10 blue certificates, they are exchanged for a Bronze Award. Further certificates allow the students to progress through the different levels of

Once students have reached three Gold Awards, they earn a Karuah Public School Medallion. The school mascot, PeBbLes the Dolphin, is also an important part of the reward program.

“There are small gifts as well, like canteen vouchers, a PeBbLes badge and a reading book too,” Mrs Henry said. “The class with the most awards at the end of the week earn PeBbLes for their class for the upcoming week.” The PBL is a whole school program focused on creating a positive school environment.

New Chapter for Library BULAHDELAH Library service reopened earlier this week from its new location at the Rural Transaction Centre (RTC). The service offers over

3,500 items for loan, including an extensive range of fiction and nonfiction books, CDs, DVDs, large print and audio books as well as magazines. The new space also

includes a dedicated children’s section and reading tables. The service will be managed by Bulahdelah Chamber of Commerce for a trial period of 12 months. “It’s good that Bulahdelah gets to retain the library service for the community,” Chamber Vice-President

Kevin Carter said. “It’s up to the community now to use it or lose it.” According to MidCoast Council, Bulahdelah Library has 287 members, with only 162 active during 2016. A total of 4,271 items were borrowed last year, which represents just 0.6 percent of all library loans in the MidCoast region. Chamber President John Sahyoun said he hopes library membership and loans will soar over the coming 12 months. “New members can sign up at the RTC, it’s quick and easy, and costs nothing to join,” Mr Sahyoun said.

“If we don’t have an item in stock that you wish to borrow, and it is in the MidCoast Library Services catalogue, our staff can order it in.” The library is open five

Federal Member for Lyne, Dr David Gillespie, contacted Telstra on behalf of residents, and was informed the outage was initially caused by rain, with two broken cables further complicating the issue.

“It’s been totally unacceptable that people have been without basic telephone lines for that long,” Dr Gillespie said. “I’m not interested in all the excuses, I am angry that it happened, but my briefing is that it has now been fixed.” Although the service has been repaired, residents and business owners have been left frustrated over the ongoing issues. “We didn’t have a home phone for four weeks, and

My son is obsessed with becoming the next School Captain at the local primary school. The votes don’t happen until the end of the year, but he is already fine-tuning his speech, walking up and down the corridor, reciting the central points. I know he won’t be able to deliver on many of the promises, which become more outlandish each week. How do I tone him down? Mr PT, Mallabula Dear Ms. PT, YOU know, if there’s one thing I have learnt about politics in the past year, it’s that anything is possible. Even if your son doesn’t seem like School Captain material, even if he’s only participated in a reality-style pantomime and not once shown an interest in the finer machinations of the school, the role could end up his. I wouldn’t be too worried about the distortion of facts in his speech. Elections are often won, or lost, on spin or lack thereof. Say, for example, he is promising lemonade in the bubblers, or free-dress every Friday. These are fairly innocent undertakings sprouted by many before him. But if he is perhaps thinking about getting rid of Sick Bay, because it is draining school funds, or if he is considering building a border wall between the infants and primary sections, you could be encouraging a catastrophic trajectory. And if, when the girl before him in the speeches makes a good point and he says “lock her up, she’s been using school computers to send personal emails” there is definitely a concerning pattern. If he asks to see the last School Captain’s birth certificate (because he believes his predecessor was born in Kenya and therefore ineligible) you need to engage professional help. WHEN Wilson Soh came to Australia over a decade ago, little did he dream that he would stay to call Karuah, home. The Malaysian student had come to study a Pharmaceutical Degree at Adelaide University leaving behind his Mum and Dad, four siblings and a large extended family. “I came purely for education,” Wilson told News Of The Area. His degree completed, Wilson was offered the choice of two traineeships, one in Canberra the other in outback Bourke. “I chose Bourke,” Wilson

laughed. “Everyone told me not to because it was the outback, but at that time I was young and wanted an adventure,” Wilson said. In his two years in Bourke, Wilson completed his traineeship, became a registered Pharmacist and was granted Permanent Residency. ‘’I’m a country person.” “I like that kind of close contact, understanding the community and being able to individualise the customer care.” From Bourke, he moved to Karuah and had a stint in Tea Gardens, working hard and saving his pennies for six years with one goal in mind.

MIDCOAST Water’s Operational Plan will deliver on a firm commitment to provide quality water and sewer services to the people of the MidCoast region by moving on important projects during the 201718 year. Administrator of MidCoast Water, John Turner, said the coming year will see MidCoast Water invest in progressing the construction of a second water scheme for the Manning and Great Lakes communities as well as undertaking required water and sewer maintenance projects. Mr Turner said a focus on the delivery of quality services will remain at the forefront of MidCoast Water’s future, regardless of any change to the

organisation’s governance structure. “Change is clearly imminent for MidCoast Water, with the NSW State Government currently considering a proposal to dissolve MidCoast County Council and transfer its assets, liabilities and functions to MidCoast Council,” Mr Turner said. General Manager of MidCoast Water, Ken Gouldthorp, said a major focus for MidCoast Water will be the construction of the Nabiac Water Treatment Plant, a major component of the Nabiac Inland Dune Aquifer Water Supply System. This project is designed to provide an alternative water source to the 36,000 Manning and Great Lakes customers currently reliant on the Manning River for their water

He also attended the March and mid-morning ANZAC Commemoration in Tea Gardens. Speaking with News Of The Area, Dr Gillespie said it was touching to see so many people, both young and old, come together to honour those who have serviced our nation. “There was a big crowd at the Dawn Service in Karuah, over 500 people, it was a really moving ceremony,” Dr Gillespie said. “The flags, the riverside settings, the speeches, all the attendees, the marches and the communities getting together at Tea Gardens and

MidCoast Water proposes to introduce limited increases

to rates and charges for the 2017-18 year, with the average bill (for customers receiving both water and sewer services) increasing 6.3 per cent. The average customer will experience a $20.25 per quarter increase in their water access and charges, however high water usage customers could face larger increases. Mr Turner said members of the community are encouraged to have their say on MidCoast Water’s draft operational plan and budget by making a submission during the formal public exhibition period via www. midcoastwater.com.au. Hawks Set Standard LEAGUE

Tea Gardens Hawks By Neil REYNOLDS THE Tea Gardens Hawks have had a mixed start in competition, with unconvincing wins in rounds 1 and 2 against new Clubs, Maitland United and Newcastle North. They were bought back to earth with a resounding defeat by South Newcastle, with concerning factors involved in the loss. The Hawks were tested in round 3 against competition front runners, Cardiff Cobras at Cardiff on Saturday. The Hawks, with a side of thirteen players and two, not

able to make it until half time, should have been defeatist. 10 players were not available due to injury and events. The 13 players who played the first half demonstrated the Hawks resolve in 2017. “I have not seen that commitment in my 20 years with the Hawks,” was quoted by a Club Official. With 19 players, the Cobras were confident of a victory, however early Hawks tries on the back of 40/20 kicks from halves Billy Greentree and Steve Slee, resulted in tries in following sets. Hawks Nest Golf Club Social Club By Luke BOYD WITH the warm weather almost gone, being indoors at the Hawks Nest Golf Club sure does warm you up. Especially Thursday 27 April at 7 pm when a group of members and guests all converged at the dart boards for an enjoyable evening of social darts using a mixed doubles team format. The winners of the

mixed doubles teams competition were David Robertson and Levi Peters. The mixed doubles runner up team comprised of Lyn Peirson and partner Geoff Smith. The men’s highest score competition winner was Gene McKenzie scoring well earned 125 points. The ladies’ highest score competition winner for the evening was Mary Britton who scored 98 well earned points. Great Darts.

Both teams had wins against the Raymond Terrace bowlers, gaining the maximum 5 points. This secured their 3rd place position in the competition. The Grade 3 Team had a bye. The final Pennant games were played on Thursday 27 April at Tea Gardens Country Club Motel. Grade 2 defeating the team that finished 2nd in their division, Soldiers Point Yellow. The final results were Grade 2 team finishing on 39 points coming 3rd, Soldiers Point Yellow second place with 42 points and New Lambton winners in this division with 44 1/2 points. ALTHOUGH the Tea Gardens Swimming Pool has closed for the winter months, the local community will observe an increased amount of activity happening at the pool. This follows a

community petition of 1007 signatures (gained in two weeks) which was submitted to MidCoast Council requesting the replacement of the decommissioned solar heating system to the pool, repainting of the pool and attention to maintenance issues. In April, pool user groups

presented MidCoast Council with a list of works that would improve the standard of facilities at the pool. After an onsite meeting with Council representatives, Paul DeSzell, Director of Community Spaces, advised that the pool will be repainted and that a number of general improvements will be undertaken. Unfortunately, MIdCoast Council is still unable to

provide the funds required for the replacement of the solar system. Council has encouraged Myall Masters Swimming Club to apply for a Stronger Community Grant. Members of Myall Masters, Chris and Lorraine Lock, have recently undertaken a grant writing workshop to maximise the opportunity to gain funding.

Pairs Club Champions BOWLING Tea Gardens Men’s Bowling Club By The JAFFA 26 April THERE were fine and sunny conditions today for the Wednesday Nominated Triples with 30 players participating. Twenty points was awarded for a win plus ends won. The winners on 57 points, 2 wins plus 17 ends, were Gary Wynne, Gary Melrose and Henk Faber. Runners-up were Terry Munright, Barry Drayton and Ron Webster. The last round of the MidWeek Pennant competition was played today with the Dolphins Grade 4 side competing away against Raymond Terrace. The Mark Hair Four managed to sneak a one shot win over their opponents but the remaining teams were well out-bowled.

Raymond Terrace won the match 73-31. The Tea Gardens side finished 5th in their Sectional rounds. Not bad for a first effort. Next week Wednesday play will return to the old format of two games of 12end Triples. 28 April In Fabulous Friday Open Jackpot Pairs played today the winners were decided by the lowest winning margin.
