PERSISTENCE and strong purpose have finally paid, as Hawks Nest’s Dorothy Thompson celebrated the opening of the Mirreen Street footpath outside Peter Sinclair Gardens (PSG) on Thursday, 8 June. A tenacious Kiwi by birth, Dorothy (94) has volunteered at PSG for many years, beginning her battle for a safe footpath fifteen years ago.

road, with cars and trucks bearing down from both directions.

“No-one seemed to care whether the residents walked or not, some actually won’t go out during the holidays,” Dorothy explained, alluding to the busy holiday traffic that inevitably discovers Mirreen Street as a bypass of the congested Tuloa Avenue roundabout.

Her unrelenting campaign of letters and meetings met astounding Council indifference over the years.

In the wake of forced Council

amalgamations in 2016, Dorothy was told, in typically heart-breaking bureaucratic manner, that the whole process would start from scratch.

When she turned 90, Dorothy nearly gave up.

“I went to Taree to ask for help from the Council, saw the new MidCoast Council building and just broke down in tears... they could afford that, but not a simple footpath.”

Eventually, Dorothy’s plight was backed by the Hawks Nest Tea Gardens Progress Association, and Dorothy received the help that she desperately needed.

During Council’s ‘Community

Conversations’ at Hawks Nest on 6 June, Dorothy interrupted the presentation to proudly announce, “The footpath has been opened!”, met with huge applause from the room.

Those not clapping, up the front, attempted to silence Dorothy in her moment of triumph, but she proved unsilenceable, proudly declaring, “After fifteen years, I am entitled to make this announcement.”

On 8 June, Dorothy and her PSG friends triumphantly marched up and down the new path, marvelling at its unprecedented breadth and safety.

As she walked without her trusty ‘Horse’, Dorothy declared, “Everyone who started this with me is gone now, but I can tell them that I kept my promise after all.”

sinkholes opening up along the Marine Drive footpaths.

The Tea Gardens shoreline was once a narrow, sandy beach, the small patch of sand near the ANZAC Memorial serving as the last reminder of what it used to look like all the way down when the first cedar log ships came.

When the river logging industry picked up in the late-19th and early-20th centuries, Tea Gardens’ foreshore was a bustling hive of industry and related services, ultimately leading to the need to buttress the sandy shore with rocks and cement.

The result is what you can see and walk along today – an artificially raised riverwalk that happens to be one of the nicest strolls imaginable, with dolphins often mere metres away in the water.

Recent images show

how the seawall beneath the footpath along Marine Drive is sagging quite noticeably, with sinkholes forming where the underlay of sand and cement have been reduced to sediment, slowly flushed away by the daily ebb and flow of the Myall’s estuarine tides.

Not many people may notice, as it is only visible from the waterside.

Regular high and king-

tides ensure that the water gets well and truly into the cracks, further undermining the footpath.

The result is dangerous subsidence, often hidden by overgrown grass, perfect for catching and breaking a passing errant bike wheel, or pedestrian’s ankle.

“MidCoast Council has filled in some of the holes with sand, but given the movement of the tides,

The First Home Buyer Legislation Amendment Bill 2023 has been introduced into parliament and proposes to amend the Duties Act 1997 to revise dutiable values for property to be eligible for the First Home Buyers Assistance Scheme. Under the amendments, the threshold for a concessional rate of transfer duty under the scheme will be increased from $800,000 to $1 million. CONFUSION dogs the rules about dogs along Jimmys Beach, one of several local issues addressed at the recent MidCoast Council ‘Community Conversations’ in Hawks Nest Community Hall on Tuesday, 6 June.

News Of The Area has conducted an investigation into all publicly available material, in an attempt to explain the current regulations.

According to the physical signs clearly posted along ‘Day Area’ and other

accessways, directly across from Reflections Jimmys Beach Holiday Park, the message is clear: “Dogs Prohibited”.

A dated printout of a Great Lakes Council (GLC) notification on Reflections’ front office colour-codes green for ‘Off-leash areas – Dawn till Dusk’, yellow ‘On-leash areas – Dawn till Dusk’, and ‘Dogs Prohibited’ red zones.

The grainy satellite imagery, however, requires close inspection to understand that the ‘green zone’ actually starts 300m east of the point where the 4WD track enters the beach from the isthmus bush.

Therefore, dogs are not allowed anywhere directly adjacent to Reflections, not for at least a few hundred metres towards Yacaaba.

The presently available map is branded with ‘Great Lakes Council’, compounding the confusion because GLC ceased to exist after the forced amalgamation of local councils back in 2016 stuck it inside MidCoast Council, but

no MidCoast Council update exists.

MidCoast Council’s ‘Dogs in public spaces’ webpage states, “Dogs can be walked on leads only between 5am-9am and 5pm-8pm on the following beaches,” with Bennetts Beach and Yacaaba mentioned in the list, but Jimmys is conspicuously absent.

“Our understanding is that dogs are not allowed the full length of the beach,” Richard Streamer, of the Myall Koala & Envinronment Group, reflected this common perception at the June Community Conversations meeting.

“We offer Council’s information to any guests who ask, and often pull up any who have their dogs unleashed in off-limits areas inside the Holiday Park itself,” Peter Creigh, Manager at Reflections Jimmys Beach, told NOTA.

“We have not seen a Council Ranger for a long while,” Mr Creigh added, noting Council’s responsibility to enforce dog rules along Jimmys Beach.

Community Conversations tackle local issues

‘COMMUNITY Conversations’ have been held over the last few weeks across our local government area (LGA), giving MidCoast Council the opportunity to share with the community its overall strategic direction.

Community members have also been provided the opportunity to raise local concerns and issues important to them.

The events are an important opportunity to have a two-way conversation so both parties gain a better understanding of what is happening across the LGA.

“It’s about listening to the community," said MidCoast Council Deputy Mayor Alan Tickle.

“We are out there listening to your concerns.”

Of particular concern across the LGA has been the condition of roads after more than two years of adverse weather conditions.

Current issues such as housing affordability, the impacts of flooding, service expectations and the general performance of Council were

raised at the meetings.

Each area of Council must operate within a budget, strategic directions and policies.

Given financial restraints it is often difficult to allocate resources to alleviate all necessary issues.

The presentations by the Council emphasised the need for responsible planning and financial considerations.

“These conversations have been going great for both the Council and the community” MidCoast Council Mayor Claire Pontin told NOTA.

“The more we get out to communities, the better people understand the information we have to share.”

Many of these initiatives are open to a public consultation process where opinions of the community are taken into account before any final drafting of policy.

Volunteers inspect Myall River

VIGILANT pollution inspections were performed by local kayakers upon the Myall River on Friday, 9 June.

“The first and last river clean-up, in 2018, pulled out four trailer-loads of rubbish, around the Bridge and other spots,” Gordon Grainger of the Myall River Action Group (MRAG) told NOTA.

“MidCoast Council has promised to help in another clean-up, should it be necessary, providing a boat, trucks, and free access to the tip.”

The Paddle Pops group of kayak enthusiasts originated from Palm Lakes Resort, now with members all over Hawks Nest, Tea Gardens and North Arm Cove, who take a very keen interest in the health of the river, meeting every Tuesday, ‘rain, hail or shine’.

“The Paddle Pops were extremely valuable in 2018, so MRAG has asked them to investigate potential pollution along the foreshores of Slip and Witt Islands, in the middle of the river,” Mr Grainger explained.

Rod Larkin and Gordon Hutchins set out at 8am sharp, paddling off to the islands to spot Doug Webber, ashore with the camera.

“We paddled at low tide to get the best view, but were pleasantly surprised how clean the area looked,” Mr Larkin reported.

An hour of hands-on investigation uncovered just one collapsible chair and a plastic drink bottle in the mud.

“It is the cleanest I have ever seen it, and a pod of dolphins joined us in our paddles,” Mr Larkin confirmed.

“Some large logs from yesteryear were observed on the riverside by Marine Drive, these were waterlogged and thought to pose zero risk to the environment and boat

safety.”

The general consensus afterwards was that Tea Gardens locals are pollution-aware and kept their waterfront pollution-free.

“The MRAG is most pleased to receive this great report and would like to congratulate the community and visitors on keeping our river clean from rubbish,” Mr Grainger added.

Both groups intend to revisit the area after the Christmas break.

What’s the Voice referendum about?

Council welcomes potential rates changes

RATES, and the way MidCoast ratepayers get charged, could potentially change, amidst rumblings from the Independent Pricing and Regulatory Tribunal (IPART).

IPART is responsible for regulating rates and increases, and has released a draft report proposing changes to the way rates are structured.

MidCoast Council has publicly indicated that it welcomes the “potential for changes to the way rates and rate charges are implemented”, but ratepayers need not get too excited yet.

“It is clear that IPART has listened to councils and the community and have made sensible recommendations to adjust the rate peg methodology,”

MidCoast Mayor Claire

Pontin said.

The ‘rate peg’ is the maximum percentage amount by which a council can increase its total rates income in a year, and IPART sets this percentage annually, as delegated by the Minister for Local Government, developing its draft report based on feedback from ratepayers and Councils statewide.

“Importantly IPART has acknowledged all councils in NSW are not the same and proposes a methodology which groups councils into Metropolitan, Regional and Rural,” Mayor Pontin said.

Under the proposed change MidCoast Council would be categorised as ‘Regional’, and the controversial Emergency Services Levy will also be acknowledged and considered for adjustments based on the impact of

each council’s individual emergency services levy.

“IPART has also recognised that in addition to adjusting the rate peg the financial model for Local Government needs to be investigated to address financial sustainability issues,” Mayor Pontin said.

“The report recommends an independent investigation into the financial model for NSW Councils.

“We will examine the detail of the report and provide comments to IPART by 4 July and look forward to the final report being issued in August 2023.”

Sand Transfer System lies useless but operational

‘MAINTENANCE’ appears to be open to interpretation, with the word being used to officially describe the status of the Sand Transfer System (STS) sitting uselessly upon the extreme end of Winda Woppa Point.

Recent MidCoast Council Community Conversations at Hawks Nest Community Hall saw many residents querying the status of the STS.

MCC’s Director of Engineering Services, Robert Scott, merely replied, “The STS is in maintenance,” and reiterated Council’s view that trucking sand from the dredged stockpile on the Point is the most costeffective way to renourish the infamous Jimmys Beach Erosion Zone.

“The STS, which cost $4.2 million, has only been used twice since it was first installed several years ago,” Richard Streamer of the

Winda Woppa Preservation Association reminded NOTA.

“The recent truck campaign, considered cheaper than activating the STS, didn’t even come close to the ten-metre buffer that original replenishment plans indicated.”

On 9 June, News Of The Area investigated Winda Woppa Point firsthand, to ascertain the current physical state of the STS. Security is non-existent, the gate was found wide open with no lock visible,

and one side of the fence almost totally inundated by the adjacent shifting stockpile sands.

Vegetation has overgrown the facility’s access road, and currently obscured access to the main outdoor utility box.

Several pipeline components sit halfburied in the sand, or among metre-tall weeds, their metallic connectors corroding visibly.

The recently cited estimate of it taking roughly two weeks to properly re-

equip and power the STS seems somewhat optimistic.

“The STS does still work, once all necessary ancillary equipment is brought in,” Mr Streamer confirmed, rightly indicating that most of the visible dilapidation

has not affected the actual operational capacity of the System.

The Winda Woppa STS apparently just needs some actual maintenance.

The stockpile itself is the ultimate irony, perched

precariously just a metre from the low-tide mark, its river-side scree eaten by the ebb and flow of the estuary, no doubt flushing sand back into the Natural Channel whence it was painstakingly dredged.

Bulky Waste Collection Due

BULKY waste and awkward, unwanted large items can soon find a new home, out of place and out of mind, with the MidCoast Council Bulky Waste Collection now upon us.

Given the massive geographical scale of the MidCoast LGA, all the localities within have been assigned specific, differing dates for residents to place their bulky waste outside, and when to expect it to be picked up by Council.

While areas within the Manning and Gloucester regions of the MidCoast LGA started their collections in February and May respectively, the Great Lakes region has waited until June for its actual pick-up.

The following townships

should have already started to place their bulky waste outside as of 10 and 11 June: Bundabah, Carrington, Hawks Nest, Karuah (areas north of the river, within MCC), Nerong, North Arm Cove, Pindimar and Tea Gardens.

The same areas can expect their collection to start as of Friday, 16 June, with collections possible throughout that week, ending Friday 23 June.

Bulahdelah will follow a slightly different schedule, having started to place the waste outside as of 3 and 4 June, with collections starting from Wednesday 7 June until Thursday 15 June.

All locations mentioned above can take advantage of the ‘free mattress drop-off’ between 15 May and 30 June.

Residents are reminded that they cannot place outside

any dangerous wastes, such as paint, chemicals or medicines, smoke detectors or fire extinguishers.

Potentially explosive items, such as fuel, oil, or items containing them, as well as batteries and gas bottles are also not to be included in the pick-up.

Council has asked that residents consider the options of selling, re-using or ‘creatively repurposing’ waste items, to limit the amount that has to be taken in.

This is great news, however there is a problem for those of us who head to sea fishing in a tinny.

It's a strange sensation, more excitement than fear.

I check my life jacket and look for the closest rock to swim to if I get up-ended.

THE whale watching season is in full swing with a procession of the monsters leisurely cruising north.

I was fortunate enough to be a part of the season opening celebrations when a fleet of local vessels left the port and headed for the open ocean.

There are whales everywhere, an estimated 40,000 passing with a population increasing at thirteen percent each year.

Stinker’s History: Oyster industry struggling

IT was in 2013 when I launched my book, ‘Oysterman’, in the Karuah RSL Club.

At the time the Port Stephens oyster industry was

struggling to reestablish itself as the premier oyster growing waterway in the state.

In the 1940s Port Stephens was rightfully written about as being ‘The World’s Biggest Oyster Farm’ which was a big call when

you consider that oysters are grown from Norway to the waters near Morocco, France, Holland, Asia, the Americas and south to Australia and New Zealand.

In Port Stephens, up until the mid to late 1980s, Sydney

Rock oysters were grown successfully from Corrie Island to Cromarty Bay, North Arm Cove to Swan Bay and Carrington to the Karuah River and Tilligerry Creek.

In 1984-5 a nonindigenous oyster entered the system.

The Pacific oyster had arrived and decisions had to be made.

Do we farm it, or do we make every effort to remove it?

Indecision led to oyster farmers going broke and losing everything.

The following years saw a slow recovery with confidence returning.

The local industry continued to bring hope when recently, in August 2021, QX disease was confirmed.

Little is known of the disease which is caused by a parasite which attacks and kills the Sydney Rock oyster.

There is no impact on human health.

Last season I had numerous close encounters in front of the Outer Lighthouse.

I mean real close, within a couple of metres!

ONE of the so-called improvements to our modern lifestyle is said to be ‘AI’ or the advent of Artificial Intelligence. I spend a lot of my time completing research online, mainly looking for financial information both here and overseas, so I am most particular about the source and its validity, especially if I am going into print with my findings or contemplating investment on the basis of that research.

But how might that work out when AI takes over our lives via our phones and computers?

We see nightly on our TV screens examples of how easy it is for skilled operatives to deceive using available AI

technology, which, while only in its infancy now, can develop at a mind-boggling rate as the experts refine the process.

In the hands of scammers from lands of wherever, this immoral process of extracting money from the gullible, old and untrained could increase to becoming the near perfect method of fraud and deception.

It alarms me greatly that scam fraud is common and developing at a rapid rate in a country which is supposed to be home to one of the better educated societies.

Yet it happens here right now, and with AI it can only develop into the number one form of deception and financial extraction.

Why?

Because AI technology is likely to become so good that the user will not be able to test the validity of the information presented or the source from which it emanates.

It pains me to admit that this horse has already bolted with no hope of re-capture.

The social implications here could be devastating.

Who do we trust once AI is perfected?

The answer in short may well be nobody.

It is difficult enough now and can only get a lot worse in a very short period of time.

We already know not to have anything

Report an issue to Council

OFTEN the most effective ways to get results are those seldom known nor discussed, as it would seem with the MidCoast Council’s ‘Report An Issue’ website function.

At several recent community meetings, including the Hawks Nest Tea Gardens Progress Association meeting in April, and the Council’s Community Conversations in Hawks Nest on 6 June, local residents declaring various grievances appeared unaware of the existence of ‘Report An Issue’.

The form is as straightforward as one could hope for, asking initially for one’s name and basic contact details.

‘Radio buttons’ exist for issues including nuisance animals, tree problems, road/bridge issues or damage, rubbish/waste issues, pollution (noise, air, water), graffiti, and general or ‘other’ services.

Perhaps if the site is inundated with ‘issues’ regarding the state of Council roads such as the Myall Way, or the archaic state of the Singing Bridge, something productive may result.

There exist no options specific to beach or river issues, presumably because they are lumped under ‘Other’ concerns.

Be prepared to fill in details, as exacting as possible, in at least two entry fields, and there is an upload box for images, allowing a maximum of 20 files, each no larger than 10MB.

Issues submitted via this form site will only be dealt with during Council’s regular opening hours, being Monday-Friday, 8:30-4:30pm, however residents can still submit the form at any time, with Council’s wording promising to deal with it “at the earliest opportunity”.

Council advises clearly that, “If your request is an urgent safety issue, DO NOT USE THIS FORM – please call us on 02 7955 7777”.

Residents and ratepayers should also be aware that there are specific forms, hotlines, and/or procedures for issues surrounding barking dogs, illegal dumping, graffiti or urgent water issues, the links and numbers for which are also featured on the ‘Report An Issue’ site at https://www.midcoast.nsw.gov.au/Contactus/Report-an-issue.

I went to my GP and he said I am probably having a funny turn or going through perimenopause. It doesn’t feel very funny.

A funny turn gives off casual and comical connotations. It sounds like what you’d experience after going on The Rotor at Luna Park, or drinking a couple of glasses of champagne on a whale watch cruise. Type your symptoms into Google, though, and it’s a different story – you could have anything from sinusitis to Supraventricular tachycardia. Those conditions don’t sound funny at all.

It’s uncanny. Seriously, though, you have gone to a doctor describing what you think is a medical emergency and they have downplayed it by using a term that doesn’t adequately describe your suffering.

People need to take care with full responsibility in order to protect their assets, but we in Australia seem to be far too easy going with these issues.

When I think of ‘AI’, it is something I had been doing for 40 years when owning and operating farming and grazing properties.

But that ‘AI’ stood for artificial insemination and was used to introduce new breeds of cattle and to breed faster developing prime lambs for the butcher trade.

But I digress, so let us get back to the frightening development of Artificial Intelligence, which I think will see massive financial losses ahead for many Australians.

Already in Western Australia, medical authorities have banned Doctors from using it.

The problem with ‘a funny turn’ diagnosis is it is too understated. It doesn’t go anywhere near explaining the vertiginous rocking, overheating, breathing difficulties and pins and needles you describe. The same with term perimenopause, which has an almost exotic sound to it: Peri: a Spanishinspired feast; men: yes, please; o-pause: take a little rest. No, what you describe is more like a ‘One Flew Over the Cuckoo’s Nest’ breakdown accompanied by selfcombustion. You are literally in the midst of your own climate change wars.

Mrs KD, if these symptoms continue, perhaps seek out a second or third opinion. After all, you know your body better than anyone else and it seems to be giving you a particularly rough time at the moment.

So how often does your GP check his screen whenever you attend an appointment?

If our medical fraternity can’t trust ‘AI’, my advice to you is never go near it.

It seems pointless to me that many aware people are calling for Governments to legislate against AI or try to control it.

Just look at how regularly we all break simple rules like driving above the speed limit or jaywalking at a pedestrian crossing.

Legislate all you care to but having our community commit 100 percent to obeying those rules is fantasy.

In jest I must say “what could possibly go wrong?” if we play with AI.

Whilst AI was invented to be a lazy man’s method of communicating and sourcing information, we need to appreciate the risks that go with it and as I have previously opined, don't go anywhere near it, which is the only safe way for self-protection.

Be well warned my friends and use your intelligence rather than accept what AI delivers.

Tea Gardens churches come together for combined service

THE four churches of the area are coming together at the Tea Gardens Baptist Church on Sunday June 18 at 2pm for a combined worship service.

The service celebrates a week of prayer for Christian unity.

“Our gathering celebrates not only our unity in Jesus Christ, but also peace, justice and reconciliation,” said Sue Roberts, Tea Gardens Baptist Church.

“Two symbols will be used in the

worship service.

“They are water, representing our baptism into new life, and the stone, representing our personal and ancestral history.

“It also reflects Isaiah’s call to

learn to do good and seek justice.”

Everyone is invited to join in this worldwide celebration of justice and reconciliation.

Veterans return to Lower North Coast RSL sub-Branches

VETERANS are returning to RSL NSW after 40 years of declining membership.

In three years, Australia’s largest veteran charity has strategically increased its membership in NSW by 25 percent, predominantly in regional areas.

RSL NSW President Ray James OAM, said, “We are really happy to see such a significant increase in membership – it highlights the need for strong veteran communities and support systems, and the importance of the RSL in regional areas where veterans can often be quite isolated.”

It’s crucial to RSL NSW that veterans are aware that they can access the services that they need from their local RSL sub-Branch, and while the sub-Branch may

occasionally hold meetings or commemorative events at their local RSL or Services Club, they are completely separate entities; RSL sub-Branches do not operate clubs.

Engagement from younger veterans has also increased, with many stepping into leadership positions in their local subBranches, according to James.

“The next generation of veterans are continuing to drive positive change in their communities, resulting in membership growth and fostering a strong sense of belonging among veterans and their families.”

The Lower North Coast, which covers an area from Bulahdelah to Wauchope, has experienced a 33 percent surge in membership,

with Old Bar Beach sub-Branch President, Jeff Earley, stating there have been more than 30 veterans signing up to the sub-Branch in the small township this past year alone.

“It was really important to me that we created an inclusive community where all veterans could be comfortable regardless of their gender, and that veterans can bring their families to our events,” Earley shared.

The growth in veterans joining their local sub-Branches can be attributed to a range of strategic initiatives implemented by RSL NSW, including free membership, an online sign-up process, familyfriendly meetings, and the RSL NSW Sport & Recreation program, which piloted in regional and metropolitan

TUESDAY 6 June: Numbers definitely down with only 12 members presenting for a game of bowls. Format for play 3 games, 3 bowls Pairs 18 ends. By the 3rd end Lyn Nightingale and Judy McGavock had scored 8 shots, Precy Swaddling and Robyn Webster none.

Things did improve slightly from here on for Precy and Robyn but they ended up losers by 8 shots, the final score 22 v 14. Dawn Jones and Pat Baker also had

an impressive win 22 v Jan Coomer and Lynne Green 12.

A closer contest on the next rink, the score was 7 all on the 7th end Dot Dallas and Jean Glover v Jeanette Emmett and Deyonne Page from here on Jeanette and Deyonne edged slowly ahead claiming victory by 1 shot 16 v 15.

The winners on the day winning with the lowest margin were Jeanette and Deyonne.

Tea, Bring a Friend to Bowls Day and a catch up with our “Golden Girls” (a name affectionally given to our past members).

There were 36 bowlers in total 12 ends of bowls were played lots of laughter, wrong bias’ and good and not so good bowls delivered.

I am pleased to announce that $2,000.00 was raised for the Cancer Council many thanks to all our members who helped make this day such a success by donating raffle prizes, baking delicious treats for morning tea and your hard work in the kitchen before and after lunch.

RSL Friendship Bowls Day

102 BOWLERS from as far afield as Newcastle, Maitland and Port Macquarie converged at Bulahdelah over the weekend to enjoy friendship and a game of bowls in near perfect weather.

The RSL Friendship Bowls Day is a chance for old friends to get together socially and share their passion for bowls.

The event involved

NSW RSL Lawn Bowls Association zones eight and six. Similar days are held in different zones to give everyone a chance to catch up.

Bulahdelah is chosen for this event as it is midway for all the competitors.

This is the first time this event has been held for four years because of COVID restrictions and adverse weather conditions.

“It was a very successful day with everyone enjoying themselves,” host club Bulahdelah’s president Ken Southern said.

With both greens filled to capacity it was a closely fought contest to secure the shield.

Zone eight took out the contest by one point with the final score Zone six 207 and zone eight 208.

After the competition there was a hearty lunch, a few drinks and laughs followed by a raffle that included local wines.

The bowlers agreed that it was a great chance to catch up with friends and that they were keenly looking forward to next year’s match.
