IPART rejects Councils Rate Rise FROM Page 1
Mr Ryan Palmer, wrote on his official page, โUnfortunately IPART has declined Port Stephens Councilโs application for a Special Rate Variation (SRV).โ โWe will continue to work hard for the residents of Port Stephens to find an alternative funding sources for your important projects.โ Mr Giacomo Arnott, who has been one of the most vocal opponents to the rate rise wrote on this official Council profile, โCouncil now has to live within its means and work out its priorities alongside our community going forward.โ Mr Arnott, spoke to News Of The Area saying, โIโm glad
Come to the RSL this week!
that local businesses can now plan for their futures without Councilโs $700 a year rate increase looming overhead.โ โThank you to everyone who took the time to write submissions on multiple occasions.โ โIt often felt like we werenโt being listened to, and Iโm glad that IPART has shown that these submissions are worth something and have made a huge difference.โ When asked how Council, which has been fractured over the rate rise issue will now work together, Mr Arnott said, โI will be continuing on with business as usual, listening to our community, acting on their behalf, and doing whatโs right for Port Stephens.โ The decision by IPART means
Dance Extreme will bring their energy with a jazz dance performance. Gill Van Der Velden, storyteller and poet will bring his talents to the Festival with tales from times past. You can also bring along a vintage item, or a photo of a larger item for valuation by

that rates can increase only by the 2.7% rate peg. More than 680 submissions were received by IPART, with the majority opposed to or raising significant concerns over the large proposed rate increase, the proposed expenditure, and affordability. IPART Chair Dr Paul Paterson said, โIn making these assessments, we have considered whether there is a genuine financial need for additional revenue for a Council to be financially sustainable, and to fund future infrastructure projects or asset renewal requirements in their regions.โ โWe also look at efforts made by the various Councils to reduce their costs and identify other sources of revenue, as well as the capacity and willingness of ratepayers to pay the requested increase.โ
โIn the case of Port Stephensโ we found that the impact on ratepayers is not reasonable due to the absence of a strong financial need and demonstrated willingness to pay for the proposed works.โ Dr Paterson also noted, โThere is a mismatch between the priorities of the Council and many of its ratepayers.โ โIt was not clear that the additional revenue is needed to meet infrastructure backlog or renewal requirements, and a significant majority of ratepayers were not willing to pay for the works the Council proposed be funded by the special variation.โ Council can make a new application in the future for a special variation if they decide to.

She struggled a lot with homesickness and brought โextra baggageโ from home which weighed me down. โI absolutely fell in love with Africa, the looking eye to eye with a lion on
the safari, the storms, the children, missionary family, my team, digging deeper into Godโs word, sharing Godโs love in unique ways, the lifelong friendships, sunrises and sunsets, will always be sown in my heart,โ she said. Not long after getting home from South Africa, Rebecca signed up to head to Uganda this year. Rebecca has shared my summer testimony at Medowie Christian School and at Raymond Terrace Community Church. Rebecca is raising money for her mission, and has an upcoming screening of The Lion King, Scottyโs Cinema on Friday the 19 July.

When parents separate, one parent may allege that their children will be at risk of physical or emotional harm if left in the unsupervised care of the other parent because of risks of family violence, abuse, anger related or mental health issues, alcohol or drug abuse. The children are then prevented from seeing the other parent. That other parent usually seeks to neutralise or manage the risk of harm to the children by offering the services of family members or friends as supervisors when they spend time together. The suggested supervisors may then be requested to sign an undertaking to the family courts acknowledging that they are aware of the allegations and risks and will strictly supervise the time that the non-resident parent spends with the children. If you are invited to sign such an undertaking in such circumstances, be alert to the following: 1. You will be placed

in the position of a rock and a hard place. Boundaries can easily be crossed. Supervision may be arduous with many conflicts of interest. 2. Road test your obligations to see if they are able to be complied with in a practical and pragmatic way. 3. Any undertaking needs to be carefully scrutinised. Actively engage in the drafting of your obligations and clearly state when it ends. 4. An undertaking to a family court has the same force and effect as an order of the court. If you breach the undertaking then you can be dealt with for contempt of court. You may become embroiled in litigation. This may become expensive. 5. Punishment for a contravention of an order that involves a flagrant challenge to the authority of the court includes a possible sentence of imprisonment, a fine, a suspended sentence or the giving of security for good behaviour.

Free Menโs Health Check By Heather SHARP
MENโS Health is an important area of public health where all men need to pay attention. Too many men die each year from preventable disease. Unfortunately, many men do not realise the seriousness of their symptoms and do not seek early medical advice. President of the Rotary Club of Raymond Terrace, Mr Steve Merritt told News Of The Area, โMen are slow to go to the Doctor to get something attended to that will go away if they put up with itfor a while.โ The Rotary Club of Raymond Terrace is pleased to be hosting the Menโs Health Education Rural Van (MHERV) in William Street, Raymond

MHERV is a purpose built caravan with two consulting rooms travelling through NSW regional and rural areas testing men for signs of health issues. MHERV is a Rotary project run mainly by the Warners Bay Rotary Club and is sponsored and supported by many Rotary Clubs across NSW, as it visits over 60 towns in a year on a schedule that includes Raymond Terrace. It is staffed by a full time Registered Nurse, Mr Robert Woolley. MHERV has many times identified a life-threatening condition and potentially saved someone from an early

Dear Jasminda,
Whatโs the deal with Pretty House Photographs? When you decide to list your property for sale, there are a few decisions to make. One of the most important things to research is how your property will be marketed to the world. The first port of call for the majority of potential buyers is the internet, where they can be found aimlessly scrolling through thumbnail size photographs of numerous properties for sale in their area of choice. For this reason, you need to ensure that your property stands out from the crowd as much as possible, starting with professional photography, which in my opinion is an absolute must. Make your main photograph intriguing enough that they choose to stop, click on your photo and open your listing for a closer look and read through for details. Another important factor is a floorplan. Itโs an expected item, so donโt think that it is a waste of time and money having one as part of your listing advertisement. Happy snaps with an iphone just donโt cut it anymore, so do you research on the agencies selling in your area and ensure that your property is in good marketing hands. Hope this helps Denise

Glass Artist Gay Stehr By Marian SAMPSON
THE Feature Artist at Port Stephens Community Arts Centre until 28 May is member Gay Stehr a Glass Artist. Gay has been working with glass for the past 15 years. It started because of her passion for glass. Gay told News of the Area โI needed to learn how to use it. โItโs tactile and invites you to touch it.โ Gay believes that the wonderful properties of glass which allow light to shine through it creates coloured shadows which are so enticing. โI was a florist at the time and decided to combine my passion for flowers with my โnewโ art form; hence many of my pieces have a flower theme.โ As Gayโs passion increased, so did her desire to step away from the traditional techniques of fusing and slumping. She attended a couple of workshops in Italy with famous glass artist, Miriam di Fiore who is known for READING:
Gay loves creating wall art and finds herself leaning to more demanding art pieces. She finds that knowing that one of her pieces has pride of place in someoneโs home or business is incredibly rewarding. Gay often confers with a client about colour and design to suit a space. Gay also crafts bowls, platters and jewellery which are functional but also beautiful to look at and artistically satisfying.
working โin depthโ with her sceneries. These involve multiple firings over several days to create depth in scenery, and are 8-10 layers deep. In these sceneries Gay uses frit and powdered glass rather than cut glass. Gay finds making pieces of functional art is rewarding. These are made by cutting glass into a desired pattern, a little like a jigsaw puzzle, then fusing the pieces together onto a solid backing sheet of glass.

Isaiah 51: 11 GIVER OF JOY "The ransomed of the Lord will return and come with joyful singing to Zion and everlasting joy shall be upon their heads. They will obtain gladness and joy and sorrow and sighing will flee away." Blessings from Lynne Miles
The other day I was putting my husbandโs socks and underwear away and I came across a fingerless net glove in his drawer. It isnโt mine. Mrs DP, Lemon Tree Passage. Dear Mrs DP, OKAY, now letโs not jump to conclusions here. A fingerless net glove conjures all sorts of difficult-to-explain scenarios, but this could be entirely innocent. You know, maybe he had to do a role play in his marketing job, and he was given the card that required him to wear suspenders, gloves and a masquerade mask, because the company was testing the market on a new range of . . . um . . . Or maybe he was watching the Rocky Horror Picture Show, and just, you know, getting involved in the โDonโt Dream It, Be Itโ sequence. No? Okay, maybe he was doing an experiment, like, โDo mosquitoes penetrate body netting?โ, because he is going to patent a new range of pesticidefree mosquito products. If he had bites on his fingertips, but not the rest of his fingers, he could be onto something. No? Maybe he just likes fingerless net gloves, and who are we to question that, Mrs DP from Lemon Tree Passage, because with that very long road into Lemon Tree, sometimes you need a bit of amusement. Things can get a bit boring on that straight stretch. I wouldnโt be too worried. Iโm more concerned that you are still putting away your husbandโs socks and underwear. Do you iron them? Do you fold them in neat Marie Kondo space-saving combinations? Do you colour-coordinate? Does he have the days of the week on his socks and undies? This is 2019, you know. Let him put his own things away and then youโll be none the wiser. Carpe diem Jasminda

Teenager gets to sail the High Seas FROM Page 16
It was gifted to Australia by the United Kingdom for our bicentenary back in 1988. Since then, the Young Endeavour Scheme, in partnership with the Australian Government and the Royal Australian Navy, has provided training voyages for over 12,000 young Australians. And would Blake do it again? He didnโt hesitate. โThereโs a returning voyage for people aged 17 to 30, you get offered to go from Sydney to New Zealand or Sydney to Hobart,โ Blake said. Needless to say, Blake has already applied.

Award
By Margie TIERNEY
q YOUNG ENDEAVOUR AWARD: Blake Richardson.
SIXTEEN year-old Blake Richardson has just returned home after one of the great adventures of his young life; sailing on the Young Endeavour from Newcastle to Brisbane. Blake was among a crew of 24 young Australians chosen to crew the vessel on its 11 day voyage. โIt was really amazing, it felt like we were one big family,โ Blake said. At the start of the voyage, it
wasnโt all smooth sailing, with Year 10 student, plagued by sea sickness for the first couple of days. โIt wasnโt good, it was very frustrating because I just wanted to learn things,โ Blake said. But eventually he found his sea legs, and he was able to tuck in with training and the food which was very different to what Captain Cookโs Endeavour crew would have consumed more than 200 years ago.
โWe had lamb chops and nachos one night,โ he said, โAnd one day we caught a tuna which the chef turned into tuna bake,โ he said. Blake threw himself into shipboard life and by the end of his voyage he received the coveted โYoung Endeavour Awardโ in recognition of his commitment to the pursuit of excellence. The Young Endeavour brigantine, is a tall ship purpose built for sail training. CONTINUED Page 14
