rate rise were West Ward Councillor Giacomo Arnott, who had been an outspoken opponent of the rate rise since it was first mentioned, and Central Ward Councillor Chris Doohan. “I believe that many items on the project list are wants, not needs,” Cr Doohan told News Of The Area. “I personally talked to many in our community about the concept of the Special Rate Variation, and although there was some support in certain areas, I was left with little doubt that our community was not in favour.” “They are the people
who elected me to speak on their behalf, and that is what I did,” he said. Despite Council initially offering the choice of four options, the third option of a 7.5% increase was the option voted upon during the meeting. “A moderate rise may have been acceptable to the community if it was less of a financial impact and addressed just the needs, that being Roads, Footpaths and Drainage,” Cr Doohan told News Of The Area. MAYOR Palmer and five other Councillors felt differently. “The community has unequivocally told us they want more than we can provide with our current
income,” Mayor Palmer said. “They’ve asked us to deliver an array of community projects and infrastructure and while Council is financially fit, we simply don’t have the resources to deliver the major projects our community wants.” “Our community deserves more and we are here to move Port Stephens forward,” he said. Councillor Giacomo Arnott told News Of The Area, “I’m really disappointed that the majority of Councillors have made the decision to smash the ratepayers of Port Stephens with a 66% over 7 years rate rise.” “People are struggling as it is. Electricity and water are costing more, insurances are going up and petrol is becoming more expensive.”
“In this environment, we should absolutely not be raising rates,” Cr Arnott said. “The fight isn’t over yet. Early next year, IPART will open submissions and that is our chance to convince the independent body that this is a rotten idea that will hurt thousands.” Councillor Arnott said, “Thanks to the thousands of people who made their voice heard on this issue. I appreciate your support and I will continue fighting to have this proposal knocked back.” IPART will make a decision on the proposed rate rise early next year with Council’s application due by 11 February 2019.

Excited over Appointment for Teacher A BROAD depth of both teaching and administrative experience sees Abigail Sawyer well qualified as the newly appointed Principal of Tanilba Bay Public School. “I’m excited,” she said when we caught up with her during the school holidays as she began to prepare for the term ahead.
“I’m really looking forward to meeting the teachers, parents and children,” she said. “I believe very much in community engagement and will be out and about developing partnerships between the school, business and social groups.” Ms Sawyer said, “I’ll be on a very steep learning curve!”
Abigail is currently looking at Real Estate in the area where she plans to relocate from Byron Bay with her partner Paul and two daughters. Her previous appointment was as a teaching Principal. Over $8K Raised for Charity By Rachael VAUGHAN IRRAWANG High School has rounded out a month of fundraising with a fantastic outcome for their chosen Charity. The School chose the ‘Buy a Bale’ campaign to raise funds and awareness, with their month long efforts culminating with a sold out Trivia Night at the Muree Golf Club. Rural Aid Counsellor Mr Gary Bentley, attended the School to speak to a whole School assembly about what the School’s efforts mean to the Foundation, and to the farmers. His message really struck a chord with staff and students alike. The fundraising activities included a ‘Dress like a Farmer’ day, which was held the following week again, because of its popularity. The canteen sold ‘Parma for a Farmer’ burgers for a week, and all staff and students participated in a whole School cake stall. Woolworths at MarketPlace Raymond Terrace came up to the School, bringing with them
donated goods for a sausage sizzle, and even stayed to cook it themselves. The final event was a Trivia Night run by the Parents and Citizens committee (P&C). which was a complete sell out success. Special thanks went to P&C members, Leisl Kennedy and Belinda Beasley, who knocked on doors for raffle prizes, and organized an outstanding evening with many components. In addition, the whole Irrawang High School community brought in over thirty boxes throughout the

Huge Shoes To Fill THE death of local Arthur Heiler will be a huge loss to the Port Stephens community
By Marian SAMPSON THE death of local Arthur Heiler will be a huge loss to the Port Stephens community and to Fingal Bay in particular. Arthur had a long list of community involvements. Arthur participated in a community working bee only three days prior to having a massive heart attack. Always active in the community Arthur was Secretary of the Port Stephens Sister Cities Committee. This Committee of Council was formed in 1988 and facilitates communication between cities to promote peace and understanding. Arthur’s involvement commenced as soon as he arrived in Port Stephens in 1994 and has been continuous since, mostly as Secretary. He has overseen the expansion after the first sister city of Bellingham, USA to include sister cities with Kushiro, Yugawara and Tateyama in Japan, and friendship relationships with Victoria, Canada, Tauranga, New

Zealnd and Nahodka, Russia. Nigel Dique of the Sister Cities Committee told News Of The Area, “He was Chairman of the Fingal Bay Parks and Reserves Committee. Since 1994, and under Arthur’s leadership, this group of volunteers has done a massive q DIED: Arthur Heiler. job in protecting and enhancing the environmental features of Barry Park at the Fingal Bay headland. “The park, one of the most popular whale watching spots in Port Stephens provides a fitting living memorial to Arthur, he said. Arthur was also a long-term volunteer member of the Port Stephens Marine Rescue. At the time of his death he was a Director and Deputy Chairman of the Fingal Bay Sports Club.
Lightning Strikes Golf Hole HAVE you ever wondered what those orange plastic balls on the flagsticks of the golf course greens are for? Well, they indicate to golfers where the hole is placed. If the ball is up high on the stick, the cup is at the back of the green. Lower down indicates it is nearer the front. This helps golfers in their choice of clubs when approaching the green. The hole placement is
changed regularly to even the wear and tear on the grass. The one on the 12th green at Tanilba can’t be adjusted anymore because it is melted onto the flagstick. Indeed, the pin is charred and the flag shredded. The whole thing had to be replaced. What’s more the entire green is now a spider’s web of burnt grass. Steve Tucker sent us this photo taken shortly after a violent thunderstorm had swept through Tilligerry
recently. The death of a golfer from a lightning strike at Hawk’s Nest some time back sent a dire warning for players to hasten off the course as a storm approaches. Even our pool must be evacuated if a lightning flash is seen up to 30 seconds before a thunder clap. With sound travelling at 343 metres per second this buffer zone can extend to as far away as 10 km.

I’m very concerned about the lyrics to some of the songs my daughter listens to. They are obscene and denigrating. How can I set some guidelines? Mrs TY, Medowie
Dear Mrs TY,
sale at Masonite Road, Heatherbrae netted our Council a tidy profit of around $6.5 million. Our Council needs to work smarter, provide fewer services that we should not be doing and teach our road repair gangs to do a proper job with molten tar with hotmix and more heavy patching, then and only then will our roads come up to a much better standard, especially where it rains incessantly. Working smarter and keeping out of court will most certainly save us millions as well. We now need to lobby IPART and the NSW Government Minister for Local Government to oppose this SRV and remain with CPI cost of living increases only.
THROUGHOUT the ages, people have been concerned about song lyrics with each new generation whipping up a reinvigorated state of moral panic. In hindsight, some of those songs seem positively innocent, but they were still about sex and drugs. Lucy in the Sky with Diamonds was clearly a reference to LSD, Elvis was constantly wanting a little more action, Afternoon Delight was the go-to tune for toey Baby Boomers, Do That To Me One More Time wasn’t referring to a tooth extraction, and so on. Today, the lyrics are far more explicit, but also harder to understand due to a whole new era of singers who mumble so much they are incomprehensible. Your daughter may not even hear the words let alone be able to make sense of them. Interpretations can also vary over time. The Divinyls’ I Touch Myself, formerly the song of choice for men’s pre-marital booze ups, has now been given new life as a Breast Cancer Awareness anthem, a fitting tribute since Chrissy Amphlett battled the cancer before her death. I think it is the swearing that annoys a lot of parents. I used to mute swear words when listening to music in the car, but then the kids got sick of that so they said they would just make a ‘beep’ sound whenever a swear word occurred. The obvious issue here was that they already knew the exact moment the singer was about to hurl an expletive-laden sentence. It defeated the purpose and instead drew attention to it. You could perhaps ask her to only make playlists that don’t include obscene language or dubious themes or angst or sexual deviance, but I don’t know how many times you can put up with Coldplay’s The Scientist. It even led Gwyneth to a conscious uncoupling.
Brian Watson-Will, Corlette
Carpe diem, Jasminda
Dear Denise
I’m a bloke and I need to Sell My Home. Do I really need to do the smelly candle thing? MW Medowie
ONE of the first impressions you have of a home, that you don’t always consider, is the smell. If a home smells fresh & clean, buyers don’t always notice, but if it smells bad, well that’s another matter. It has been said that one of the tricks of selling is to bake cookies or brew coffee just before a Sales inspection or open home. Personally, I believe your home just needs to at least smell fresh & clean. If you don’t want to bother with fragrant candles, plug in electronic air fresheners can be nice & are set & forget. Always ensure the smell of them is not too overpowering though as they can induce headaches or just be distracting & annoying. Some odours to consider are; pets, dirty laundry, bed linen plus garbage bins - inside & out. Overall just don’t give your buyers any opportunity to think the house is dirty & needs a major clean up. Neutral, clean smelling spaces are always best. Hope that helps, Denise.
Ignored 70% of Objectors 30 years, except for the 3% Drainage Levy cleverly hidden in one sentence during each annual budget report. Our Council proved that we are Fit for the Future, when 14,000 signatories opposed the NSW Government’s proposed forced Newcastle merger. A forced Newcastle Council merger would have seen us receive an immediate rate increase. Our Council’s assets include:– $38 million in cash reserves (recent Business Paper); 50% ownership of Newcastle Airport worth around $50 million; numerous buildings in Newcastle also worth tens of millions; vacant land at Salamander Bay, Nelson Bay, Karuah and Williamtown (adjacent to the airport), that we know of; also numerous buildings in Nelson Bay and Raymond Terrace. Dear News Of The Area,
WELL, the majority of councillors did it. They ignored 70% of objectors against a special rate levy increase (SRV) having made their minds up prior to any community consultation and members of our society should view the webcam debate on this subject and see who wants to spend and waste our money. We will see increases over $700, $1,000 and over $1,200 on average for our homes over 7 years + CPI increases which will remain beyond the 7 years in perpetuity, also increasing when we next receive our Valuer General’s tri-annual assessment of our land values. by Harvey Norman, along with auctions and lots of other prizes donated by the local community on the day.” Josh Walker and Michelle Smith of Port Stephens Toyota shared the company’s commitment to the community. “Supporting the local community is the reason why the Burton family built the dealership in town, and they are proud to be supporting the community and the important service that the Westpac Rescue Helicopter delivers for the Port Stephens community.” Westpac Rescue Helicopter was established in 1975 as a weekend beach patrol and through community support and fundraising has become a critical service that operates 24 hours a day, 7 days per week. This a free service, no one has ever paid to be transported by the Westpac Rescue Helicopter.
THE Angel Billy Golf Day which supports the Westpac Rescue Helicopter is turning 21 this year. Over the past 21 years the event has raised over $650,000 to keep the service in the air. Peter Power of the Nelson Bay Golf Club told News Of The Area, “The Club has donated services and support to the day for 21 years, and hopes to continue working with the committee for the next 21 years.” President of the Nelson Bay volunteers for the Westpac Rescue Helicopter Rob Wilbow said, “The Angel Billy Golf Classic is being held on 28 October at Nelson Bay Golf Club. This year we have cars as ‘Hole-in-One’ prizes on 2 holes sponsored by Port Stephens Toyota, which allows an unlimited number of cars to be given away. We will also have a major raffle supported

New Home for TYCA
By Marian SAMPSON
TYCA (Tomaree Youth Community Action) has a new home for their youth programs. The Nelson Bay Croatian Fisherman’s Sports Club is situated in the Tomaree Sports Complex and is also the Bocce Club. In a new collaboration between the members of the Bocce Club and TYCA, youth will be able to use the grounds and clubhouse for a range of activities. The community gathered to support youth empowerment programs at the Open Day and to celebrate the collaboration. The new venue for TYCA was celebrated at an Open Day where supporters were
acknowledged for their commitment to providing positive programs for youth in the area. Deputy Mayor Sarah Smith told News Of The Area, “Port Stephens Council is very happy to be able to support TYCA and help them to continue all the awesome things they do. “This is a great community collaboration with the Nelson Bay Croatian Fisherman’s Sports Club,” she said. At the Open Day, TYCA members participated in creating a graffiti art mural with artist Nick Stuart whose work is on the Vinnies’ Building at Anna Bay and the collaborated mural created with Rhys
Oyster Time

THE township of Karuah is gearing up for its biggest event of the year, next Saturday’s Oyster and Timber Festival. Taking centre stage is the woodchop competition which runs all day in Longworth Park. But the woodchop doesn’t
end in the Park. If you head to the Karuah RSL in the late afternoon you can catch Australia’s only indoor wood chop demonstration. “It’s a hard hit competition,” Karuah RSL General Manager Ross Parr said. “It gets underway at 6pm and the winner is the axeman who can hit through a piece of
Fabris, on Rosie’s Café also at Anna Bay. TYCA members also performed drumming on buckets. A wide range of community groups were represented on the day including the Rotary Club of Salamander Bay, Real Futures Foundation, CDAT, and the Port Stephens Suicide Prevention Network. TYCA also acknowledged past Councillor Sally Dover’s commitment to TYCA and our local youth and thanked Peter Skoljarev of the Bocce Club for sharing the facility with TYCA. Council also engaged with youth around their desires for the new Skate Park at Robinson Reserve at Anna Bay.

Last year 180 people entered the draw to compete in the event to find the quickest oyster eaters. For the kids, there’s a children’s activity tent and for the grown ups lots of stalls, live performances, vintage cars and in the evening, the

Barclay Street will be closed to traffic, free shuttle buses cruising around town to get Festival goers to all the action. “Last year we estimated
we had 7 thousand people at the Festival so we’re hoping for similar numbers this Saturday,” Ross Parr said.

National Native Title Tribunal
This application is a ‘non-claimant’ application, an application made by persons to the Federal Court of Australia (Federal Court) who are not claiming native title themselves but are seeking a determination that native title does not exist in relation to the area described. The applicant has a non-native title interest in the area, set out in their application as described in the notice below. Under the Native Title Act 1993 (Cth) (the Act) there can be only one determination of native title for a particular area. PLEASE NOTE: A person who claims to hold native title rights and interests in this area may wish to file a native title claimant application prior to 30 January 2019. Unless there is a relevant native title claim (as defined in section 24FE of the Act) over this area on or before 30 January 2019, the area may be subject to protection under section 24FA and acts may be done which extinguish or otherwise affect native title. The Tribunal may be able to assist people wishing to make a relevant native title claim. A person who claims native title rights and interests may also seek to become a party to the non-claimant application in order for those rights and interests to be taken into account in the Federal Court’s determination. Other than filing a native title claim in response to the non-claimant application, this may represent the only opportunity to have those rights and interests in relation to the area considered. Any person who wants to become a party to this non-claimant application must write to the Registrar of the Federal Court, Level 17, Law Courts Building, Queens Square, Sydney, NSW, 2000, on or before 30 January 2019. After 30 January 2019, the Federal Court’s permission to become a party is required.
