Caroline Dr.-Area Residents Happy To Have Access To S.R. 54 By Michael Smith The residents of the Citrus Trace and SaddleRidge Estates subdivisions off of S.R. 54 and Caroline Dr. in Wesley Chapel are “thrilled,” now that the Florida Department of Transportation (FDOT) has agreed to allow an additional opening in the median of S.R. 54 that will allow (easier) access to their communities. As we reported in an earlier issue, many of the residents of those communities, which together include more than 200 homes, were upset because the original design for the widening of S.R. 54 (which is being widened from two lanes to six lanes with a four-footwide median in the middle) did not include an opening in the median at Caroline Dr. That meant that Citrus Trace and SaddleRidge residents traveling eastbound on 54 would have to go past Caroline Dr. and make a Uturn at the traffic signal at Boyette Rd. in order to get to their homes, and those who wanted to go east on S.R.

54 would first have to head west and make a U-turn at the traffic signal at the entrance to Saddlebrook Resort. Besides being inconvenient, some of the homeowners felt that all those U-turns posed a safety issue, despite assurances from county officials that the timing of both of those traffic signals would be lengthened in order to give the residents enough time to safely make the U-turns. Undaunted, some of the concerned residents got together to form what they called the Caroline Drive Access Committee, and took their case to FDOT’s Access Management Review Committee, a three-member panel that meets to consider such applications for median opening variances on state roads. According to Jamie Winsett, who is the secretary of the SaddleRidge Estates Homeowners Association and also served as secretary of the Caroline Drive Access Committee, it took two meetings with the FDOT panel and support and input from county staff members and local elected officials to

The red arrow points to where a new median access will be added on S.R. 54. finally get the state agency to agree to allow that variance, at least in part, and now, the new design for the roadway calls for a one-way median opening, which will allow the drivers heading east on S.R. 54 to make a left turn onto Caroline Dr. “We just wanted easier access to our homes, and we’re thrilled and happy that [FDOT was} willing to listen,” Winsett says. She also adds, however, that the

Although the event started early enough in the day (8 a.m., with the Walk/Run kicking off at 9), it was sweltering on the new blacktop of S.R. 56, as yours truly and at least 200 others ran, walked and (some) biked separately marked 1-, 2- and 4-mile courses. While the walk was being held, at least 20 different WCCC-member businesses (and a couple of political candidates) were greeting attendees with brochures, coupons, business cards and displays about their respective businesses. Some of those businesses provided free food and beverages, including Cosi Café, Publix, Bagelicious & More, Boardwalk Frozen Custard and others. To Keep The Rays In Tampa Bay, Bring ‘Em Here! An editorial by Gary Nager The past few months, while our nowbeloved Tampa Bay Rays have been jockeying with the New York Yankees for the best record in baseball, Rays principal owner Stuart Sternberg has been much more public in his campaign to build the Rays a new stadium long before the team’s lease at Tropicana Field expires in 2025. In late June, Sternberg said that the Rays will consider ALL possible locations in the Tampa Bay area, not just in St. Petersburg or even all of Pinellas County, but in Hillsborough, Pasco, Polk, Manatee and Sarasota if the right opportunity comes along. Well, while listening to his most recent news conference on the stadium issue, I had a brainstorm — why not build the Rays’ news stadium at either Wiregrass Ranch or at the troubled Cypress Creek Town Center site? Now, I know St. Pete mayor Bill Foster “offered” to allow the Rays to move out of the city of St. Pete to locations closer to Hillsborough County, but Sternberg and the Rays said they would consider any viable location in the Bay area because the team can’t make money at Tropicana Field. entire series before it was played — which just happened to be the same day the eastbound extension of S.R. 56 to Meadow Pointe Blvd. opened (see page 1). It was the first time I ever got to meet J.D. Porter of the Porter Family Trust on which the Shops at Wiregrass mall and two schools already are built and the planned hospital, college campus and thousands of residential units will someday be built. I have been to at least five other Rays games this year already. But, I know that not everyone is able to set their own schedule the way I can and yeah, for a packed game like that, the drive is a bit of a pain in the butt. Usually, however, especially for a weeknight game, the traffic (once you get off S.R. 56 and Bruce B. Downs Blvd., of course) really isn’t too bad and the entire trip without traffic is only about 45 minutes from where I live. But, this isn’t about whether or not the Rays can make their current home work — Sternberg already knows the team can’t get the luxury box revenues he needs at the Trop — it’s about finding the best place for the team’s “permanent” home. I wasn’t going to write this editorial until I spoke with someone from the Porter Family Trust about it and I had the opportunity to talk to J.D. Porter about it immediately after the opening of the S.R. 56 extension. It was so hot that day that I decided to wait until after the event, when Aja Wiregrass opened for lunch specifically to serve those who attended. I asked Porter what he thought of my idea and he said that not only was the site already being

considered, but that the Porter family would welcome the relocation of the stadium not only to Wiregrass, but even to the even more accessible Cypress Creek Town Center area at the intersection of I-75 and S.R.s 54 and 56. “It’s a long shot,” Porter admitted. “But we’d love it. All of the roads would already be in place before they even start building the stadium and it would surely be a great thing financially for this area.” Porter’s correct that Wesley Chapel is a long shot to get the stadium, con-

sidering that Foster and other Pinellas officials don’t even want the Rays to move to Hillsborough, much less skip past our county to Pasco. But, it still makes sense and, as an insane baseball fan myself, I would welcome it both personally and professionally. Even if the stadium would somehow be able to be moved to the Cypress Creek site, instead of Wiregrass, Porter and his family — and all of the businesses and developments near S.R. 56 — would benefit, as it would allow See “The Rays” on page 32.

W ESLEY C HAPEL Park Improvements Are On Hold, But YMCA Officials Still Hope To Build In Pasco

With the county facing huge budget shortfalls, there is no money to pay for the planned improvements to the Wesley Chapel District Park (WCDP), but officials with the Tampa Metropolitan YMCA say they are hoping to find a suitable place to build a branch in the Wesley Chapel area. When asked, Pasco County Parks director Rick Buckman said that with the current state of the economy, the planned second phase of the WCDP (which was to include, among other things, an aquatic facility and a fullsized gymnasium) is on indefinite hold. “Right now, there’s nothing in the books to continue development at the park,” Buckman says, although he did say that the aquatic facility and multiuse building at the park already have been designed. “Unfortunately, we’re losing staff [in the budget], so we need to cover what already exists.” Buckman added that the county had been in talks with officials from the Tampa Metro YMCA about the possibility of that organization taking over construction and management of the new facility, “But it was a bit beyond their means as well,” he said. Meanwhile, Robert Wiggins, a group vice president for the YMCA, says that the organization recently received the results of market studies that were done to determine if there was enough interest in the Wesley Chapel area to warrant the construction of a new YMCA there. “Our studies actually showed that we could sustain two [new YMCAs], one in both Wesley Chapel and Land O’Lakes, in terms of membership base,” Wiggins said. However, as with the county, money is an issue. “We don’t have a ton of capital to

News Briefs work with,” he said. “If the perfect piece of property came available at a reasonable enough price, then we would be able to move forward, but we haven’t found that yet.” Wiggins said that the organization has even talked to officials with the Pasco County School District about the possibility of a partnership, and those conversations have been “very receptive,” but nothing concrete has yet emerged. He also says that there have been some cases in other areas where developers have offered to partner with the YMCA to build a facility within their community in place of a conventional community clubhouse but, so far, that has been a dead end as well. So, Wiggins says that the YMCA has started talks with a commercial real estate professional to help find a suitable location. Although he declined to elaborate as to specifics, Wiggins said that the S.R. 54 and Bruce B. Downs Blvd. corridors are some of the areas the organization is looking at, but he said that they usually try to build new facilities far enough away from existing ones, in this case, the New Tampa Family YMCA in Tampa Palms, so that the two facilities don’t cannibalize each others’ members.

into the entrance of the Cheval Country Club. In doing so, however, he turned into the path of a 1994 Toyota driven by 71-year-old Janet-Lee Thomas Troupe. The front end of the Toyota struck the right rear end of Ambler’s vehicle and flipped over. According to the report, neither driver suffered serious injuries, although Troupe was transported to University Community Hospital by ambulance while Ambler was taken to St. Joseph’s Hospital-North by his wife. Ambler also was charged with violating the right of way.

County Steps Up Spraying After Fatal Mosquito Bites

Health department officials in both Pasco and Hillsborough counties have have issued warnings about exposure to mosquito bites in response to a rising number of cases of eastern equine encephalitis (EEE) in both animals and humans, including a pair of deaths that occurred in July. Late last month, the Hillsborough County Health Department elevated an earlier advisory to a “Mosquito-Borne Illness Alert,” after an infant in the Brandon area died from the disease, which is carried by birds and transmitted to humans primarily through mosquito bites. A Lutz woman died from EEE on July 1, and at least half a

dozen horses statewide, including two in Pasco, have tested positive for the disease over the past several weeks. In humans, EEE causes flu-like symptoms, which eventually worsen and can progress to swelling of the brain. It is fatal in about a third of the cases, and health officials said that survivors typically suffer from significant brain damage. Usually, there are only about a half dozen cases of EEE reported nationwide in any given year, and the two local deaths were the first in the state of Florida since 2008. “Although somewhat rare occurrences, mosquito-borne diseases can be very serious,” says Pasco County Health Officer David Johnson. Health officials say that there has been an increase in the overall mosquito population statewide, and therefore more insects are liable to be carrying EEE. Those that are most at risk for complications from the disease are the very young and the elderly, as well as those who have other health issues. While officials in both counties have ramped up their mosquito eradication efforts, they also advise residents to take steps to protect themselves against being bitten. Ambler Cited In Traffic Crash

State Rep. Kevin Ambler (R-Lutz) may have had his mind on his ongoing political campaign for the District 12 seat (which includes most of Wesley Chapel) in the Florida Senate earlier this month when he turned into the path of another vehicle, causing that vehicle to hit the rear end of his SUV and then flip over. According to a report issued by the Florida Highway Patrol, Ambler, 49, was traveling north on N. Dale Mabry Hwy. in a 2010 Mercedes SUV shortly after noon on August 14 when he attempted to make a left-hand turn

Continued from page 1 attend personally but who did send representatives to support the residents’ cause. “We really appreciate how concerned everyone was about our situation,” Winsett says. “They listened and were proactive on our behalf, and that certainly bodes well for all residents.” According to Kent Fast, a planner with the FDOT access management department, the agency tries to accommodate the needs of citizens whenever possible. Fast says that on roads like S.R. 54, which is considered a Class 3 highway, FDOT regulations call for median openings to be at least onequarter-mile apart, and since the traffic signal and median opening at the entrance to the Saddlebrook Resort is less than that away from Caroline Dr., that is why the original plan did not allow for an opening at Caroline Dr. “But, our overriding mandate is safety,” Fast says, which is why the members of the Access Management Review Committee have the authority to overrule the original staff decisions in some cases. He adds, however, that even the committee members are not allowed to deviate more than 10 percent from the agency standards, which is why they could not approve a full signalized median opening at Caroline Dr., because the standard for signalized intersections is that they can’t be any closer than one-half mile apart. Fast also noted that the median opening at Caroline Dr. could be only temporary, because a tentative agreement with the developer of a planned community at the end of Caroline Dr., Estate Woods, could require the developer to make improvements to Tupper Rd., which is just to the west of Caroline Dr. Those improvements will include re-aligning Tupper Rd. with the entrance to Saddlebrook Resort, thus providing another access point to the neighborhoods off Caroline Dr. However, Commissioner Mulieri says that while the planned community

has received zoning approval, there is no official agreement in place at this time which would require the developer to make those improvements to Tupper Rd. In addition, since the Pasco Board of County Commissioners had to vote to approve the re-design of S.R. 54 to include the new median opening, and to pay the $35,500 that it cost to make that change, she doubts that they would be willing to pay to have it removed again in the future. In the meantime, Mulieri says she is happy that the FDOT agreed to allow the median access. “I know the area, because I have visited there many times, and I realized what an imposition and hardship that would have been for the residents [to have to make the U-turns to get into and out of their neighborhoods],” Mulieri says.

Bridge At 54 & I-75 Is Now Finished

Meanwhile, in other area transportation news, construction of the new bridge over S.R. 54 at I-75 is now complete, save for a new coat of paint, which means that the nightly closures at the intersection will (thankfully) be coming to an end. According to FDOT spokesman John McShaffrey, the actual construction work on the $33-million project, which included tearing down the old structure and building a new singlespan bridge that would accommodate not only the widening of S.R. 54 but also the future widening of I-75, is finished, and the only thing that remained, as of our press time, was to paint the new span. McShaffrey says that the painting work was to have been already completed, but it has been delayed because of high levels of humidity, which affects the way the paint adheres to the bridge. “They’ve been trying to get it done every night, but they can only do it if they have the appropriate levels of humidity,” McShaffrey says. “But, as far as the construction itself goes, everything’s open that’s going to be open.

The new bridge at S.R. 54 and I-75 is now complete. You won’t see any more closures associated with that project, and now the county can do the widening of S.R. 54 underneath the bridge.” One local businessman who has been greatly affected by the bridge construction, Ken Santo of Santo’s Italian Grill and Skinny’s Sports Bar in the Pinebrook Plaza, says “It’s about time, because it’s killed our nighttime business. Hopefully, our customers will remember to come back now that the bridge is open.” Construction crews already are working on S.R. 54 west of the interstate, removing curbing and beginning the process of widening the roadway between Old Pasco Rd. and the bridge from four lanes to six, according to county spokesperson Deborah Bolduc.

I-75 Widening Schedule Advanced

Speaking of I-75, we learned last week that the planned widening of the interstate between Fowler Ave. and S.R. 54 (and eventually beyond), which had been delayed several years because of a lack of funding, has now been moved up once again. For instance, the section between Fowler Ave. and Bruce B. Downs Blvd., which will be widened to eight lanes, wasn’t scheduled for construction until 2015. Now, however, that section will be let out for bid in June 2011, according to FDOT spokesperson Kris Carson, as will the section between BBD and S.R. 56, which is planned for six lanes and had been scheduled for construction in 2017. Meanwhile, the section between S.R. 56 and S.R./C.R.

54, which also will be widened to six lanes, wasn’t scheduled for construction until 2020 but will now be let for bid this October. Carson says that the primary reason the projects were allowed to be rescheduled was because the agency has saved substantial amounts of money on other projects because the bids for those projects were less than what was originally estimated. Also, while the original plan was to work from south to north, Carson says that the northernmost segment will be widened first because the amount of funding that is immediately available fit with the funding needs for that project. Plus, that project is almost completely designed and therefore will be ready for bidding sooner. Also, the two lower segments have been designed together and will be constructed together, so that there will be more efficiency during the construction process.

Family Wellness Center of Tampa Bay Celebrates Its Second Year By Melissa O’Brien Just two short years ago, Richard Kay, M.D., opened the Family Wellness Center of Tampa Bay, Inc., in the Windfair Professional Center just behind the Shoppes of Wesley Chapel, off of Bruce B. Downs Blvd. (north of S.R. 56). Since then, he has continued to welcome families from around the Wesley Chapel area into a growing practice that is all about managing, maintaining and improving the health of patients and their families. “My ideal is seeing patients on a routine basis to keep them healthy and help prevent them from getting sick,” says Dr. Kay, a Board-certified family physician. “My wife Marie and daughter Bobbie work in the office with me, and we have created a real family environment. It goes along with the entire concept of family medicine.” Dr. Kay says a family physician is a doctor who can take care of the entire family, usually from ages five and up (after their immunizations are complete). He adds that the concept behind having a family doctor is to create caring relationships with patients and their families. “A family physician knows your family’s health history and how it can affect you,” he says. “We

are trained in a full range of medical programs through all the stages of a patient’s life.” According to FamilyDoctor.org, Americans make more than 200 million office visits to family physicians annually, which is more than any other medical specialty. Family doctors are trained for three years in real practice settings, treating patients in the office, the hospital and at home and they also re-certify more than any other medical specialty. Family doctors also continue to educate themselves beyond the basic certifications, allowing them to apply the latest medical breakthroughs to the everyday care of their patients. “I love treating people of all ages,” says Dr. Kay. “We really care about our patients as individuals and, of course, want to keep them healthy. family can help explain medical conditions in the individual patient. “For example, one person in the family may have allergies and the child may come in with asthma,” he says. “Knowing the parent’s history makes it easier to diagnose what may be happening with the child.” Dr. Kay says he knew he wanted to be a physician when he was a child. “My pediatrician made a house call when I was ten and I knew since then that this was what I wanted to do,” he says. “I was raised in Miami, and received my medical degree from Tulane University in New Orleans and performed my residency in Family Practice at St. Vincent’s Medical Center in Jacksonville (FL). HALO Academy Offers A Program For Special Needs Students By Michael Smith In 2007, when New Tampa resident Christy Raile was looking for a school program that could accommodate her 3-year-old son Austin, who is hearing impaired and also suffers from a variety of other health issues, she says there were only two options: One, to send him to a special school near downtown Tampa, which would mean that the pre-schooler would have to ride a bus for two hours to and from school every day. Or, send him to the Florida School for the Deaf and Blind in St. Augustine, which would mean that he would stay there throughout the week and only be able to come home on weekends. Neither option was acceptable, Raile says, so the nurse practitioner decided to start her own school, where she knew that Austin would receive the special attention and assistance that he needed. Unfortunately, Raile’s vision was sidetracked, after her husband was diagnosed with a serious medical condition of his own, but now, he is doing better and the school, which Raile calls The HALO Academy (for Hope, Achieve, Learn, Overcome) is active once more

and accepting students for the 2010-11 school year. Raile emphasizes, however, that even though the school was created to accommodate Austin and other hearing-impaired students, through the use of sign language and other means of communication, it is not a “deaf school.” She says that she and her staff have the resources and ability to work with children who have other disabilities as well, without segregating them away from “mainstream” students, as is often done in the public school system. “I wanted to create a school that says ‘yes,’ because I encountered a lot of ‘nos,’” Raile says. “If we can feasibly help your child, we’re going to do it as a group.” The HALO Academy is located at the Grace Episcopal Church (15102 Amberly Dr. in Tampa Palms), and has openings for a total of 30 students from 3 years of age (pre-K) through the third grade. (Raile says she would consider expanding to include fourth grade students, too, however, if there was a demand for it). The school is currently in the process of becoming certified by the Florida Department of Education to accept McKay Scholarships for disabled

children, and they do offer before- and afterschool care. So, if you need some incentive to check out the Hampton Inn (other than all of the Greater Wesley Chapel Chamber of Commerce events held there), I’ll recap what I was able to do during my recent stay.

Pulse Salon Event Highlights Local Artist, Personal Chef & More! By Gary Nager I have to admit that when I attended the Grand Opening celebration of the new Pulse Salon & Spa in the Redfern Professional Park (located behind the Dunkin’ Donuts on Bruce B. Downs Blvd. in Seven Oaks) last month, I wasn’t expecting what I saw. I had taken pictures, met and reported about all of the stylists and staffers at Pulse (Kori, Alberto, Tisha, Gretchen, Sabiha and Mary) a couple of issues ago, so I figured the Grand Opening would be, you know, the usual meet-and-greet with maybe some refreshments and a chance to get your hair cut or something. Wrong! For the evening of the Grand Opening on July 29, Pulse became a place to sample amazing, unique hors d’oeuvres created by a fantastic local chef I’ve known for some time, as well as a location for a small showing of outstanding figure art created by New Tampa resident Gina Rathbun (the wife of Stonewood Grill & Tavern proprietor Dave Rathbun). In addition, Pulse even had an area during the event where local independent merchants were able to sell their costume jewelry and other accessories, as well as products being sold by local

And, although attendees could certainly meet, talk to and make appointments with the talented stylists and spa staffers at Pulse, there wasn’t a strand of hair falling to the floor that night. And, it was awesome! In the remaining space on these pages, I will gladly recap what I saw that night for you.

I have to admit that although I had spoken with Gina Rathbun before and have known her husband for many years, I had no idea that she was such a talented artist. Gina graduated from the University of South Florida with a Master of Arts degree in communications, but has since decided that she can best express herself through figurative art. Although, as I said before, S.R. 56 is located entirely in Pasco County, the extension of that road to Meadow Pointe Blvd. does also have major implications for New Tampa, especially because there will still be bottlenecks on the Hillsborough side of BBD, which will continue to be widened in phases for at least the next 3-5 years. For years, Pasco officials have avoided allowing a connection from Kinnan St. in the Cross Creek area to Mansfield Blvd. in Meadow Pointe (MP), even though that connection has

been part of Pasco’s long-range plan for many years. Pasco administrator John Gallagher has long said that the only connection his county would allow would be from at least two miles east of Kinnan/Mansfield in the Easton Park/KBar Ranch area. That extension will meet up with MP Blvd. at the county line, but until the long-delayed 56 extension to MP Blvd. was completed, there was no reason for New Tampa to hook up to it. We will provide an update on this important planned project in an upcoming issue.

During our stay at the Hampton Inn, we decided to have dinner at Pagelli’s Italiano in the nearby (less than two miles away) Shops at Wiregrass mall, figuring that we could go do some dancing at the Aja Wiregrass nightclub afterwards — and even take a short, inexpensive cab ride back to the hotel if we decided to have a few drinks along the way (which we did). Pagelli’s is a really pretty Tuscaninspired ristorante that is the second location (the other is near the Miromar Outlet mall in Estero/Ft. Myers) for brothers Vince, Tony and Joe Cangialosi and their Mama Josie which pays homage to Gramma “Nona” Pagelli, whose husband Vincezo was from the town of Borgetto on the isle of Sicily. Even though it is only a two-location “chain” (the family does also own a third restaurant, the Firepit City Grill, also in Ft. Myers), Pagelli’s is following the lead of most chain restaurants, offering some spectacular savings on dinner for two. Right now at Pagelli’s, you can share an appetizer, two entrées and a dessert, for just $29.99 every day, 4 p.m.-6 p.m. (Note-the deal is only being offered for a limited time). Although there are four appetizers (including a tasty fried calamari, bruschetta flatbread and an eggplant parmigiana appetizer) available, I chose the mozzarella caprese salad, which is a huge stack of fresh mozzarella, thick beefsteak tomato slices and basil topped with a wonderful balsamic drizzle. From the possible entrée choices (chicken parmigiana, marsala or Palermo, salmon limone, grilled breaded tilapia, sausage rustica, a unique shrimp and scallop scampi, spaghetti with meatballs or sausage are the others), the two I selected were — 1) Pagelli’s decadently different “Mama’s lasagne,” which is in a bed of white cream sauce and uses more meat and less cheese than traditional lasagne. I don’t prefer it to the “usual,” but it is yummy and our advertising customer service manager Nikki Bennett and her husband Jeff say it’s their favorite. 2) My favorite dish at Pagelli’s is the perfectly grilled rib pork chop, smothered with onions and mushrooms. I’m not usually a big pork chop guy, and I also have enjoyed Pagelli’s grilled sirloin and lamb chops (which also can be combined with scallops in a great mixed grill, which sadly isn’t available on the $29.99 dinner for two special), but Pagelli’s is truly delicioso. The desserts are great, too, and include a chocolate bacio, creme brulée, cheesecake and a chocolate chip take on the traditional cannoli, which was my choice on this most recent visit. American coffee, espresso, cappucinos and lattés are available for an extra

So, here’s what you get for $29.99 at Pagelli’s (top to bottom): a great mozzarella caprese salad, Mama’s lasagne, pork chop alla griglia and a chocolate chip cannoli. Yum! charge, as are a wide variety of afterdinner cordials. In addition, although I haven’t sampled it yet, I’ve heard from a few customers that Pagelli’s has a great Sunday brunch and I have enjoyed several of the Italian red wines on the decent list, as well as the ice-cold Italian Peroni beer on draft and the bar does also feature all of your favorite premium martini vodkas and top shelf scotches and bourbons. The room also is large enough to feature entertainment, which usually is available Wednesday-Saturday evenings. Pagelli’s Italiano is located at 2001 Piazza Ave., in the Shops at Wiregrass. It is open for lunch Friday-Sunday only and for dinner every day at 4 p.m. It stays open until 10 p.m. Sunday-Thursday and until 11 p.m. on Friday-Saturday.
