I don’t see how I could be more proud than I am today as I’m writing this, the day after my company won its first-ever award — and we still don’t even know who nominated us for it. On September 18, at Saddlebrook Resort & Spa Tampa, the New Tampa & Wesley Chapel Neighborhood News took home one of five coveted awards given out during the Greater Wesley Chapel Chamber of Commerce (WCCC)’s “Celebrating Excellence in Business” awards banquet, sponsored by Parks Ford of Wesley Chapel. “I guess we’ve never won one of these before because we’ve never nominated ourselves and no one ever nominated us before,” I told the packed house of about 200 Chamber members and guests after being named the Chamber’s 2014 “Small Business of the Year.” “We’ve been too busy the last 20 years trying to make a living while providing as much news and information as possible about our areas to the people of New Tampa and Wesley Chapel.” I also was proud my mom Marilyn was in attendance. Ours was the third award presented by Bay News 9 anchor Al Reuchel that evening, as first, the American Cancer Society (ACS), represented by my fellow Wesley Chapel Noon Rotary Club members Ro-

byn Liska and Jannah McDonald, took home the “Civic Association of the Year” honors. If you plan to participate in the ACS “Making Strides Against Breast Cancer” walk at the Shops at Wiregrass mall on Sat., Oct. 25, you’ll understand why Jannah, Robyn and ACS are so deserving. Also super-worthy is current Wesley Chapel Rotary (which meets Wednesdays at noon at Ciao! Italian Bistro in the Wiregrass mall) president, WCCC Ambassador and owner of A Focus on Fitness studio ) Kelly Mothershead, who, not surprisingly, took home this year’s WCCC “Volunteer of the Year” honors. There are a lot of very committed people in the Wesley Chapel Noon Rotary, but I can’t imagine that any business owner has ever donated more of his or her free time to help people in need than Kelly has this past year. ‘Nuff said. So, How Do You Feel About Medical Marijuana? An editorial by Gary Nager Although marijuana, medical or otherwise, is still illegal throughout the U.S. (according to federal law), as many as 25 of our 50 U.S. states either already have passed or are working on passing state laws allowing the purchase and use of medical marijuana — without possibility of prosecution — and there are now two states (Colorado and Washington state) that even allow (and tax) recreational marijuana use. And, although the too-ugly-to-discuss gubernatorial contest between incumbent Republican Rick Scott and former Gov. Charlie Crist is the biggest “race” to be decided in this year’s General Election on Tuesday, November 4, there’s no doubt that one of the more controversial issues on this year’s ballot is Florida’s ‘Right to Medical Marijuana’ Amendment 2. The measure, upon voter approval, would legalize medical marijuana in Florida. Specifically, Ballotpedia.org says the measure would guarantee the following:

• That medical use of marijuana by a qualifying patient or personal caregiver is not subject to criminal or civil liability or sanctions under Florida law. • That a licensed physician is not subject to criminal or civil liability or sanctions for issuing medical marijuana to a person diagnosed with a “debilitating medical condition” under state law. • That registered medical marijuana treatment centers are not subject to criminal or civil liability or sanctions under state law. The measure defines a “debilitating medical condition” as cancer, multiple sclerosis, glaucoma, hepatitis C, HIV, AIDS, ALS, Crohn’s dis-

ease, Parkinson’s disease, “or other conditions for which a physician believes that the medical use of marijuana would likely outweigh the potential health risks for a patient.”

The Florida Department of Health would be responsible for regulating medical marijuana. The department would issue and regulate patient identification cards and personal caregiver identification cards, develop procedures related to medical marijuana treatment centers and institute regulations defining reasonable amounts of marijuana for medical use. The department would be required to protect the confidentiality of all patients. The constitutional amendment contains six limitations on how the amendment’s language can be construed:

• The amendment does not, “affect laws relating to non-medical use, possession, production or sale of marijuana.” • The amendment does not authorize, “the use of medical marijuana by anyone other than a qualifying patient.” • The amendment does not allow for the, “operation of a motor vehicle, boat, or aircraft while under the influence of marijuana.” • The amendment does not require accommodations for medical marijuana use, “in any place of education or employment, or of smoking medical marijuana in any public place.” The amendment also does not require, “any health insurance provider or any government agency or authority to reimburse any person for expenses related to the medical use of marijuana.” • The amendment does not require, “the violation of federal law,” nor does it purport to, “give immunity under federal law.”

boost to the economy, as already witnessed in states where it already has been legalized, despite some legal and logistical issues that are still being worked out in those states. I also believe that there are far too many people in jail today — or who have served jail time in the past — for nothing more than simple possession of marijuana and/or paraphernalia. I believe that, ultimately, legalization would prevent these “victimless” offenders (non-dealers) from being prosecuted in the future, which would save the U.S. economy millions of dollars more per year. But, those are still generalities. I believe that perhaps the strongest voice for Florida’s Amendment 2 is right here in Pasco County. Even though Pasco Sheriff Chris Nocco, a Republican, says he is personally not in

favor of legalizing marijuana, he says, “My specialty is law enforcement, not medicine. If medical doctors say marijuana has important medical uses, who am I to argue with them?” Note-For a “referred amendment” to win in Florida, it must win a supermajority vote of 60 percent of those casting ballots, according to Section 5 of Article XI (a change that was made via Amendment 3 in 2006). Whether you vote yes or no is still your personal choice. I just wanted you to have the facts — and my opinion — on the issue. Look for additional November 4 election updates and a recap of the second annual “Festival of Flight” (which was held the same weekend we went to press with this issue) in our next edition, as well as at WCNeighborhoodNews.com.

Supporters of Amendment 2 say the measure will help people with debilitating medical conditions. Many opponents, on the other hand, argue that the amendment is actually “de facto legalization” of marijuana. Those who know me have a pretty good understanding of where I stand on this issue. Whether this amendment is truly “for medical use only” or is, in fact, the beginning of the legalization — for any reason — of marijuana in our state, I believe that most Floridians — and most Americans — would prefer to allow access to it without fear of going to jail, especially parents of teenagers and college students. I also believe that the ability for states (and ultimately, the U.S.) to tax every purchase of marijuana could provide a huge

Pasco BOCC Passes 5-Cent Fuel Tax Increase To Fund New Road Construction By Matt Wiley

Drivers can expect to see slightly higher gas prices in Pasco County beginning next year, as the Pasco Board of County Commissioners (BOCC) has approved a five-cent fuel tax to help generate funds to help build, rebuild and resurface county roads, including four projects right here in the Wesley Chapel area. During the September 9 BOCC meeting, commissioners voted 4-1 to approve the “Second Local Option Fuel Tax,” which will raise gasoline taxes in the county by five cents above the current combined federal, state and local tax on fuel (diesel users pay an additional Federal excise tax of 6 cents) of 48.9 cents per gallon. However, this new tax will not apply to diesel fuel and the revenue generated also would be shared with the county’s six cities. BOCC chair Jack Mariano was the lone commissioner who voted no. “Keeping these taxes down is a better way to go,” he said. District 3 Comm. Henry Wilson, who lost his re-election bid to Mike Wells in the August 26 Primary Election, said that his decision to support the fuel tax hike was difficult because he always has opposed raising fuel taxes in years previous. However, he said that he had to consider the legacy he will leave behind for his children and the citizens of Pasco.

“We have to make a decision that is best for the county as a whole,” Comm. Wilson said. According to county documents, the reasoning behind the fuel tax increase is to recover $8 million in funds that were reallocated last year from Pasco’s Transportation Capital Improvement Project (CIP) fund to pay for bringing the county’s level of service for the operation and maintenance of the county’s roads back to where they were in 2008. By using those funds, staff told commissioners at the meeting that the county was able to substantially cut down its response time for road repairs. For example, before 2014, it took the county an average of 46 days to respond to pothole patching and more than 100 days to get to routine tree trimming within road right-of-ways. This year, with the additional funding, crews were able to get potholes patched within a week of being reported and within ten days of the trees needing trimming. But, by 2018, staff told commissioners, there won’t be enough funds to keep up the continued level of service available now, due to anticipated cost increases and the addition of future roads to maintain. The new fuel tax is estimated to produce more than $120 million during the next 15 years. By adding the five-cent tax, county

staff estimates that it will be able to generate $8.07 million per year. Without those funds, the staff reports that 23 future road projects in the 15-Year CIP and the Metropolitan Planning Organization (MPO)’s Long-range Transportation Plan would be in jeopardy or could be delayed. Among those projects are the widening of Wesley Chapel Blvd. (S.R. 54) from S.R. 56 north and east to Progress Pkwy. (delayed from 2022 until 2026), as well as an automated traffic management system (traffic cameras, electronic message boards) between Progress Pkwy. and Curley Rd., which would be delayed from 2017 to 2025. The currently unfunded $83.9-million extension of Overpass Rd. from Boyette Rd. to U.S. 301 also could be affected, as well as the unfunded widening of County Line Rd. between U.S. 41 and Bruce B. Downs (BBD) Blvd., which alone is estimated to cost more than $96 million. Staff told commissioners that the tax will cost the average driver an additional $37.50 per year, an estimate based upon driving 15,000 miles-peryear at 20-miles-per-gallon. The current “First Local Option Fuel Tax” of six cents and “Ninth Cent Fuel Tax” of one cent are used strictly for routine road maintenance. Under Florida law, the county may only levy a total of 12 cents per gallon in fuel taxes.

Pasco Democratic Party chair Lynn Lindeman opposed the fuel tax hike at the meeting. “Citizens are making less and you’re asking them to pay more,” Lindeman told the BOCC. Daniel Hamm spoke on behalf of Pasco Republican Party chair Jim Mathieu, who also opposes the tax. John Hagen of the Pasco Economic Development Council said that raising the fuel tax will help the county in its quest to become a “premier” Florida county. “Now we have the opportunity to test what ‘premier’ means,” Hagen said. “Everyone’s worried about the cost, but roads are important. Development goes where roads go, and jobs go where development goes.” Dist. 1 Comm. Ted Schrader said, “The (fuel) tax is a user fee and the one that makes the most sense.” Dist. 3 Comm. Kathryn Starkey also supported the fuel tax. “I don’t like raising a tax, but it’s my responsibility to make sure that this county has its best foot forward.” Dist. 2 Comm. Pat Mulieri said that passing the fuel tax was “doing the right thing and leaving the right legacy in Pasco” when she retires at the end of her current term. “Well, I don’t want to sit through one of these again, but truly, I support the five-cent (fuel) tax,” Comm. Mulieri said.

Escaped Convict Arrested Near Brandon, FDC Officer Resigns By Matt Wiley

A convict is back in custody, after escaping a work detail near Wesley Chapel and having been missing for about a day. Much still is unknown about how the prisoner escaped, but a Florida Department of Corrections (FDC) officer resigned following the incident. According to FDC, officer Henry Blackwelder resigned on September 10, a day after a Hillsborough County Sheriff’s Office deputy recaptured escaped convict Jason Wayne Adams near Brandon. The deputy spotted Adams riding a bike near the intersection of Harris Parkway Pl. and Broadway Ave. and asked him for identification. Adams provided his actual name and was taken back into custody. According to the Pasco County Sheriff’s Office (PCSO), Adams, 27, of Brevard County, escaped from a Sumter County Correctional Institute (where he is an inmate) work detail that was working along S.R. 54 near Oak Grove Blvd. in Lutz (about a mile west of S.R. 56) on September 8. FDC reports that Adams walked away from the work detail, after stepping into the woods to go to the bathroom. Blackwelder was supervising the work detail that was helping to clean state roads in the area for the Florida Department of Transportation (FDOT), but Adams didn’t return. “The primary mission of (FDC) is public safety,” said FDC secretary Mike Crews in an official statement. “By working closely with Pasco County Sheriff Chris Nocco,

could not be disclosed, Nocco said. Adams reportedly was smoking cigarettes in front of the facility while he waited. However, this info, which was provided by a FMC employee, was not received until about 8:30 p.m. when the employee realized that Adams was a fugitive. Yellow Cab told PCSO that Adams paid his fare with cash. PCSO launched an overnight manhunt to locate Adams on Sept. 8, using helicopters, deputies and DOC bloodhounds. However, all that was found was Adams’ blue-and-white-striped prison uniform and name tag. Adams was serving the first of a six-year term for burglary and grand theft in Brevard County, but that sentence could change following his escape attempt. The investigation is ongoing.

Local Woman Turns Her Own Relentless Reality Into A Positive Message By Matt Wiley Any early childhood traumatic event that includes the loss of even one loved one can have lasting negative effects on anyone as they grow. In many cases, these events can lead to years of counseling and medication. Some, understandably, are never able to cope and have trouble living normal lives. However, one Wesley Chapel woman has been spreading the word that it is possible to move on and lead a positive life, despite devastating personal tragedy, especially after events that shocked the New Tampa community two years ago were revisited in recent months. Seven Oaks resident Jan Soran — who now holds two Master’s degrees and is a human resources director for a national company — self-published her first book, entitled Relentless Reality, in October 2012. The book details the former Janice Rooney’s experience of walking into her Seminole, FL, home at age 12 and finding her mother Paula lifeless on the kitchen floor, in a pool of her own blood, from a gunshot wound. Jan later found her twin brother Dave the same way in a bathroom. Her older brother Paul, then 14, had shot both in the head with a .38 revolver that belonged to their father Bob and then drove away in the family van, parked it in Seffner and took his own life. The story of the Rooney murders made headlines on July 10, 1985. Jan had spent that night at a neighbor’s house with a friend. She says that she and her brothers were supposed to leave for camp the next day. She woke up early to go home and pack when she discovered what had happened. “Then, all hell broke loose,” Soran recalls. “I ran out of the house screaming and started knocking on doors.” Soran also called her father, an Indian Rocks Beach firefighter, and police were dispatched. Paul had left a note in the family’s candle shop Candle Accents, where he also worked with his mother. The note was addressed to his father, his sister, a fellow candle shop worker and “everyone.” “I know sorry isn’t right, but I’m sorry I messed up your lives,” Paul wrote.

I didn’t really mess up mine anymore, now that I’m dead. I didn’t want to kill Dave, but he could hear me kill mom, so he had to go.” Reports from that day describe Paul as a “loner” who had received counseling after what was described as a failed suicide attempt two years earlier, but also as a smart kid who wanted to join the U.S. Air Force. Although Paul was always “quiet,” Soran says that she never got a sense something was wrong with him, or that he was capable of what he did. Following that tragedy, Soran says that she and her father moved to another home and he remarried six months later. Soran says that her relationship with her father already had not been a good one because he had problems with alcohol and was abusive to her mother and brothers. She says the relationship didn’t improve after the shooting and that the two haven’t spoken in years. Relentless Reality is the chronicle of Soran’s life since that grisly July day in 1985. Soran says that recent local tragedies, such as the Julie Schenecker (the recently convicted Tampa Palms mother who murdered her two teenage children) case, prompted her to get in touch with the Wesley Chapel Neighborhood News to share her story to help others. “The hardest part was having to read the manuscript so many times,” Soran explains. “I’ve already lived (this tragedy) once and still relive it every day, but rereading it was hard. But, this is my life. I’m ok. I’m still here.” Soran adds that she wrote the book with the mindset that, “bad things happen to you. It’s all a matter of how you choose to move through life.” Even though anyone who has suffered such a tragedy might, in time, decide to try to somehow make money on their loss, Soran says, “I’m not in any way trying to make a profit with the book. I just wanted to tell my story and show that we can heal and we can move on. There are ways to move on that don’t make it a continually negative situation.” For Soran, that way was school. She says that she threw herself into her studies to help deal with the trauma. After graduating from Largo High in 1990, she

attended the University of Miami (FL) and graduated with a Bachelor’s degree in Business in 1994. She went on to earn a Master’s of Public Administration (MPA) degree in 1997 from the University of Akron, OH, and then a Master’s of Busi- Seven Oaks resident ness Administration Jan Soran self-pub(MBA) degree from lished her first book, Webster University in Relentless Reality, in 2012. Now, she’s the human resources director for The Food Group, a New York-based food brand marketing and advertising firm. “I think I’ve done well in my career,” Soran says. “We all have our low moments in life. As a whole, I think I overcame my situation.” She says that she was shocked by the reaction she received after first publishing the book and still receives random emails from people who have read it. “So many people have reached out to me saying, ‘I always wondered what happened to you,’” Soran says. “Here I am, still alive 28 years later, a fully-functional individual.” Soran says that she hopes her book serves as a sort of conversation-starter

that will help people explore their feelings about major loss and maybe even prevent tragedies from devastating other families. “Bad things can happen to good people,” she says. “When they do, you (the people who are left following the tragedy) have to make a decision to consciously move forward. Everybody’s story is relative. Just because you didn’t go through the trauma that I did doesn’t mean that your story isn’t horrible for you. Moore Wins Dist. 2 BOCC Primary, Low Voter Turnout In Wesley Chapel

By Matt Wiley Although there weren’t too many of them, the votes are in for the 2014 Primary Election (held on Aug. 26), which has determined which names officially will appear on the General Election ballot in Wesley Chapel on Tuesday, November 4. In addition, five new judges were elected on Primary Day. Even though Florida is electing a governor again this year, 2014 is not a Presidential Election year, and the turnout at the polls for the recent Primary Election sadly reflects just that. Of the more than 36,000 registered voters in the 12 voting precincts in Wesley Chapel’s 33543, 33544 and 33545 zip codes, only 4,096 ballots were cast — for a voter turnout of only 11.3 percent. In Pasco County, there are more than 301,000 registered voters, but only 44,913 ballots were cast — a 14.92-percent voter turnout. Not only was Wesley Chapel’s turnout a dismal three points lower than the county’s turnout in the Primary, our precincts comprised only 9 percent of the county’s votes, even though our area makes up more than 12 percent of the county’s registered voters. Compare those disheartening numbers with the 2012 Presidential Election, when Wesley Chapel had a 72.7-percent voter turnout, with nearly 30,000 ballots cast. Voters in our precincts made up about 13 percent of Pasco County’s total 310,322 registered voters and, with just more than 215,577 ballots cast countywide, our precincts totalled more than 14 percent of the ballots cast in 2012. While the Aug. 26 election was “just” a primary and voters had to be registered with the party for which the primary was being held (in most races), local elections are where voters’ voices actually can be heard most. The five judges elected in August and the winners of the November General Election will be making the decisions that could directly affect your community. So, please get out there and vote! tions office (in order to vote on Nov. 4) is Monday, October 6, with early voting beginning Saturday, October 25, and running through Saturday, November 1.

Primary Results

As everyone knows from the neverending opponent-bashing commercials on both sides, former Republican Florida Governor Charlie Crist (D-St. Petersburg) will go head-to-head against current Gov. Rick Scott (R-Tallahassee), who is hoping to keep the state’s top elected office for another four years. Crist won 74.37 percent of the statewide vote against Nan Rich (DWeston), with 1,249 of those votes cast in Wesley Chapel, or about 80 percent of the total ballots cast in our twelve precincts. Meanwhile, Gov. Scott also steamrolled past opponents Elizabeth CuevasNeunder (R-Sarasota), who earned just more than 10 percent of the vote, and Yinka Abosede Adeshina (R-Tallahassee), who earned just more than one percent of the state’s ballots. Wesley Chapel cast 1,839 votes for Gov. Scott, who won about 88 percent of the vote in our precincts. Florida voters also had to choose who would appear on the ballot against incumbent Attorney General Pam Bondi (R-Tampa). George Sheldon (D-Tallahassee) defeated Perry E. Thurston (D-Ft. Lauderdale) with 60.66-percent of the vote, with 988 of those ballots cast in Wesley Chapel, which represented about 67 percent of our vote. Locally, Wesley Chapel Republicans also helped decide whose name would make it onto the ballot against Erika J. Remsberg (D-Land O’Lakes) to replace outgoing Dist. 2 County Commissioner Pat Mulieri, who is retiring after her current term, which will mark 20 years representing our area. In the running were former State Rep. Ken Littlefield, current Wesley Chapel Republican Club president Mike Moore and Zephyrhills resident Bob Robertson. The Pasco County Supervisor of Elections office reports that Moore cruised past both of his opponents with 55.36 percent of the county’s vote, with 1,137 of those @NTWCNews

ballots cast in Wesley Chapel precincts. Littlefield received 27.58 percent of the county’s vote, while Robertson finished with just 17.06 percent countywide. “I’m humbled by the support our campaign has received from so many people from across Pasco County,” Moore said, following the announcement of the Primary Election results on August 26. “I also deeply appreciate all of the volunteers who have worked very hard toward our victory. Now, we look forward to the General Election in November. I’m excited about the opportunity to share our campaign message with even more voters in the coming weeks. We are focused on creating jobs and building a better future here in Pasco County “ A number of 6th Circuit Court (which serves citizens of both Pasco and Pinellas counties) judges also were elected, including Susan St. John, who beat out Laura Snell in Group 1; Alicia Polk defeated Ken Lark and Alan Scott Rosenthal in Group 2; Kim Sharpe narrowly defeated Brian Battaglia in Group 16; Phil Matthey beat Amanda Colon in Group 21; and Bruce Boyer defeated Jon Newlon in Group 35. In the Pasco County School Board race, although Wesley Chapel schools are split between the District 1 and 2 seats that

currently are held by Allen Altman and Cynthia Armstrong, respectively, both ran unopposed and automatically earned their seats for another four-year term. But, the entire county voted for the District 5 seat and incumbent Steve Luikhart was able to hold on against opponent Mark Yacht with more than 72 percent of the county’s vote. Wesley Chapel Domestic Dispute Gets Nasty

A domestic dispute usually involves an argument between two people that turns aggressive. In the case of a Wesley Chapel couple, a domestic dispute was taken to a whole other level, a level which included prescription medication, urine and vodka. According to the Pasco County Sheriff’s Office (PCSO), the agency received a call about a domestic dispute in the Chapel Pines community off Curley Rd. around 4:23 a.m. on September 14. PCSO reports that the victim told deputies that she was living with her boyfriend, Denny Joseph Rybicki, and his father Denny Rybicki (who was not identified). The report adds that the unnamed father was receiving care from the victim and that the victim stated that during the argument (which broke out while the victim was packing her clothes to leave the residence), Rybicki threw a can of beer at her and chased her through the house into the kitchen. The report says that Rybicki then took 16 of the victim’s prescribed Klonapin pills, chewed them up and spit them into a trashcan. Rybicki then reportedly pushed the victim to the ground and began urinating on her while she tried to get back up. Once she got up, she ran to the bathroom and called 9-1-1. The report says that while the victim was in the bathroom, Rybicki poured vodka on all of her clothes. Deputies made contact with Rybicki, who reportedly was intoxicated when they arrived and refused to answer questions, although he did state that his, “girlfriend was crazy.” The report adds that, based upon the victim’s statement and evidence observed at the scene, Rybicki was the primary aggressor in the incident. Rybicki was released from the Land O’ Lakes Detention Center on September 15 on a $1,000 bond.

Wesley Chapel Man Killed In Crash With Dump Truck A collision with a dump truck has resulted in the death of a Wesley Chapel man.

News Briefs According to the Florida Highway Patrol (FHP), at 8:08 a.m. on September 11, Jovan A. Contreras, 32, was traveling south on Brook Manor Dr. near the entrance to the Brookfield Estates community in his 2004 Acura RSX and about to make a left turn onto eastbound S.R. 54. At the same, Juan Carlos Lopez, 45, of Land O’Lakes, was driving a dump truck westbound on S.R. 54. FHP reports that Contreras did not stop at the posted stop sign at the intersection with S.R. 54 and drove into the path of Lopez’s truck. The front of the dump truck crashed into the driver’s side of Contreras’ Acura. Both vehicles came to rest on the southbound shoulder of S.R. 54. Contreras was transported to Lakeland Regional Medical Center, but died of his injuries on September 12. FHP reports that alcohol doesn’t appear to be a factor in the crash and that both drivers were wearing their seatbelts.

Couple Uses 3-Year-Old To Steal From New Walmart

Stealing from a place of business can get you into trouble with the law. Using a child to help do the dirty work is another crime altogether, as two Zephyrhills residents have learned after getting caught stealing from the new Walmart store on S.R. 54 in Wesley Chapel. According to the Pasco County Sheriff’s Office (PCSO), between September 4-8, Amanda Jo Hammon, 30, of Zephyrhills, and Jason Deris Dorman, of Dade City, stole electronics and speakers from the new Walmart Supercenter #3418 and put them into Hammon’s 3-year-old daughter’s backpack, before walking out of the store and driving away. The PCSO report says that following their September 11 arrest, Hammon allowed deputies into her home and turned over several stolen items. She told deputies that she had intended to sell them to support her (and Dorman’s) drug habit. Dorman told deputies in a separate Hammon (left) & Dorman interview that

he stole items because he needed money to support his family. The thefts, which totaled more than $1,700, were all caught on surveillance video and observed by a witness. Hammon was charged with four counts of aggravated retail grand theft and one count of contributing to the delinquency of a minor. She remained in custody at the Land O’Lakes Detention Center in lieu of a $20,150 bond at our press time. Dorman also was charged with four counts of aggravated retail grand theft and also is being was still in custody at the Land O’Lakes Detention Center, in lieu of a $15,000 bond.

Reeves Trial Gets Tentative March 2015 Date

More than a year after fatally shooting a man in a Wesley Chapel movie theater, a former Tampa cop has had his trial date set. According to published reports, Pasco Sixth Judicial Court Circuit Judge Pat Siracusa scheduled the trial for the State of Florida v. Curtis J. Reeves to begin on March 2, 2015, although that date is subject to change. Reports state that during a pretrial hearing on September 10 that Reeves attended, Judge Siracusa told lawyers for both parties to set aside March 2-20 of next year for the trial. Court records indicate that Reeves’ next pretrial hearing is scheduled for Wednesday, October 15. Reeves was released on $150,000 bond on July 11, after the Second District Court of Appeals decided in favor of allowing Reeves to be released on bail. That decision overturned Judge Siracusa’s February decision to deny bond to Reeves, who had been in custody since shooting Land O’Lakes resident Chad Oulsen, 43, on January 13 inside the Cobb Theatres Grove 16 movie theater, located in The Grove shopping plaza off Oakley Blvd. The fatal shooting reportedly was over an argument about texting, as Reeves reportedly asked Oulsen several times to stop texting during the previews for an afternoon showing of “Lone Survivor” and even complained to theater management. Oulsen reportedly told Reeves he was texting his young daughter’s babysitter before he was shot. Reeves’ attorneys argue that he fired the shot at Oulsen because he feared he was going to be beaten up.

Local Man Uninjured In Five-Vehicle Fatal Crash

A Dunedin man is dead and several are injured, following a five-car crash in Tampa that involved a Wesley Chapel resident. According to the Florida Highway Patrol (FHP), at 4:32 p.m. on September 10, Daniel Ernest Mariscal, 18, of Dunedin, was driving his 2008 Hyundai sedan behind a 2012 Ford F-250 driven by Christopher John Joynes, 23, of Wesley Chapel. Joynes was towing a construction-style trailer eastbound on W. Hillsborough Ave. near the intersection of Double Branch Rd. in the center lane. Behind Mariscal was Victoria Jeanette Brady, 29, of Tampa, in her 2014 BMW SUV, also headed east. Another vehicle, a 2012 Chrysler sedan driven by Donald F. Zaccardi, 51, of Tampa, also was traveling westbound on W. Hillsborough Ave. At the same time, Cory Steven Barron, 26, of Tampa, was driving his 2008 Ford Edge in the outside westbound lane, parallel to the Chrysler. FHP reports that as the eastbound vehicles approached Double Branch Rd., Mariscal accelerated into the outside lane and passed Joynes and his trailer, but the Hyundai cut back into the lane and collided with the front passenger side of Joynes’ truck. During the collision, a tire jack and handle flew out of Mariscal’s trunk and struck the windshield of Brady’s BMW. Mariscal’s collision with Joynes caused his vehicle to cross the eastbound lanes and collide with the center concrete median barrier, FHP reports. This caused his car to overturn, launch into the air and crash into Zaccardi’s Chrysler. That collision sent car parts and debris northbound and that debris hit Barron’s car. Joynes and Brady were able to stop their vehicles in the eastbound lanes and Barron came to a stop in the westbound lanes. The FHP report says that Mariscal’s Hyundai and the Chrysler came to a final rest in the westbound lanes, but Mariscal (who wasn’t wearing a seatbelt) was ejected and died of his injuries at the scene. Zaccardi and his passengers, Donald Zaccardi, 71, and Dolores Zaccardi, 72, also of Tampa, were taken to St. Joseph’s Hospital in serious condition. No one else was injured in the incident and FHP reports that alcohol doesn’t appear to be a factor in the crash that closed parts of W. Hillsborough Ave. for more than five hours.

Man Killed On Scooter On BBD Blvd.

A man is dead, following a crash involving a car and a motorized scooter. According to the Florida Highway Patrol (FHP), on September 8 at 10:51 p.m., Jordan Ashley Leitheiser, 20, of Keystone Heights, FL, was driving her Toyota Camry north on Bruce B. Downs (BBD) Blvd., north of Mystic Oak Blvd. in Wesley Chapel. At the same time, Jonathan Edward Kaba, 38, of Lutz, was driving his Taotao motorized scooter, and Kaba also was headed north on BBD. FHP reports that Leitheiser failed to see the slow-moving traffic ahead of her and ran into the back of Kaba’s scooter, ejecting him from his vehicle. Kaba died of his injuries at the scene. FHP says that alcohol was not a factor in the crash.

Two 9-1-1 Calls For New Tampa Kid In Hot Car

Kids being left in hot cars have been in the headlines, not only across Tampa Bay, but throughout the nation this summer, and now a similar incident has occurred in New Tampa. But, this time, the focus of concern is not on a negligent parent, but on a 9-1-1 operator. According to the Tampa Police Department (TPD), on August 26, New Tampa resident Shana Dees was shopping at the Tampa Palms CVS drug store (located on Commerce Palms Blvd.) with her 10-month-old son Jack. After she finished shopping, she put her purchases and her son in the car and returned her shopping cart to the store, a few steps from the vehicle. In that amount of time, the child (who was playing with the keys) locked the doors to the car. Even though the car was not yet running, Dees says she was fearful for her baby’s health because of the rising temperature inside the car. She called 9-1-1, but didn’t get the answer she expected from the TPD dispatcher. “My infant son is locked in the car in a parking lot,” Dees told the dispatcher. “He has the keys and hit the lock button when I was loading groceries in. It’s so hot outside, I’m concerned. I don’t think I have enough time to call AAA before he would suffer

from heat exhaustion. Can somebody come out and open the door? I don’t know if that’s even something you guys do?” Unfortunately, the TPD dispatcher didn’t answer with a hopeful message. In fact, it was quite the opposite. “Ma’am, we won’t be able to try to gain access to the car unless the child is in some kind of distress,” he told Dees. “And, by that point, they may just smash your windows.” Dees was able to find an off-duty TPD officer who also called 9-1-1. However, the second dispatcher gathered the necessary information and sent help. “She said she called 9-1-1 (a few minutes ago) and they said they’re not going to come out unless the baby is in distress,” the TPD officer told the second dispatcher. “No, that’s not true,” the dispatcher said. “We’ll send someone right out.” Published reports say that another shopper got a wrench from inside the store and smashed the front passenger window, got the child out and poured cool water on the baby’s head. TPD spokesperson Laura McElroy says that the first dispatcher is under investigation. “The (first) dispatcher failed to follow policy,” McElroy explains. “In that situation, he should have gotten the necessary information and sent out police and fire personnel. (The way it was handled) is not the way we do business.” McElroy says that the info the dispatcher gave Dees about breaking the window was factually correct, but that help still should have been sent. — MW

Bruce B. Downs ‘Segment A’ Widening Bid Being Negotiated, Signs Activated By Matt Wiley

If you’ve ever merged onto I-75 only to come to an immediate stop in a gridlocked traffic jam, the tall, new electronic signs along Bruce B. Downs (BBD) Blvd. can help you avoid this annoyance. As part of the BBD-widening project, the Florida Department of Transportation (FDOT) has installed “dynamic message signs” in the median of BBD north and south of the I-75 interchange, both of which are now operational. These signs allow for electronic messages to be programmed and displayed for drivers to see, well in advance of getting onto the interstate. FDOT says that the signs are used strictly for safety and transportation messages or regulatory, warning and guidance information related to traffic control. For example, if an “Amber Alert” is issued, FDOT can work with law enforcement agencies to broadcast information about what type of vehicle to be on the look out for. Or, if a wrong way driver is reported, the signs provide a way to warn other motorists.

‘Segment A’ Update

Enjoy traveling on BBD between Bearss Ave. and Palm Springs Blvd. in Tampa Palms while you can, as the county is now reviewing bids for the next segment of BBD widening. A spokesperson for Hillsborough

County says that the county currently is reviewing a low-bid offer, but that the name cannot yet be released. The spokesperson says that the county is working with FDOT to finalize the details of the bid and hopes to present the bid to the Hillsborough County Board of County Commissioners by late October (of this year). Once a bid is approved, the contract can be awarded and the construction process can get under way.

Weather Slows Progress Under I-75

Work continues on the widening of BBD underneath the new I-75 overpasses, although the frequent summer rain has caused some delays. FDOT spokesperson John McShaffrey reports that in the past two months, both the northbound BBD on-ramp to southbound I-75, as well as the northbound I-75 exit to northbound BBD ramps both have opened in their final orientation. In addition, the new bike/pedestrian multi-use path opened along the east side of BBD. McShaffrey says that the newlywidened northbound BBD lanes under I-75 are expected to open in their final orientation by the end of October, at which point, traffic will shift so that work can begin on the southbound

lanes. The heaviest work currently can be seen at the new ramp tie-ins for the southbound I-75 exit ramp to BBD and the BBD entrance ramp to northbound I-75. McShaffrey says that FDOT expects that the widening project under the interstate still will be completed by early December. Although I’ve been doing the same job here in New Tampa and Wesley Chapel for more than 20 years, there actually are a few people who have been working in this area for longer than I have. One example is Jacquie Caetano, the owner of the new Urban Renewal Hair studio in the Pebble Creek Collection on Bruce B. Downs (BBD) Blvd. (behind Kobe Steakhouse). Jacquie — the daughter of former Bostonian Hair Studio owner (and current Tampa City Council candidate) Joseph Caetano — has been making the men and women in New Tampa and Wesley Chapel look their best since 1988, which means she has been cutting, styling and coloring hair for more than a quarter of a century. In fact, Jacquie says that after the original Bostonian in the City Plaza at Tampa Palms shopping center opened, she became known as something of a local stylist to the stars. “I used to cut (retired pro tennis champion) Pete Sampras’ hair and a lot of the other athletes and celebrities who lived here in the ‘90s,” she says. “But, my salon has a totally different, more laid back vibe.” Since the time when her dad

As a member of the American Academy of Pediatric Dentistry (AAPD), the American Dental Association (ADA), Florida Dental Association, West Coast District Dental Association and Southeastern Society of Pediatric Dentistry, Dr. LaPresti has a wealth of experience and expertise in treating even the youngest of patients. She notes that as a pediatric dentist, she has an extra 2-3 years of specialized training after dental school, and is dedicated to the oral health of children from infancy through the teenage years. “Very young children, pre-teens and teenagers all need different approaches in dealing with guiding their dental growth and development, to help them avoid future dental problems,” Dr. LaPresti says. “The pediatric dentist is best qualified to meet these needs.” Most parents don’t realize that once an infant begins teething, they should bring their child to see a pediatric dentist within the next few months. Dr. LaPresti agrees with the American Academy of Pediatrics (AAP), the ADA, and the AAPD, all of which recommend establishing a “dental home” for your child between the time their first tooth appears and their first birthday. She says that children who have a dental home are more likely to receive appropriate preventive and routine oral health care and at such a young age, parents can

The Chiropractic Rehab Center Celebrates 18 Years In New Tampa By Celeste McLaughlin

Jeffrey T. Farrell, Doctor of Chiropractic (D.C), first opened Chiropractic Rehabilitation Center in Tampa Palms in 1996, when he was the only chiropractor in New Tampa. His office shared space with Gold’s Gym at the City Plaza at Tampa Palms shopping center, where Publix is still located. Nine years ago, several months after the gym closed, Dr. Farrell and his wife Kristi moved their business to its current location in the Somerset Professional Center, one traffic signal south of its previous location. Kristi is one of six Licensed Massage Therapists (LMTs) at the Chiropractic Rehab Center, where she still sees patients part-time and also works as the office manager. Dr. Farrell earned his DC degree in 1991, from the New York Chiropractic College in Seneca Falls, after he’d also earned a Bachelor of Arts degree in natural sciences from Hofstra University in Hempstead, NY, in 1988. He says the warm weather and opportunity to live a more active lifestyle brought him to New Tampa in 1992, when he worked with another local doctor for several years before opening the first Chiropractic Rehab Center in ‘96. As one of the community’s longestestablished healthcare professionals, Dr. Farrell says his views on health and wellness have changed after more than 20 years in practice. “What I’ve learned about health – on a personal and professional level,”

says Dr. Farrell, “is that most problems are related to lifestyle issues and the repetitive strain of daily activities. Correcting these problems is vitally important to the restoration and maintenance of health.” He adds that, “The keys to maintaining optimum health are not only chiropractic care and (licensed) massage therapy, but also healthy nutrition, regular exercise, proper sleep and postural modifications (aka “chiropractic adjustments”). Our treatment plans focus on wellness and prevention, not just on the elimination of pain and symptoms.” He not only advises patients on this holistic approach to total wellness, but he and Kristi and their two sons, Connor, 11, and Baylor, 8, are committed to living a healthy lifestyle, too. “I practice what I preach,” says Dr. Farrell. “I play sports with my kids, I have a bedtime, and I bike about 100 miles each week.” The health of the whole person is also why the Chiropractic Rehab Center now offers the Ideal Protein weight loss system, which is only available through a doctor’s office. Anytime you host an event for the first time, you really don’t know how it will turn out until the event actually takes place. That certainly can be said for Tim Hancock of I12CHim, Inc., Music Management, who first came to one of my Wesley Chapel Rotary Club meetings (held at Ciao! I knew I wanted to be involved, but never having met Tim before and not knowing the quality of the musicians who would be on stage for the event, I didn’t know what to expect. Even so, our publications became the primary media sponsors for the event, which was held in the Wesley Chapel District Park on Boyette Rd. on August 30. You Can Still Win Our Dining Contest! There are a lot of wonderful things about living in our area — such as great schools, beautiful, well-maintained communities and recreational opportunities, as well as easy access to great shopping. Unfortunately, one of the areas where both New Tampa and Wesley Chapel fall sadly short, at least in my opinion, is in our access to top-notch independent dining options. Freedom International Church Celebrates 10 Years

Our congratulations go out to Senior Pastors Eric and Sarah Lehmann and the other ministry leaders and worshippers at Freedom International Church, located in the Summergate Professional Park (behind Sam’s Club, at 27626 Cashford Cir.), which is celebrating its tenth anniversary in October, specifically at services on Friday, October 10, 7 p.m., and Sunday, October 12, 10 a.m., with Pastor Sam Song. The event was held at WC Toyota, but all three Williams dealerships donated $20 for each car sold the last two weeks of August, which sounds like nearly 600 vehicles in only two weeks! Out-Of-Area Update — Besa Grill, Mise En Place & The Dancing Ball By Gary Nager

We had just enough space available in this issue to tell you about just a few more of the out-of-New-Tampa-&-Wesley-Chapel restaurants I frequent, so here is one of my absolute favorite upscale dining spots, a new fave and the place I go to shoot pool when I venture outside of our immediate distribution areas. Chef Marty Blitz’s “Modern New American Cuisine,” like the amazing seared fish (grouper in the photo, below left) or tofu lunch entrée of the day with jasmine rice, wilted greens , citrus basil vinaigrette and house-pickled red onions. Mise en Place also is home to one of the SoHo area’s most happening restaurant bar scenes, in part because of “First Plates” like market oysters with a coriander citrus passion fruit mignonette and “Second Plates” like sautéed calamari with edamame, shitake mushrooms, Thai chilies, “Thai-friendly” herbs and Yuza sake butter.
