CALL TO DUTY Eugene Figueroa was sitting in the living room of his Spring Hill home when he first saw the reports of another school shooting, this time on Feb. 14 of this year at Marjory Stoneman Douglas High in Parkland, FL. Figueroa’s heart dropped. He felt sick. He could not believe that once again, helpless and unsuspecting children had been gunned down in their classrooms. In the aftermath, the debate raged for days and months — how can we stop this from happening again? Figueroa, a 51-year-old retired correctional officer, had his own ideas, and they didn’t involve arming teachers or running schools like a military base. His idea involved people like him, retired law enforcement, retired military, retired security. -- Eugene “I’m right here,” he yelled one Figueroa, night at his television as pundits arSEVEN OAKS gued over the best course of action. As it turned out, Figueroa ELEMENTARY wasn’t alone. The idea of requiring an armed security officer at every school in Florida’s 67 countywide districts was almost immediately passed into law following the mass shooting at Stoneman Douglas, with $67 million set aside to fund it. While that wasn’t enough to pay for actual police officers, counties like Pasco had opted to hire 55 full-time “guardians” for its 49 elementary schools. “We had 200 people apply in the first two days,” says Pasco County assistant superintendant for support services Elizabeth Kuhn. “We had to shut the ad down.” Among the first to apply were Figueroa, now stationed at Seven Oaks, Roy Wright, who is at Veterans, and Fred Jackson at Quail Hollow elementary schools.

How Was Wesley Chapel Shut Out Of The Pasco EDC Awards?
An editorial by Gary Nager If you live in Wesley Chapel — and since we only mail this publication who live in Wesley Chapel zip codes, the likelihood is that you do — you may have heard that your community is the fastest-growing part of Pasco County and one of the fastest-growing areas not only in Florida, but in the entire U.S. According to its website, the “Pasco Economic Development Council (EDC) is the lead economic development organization dedicated to the overall growth and prosperity of Pasco County through the development of a sustainable and diversified economy.” Sustainable and diversified? Hasn’t everyone seen the variety of businesses going up on S.R. 56 near I-75, or the number of new homes being built in Wiregrass Ranch and Epperson? Well, based on my recent visit to the Pasco EDC’s 32nd annual awards gala at Saddlebrook Resort on Sept. 6, I wasn’t so sure. Considering that the event was held at Saddlebrook and that Florida Hospital Wesley Chapel was the title sponsor of it, I was more than a little surprised that the only Wesley Chapel-area business that was even nominated for any of the five awards given out that evening was the Tampa Premium Outlets (which, of course, technically has a Lutz address). But, when the outlet mall ended up not winning the Large Business of the Year award, it meant that the fastest-growing community in Pasco County was completely shut out of EDC honors this year. And that just didn’t make sense to a certain local news magazine publisher. “We don’t make the nominations and we have a committee that selects the award winners each year from among those businesses nomi-

nated by the community,” Pasco EDC president and CEO Bill Cronin told me the day after the gala. “I was surprised, too, that more businesses from Wesley Chapel didn’t receive nominations, but the committee can only pick winners from among those that were nominated.” The gala itself is a pretty awesome event and there were plenty of our businesses located in Wesley Chapel — including last year’s Large Business of the Year award winner, Florida Hospital Center Ice (FHCI, see story on pages 34-35), which was a sponsor of the gala that had (as all of the sponsors did) a booth at the Trade Show following the announcement (by the event’s emcee, WFTSTV’s Sarah Rosario) of the award winners. I will say that the EDC’s selection of Jay B. Starkey, Jr., of the Starkey Ranch in the Odessa/ New Port Richey area, as this year’s Leadership Award winner was an outstanding one. The Starkey family (with Cronin in the photo above), like last year’s Leadership Award winner JD Porter and his family, have been great stewards of their multi-thousand-acre cattle ranch. I also promise that as soon as the word goes out that nominations are open for the 2019 Pasco EDC awards, I am going to make it my personal mission to ensure that more than one Wesley Chapel-based business gets nominated. That shouldn’t be too tough to accomplish, considering all of the new and exciting businesses that we keep telling you about every issue in these pages and in many of our WCNTtv segments. And, as the 2014 Small Business of the Year winner for the Greater Wesley Chapel Chamber of Commerce (now the North Tampa Bay Chamber), I can tell you that although most businesses don’t do what they do just to win awards, when our area is the primary economic engine driving the success of Pasco, our businesses deserve to be recognized for what Wesley Chapel brings to the county’s table.

Primary Elections Drive Record Number Of Local Voters To The Polls BY JOHN C. COTEY

A substantial increase in primary voting in Pasco County is expected to be a bellwether for what could be one of the most anticipated general elections in recent memory on Tuesday, November 6. Turnout for early voting, vote by mail and on primary election day on Aug. 28 were all higher than they were in 2016 in Pasco County and overall, 24.85 percent of registered voters cast ballots, compared to 18.64 percent in 2016 and 14.93 percent in 2014. Pasco County Supervisor of Elections Brian Corley says overall numbers on Aug. 28 were up, due to the ease of voting, as well as the fact that voters seem to be more engaged this year than they have been in the past. “There is a caveat,” he says. “While the needle is moving in the right direction and it’s a fantastic increase, that’s still only one in four people voting (in the primary election). It’s not time for confetti, but it is a step in the right direction.” In Wesley Chapel, more than 10,000 votes were cast, or only 21.9 percent of registered voters. However, take away those not registered with either major party, of which only seven percent voted, and that number is better – 28.6 percent of registered Democrats and Republicans in Wesley Chapel’s voting precincts cast ballots in the primary. Other than the primaries to choose gubernatorial candidates for each party, there were no hot intra-party races driving people to the polls, and Corley says that could mean a massive turnout for the general election, when the ballot will offer more choices and pit those political parties against each other. Those additional choices include two Pasco County Commission races that weren’t contested in the primaries, and what will be a heated U.S. Senate race between current Republican Governor Rick Scott and Democratic incumbent Bill Nelson, who has held his position since 2001. The one race drawing national attention that is expected to drive people to the polls more than any other, however, will be the one to replace Gov. Scott as Florida Governor, between Republican Ron DeSantis and Democrat Andrew Gillum. Gillum shocked almost everyone with a win in the primary to set up a showdown with the Donald Trump-endorsed DeSantis. Both candidates defeated establishment-backed candidates, setting the stage for an interesting battle that will match contenders from what many believe to be the party’s bases.

Gillum became Florida’s first-ever black gubernatorial candidate after he defeated favored Gwen Graham, the daughter of popular former Florida Governor and U.S. Senator Bob Graham. Although he was fourth in many polls leading up to the primary vote and was outspent by Graham 6-to-1, there was talk of a Gillum surge in the final days, which turned out to be prescient. Gillum captured 34.3 percent of the state-wide Democratic vote (or 517,834 votes of the 1,509,794 ballots cast). Graham finished second with 31.3 percent, while Phillip Levine (20.3 percent) and Jeff Greene (10 percent) rounded out the top candidates in the Democratic field. “People didn’t think we had a chance, but we did,” Gillum told CNN shortly after being declared the winner. “I think voters have had enough with the status quo.” DeSantis, who was first elected to Congress in 2012, represents the Daytona Beach area and originally ran for the U.S. Senate in 2016, when it appeared that Marco Rubio, coming off an unsuccessful presidential campaign, was not going to run. Once Rubio re-entered the race, DeSantis exited it. Running behind former Commissioner of Agriculture Adam Putnam at the time, DeSantis fully embraced an endorsement from President Trump in the spring and it shot him into a lead he never relinquished. DeSantis was the choice of 913,955 of Florida’s Republican voters out of 1,618,372 who cast ballots in the primary, or 56.4 percent. The previously favored Putnam was a distant second with 36.5 percent. Pres. Trump congratulated DeSantis on the win the night of the primaries, and the next morning, the president attacked Gillum, calling him DeSantis’, “biggest dream…a failed Socialist Mayor who has allowed crime and & other problems to flourish in his city.”

In Pasco County, however, Graham was the decisive winner over Gillum, garnering almost twice as many votes, beating the eventual nominee 42.7 percent to 25.1 percent. In Wesley Chapel, though, Gillum was as clear a choice for Democrats as DeSantis was for Republicans. Both candidates were the top vote-getters in nine of Wesley Chapel’s 13 voting precincts, and both received 54 percent Cabana Spas October Ad V1.pdf of the votes cast for the top two finishers. In other races, Allen Altman won a fourth term on the Pasco County School Board with 57 percent of the vote, beating challengers Ken Mathis (23 percent) and Bri-
an Staver (20 percent) for the District 1 seat, joining fellow incumbent Cynthia Armstrong, who retained her District 3 seat. Tara O’Connor and Megan Harding, who both received 37 percent of the vote for the District 5 seat, will run-off against each other on Nov. 6 because neither passed the 50-percent threshold in the primary. A pair of Republican county commissioners did not10:49 have primary challenges and 1 AM will9/12/18 be defending their seats on Nov. 6 – Mike Moore, who represents most of Wesley Chapel in District 2, and District 4’s Mike Wells. They will be running against Democrats Kelly Smith and Brandi Geoit, respectively.

Pasco County Fire Rescue Breaks Ground On New Station No. 38 By ANDY WARRENER After having only one fire station for many years, it won’t be too long before the Wesley Chapel area has three. On Sept. 17, Pasco County Fire Rescue (PCFR) hosted a groundbreaking event for Fire Station No. 38, located on Overpass Rd., west of Curley Rd., near Watergrass Elementary. The station shows the foresight of PCFR’s long-term strategic plan. “Wesley Chapel is a booming population center,” PCFR public information officer Corey Dierdorff said. “With new developments like Epperson and Watergrass already populated and new developments north of the new station, like Ashley Groves, already being permitted and approved, it means higher call volume. Without more stations, higher call volume means longer response times. We’re looking at putting stations in ahead of (new) development.” Longer response times also can mean the difference between life and death. That’s why the new four-bay, 10,843 square foot Station 38 will feature some state-of-the-art technology when it opens in about a year. The PURVIS Fire Station Alerting System (FSAS) is an award-winning, IP-based solution designed to automate the process of alerting fire and rescue personnel, enhance communications and decrease response times. Station 38 will be the first in Pasco County to utilize the system. “Let’s say calls for chest pain, shortness of breath and a car accident all come in at the same time,” Deputy Chief of Operations Michael Cassano said. “Right now, all three

Another benefit for firefighters at Station 38 will be how the PURVIS System alerts them. Currently, a quick blast is emitted over the station’s speaker system. With the new PURVIS System, the tones gradually increase in volume. Additionally, the alerts can be targeted toward only the firefighters needed for a particular call and not the entire station. “We found that many firefighters endure sleep deprivation,” Cassano said. “When you wake up to a loud noise, it triggers catacholamine release (in your brain) and a fight or flight mindset. This was happening every time firefighters would get a call. It’s designed with the goal of being a more humane notification system.” Station 38 marks the first additional fire coverage area in Pasco County since 2009 and the first new coverage area in East Pasco County since 2007. Not far behind Station 38’s groundbreaking will be the opening of the new Station No. 13. Located off of Old Pasco Rd., the new station had its groundbreaking in March. The old Station 13 at 27329 Dayflower Rd. is an aging facility that has become inadequate to handle the population growth in the area. When it opens in January, the new Station 13 will be 9,400 square feet, have space for a Pasco County Sheriff’s substation and three drive-through bays able to accommodate six fire vehicles. “In Pasco County, county wide, we are issuing 300 residential permits a month,” Dierdorff said. “The growth is incredible but our aim is to provide the best fire and medical coverage.”

Previous experience in law enforcement, security or the military was a must, and the ability to relate to children and thrive in a school environment was just as important. “A lot of the job would be interacting with kids, not just standing up against a wall,” Kuhn said. “This was not just a law enforcement job, it was not just a school job, it was both.” That made it perfect for Jackson, a softspoken, 52-year-old retired police officer from Fort Myers.

Jackson had worked with children his entire adult life. He was a D.A.R.E. officer, helping to keep kids from getting involved in drugs and gangs, and was a school resource officer for 10 years. “My whole life was trying to make life better for people in predominantly poor areas,” Jackson says. That included time working the streets in some of Fort Myers’ most drug-infested areas, and watching the crack epidemic take off and, unfortunately, flourish. Quail Hollow’s security guard sees himself as a mentor, much in the way he viewed his middle school football coach, who was also a police officer and often wore his uniform to practices. “That really appealed to me,” he says. Football was Jackson’s plan B. He was a standout safety for Florida A&M High in Tallahassee, and earned a scholarship to Florida A&M University (also in Tallahassee) before his playing days were scuttled by a neck injury. He was working a security job in Atlanta

when his wife Eugenia, a third-grade teacher at Woodland Elementary in Zephyrhills, told him about the opportunity. “I was saddened by the Parkland shooting, thinking about all the innocent kids who didn’t have a chance to mature and grow up to be whatever they wanted to be,” Jackson says. “So, the chance to reach kids and protect kids, this was the best thing for me. jails before transitioning to a transportation officer, hauling the bad guys back and forth. Only six months into his job in 1990, Rikers Island erupted into a riot after an inmate assaulted an officer. That year, there were 2,500 violent incidents on the island. “Pretty hair raising,” says Figueroa. “I was only one year in, and that was an eye opening experience. Luckily, God’s grace stood with me for 20 years.” He and his wife Yvonne moved to Spring Hill in 2015, and since then, Eugene has spent most of his time fishing. But, the father of two grown children and grandfather to 1-, 7- and 8-year-olds, he, too, was sickened, and driven to apply to be a school security officer, by what happened in Parkland. Like Jackson, Figueroa sees himself as a mentor to the students, and the first line of defense against any outside danger. He is a presence during drop off and pick up times, and during the day, walks around campus, eyes always open, the route always varying. “I’m like a junkyard dog, roaming the property,” he says. When he peeks in on classrooms at Seven Oaks, he’ll flash a big smile or a thumbs up, with teachers and students often replying in kind. The school, he says, as have most of the parents, has warmed up to his presence. “Some are receptive, some aren’t and that’s okay,” Figueroa says. “They’re going to love me at the end of the day when I’m the one taking a bullet for one of their kids, God forbid.” Wright also hopes that never has to happen for any of his fellow security officers, but he has spent his whole life preparing for it. He joined the military in 1986 after graduating from high school. He was Military Police, and was stationed in Germany from 1986-94, and when he returned to Augusta, GA, he joined a Special Reaction (or SWAT) team.

After leaving the military in 2000, Wright became a high-threat diplomat security contractor, working in Bosnia and Kuwait, and, for 16 years, in Iraq. In 2016, he traded in that stressful career for a local security job in the hopes of settling down with his fiancée. When the Parkland shootings took place, his first reaction was to think of a way to help. The school security job allows him to do that. “I can tell you that every person in my class, and we started with 58, everyone either had grandchildren or children and all felt as strongly as I did about being here and taking care of our younger generation,” Wright says. After his training. Wright chose to be stationed at Veterans Elementary, because he is a veteran who wanted to settle down in Wesley Chapel. He says the transition to spending his days around the kids he is responsible for protecting is “wonderful.” On his first day, he arrived to find “Welcome to the team, Roy” written on a dry erase board on the wall behind his desk, which is in a hallway. He has no plans to wipe it off. “From day one, everyone has been so supportive,” he says. The kids call him Mr. Roy, or Mr. Security, which makes him laugh. He is always on the move, checking gates and doors, and keeping a close eye on the school playground, which faces S.R. 54. “There were some parents who were skeptical,” Wright says. “I had a father tell me, ‘Mr. Roy, initially I wasn’t very fond of the program, but I travel (S.R. 54) here periodically and to see you standing outside the playground like you do, taking care of our children….well, I want to apologize and say thank you.’” The kids at the school have taken notice as well. One little boy, Wright says, came up to

Wright had been in a meeting, and the boy had noticed that the footprints Wright usually left near the playground weren’t there. “I missed you out there,” the boy said. “I’m sorry, buddy,” Wright replied. The moment cemented what he had hoped going in — that his presence would be felt, and would make everyone feel safer. That feeling is likely pervasive across not only Wesley Chapel, but also across Pasco County and the state. While Figueroa, Jackson and Wright wish the jobs they have and love weren’t necessary, they feel strongly that they are. “I’m wholeheartedly into this program and feel strongly about it, but it is unfortunate that it is a necessity now,” Wright says. “It’s a shame our children have to be protected by a person like me, or a sheriff’s officer or police officer. But that’s what we’re here for, and that’s what we will do.”

Irma Who? One Year Later, Willow Is Making Happier Memories! By JOHN COTEY john@ntneighborhoodnews.com
On the one-year anniversary of Hurricane Irma, Jennifer Newman wasn’t interested in sharing her memories from the day of the storm. Instead, she was working on erasing them. “It was a pretty emotional week, knowing it was coming up on Sept. 8 and knowing what it meant,” the Wesley Chapel mom said. A year ago on that date, her daughter Willow, hoping to be celebrating her third birthday, was diagnosed with leukemia. That diagnosis created more of a storm in Willow’s life than Hurricane Irma ever could, but the two events have since become interwined. As everyone else shared remembrances on the Irma anniversary about the harrowing moments of the storm and the damage and inconveniences it caused, Jennifer, her husband Shawn Stine and Willow and her older sister Eden were at Tropicana Field celebrating Willow’s birthday while watching a Rays baseball game. Invited because the club was recognizing September as Childhood Cancer Awareness Month, some of the Rays players shaved their heads to raise money for the Cut For A Cure program. Willow giggled her way through doing the honors on Rays second baseman Daniel Robertson. “I felt like we made some great memories that day,” Jennifer said. “I feel like we took back that day. We were super grateful to rewrite history.” Last year at the same time, Jennifer was frantically trying to get ready for Irma, buying food and water supplies and cleaning the house. Willow ran errands with her, and the two stopped to buy Paw Patrol birthday decorations for her big day. But, Jennifer sensed something was wrong with Willow. She was sleeping more than usual, she looked pale and she was asking to be held all the time. Willow had a routine checkup scheduled for Monday, but with Irma set to come through on Saturday, Jennifer decided not to risk its aftermath and took Willow to the doctor in hopes of getting some antibiotics. Her doctor agreed something might be wrong, and Jennifer and Willow were sent to Florida Hospital Wesley Chapel (FHWC) to do some blood work. The pathologist there delivered bad

news. “I’ll never forget his face or where he was standing in the room,” Jennifer wrote on her Facebook page. Willow was transferred to John Hopkins All Children’s Hospital in St. Petersburg. The FHWC nurses, who gave Willow a stuffed giraffe for the trip, looked sad. With sirens blaring, she was rushed away. After blood transfusions and more tests, doctors told Jennifer and Shawn that Willow likely had pre-b cell acute lymphoblastic leukemia (pre B-ALL). Doctors started blood transfusions immediately and vital checks every hour, and sadness set in. The All Children’s nurses, though, made sure Willow still celebrated her big day, throwing a “Frozen”-themed birthday party. Video from the party went viral and was featured on CNN and in People magazine. That first night, Jennifer and Shawn slept in chairs pushed up against Willow’s hospital crib. The next morning, Saturday, with Irma bearing down, Shawn had to leave. The Howard Frankland Bridge, which connects Tampa and St. Petersburg, was being closed, and he had to get back to Eden. That night, with a daughter newly di-
agnosed with cancer and separated from her husband and other daughter by a threatening hurricane, Jennifer went outside. “The wind was picking up,” she says. “I found a bench, sat down and just started crying. It was one of the only times I let myself loose. It was a lot to handle.”
Back On Track...
But, handle it Willow has. This past year, she spent 70 days in the hospital, had more than three dozen blood transfusions, 15 lumbar punctures (which collect samples of cerebrospinal fluid, or CSF, from the spinal column) and three major surgeries. She has endured countless trips to the clinic for chemotherapy treatments. She takes chemo every night at home, and one night a week, she has to take nine pills. Her body has suffered from neuropathy, but at the same time, Willow has fought back. Hurricane Irma will become an afterthought one day. But today, Jennifer says Willow is doing much better. She is like any other child, running and jumping around, swimming and riding a bike. She is happy and engaged, and other than being poked by needles, she actually
looks forward to her trips to the clinic. “I think she’s made a lot of great strides in terms of learning how to deal with the procedures she has to go through, and we love seeing her,” said Jessica Wishnew, M.D., in a story on the John Hopkins All Children’s website. “She definitely brings a lot of energy and happiness when she comes in.” On the one-year anniversary of the storms that swept in and changed her life, know this: the prognosis for Willow is good. Dr. Wishnew says that the cure rate for pre B-ALL is in the 90-plus percent rate. “I know in my heart she’s going to beat this,” Jennifer says. “She’s strong, she’s a little fighter. I know she’s going to beat this.” Willow will do her fighting with a lot of people in her corner. Just last week, someone in the community dropped by Willow’s home to leave a gift and some cookies. Those kind of things happen often. Jennifer says what were once complete strangers have become some of her closest friends. “I just want to say, we are blessed,” she says. “We are blessed to be in Wesley Chapel, where there has been so much support. Between that and all the prayers, it has been wonderful.”

Construction is booming all along S.R. 56, with each new building bringing new questions — What’s that going to be? When you head east on S.R. 56 you can see new construction behind Restaurant Row, the string of eateries that now line 56 across from the Tampa Premium Outlets. According to permitting records, an 11,015-sq.-ft. Party City store is coming, as well as a 55,084-sq.-ft. Hobby Lobby, which has been previously reported. (Older permitting from May also shows an 11,003-sq.-ft. Five Below discount store as well, but nothing has been updated since, perhaps because the shell had yet to be constructed, as it is now). Founded in 1986 and based in Rockaway, NJ, Party City is a chain specializing in party supplies and Halloween costumes, with the nearest one located on E. Fowler Ave. across from University Mall. It is unclear from the permitting filed if the Wesley Chapel location will be a Party City or it’s new concept, a Toy City, which hopes to fill the void left by Toys R Us. Hobby Lobby is a chain of arts & crafts stores based in Oklahoma City, with the nearest locations in Zephyrhills, New Port Richey, Clearwater and Lakeland. Founded in 1972 with a single store, today there are more than 800 Hobby Lobby stores nationwide. TENANT WANTED: Developer Rave Commercial has filled three of the four vacancies in its new strip center on S.R. 54 a half-mile east of Bruce B. Downs Blvd., and says that business at the new Starbucks that is anchoring the Pleasant Plaza has so far exceeded expectations.
The plaza also is home to Pizza Hut, which opened earlier this summer, and a nail salon will be soon be beginning construction. That leaves one 1,267 sq.-ft. space left to lease, which developers say has to be a retail store. With Publix soon to be on the move and relocating to S.R. 54 and Wiregrass Ranch Blvd. from its current location on Bruce B. Downs and S.R. 54, and all the action happening across the street with Dunkin’ Donuts, Chick-Fil-A and Wawa beginning construction soon, the developers of Pleasant Plaza are hoping to land a notable retail business to an area that should be a hotbed for customers in the coming years. BYE BYE BURGERS?: One of the best hamburger joints in the area now has its third owner this year. Oakley’s Grille owner Heather Woodall confirmed that the long commute, combined with becoming a new mother, has made running a restaurant so far from home impossible, and Oakley’s has once again been sold. Located at 17631 Bruce B. Downs (BBD) Blvd., Oakley’s opened in 2011 in the old Quizno’s location (next to Supercuts) in the North Palms Village. Keith Oakley’s spot developed a strong following as one of the area’s hidden restaurant gems. In February, Oakley sold his restaurant to Woodall and partner Ladesha Stoudemire. Although rumors circulating around the restaurant by staff is that the burger joint — arguably home to New Tampa’s best burgers, as well as great chicken and other sandwiches and salads — could be converted into an Italian restaurant by the new owner, Luca Ammirati. Woodall said she has been told that Oakley’s will again remain largely unchanged.“He is keeping it as is,” Woodall said. Let’s hope so.

BBD Update — Done By End Of Year! By JOHN COTEY john@ntneighborhoodnews.com The seemingly never-ending widening of Bruce B. Downs (BBD) Blvd. in New Tampa, a project that has been talked about and debated — and even cursed — for two decades, could be “substantially” finished by the end of October 2018. While the ever-present mounds of dirt, yellow construction trucks working behind orange traffic barrels and the winding roads with sometimes confusing lane switches seem to contradict that claim, Hillsborough County’s Public Works Department says that all eight lanes of Segment D — the last of the four segments of the BBD project, which begins just south of the Pasco County line — will be operational in October. That doesn’t preclude periodic daytime lane closures, as contractors complete punch list items, but the end of this project, thankfully, is finally near. The final full completion of the segment is scheduled for sometime in November. The widening of Segment D — a 1.44mile stretch from Pebble Creek Dr. to County Line Rd. — from a 4-lane divided roadway to an 8-lane divided roadway also will include a landscaped median, sidewalks, a multi-use path and upgraded traffic signals. The final segment of BBD widening began construction in October of 2016. According to the county’s website, Segment D’s cost was estimated at $24 million, which was funded through the Public Works Transportation Capital Improvement Program (CIP) and was awarded $5 million from the Transportation Regional Incentive Program (TRIP) by the Florida Department of Transportation (FDOT). Segment A, which was once the most congested area of BBD in New Tampa and which extends from Bearss Ave. to Palm Springs Blvd. in Tampa Palms, was a $54-million project that wrapped up last year. Segments B and C, which bracket the work that was done around the same time I-75 was widened, were considered the most difficult (and costly) of the segments geographically, but were completed together first. After the two inside southbound lanes of Segment D were completed last month, the final phase of construction of the two outside northbound lanes began. Crews are now 12
also working to complete the two inside turn lanes, as well as the median. Also, a new traffic signal has been added at the intersection of BBD and Trout Creek Dr. (just north of the Burger 21), in an effort to alleviate congestion off the side roads in that area. That signal was not yet operational at our press time. While residents have complained about perceived inactivity on BBD at most of the traffic-related townhalls and forums held in New Tampa the past year, all of the previous segments had their own challenges. The completion of Segment D has had to overcome some construction and weather issues that have delayed progress at times. For example, last year, Hurricane Irma (and other lesser storms) dumped enormous amounts of rain on the New Tampa area, and the usual summer-time showers this year also have provided some delays. “The toughest aspects of the project so far have been the weather impacts,” wrote the county’s Public Works Department, responding to questions from the Neighborhood News. “All construction projects must utilize temporary drainage measures to address the rain. This project is unique because the installation of the main drainage line must connect to the adjacent drainage lines on the south end of the project first, to allow the entire project to drain properly.” While the Segment D project is designed with the temporary drainage measures in place to handle the rain, the Public Works Department also said that “unusually quick and heavy” rains can overwhelm the drainage system, making it unable to drain the water from the roadway and causing backups. The project also has faced other obstacles, such as locating underground utilities, which in most cases can be traced as a straight line, but there are unexpected deviations that required a redesign. “When coordinating multiple utility companies to install, relocate, and remove, it is challenging, especially when the majority of this work is completed by other companies all trying to fit in narrow areas,” the county says. But, the delays haven’t been enough to change the much-anticipated completion date, which remains the end of 2018. In other words, the end of a two-decades-long wait draws ever closer.

Fore! Pebble Creek Golf Club Owner Says Listing Was A Mistake By JOHN COTEY john@ntneighborhoodnews.com
Like so many rumors, it started on the internet — that the Pebble Creek Golf Club (PCGC) was up for sale. So, we asked Bill Place, who has owned the club since 2005. “It’s not up for sale,” Place told the Neighborhood News. But, according to land brokers Cushman & Wakefield, it is indeed up for sale, and is listed on the firm’s website. The extensive listing touts the 12 existing lakes, homes in Pebble Creek that are selling “in the mid-$200,000s to upper-$300,000s,” an average annual household income within a three-mile radius of $106,179 and the 3,189,266 square feet of retail within a three-mile radius of the semi-private golf course. Included is a marketing flyer, water and sewage map, a zoning site plan, Pebble Creek’s declaration of covenants and restrictions (dated Sept. 2, 1986) and a unit count calculation that says 840 apartment and townhome units are potentially feasible to replace the golf course. Place said he never intended for Pebble Creek to be listed as for sale. He says Cushman & Wakefield was contacted by a builder looking for land, and the firm asked if he was interested. He merely said he was. “But, I never requested a listing,” Place says. “Obviously, they seem to be taking it a little further and I need to find out why they would be putting up a listing. I never signed a listing agreement.” Place also says that he did call Cushman & Wakefield after he talked to us, and expected the listing to be removed. And, even though it did stay up for some period of time, as we went to press with this issue, the listing had been taken down. Basically, Place says he isn’t planting a For Sale sign on the first tee and selling Pebble Creek Golf Club publicly. “But yes, I am absolutely looking at all options,” he says. And why wouldn’t he? Business at PCGC continues to trend downward. Over the last year, Place says revenues at the club are down by a third, and profits are down by 50 percent. Some of that he attributes to the construction on Bruce B. Downs (BBD) Blvd., but he

admits that it is an industry-wide slump. “Is Pebble Creek doing well? No, it’s not doing great at this point,” Place says. “We all need more people to play golf. It seems like the millennials just don’t like to golf as much.” Membership at PCGC has remained stagnant. Place says despite being surrounded by 1,100 homes, the golf club only has 20 members who are actually Pebble Creek residents. “That’s not a lot of support,” he says.

PCGC is located at 10550 Regents Park Dr., and boasts 6,436 yards of play from the blue tees. It was designed by Bill Amick and built in 1967. Place bought the course in 2005, and helped revive it. But, golf courses may be a dying breed, and Place says New Tampa — and basically all of Florida — is oversaturated with them. Pebble Creek has to compete with private country clubs like Hunter’s Green and Tampa Palms, as well as semi-private Heritage Isles, which are all a short drive away.
That leaves a lot of land — in Pebble Creek’s case, 149 acres of it — that potentially has more value to him in the hands of developers. Place also is well aware that a few miles to the north of PCGC, in Wesley Chapel, it took almost two years of pub-
lic hearings and government meetings to allow the struggling Quail Hollow Golf & Country Club to be razed by its owners to make room for 400 homes. “Even if I assumed the best-case scenario and some builder wanted to pay for Pebble Creek, with all the rezoning and public hearings and battles, it may not even be possible here,” Place says. “But, (the rezoning) certainly was (possible) for Quail Hollow.” Place and wife Su Lee own the company, Ace Golf, that owns Pebble Creek Golf Club, as well as three other golf courses, along with two driving ranges in Brandon and Riverview. Two years ago, Ace Golf bought the Plantation Palms Golf Club in nearby Land O’Lakes, which had been closed for two years, but recently reopened. Ace Golf also owns the Wentworth and Crescent Oaks golf clubs in Tarpon Springs. Place also says that he has had numerous offers to sell Pebble Creek Golf Club over the years, but nothing concrete, and that’s still where it stands now. But, he knows that the rumor the club is for sale is now out there. His hope is that it doesn’t hurt business, including at the popular Mulligans Irish Pub inside PCGC, and that the golf club itself can find a way to rebound. “It’s just crazy that we’ve had people walk in and say ‘When are you closing?,’” Place says. “But, the fact is that we may never close.”

So, What’s Happening Lately With The Wesley Chapel Rotary Club? A Lot! It’s been four weeks since we last mentioned the Rotary Club of Wesley Chapel Noon in these pages. So, what’s been happening with the club since then? A lot! On Aug. 24, this amazing group of Rotarians hosted another fund-raising Casino Night (photo below left) at Wesley Chapel Nissan that was attended by between 200-300 people, where more than $13,000 was raised to benefit Pasco Clerk Paula O’Neil’s Clerks for a Cure, the Pasco Sheriff’s K-9/Tactical Center in Land O’Lakes (which had a groundbreaking on Sept. 19) and the WC Rotary’s own high school scholarship fund, in partnership with the Pasco Education Foundation. Then, on Sept. 8-9, the club gave out American flags at the Shops at Wiregrass and Tampa Premium Outlets and got many folks to sign cards the Rotarians then gave on Sept. 11 — along with breakfast, donated by Saddlebrook Resort — to the Pasco Sheriff’s Dist. 2 office in Dade City & the Pasco Fire Rescue stations (see pg. 6) in Wesley Chapel (Station 13 on Old Pasco Rd. and No. 26 in Meadow Pointe). “It’s absolutely cutting edge,” she says. “Nobody is doing this.” Since 2012, 360 Dermatology has grown from a staff of just three to a staff of 18. Dr. Ambay’s practice now has four medical providers, including a second Board-certified dermatologist — Thomas Beachkofsky, M.D., who earned his M.D. degree from the Uniformed Services University, F. Edward Hébert School of Medicine in Bethesda, MD. She earned her Bachelor of Science (B.S.) degree in Biology from Duke University in Durham, NC, then came home and earned a Doctor of Medicine (M.D.) degree from the University of South Florida in 2005. While she started training in anesthesiology, she changed her focus to primary care because she found she missed building ongoing relationships with her patients. “I like taking care of kids, women, men and the older population,” she says, “so I went into family medicine to be able to take care of everybody.” In 2008, she moved to Massachusetts and completed a residency in family medicine at the University of Massachusetts in Worcester in 2010. At the time, she says she was a single mom, so she was excited to be able to bring her daughter back home to the Tampa area where Dr. Parilo was raised. Now, she and her husband, Dane, live in Seven Oaks and have a blended family of three children and two grandchildren. They met through the Rotary Club of Wesley Chapel in 2012 and both have remained active in the club. “I enjoy the service aspect of Rotary and enjoy serving the community,” she says. For example, in addition to being involved with the club’s local service projects, both Dr. Parilo and her husband have been part of the Rotary Club’s trips to Honduras to provide clean drinking water and latrines for

Karina Azank Parilo, M.D., is proud to be Wesley Chapel’s only Direct Primary Care family physician. After eight years in a local medical group, Dr. Parilo says she was frustrated with the ever-increasing number of patients she was expected to see, which was necessary in a medical group setting to cover the overhead costs associated with having to bill insurance companies. With the Direct Primary Care model, Dr. Parilo says the main advantage is the amount of time she can spend with each patient when needed, and that the time she spends with each patient is flexible to meet their needs, as well. “I have time to talk with my patients’ specialists or spend an hour catching up with them if they’ve had a lengthy hospital stay,” she explains. “I can take care of my patients however they need to be taken care of.” While that might be in person, at times, she notes that it also could mean via

phone, via video conference or even via text. Dr. Parilo uses an app that maintains patient privacy and connects directly with the patient’s electronic medical record. “Patients love it,” she says, adding that many times, her patients don’t want to leave work to come in for an appointment. “They can just send us a picture and we can respond.” Dr. Parilo has just one person on her staff. Pam Edmonson loves having new clients in her chair. Whether they’re tired of spending way too much time drawing on their eyebrows — or maybe they’ve even lost the hair on their eyebrows due to chemotherapy — Pam is excited to offer women a beautiful new look that fits both their individual problem(s) and their skin. Pam is a permanent makeup artist who owns Serenity Salon & Spa Suites, located off S.R. 54 in the Brookfield Professional Park, about a half-mile west of Morris Bridge Rd. At the salon, she has a room where she provides permanent makeup for eyebrows, eyelids and lips. Pam opened Serenity Salon & Spa Suites with a partner more than two years ago, but now she is the sole owner. She takes pride in offering an inviting place for licensed beauty and wellness professionals to offer their services, such as hair styling, massages and facials. “I want to empower people to work for themselves and be successful,” she says, explaining that her salon provides a drama-free environment. “Everyone who works here works well together,” Pam says. “We laugh together. When people walk in, they feel welcomed, and it’s natural. We’re not fake. Although I’m the owner, this isn’t my salon, it’s ours all together.” She says there currently is one chair available for rent for a hairstylist. There also is a room available for a full-time massage therapist.

“We have amazing stylists and aestheticians here,” says Pam, who also emphasizes that if you try a stylist and don’t love them, try a different one. “No one’s feelings will be hurt,” she says. Pam’s journey to salon owner started as a second career for her, after many years of running a business in the manufactured housing industry. In 2009, Pam says she
wanted to do something different, so she went to school to become a hair stylist. While she enjoyed hair, Pam says she soon discovered something that interested her even more. “I love detail,” Pam says. “As a detail person, eyebrows are what first drew me into the permanent makeup field.” So, in 2010, she studied permanent

Some women look so much younger when they have them done.” With microblading, Pam uses a small blade and ink to create individual stroke lines. She uses a pencil to draw an outline, then uses the microblade to draw each individual hair, adding a more natural look to the eyebrow. Pam strongly recommends that anyone considering microblading “should do their homework,” explaining that some people who offer the service may only have a three-day class in the technique before they start working on clients. The person who will do your eyebrows should sit down with you and show you before-and-after pictures of their own work, Pam says. Pam was trained in microblading in 2014, when the process was new. Explorations Program Broadens Students’ After-School Experiences By CELESTE MCLAUGHLIN
When the school bell rings at the end of the day, some kids head home while others go to an after-school care program. At Wiregrass Elementary in Wiregrass Ranch, dozens of students head to something totally different — a new pilot program called Explorations, which offers them a type of after-school club to learn something new. Offered for the first time this fall, parents could sign their children up for either dance classes or coding and robotics. The seven-week sessions give them an opportunity to dive into a new skill, get some exercise or maybe even make new friends. Steve Williams is the principal at Wiregrass Elementary, which is in its third year. It opened as a new school in 2016. “We have a really engaged and invested community,” explains Williams. “Many parents have said they were interested in enrichment opportunities both in and out of school to go deeper into a topic.” He started looking for ways to do that and thought partnering with the organization that already provides beforeand after-school care for Pasco County Schools, called PLACE — which stands for Pasco Learning & Activity Centers of Enrichment — might be a good fit for a partnership. Williams says that he approached the district’s After School Enrichment Department, which came up with a plan

Wanda Cook is the school’s bookkeeper and her son, Ethan, is in the fourth grade at Wiregrass Elementary. “My husband and I wanted Ethan to be able to learn more about coding and robotics,” says Cook. “We think long term that will be great for him.” Ethan says he enjoys it. “We are learning about algorithms and how to program stuff, and how to fix it if you do something wrong,” Ethan says. “I like it because I get to learn new things and I get to learn how to program robots.” Parents love the convenience of having the Explorations program being offered on the school’s campus. “It’s nice that he doesn’t have to leave the school and go somewhere else,” says Cook. Julie Cocozziello says she moved to Wesley Chapel this summer. Since her daughter, Emma, who is in the first grade, is a new student, she thought Explorations would be a good way for Emma to have fun and meet more of the students at her new school. She chose the dance class for her daughter. “It’s a wonderful program,” she says. “It’s a great way to get students involved and make friends and improve their selfesteem. It gives her a chance to have fun, and she even comes home and practices.” The classes for the first quarter filled up quickly, and registration is now open for the planned second-quarter classes —

Spanish and sports skills and drills. “We selected the courses that would be offered based on the survey results and what the families want to see their kids involved in,” Mathis explains, noting that Wiregrass Elementary’s staff plans to offer one academic and one physical activity each quarter. Sara MacKnight registered her two kids — Sophia, who is in first grade, and Adam, who is in kindergarten — for the coding and robotics class. “My kids think they’re just playing games, but they’re learning about algorithms and sequences,” she says. “The fact that they’re getting exposed to this at such a young age — I love it and I wish they would offer it year round.” Williams and Mathis agree that if

parents want it — and they seem to — the program can be expanded at the school so that students can build on the skills they’ve learned in the first session. In addition, from the beginning, they’ve discussed how it could be replicated at other schools. “It’s been a very positive program,” says Williams. “Many others at the district have seen this and love the idea.” Mathis says other schools are welcome to survey their parents for interest, and if the survey shows that the interest is there, she is willing to work with the schools to bring the Explorations program to them, too. Tampa Bay Juniors Hockey Helps Local Talent Prepare for the Next Level Geer, now in his fourth and final year with the Juniors, and Parker, who is in his third, are working hard to get to that skill level. “Juniors is very good at developing players,” Parker says. “They help you build lots of speed and their off-ice training really helps with stick handling.” Both also currently work at FHCI, attend Pasco Hernando State College and are considering playing for USF’s club team that competes in American Collegiate Hockey Association (ACHA) Division III.
By ANDY WARRENER From hosting a myriad of tournaments to being home to the U.S. Women’s hockey team to holding a variety of top-flight camps, Florida Hospital Center Ice (FHCI) continues to be a Lightning rod (pun intended) for ice sports. It also is becoming one of the centers of the youth hockey universe, able to host — and keep home — some of the most promising teenage hockey players in our area, with its highly-regarded Tampa Bay Juniors teams, which are owned by U.S. Women’s National Team coach Brett Strot and coached by his brother Garrett Strot. “There are a lot of really strong hockey players in the greater Tampa Bay area,” Brett says. “We want to keep them here and push them to higher levels.” The Tampa Bay Juniors might be the area’s best-kept sports secret (until now). The club’s Premier team went 30-14-0 last year, while the Elite team sported a 32-12-0 record in 2017-18. The club is for youth hockey players, ages 16-20, and both teams participate in the United States Premier Hockey League (USPHL). The goal is to get youth hockey players through the transition from high school to college, while offering skills refinement and scouting exposure, before the players make their decision about whether or not to try to move on to the next level. “It’s typical (even in Canada) for youth hockey players to play one or two years (of junior hockey) after high school before they go to college,” Strot said. “These kids are looking to advance their game.”

Take, for example, Wesley Chapel-area athletes and former Wiregrass Ranch High teammates Spencer Geer and Zach Parker. The pair have played in youth leagues together since they were six and seven years old. Geer was born in 1998 and Parker in 1999, so they were only on the same teams every other year, as Geer would age out of different age groups. When they got to high school, their bond and their chemistry hit a new level. “We make some plays where sometimes
we don’t even how it works,” Parker says. “But, it just works.” Both Parker and Geer played all four years on the mixed Wiregrass Ranch High team. They made it to the State championship game together in 2017, where Wiregrass lost to Mitchell High, which, at the time, boasted Nathan Smith, who was drafted by the NHL’s Winnipeg Jets earlier this year. “We played against him (Smith) our whole career,” Geer said. “He is at a skill level that’s just above lots of people.”
Strot started the Tampa Bay Juniors in 2008, when he lived in Jacksonville. That team was called the Jacksonville Ice Dogs. They played two years in Jacksonville, before moving to Ellenton (Bradenton area) and then to Estero (south of Ft. Myers). On January 21, 2017, six days before the official Grand Opening of FHCI, Strot made official the move to Wesley Chapel, as his Tampa Bay Juniors played against the Palm Beach Hawks. Athletes in junior hockey programs are encouraged and often do take college classes here and there, but don’t usually enroll in college, so that they can retain their years of eligibility when they finally get to college. (Photo: Andy Warrener) multiple Division I offers, eventually suiting up for the University of Minnesota-Twin Cities. “A lot of kids don’t get to that window of a strength and speed surge until they’re 17, sometimes 18,” Strot says. “And, speed is the biggest difference in the game of hockey as you go up in levels.” A recent testament to the benefits of junior hockey is Luke Perunovich, who moved from hockey-rich Minnesota to play for the Tampa Bay Juniors. After not getting much ice time in high school, he played one year for the Juniors and is now a freshman at Division I Providence College in Providence, R.I. “(Perunovich) is a perfect example of what juniors hockey is all about,” Strot says. “It gives players more time to develop.”
The Tampa Bay Juniors offer both Elite and Premier teams. Elite players are trying to work up to the Premier division, although there are players who play for both squads. The third division, which is not offered by Tampa Bay Juniors, is the National Collegiate Development Conference, or NCDC. “The goal is to get there, but kids in Elite or Premier can still get to colleges,” Strot says. Just last season, the Tampa Bay Juniors sent 12 athletes to college hockey clubs. The USPHL Florida Showcase is set for the weekend of December 14-16 at FHCI and will pit 22 teams against each other that play a total of 48 games over the course of the weekend. The First New Tampa Brew Fest Is Coming — Saturday, November 10! By Gary Nager
So, as I mentioned in my last editorial, the first (annual?) New Tampa Brew Fest will be held at the Venetian Events Center (in front of St. Mark the Evangelist Catholic Church) on Cross Creek Blvd. in New Tampa on Saturday, November 10, 6 p.m.-10 p.m. As someone who has been part of several different crews who have put on just about every one of the 20+ Tastes of New Tampa & Wesley Chapel since 1994, I can tell you first-hand that creating and hosting a major community event takes a lot of work That’s one of the big reasons why I am so proud that my “tiny but mighty” Rotary Club of New Tampa Noon (which meets Wednesdays for lunch at Mulligans Irish Pub in the Pebble Creek Golf Club; see separate story on page 13 of this issue) is the group that is fully gearing up for a New Tampa food-&-beverage event that actually will be held in New Tampa! The Brew Fest was the brainchild of our club’s immediate past president, Belvai (aka Vinnie) Kudva, who led a group of our fellow club members to check out the recent Temple Terrace Brew Fest, sponsored by the Rotary Club of Temple Terrace. That was only a few months ago, and since then, others in the club have taken the bull by the horns and — even though the first New Tampa Brew Fest is today only a couple of months away — I can tell you that this thing is going to be a lot of fun...and BIG! Club member Jeff Ulbrich, who says he enjoys a good craft beer himself, has gotten both of the largest beer distributors in the Tampa Bay area — Pepin Distributing and J.J. Taylor Distributing Florida — on board, which means that although we currently “only” have about 7 independent breweries and 40+ craft beers from Pepin or J.J. Taylor, there surely will be more — lots more — on the way. Jeff’s

goal is to end up at around 100 different beers to sample and the way he’s gotten started, I wouldn’t put it past him. Also hitting the ground running to promote the Brew Fest has been our club’s social media director and do-everything marketing whiz (and future president) Lisa Hickey. Lisa lives in Lakeland, but was looking for a club with a family feel and we are so thrilled that she found and chose our little 20-member “family.” Lisa has created a “New Tampa Brew Fest” Facebook page, as well as a website — NewTampaBrewFest.com, which she has been updating every time a new independent brewery or sponsor signs up (so go check them all out!). There’s also links to purchase your tickets at both of those online locations. Speaking of sponsors, local orthodontist Dr. Steven Dau is heading up our club’s sponsorship committee for the event, despite the fact he and his wife had their first baby less than a year ago. Florida Hospital Wesley Chapel (FHWC) continues to be at the forefront of health care in our area. The hospital recently opened its Wound Care Center inside the FHWC Wellness Plaza, the building adjacent to and due north of the hospital itself. FHWC CEO Denyse Bales-Chubb and dozens of Adventist Health dignitaries, local elected officials/political candidates and North Tampa Bay Chamber of Commerce members were on hand for the ribbon-cutting ceremony on Aug. 27, and everyone in attendance (including yours truly) came away truly impressed with this latest addition to FHWC’s plethora of medical services for the community. Although the Wound Care Center has lots of state-of-the-art technology for caring for all kinds of wounds, lesions and lacerations, the coolest things we saw as we toured the facility were two hyperbaric chambers, which traditionally have been used for people with the “bends” from scuba diving, but which (we were told) also can help with healing for those who have chronic sores and wounds that don’t heal, from diabetes or after radiation therapy for cancer. Congrats also go out to the local catering company called C•B•K Catering & Events, which served amazing edible cones filled with a zesty chicken salad, plus delicious cheese tortellinis and perfect bruschetta at the event.
