Purpose: The purpose of this document is to provide an overview of current and past class sizes. Theoretical future projected class sizes are also presented for the elementary and middle school grade levels to serve as a planning tool. The report is intended to highlight capacity concerns and opportunities and to assist in the ongoing management of enrollment balance and equity within schools. Class size statistics also are utilized in the development of the annual operating budget. The data presented are as of October 1, 2016 unless otherwise noted; student assignment and buffer zone policies utilized in this document reflect the policies that were in effect as of October 1, 2016.

EXECUTIVE SUMMARY This report presents information on class sizes in the Newton Public Schools at the elementary, middle, and high schools. At the elementary level, in addition to statistical information on class sizes, this report documents classroom availability in elementary buildings and theoretical future classroom needs in upcoming school years. At the middle school level, the report focuses on current and historical class and team sizes, and also presents five year theoretical future team and class sizes to serve as a planning tool. This year, the theoretical future team and class sizes at the middle schools are added because of several anticipated enrollment challenges. These include the arrival of the large current grade 2 and grade 3 (each with over 1,000 students) at the middle school level. The high school section provides detailed statistics on course offerings in all curricular levels and subjects at each high school. Newton Public Schools has consistently placed a high priority on equitable and balanced class sizes and has allocated resources to assure favorable class sizes. The district has had increasingly stable average class sizes since a peak in class size for elementary and middle schools in the 2011-12 school year. In 2016-17, average class sizes have increased fractionally at all three grade levels and there is a reduction in the number of large classes with 25 or more students at the elementary and middle schools. Although the average class size at the high schools has increased this year, it remains within the range of class sizes of the past ten years. The elementary average class size has increased slightly from 20.5 students last year to 20.7 students in the current year and has been relatively stable for the past three years. Class sizes at the elementary schools range from 15 to 26 students (note that Franklin is using a classroom that is not full-sized this year to accommodate a larger fifth grade cohort, adding a class section of 10 students to meet students’ needs). At the elementary schools, only 4% of classes have 25 students or more, comprising 12 elementary classes in the district this year compared to 13 last year. In middle school, overall average class size has increased slightly to 21.2 students. The middle school average team size has increased from 87 students in 2015-16 to 88 students this year, with average team sizes at individual schools ranging from 82 to 93 students. For a fifth consecutive year, there are no teams of over 100 students and, subsequently, there are fewer large classes of 25 students or more at the middle schools (large classes comprise 5% of all classes this year, a decrease from last year). At the high school level, the average class size for major subjects (English, World Languages, Science, History & Social Science, and Mathematics) has increased from 21.4 students last year to 22.0 students in 2016-17, with the number of high school classes with 25 or more students increasing from 22% to 29%. These increases are mainly due to larger than projected increases in enrollment at Newton South. Historical and current year data on class size averages and the distribution of large and small classes are shown in Table 1 and Table 2 below. These tables illustrate trends in average class sizes over the past ten years and trends in the distribution of class sizes for the past four years.

The remainder of the report contains detailed information by school and by grade at each level: 

The elementary section includes statistics on class sizes by grade and by school, distribution of large and small class sizes, and student-to-teacher ratios at schools.

The middle school section includes data on class sizes for the team core academics in English, Science, Social Studies, and Math and for multi-team classes in World Languages. Information on team size is also presented.

The high school section contains detailed statistics on class size, teacher load, and departmental enrollments. Enrollment and class size information for the curricular programs of both high schools are also provided.

Information on the short-term planning implications of these data is included in the elementary and middle school sections of the report. The elementary section of the report includes theoretical class size data for the next five years, incorporating the November 2016 enrollment forecast. The elementary classroom arrays: 1) illustrate how projected enrollments in the classrooms can be accommodated at schools; 2) highlight where problems with class size or enrollment capacity may arise; and 3) identify capacity opportunities. These arrays are based on the student assignment and buffer zone policies that were in effect as of October 1, 2016. Middle school theoretical future team and class sizes are included for the first time this year to illustrate how projected enrollments will impact the number of teams, team size, and class size during the next five years. Although less detailed than the elementary arrays, this information also highlights where issues of team size or capacity arise, and will serve as a planning tool for the 2017-18 school year and in future years.

ELEMENTARY SCHOOL CLASS SIZES

Average elementary class sizes have remained relatively stable this year, with an average elementary class size of 20.7 students compared to 20.5 last year, among the lowest class sizes over the past decade. The ten-year peak in elementary school class size averages was 22.3 students in the 2010-11 and 2011-12 school years. Table 3 shows the overall distribution of elementary school class sizes in 2016-17 compared to 2015-16. In the current year, the 280 regular elementary school classes range in size from 15 to 26 students. The one classroom with 10 students occurs at Franklin and is relatively small to meet the educational needs of students, as well as the physical size of the classroom. Overall, there are 15 classes of 15, 16, or 17 students; at the larger end, there is one class of 26 students. There are a total of twelve large classes with 25 students or more compared to thirteen classes last year. These classes with 25 students or more are located at Bowen (1 classroom), Burr (2 classrooms), Mason-Rice (3 classrooms), Memorial-Spaulding (3 classrooms), and Ward (3 classrooms). This year, there are 87 classes with fewer than 20 students compared to 104 last year. The majority of elementary classes, or 181 classrooms (65%), are in the preferred range of 20-24 students. Table 4 shows the number, type, and size of elementary school classes by grade for all 15 elementary schools. The classes with 25 students or more are spread among grades K through 5, with a slightly higher number in grade 2. Table 5 shows the distribution of elementary classes by small classes (19 or less students) and large classes (25 or more students). As described previously, the number of large classes is similar to last year, with 4% of classes having 25 or more students this year compared to 5% last year. The schools with the largest number of small classes (enrolling 19 or less students) are Cabot, Angier, Countryside, Lincoln-Eliot, and Zervas. Table 6 summarizes overall enrollment at elementary schools and provides information about detailed enrollments, the distribution of class sizes, average class sizes, and student-to-adult ratios. Table 6 includes enrollment of students requiring special education services and English Language Learners for each school. It also provides information about the number of regular education teachers, regular education teacher specialists, and regular education paraprofessionals in each building, as well as the student-to-teacher ratios for each of these groups of staff. The elementary average class sizes range from a high of 23.0 students to a low of 19.2 students. Mason-Rice has the highest average class size this year (as it did last year) with 23.0 students, although the majority of its classes (86%) are in the preferred range of 20-24 students. LincolnEliot has the lowest average class size at 19.2, followed by Countryside and Zervas, both at 19.8. Table 7 shows the current year’s class size distribution by school and provides a detailed look at class sizes at individual schools; there are 280 classrooms in the 2016-17 school year. Tables 812 are theoretical and project future needs for elementary school class sizes for October 2017 through October 2021 when 274 to 276 classrooms are expected to be needed, based on November 2016 enrollment projections. Elementary school class sizes for the next five years include stable numbers of new METCO students and children of staff.

Table 13 details the current number and usage of full-size classrooms, including modular classrooms, that are available in the elementary schools in the 2016-17 school year. The theoretical arrays included in this report, when considered in combination with the current classroom inventory, highlight areas where class size or capacity issues may emerge, requiring short-term enrollment planning by the district. Short-term Enrollment Planning Plans to expand and modernize Newton’s school buildings over a thirty year period, beginning in 2011, anticipate accommodating Newton’s elementary population in 15 elementary schools equipped for 21st century learning. Expanding capacity, coupled with effective student reassignment, has already begun to relieve school crowding and equity issues. While progress is being made, short-term enrollment planning continues to be necessary each year to manage continued crowding at some schools, as well as normal enrollment changes. The theoretical arrays included in this report highlight potential areas where short-term enrollment management may be addressed by buffer zones. Note that theoretical arrays are based on current student assignment policies (as of October 1, 2016) and do not include buffer zone changes currently being recommended by the district for the 2017-18 school year (presented to School Committee on January 9, 2017). Also, there are no assumptions made in this report about additional changes to the student assignment policy expected to take effect in advance of the completion of Cabot. Management of enrollment and class size will be needed at multiple schools during the next five years. These schools include: Burr, Franklin, and Horace Mann, in some of Newton’s dense population areas; Mason-Rice, which has several large grades with above average class sizes; Bowen, where there is some additional capacity; and Underwood, where projected grade cohorts around 50 students result in above average class sizes. In addition, Memorial-Spaulding enrollment will be closely monitored as currently projected enrollment growth will make it Newton’s largest elementary school in the next five years. A summary follows of enrollment management opportunities, issues, and options by school. All schools have brief comments; the schools requiring particular focus due to known changes or capacity issues are highlighted in bold. Angier There are two full-sized classrooms at Angier for other instructional purposes, and one may be needed for core instruction as larger grades move through the school. This was anticipated early in the school building project when site restrictions limited the school to 22 core classrooms. Beginning in 2019-20, a 23rd regular education classroom in the school is projected to be needed. Bowen Bowen has one large grade cohort this year; last year, there were two large cohorts. The overall enrollment in 2016-17 was under its projection. These factors have resulted in additional enrollment capacity at Bowen. The district plans to use buffer zone placements to ease enrollment at neighboring schools including Mason-Rice, especially in kindergarten, and Memorial-Spaulding.

Burr Expanded buffer zones with Franklin (recommended January 9, 2017) are expected to help balance kindergarten class sizes at both schools. Burr is projected to have decreasing enrollment in the next five years with average class sizes decreasing from 20.8 students to below 19 students per class. Cabot Cabot will relocate to the Carr building for the 2017-18 and the 2018-19 school years. Cabot will fully utilize the 19 core classrooms available at Carr, plus a slightly under-sized classroom, for a total of 20 classes in 2017-18. Average class sizes for each grade are projected to be less than the district-wide class size average for elementary schools. Countryside Enrollment is projected at stable levels requiring 20 classrooms in the next three years and 19 classrooms in 2020-21 and 2021-22. Franklin Franklin is currently experiencing crowding, with 22 classes required based on enrollment, compared to previous, more typical needs for 20 classrooms. Franklin is using a classroom that is not full-sized in fifth grade where enrollment has been held at 10 students. This class will move to middle school next year, eliminating the use of this under-sized classroom for regular education. Franklin is also using the former music room for regular education, in order to accommodate a 22nd class due to their large kindergarten this year. Music instruction is currently being accommodated on the stage. The district is planning on expanded buffer zones (recommended January 9, 2017) with Horace Mann and Burr to balance enrollments to the extent possible. Horace Mann Horace Mann is projected to have stable enrollment levels requiring 18 classrooms in the next five years with average class sizes ranging from 21.8 to 22.2 students. Lincoln-Eliot Lincoln-Eliot is projected to have stable enrollment levels requiring 18 classrooms in the next five years with average class sizes ranging from 19.3 to 19.7 students. Mason-Rice Mason-Rice is projected to have a higher than average class size of 23.5 in 2017-18 and a more favorable average in 2021-22 of 21.1 students. The district plans to manage enrollment and class sizes at Mason-Rice carefully for the next several years. Ideally, buffer zone placements will be made that shift students to Zervas, which has expanded capacity in 2017-18, and also to Bowen (recommended January 9, 2017). Memorial-Spaulding Memorial-Spaulding enrollment is projected to peak in 2019-20 at 491 students and remain close to that level for the following two years. Class sizes are projected to be higher than the district average for two of the next five years. Memorial-Spaulding has buffer zones with Bowen and Countryside that the district expects to use to help balance enrollment and class sizes. In

addition, student assignment policies for two larger residential complexes in the district will continue to be reviewed. Peirce, Underwood, Ward and Williams Enrollment is projected to be stable at these four schools. These are the district’s smallest schools, enrolling around 300 students, often with only two class sections per grade. Class sizes tend to be more difficult to balance in schools of this size, and it can be more challenging to avoid classes of 25 or more students, or classes that have fewer than 20 students. In 2017-18, Underwood kindergarten and grade 1 class sizes are projected to exceed district norms and buffer zones will be used to the extent possible to balance enrollment and class size at Underwood and Ward. Zervas Enrollment growth planned at Zervas is expected to be fully phased in by the end of the current five year projections, in 2021-22, with enrollment of 478 students and 24 classrooms. Theoretical average class sizes are expected to be below the district average, at 19.9 students, allowing for continued grade cohort growth at the new school.

MIDDLE SCHOOL CLASS AND TEAM SIZES

This year, the middle schools are maintaining previous improvement in both average class size and the number of large classes after a peak in 2011-12. Table 14 shows that the overall average middle school class size has remained similar to last year at 21.2 students. The middle school average class size increased slightly in English, Science, Social Studies, and Math this year, while the average class size in World Language decreased, a reversal of last year’s trend. Historical average class sizes are also provided in Table 14. The number and percentage of large classes of 25 or more students has declined from 8% to 5%, a reduction of 15 large class sections at the middle schools from last year. The individual school charts in Table 14 show that all middle schools, except for Brown, have overall average class sizes that have increased slightly from last year; Brown’s overall average class size has decreased. Brown, however, also has the highest proportion of large classes of 25 or more students at 10% (16 classes), followed by Day with 5% large classes (11 classes) and Oak Hill with 3% large classes (5 classes). Bigelow has no classes with 25 or more students. Bigelow and Oak Hill have the most small classes under 20 students with 26% (30 classes) and 20% (29 classes), respectively. All four middle schools have approximately three quarters of their classes in the preferred range of 20-24 students. Table 15 focuses on team sizes and has been expanded this year to include additional statistics, including student-to-teacher ratios, to plan for future years rather than reporting historical trends. The new Table 15 provides detailed statistics on the average team and class sizes at each middle school at each grade level and provides five years of theoretical future team and class sizes based on November 2016 enrollment projections. The overall team size average for all grades is 88 students this year. For historical comparison, the average was 87 students last year and 91 students four years ago in 2012-13. The chart below provides a summary of middle school statistics.

Short-term Enrollment and Space Planning The district is currently planning for the upcoming 2017-18 school year in which overall enrollment stability is projected for middle schools; however, an enrollment increase in the sixth grade is anticipated to result in a significant increase at Day of 63 students. Also, in 2020, the current grades 2 and 3 of over 1,000 students will begin to arrive at the middle schools, prompting another expected significant increase in enrollment. This enrollment increase in 2020-21 of 126 students is expected to impact all schools, but more significantly at Brown, which is projected to increase by 70 students for an enrollment of over 800 students. In response to these anticipated changes, another periodic update to the district’s facilities assessment is scheduled that will focus on middle schools to support planning around space needs, deficits, and opportunities, including analysis of the space needs of district-wide special programs, many of which are located within middle schools and serve middle school students. The district-wide Facilities Assessment was conducted by HMFH Architects in 2007 and updated in 2011. This information has been instrumental in guiding the long-range facilities plan for elementary schools and other district planning including the 2013 renovation and expansion of Day Middle School and district’s use of modular classrooms. Please refer to the expanded Table 15 on theoretical future team and class sizes for the next five years through 2021-22. These future team and class size tables illustrate how middle school projected enrollment can theoretically be accommodated with expanded teams at Day and Brown that are similar to team structures recently utilized within the schools, although both Brown and Day have team sizes in some grades that would increase beyond district norms. By 2019, Day is projected to reach a total enrollment of over 1,000 students which has implications for capacity and operations. The following brief school-by-school review highlights enrollment planning needs for middle schools. Bigelow Enrollment at Bigelow is projected to remain stable for three of the next five years, effectively served by its current team structure of six teams with average team sizes of 89-90 students. In 2020, Bigelow is expected to enroll a larger than average sixth grade, which may result in the need for an adjustment to the team structure. Team size at Bigelow in the next five years is expected to peak at 90 students for two of the five years. Brown Brown is expected to enroll a sixth grade in 2017-18 that is smaller than the current grade. In the following 2018-19 school year, however, grade 6 enrollment is projected to return to typically higher levels. Therefore, some enrollment relief occurs at Brown prior to a student influx in 2020-21 as the large sixth grade arrives, contributing to a projected increase of 70 students and a total enrollment of 802 students. In the next five years, team sizes at Brown remain relatively stable, even with the expected growth, with 8.25 to 9.25 teams required for projected enrollment. After 2019, Brown is anticipated to have one grade each year with larger than average team size over 90 students.

Day Day is projected to increase by 63 students in 2017-18 and have a total enrollment of 985 students. When Day enrollment grows to more than 1,000 students in 2019-20, the overall enrollment change for the middle school grade level is a modest 33 students, with an increase of 24 students at Day. With enrollments of over 1,000 students, Day’s ancillary spaces become strained, especially the cafeteria and corridors. Between 2019 and 2021, when Day enrollment peaks at 1,026 students, team sizes at Day are expected to increase to between 92 to 97 students, the highest in the district. Oak Hill Oak Hill is projected to have stable but uneven grade sizes in the next five years that likely will result in team and staff adjustments of one quarter team each year. The number of teams is projected to range from 6.75 to 7.25 teams, with average team size ranges from 87 to 90 students over the next five years. Oak Hill will be impacted by the student assignment policy changes for Zervas that are planned to phase in over a six year period beginning in 2015-16. Future enrollment changes at Zervas, and the subsequent impact on Oak Hill, will continue to be an area of focus.

HIGH SCHOOL CLASS SIZES

This year, the overall average class size at Newton North continues to be stable at 21.6 students (compared to 21.7 students last year), while the overall average class size at Newton South has increased to 22.5 students, an increase of 1.4 students from last year. This is due in part to the larger than projected enrollment at Newton South this year (actual enrollment of 1,851 compared to projected enrollment of 1,801). The difference in average class size between the two high schools is 0.9 students this year, with a lower overall average class size at North. This is the typical pattern, as there are usually lower average class sizes at Newton North due to higher enrollment numbers in the College Prep (CP) level of classes, which require smaller class sizes. Table 16 displays average class sizes for the five major academic departments for each school, as well as historical comparisons, and provides a distribution of class sizes for the five major academic departments. During the annual budget process, high school class size data is used in a planning model designed to produce equitable class sizes at the two high schools. The differential in enrollment in CP level classes is evaluated annually. Factors that are finalized during the late spring and summer, after the completion of the budgeting cycle, ultimately result in the actual class size statistics at the high schools. These factors include: class enrollment decisions of students, staffing decisions including the distribution of faculty based on enrollment, shifts in actual enrollment versus projections, and the number of courses taken per student. This year, the lowest average class sizes at North are in the World Languages Department, with an average class size of 19.8 students, followed closely by the English Department, with 19.9 students. At South, the lowest average class size is in English with 21.3 students, followed by World Languages with 21.7 students. At North, the highest average class size is in Mathematics, with 23.3 students. At South, History and Mathematics (both with 23.5 students) have the highest average class sizes of the major academic disciplines. Table 17 details the number of classes by curriculum designation for each of the five major academic areas. This table includes three years of historical information as well as the current year. Table 18 provides another broad summary of class enrollment that totals the five academic areas by curriculum designation, including special education classes, for each high school for the current school year and for last year. Please note that Curriculum I and Curriculum II levels were renamed Advanced College Prep (ACP) and College Prep (CP) in 2014-15. Table 19 displays a detailed distribution of sections of courses within the five major academic areas with 25 or more students. The number of large classes at the high schools overall has increased this year from 22% to 29%, an increase of 59 large class sections from last year. This increase, however, is not consistent across the high schools. Newton North has 2 fewer large class sections this year, while Newton South has an increase of 61 sections of large classes with 25 or more students. This is consistent with the increase in enrollment at Newton South this year.

High School Departmental Enrollments (Tables 22 and 23) These tables provide the departmental enrollments since 2007, including the 5 major academic subjects plus Art, Music, Theatre, Business, Career & Technical Education, Technology/Engineering, and Physical Education/Wellness. Departmental enrollment compared to total school enrollment results in the average number of courses taken per student at each high school: 6.4 classes at Newton North and 7.0 classes at Newton South. Note that there may be some elective classes for which there is a difference in the scheduled number of blocks per course. These statistics do not include English Language Learner courses and special education course offerings. Components of Teaching Load at the High Schools (Tables 24-29) Tables 24 and 27 list several components of teaching load for all teachers by department including full-time teachers, part-time teachers, administrators who teach, and full-time teachers who teach in more than one department. The components of these tables include the following: the average number of students taught, the average number of students adjusted for the times each course meets per week with 4 periods as the standard, the average number of periods taught, and the average number of daily preparations. Tables 25 and 28 show the distribution of the number of periods taught by full-time faculty in each department at North and South High Schools. Tables 26 and 29 show a distribution of the number of weighted students (adjusted for the number of times a course meets) taught by full-time teachers in each high school department.

(1) Angier Elementary School, Newton's first priority for reconstruction in partnership with the MSBA, was completed and re-opened in January 2016. All programmatic functions required for an elementary school are appropriately sized and use of full-sized classrooms for other purposes is not required. (2) Burr's music room is shared with the after school program. (3) Cabot's cafeteria is located in one full size classroom. The literacy room is shared with staff of the learning center, ELL OT, PT, speech pathology, intervention aides and the math coach. (4) Countryside's auditorium is a multi-purpose space, including a cafeteria space and specialist spaces; Inclusion is shared with a special education program; Literacy shares with ELL and multiple other specialists.
