Greater Huddersfield Clinical Commissioning Group Chronic Pain Service Tender Contract Award The Board agreed at its meeting on 3 July 2012 that a sub committee be established to consider and approve the award of the Chronic Pain Service Contract. A formal tender process was undertaken for the provision of a Tier 2 Chronic Pain Service across the Greater Huddersfield Clinical Commissioning Group area. As a result of the tender process, the evaluation panel put forward a recommendation to award a contract for the service. The recommendation is to award a contract to Bidder 1 based on the outcome of the Award system scores. The total estimated cost for the delivery of the service by the recommended provider for the three year contract is ÂŁ570,000. A full discussion followed. Ann Ballarini explained that as she had stepped into the Senior Responsible Officer (SRO) role for this tender, Gill Galdins had also been invited to attend the meeting. Sandra Cheseldine queried whether approval from the Strategic Health Authority had been sought as this was a three year contract. Ann Ballarini confirmed that approval had been given by the Strategic Health Authority. Sandra commented that the service delivery for the preferred bidder had scored low and questioned whether there was confidence that they could deliver the service. Ann Ballarini responded confirming that as SRO she had overseen the quality assurance process. Ann confirmed that when the evaluation panel met they went through the scoring and where there were queries the panel asked for the evidence to be highlighted in the paperwork submitted that supported the scoring. Roger Grasby noted Ann Ballarini’s assurance that she had overseen the process and challenged the scoring where necessary. It was also noted that discussions had previously taken place at the Greater Huddersfield Clinical Commissioning Group Shadow Board Committee meeting held on 28 September 2011 who approved the recommendation to take the pain service to tender. The completed Equality Impact Assessment was also shared for information. The outcome of this meeting will be shared with the Cluster Board at its meeting on 27 September 2012. As part of the discussion it was agreed that it would be helpful in future tender processes for the weighting information to be available. The Sub Committee of the Board approved the recommendation made by the evaluation panel and award the recommended bidder a contract for the provision of a Tier 2 Chronic Pain Service for a period of 3 years commencing October 2012. Ann Ballarini will feedback the decision to the Bidders and the ten day cooling off period can begin.
