This report provides the final update on developments in establishing the new commissioning system and progress of the commissioning development milestones the Cluster Board is responsible for ensuring delivery against. Future reporting will be through the CCG, West Yorkshire CSU and Transition board reports.

1.0

Purpose of Report The purpose of this report is to provide the final update on establishing the local new commissioning system including the establishment of the four Clinical Commissioning Groups (CCGs), the West Yorkshire Commissioning Support Unit (WYCSU) and transition of Public Health to the respective Local Authorities.

2.0 Commissioning Development 2.1 During the past 18 months, CKW Cluster Board has received regular reports outlining progress and giving assurance that the new commissioning system is being developed. A monthly tracker has also been sent into the SHA monitoring this progress and ensuring that all the milestones are being met. As all four CCGs across CKW have applied for authorisation and the WYCSU has successfully met the three checkpoints set by the Business Development Unit, no further updates are required by the SHA. The four CCGs and the WYCSU are reporting individually to the Cluster Board and so the intention is that this report is the final update with the remaining areas relating to Public Health transition being reported through the Transition Steering Group.

2.2 West Yorkshire Commissioning Support Unit The WYCSU is continuing to recruit to its structure with the expectation that all posts will be filled by the end of January. It also met the deadline to have signed SLAs with all ten CCGs in West Yorkshire by end November. Further reports on progress will be through WYCSU report to the Cluster Board 2.3 Public Health Transition The three Public Health (PH) functions in Calderdale, Kirklees and Wakefield District PCTs each have a transition plan which was developed in partnership with their respective Local Authority and reflects the outputs from the national PH transition checklist. The PH functions continue to be accountable to the NHS Cluster Board during this transition year. Locally the governance of the process is being overseen by the joint Transition Board meetings with each respective Local Authority. Attached is an executive summary of progress (Appendix 1). The three Public Health teams have moved into their respective Local Authority offices. Progress is being made in relation to the transition milestones and further reports will be through the Transition Steering Group to the Cluster Board


2.4 Clinical Commissioning Groups (CCGs) All four CCGs have submitted applications for Authorisation and progress is as follows: Wave one NHS Calderdale CCG and NHS Wakefield CCGs have successfully completed the Authorisation process and received a letter of Authorisation dated 10th December with the same one condition for each CCG which is: “CCG must have a clear and credible integrated plan that meets with authorisation requirements� The level of support required to enable this to be completed is assessed as level II for Wakefield and level III for Calderdale. The Director of Operations and Assurance in the WY Area Team will support each CCG to develop a rectification plan to address any conditions and the CCG will be assessed before 31st March 2013 to see if the condition can be removed. Wave two NHS Greater Huddersfield CCG have successfully completed the Authorisation process and at the time of writing this report are awaiting the Authorisation letter. It is anticipated that the only condition would be relating to the 13/14 plan as above. Wave four NHS North Kirklees CCG have submitted an application for Authorisation and had a very successful site visit with only two red criteria. At the time of writing this report the CCG are completing the process to submit further evidence to remove the need for any conditions if possible. Their Authorisation letter is expected in February 2013. All four CCGs have agreed and signed an SLA with WYCSU by the milestone of the end of November and will have recruited to their structures by the end of January. As all four have successfully achieved Authorisation the need for further reports on their development is not required. Each CCG will report directly to the Cluster Board on the commissioning planning and delivery. 3.0

Recommendations It is recommended the Board: i)

Note the progress made in establishing the new commissioning system; and

ii)

Agree that future reporting on the remaining areas including Public Health transition will be through the Transition and Closedown report.
