Building the 21st century city by redesigning the modernist utopias. central neighbourhoods, where poverty coagulates. Along the Senne valley, where the engine of industrial productivity had a primary relevance until the mid-1950s, the poorest municipalities of the Region concentrate the highest percentages of immigrants and young unemployed. Besides being a symptom of a suffering democracy, the lack of social mobility engendered by scarce financial resources and by the pervasiveness of precarity, might increase enlarge socio-spatial segregation in the future. This will worsen the degradation of those urban areas, where weak and poor parts of society coexist, on the outlook for reciprocal support.

The modernistic city aimed to balance market and rights, productivity and reproduction. Today we know that this remains impossible: the contradictory and instable essence of capitalism has revealed the misunderstandings of an utopia, clashing with the speculative production of the city and the inefficiency of the welfare state. While claiming “less is more”, some major blunders have been produced: built structures that segregate and universalist life models. The modernist city indeed produced mass housing.

They represent a challenge that the current economic downturn is struggling to deal with. Transcending the rhetoric of failure, DESIGN STUDIO FALL SEMESTER 2014

the re-use of the large-scale social housing estates that fill the peripheries of European cities, could be potential sites for endorsing a resilient approach, triggered by demographic growth and by socio-cultural transformations occurring under the regime of flexibility, also known as precarity. As Brussels is a global city, these challenges occur in a permanent condition of economic competition that continuously intensifies the polarisation between rich and poor. Despite the current economic downturn and the ineluctable decline of industrial activities, the city continues to attract substantial migration waves as a consequence of its world city economy. Specifically, in the next 30 years the population of Brussels is expected to increase by approximately 180.000 people. A state of growing precarity intersects a condition of sociospatial segregation, aggravated by an administrative fragmentation that drains the redistributive fluids out of the historical

From this perspective it is crucial to note how the experiments of cohabitation currently performed in many European cities are not always the result of complementary needs but also of the preference for less lonely and individualistic frames of life. 1


The design studio, that thinks in terms of resilience, consequently, investigates a potential second life for some of the grey and stigmatized landmarks of modernist housing. These sites indeed still contain unexpressed potentials in terms of density and of their capability to activate a heterogeneous social capital. Can new forms of living be invented here, where density, intensity and diversity could meet the outlandish and the exceptional without normalizing it? Thinking in resilient terms, however, also requires to re-envision the urban ecologies in which these projects are embedded, and to overcome the conditions that engendered their present segregation, namely functionalism and homogeneity. Upon closer examination, part of this process takes already place: daily practices, site-specific conflicts and negotiations overwrite any built and ideological universalism. Exactly because of their out-of-scale size and marginal position, thinking in resilient terms, also means to question the impact and the role of these sites concerning the spatial patterns of urban growth. How could they re-conceptualize the relationship between built and unbuilt? How could they redefine urban ingredients such as the street and the park? How could they become an asset to embed wider flows of use and landscape dynamics? The design studio elaborates five case studies: Peterbos, Hunderenveld, Ganshoren Villa’s, Modelwijk and Versailles. The analysis and design articulates a reflection on the mentioned

issues, thus revealing the resilient potential of Brussels’ west side and illuminating some possible triggering mechanisms. The research was fuelled by the daily narratives of the inhabitants and by the spatial prerogatives of each site. Accordingly, both differentiating and transversal themes emerged across the sites. To begin with, the morphology of some of the case studies suggests spatial archetypes that articulate the open space, redefine the public, the private and the collective. In the sites of Peterbos and Versailles for example, the strategies suggest that, rather than being really exhausted, the public realm could actually correspond to the total of a gathering of collective practices, each of them continuously reinterpreting a common spatial infrastructure. Reminiscent of Cedric Price’s visionary projects, flexible structures that are able to support a continuous overlapping of programs and publics are envisioned. This way a sense of urbanity is generated, that is today still so absent from the modern esplanades over which high-rise slabs hover. By gradually scaling up the progression of gardens, courts and plazas, one intersects with the bigger pieces of the landscape, and addressing other rejected objects of the productive city, such as industrial platforms and segments of highways. The designs for Villa’s, Modelwijk and Hunderenveld illustrate how crucial are interfaces between densely inhabited patches and agricultural fields or a piece of forest, for ecology and liveability. Across them, speed will have to be

modulated: the efficiency of the public transport system will be increased, directly related to a decreasing use of the car. Consequently, the abundant asphalt in the city can be re-qualified. The critical mass of these large housing estates could more effectively activate and valorise social capital by fuelling the development of synergies not only among peer group citizens, but also and especially among different generations and groups. This observation is undoubtedly urged by the welfare state’s present inefficiency that is even more evident in those fragile parts of the city.

But the spatial support to social complementarities should certainly not become the pretext for an institutional disengagement: on the contrary it should provide the conditions for inserting a sensitive institutional presence, able to respond to citizens’ multiple needs. The emergence of new idiorrhythms could go hand in hand with the cultural paradigm of a liberated time and creativity. Services would be provided according to different socio-spatial needs, thus mobilizing several layers of our society and sustaining alternative forms of economic productivity. Also alternative educational horizons have been suggested. Proposals have gauged the possibility of installing

new multi-functional spaces reflecting more complex and open learning modes. These novel structures neither segregate the rituals of learning nor do they divide thought from action, theories from reality. Especially the cases of Peterbos and Versailles expanded on these scenarios. The design studio has produced different scenarios that formulate a renewed role for the big social housing estates. The studio re-contextualised, re-positioned these sites as triggers and pivotal elements of today’s urban complexity. DESIGN STUDIO FALL SEMESTER 2014

The boundaries of every single site have been opened, stretched, reshaped and exploded by a combination of sociospatial hypotheses reflecting on the biorhythms that will characterize the 21st century city. Interestingly, a western figure emerges, a figure that - at least in the case of Brussels west side- would confirm the thesis according to which resilience (and maybe resistance?) is strictly related to marginal and productive territories. These are, by definition, flexible and constantly under transformation. They

are the sites of re-invention of the city, in opposition to the rigidity of wellestablished spatial domains of power. And resilience, after all, comes from synergic environments and cooperative attitudes. EAST & WEST High-rise social housing estates have been part and parcel of the 20th century expansion of Brussels. At the time they were built, these complexes transcended the East-West distinction and formed part of the city’s second crown. Five thematic entry points help gain a better understanding of the mechanisms of spatial differentiation and marginalization occurring in Western Brussels. techniques. The new flats were technically better than the previous ones: they were equipped with electricity, flowing water and central heating. Modernism promised the future, but due circumstances finally transformed this utopia in a dystopia. Changes in society occurred almost simultaneously with the construction of numerous high-rise estates. Incomes increased spectacularly and housing shifted from shelter to a symbol of social status. Local authorities began to promote home-ownership, stimulating households to leave the high-rise estates when they could afford it. The remaining tenants saw themselves confronted with a process of stigmatization. Spatial features, and not just society, also evolved. Buildings constructed after the oil crisis in the 1970’s suffered from scarcity of materials, facilities, equipment and urban quality. They were often built on cheap land in the outskirts, far from job opportunities, schooling, shopping and recreation. Because of topography, the unequal development of Brussels becomes evident already in the Middle Ages. The Senne valley crosses Brussels from north to south asymmetrically. The wide valley bottom and the poorly drained slope in the west are often flooded, whereas the steeper eastern gradient is more habitable. The high plateaus in the east throne high above the city, and by no mistake this is where ecclesiastical, legislative and royal authorities symbolized their power through architecture. Brussels acquired the status of national capital after the independence of Belgium in 1830. Fuelled by the acceleration of 4

industrial development, the growth of the city rapidly expanded outside the city’s second wall. Again, it was oriented by topographical asymmetry. The industry found cheap land and workforce along the canal and the almost flat slopes of the left bank, whereas the wealthy classes retired to the higher plateaus in the east. After WW2 due to a double influx of migrants both from rural areas and the colonies Brussels was confronted with enormous housing needs. At that time modernist architecture was a commonly used solution for large-scale projects such as social housing, supported by new materials and fast construction

Though estates in the west and the east of Brussels share a peripheral location, in the latter case the estates were placed in proximity to already existing settlements and infrastructure connections. In the west, on the other hand, the estates frequently featured a more agricultural surrounding. After the 1980’s building maintenance reached its turning point. calculated accordingly, social housing societies have less resources to uphold their stock, and the estates’ reputation continues to plummet. Concerning demographic evolution, migration flows have steadily transformed its human fabric and social context. A decade ago the Brussels Capital Region had less than one million inhabitants. Projections foresee this population to be higher than 1,3 million people in 2060. Through the decades migration waves have intersected Brussels’ asymmetric development: the former industrial axis in the west housed an creasing number of immigrants. This formed the basis for an east-west contraposition, leading to the emergence of a “poor crescent”.

Strong ‘internal’ flows contrast with a lack of interaction with their surroundings. A closer look at the different cases furthers our understanding of these socio-spatial dynamics. From northwestern to south-eastern sites, income per inhabitant and health indicators are very different. Especially in the west the quality of living has sharply declined, with decayed housing, absent parks and the consequences of heavy traffic dominating the scene. Most of the housing complexes investigated feature over-dimensioned open spaces, designed as counterweight to an array of existenzminimum apartments. In most cases it remains a challenge for insiders and outsiders alike to linger on in the designed open emptiness, especially when community and commercial functions are scarce. Modelwijk, explicitly designed by Renaat Braem as an island, and Versailles, tucked behind the royal gardens and the canal epitomise thisdisconnected nature. Rather than an active ‘inside’ usage, activities concentrate on the edges of sites. Social housing estates in the east, on the other hand, are often well incorporated in the urban tissue and feature smaller open DESIGN STUDIO FALL SEMESTER 2014

spaces. With the exception of the Ieder zijn Huis site where ground floor plints host active commerce, most estates tend to be used only as transit zones. The endowment of over-dimensioned open spaces, aggravated by the absence or demise of programmes other than residential use marks a palpable difference between Western and Eastern estates. In Eland, a site where accessible green space is limited, residents have annexed a piece of forest to make place for a community garden. On the other hand, these differences are not necessarily reinforced by a lack of mixed programme within the sites, as this feature is shared by a majority of estates. The more intimate spaces in Lambertusberg, which are not fully public, illustrate the advantages of scale and mixed property regimes. Possibilities for social control over smaller spaces follows suit. On both sides of the pentagon sites lack a mixed programme at their cores, and not just along their perimeter. Undeniably this feature entails poor usage of open spaces, where size alone cannot influence exchange and belonging. The buildings forming a wall on one of Modelwijk’s edges, or the courtyards of Versailles reveal the introverted design of the housing estates, contrasting with the common spaces of Merlo.

Social mobility is generally low although the housing estates are the setting of a wide variety of turnover rates, depending on management conditions. The isolated condition of these social housing estates can be better grasped by looking at various flows and how these intersect (or not) the self-contained housing complexes. The lack of morphological continuity with the existing built fabric was expected to embody autonomy and selfsufficiency, with no need for residents to travel daily for basic shopping or leisure

activities. Nonetheless, social housing’s weak adaptive capacity does not seem to provide enough opportunities for residents to reside on-site at all times. Strong ‘internal’ flows contrast with a lack of interaction with their surroundings. With few exceptions, public transport lines terminate where the social housing estates begin. Given the limited possession of automobiles among residents, the efficiency of public transport determines accessibility to jobs, services and other social activities. In parallel an abundance of free parking is made available for commuters from outside. Unsurprisingly, the recent landscaping and cosmetic makeover of open spaces around the slabs of Hunderenveld and the towers of Villa’s show no integrating impact. Social mobility is generally low although the housing estates are the setting of a wide variety of turnover rates, depending on management conditions. While turnover rates may be high within the same housing areas, such as in Versailles, in other cases long-term residents find difficulty in staying on once their profile no longer fits the requirements of allocation. A wedded son’s departure may have heavy consequences for the well-being of a single elderly mother. The complex coexistence of social housing companies may mean the needs of different “passports” become conflicting, as the Peterbos case illustrates. These issues are made more complex by the proximity of all sites to the border between Brussels and Flanders. Investigating the thickness of this border beyond its administrative meaning - with alertness means unfolding a diffuse and percolating space. Along this edge, social housing estates coagulate as enclaves: when driving along the ring that only the West of Brussels really has, they sculpturally showcase what is left of the modernist park-city: by shifting attention to those urban ecologies, the thickness takes shape and can be employed to hasten, rather than delay, inclusion. 5


Learning from Villa’s We don’t start with the rash question of whether high-­rise (social) housing is “good” or “bad”. Rather, the proposals capitalize on the potentials the Villa’s complex have made explicit. Brussels is often defined by dualisms: centre versus border, poor versus rich, Dutch versus French, East versus West. On the Western side of the canal there is a rising demand for housing. In Brussels West there is also room for development, in contrast with common descriptions of a run-down and overly dense environment. Tackling these dualisms and contradictions is the main driver for redesigning Villa’s while considering future projections for recovering coherence in the area’s overall development. Along the edge of Brussels – not just in the West – a variety of high-­rise building projects have found place along the border with Flanders. “Les Villas” in Ganshoren is one of these complexes, a perfect embodiment of a vertical garden city made of towers surrounded by lavish vegetation. PRINCIPLES OF AN INTENSE DENSITY The strategies represent a quest for engendering a dialectic relationship between the ecologies and the economies of urbanism. This dialogue is expressed by means of densifying and intensifying the border condition of Flanders and Brussels. The existing infrastructure of the ring will act as a backbone for development, effectively transforming the car-based radial transport system into a multimodal network. Re-visiting this infrastructure will structurally support the increasing density around the ring. In time, this

concrete border will transform into a more adaptive system. By combining complementarities, several basic principles are proposed to install a new urban metabolism based on a dialogue between ecological systems and urban ecologies. The working principles are proposed on

the one hand for generating an improved natural landscape and for recovering the role of ecological systems within the city; on the other hand for installing a more vibrant relationship between built form, adaptive morphologies and novel mixeduse programmes.

TOWER POWER The structure of the ring is used as a defining element for densification, together with the surrounding landscape. This set of principles is the main working base proposed for the intensification and densification of Brussels West, based on reconfiguring the border with Flanders and imaging ways for the assets of Villa’s to pervade the re-design of the city as a whole. Different processes and results will affect the open and the built spaces. The recovery of the blue system creates the opportunity to articulate collective, private and public within a new landscape: allotment gardens mediating the shift to the public space, new green attractions and new paths across a reclaimed valley. High rises on the other hand give the possibility to liberate more open space for additional gardens, but also for collecting water. The rooftops could be used for aggregating activities - education and leisure for example - but also to accumulate energy thanks to the presence of solar panels. (Supra)local Site “Forget the damned motor car and build cities for lovers and friends.� (Lewis Mumford) Brussels is a city in transition with metropolitan challenges such as unemployment and housing shortage. From the perspective of Brussels’ core, large-scale social housing districts are located at the edge of the city and appear as big and lonely landmarks against the background of a low-lying cityscape. Though today they are commonly considered as problematic areas, these sites have the potential to reconfigure the metropolitan area of Brussels and help tackle its future defies.

Peterbos is strategically located next to the ring and along the border between Flanders and Brussels. The neighbourhood is viewed and experienced as a self-sufficient and isolated splinter that, in time, has become the victim of its success. Today it offers ground only for an introverted ecology lacking breadth and breath. Its isolation is multi-dimensional. It is rooted in scarce employment opportunities, general stigmatization and the erection of borders of both tangible and intangible nature. The reinforcement

of its difference is sharpened by new developments that rise along its edges in total contrast with the modernist slabs of Peterbos. Within its boundaries however, Peterbos contains the seeds of recovery, and can prepare for a time of inversion, where a border becomes a threshold to be crossed many times rather than an edge to be avoided. The projects address the socio-spatial conditions for an amplified state of exchange, based on a rich mix of inhabitants and on the activation of the spatial potential.

(RE)PULSING PETERBOS How can a (re)pulsing residue become a pulsing place? This question leads our design based exploration and the re-invention of the site. The ambition to recover Peterbos’ beating nature is two-fold: on the one hand the seeds from within are given room to breathe outside of their present spaces of restrained occupation. On the other hand, by creating a supra-local and multi-functional figure of which Peterbos is a piece, the isolation is broken. New functions are added, while existing productivity such as agriculture is enhanced and preserved to sustain future growth. This new figure provokes exchange, allowing Peterbos to pulse out of its present site. The strategies mediate between adding density and keeping space open. Interventions in the existing urban tissue transform the static city and reactivate the big, the bad and the ugly, prototypically reshaping the future city.

A ‘RINGSTAD’ “The hybridization of architecture and landscape can unite a fragmented urban area in a unifying state by design proposal that can capture the complexity of areas undergoing transformation.” (James Corner) The 20th century expansion of Brussels is an urban-rural (rurban) fringe. It is a zone of transition between the built-up area and the rural hinterland. It is composed of complex landscapes and embeds different functions, in perpetual competition with each other to dominate the surrounding territory. In this fringe the ‘ringculture’ of Neutelings arises. It is in the outskirts of the old city that the modernist just society has emerged. The division of life along the lines of ‘living, working and recreation’ were the starting point of enclaved areas and a car-oriented planning. This ring sways around big boxes: the horizontal shopping malls on one hand, the vertical housing complexes on the other. Functions have been planned, assigned and built. Anything else was leftover, empty space that still today remains unclaimed. These 20th century artefacts (the ring, the box, the empty space) will be the flexible elements transforming this fringe into a dynamic ‘ringstad’. The ring will

become a structural backbone, physically structuring the area but dynamically responding to new living patterns. Simultaneously the natural landscape will become a characteristic feature in the transformation process. Using ecological landscapes progressively will be crucial not only for generating a liveable environment, but also to emphasize identity and encourage place-making. The dichotomy between the built and the un-built will dissolve. Empty spaces will become the breeding grounds for the development of ideas and introducing temporary events will activate sites that are currently forgotten. Crossing Figures in Modelwijk “In contrast to the disordered environment, I wanted to create an evident orderly place with wide horizons...it would be an island of clarity and joy, created through deliberate planning of space”. (Renaat Braem) By design, form, and function Modelwijk is an “island”, situated at the edge of the administrative border of Brussels. It is part of a collection of urban, large scale, mono-functional clusters and a continuous urban figure expanding from Brussels into Flanders. The conditions that generate this archipelago are related to the tension between the urban and the rural landscape, within a peri-urban margin which combines characteristics of both. This is the environment of our archipelago. Despite the ocean, from the island there always is a mainland to return to. With this perspective, among many different arms and green fingers, we detected an urban arm stretching out from the Brussels region towards Wemmel. This arm is defined by the historical expansion of the Brussels urban tissue across the border of the region and connecting with Wemmel. The Modelwijk site acts as an elbow and as an island, by articulating the urban and the rural, Brussels Capital region and Flanders. The arm concept stresses the need of communication between the two sides, despite the kafkaian administrative border; the archipelago-island metaphor leads to speculate about the surrounding Ocean and the devices for a balanced accessibility to the islands. Led by these two concepts the project will explore and speculate about the fringe condition and the safeguard of a peri-urban landscape.

A WESTLAND OF DIVERSITY “A city’s porosity involves the possibility of a permeable space. Public facilities can play an incredible role in this regard.” (Bernardo Secchi) Western Brussels is an unconsolidated and incoherent territory. It is a juxtaposition of big entities within an undefined but variegated landscape. The project aims to exploit and connect these diverse qualities by weaving them into what will become a park for the 21st century city. As a counterpoint to asymmetrical development of open space in Brussels, this new figure of urban vigour will be located in the West. Designing the interface between heterogeneous but coexisting landscapes and urban clusters is the main point of departure. The area’s porosity and coherence are questioned and reconfigured.

Along this line opportunities like the new national stadium are used to introduce density and mixity in order to reinforce a more urban quality. Complementing the ‘High and Dense’ tram-based route, a ‘Low and Slow’ line guarantees the necessary floodable areas in the valley. The latter sustains the formation of enhanced ecologies where existing and new planting along the high-speed infrastructure is integrated. Purification platforms that treat runoff water communicate with the ‘low’ as an additional asset. The two lines stitch together islands, patches and residual spaces, nurturing a Westland where there used to be little more than wasted opportunities. 20

A MODELwijk MOBILITY “Transportation lines help to intensify land use.” (Marcel Smets) A diffused sprawl is relentlessly contaminating the space left open between the more dense urban limbs reaching out from the metropolitan area of Brussels into its surrounding territories. To contrast this phenomenon, a more compact figure is required. This entails a reflection on how people live, move ad work in and around the capital of Belgium. Modelwijk exemplifies the contradiction of current mobility patterns as it emblematically lies at the terminus of a metro line and offers free parking to commuters from Flanders. It is also located along one of Brussels’ sprawling arms that reaches out and across administrative, political and infrastructural borders between Flanders and Brussels. It stands as a mono-functional entity, concentrating density without intensity. Our proposal designs diversity by introducing mixity.

Land use is intensified and densified along and around the proposed extension of tramline 53. By inverting the profile of the urban arm, building heights and uses are articulated in order to create a dense and intense environment. Together with the tramline a qualitative promenade forms the backbone of the new armature. This public spine is framed by buildings of increasing height as one moves farther out, marking a clear edge onto the landscape without avoiding views onto it. The highest constructions stand at

the edge of a restored set of open spaces, where everything else is gradually eroded away: unsustainable villas, fermettes and allotments. The proposal learns from Modelwijk, where the erection of a landmark has also been a topographical statement. Densification is proposed by taking into flood-prone areas and agricultural activities at different scales. The urban armature features a diverse programme, a mixity of atmospheres and a variety of (semi-)public spaces. It is well defined, yet has a porous and open design.

Building a hybridge in Hunderenveld The ‘hybridge’ re-structures Brussels’ DNA by recombining functions and spaces to achieve hybrid forms of urbanity that can face the challenges of future growth.

The three high-rise slabs of Hunderenveld concentrate almost 50% of the social housing located in the neighborhood of Sint-Agatha Berchem. This is one of the main reasons behind its stigmatization, further enhanced by its alienated modernist architecture evidently standing out in the surrounding tissue. Trapped in the fringe between Brussels and Flanders, Hunderenveld finds itself in an unconsolidated area that features selfreferential patches of industry, shopping centers and office spaces.

SPINAL VALLEY Topography’s crucial role for Brussels is re-gained by articulating its valleys. Operating at city-scale, this concept recovers the valleys of Brussels as a comprehensive structure by means of three objectives: (1) Backbone Structuring growth by keeping place free for nature and densifying around it; (2) Interface - Creating a network of spaces in and around the valleys for recreation, social interaction and widely accessible activities; (3) Green lungs: Providing more coherent room for nature in all its expressions to improve the valleys’ ecologies, extending improvement around them. To implement these ambitions three different intensities of intervention have been defined for the Molenbeek Valley. In the core area landowners can be expropriated to renaturate the rivers and to articulate the main axis of the valley. A system of pathways will orient visitors through areas where nature will have reconquered the valley. In the main area the government can make use of the preemption right and in the phase-out area the concession of building permits will fade out to give more room to the valley. These last two areas combined represent the spaces of the domesticated valley. Here, a combination of natural, economic, and leisure functions, connected through paths and interaction platforms, will preserve the open landscapes for the future. To compensate for the clearing of the valleys densification is expected; this will be concentrated at the edges of the valley in the form of multi-functional high-rise living in the “hybridge”.

RE-CODING BUILDING BLOCKS Manipulating the city’s acquired genes inspires a slower but denser urban living. This strategy focuses on manipulating the acquired gene of the city, considered as its layered morphologies and their transformation over time. It is inspired by experiments in genetic manipulation that have affirmed how small and soft tranfromations are sufficient to generate fundamental changes on the mid-term and long-run. In order to transform the acquired gene of the city to cope with the increasing population growth of Brussels, both density and intensity have to be

increased. To create a more liveable city, future transformations will re-code the existing tissue and infrastructure. By re-configuring mono-functional patches in order to create mixed functions, the remaining open space can be developed coherently. Areas near the ring and existing railway lines are capitalised upon to reinforce a modal shift, connecting car users to public transport as they enter the city. In the search for a better liveable city, the area of asphalt is reduced

and public space is introduced on the existing roads. Open plots, parking areas and non-residential buildings will slowly transform into high density housing with concentrated car parking, commercial and public spaces. Walking becomes popular to access the neighborhood and increases the social interaction between people and allows the introduction of new facilities and public spaces along the street to create a “slow-city” in the Belgian districts.

MENDING THE GAPS Mending a gap does not necessarily equate with infill or densification. In Neder-over-Hembeek a physical gap between its residents and their surroundings exists at various scales. It is epitomised by the presence of the canal and the Royal Gardens and echoed by a social segregation that finds the inhabitants of Versailles as further secluded from their neighbours by poverty, education level and age. Within this multi-scalar and multi-dimensional set of gaps, a system of under-utilised, under-exploited and residual open spaces sustains a general lack of interaction. METABOLISING VERSAILLES The transformation into a productive landscape entails setting the socio-economic and spatial conditions for the currently excluded and stigmatised dwellers to learn new skills and empower existing ecologies. The initial goal of this design strategy is the transformation of a social housing neighbourhood that today has little meaning for Brussels or Flanders, and struggles to signify even to its own dwellers. The revised settings will provide possibilities for local ecologies to expand and intersect a supra-local system of job opportunities, services and activities. In short, the site will be ‘metabolised’ in order to overcome the social and spatial isolation within the north-western Brussels region. The design strategies propose Versailles’ makeover from a site of unexpressed potential to a productive learning centre. The latter will target mainly local needs, using existing initiatives in the neighbourhood and the spatial potentials of the site as a starting point. A vocational school proposing a varied curriculum - including training in nursing, cooking, agri- and horticulture will provide fresh skills to local inhabitants and enhance on-site productivity. More specifically, rather than remaining pentagon-centric, the residents of Versailles and their close neighbours will open their freshly-acquired skills to both sides of the Brussels-Flanders border. The result is a learn-live-work platform that will trigger a re-colonisation of the neighbourhood by means of generating a multi-dimensional environment of living,

training and working. Design proposals aim to stimulate local entrepreneurship as to provide for site-specific needs and reposition the area within its surroundings by generating a local metabolism where productivity, knowledge and services support one another. It will ultimately create a more vibrant Versailles that can regain its purpose towards itself and towards Flanders.

Design proposals aim to stimulate local entrepreneurship as to provide for site-specific needs and re-position the area within its surroundings by generating a local metabolism where productivity, knowledge and services support one another. We stimulate young people to take the lead and organise activities. When they come up with an idea we assist them in organising it.

We really need a local shop with reasonable prices. Now we have to go to Rue de Wand or Delhaize to do all of our groceries.

We're not allowed to use the platforms for activities because of safety reasons.
