Our Mission
Safe, healthy, and spiritually strong. This is our resolute vision as we work to support Native children along the broad continuum of their lives. We are proud to have delivered programs, training, and advocacy over the last year designed to improve the lives of Native children and youth by helping tribes and other service providers implement services that are culturally competent, community-based, and focused on families’ strengths and assets.
The National Indian Child Welfare Association (NICWA) is dedicated to the well-being of American Indian/Alaska Native children.
Our Vision Every Indian child must have access to community-based, culturally appropriate services that help them grow up safe, healthy, and spiritually strong—free from abuse, neglect, sexual exploitation, and the damaging effects of substance abuse.
The scope of work is vast. The people we touch are many: tribes, tribal leaders, families, child welfare workers and advocates, health care providers, federal agencies, local governments, teachers, lawyers. We appreciate the opportunity to share this annual report with you—to step back and recognize the impact of our collective strength to protect Native children and keep them connected to their family, community, and culture. In the pages of this report, you will hear from members, staff, board, and friends whose profoundly personal connections to NICWA show how far and wide our mission and work is being felt in Indian Country. Cassondra Church, MSW (Pokagon Band of Potawatomi Indians), NICWA board member, is a law student
aspiring to work as an attorney in family law and Indigenous law with an emphasis in child welfare. This past year, Cassondra’s role as a NICWA youth board member informed the development of a youth engagement toolkit for tribal leadership in partnership with the National Congress of American Indians, National Indian Education Association, and National Indian Health Board through the First Kids 1st initiative.

Many Indian people believe that our ancestors’ teachings are with us— especially as children—and everyone plays an active role in raising a child. Years ago, when the formal U.S. child welfare system was created, it was biased against raising children in this way—as a community. While you do this heart work, remember our ancestors’ teachings because they guide us. As we advocate for Native children, their voices and full potential, remember your part in making them and our communities stronger. I’ve been doing this work for more than 35 years, and your continued dedication to strong children, families, and communities still energizes me. Thank you for standing with NICWA, Terry

of experience in child welfare including 10 years of direct practice. Through our relentless advocacy, NICWA has brought more than $3 billion in new funding to tribal child and family services over the last 20 years.

It is taught to us that we all offer something to contribute to the bigger picture—the health and wellness of our people. I think of family, and I naturally think of the Coast Salish longhouses. A longhouse’s structure pillars our ancestors, grandparents, parents, and kids. Our home is built strong when the people whom it shelters come together. Like the longhouse, we follow the spirit of our ancestors to guide our everyday moves, and we go to our elders to expand on our skills and knowledge to grow and heal. Hy’sxwqe, Becky
Becky Kinley (Lummi Nation) is the youth leadership manager and social marketing
coordinator at Lummi Nation Behavioral Health Division. Becky has been an important part of our work in tribal systems of care. This year, NICWA program staff provided 22 technical assistance site visits with 13 communities, each visit tailored to each community’s needs.

Maybe you’re afraid or you’ve never met other adoptees, but I’m one. There are thousands of us. I can assure you regardless of how you came to be placed in a home away from your family and community—you are thought of. You were not forgotten. Being born Indian is something that you are; no one can take that away from you. You are not alone because of our mothers, fathers, grandparents, and all the individuals behind us. The spiritual umbilical cord connects us together. We have to stop speaking as if we are individuals. In health and happiness, Sandy
Sandy White Hawk (Rosebud Sioux Tribe) is an adult adoptee and the founder and director
of the First Nations Repatriation Institute. Each year, Sandy holds a gathering of adult adoptees at our annual conference. With contributions like Sandy’s, NICWA’s 36th Annual Protecting Our Children Conference engaged a cross-section of community experts with 320 tribes and 46 states and provinces represented and 1,280 individuals participated in 65 workshops about the well-being of Native children and families.

What a year this has been as a single foster mom of two preteen boys. We have shined, failed, and slogged it out through tough stuff. I fought for them in a court system that does not support me or serve them. I advocated for their health care. I educated teachers, superintendents, and peers about what foster care means to our youth. I am proximate to their pain and carry my own. I know you do this too. You are fighting for our children in every way you can. Love is not just the American Pollyannaish version of love. Love is messy. As foster parents, we meet love in the mess with courage and commitment. Even when we feel we cannot take one more step, we do. My message to you: Be audacious in the coming year. Make your Ancestors proud. I pray to the Creator every day for all of us. My hands are raised to you, Becky

When I am struggling, NICWA staff and members always know the answer or can point me in the right direction. Reach out, ask questions, send staff to trainings, and use the member directory to unite with advocates nationwide to keep Native children and families together. There is a quote from Archimedes: “Give me a lever long enough and a fulcrum on which to place it, and I shall move the world.” For me, in my everyday work, NICWA is my lever. Donalyn Sarracino (Pueblo of Acoma) is the founder of New Mexico Tribal Indian Children Consortium (NMTIC) which is the 2018 NICWA Member Program of the Year. Because of dedicated member programs like NMTIC, this past year’s membership network totaled 900+ members with over 250 members attending member-only webinars.

Sarah Kastelic (Alutiiq) is the executive director of NICWA. We know that tribes are working
hard to improve their child welfare systems, often doing so on limited funding and within wider state-controlled systems. This year, we launched the Improving Child Outcomes for Oregon Tribes—ICWA Implementation Project. Funded by the Oregon Community Foundation, this project will pilot a Member Activation Indian Child Welfare Toolkit to help improve local county ICWA compliance.

In child welfare, an urgent issue is the well-being of Native families. As the number of removals from families and time in foster care decreases for almost all ethnic and cultural groups, the number of Native children in care rises. Often, those working with families do not understand issues of tribal sovereignty and the reasons for ICWA legislation. You may not hear these discussions in the classroom or workplace. Sometimes, you’ll have to educate your colleagues. Often front-line child welfare workers, administrators, and teachers need education and support to improve outcomes of those whose lives we touch. Keep connecting with people and groups, like NICWA, that make a difference to reverse the problematic removal of children from their families and communities. Melanie Sage, PhD, is an assistant professor at University at Buffalo SUNY and a principal investigator
with the North Dakota ICWA Partnership. For any new or seasoned social worker, NICWA’s training institutes and online ICWA course are cost-effective professional development opportunities that help with the ever-changing field of child welfare. This year’s training institutes included 317 participants from over 30 states and provinces.

Rosie is in elementary school and is an adoptee who has stayed within her tribe. Stories like hers
remind us of the important work we do to keep Native children surrounded by their culture and heritage. ICWA was passed in 1978 to prevent the unnecessary removal of Native children from their family and community. Today, however, ICWA is not consistently implemented, and opponents continue to file lawsuits alleging a violation of the United States Constitution. We continue to uphold the law to make sure we are doing what is best for Native children. This year alone we have provided 80 pages of testimony allowing us to influence different pieces of legislation and agency policy covering healthcare, child welfare, children’s mental health policy, and budget issues.

Angela Connor (Choctaw), NICWA board member, is the assistant director of foster care/
training for Choctaw Nation’s Children and Family Services. This past year, NICWA published a Pathways Practice Digest focused on a tribal child welfare code of ethics, including core competencies for tribal child welfare workers. This new material can be used in many ways, from a tribal child welfare program adopting their own code to sharing it with staff and families as an educational tool.

I grew up in Qikiktagruk, Alaska, a small Inuit community 30 miles above the Arctic Circle. Growing up, I have been taught that elders and youth have a sacred relationship and responsibility to learn from each other. As a young person, I know I have a lot to learn, and there is no greater responsibility than passing down your knowledge to the next generations. In this journey of protecting Native children, I ask you to teach me how to ensure every child, whether in the foster care system or away from home, knows who they are. Teressa Unaliin Baldwin (Inupiaq), NICWA youth board member, is pursuing a master’s degree
in advanced clinical social work with a focus on mental health from Columbia University. Teressa served as an emcee for NICWA’s 36th annual conference, where plenary sessions from her home state of Alaska featured a panel on the 2017 Alaska Tribal Child Welfare Compact and an intergenerational dialogue about stewarding the transfer of knowledge by knowing, living, and loving who we are.

When we talk about our work, it’s not difficult to address why NICWA exists today. It’s hard to meet a Native family not impacted by the historical, generational trauma of the removal of children from families and their tribal culture. As NICWA staff, we take phone calls from many people looking for help with ICWA compliance, legal assistance, and emotional support. These phone calls are one important way that we unite with a broader community of child advocates to support Native families.
