ABUJA - The issue of the country’s rising debt profile

was yesterday, the major concern of the National Confab Committee on Public Finance as members sought to know the level of control the Debt Management Office has on state governments as regards to borrowing. The Director General, Dr. Abraham Nwankwo, insisted that borrowing and debt management are part of modern economy. He gave examples of countries like Germany and UK that have strong and frugal economy but still borrow. He was the first guest of the Committee. In his presentation, he put the nation’s external debt at 9.16 billion dollars, with the states having approximately 2.8 billion dollars. According to him, States account for 18 per cent of domestic debts while the federal government accounts for 82 per cent. The laws guiding borrowing, he said, stipulate that no state can borrow except with the expressed permission of the National Assembly; and any state that does not conform with the stipulation

would be seen as committing an illegality. States also require the approval of the Finance Minister to borrow from the capital market, he added. For States to borrow in whatever form, they must obtain the approval of their respective Houses of Assembly. Dr. Nwankwo explained that it was the responsibility of SEC to ensure that the money borrowed from the capital market by the States is judiciously utilised. He said in 2007, the DMO took a decision to help states establish debt management departments to reconstruct their debt profile, particularly domestic debt which he put at N8.7 trillion, excluding debts owed local contractors. Contractor ’s debt is not included because it is a structured debt and usually provided for in the budget. The Committee Chairman, Senator Adamu Aliero, expressed concern over the action of State governments who borrow money indiscriminately from foreign sources without due process. He sought explanation from the DMO why it was so. The Director General’s response was that relevant agencies of government saddled with the responsibility of tackling states that violate the laws regarding debt

should take appropriate action. While Nigeria’s cumulative debt at N10.1 trillion, about 10 per cent of the nation’s GDP, Dr. Nwankwo, insisted that Nigeria has been consistent in servicing all its loans. A member of the Committee, Col Bala Mande expressed worries over the tripling of the nation’s debt and wanted to know the relationships between the DMO and other relevant agencies like EFCC and ICPC. Another member, Chief Dipreye Alamieyeseigha wanted to know how effective the control mechanisms are regarding borrowing, given that most States do not conform with laid down prescriptions. Dr. Nwankwo explained that the DMO works with State governments but has no relationship with either EFCC or ICPC, since the DMO was not a law enforcement agency. On the effectiveness of the mechanism to control State governments, he said the DMO could do anything once the State Assemblies okay such loans as stipulated by the law. He said the citizens have the responsibility of ensuring

borrowed money judiciously. The committee also met with the delegation of the National Planning Commission led by Mr. Tunde Lawal, a Director of Micro Economic Analysis, who represented the Minister of National Planning, Shehu Yuguda. Mr Lawal briefed the committee on the state of the nation’s public finance and the role of national budget in public finance management. He said deficit financing was inevitable for a developing nation like Nigeria and listed the major sources of Public Finance to include Federation Account, Value Added Tax and oil revenue which constitute about 76 per cent. He said the net federally collected revenue in 2013 was N6 trillion, while oil revenue accounted for 76 per cent of all net revenue accruing to federal government. · The GDP in 2013 was 9.8 per cent · Value added tax 16 per cent, customs 9’percent · Non-oil tax increased from N1.5 trillion in 2010 to 2.1 trillion in 2013. He stressed the need to tackle issues of waivers and exemptions, and said government was working towards reducing recurrent expenditure.

CBN laments low participation

Cashless policy: YOLA - The Acting Governor of Central Bank of Nigerian CBN, Dr. Sarah Alade, yesterday expressed concern over low participation of stakeholders in the effective implementation of cashless policy. Alade expressed the concern in a key note address at the cashless policy sensitisation in Yola. She said that while the CBN was playing a leading role in its development and implementation, there was also need for effective cooperation among stakeholders for it to succeed. “Operators, merchants, the government, among others are extremely important in the implementation of the cashless policy. “The policy, if properly supported and implemented will ensure the efficiency of Nigeria’s payment system. “It will contribute to the country’s economic and social development through increased financial resources,” Alade said. Alade, who was represented by Alhaji Yahya Lawal, the Yola Branch Controller of the bank, said the success of the policy depended on the cooperation of all.

Alade said that since the introduction of the policy in 2010, the apex bank had embarked on the repositioning of the nation’s financial system. “In this journey, we require the cooperation of all parties so that we can bequeath a safer, more efficient and effective payments system,” she said. Mr Aaron Yaduma, Head of CBN’s Shared Services, said the cashless policy was introduced to meet Vision 20:2020 requirement. Yaduma said that the policy was not intended to eliminate the use of physical cash for payment but rather to reduce other ills associated with it. Gov. Murtala Nyako of Adamawa, who was represented by the Commissioner for Finance, Alhaji Ibrahim Vokna, lauded the CBN for the cashless policy. Nyako said the policy had improved financial transactions as well as curtailed financial irregularities in the country. He, however, tasked the CBN to do more in the sensitisation of the people, especially those living in the rural areas on the benefits of the policy. “The state government will soon ensure that all ministries, departments and agencies are linked with e-payment,” he said.

IFAD Commends Beneficiaries Of Programme AKURE- The International Fund for Agricultural Development (IFAD) has rated high, beneficiaries of the organisation’s programme in 27 communities in Ondo State. A consultant to IFAD, Prof. Jones Lemchi, gave the verdict in an interview with newsmen after his team visited some benefiting communities in the state. Lemchi, who commended the beneficiaries for their tremendous commitment to the programme, said IFAD would assist in tackling poverty. He said the programme was jointly being funded by IFAD, NDDC, Federal Government, Ondo Government, local government councils and benefiting communities. Lemchi said IFAD benefiting groups were involved in livestock, crop production, piggery, and poultry initiatives. “ The goal of the programme is to improve the standard of people living in a rural area in Niger Delta states and making life more meaningful to them “ The purpose of our inspection is to showcase how benefiting groups use the available funds given to them and to know the area of their challenges. “ The performance of the benefiting groups in 27

LAGOS-The Western Marine Command (WMC) of the Nigeria Customs Service (NCS) has said that it impounded goods worth N13.3 million between January and April. The Public Relations Officer of the Command, Ms Ngozi Okwara, said in a statement in Lagos that the amount was against the N16 million worth of goods recorded during the same period in 2013. She said the breakdown of the seizures included 769 bags of rice and 715 cartons of poultry products among others. Okwara said that many of the seized items were intercepted at different locations at Idiroko, Badagry and Yekeme. She also said that nobody was arrested in conection with the seizure as suspects jumped into the water on sighting the security officials.

Oyo To Complete Abandoned IBADAN- The Oyo State Water Projects Government has promised to complete all abandoned water projects before the end of the tenure of the present administration. Mr Wale Adeoye, the state Commissioner for Water Resources, told newsmen in Ibadan that Governor Abiola Ajimobi had resolved to provide potable water to all residents. Adeoye said this informed the governor’s decision to revive the Asejire water works after it was abandoned for 17 years. “The Oyo Government is committed to providing drinkable water to every resident’s home, including those in rural communities,” he said.

Adeoye said government rehabilitated the Asejire water scheme under an emergency plan, adding that there were plans to rehabilitate all existing bore holes in local government areas. “The state government has awarded a contract for bore hole construction in all the 33 local government areas,” said Adeoye. He also said that the government had committed about N575 million to complete the Ajumose water supply scheme. “Under this arrangement, 10 hand pumps and one motorised mini-water scheme is being provided to boost

water supply to the people of the state,” he said. Adeoye said government would soon mobilise the contractors to site to enable them complete the project under a 40-month deadline. Government, he further said, was trying to sign a Memorandum of Understanding (MoU) with the Federal Government on the completion of abandoned water projects and irrigation schemes in the state. The commissioner listed the water projects to include the Ogun-Osun River Basin initiative, Ikere Dam in OkeOgun and the Irrigation Power Project Scheme.

South South Water Board Worried Over Unpaid Debts CALABAR- Mr. James Buchan, the General Manager (Operations) of Cross River Water Board, said more than N300 million owed it by various consumers in the state posed a challenge to its operations. Buchan said this in an interview with newsmen in Calabar, saying that the board was worried about the debt. He said the board spent an average of N25 million monthly on diesel and chemicals to sustain water supply, urging the consumers who owed to settle their bills. The general manager said that the state government paid its water bills regularly, urging the consumers to emulate the government by paying their bills to avoid disconnection. Buchan further advised the consumers to always make genuine complaints about the services of the board to guarantee uninterrupted clean water supply. The manager also urged consumers to shun illegal connection and to report to the board, those, including its staff members, who engaged in fraudulent activities. “We want to supply to the public well treated water, we want to provide 24 hours

service to the people, but we can only do this with the help of the people,’’ he said. Abduction: WAEC Indicts Borno Government Officials

ABUJA- The Head of National Office of WAEC, Mr. Charles Eguridu, says the Borno government officials should be blamed for the abduction of school girls in Chibok. Eguridu spoke in Abuja at a meeting of stakeholders convened by the First Lady, Dame Patience Jonathan to seek the actual whereabouts of the abducted girls of Government Secondary School Chibok, Borno.

ABUJA- The Kenyan President, Mr Uhuru Kenyatta arrived in Abuja on Sunday on an official visit to Nigeria. The Kenyan president, who arrived at Nmandi Azikiwe International Airport in the evening, was received by the FCT minister Sen. Bala Mohammed. Speaking after receiving the president Mohammed said the visit was to strengthen the bilateral relations between Nigeria and Kenya. He said Kenyatta and his host, President Goodluck Jonathan, would discuss how to strengthen economic relationship between the two countries as well as the security challenges facing them. “President Jonathan believes in African brotherliness; just yesterday some areas were bomb in Kenya, it is better the two countries come together and discuss the way forward to address the security challenges,” he said. Mohammed presented the Kenyan president with the Key to the City, which conferred on him the Honorary Citizenship of Abuja, as a mark of respect for strong friendship between the two countries.

He said WAEC had been silent because it did not want to heat up the polity by creating tension between the federal and the state government. He noted that he had been, on several occasions, encouraging the workers who had refused to go to Borno, Adamawa or Yobe to conduct examinations that there was adequate security in the states. “I wrote to the Minister of Education to ask for the

students to another place called Uba. He said 530 students applied to sit for the examinations in the area comprising 395 girls and 135 boys; adding that after the abduction, 189 were relocated to Uba to continue their examinations. However, Hajiya Nana Shettima, the wife of the Borno governor wife, said 53 girls had returned safely to their parents.

ABUJA- The Nigerian Building and Road Research Institute, has said it had undertaken a study on the frequent deterioration of roads in the country. Prof Danladi Matawal, Director-General of the institute said in an interview with newsmen in Abuja that the research was funded by the Samuel Olatunde Fadahunsi Foundation. He said N6.8 million was received from the foundation for the project, which also entailed designing and fabricating an interlocking block making machine and developing ceiling boards using pulp and sawdust. According to him, the researches have been highly successful, and a number of publications on the subjects have been made. Matawal said the findings were presented during the 2013 national conference on road failure organised by the institute and the Council for the Regulation of Engineering in Nigeria. “We have also promoted a publication which was sold and distributed to the public and the media. ‘This was done so that those who are involved in road construction should see very glaringly some of the reasons for road failure.” On the interlock block making machine, the DG said it was also successful, and was able to address problems of “overheating and leakages of hydraulic from the valves of the machines”. Matawal said the institute had developed cooling systems for the machines.

Business + Economy Unstable Power Supply Hindering Phone Manufacturing - NCC ABUJA - The Nigerian Communications Commission (NCC) says the instability in power supply is hindering the manufacturing of mobile phones in the country. The NCC Director of Public Affair, Mr. Tony Ojobo, made this known in an interview with newsmen in Abuja. Ojobo said that before a mobile phone manufacturer could invest in the country successfully, there must be a stable power supply, among other factors. “The issue of power has to be addressed before we begin to manufacture phones because power plays a very critical role in manufacturing. “Cell phones use micro-chips and other software; it is not a thing that you can manufacture when the light goes off. “Any interruption when the production process is ongoing may cause monumental damage, meaning that the cost of such phone will be too high because manufacturers are not charity. “This means that the cost of production will affect the item and find out that the factors of production will contribute to high

cost of in terms of manufacturing. “There are automations that are programmed on the computer and without light, it can’t be achieved,’’ he said. “If people are manufacturing using generating set you will have to consider the price of diesel required to run such production plant. UNILORIN Plans N1.2b Oil Palm Plantation ILORIN - Prof. AbdulGaniyu Ambali, the Vice Chancellor of University of Ilorin, has said that the university would soon establish an oil palm plantation of more than 1,000 hectares. Ambali, who disclosed this in Ilorin while addressing the 239th meeting of the Senate of the university, put the cost of the proposed plantation at N1.2 billion. According to him, this is in the bid to fully discharge the university’s three-pronged mandate of teaching, research and community service. The vice chancellor said that

the project would be flagged off on Thursday, May 15, by the Coordinating Minister of the Economy, Dr Ngozi OkonjoIweala. He said that Okonjo-Iweala would be joined by the Minister of Education, Nyesom Wike and Agriculture Minister, Dr Adewunmi Adeshina. Ambali said that the plantation would provide training and laboratory facilities for students in the Faculties of Agriculture and Environmental Sciences. He said that students in the Departments of Forestry, Plant Biology and other related

disciplines would also benefit from the project. The vice chancellor said that the plantation would also be a good source of internal revenue for the university. Ambali disclosed that clearing of the site would commence in earnest ahead of the May 15 flagoff date. He said that a renowned Professor of Agriculture, Job Atteh, had been appointed as the Chairman of the Oil Palm Plantation Committee. Speaking at the meeting, Atteh

said that the plantation, planned to kick-off with 10 hectares in the first instance, would be “a highly profitable venture.” He said that land clearing had already commenced, while the committee had brought in 2,000 oil palm seedlings from the National Institute for Oil-Palm Research (NIFOR) in Benin City, Edo. Atteh said: “We have the Tenera variety, which has high oil content in the fruit and it is expected to start fruiting in two to three years.”

On the revenue prospect from the venture, he said that at maturity, the university would reap 10 tonnes of fresh fruits from each planted hectare. “We expect to get 4,000 kilogramme of palm oil, 500 kilogramme of palm kernel oil and 600 kilogramme of palm kernel cake”, he said. Atteh said that the revenue would be at about N1.2 billion per annum from the 1, 000 hectares at the peak of production.

He asserted that the high capital intensive nature of the industry made it difficult for the company to operate with a little over N3 Million Working Capital. The Alind Nigeria Ltd boss described as regrettable the piece meal release of the N50 million lifeline the Bauchi state government offered the company in 2008.

THE Federal Government says 86 persons out of 1, 623 reportedly infected by the cholera outbreak in some parts of the country have died. As its response, the Federal Government directed the Nigeria Centre for disease Control to immediately coordinate all its response activities and report to the ministry of health daily on both the patterns of occurrence. The Federal Minister of Health, Prof. Onyebuchi Chukwu, in a statement by his Special Assistant (Media and Communications), Mr. Dan Nwomeh, directed all federal health facilities in the country to provide free services to cholera patients. AS at the last checks, the cholera outbreak has affected a number of states including Ogun, Oyo, Plateau, Zamfara, Nasarawa and Lagos with fears of possible spread to other parts of the country. There is also gastroenteritis outbreak in Sokoto and Katsina states which have not been confirmed to be cholera. WE are alarmed at the sudden outbreak of cholera in the country and the fast rate of its spread. The death toll is also disturbing because it show the parlous state of our attention to basic hygienic practices in the country. IT is shameful that while other countries in sub-Saharan Africa are making progress in meeting the Millennium Development Goal on Sanitation, Nigeria is off track. Also shameful is the fact that Nigeria is off track in meeting the Millennium Development Goal for Water. Cholera, as we all know from basic science or hygiene is a water-borne disease. It is sad that in spite of billions of dollars earned from crude oil since its discovery in commercial quantity in 1958, access to potable water is still a mirage to many citizens as 42 per cent of Nigerians still take water from unwholesome sources. WE also decry a situation where the Federal

Curbing The Spread Of Cholera Government still saddle itself with provision of water to Nigerians, a responsibility it ought to have devolved over the years to the States and Local Governments, which are the tiers of government closest to ordinary citizens. ALSO, owing to the failure of government to provide potable water to its citizens, many resort to self help with poor regulation of the sector by government whose responsibility it is to regulate the sector. Many boreholes are located near sewage and pits while a good number are located near graves in residential premises. Some citizens as a result are practically drinking their faeces. These situations predispose citizens to water- borne diseases such as the cholera epidemics that is ravaging parts of the country. IN some parts of South-West of Nigeria, human faeces and wastes are exposed close to sources of drinking water in such a way that the outbreak of cholera is as good as a time bomb waiting to explode. WE therefore call on governments at all levels to rise up to their responsibility of providing safe drinking water to Nigerians and take steps to regulate the sector in such as way that private persons involved in water provision for self-use comply with international best practices. WE urge governments of affected states to take a cue from the federal government by ordering free medical services to all cholera patients in secondary and primary health

institutions across the country. AS the nation is currently undergoing the process of amending the 1999 constitution, or producing a brand new constitution as being demanded by Nigerians from the national dialogue advisory committee, we urge the law makers and conference participants to make access to water and sanitation a right for all Nigerians. It should be expressly stated in the constitution. This is, more so, when a number of International instruments and convention exists governing the right to water and sanitation. However, governments of all countries need to domesticate these instruments for the rights of citizens to be assured. ON 30 September 2010, the UN Human Rights Council affirmed for the first time that the human right to water and sanitation is legally binding. Nigerian authorities need to guarantee this right for all citizens. The right to water and sanitation is derived from the right to adequate standard of living, which is recognised in several international treaties. These include the International Covenant on Economic, Social and Cultural Rights (ICESCR) to which 160 States are party, and the UN Convention on the Rights of the Child, which has reached nearly universal ratification. IT is instructive to note that the Councilâ&#x20AC;&#x2122;s resolution helps those denied the right to water and sanitation to hold governments to account. It is for these reasons we call on Civil society and those at risk to actively claim this right from duty bearers. The Society for Water and Sanitation, NEWSAN, Nigeriaâ&#x20AC;&#x2122;s umbrella body for Civil Society Organisations working in the Water, Sanitation, and Hygiene (WASH) sector to rise up to the occasion by holding government to account and ensuring that Nigeria moves speedily in guaranteeing the rights of all citizens to WASH.

Issues MOST residents of Abuja, the Federal Capital Territory (FCT), are contending with various challenges, ranging from accommodation to transportation, among others. Abuja, especially the city centre, is considered expensive and ranked the 31st most expensive city in the world by the Economic Commission for Africa (ECA) Cost of Living Survey, conducted in 2011. Residents are also worried that notwithstanding poor public utilities, they are compelled to pay levy on virtually all facilities in the city. Observers note that FCT, especially the city centre, is gradually becoming an elite settlement. They say that Abuja has attracted a huge influx of people, leading to the development of satellite towns such as, Kubwa, Karu, Nyanya, Mararaba, Suleja, Gwagwalada, Lugbe, Kuje and other smaller settlements within and outside the FCT. According to them, most of the low income earners live in these areas with inadequate infrastructure, where the annual rent of a bedroom apartment is between N350, 000 and N450, 000. Opinion WHEN Mallam Bolaji Abdullahi was dropped from the federal cabinet a few weeks ago, the consensus was that he was one of the best ministers in the Federal Executive Council and that competence was sacrificed on the alter of politics. Even the sports media, notorious for its caustic pen and for being the albatross of more than one minister, praised Abdullahi for bringing stability to the sector and as the best minister of sports Nigeria had had in a while. Nothing best describes the affection of the sports community for Abdullahi than the soppy headlines, ‘Thank you, Abdullahi,’ ‘Bowing out with pride’, and the likes, which became common in the days after his sack. I worked with Mallam Abdullahi for more than two years, first in Youth Development and later in Sports, so I think I know what makes the man tick. I know that the adulation that followed his exit from the FEC was well earned and well deserved. I know too what it cost Mr. Abdullahi to follow the narrow path to build a reputation as a competent manager of men and resources. It is essential to tell the Abdullahi story, it is a story which suggests that Nigeria is redeemable, that in a society where mediocrity is often celebrated, there could be competent, honest and detribalized folks in government. I first met him in 2008 in Lagos where I was the editor of a magazine and he a Commissioner for education in Kwara, becoming famous for radical reforms. After interviewing him, I left with the impression that he was very knowledgeable and cut

With a degree in Mass Communication from the University of Lagos, several leadership courses across the globe, Abdullahi crowned his education with a master ’s (he made a distinction) in Development Studies from the University of Sussex. So he seemed

well prepared for the leadership roles he has played since 2003 when he left journalism. In each of this position, whether as special assistant, commissioner for education or double-barreled minister, he served with distinction, initiating policies and implementing them with passion. Abdullahi seemed so sure of himself and was never ashamed of his past or the background that produced him. That’s probably why he didn’t mind playing football every other Saturday with his assistants, cook, drivers, security details and mobile policemen attached to him. Real hard football, in which there’s no distinction between cook and minister. It is the same attitude he had in his appointments, and nominations for government boards. It was about what the nominee or appointee could offer, not where they came from or the faith they professed. It is not surprising then that all his special assistants are Christians from the south. When I asked Abdullahi, what shaped his philosophy and why he has turned out the way he has, he said his life was shaped by his belief in Islam and the upbringing given to him by his parents, who though poor instilled in him the ideals of Omoluabi, Yoruba for a person of integrity, a person of excellent character who is loyal and true to himself. I think the media got it wrong in their adulation of Abdullahi; all thanks should go to his parents who produced such a fine man, an Omoluabi.

Exploiting Jonathan’s excessive humility and misconstruing his profoundly gentle mien for weakness, top politicians like Nyanko, driven by desperate bid for power return to the North in 2015, are making inflammatory statements, campable of igniting inter-tribal war and endangering peace and security in the country.

Nyanko’s Vomit And National Security IN a letter to the Northern Governors’ Forum (NGF) Governor Nyanko of Adamawa State alleged that President Jonathan, being on Easterner, was using the excuse of Boko Haram to kill innocent Northerners. He said Boko Haram is a phanthom organisation and that Jonathan is only replicating the killing of Northern political elites of 15 January 1966 which he said was done by Easterners. Meanwhile, Detectives from Force Headquarters last week, grilled Nyanko for four hours over those allegations. It was gathered that the interrogation of this former Chief of Naval Staff was the first of the session as he is expected to show proof of his allegations. The areas said to have been concentrated on by the Detectives were those of the Federal Government genocide to reduce the voting population of the North, allegation of Boko Haram terrorism and herdsmen attacks and killing which the governor alleged to be a project pursued by the government for political purposes. Earlier, at a Security Council Meeting held at the presidency last week, Nyanko was cautioned on his irresponsible outburst. Governor Babangida Aliu of Niger State stressed the need for leaders and indeed State governors to desist from making statements that could make the Boko Haram insurgents feel they are reigning and thereby further aggravating an already bad situation. Of a truth, a careful

examination shows that Nyanko’s letter has multidimensional implications. The first is a revelation of the amount of disrespect he has for President Jonathan and the contempt he holds him. He does not appear to see Jonathan as the leader of Nigeria who, irrespective of political differences deserves to be respected. Will Nyanko tolerate any of the Local Government Chairmen in his State who relates to him the way he does to Jonathan? The second objective is to use the instrumentality of that letter to make Jonathan politically unacceptable and unmarketable in the North in view of the 2015 elections. He hopes that by poisoning the minds of Northern elites, Jonathan’s electoral fortunes would have immensely dwindled. Thirdly, he hopes that by his unguarded, reckless and irresponsible inflammatory statements, he would have prepared the ground for the desecration of our national symbol and identity, and in the process prepare a regime of lawlessness. This regime of lawlessness, in Nyanko’s calculation, is expected to crystalise in yet another ground or platform for progrom against the Ibos living in the North, including other Southerners. If Nyanko is not simply out to cause confusion and ignite inter-tribal war, he would have been restrained by the fact that Boko Haram started their operations by killing hundreds of Christians in churches, and over 90% of those Christians, were Southerners

The truth of the matter is that our enemies are with us. Those who want the country to look ungovernable are dining with Jonathan on the same table. How are the Boko Haram members getting their arms which indeed are highly expensive. Who is financing their operations and giving them logistics supports. Is it by sheer coincidence the terrorist group has become more deadly now that 2015 beckons. Jonathan once said some Boko Haram supporters were in his cabinet. What is he doing to them?

Those who link Boko Haram operations to the 2015 election have very solid reasons. Those who say their actions have political motives are further bolstered in their beliefs by the kind of statements coming from Nyanko. We have to advise that we need peace. The unfortunate thing is that those who have taken so much from the country are those fanning the embers of discord and crisis. Nyanko rose to the position of Chief of Naval Staff, a member of Armed Force Ruling Council, a Military Governor and for the past seven years, a civilian governor of Adamawa State. What else does he want? Why does he want to destroy a country from which he has eaten so much! I must confess that I am not very comfortable with Jonathan’s excessive humility and profound gentlemaness. People are taking advantage. Perhaps the president does not appreciate the weight of the power he wields. If he does, there should have been a comprehensive state of emergency in the three Northern States of Borno, Yobe and Adamawa with all the democratic structures suspended. Obasanjo did it in Plateau and Ekiti States and got positive results. The conditions in Yobe, Adamawa and Borno are worst than what we had in Ekiti and Plateau. President Jonathan needs to take densive action and allow the military to go all out to battle Boko Haram. State of

emergency and democracy cannot co-exist. I don’t expect that president Jonathan should succumb to blackmail by abandoning his ambition in order to appease the North. This country does not belong to the Nyankos who feel Nigeria should remain ungovernable as long as a southerner is at the helm of its affairs. As observed earlier, Nyanko’s investigation should be very thorough. His letter is nothing short of treasonable felony. Inciting the North against the president is indeed treasonable I don’t see any immunity that can shield him from prosecution. He has to be made to know that there are laws which must be applied irrespective of who is involved. When he was in PDP, he together with four others asked Jonathan to drop his ambition as a condition for their remaining in the party. When that failed, he defected to APC. In furtherance of his anti-Jonathan, anti-Ibo, and anti-South mission, he is now lobbying the North to go to war. This man needs to be taught a lesson-that being a governor does not screen him from the clutches of law. Skunk is highly addictive and could easily make a person run mad than the normal weed. There is also the biggest size known as ‘jumbo’ or ‘Baba 70’. This is 20 wraps of igbo wrapped in a newspaper. Some smokers even mix marijuana with gin or brandy in a concoction known as ‘Monkey tail’. At present, marijuana is the most abused drug in Nigeria. FEW weeks ago, two students from the University of Ibadan U.I pursuing their P.H.D thesis came and asked me who was the first Oba of Lagos and who were the original owners of Lagos? I referred them to the publication by Chief O.E.I Aimieuwu in Nigeria Magazine No. 103 December 1969/ February 1970, pages 624-627 as abridged here. 1 told them that Oba Orhogbua who reigned in Benin (1550-1578) waged wars along the West Coast of Africa from Benin City to the territory of Dahomey now known as (Republic of Benin). He conquered the territory and appointed a military administrator known as Isidahome to administer the territory. The place became known as modem Dahomey after centuries. Oba Orhogbua tried to find a resting place along the Coast and finally arrived in Lagos and found the place swampy but moving further, he discovered a sandy beach around Lagos. The Oba and his soldiers built a camp (Eko) on the sandy beach. “Eko” is a Benin word meaning Camp. Many Yoruba historians agree that the early Yoruba settlers from the interior never went beyond Iddo in the mainland of Lagos. According to the Encyclopedia Britannica, colonists from Benin founded the part of Lagos and Badagry”. H.Ling Roth in his book Great Benin two of its (Benin) colonists are Badagry and Lagos. The name ‘Eko’ is a reminder that the original settlers in Lagos Island in the area around Isaleko where Oba’s palace is situated were the Benins, it is a fact not disputable. Other Benin names that showed Benin influence in Lagos were very significant “Bajulaiye” a chieftaincy title in Lagos, is a corruption of “Bazuaye” a Benin chief that accompany Aisikpa to Lagos, “Ode — Iddo” or Iddo is corruption of Benin phrase “Ode-Edo” which was used to point towards the mainland as road leading to Benin”. Ode-Iddo or Iddo are never Yoruba words. Idumota and Idumagbo are corruption of Benin words of ldumwota and Idumwagbon. These are also not Yoruba words. It means for them certain areas

Aisikpa The First in Lagos. The Lagos white cap chiefs do not dress like other chiefs in Yoruba land. The dress is like the traditional Benin chiefs in Benin as they are descendants of Benin chiefs who settled in Lagos. Some historians have been quoting extracts from Notices of Lagos by J.B. Wood and History of Nigeria by Sir Allan Burns to support their claims that Ashipa the first Oba of Lagos was a Yoruba prince. The oral tradition which J.B. Wood and Sir Allan Bums based their conclusion on the tribe of Aisikpa (Ashipa) cannot be regarded as reliable historical information. According to R.E. Bradbury in his book The Benin Kingdom and the EdoSpeaking People of South — Western Nigeria” Oba Orhogbua made Lagos “his headquarters about the middle of the 16 century”. Oba Orhogbua was educated in one of the Portuguese colonial schools and he could speak, read and write the Portuguese language. Oba Orhogbua left Lagos for Benin when he heard the rumour that his son had been made the Oba of Benin. When he reached Benin, he discovered that his son had not been crowned Oba. Instead of recalling his troops from Lagos to Benin, Oba Orhogbua sent his grand son Aisikpa (the Yoruba now call him Ashipa) to rule Lagos and to be the commander in chief of the forces in Lagos. Aisikpa was the title specially given to the grandson of Oba Orhogbua and it is a contraction of the Benin phrase “Aisikpahienvbore” which means the town will not be deserted by us” it would have been unreasonable for him to have sent a foreigner to Lagos to rule the territory in view of the strategic importance of the town as sailing port. Aisikpa (Ashipa) was appointed the ruler of Lagos by the Oba of Benin Royal family. B.E. Every groom would want to marry a bride that will property represent his personality. No groom is proud of a wife that is always disgracing him in public. A groom would ensure that the bride he has chosen is one that will be faithful to him, not one that will flirt or get pregnant for someone else. Decency is an attribute every wise groom searches for in a prospective bride. A bride that is pregnant outside marriage is not ready for the marriage. A good bride prepares herself to carry only the seed of her husband; not the seed of someone else. A bride that is pregnant for someone that is not her husband has a strange seed inside her. Such indecency will certainly cost the prospective bride her marriage. As a bride of Christ waiting for the marriage feast, what fruit are you carrying? Is it the fruit of the spirit or that of the flesh? Does your disposition properly represent Christ? Do people see you and conclude immediately that you are a fit and proper bride of Christ or do they see you and doubt your claim? You are known by the fruit you bear, whether you are a prepared bride of Christ or a child of the devil. A prepared bride of Christ will have the fruit of the Spirit which is: love, joy, peace, longsuffering, gentleness, goodness, faith, meekness and temperance (Galatians 5:2223). An unprepared bride will have the fruit of the flesh which are: Adultery, fornication, uncleanness, lasciviousness, idolatry, witchcraft, hatred, variance, emulations, wrath, strife, seditions, heresies, envying, murders, drunkenness, revelling, and such like (Galatians 5:19-21). Recently, my wife, who is from the northern part of Nigeria, re-echoed to me something she told me years back when she first came to Benin. She told me that when she first came to Benin, she

Taking an analytical look at her observation, I find that she made this conclusion based on the attitude of Southern Christians to the practice of Christianity. A lot of Christians in the South have not made any sacrifice for the gospel’s sake and so their Christianity is not dogged. It is a true saying that you value only something that cost you much. When you get something of value too easily, there is a tendency for you to take that thing for granted. True salvation is like circumcision; it ought to be painful. If your salvation experience is not a painful experience, then you will not be rugged in your Christianity. Circumcision is what separates the boys from the men. No wonder God insisted the Israelites must be circumcised before they enter into the Promised Land. True salvation is painful but gainful. For your salvation to be authentic, an integral part of you must be cut away. Old friendship, old lifestyle, old haircut, old music, and the likes must be cut away. These old practices may not necessarily be sinful, but yet you must do away with them to create a clear distinction between you, who has been saved, and the unbeliever who is unsaved. The mark of separation must be clear for all to see. If people cannot easily distinguish you from an unbeliever, then your salvation is in doubt. People claim to be saved these days, and yet, one year after their salvation, there is still no obvious change in their character They still maintain the same association, visit the same places, speak in the same way, and do the same things they used to do. Secretary-General Ban Kimoon is visiting South Sudan to urge both sides involved in the country’s conflict to abide by a peace deal they signed in January, a U.N. spokeswoman said yesterday. Ban’s visit comes four days after U.S. Secretary of State John Kerry met with South Sudanese President Salva Kiir leading to Kiir’s announcement that he is ready for talks with the rebel leader, former Vice President Riek Machar. ZAGREB - Croatian Prime Minister Zoran Milanovic sacked the finance minister yesterday over a property deal he said had hurt the state budget, but economists said Slavko Linic’s dismissal would have no impact on fiscal policy. Hash Oil Explosions Rise With Legalized Marijuana DENVER, USA - The opening months of Colorado’s first-in-the-nation recreational marijuana industry have seen a rise in fiery explosions and injuries as pot users try to make the drug’s intoxicating oil in crude home-based laboratories. Since Jan. 1, when sales began, the state’s only certified adult burn center has treated 10 people with serious injuries they suffered while making hash oil, compared with 11 in 2013 and one in 2012. Law enforcement and fire officials, meanwhile, are grappling with how to respond, as the questionable legality of the process has made it difficult to punish amateur chemists. Some prosecutors are charging them with felonies, while others say hash oil production is protected under a provision of the new legal pot law. “These today are the meth labs of the ’90s. We have to change our thinking and what we’re looking for,” said police Sgt. Pat Long in Thornton, a Denver suburb where officers were puzzled by the city’s first hash oil explosion in January. Hash oil is typically made by packing the castoff leaves and stems of pot plants into a pipe and pouring highly flammable butane through it. The concoction is heated to make the potent oil for far cheaper than it can be purchased in stores. The golden mixture can be up to 80 percent THC, marijuana’s intoxicating chemical, and devotees say one or two drops can produce a more euphoric high than an entire joint. It can

also be infused into baked goods or vaporized. Without proper ventilation, butane fumes can linger. All it takes is a spark of static electricity to ignite a room. Firefighters in the state have raced to at least 31 butane hash oil explosions this year, compared with 11 last year, according to the Rocky Mountain High Intensity Drug Trafficking Area, an agency that has only recently started tallying cases. THE insurance industry recorded a lot of activities in 2013. Some of the activities relate to the inability of many insurance companies to produce International Financial Reporting Standard (IFRS)-compliant statements of accounts and the enforcement of “No Premium No Cover’’ policy. However, the efforts of the Chartered Insurance Institute of Nigeria’s (CIIN) to promote insurance education in the country reached a crescendo in 2013. Mr Joseph Oba, CIIN’s Director of Communications, said that plans to promote insurance education started in 2007 with visits of the CIIN Governing Council to the National Universities Commission (NUC) and the Federal Ministry of Education. Cynics are often tempted to ask questions as to the need to restructure insurance education in Nigeria. However, insurance experts habitually insist that tangible efforts should be made to promote insurance education in the country. This is because available statistics show that insurance penetration in Nigeria is very low, compared to Ghana and South Africa in spite of the huge population of Nigeria which is over 160 million. Also, the contribution of the insurance industry to the country’s Gross Domestic Product (GDP) is less than one per cent. With the recent addition of 14 Fellows and 158 Associates, the number of registered members of the CIIN is now 210 Fellows and 2, 641 Associates. But there is high public apathy towards taking on insurance policies in the country. Mr Jero Akanbi, a retired civil servant, took a life insurance policy in 1980 and paid the calculated premium of N20 religiously for 20 years. However, in 2000, when he disengaged from the policy, he was paid a paltry sum of N5,000 and he was highly exasperated. Akanbi vowed never to have anything to do with insurance again in spite of explanations that the payment was due to his maintenance of the same premium, the nonreview of the policy and the effects of inflation. After his explanations, l felt it was good and asked him to sign me on. “I only signed the areas where I was required to append my signature. He has been discouraging family members, friends and others from taking on insurance policies. THE Spanish League (LFP) has promised to bring in strict new punishments to deal with racism in domestic football.
