Its Saleh’s regime vs. the people of Yemen and the international community
Executive Summary
H.E. Madame Laura Dupuy Lasserre, President of the Human Rights Council Honorable Excellency, For the past seven months, it has been the words of the people of Yemen vs. the propaganda machinery of Saleh’s regime. Today, we are very relieved that an independent UN organization is able to confirm previous reports by several international human right organizations and document the extent of human right violations and abuses inflicted on the people of Yemen by the military machine of the Saleh family. This includes the use of excessive force against peaceful protesters and the illegal detention and torture of protestors, including children, activists and journalists. While the report’s findings indicate the severity of the human rights violations, these findings only represent a snap shot of the regime’s practices in the entire country for over three decades and confirm the enormous reports by media as well as local and international human rights organizations Contrary to the claims of the regime, the OHCHR report confirms the peaceful nature of the protesters despite the use of excessive and deadly force against them by the regime and its affiliates. As a result, hundreds of civilians were killed, and thousands injured in addition to the torturing and arbitrary detention of protestors, activists and journalists. Neither the elderly nor children have been spared from the barbaric practices of the regime. This is reflected in the report as it confirms the killings of 63 children due to government-enforced violence. Saleh’s regime has been and still is failing to carry out its obligations in providing basic services like power, gas, water and food supplies and is deliberately applying measures of collective punishment on the entire population by depriving residents access to basic necessities. This includes aggressive measures to cover up its practices, including attacking and harassing journalists, media reporters and human rights activists. The track record of Saleh and his family shows that they cannot be trusted and are incapable of leading Yemen’s transition to a democratic society. They have proven that they do NOT now seek Yemen’s best interests, but instead seek self-preservation as Yemen’s autocratic ruling party. It is not a secret that the incapable and failed regime of Yemen is surviving only on the claim that they are countering the threat of terrorism in the region, but the facts show that this regime has released and created more terrorists than it ever arrested. Their lack of investing in the country’s infrastructure and development leaves Yemen susceptible to terrorist infiltration and settlement. The lack of democracy and economic stability will turn Yemen, a country outspoken against terrorism, into a breeding ground for recruiters as they target the desperate and effected communities.
The latest attack on pro-democracy demonstrators was on September 18th as government forces fired indiscriminately into crowds of tens of thousands of pro-democracy protesters in the country’s capitol Sana’a. Dozens were killed and hundreds injured. Eyewitnesses reported that anti-aircraft guns and automatic weapons were used against the unarmed demonstrators. They also reported that ambulances were prevented from evacuating the wounded and the bodies of the slain protestors. The makeshift hospital was overwhelmed as the number of casualties and fatalities continued to increase. Residents remain without power and other basic necessities as the government continues their campaign of violence. The situation is increasingly volatile and the lack of international intervention will likely push the country to civil unrest and civil war. The people of Yemen are calling on members of the international community to meet their obligations, respect their choice, bring an end to this oppressive regime, and take the necessary measures to prevent a humanitarian crisis and the country from sinking into a civil war. Without international intervention, Yemen will explode and disintegrate. This explosion will spill over into the neighboring region and intentional trade routes. Action must be taken now to prevent the crisis from spreading and becoming far beyond repair. .

طوال األشھر السبعة الماضية كان للشعب اليمني كلمة وحجج يسوقھا من جھة و يقابلھا اآللية الدعائية لنظام صالح من جھة أخرى. اليوم نشعرُ بارتياح غامر ألن منظمة مستقلة تابعة لألمم المتحدة قادرة على تأكيد صحة التقارير المعدة سابقا ً من قبل منظمات حقوق اإلنسان الدولية والتي أصدرت بدورھا العديد من الوثائق تصف فيھا بدقة متناھية التجاوزات وانتھاكات حقوق اإلنسان التي ترتكبھا اآللة العسكرية لنظام صالح ضد المدنيين في اليمن والتي تشمل االستخدام المفرط للقوة ضد المتظاھرين السلميين واالحتجاز غير القانوني ناھيك عن تعذيب المتظاھرين والتي قد يكون بينھم األطفال والنشطاء السلميين وكذا ھو الحال مع الصحافيين .. حدّتھا ،فإن كل تلك المشاھد ال تشكل إال وبينما تصف تلك التقارير خطورة االنتھاكات لحقوق اإلنسان و ِ صورة خاطفة عن الممارسات الغاشمة التي قام بھا النظام خالل ثالثة عقود ماضية وفي أنحاء اليمن المتفرقة وبذلك فھي تؤكد بما ال يدع مجاالً للشك أو التأويل كل التقارير التي أعدتھا منظمات حقوق اإلنسان المحلية والدولية على سواء. وعلى عكس ما يدعيه النظام فإن تقرير المفوضية يؤكد الطبيعة السلمية للمظاھرات بالرغم من ُ ُواجھون به من قبل نظام صالح وأعوانه .وكنتيجة لكل ذلك قتل االستخدام المفرط للقوة والقتل الذي ي َ المئات من المدنيين وأُصيب اآلالف باإلضافة إلى التعذيب واالحتجاز التعسفي الذي تعـرض له المتظاھرين والنشطاء السلميين والصحافيين .ولم يستثني النظام أحداً بأفعاله اإلجرامية البربـرية ُ حيث أكد تقرير المفوضية أن حصيلة القتلى من األطفال وصلت فقد امتدت لتشمل كبار السن واألطفال, إلى 63طفل . ومازال نظام صالح يخفق بشدة في القيام بواجباته تجاه الشعب من توفير الخدمات األساسية ،فال كھرباء وال غاز وال مياه وال غذاء ,وھو بذلك يمارس ما يشبه العقوبة الجماعية عنوة على جميع أطياف الشعب بحـرمان المواطنين من الحصول على االحتياجات األساسية .وكذا يمارس النظام تدابير صارمة بالتضييق على الصحافيين ومراسلي اإلعالم ونشطاء حقوق اإلنسان للتغطية على جرائمه الشنيعة وتجاوزاته في حق الشعب اليمني . وال يخفى على الجميع ما يتصف به سجل صالح وعائلته والذي يوضّح تأكيداً ال تأويالً بأنه ال يمكن الوثوق به وال بعائلته في قيادة اليمن لتصبح بلداً ديمقراطيا ً وبالتالي لن يحقق ھذا النظام مستقبالً أفضل للشعب .حاليا ً اثبت على عبد Sصالح و عائلته أنھم ال يضعون لمصلحة اليمن أي اعتبار ,وبدالً من كل ذلك فھم يسعون وبشدة إلى الحفاظ على بقائھم في شكل حزب استبدادي حاكم.
ومن المعلوم لدى الجميع أن االدعاء الوحيد الذي ساھم في إبقاء صالح على سدة الحكم حتى اللحظة ھو اعتماده على الدعم الذي يتلقاه من الخارج بحجة محاربته لإلرھاب في المنطقة بالرغم من أن الحقائق تشير إلى أن ما خلقه النظام من اإلرھابيين يفوق عدد الذين قام بالقبض عليھم .وكان إلعراض ھذا النظام عن االستثمار في البنية التحتية وتطوير البالد األثر البالغ في ترك اليمن عرضة لتسلل اإلرھابيين واستقرارھم في البالد .كما أن الوضع أرض خصبة لتجنيد االقتصادي والديمقراطي المتردي سيحول اليمن من دولة مناھضة لإلرھاب بجميع أشكاله إلى ٍ ظلم وظروف قاھرة. اإلرھابيين الذين يستھدفون بدورھم المجتمعات البائسة التي ترزح تحت ٍ وفي 18سبتمبر الجاري قامت القوات الحكومية بمھاجمة المتظاھرين المؤيدين للديمقراطية في أحدث ھجوم لھا ُ حيث أطلقت األعيرة النارية بطريقة عشوائية باتجاه عشرات اآلالف من المتظاھـرين المؤيدين للديمقراطية في العاصمة اليمنية صنعاء .مخلفة وراءھا العشرات من القتلى ومئات الجرحى .وقد أفاد شھود عيان أن القوات الحكومية استخدمت في تلك الھجمات أسلحة مضادة للطيران وأسلحة آلية ضد المتظاھرين السلميين الذين واجھوا كل عتاد القوات بصدورھم العارية .كما وأضاف شھود عيان أن سيارات اإلسعاف مُنعت من الوصول إلى الجرحى وجثث القتلى .مما اضطر ببعض المتظاھرين لنقل المصابين فوق أكتافھم ولمسافات طويلة ،وقد امتلئ المستشفى الميداني بأعداد ھائلة من الجرحى والقتلى التي استمـرت في ازدياد. بينما يواصل النظام حملة العنف ضد المدنيين العُزل دون ھوادة مازال السكان يفتقرون للكھرباء وباقي مقومات الحياة الضرورية ,الوضع في اليمن يزداد تأزما ً وخطورة وغياب التدخل الدولي سيدفع بالبالد إلى أُتون حر ٍ ب أھلية ال نھاية لھا .وبذلك يوجه الشعب اليمني ندا ًء عاجالً للمجتمع الدولي للقيام بواجباته واحترام خيار الشعب وحـريته بوضع ح ٍد لممارسات النظام اإلجرامية وبالقيام بكل ما يلزم للحيلولة دون كارثة إنسانية وشيكة الحدوث وإنقاذ البالد من االنجراف إلى حر ٍ ب أھلية طاحنة. وبدون إتخاذ تدابير وإجراءات عاجلة فإن الوضع في اليمن مرش ٌح لالنفجار في أية لحظة ،وسيطال ھذا االنفجار كل جيران اليمن في المنطقة ويمتد ليشمل طرق التجارة العالمية .البد من خطوات عملية عاجلة لمنع وقوع الكارثة وخروجھا عن السيطرة وقبل فوات األوان.
