Box 479 Yelm 98597 360-458-3244 • Fax: 360-458-4348 www.ci.yelm.wa.us Mayor Ron Harding, 360-458-9679 City Council • Don Miller, 360-458-3211 • Joe Baker, 360-458-2811 • Robert Isom, 360-458-7851 • Mike McGowan, 360-458-1129 • Pat Fetterly, 360-458-7888 • John Thompson, 360-458-4341 • Russ Hendrickson, 360-458-3607 Population: 5,038

The word “Yelm” is rooted in the Coastal Salish word “shelm” which means “shimmering heat waves from the sun.” The Yelm Prairie was originally inhabited by members of the Nisqually Indian Tribe. The first permanent American settlers came to the Nisqually Valley in 1853 to join Hudson’s Bay Co. sheep farmers who were already in the area.

CITY OF RAINIER

102 Rochester St. W./P.O. Box 258, Rainier 98580 360-446-2265 • Fax: 360-446-2720 www.ci.rainier.wa.us Mayor Nancy Decker, 360-446-2517 (ProTem) Randy Schlies - Withheld City Council • Kristin Guizzetti, 360-561-8336 • Rick Succow, 360-259-3325 • Dennis McVey, 360-446-3111 • Robert Shaw, 360-440-0484 Population: 1,590

Rainier started out as a sawmill town on the Tenalquot Prairie. It was named in 1884 by officials of the Northern Pacific Railway, because of its proximity to Mount Rainier. The area was settled in 1890 by Albert and Marie Gehrke, and in 1891, the town was platted, or laid out, by George Ellsbury, who hailed from the city of Binghampton, New York. Rainier’s main street, Binghampton Street, still bares his town’s name.

CITY OF ROY

P.O. Box 700, Roy 98580 253-843-1113 • Fax: 253-843-0279 www.cityofroywa.us roycityhall@comcast.net Mayor Natalie Harvey-Banks, 253-307-9962 City Council • Mark Riehm, 253-843-2218 • Ray Bourne, 253-843-9236 • Leon Garrison, 253-307-9962 • Chuck Chappell, 253-843-4483 • Karen Yates, 253-843-4249 Population: 865

The City of Roy was incorporated in 1908, and is now a code city with a mayor-council form of government. Established as a town in 1908, the City of Roy, located between Spanaway and Yelm on State Highway 507, is best known for three things — the Roy Pioneer Rodeo, the annual Fourth of July Parade, and Silvaseed, Co.

With the coming of the Northern Pacific Railroad in 1873, Yelm began to prosper, having found an outlet for its agricultural and forestry products. Its economic base was further enhanced in the early 1900s when an irrigation company was formed in 1916, making Yelm a center for commercial production of beans, cucumbers, and berries. Yelm was officially incorporated on Dec. 10, 1924. During the Great Depression, the Yelm Irrigation Co. was bankrupted by high maintenance costs and an unstructured water distribution plan. Now, Yelm is home to the first Class A Water Reclamation Facility and distribution system in Washington state. This system reclaims all of its waste water to irrigate landscaping at churches, parks, schools and homes. The water also is added to streams and is used to recharge water underground at a city wetland park that includes a catch-andrelease fish pond for rainbow trout.

Rainier was incorporated as a town in 1947, and in 2001, city council members chose to make Rainier a full-fledged, code city. Similar to its neighbor city, Yelm, devastating fires helped shape the cityscape. Fires in the late 1920s, and throughout the 1930s, destroyed mills and town buildings. The last big fire, in 1974, destroyed the 42-year-old Rainier High School. Still, some historic buildings remain, such as a decades-old pioneer Lutheran church and the original red Rainier Grade School. Rainier’s Historical Society is working to refurbish the old school, which now houses a thrift shop, food bank and art gallery. Community-wide events help bring small towns together, and Rainier is no exception. Besides its annual Bluegrass Festival and Round-Up Days, the city also supports a community Christmas celebration.

Roy’s annual Fourth of July Parade draws ever-growing crowds and more participation each year. Cowboys and rodeo fans fill the town twice a year for the bucking action of the Roy Pioneer Rodeo. Established in 1903, C. H. Manning opened the Manning Seed Co. and shared his planting secrets with only a handful of trusted employees. Today, Silvaseed produces six million container trees each year, while the transplant fields yield three to four million trees, annually. The historic old building at the top of the hill in Roy, known as the “old gym,” is now a community activity center, restored by the Association for Roy Youth. With a substantial grant from Pierce County and bucket loads of elbow grease, volunteers breathed new life into the historic building for community events. Also, the annual Christmas tree lighting is held near Roy City Hall in December. The salmon homecoming party is held in
