Canadian Space Agency (CSA): Strategic Communication Support to Develop Business

Cases for New Earth Observation Satellite Missions

Client Profile

The Canadian Space Agency (CSA)—a federal government agency falling under the purview of Innovation, Science, and Economic Development Canada (ISED)—drives Canada’s participation in space exploration and satellite missions. The CSA’s mandate is to promote the peaceful use and development of space, advance the knowledge of space through science, and ensure that space science and technology provide social and economic benefits for Canadians.

Among CSA’s most recent endeavours are satellite missions aimed at addressing pressing environmental challenges, such as predicting and monitoring climate change and advancing our knowledge of weather patterns and air quality.

The Challenge

The CSA sought a clear and accessible way to explain the significance of three proposed Earth observation satellite missions to non-experts, particularly those with decision-making responsibilities. These missions—the Aerosols, Clouds, Convection, and Precipitation (A-CCP), the Atmospheric Imaging Mission for Northern Regions (AIM-North), and the Arctic Observing Mission (AOM)—were developed to address critical knowledge gaps in climate change, weather prediction, and air quality.

The CSA needed a partner to produce business cases that could showcase innovative technologies developed in Canada, supported by high-impact plain language communication materials. Complex scientific concepts had to be understandable and resonate with several key audiences, including policymakers, industry executives, and the public. These materials formed the highly credible and persuasive justifications that could secure government funding for these pivotal missions.

Some of the essential questions that needed to be answered through these materials were: How will these missions address major information gaps and improve long-term climate projections, as well as near-term predictions of weather and air quality? How will this data benefit scientists? How will it benefit Canadians? Why is it so important?

Our Solution

Our team implemented a strategic approach to translate complex scientific information into clear, engaging narratives and graphic visualizations. We conducted thorough primary research, including the review of technical documents, analyzing research articles, and conducting interviews with CSA experts. Our goal was to uncover the foundational stories that would resonate with decision makers and highlight how these satellite missions would address knowledge gaps, enhance climate projections and weather forecasting, and benefit researchers, industry, and Canadians in their daily lives.

These deliverables were specifically designed to be versatile, helping the CSA create web content, social media posts, speeches, news releases, and more.

The Outcome

Our work played a crucial role in helping the CSA secure major funding from the Government of Canada for the A-CCP project, now being realized as HAWC (High-altitude Aerosols, Water vapour and Clouds). This planned mission will provide crucial data to significantly improve severe and extreme weather prediction, climate modelling, air quality forecasting, and the monitoring of disasters, such as volcanic eruptions, wildfires, and extreme precipitation.

The plain language materials we produced allowed the CSA to clearly communicate the importance of these missions to the people that mattered. The narratives, messages, and visualizations we crafted were able to demonstrate the significant value and concrete benefits of the missions for Canadians, including advancements in climate change understanding and weather prediction capabilities.

The project was a resounding success, enhancing the CSA’s ability to advocate for its satellite missions and securing the resources needed to advance Canada’s leadership in climate science and Earth observation.
