Executive Committee Meeting Minutes March 15, 2014 - 2:56 p.m. - Lakeland Fun Bike Center Meeting called to order by President. Roll Call : Ford Snodgrass (President), Amanda Richardson (Vice President), Kayla Vawter (Secretary), Kevin Vaughan (Treasurer), Mike Belle (Hare Scrambles Chairman), Jeremy Powell (Enduro Chairman) via phone Guests: Billy Dodson, Jack Terrell, Gary Wyatt, Palmer Lynch Quorum noted to conduct business. Hearing for Billy Dodson:

Feels that suspension was based off personal issues and not just the incident that happened at the Hare Scrambles event. It was not planned to let Nick run the race for him. He feels that Mike Belle wanted him out of the organization and feels that carried weight on the Executive Committees decision. He would like to have his punishment lowered to match Nick Munno. Ford explained to Billy that he gave him a chance to come clean about what happened and he lied to him. Amanda and Kayla had spoken with Billy that day just before the race and he stated that he had to go get ready to race which they took as Billy lied to them just as well. Decision: Still suspension until the end of this race season including no banquet in August. Five years probation and no forum privileges for those five years. No negativity towards FTR on any social network or forums. If probation is violated in the next 5 years he will be suspended indefinitely. Vote: 6 yes – agreed to this punishment to present to Billy. Billy was brought back into room and was explained the new punishment. Billy accepted. Kayla made the motion to adjourn. Amanda seconded. Meeting adjourned at 3:52 p.m.. I. Old Business Kayla Vawter made a motion to approve the previous minutes as posted. Mike Belle seconded. Motion passes. II. New Business Kevin Vaughan made a motion to require (2) EC signatures on checks. Kayla seconded. Discussion: Most nonprofit organizations have at least (2) signature on checks. Ford stated that he doesn’t see a need for it as we will be proposing a protocol with levels on where the amounts of money spent have to be approved by certain committees and also checks would have to travel back and forth across the state to get the (2) required signatures. Motion fails. Bill Drymon made a motion to make the following Amendment to the FTR Constitution. Kayla seconded. Page 7 & 8 Article XIV E. Sanctions 1. A General FTR Sanction Meeting will be held in the fourth quarter of each competition year. The exact time and place will be announced in the FTR Magazine at least 30 days in advance. There shall not be more than 12 Enduros, 15 Hare Scrambles and 14 Motocross events per year sanctioned by FTR. in-state Enduros shall

have first priority of sanction dates. Each promoter will have the opportunity to have a date before any promoter is considered for a second event. Any series having less than the maximum allowed sanctions may add additional sanction dates up to the maximum allowed. The sanction dates must be approved by the appropriate competition committee and the Executive Committee. This is to be for special cases only and a minimum two month’s notice must be given to the general membership prior to the sanction date. Failure to pay sanction fee within 30 days from the sanction application will result in forfeit of date in question. 2. Prior to the General FTR Sanction Meeting, the competition committees will meet to accept sanction applications for their areas of interest. The agreed-to sanctions and schedules will be presented to the General FTR Sanction Meeting for review and approval. 3. Promoters having FTR sanctions are not required to have AMA sanctions. AMA advancement points will still be kept by FTR as agreed by the AMA. 4. It is mandatory that all promoting clubs provide liability insurance for any FTR sanctioned event, and that the Florida Trail Riders, and its officers and officials, be named on the insurance policy and/or certificate as insured parties. The insurance will be for spectator and participant liability coverage for a minimum of $1 million. 5. Sanctions are non-transferable and non-assignable. No refund of sanction fees will be made by FTR unless authorized. All sanctions must be used on the date stated on the sanction. However, any sanction postponed by extreme hardship or weather conditions may be rescheduled by the Executive Committee. A minimum of three weeks notice must be given to the general membership prior to the rescheduled sanction date. Sanctions cancelled by the promoter or withdrawn by the Executive Committee may be transferred to another promoter by a twothirds majority vote of the Executive Committee. A minimum of three weeks notice must be given to the general membership prior to the transferred sanction date. 6. FTR may refuse to grant a sanction, and may withdraw or cancel a sanction already granted, for any reason which FTR deems to be in the best interest of the sport, including, without limitation, the violation of any rules in this book. 7. Notifications required by Section E. Sanctions, unless otherwise specified, shall be sufficient if timely placed on the home page of the FTR website and the FTR Hotline. TO ADD: 8. There must be (6) days between Hare Scrambles Sanction Dates, Rain Date and Actual Race Dates the only exception to allow a back-to-back event if event is cancelled due to emergency weather conditions and is approved by the Executive Committee. Discussion: Trying to help with some hardships not only on the General Membership but Volunteers as well. Motion passes.

There shall not be more than 12 Enduros, 15 Hare Scrambles and 14 Motocross events per year sanctioned by FTR. In-state Enduros shall have first priority of sanction dates. Hare Scrambles have 2nd priority of sanction dates. Hare Scrambles and Motocross shall not be scheduled on the same dates. In-State Enduros and Hare Scrambles shall not be scheduled on the same dates. Motocross can schedule on an Enduro date. Each promoter will have the opportunity to have a date before any promoter is considered for a second event. Any series having less than the maximum allowed sanctions may add additional sanction dates up to the maximum allowed. The additional sanction dates must be approved by the appropriate competition committee and the Executive Committee. This additional sanction is to be for special cases only and a minimum two month’s notice must be given to the general membership prior to the sanction date. Failure to pay sanction fee within 30 days from the sanction application will result in forfeit of date in question. Sanction fee must be submitted with the application. Disscussion: This proposed rule change is to clean up the General rule regarding sanctions because it is very ambiguous. The process of scheduling for which we have always adhered to, is not completely written out in the section it belongs in the rule book. For instance it currently states that an in-state Enduro gets first priority of sanction dates but does not directly state that no other series can use that date. Recently there was a rescheduling of a Hare Scrambles on top of an existing motocross date. Ch. IX Motocross Rules A. General #8. states that there will be no MX and HS scheduled on the same dates. It also states that a MX and Enduro may run on the same date, which is currently practiced. This rule change will make it clear so we support all of the FTR series but show the ranking in which each has priority and is allowed to schedule their dates. Also nowhere in the rule book does it state who the voting members are of the General FTR sanction meeting and that should be clarified. Motion fails.

It is mandatory that all promoting clubs and promoters provide liability insurance for any FTR sanctioned event, and that the Florida Trail Riders, and its officers and officials, be named on the insurance policy and/or certificate as insured parties. The insurance will be for spectator and participant liability coverage for a minimum of $1 million. 5. Sanctions are non-transferable and non-assignable. No refund of sanction fees will be made by FTR unless authorized. All sanctions must be used on the date stated on the sanction. However, any sanction postponed by extreme hardship or weather conditions may be rescheduled by the Executive Committee. A minimum of three weeks notice must be given to the general membership prior to the rescheduled sanction date. Sanctions cancelled by the promoter or withdrawn by the Executive Committee may be transferred to another promoter by a twothirds majority vote of the Executive Committee. A minimum of three weeks notice must be given to the general membership prior to the transferred sanction date. 6. FTR may refuse to grant a sanction, and may withdraw or cancel a sanction already granted, for any reason which FTR deems to be in the best interest of the sport, including, without limitation, the violation of any rules in this book. 7. Notifications required by Section E. Sanctions, unless otherwise specified, shall be sufficient if timely placed on the home page of the FTR website and the FTR Hotline.

ow about all the rain? I think you guys in the southern part of the state got off easy this spring. Up here, in the northern part and the panhandle, I thought we were going to have to build an ark. Unbelievable amounts of liquid sunshine have fallen. Did you hear that between Pensacola and Mobile, they received twenty inches in under 24 hours? Wow! That is massive! Will it affect the remaining races? Maybe not. As you know that always depends on the location, wind and sunshine.

peaking of an ark, in my last article I mentioned the upsurge of “religious movies” coming to your local movie theater. So, needing something to do on a soggy, offrace weekend, we went to see a movie. The only one we have

ventured to see so far was Noah. I have to agree with the critics - it was horrible. Forget about their poor attempt to be Biblical; it wasn’t. Oh, there was a man named Noah and a boat, but that was about as close to the Bible as it got. The movie was just poorly made. However, if you are “super eco friendly” and hate capitalism, it will probably appeal to you. Two thumbs down in my book.

want to give you an update on a couple of folks. I spoke with Jason Garrett the other day. He is recovering. However, it is just taking longer that expected. His leg is still not ready to accept a prosthetic. Again, he wanted me to let you know how grateful he is for your kindness and generosity.

Lastly, I very recently spoke also with Dror Max and told him that if sent me some of his thoughts I would share them in my article. Here is what he sent to me:

“I would like to thank everybody for their support. The pain has been a lot more than we would have ever expected. No words can describe what we are going through. We pray to God each day that no one should suffer through a situation like this. I would like to be at the races right now but it just not possible. s we wind down the 2013-14 FTR MX Series, I want to extend my appreciation to all those who participated. This year has been a success and I hope everyone enjoyed themselves. I will say though that the attendance was down on average from last year when we restarted the MX series. I hope that for the upcoming season, folks will continue to stay involved in the series and new families and riders will give us a chance. I think you will enjoy yourself if you can find the time. I know it is difficult with all the other racing going on, not only with the FTR Hare Scrambles and Enduro series, but the other motocross races around the State. The FTR MX series offers some very competitive racing, but is always done in a family-friendly manner. Sean Fitzgerald, myself and the other committee members are always available to discuss

Rick and Sean at Reddick | Photo by Shannon Parks any issues and try to make the experience the best it can be, not only for the parents, but also for the kids who are the future of our sport. I have noticed the decline in the number of kids who are participating in motocross racing, but other forms of off road riding. That is why myself and the other FTR MX Committee members are so focused on making it the best experience we can for the kids since we want them to have fun. The cost of racing is expensive, we all know that, but you don’t need the newest dirt bike or the fanciest gear to participate. My son Wyatt right now is currently riding a 2001 RM125 that we picked up for $1,000 and is very competitive on it. On another note, we are going to miss Joe Steidl who recently moved to Nevada with his wife. We will be looking for someone to take Joe’s place on the MX Committee. Joe was the Specialty C and Women rider representative. As you know, we have done some joint racing with other organizations. This helps both motocross series out and also makes the event more profitable for the track. We plan on continuing to develop this concept and will keep everyone posted on our efforts. I would also like to welcome a number of Vintage riders who have decided to join FTR and participate in our series for the remainder of this season and next year. We also will be meeting with some other organizations about developing additional relationships for the FTR MX Series. We will keep you posted on these events as they occur. As always, we want everyone’s feedback since the FTR MX series belongs to the members of Florida Trail Riders and our goal is to make it as good as it can be. Again thanks to everyone for participating. I want to thank Sean and the rest of the Committee members for their efforts in helping me with the series. I hope to see everyone at the banquet in August.

I saw a couple photos on FB with standing water in the parking area.” A: Ian Joubert, Senior B #11 Most was not deep at all. I only found one puddle on a jeep road that got up to my seat, the rest were below airbox level. [Editor’s note: I’ve wanted to catch up with longtime FTR member Nick Jackson ever since I saw him at our CFTR Christmas party last year. Soon after, I saw him working at Cycle Sports Center in Orlando when I took my wheel in for a free tire change (with new tire purchase. Thanks, Dave!) Then, Nick told me he started working at HarleyDavidson in East Orlando a few months ago so I stopped by to snap a few photos. A few days later, we chatted on the telephone about his luck so far as a first-time salesman and when he hopes to return to the FTR races. JS: Let’s start with some basics. How old are you? NJ: 24, I turn 25 on June 3. JS: Well, happy early birthday. NJ: Thank you. JS: And your hometown? NJ: Orlando. JS: What’s up with the number 16? NJ: I’ve literally been the number 16 since I was on PWs and I’ve managed to keep it basically everywhere I went unless it was a national race like at Mini O’s. I’ve kind of stuck with it and it’s been pretty cool. Now it’s just like a part of me. JS: Current motorcycle? NJ: Actually nothing right now. My most recent one I just got rid of a couple months ago while I’m waiting because I don’t have a garage right now to put anything in but my most recent bike that I was riding, the one that I rode at the races this season was a 2013 KX250F. JS: Nice. So what’s been going on lately? You got a new job? NJ: Yep. My job’s at Harley-Davidson. I’ve been there for a couple of months now. I’ve actually been doing really good. JS: And what do you do there? NJ: I’m in motorcycle sales and I’ve been selling stuff ever since you came by. JS: No kidding? NJ: Yeah, seriously. JS: That’s awesome. I know we talked

about it before but did you know anything about Harley’s before this? NJ: No. So, I pretty much knew absolutely nothing about Harley other than the words Harley-Davidson but while I was over there I kind of just did some training and picked up everything. It was pretty easy because I already knew motorcycles. JS: When did you start riding? NJ: I actually started riding because my cousin is Davi Millsaps so my mom and Colleen, his mom, my aunt, we all just started racing out at Bithlo in ’93 or something. My first PW was actually Davi’s sister, my cousin, Brianna’s PW, it was a hand-me-down. So, I raced PW 50s and Cobra 50s and did all MX stuff back then – Mini O’s and all the moto stuff. Back then, Ricky Carmichael and James Stewart were just fast kids at the track. They were all there and we all hung out like Me, Davi, Ricky, James, Boni, everyone. JS: Is Davi your same age? NJ: He’s a year and a half older than I am so he always raced in Matt (Boni)’s class with Kyle Chisholm and (Matt) Goerke - all those guys were older than me. - continued on next page

JS: Nice. So you had a lot to look up to! NJ: Yeah, for real. I kind of had huge shoes to fill. JS: How did you get into FTR? NJ: I kind of got out of moto because I was just super burned out and I just wanted to be a kid for a little while. But you know as well as I do that it’s kind of impossible to leave. So, I started doing Hare Scrambles on an 80 racing Minis. Then I did Junior B and Junior A in high school and started doing some Sunday races. JS: Who did you know in FTR at that time? None of those moto guys were in it? NJ: Back then, one of my buddies from school did it but he doesn’t even race anymore. But you know we were friends with Garrett (Edmisten) immediately. So, Garrett, Ricky Skaggs and all those guys. I rode with Paul Dietz and his family. JS: Did your parents come too? NJ: My mom was always the one who’s been into motorcycles. I got into it because of Davi but my mom’s been the one that always drove me to all the races and hauled Toy Haulers and everything like that. My sister raced and she won a Girl’s championship – she started in Peewee C and worked her way to the Girls class.

Then when she hit 15 she wanted to be a kid. JS: Awesome. So it’s in the blood! NJ: Yeah and my mom rides a Yamaha V-Star. She’s a huge motorcycle nut. JS: That’s cool. NJ: Yeah, so I basically did FTR all the way until B250. I did really well in B200 and B250 and then I went to college. And then I came back and kind of started getting into it so, whenever I came back here, it’s always been an uphill battle between work and then not having a garage. I was always trying to find somewhere to put my bike and all that stuff so I kind of had to put it on hold. I did that Samsula Hare Scrambles and then put it on hold until I had a little bit better set up. JS: Well, we all know how that is. You’ll have a garage soon enough. NJ: Oh, yeah. I can’t wait. JS: Have you ever ridden an Enduro? NJ: Not one that was FTR related. The only thing that I did that was kind of like an Enduro was that 24-hour challenge in Alabama. I did that with Donnie Richardson and all of his EMT guys. I did a couple of FTR MX things and a few rounds of Gold Cups.

JS: What do you like better: jumping or the woods? NJ: I like the convenience of motocross that I can just go to a track and ride but I’m not exactly a daredevil. I’m always like that guy that was like, all my friends would jump off the roof and I would still be standing there wondering if it was gonna hurt. So, I was always a lot better at woods. That’s for sure, at Hare Scrambles. JS: You should try Enduros, they’re a lot of fun. NJ: Yeah, I know. I need to. They just seemed crazy but now they’re kind of set up like a really long Hare Scrambles but before you needed a computer and all this stuff and you could get penalized if you went too fast so I was always sketched out to try an Enduro. JS: Well, you have must have pretty decent endurance since you road bike and everything, right? NJ: I kind of just started road biking. I’ve done a couple of really long rides and I’ve done a race already but I basically picked up road riding because I didn’t have a garage so it was easier to store my bike in my house. But I did a 40-mile race in Dade City and it’s been a lot of fun. It’s been a cool way to take my mind off riding and kind of cross train a little bit while I’m waiting to get riding again. JS: Cool. When did you join CFTR? NJ: I’ve been a CFTR member since ’07 or so. Me and my mom actually ran the sign up trailer for a couple years. That was when Randy Faul was the president. We were really involved and I helped with a couple CFTR events. I was also racing for the team and putting wins on the board. JS: Now that you’re at Harley, you talked about being able to test-drive the motorcycles there. NJ: Yeah, at most of the Japanese bike stores, you can’t test drive anything before you buy it but at Harley, as long as you have a motorcycle endorsement and a helmet, you can test drive any bike you want. You can also test drive, say you wanted a different seat or windshield, - continued on next page

you can test drive accessories before you buy them, so it’s kind of cool. JS: That is cool. What other jobs have you had in the industry? Who:

I’m Jacob Gilliam and I ride the FTR Hare Scrambles Series and I’ve been doing so for about 15 years. I started on an XR 80 in 65B, Mini C, Mini, B, Mini A, Junior B, Junior A, B200, AA. (B200 to AA? That’s probably a record.)

What:

Holeshot Online Registration is a way for racers to pre-register for the race, paying $4 more dollars to pre-enter, so they don’t have to wait in line and they can get to the track whenever they want.

Where:

r Chelsea and I were actually on this road (Interstate 95) on the way to go deep-sea fishing in May and I had the idea. We should see if someone wanted to pay a premium to skip the long lines and I spent the entire drive calling everyone I knew who rode to ask them if they would pay a few extra dollars to skip the line and everyone said yes.

When:

We spent all summer making sure that it was going to be able to happen. I did a lot of research, then I went to the Board of Directors meeting and pitched the idea. We discussed it. We compared it to the pre-entry system that FTR could have available and we determined that mine was better so they let me go ahead and do it. From there, it’s just contacting every one of the clubs to see if they want to let me do it since I’m taking money on their behalf. The first race was the CFTR, fortunately our club, at Bartow.

Why:

Well, it’s a business. It’s for profit so the intentional was for it to make enough profit for it to pay for my weekends so I could have a race series without going in the red and it’s actually surpassed that. We anticipated having 100 racers per event and the very first we had 67 or 68 and now we’re up almost at 200. We’re doing about 30 percent.

How:

I make a post in the FTR Forum in the Hare Scrambles section for the pre-entry for every race. I also post on the FTR Facebook page and then I keep up the Holeshot Online Registration’s Facebook page.

“The reactions have been great... The Brenning family can attend their daughter’s soccer games on Saturday morning and still come to the race whereas before they had to choose one or the other. We’re hoping it gets bigger. I’m at 30 percent. I would really love to hit 33 so I could say I do 1/3. We went from about 120 a race to 185 when we brought in the addition of Rocky Mountain ATV MC giving all my customers a $10 gift card. So now the racers maybe who weren’t doing it because of the extra money, that’s now negated by the gift card and they’re actually netting $6.”
