In a few months, citizens may find it easier to access New Bern police when reporting a crime. New Bern aldermen passed a request Tuesday evening by the police department to use an $11,897 Edward Byrne Memorial Justice Assistance Grant to purchase a product from Coplogic, a software company that designs software for police agencies to make them more efficient.

The new software, called DORS or DeskOfficer Online Reporting System, is designed to save law enforcement officers time and provide a way for the public to report crime online from their homes.

Kirsten White, services division commander of the New Bern police department, said in an earlier interview with the Sun Journal that the new software would allow people who speak another language to enter information in the online reports in their own language.

The online reporting will also make it more convenient for people who need a report for insurance purposes when the police department is closed, White said. Once the funding is in place, DORS could be available in about six months, she said. The software program will cost a total of $25,500 and the police department is looking at other funding alternatives or another grant to make up the difference, White said. In other business Tuesday night, aldermen approved a municipal agreement with the N.C. Department of Transportation for inspections of a bridge located on Allen Drive.

A new easement was provided for the car wash. But the old easement that ran through the middle of the property was never terminated and it is in conflict with the planned construction of a new building at the location. Closing on the property, which is scheduled for August 1, cannot take place without the easement being terminated. Aldermen also approved a resolution for a conditional use permit to allow Epiphany School to build an additional campus on Trent Road, near the school’s original campus.

A Research Triangle company, MCNC, got approval from aldermen to install fiber optic cable through Lawson Creek Park. MCNC plans to bore under and across the Trent River to provide a fiber optic cable network to connect universities, community colleges, schools, libraries and local governments. The cable that will run through New Bern will connect the fiber optic network to Morehead.

Partial solution at best

At the beginning of Tuesday night’s aldermen meeting Mayor Lee Bettis read a proclamation in gratitude of Hayden Jones and the service she provided for the county and New Bern. Jones, who died July 9, was the regional library secretary for the Craven/Pamlico/Carteret Regional Library system and worked from the New Bern-Craven County Library for 50 years before retiring in October. Decatur, AL, August 05, 2011 — 3-GIS was chosen by North Carolina non-profit MCNC from among 11 participants in a competitive RFP process. MCNC is currently working on a $144 million expansion of the North Carolina Research and Education Network (NCREN) scheduled to be completed by 2013. This initiative has been labeled the Golden LEAF Rural Broadband Initiative. 3-GIS’ Express Solution leverages Esri’s ArcGIS Server to seamlessly flow network data between an office administrator utilizing Network Express and field technicians with the mobile Field Express. These highly efficient tools will enable MCNC to address their existing fiber network while adding thousands of miles of new fiber assets to the database. Express Solution will provide a full view of the MCNC network, which has the potential to serve directly, or through MCNC partnerships with private-sector service providers, more than 1,500 community anchor institutions, 180,000 businesses, and more than 300,000 underserved families once the NCREN expansion is complete. The administrators using Network Express will have the capability to edit, query, report, trace, analyze and plot data from the geodatabase. The efficiency of this Web-based application allows the administrator to communicate data updates and work orders with field technicians using the mobile application Field Express. The field technician will have the ability to capture, edit, and send data back to the office in real time. CommScope’s biggest cabling and conduit project in North Carolina is about to enter its second phase. CommScope has been contracted by the Microelectronics Center of North Carolina to help bring high−speed internet access to underserved communities around North Carolina by expanding the North Carolina Research and Education Network. The project is called the Golden LEAF Rural Broadband Initiative. When the trucks leave CommScope’s Statesville plant , they’re loaded with all the equipment and supplies they need to install the line, said Senior Vice President of the Broadband Business Unit Ric Johnsen . “No other product company is doing that,” he said. “Typically, they’re contracting the logistic out to a third party.” CommScope was selected in 2010 to provide materials for the first round of the expansion. The first round is 412 miles of high−speed cables and 824 miles of conduit to be installed across 37 counties in southeastern and western North Carolina . The value of CommScope’s contract: an estimated $2.5 million . The project was funded by grants from the Golden LEAF Foundation and the federal government’s stimulus programs. The initiatives are preserving jobs in the midst of the current economic downturn. “We continue to use the stimulus as a growth platform,” said Johnsen . The project is moving forward and its second phase is scheduled to start about six months early, he said. Round two is worth an estimated $14 million to CommScope . It will involve installing about 1,300 miles of cable and 1,300 miles of conduit through northeastern, northwest, south central and Central North Carolina. CommScope is involved in similar projects in Arkansas , California , Michigan, Missouri and New Hampshire. The concept is the same – extend broadband Internet service to rural communities.

WORD ON WASHINGTON "Jobs First! Jobs for Us!" August 2011 The spotlight of the national media has been sharply focused on the recent debate on raising the federal debt ceiling. I voted against the last−minute debt deal that unfairly put so much at risk for our nation. Though a debt crisis was averted, most Americans agree that putting people back to work is crucial to improving the economy and the lives of our citizens. I am confident that we can put our country on a trajectory that will restore our fiscal health and properly fund our national priorities, but a big part of the solution in addressing our ballooning debit and deficit spending can be found in boosting American jobs, encouraging entrepreneurship and rebuilding our economy through the domestic production of goods. In the coming months, there will be many controversial spending debates about what our national spending priorities should be and what cuts the soon−to−be−established "Super Committee" will produce. But let's be clear − it is essential that we adopt policies that foster the creation of more jobs here in America, protect working families, help small businesses grow, and close tax loopholes for corporate America that give tax breaks for companies that send jobs overseas. We simply cannot afford to relegate this important agenda to the back burner when the partisan bickering returns to Washington. Last year, some of my colleagues and I introduced Make It In America − our economic agenda to support job creation for current and future generations. Many of the bills under Make It In America have already become law, but there is still much to do. Make It In America was designed to help encourage small businesses and American manufacturing, strengthen our infrastructure, and support investments in key areas like education and energy innovation. In recent months we have continued to build on that agenda, and the latest edition of it includes a push for the Administration to step up its efforts to establish a comprehensive manufacturing strategy. I have vehemently opposed the trade agreements that have shipped so many American jobs overseas, but nonetheless, the loss of one−third of American manufacturing jobs over the last decade has been devastating to middle class families. 1


It is important that we do all we can to increase U.S. exports, and I will continue to work towards revitalizing a manufacturing base that can provide jobs at home. I also have a 5−point plan of action − "Jobs First! Jobs for Us!" − for job creation in Southeastern North Carolina which includes five critical components: 1) Helping small business by improving access to capital and reducing unnecessary regulation and red tape; 2) Building infrastructure, including deploying high−speed Internet and investing in water and wastewater projects; 3) Retraining our workforce with the private sector and educational institutions; 4) Reforming the tax code to lower taxes, close corporate loopholes and simplify it; and 5) Create jobs for tomorrow by boosting our domestic manufacturing base and investing in bio−fuels, marine biotechnology, green industries and in North Carolina's coastal treasures. One recent example of a successful and innovative approach to building our infrastructure for the future was just announced at UNCP. MCNC, the private, non−profit operator of the North Carolina Research and Education Network (NCREN), hosted a state−wide Virtual Groundbreaking Ceremony in four locations around the state −− one being at UNC−Pembroke − to highlight the start of construction on a significant rural broadband initiative. This marks the second round of the Golden LEAF Rural Broadband Initiative (GLRBI) which was funded through a $75.75 million federal grant and $28.25 million in private funding, including $24 million from the Golden LEAF Foundation. The majority of funds have been spent on private−sector engineering, construction, materials and technology companies, and it is estimated that this infrastructure improvement will create or save 2,500 jobs in North Carolina. It is a great example of the public−private partnership that can exist to further job creation, while at the same time serving as a shining example of possibility and opportunity in rural and underserved areas of the state. We must make certain that we continue to move forward in the right direction so that we put our nation on right track for a stronger and more vibrant economy for generations to come. The agreement will be for 10 years, and inspections, performed by a consultant chosen by DOT, will be required biannually. The Federal Highway Administration will cover 80 percent of the cost of the inspections, and the city will be responsible for a 20 percent match, estimated to be approximately $520. Carlisle Corporation won approval of the termination of a utility easement on property that the company is purchasing in Havelock off of State Road 1773 that used to be the site of a car wash.

A new easement was provided for the car wash. But the old easement that ran through the middle of the property was never terminated and it is in conflict with the planned construction of a new building at the location. Closing on the property, which is scheduled for August 1, cannot take place without the easement being terminated. Aldermen also approved a resolution for a conditional use permit to allow Epiphany School to build an additional campus on Trent Road, near the school’s original campus. A Research Triangle company, MCNC, got approval from aldermen to install fiber optic cable through Lawson Creek Park. MCNC plans to bore under and across the Trent River to provide a fiber optic cable network to connect universities, community colleges, schools, libraries and local governments. The cable that will run through New Bern will connect the fiber optic network to Morehead. At the beginning of Tuesday night’s aldermen meeting Mayor Lee Bettis read a proclamation in gratitude of Hayden Jones and the service she provided for the county and New Bern. Jones, who died July 9, was the regional library secretary for the Craven/Pamlico/Carteret Regional Library system and worked from the New Bern-Craven County Library for 50 years before retiring in October.
