The CEO of MCNC is being honored by the White House this week in recognition of the Triangle nonprofit organization's efforts to expand Internet service to rural regions of North Carolina. Joe Freddoso, who has headed MCNC since 2007, is one of 11 local leaders from across the country who will be hailed Wednesday afternoon as "Champions of Change" for their efforts to improve the nation's infrastructure. Each week local leaders in different fields are being recognized by the White House for their infrastructure contributions. "It certainly is an honor," Freddoso said today. "I'm really excited for the team at MCNC and for the board and for all the constituents we serve." MCNC is in the midst of a $144 million expansion of its communications network, the N.C. Research and Education Network, that links most of the state's schools, colleges and universities. It received $104 million in federal stimulus funds for the project and came up with $40 million in matching funds, including $24 million from the Golden LEAF Foundation in Rocky Mount and $8 million of its own funds.

"I think in five years we are going to look at what we call high-speed today and we'll say, it's not enough to remake healthcare," Freddoso said. "It's not enough to run a business on the Web. RALEIGH, N.C. (AP) - The chief of MCNC is being honored by the White House for his organization's efforts to expand Internet service to rural regions of North Carolina. The News & Observer of Raleigh reports (http://bit.ly/xalrUj ) that Joe Freddoso, who has headed MCNC since 2007, is 1 of 11 local leaders from across the country to be hailed Wednesday as "Champions of Change" for their efforts to improve the nation's infrastructure.

A Triangle non-profit is being honored at the White House today. MCNC has been named a “Champion of Change” for its work in providing broadband to rural North Carolina. Joe Freddoso is the President and C-E-O of MCNC. He says the first of their two major projects is almost complete.

Joe Freddoso: Particularly in rural areas, they were going to run up against the cap and fibre availability in rural North Carolina fairly quickly, over the next five to seven years. So our build directly addresses that. That’s who we serve through the NC Research and Education Network that MCNC runs. Freddoso says public and private organizations provided $144-million to build the broadband infrastructure needed in eastern and western North Carolina.

By WRAL Tech Wire RESEARCH TRIANGLE PARK, N.C. — Joe Freddoso, chief executive officer of MCNC which operates the growing and expanding North Carolina Research and Education Network, and the NCREN effort are a White House “Champion of Change.” Freddoso, a former executive at Cisco, is also being recognized as an “Innovator in Infrastructure.” NCREN is currently utilizing private and public sector funding as well as federal grants to upgrade and expand the network to provide high-speed Internet access from the coast to the mountains. Thye network already links the members of the UNC System as well as 58 Community Colleges and the state’s public school districts. Charter schools and other non-profit and educational institutions also are joining the network. Freddoso and 11 others will be honored at the White House on Feb. 15. "MCNC is honored with recognition by the White House as a Champion of Change," said John Killebrew who heads up community efforts for NCREN. "MCNC’s work is greatly supported by our Governor, North Carolina’s General Assembly, the NCREN Community, the Golden LEAF Foundation, and by a great team at MCNC. Two members of the MCNC team have really led our work that led to receiving this recognition; MCNC’s CFO Patricia Moody and VP of Network Initiatives Tommy Jacobson deserve special recognition." The awards recognize individuals “for creating jobs in their communities and using innovative techniques to develop valuable projects helping to improve America’s infrastructure." “These American heroes are creating jobs today by investing in tomorrow -- putting men and women back to work rebuilding America’s infrastructure,” said Secretary of Transportation Ray LaHood in a statement. “We appreciate their extraordinary efforts to connect people who need their jobs back with the jobs that our communities and economy need done.” MCNC’s NCREN project will cost $144 million and is on track to be completed by mid-2013. The organization received $104 million in two rounds of federal funding. It also is being supported by the North Carolina Golden LEAF economic development group.

As the first phase of the Golden LEAF Rural Broadband Initiative nears completion with work currently underway in the second phase, many communities throughout North Carolina already have seen an immediate positive impact from the $144 million expansion of the North Carolina Research and Education Network (NCREN). Now, NCREN customers have new services available because of the historic project. MCNC today announced the availability of high-definition Movi videoconferencing software and other managed/shared services enabled by the GLRBI with the unveiling of a new NCREN Services Catalog. Following a successful pilot of 500 Movi clients since July 2011, MCNC has incorporated new hardware, software, and integration services to support Cisco TelePresence and Movi interoperability. MCNC also is providing managed soft-client video services including options available for both standard and high-definition up to 720p that incorporate many of the most popular brands of codecs including Polycom, Sony, and Tandberg. The NCREN interactive video network handles more than 100 hours of classes, conferences and seminars each week. MCNC is able to offer live streaming of sessions with storage capability for future viewing. And, because these services are able to integrate with many commercially-available interactive video technologies, desktop videoconferencing can be incorporated into sessions with more traditional room-based systems when needed. This allows education institutions to gain maximum return on their already-placed video investments and upgrade capabilities as budgets allow. John Killebrew, MCNC’s vice president of community support for NCREN, said the services now being offered, in particular the power of interactive video, have helped create a leading-edge learning environment in North Carolina as well as enable research collaboration, seminars, online workshops, and many other applications easily facilitated by video. “People connecting with people through technology yield great collaborations,” said Killebrew. “MCNC remains focused on meeting the needs of its customers, and the expansion of NCREN is allowing our customers to drive innovations in education, health care, and other community services throughout North Carolina.” MCNC also offers a Technology Forum for customers to interact with each other and MCNC’s subject matter

experts. In addition to enhanced video services, MCNC offers a 5,000 square-foot data center with more now available through the data center portfolio. MCNC currently offers server collocation with custom installation options available as well as several managed hosting options in addition to centralized, automated data protection services. The facility has a Network Operations Center staffed 24×7 that sits on seven 10Gig connections to the Web, Internet2, and National Lambda Rail. MCNC led North Carolina’s successful efforts to pursue federal Broadband Technology Opportunities Program (BTOP) funds administered by the National Telecommunications and Information Administration in 2010. MCNC raised $40 million in private funds (including $8 million from its own Endowment and $24 million from the Golden LEAF Foundation) to win two BTOP grants totaling $104 million to build fiber-optic infrastructure throughout rural North Carolina. Approximately 99.3 percent of the $144 million total investment is dedicated to the private sector. This historic expansion delivers critical middle-mile infrastructure and direct fiber connections to community anchor institutions throughout the state and helps make these services available at fixed costs for the foreseeable future. About MCNC & NCREN Community MCNC is an independent, non-profit corporation. MCNC’s main focus is to operate the North Carolina Research and Education Network (NCREN). For a more than a quarter century, NCREN continues to provide advanced Intranet and Internet connectivity to a constantly expanding number of Community Anchor Institutions throughout North Carolina. Today‘s users of NCREN include all 17 institutions of the University of North Carolina System, all 58 North Carolina Community Colleges, all 115 K-12 public school districts as well as a growing number of K-12 charter and private schools, the majority of the state’s private colleges and universities, several non-profit and public health care facilities, and a number of the state’s premier research institutions. Innovative concept-to-marketplace product design and development firm Montie Design is holding a Winter 2012 Student Design Contest for aspiring product designers in community colleges, four-year colleges, or high schools from North Carolina and Virginia, starting February 1.

MCNC President and CEO Joe Freddoso will be accepting a “Champion of Change” award on behalf of the broadband nonprofit on Wednesday, Feb. 15 at 1:30 p.m. EDT at an event at the White House. The Obama administration is honoring 11 leaders such as Freddoso for “creating jobs in their communities and using innovative techniques to develop valuable projects helping to improve America’s infrastructure” according to an official White House announcement. Having secured two federal grants in January and August 2010 totaling $104 million sourced from the American Recovery and Reinvestment Act or “stimulus” funding, MCNC officials have stated the design, construction, and operation of the broadband network being built with the grant monies could create more than 1,000 engineering/construction jobs. MCNC is an independent non-profit organization that employs advanced networking technologies and systems to help various sectors of Community Anchor Institutions in North Carolina communicate with their constituents more effectively and meet their specific organization’s mission, vision and goals. The Champions of Change program was created as a part of President Obama’s Winning the Future initiative to highlight community leaders for the work they are doing to serve and strengthen their communities. Joe will participate in a panel discussion with 10 other organizations. The focus will be innovators in broadband and transportation infrastructure. The general public will be able to watch the presentation on Wednesday via live stream at www.whitehouse.gov/live. “These American heroes are creating jobs today by investing in tomorrow — putting men and women back to work rebuilding America’s infrastructure,” said Secretary Ray LaHood. “We appreciate their extraordinary efforts to connect people who need their jobs back with the jobs that our communities and economy need done.” The Champions of Change program was created as a part of President Obama’s Winning the Future initiative. Each week, a different sector is highlighted and groups of Champions, ranging from educators to entrepreneurs to community leaders, are recognized for the work they are doing to serve and strengthen their communities. Joe Freddoso became President and CEO of MCNC on July 1, 2007. Prior to joining MCNC, Freddoso spent 7 years with Cisco Systems, Inc and 15 years as an organizer of Olympic style events around the globe.

In his role at MCNC, Freddoso leads the independent, non-profit corporation in its mission to provide advanced Intranet and Internet networking services to Community Anchor Institutions in North Carolina. MCNC accomplishes this mission by operating the North Carolina Research and Education Network (NCREN), a high speed optical backbone, covering the state, that serves the Intranet and Internet connectivity needs of all 17 institutions of the University of North Carolina System, all 58 North Carolina Community Colleges, all 115 K-12 public school districts as well as a growing number of K12 charter and private schools, the majority of the state’s private colleges and universities, several non-profit and public health care facilities, a number of research institutions. NCREN also serves as the Internet gateway network for all state employees.

[From News Reports] Stocks have shown a notable move to the downside over the course of morning trading on Tuesday amid renewed concerns about the financial situation in Europe. The major averages have slid firmly into negative territory after ending the previous session firmly positive. Much of the weakness on Wall Street stems from news that Moody's cut the debt ratings of six European countries, including Italy, Spain and Portugal, and warned it could cut the triple-A ratings of France, Britain and Austria. and Information Administration Printer-friendly version Yesterday, two NTIA Recovery Act broadband grantees were among 11 local leaders from across the country honored at the White House as “Champions of Change.” Joe Freddoso, President and CEO of MCNC, and Donald Welch, President and CEO of Merit Network Inc, were recognized for using innovative techniques to develop valuable projects helping to improve America’s infrastructure. Merit Network and MCNC both received Recovery Act grants from NTIA for broadband infrastructure projects that are currently underway and connecting community anchor institutions in Michigan and North Carolina, including schools, libraries, and hospitals, to high-speed Internet. Under the leadership of Welch and Freddoso, Merit and MCNC have put hundreds of people to work and are laying the groundwork for sustainable economic growth and improved education, healthcare, and public safety.The Champions participated in a panel moderated by Assistant Secretary and NTIA Administrator Lawrence Strickling and discussed how their projects are key to revitalizing their communities. View the full program here: http://www.youtube.com /watch?v=IqTzjLTL_Ug During the panel discussion, Freddoso explained how MCNC's North Carolina project is already creating jobs for construction workers and local vendors such as CommScope in Hickory, N.C., which is supplying fiber and other materials to both projects. “We have forty crews of ten to twenty people out in the field installing fiber every day, said Freddoso “A conduit plant that was basically idle before the BTOP (NTIA’s broadband grant) program is now at full capacity.” Freddoso also mentioned that the project is creating new opportunities across the state in places such as Kannapolis, N.C., a former textile mill town that is reinventing itself as a biotechnology and life sciences hub.

In discussing how the new and upgraded infrastructure will benefit local institutions, Welch explained how the Michigan network will enable universities and research centers, especially those located in remote areas, to perform new types of data-intensive research. He also pointed to an initiative to help rural school districts share resources and cut costs as an example of how the high-speed network can be used. In addition to Freddoso and Welch, representatives from the District of Columbia, University Corporation for Advanced Internet Development (UCAID), and State of Maryland NTIA broadband Recovery Act projects were present at the event as well as a Commscope Representative from North Carolina. NTIA's Recovery Act broadband infrastructure projects are connecting communities across the country to high-speed Internet, creating jobs, and supporting economic growth. RESEARCH TRIANGLE PARK, N.C. – Joe Freddoso, chief executive officer at MCNC, will be at the White House today where he will be honored as a "Champion of Change." But many other people will be there with him - in spirit. Freddoso and MCNC are being recognized for the project to expand the North Carolina Research and Education Network across North Carolina. In talking about the honor, Freddoso made sure to talk about many other people who have made the $140-million plus project possible. The Skinny talked with Freddoso about the honor. What is your reaction to your selection personally: Very honored that the White House recognizes North Carolina's recent work in broadband infrastructure deployment as exemplary. I think about all the individuals and organizations who have supported MCNC's efforts. The Governor's office and members of the the General Assembly which encouraged to pursue the BTOP funding; members of the North Carolina Delegation to Congress who helped advocate for our applications; The MCNC Board of Directors and the MCNC Advisory Committee who helped us review plans and approve strategy. The board and staff of the Golden LEAF Foundation that became the lead private match investor in the effort to raise private matching funds. All of these organizations had to work together to gain access to the funding. And for the organization ... The MCNC team led by our CFO Patricia Moody and our VP of Network Initiatives Tommy Jacobson has worked extremely hard to first win the awards. It was very competitive. There were hundreds of requests that totaled about $50 Billion of requests with only $3 Billion available for awards in our category and we managed to win in both rounds of funding. Building the network has been a massive undertaking. Lots of hours by the team and great support from a wonderful group of private sector companies who won contracts to support our efforts. I am proud of the efforts of engineering firms like Kimley-Horn, ONUG; Commscope for fiber, conduit and other materials; Cisco for optical gear; Edwards Communications; Globe Communications; Fiber Tech and World Fiber who are helping

to build the network. The entire MCNC team should be very proud of our accomplishments. The short term recognition is great - but the lasting impact this investment will have on the state is the real reward. The network has been a team effort with Golden LEAF and others providing financial and other support, has it not? To augment to what I have already mentioned, the Golden LEAF Board of Directors and staff, led by Dan Gerlach, chose to invest in this project. The reasons were compelling--an immediate 5 to 1 return on their investment, a $24 million grant that helped bring in a $104 million in federal funding and $120 million in total funding. What will be the most meaningful impact of the new NCREN to the state once complete? The community anchor institutions connected to NCREN will have a network that will scale to their increased demand for the next 20-30 years at relatively stable costs. Imagine a 2 lane road that where the traffic doubles every 3 years and that road automatically adjusts its capacity, adds lanes, to meet the increased need and it does so at operating costs that were fixed when it was a 2 lane road. That just doesn't happen. That's what NCREN will be. In addition, if the private carriers choose to take advantage of the commercial capacity on the new infrastructure, it will become less expensive for them to reach rural citizens with enhanced service and hopefully some of that cost savings can be passed on to rural citizens and businesses. It all hinges on the willingness to work with a private non-profit that now has a lot of infrastructure that can be leveraged to deliver more robust services to rural areas. You have spoken in the past about the work of MCNC is built on the foundations laid by your predecessors. Please explain. One of MCNC strengths has been a history of great leaders on the board of directors and as the CEO. For example, Sherwood Smith and Bill Kress managed the organization during its transition from research focused to network services to Community Anchor Institution focused and left the organization with an endowment to support the capital needs of NCREN. That legacy continues to pay dividends today. Our current chairman, Mike Murphy, has been in the Chair's role for almost 6 years--he brings amazing talents as an investment banker and now a physics teacher to the role and has provided thoughtful guidance. MCNC has been blessed with great leaders. This current MCNC team is creating its own legacy that will hopefully impact the next couple of generations of North Carolinians. During the panel’s opening remarks, U.S. Transportation Secretary Ray LaHood said funding from the American Recovery and Reinvestment Act — roughly $48 billion — was spent in two years and during that time, employed thousands of people. Through publicprivate partnerships, stimulus grant projects were deemed a success.

Joe Freddoso, president and CEO of MCNC, and Donald Welch, president and CEO of Merit Network Inc., were two of the 11 individuals recognized for their efforts to carry out broadband infrastructure projects intended to better serve their respective communities. MCNC and Merit Network — both nonprofit organizations that develop networking technologies — each received stimulus funding from the National Telecommunications and Information Administration (NTIA) for their projects. Each project is currently under way to connect community anchor institutions like schools, libraries and hospitals to high-speed Internet, according to the NTIA.

Merit Network’s project, which received two grants from the NTIA, serves Michigan’s Upper and Lower Peninsula, and the MCNC’s Broadband Technologies Opportunities Program (BTOP) project serves various communities across North Carolina. According to the MCNC, BTOP is intended to use $144 million of stimulus money to expand the North Carolina Research and Education Network, which will be completed by 2013.

Merit Network’s REACH-3MC (which is short for Michigan Middle Mile Collaborative) projects will build more than 2,200 miles of network infrastructure, improving broadband service availability in Michigan. During the panel, Merit Network’s Welch said institutions such as schools face challenges due to decreased resources, so it’s important that communities have strong broadband networks, and through strong partnerships, communities can get the additional infrastructure they need for broadband. Freddoso said his organization’s broadband project will install 2,600 miles of fiber once

completed. Because fiber is being installed every day, job opportunities were made available as a result. Last year, the White House honored a different set of champions by recognizing software developers who created innovative Web apps using government data.
