Office of Information Technology Services, Cabarrus Health Alliance and MCNC, today announced that Vidant Medical Center in Greenville is the first not-for-profit hospital to be connected to the North Carolina Research and Education Network (NCREN). Vidant Medical Center (formerly Pitt County Memorial Hospital) is now part of Vidant Health, a 10-hospital not-forprofit organization that collectively serves Eastern North Carolina. Vidant Health previously operated as University Health Systems of Eastern Carolina. With this enhanced connection, Vidant Medical Center is using a combination of its fiber and MCNC-provided fiber for a fully-dedicated 1 gigabit per second connection to the NCTN. The NCTN, operated by MCNC for the Cabarrus Health Alliance, is an infrastructure dedicated to health care providers and public health facilities that uses a portion of the bandwidth and facilities available on NCREN. Vidant Medical Center is the first of 24 non-profit hospitals that will be connected to the NCTN over the next three months. Several other non-profit hospitals are discussing NCTN connections. Vidant Health has plans to supplement the initial NCTN connection in Greenville with a second 1000 mbps, completely diverse connection to increase resiliency and to serve their backup data center expected to be operational this spring. Andy Anderson, administrator of IT operations for Vidant Health, said this connection is estimated to save $44,000 annually in addition to supplying the hospital system with a significant increase in Internet bandwidth capacity. "Vidant Health has been a long-standing customer of MCNC for Internet services, and this connection increases our bandwidth by tenfold with lower costs, more capabilities, and better overall patient services," he said. "This highspeed connectivity provides instantaneous care and support for patients in areas where they live and work." Named as one of the nation's Most Wired Health Systems in Hospitals & Health Networks Magazine, Vidant Health currently serves 29 counties in Eastern North Carolina with 11,000 employees and hundreds of primary care and specialty providers, working together as one to create a truly interconnected system of care. The NCTN is subsidized through the FCC's Rural Health Care Pilot Program, which provides funding to eligible health care providers for telecommunications services, including broadband, that are necessary for the provision of health care. The goal of the FCC's program is to improve the quality of health care available to patients in rural communities by ensuring eligible health care providers have access to affordable telecommunications services. "With this first connection and several others soon to follow, the NCTN is enabling a modern, cost-efficient network to serve the needs of health practitioners and researchers throughout North Carolina to find the next great cures," said Dave Kirby of Kirby Information Management Consulting, LLC and the NCTN Project Manager. Through a three-year $7.2 million contract with MCNC and the N.C. Office of Information Technology Services (ITS), the NCTN provides broadband services that link health programs and sites across the state. GREENVILLE, N.C., Feb. 21, 2012 /PRNewswire-USNewswire/ -- The North Carolina Telehealth Network (NCTN) in cooperation with the N.C. Office of Information Technology Services, Cabarrus Health Alliance and MCNC, today announced that Vidant Medical Center in Greenville is the first not-for-profit hospital to be connected to the North Carolina Research and Education Network (NCREN). The connection was made possible by broadband fiber constructed during the first phase of the Golden LEAF Rural Broadband Initiative. The NCTN is directed by the Cabarrus Health Alliance and is a dedicated network for health care organizations that uses both the NCREN and ITS network infrastructures to provide highly reliable, cost-efficient services at optimal levels. The sites include clinics, community health centers, public health agencies, and non-profit hospitals that require connectivity and a unique network infrastructure to utilize a diverse set of telehealth and health care information applications.

MCNC, a nonprofit broadband provider that operates the North Carolina Research and Education Network (NCREN), is using Recovery Act funds to deploy or upgrade 2,600 miles of fiber in rural areas across the state. The network will initially deliver speeds of 10 gigabits per second and eventually scale to a 100-gigabitper-second middle-mile network. It will extend the reach of the existing NCREN system to connect nearly 2,700 additional anchor institutions, including libraries, hospitals and public safety facilities. The new network will also deliver faster and more reliable connections to K-12 schools, colleges and universities already on NCREN. And it will be an important source of dark fiber for commercial Internet providers that want to expand their own systems. MCNC's project is already creating construction jobs and jobs for local vendors such as CommScope in Hickory, N.C., which is supplying fiber and other materials. It is also laying the groundwork for economic revitalization in places such as Kannapolis, N.C., a former textile mill town that is reinventing itself as a biotechnology and life sciences hub.

Freddoso explained that MCNC needs to upgrade and expand its network to be able to supply a modern telecommunications infrastructure for the state’s rural communities and keep up with the surging bandwidth needs of critical anchor institutions. Those bandwidth requirements range from fast access for third graders on North Carolina’s Outer Banks who are downloading power point presentations to complete homework assignments, to dedicated point-to-point transport for researchers at UNC-Chapel Hill or Wake Forest who are collaborating with colleagues across the globe. MCNC’s goal, Freddoso said, is to build a broadband infrastructure that can scale for the future. For more information see the MCNC BTOP project pages. Topics: Grants

All five installments of our five-part series about the recent BTOP panel at the annual State of the Net conference are now posted on the NTIA blog.

Tales from the front lines of the Broadband Technology Opportunities Program February 06, 2012 by NTIA

The Broadband Technology Opportunities Program is producing jobs, driving growth, providing tools for economic empowerment and improving lives across the country. That was the takeaway from a recent panel discussion at the annual State of the Net conference held in Washington, D.C. last month. The conference, which is organized by the Advisory Committee to the Congressional Internet Caucus, explores the biggest technology policy issues of the day. This year’s conference included a panel devoted to BTOP, a Recovery Act program administered by NTIA that is investing in roughly 230 projects to increase broadband access and adoption around the country. The BTOP infrastructure projects are bringing broadband to places where it’s lagging and supplying high-capacity connections to schools, hospitals and other anchor institutions that need more bandwidth. These projects are also spurring private-sector investment since local Internet providers can connect to these critical new "middle mile" facilities to serve more homes and businesses. The BTOP adoption programs are teaching computer and digital literacy skills, providing online job search and resume writing assistance, and even training people for technical jobs in the information-age economy. And the BTOP computer centers - located in schools, libraries and other public buildings - are providing broadband access for people who want to go online but lack the resources at home. The State of the Net panel was moderated by Anthony Wilhelm, who directs the BTOP program for NTIA. But the real stars were the panelists themselves: leaders from five very different BTOP projects across the country who spoke about how Recovery Act investments are closing the digital divide and building the technology infrastructure and skills that America needs to compete in the 21st Century. Throughout the week, we will provide snapshots of each of these projects, along with highlights from each panelist’s remarks:

BTOP Case Study Two: Susan Walters, Senior Vice President, California Emerging Technology Fund February 07, 2012 by NTIA

As part of our BTOP series: Tales from the Front Lines, today we are highlighting California sustainable broadband adoption grantee CETF. The California Emerging Technology Fund (CETF), a non-profit working to close the state's digital divide, is using a Recovery Act investment to provide computer, digital literacy and workforce training for low-income communities and other vulnerable populations. CETF works through 19 partners statewide, including non-profits that offer job training and career development services for the unemployed and homeless. Two of those organizations, Chrysalis in Southern California and The Stride Center in Northern California, are using Recovery Act funding to train clients in information technology skills and place graduates in IT positions. CETF also works with partners such as the Chicana Latina Foundation and Youth Radio, to raise awareness of the importance of broadband and ensure its programs serve California's diverse population - from Hispanic farm workers in the Central Valley to seniors in San Francisco's Chinatown. Classes are offered in Spanish, Chinese and other languages.

Chrysalis Computer Lab Walters reported that more than 1,000 people, including former addicts, parolees and chronically unemployed, are now working in information and communications technology jobs because of the Recovery Act investment. These jobs, she stressed, pay starting salaries of $40,000 to $60,000 a year, bring economic self-sufficiency and offer promising futures. And while Walters credits BTOP with helping to make it all possible, she said the “real heroes are those who complete rigorous job training programs - those adults who take a risk and enroll in a digital literacy class in addition to having two or three very low-wage jobs, and parents with low literacy levels who enroll in training because they think it will help their children have a better life. For more information see the CETF BTOP project pages.

BTOP Case Study Three: Mark Shlanta, CEO, SDN Communications February 08, 2012 by NTIA

As part of our BTOP series: Tales from the Front Lines, today we are highlighting South Dakota infrastructure grantee SDN Communications. SDN Communications, a partnership of 27 independent telecom providers covering 80 percent of South Dakota, is using a Recovery Act grant to expand its 1,850-mile, 300-gigabitper-second fiber-optic network by another 360 miles and add an additional 100 gigabits of bandwidth along high-capacity routes. The project will enable SDN to deliver broadband speeds o at least 10 megabits per second to 300 anchor institutions that will be added to the network, including schools, libraries, hospitals, clinics, public safety agencies, government buildings and National Guard facilities. It will also deliver faster connections to more than 220 anchor institutions already on the system.

SDN construction crew at work Shlanta said that in a rural state like South Dakota, broadband brings critical new opportunities in healthcare and education. Broadband allows patients who live in rural communities located far from big hospitals to consult with doctors and other healthcare specialists across the state. Broadband also allows school districts to share staff and resources by making it possible for students to remotely attend classes hosted by other districts. One institution that will get faster connections is the Telecommunications Lab at the Mitchell Technical Institute in Mitchell, S.D., which prepares students for careers in the telecom industry and is training workers to operate broadband networks such as those being built with BTOP funds.

BTOP Case Study Four: Andrew Buss, Director of Public Programs, Office of Innovation & Technology, City of Philadelphia February 09, 2012 by NTIA

As part of our BTOP series: Tales from the Front Lines, today we are highlighting public computer centers in Philadelphia. The City of Philadelphia is using a Recovery Act award to open or expand 77 computer centers in health and social service agencies, homeless shelters, affordable housing locations and recreation centers in low-income communities across the city. The project, led by Philadelphia's Office of Innovation & Technology, gives the city's most vulnerable residents access to everything from job postings to health information to educational resources on the Internet. It is part of a broader program called KEYSPOT, Powered by Freedom Rings Partnership. The partnership is a coalition of more than a dozen city agencies, grass-roots organizations and universities working to increase broadband adoption rates in Philadelphia. Another lead agency in the partnership, the Urban Affairs Coalition, is using a separate Recovery Act grant to teach digital literacy skills and provide workforce training in KEYSPOT computer centers. Working together, the two projects are providing online access, instruction and support to help all Philadelphia residents participate in today's wired society.

A public computer center in West Philadelphia Buss said Philadelphia’s broadband programs are creating new “community spaces” outside of home and work that offer “something additive to people’s lives that reaches far beyond technology.” He noted, for instance, that Bengali taxi drivers have begun congregating in a public computer center in West Philadelphia to Skype relatives back in Bangladesh and India. Technology, Buss said, is “really just the ancillary ingredient that is creating these communities.” Equally important, Buss said, the broadband programs are teaching digital literacy skills and providing job search assistance and training to give the city’s poorest residents more options in life. Ultimately, Buss said, the programs offer a path to transcend the confines of the city’s low-income neighborhoods and a gateway to a wider world. For more information see the Philadelphia Freedom Rings BTOP project pages.

BTOP Case Study Five: Bill Callahan, Connect Your Community Project Director, OneCommunity February 10, 2012 by NTIA

As part of our BTOP series: Tales from the Front Lines, today we are highlighting Ohio sustainable broadband adoption grantee One Community. OneCommunity, a non-profit broadband provider in Northeast Ohio, is using Recovery Act funding to expand innovative broadband adoption work it is doing in Cleveland and replicate the program in seven other communities in Ohio and four other states. The Connect Your Community (CYC) project provides computer classes and broadband training, as well as low-cost equipment and help finding affordable Internet access, to get low-income households online. One key to the program is the CYC Corps, a team of staffers hired in each community to teach computer and Internet basics to others, who are using those skills to look for jobs or even start their own businesses online. Working with eight local partners, OneCommunity says it is on track to produce 26,000 new broadband adopters. (OneCommunity is also using another Recovery Act award to upgrade and expand its fiber-optic network, which connects anchor institutions in Northeast Ohio).

Computer training at a public housing site in Lorain, Ohio. Callahan explained that in today’s job market – with many openings posted only online and many resumes accepted only online – broadband is a requirement. Yet Internet access alone is not enough to create economic opportunities and transform societies. It is equally important to focus on adoption. “We can’t accomplish true digital transformation of our schools, hospitals governments or our private economy as long as thousands of our neighbors - students and parents, patients, citizens, workers and consumers - remain disconnected and unable to participate,” Callahan said.

By MCNC Posted: 9:05am on Feb 21, 2012; Modified: 9:11am on Feb 21, 2012 GREENVILLE, N.C., Feb. 21, 2012 — Broadband expansion on NCREN enables Vidant Medical Center to better serve Eastern North Carolina GREENVILLE, N.C., Feb. "This high-speed connectivity provides instantaneous care and support for patients in areas where they live and work." Named as one of the nation's Most Wired Health Systems in Hospitals & Health Networks Magazine, Vidant Health currently serves 29 counties in Eastern North Carolina with 11,000 employees and hundreds of primary care and specialty providers, working together as one to create a truly interconnected system of care. Office of Information Technology Services

Brenda McCombs, director of instructional technology for Kannapolis City Schools, has been accepted into a prestigious continuing education program for North Carolina school IT professionals. Certified Educational Chief Technology Officers (CeCTO) is a unique program that was the first of its kind in the country. It is a partnership between the North Carolina Department of Public Instruction, UNC School of Government’s Center for Public Technology, and MCNC, an organization that provides broadband infrastructure throughout the state. The CeCTO program works with public education IT leaders in North Carolina to help them advance the state’s Information Superhighway. Participants have the opportunity to build on the leadership and communication skills needed to make strategic IT business decisions for their school districts. CeCTO focuses on helping IT professionals lead innovation in North Carolina’s public schools and giving students the tools they need to be successful. The CeCTO partnership started in 2010, and Brenda McCombs will be part of the third class of students in the program. McCombs led Kannapolis City Schools’ successful implementation of two IMPACT grants, which provided more than $4.1 million worth of technology equipment and training to the school district.

GREENVILLE, N.C., Feb. 21, 2012 -- Broadband expansion on NCREN enables Vidant Medical Center to better serve Eastern North Carolina GREENVILLE, N.C., Feb. Vidant Medical Center (formerly Pitt County Memorial Hospital) is now part of Vidant Health, a 10-hospital not-for-profit organization that collectively serves Eastern North Carolina. "This high-speed connectivity provides instantaneous care and support for patients in areas where they live and work." Named as one of the nation's Most Wired Health Systems in Hospitals & Health Networks Magazine, Vidant Health currently serves 29 counties in Eastern North Carolina with 11,000 employees and

hundreds of primary care and specialty providers, working together as one to create a truly interconnected system of care. About MCNC & NCREN CommunityMCNC is an independent, non-profit corporation. MCNC's main focus is to operate the North Carolina Research and Education Network (NCREN). For a more than a quarter century, NCREN continues to provide advanced Intranet and Internet connectivity to a constantly expanding number of Community Anchor Institutions throughout North Carolina. Today's users of NCREN include all 17 institutions of the University of North Carolina System, all 58 North Carolina Community Colleges, all 115 K-12 public school districts as well as a growing number of K-12 charter and private schools, the majority of the state's private colleges and universities, several non-profit and public health care facilities, and a number of the state's premier research institutions. NCREN also serves as the Internet gateway network for all state employees. MCNC currently is working on a $144 million expansion of NCREN scheduled to be completed by summer 2013. The Recovery Act is working Recommend

Sign Up to see what your friends recommend.

By Joe Biden Special to the Observer Posted: Friday, Feb. 17, 2012 Three years ago today, in his first major act in office, President Obama signed into law the American Recovery and Reinvestment Act. It stirred a great debate. Some called it too big; others warned it was too meager. With just a handful of exceptions, Republicans maligned it as the absolute wrong approach to creating jobs. Today, that argument is settled. The Recovery Act did what we asked of it. Three million jobs were created or saved. Essential investments in keeping teachers on the job, building a domestic clean energy industry, and repairing our roads and bridges have helped to foster the economic growth that we are now starting to see. The president is building an economy meant to last, and the Recovery Act is part of the foundation.

Economy was in free fall It's easy to forget how grave our problems were in February of 2009. We had inherited an economy in free fall. Economists told us a depression was all but inevitable unless we took bold, immediate steps. Our country lost 3.5 million jobs in the six months before the president and I took office. We lost another 4 million before policies like the Recovery Act took effect. Today, we have had 23 straight months of private sector growth. Businesses have added 3.7 million new jobs. And thanks to the tough choice the president and I made to stand with the auto workers at General Motors and Chrysler, the American auto industry is back. The industry went from losing 400,000 jobs in the year before we took office to creating nearly 190,000 jobs since GM and Chrysler emerged from bankruptcy, and GM is once again the world's top-selling auto company. The investments we made in the Recovery Act have helped to spark whole new industries. As a result of our investments in the advanced battery industry, the United States is on track to go from producing less than 2 percent of the world's advanced batteries in 2009 to having 40 percent of the production capacity by 2015. Today, companies are not just expanding their U.S. operations - some are actually moving production from countries like China and Mexico back to American shores. And many more middle-class families see a much brighter future than the bleak horizon they faced when we arrived at the White House. You see it here in North Carolina, where the Recovery Act invested in ultra-high speed Internet throughout the state - meaning that universities, local schools and hospitals can have access to some of the world's fastest broadband. That work has hundreds of people on the job today laying fiber and manufacturing equipment, but it also will allow entrepreneurs and innovators to create the next Google or Facebook in North Carolina. The Recovery Act, and investments like these, played a critical role turning our economy around. But here's the big thing the president and I are trying to do. We are determined to restore a basic middle-class bargain that has existed for generations: a bargain that says if American workers contribute to America's economic success, they are entitled to share in its benefits. This bargain is the reason millions of hard-working men and women can imagine owning a home in a decent neighborhood, sending their children to college, and providing for their own retirement. In his State of the Union address earlier this month, the president called keeping that bargain alive "the defining issue of our time." And to have a strong American middle class, we need American manufacturing to come back strong. We realize the middle class was built - that our very economy was built - on the back of the manufacturing sector. America still has the most productive workers in the world. And in order for our economy to recover, we need to have American companies putting Americans to work making things in America again. As I travel around the country, I see this is already happening.

Road ahead: insourcing You have probably heard a lot about outsourcing jobs, but in the coming months you are going to hear a new word: insourcing. American companies bringing jobs back home from abroad. A few weeks ago, the president and I hosted a meeting of the world's leading business leaders, from companies like DuPont, Ford Motor, Siemens, Master Lock and others. They had a basic message for us: not only are they coming home but they see a trend in the coming decades that could result in millions of new jobs for American workers. Our administration believes we should do everything in our power to hasten that move. These companies gave explicit examples as to why they were coming home. They talked about the total cost of doing business, and the need to look at business trends when they are building a factory and expect it to last 25 to 30 years. They concluded that the future belongs to the United States. And so have the president and I. That is why we need a tax code that rewards companies for bringing jobs back to America instead of encouraging companies to ship jobs overseas. Our plan would scrap a tax deduction for companies when they close a factory to ship jobs overseas, and redirect the money to cover moving expenses for companies that bring jobs back. We are proposing to make sure companies that ship jobs overseas pay a new minimum tax on their overseas profits, instead of giving them a tax advantage over businesses that keep jobs here at home.

The Recovery Act was meant to give the economy the jolt it desperately needed. Three years later, it is clear that jolt got us pretty far down the road. We have a long way to go as we work to reinvigorate manufacturing and ultimately rebuild the middle class. The president and I will not stop until the millions of Americans who have struggled in recent years can look their children in the eye and say, "Honey, it's gonna be OK." Joe Biden is the 47th U.S. vice president.

And people laughed at Dan Quayle. Only a man living in another world could write stuff this ridiculous and what's even crazier, there are a lot of people who read this and actually believe it.

The promise was if you got the ARRA unemployment would be 5.5% right now. It's not. Not working, no other recovery in history has lagged like this even without the trillions of dollars of crony money.

Wow. Somebody wrote a very long op ed for "Stand up Chuck" Biden. The writer says "The Recovery Act did what we asked of it." Really. Well if that is true someone should be tried for treason. Because here's what the Recovery Act and other Obam-Biden policies have accomplished: The number of unemployed has increased by over a million with millions more underemployed or not seeking work any longer. The number of jobs in the U.S. has decreased by 2 million. Joe, didn't you tell us once it "was all about a three letter word J-O-B-S"? Average duration of unemployment has more than doubled..to over 40 weeks. The median middle class income has declined by nearly $1,000 The number of people in poverty has grown by over 6 million. Food stamp participation has increased by 14 million...to over 46 million. Much of this Recovery Act money was laundered to Democratic supporters in companies like Soyndra and the battery companies mentioned in the article. Companies making batteries for cars no one wants. Wind, solar and ethanol producers get billions in subsidies yet pay almost no taxes, while the oil and gas industry which produces 10 times the energy, employs millions more people and pays billions in taxes are demonized, hindered and accused of being "subsidized".

Foreclosures have spiked to a record 1 million yearly. The three most prosperous counties with the highest incomes are those surrounding Wash DC as the Federal governemnt beaurocracy continues to grow and florish. There are now 91 million government employees with pay, pensions, and benefits 50% higher than the private sector. Those who work full times jobs and even several part time jobs are now forced to pay taxes to support 99 weeks of unemployment for those who don't work. Average entitlement benefits are now $32,748 per year while the average disposible income of a worker is only $32,446. 49.5% of people pay no Federal income tax. The top 1% pays 40%...highest in the industrialized world. Yet the 50% who don't pay taxes are encouraged to rise up against the 50% who are paying taxes as not paying their fair share. Our country is divided as never before. Each family's share of the national debt has increased by $35,000 to nearly $90,000 under Obama-Biden. This will be paid by children and those not yet born who didn't even vote for them. It WILL NOT be paid by the miliions and millions of people who pay no taxes , get government entitlements and whose votes the Democratic Party have bought with our country's future. Thank you Joe...for the Recovery Act and all the other wonderful things you have done for us. May we please have another 4 years?

BULLSPIT!!! The only reason the economy is showing signs of life is because business leaders see obammunism coming to an end by the 2010 elections, and the election this november when we get rid of obama, and reid as senate majority leader.

Hee hee! Scream, Hammie, scream!

Stick this right next to "shovel ready projects" and "summer of recovery". The closer we get to the election we will see more "news" like this to help Obama. Watch and see.

Bull!! Neither Biden or Obama have ever spoken the truth. WE know how the Recovery Act turned out. Just like Obama, it failed!!!

No, it's not!

Joe Biden mentioned he saw a diminished role for being VP compared to his predecessor. This is a role "jokin'Joe" is fit for. If things are doing so well, why the laughable joke of a budget from your White House? Why no budget from that yellow coward Harry Reid's Senate? Why the orchestrated diversion into culture issues when you have a good story to run on? We are on a long L shape "recovery" and an occassional dead cat bounce from phonied up Government statistics gets us excited. I suppose "working" is in the eye of the beholder--more trapped in the social safety against their will works for the central planner command and control types, but that is not the way Americans look at "working". Mr Biden, you your President, your kommissars and czars and the rest of your Politburo are an affront to liberty loving Americans. Get out!

hahahahahaha, now that was funny.

Broadband expansion on NCREN enables Vidant Medical Center to better serve Eastern North Carolina GREENVILLE, N.C., Feb. Vidant Medical Center (formerly Pitt County Memorial Hospital) is now part of Vidant Health, a 10-hospital not-for-profit organization that collectively serves Eastern North Carolina.

Not For Profit

Andy Anderson, administrator of IT operations for Vidant Health, said this connection is estimated to save $44,000 annually in addition to supplying the hospital system with a significant increase in Internet bandwidth capacity. "Vidant Health has been a long-standing customer of MCNC for Internet services, and this connection increases our bandwidth by tenfold with lower costs, more capabilities, and better overall patient services," he said. "This high-speed connectivity provides instantaneous care and support for patients in areas where they live and work."

Named as one of the nation's Most Wired Health Systems in Hospitals & Health Networks Magazine, Vidant Health currently serves 29 counties in Eastern North Carolina with 11,000 employees and hundreds of primary care and specialty providers, working together as one to create a truly interconnected system of care. About MCNC & NCREN Community MCNC is an independent, non-profit corporation.
