MCNC's Golden Leaf Project Enters Phase 2

MCNC, the private, not-for-profit operator of the North Carolina Research and Education Network (NCREN), has begun construction on Round 2 of the of the Golden LEAF Rural Broadband Initiative (GLRBI). The Golden LEAF project is deploying fiber connections connecting universities, community colleges, schools, health and safety facilities, libraries, county offices, and other community anchor institutions to a statewide fiber optic network. The Round 2 project is three-times the size of MCNC's BTOP Round 1 project. Those areas of construction for Round 2 include 1,200 miles of broadband infrastructure through 79 counties in North Carolina. Sixty-nine of these counties include significant areas that meet the federal definition of "underserved" for access to affordable broadband services. The total second phase project cost of $104 million was funded by two sources. The first was a federal BTOP grant of $75.75 million awarded in August 2010 through the NTIA. The BTOP investment was matched by $28.25 million in private donations including the $24 million investment from the Golden LEAF Foundation. The GLRBI is funded through grants from U.S. Department of Commerce's Broadband Technology Opportunities Program (BTOP) and significant matching funds from private donations and investments including a $24 million investment from the Golden LEAF Foundation. The GLRBI will greatly expand the reach and capacity of NCREN in northeastern, north central, western and south central North Carolina. "Thanks to the Recovery Act, this project is creating jobs and will support continued innovation and expanded economic and educational opportunities in North Carolina," said Lawrence E. Strickling, Administrator of the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA). MCNC received federal approval to begin GLRBI phase 2 construction in late June. Since that time, MCNC has mobilized efforts and worked to finalize all necessary permits and materials to begin construction. "MCNC is excited to begin the second phase of building North Carolina's highway to the future. We want to thank our state and federal leaders for their continued support for the Golden LEAF Rural Broadband Initiative," said Joe Freddoso, president and CEO of MCNC. "Today, we can link several sites via HD video for a one-time event. The GLRBI expansion, when complete, will allow us to host hundreds of these sessions simultaneously across the state. It will impact all facilities and institutions connected to NCREN. It will broaden the way teachers teach, students learn, doctors provide care, and for citizens at a local library searching to find a job." To date, MCNC has awarded contracts for Round 2 to the following firms: CommScope for fiber-optic cable and materials; Edwards Telecommunications, Fiber Technologies, and Globe Communications for construction and fiber installation, and Kimley-Horn & Associates for engineering design, project planning, and related services. http://www.mcnc.org 12-Aug-11

Last Friday, I visited Kannapolis, North Carolina to attend a groundbreaking ceremony for the second phase of an infrastructure project that will deploy or improve broadband networks throughout much of the state, particularly in rural areas. The effort is led by MCNC, a nonprofit broadband provider that has operated the North Carolina Research and Education Network (NCREN) for more than 25 years. The project—funded by a $104 million Recovery Act investment and $40 million in private sector matching funds—will deploy approximately 1,650 miles of new fiber. Combined with upgraded facilities, the project will add 2,600 miles of new or improved infrastructure to MCNC’s network, extending broadband to nearly 1,200 community anchor institutions, including universities, schools, community colleges, libraries, healthcare providers, and public safety facilities. Nearly 500 of those anchor institutions have already benefitted from improved access to the broadband network. Joe Freddoso, the president and CEO of MCNC, said they applied for the Recovery Act funding because bandwidth use by North Carolina institutions was growing by 30 to 40 percent each year—and without network improvements, rural communities would not be able to meet their future bandwidth needs.

In fact, before we funded MCNC, its network delivered speeds of 1 Gbps or faster to only 12 out of 100 counties in North Carolina. MCNC will expand that number to 83 counties—a nearly 600 percent increase in statewide broadband capabilities. This will not only improve education and other public services, but it can also spur additional private sector investment. For example, as with other RecoveryAct-funded broadband networks, local Internet providers will be able to utilize the new infrastructure to extend broadband service to homes and businesses that may otherwise be too costly to reach. Even while construction is underway, the project is bringing economic opportunities. MCNC reports that the Recovery Act project has already created or retained about 400 jobs. In addition, local businesses are serving as vendors, like Hickory-based CommScope, which is supplying fiber and other network materials. Perhaps the most exciting aspect of the project is how a modern communications infrastructure can support economic revitalization. For example, Kannapolis was a textile mill town until 2003, when the mill closed and displaced thousands of workers. Now, less than a decade later, Kannapolis is an emerging biotechnology and life sciences hub, home of the new North Carolina Research Campus. But the campus needs more bandwidth. In some cases, researchers have stored data on portable media and driven across the state to deliver the data to other institutions. The MCNC project will bring much-needed broadband capacity to the campus, a vital ingredient in the transformation of this 20th century American mill town to a 21st century global research center. There are many more North Carolina communities, often in rural areas of the state, that could rebuild their economies once they get broadband access. These are cities and towns with small businesses and hard-working people who are eager for the new opportunities that high-speed Internet makes possible. Friday’s groundbreaking marked another important step towards making that happen.

Local officials and utility providers in our region deserve a round of applause for their efforts to respond quickly to the needs of residents, from restoring power to picking up debris " with one exception. Pasquotank County (TM)s decision to defer hiring a contractor to remove residents (TM) debris from the roadside, despite the cost, is a disservice to citizens. Suspending the tipping fees and extending the landfill hours is a nice gesture but telling residents they (TM)re responsible for moving piles of storm trash to the landfill falls short of what citizens deserve. It (TM)s when natural disasters create havoc that government is needed most. Thumbs up: During the last few years, countless Americans have encountered financial difficulties for the first time in their lives. The feelings of personal failure can be embarrassing, depressing and painful. Going public with the details may deepen the wounds, but it also can inspire and help others in similar situations to find their way out. Elizabeth City councilwoman Jean Baker (TM)s candid revelations about her battle to prevent foreclosure of her home is an act of courage, humility and selflessness. Her personal experience will surely help others put their own tribulations into perspective. Thumbs Up: Code enforcement stirs controversy in many communities from both sides of the fence. Homeowners and landlords whine about government intervention in their lives and businesses, while neighbors complain about unsightly properties and the lack of upkeep. Bottom line: Without some type of oversight and accountability, the landscape could be littered with not only ugly but dangerous flotsam and jetsam " rusty campers, abandoned trailers, forgotten dumpsters. We commend the Currituck County Commissioners for taking code enforcement seriously and for wanting the complaint process to be more transparent to citizens. Their idea of a web link where residents can track complaints and their suggestion that they look at how they can expedite the process show commitment to serving their constituents. Thumbs down: E.C.−Pasquotank School Board (TM)s decision to eliminate the senior graduation project robs the district (TM)s students of an experience that surely would help them succeed in whatever future endeavors they undertake. Yes, the true culprits are in Raleigh where legislators cut education funding that pays for educators who are needed to oversee senior projects. Preferably, however, the board could have made a greater effort to continue the program in some form, even if not as extensive as what it has been. Seniors have been required to complete a research project that involves interacting with sources in the community and developing a product or service. The effort also involves compiling a portfolio, writing a paper and giving a public presentation. The overall experience develops valuable life skills. Board member Barry Overman (TM)s argument against the program because some students didn (TM)t take it seriously is especially lame. There are students who don (TM)t take any of their classes seriously so should we cancel school all together? We agree with board chairman Mark Small that the school system is about educating students, not teaching them to drive. Thumbs Up: U.S. Sen. Kay Hagan said it well: "The world we live in today is defined less and less by distance and more and more by connections. " Hagan spoke at the official ground−breaking ceremony of the Northeastern North Carolina broadband initiative. Our region is poised to get a major connection with the start of work on high speed Internet lines to under−served rural areas. The project promises to open the 1


information highway to all residents, facilitating the sharing of information and services from medical to criminal activity. Internet access has become a key component of a community (TM)s infrastructure. The region should be thankful for the commitment of dollars to pay for the project from federal stimulus funds, the Golden LEAF Foundation and the Microelectronics Center of North Carolina foundation, a private non−profit in the Research Triangle. Smith Jr. Energy Complex. Smith is the former chairman, president and CEO of Carolina Power & Light Company (CP&L), which is now Progress Energy. The new 600 megawatt (MW) natural gas−fueled unit began commercial operation June 1. Altogether, the Sherwood H. Smith Jr. Energy Complex has 1,890 MW of gas−fueled generating capacity, making it Progress Energy Carolinas (TM) second−largest electricity producing station. "The Sherwood H. Smith Energy Complex is a vital part of our plan for meeting the needs of the 1.5 million households and businesses that depend on us to deliver reliable, affordable and environmentally sound energy 24 hours a day, " said Bill Johnson, chairman, president and CEO of Progress Energy. "It is fitting that we rename this state−of−the−art complex for Sherwood Smith because his leadership, from the 1960s to the 1990s, pushed our company in new directions that made us more technologically advanced and more environmentally sound. Smith joined CP&L in 1965 and served the company for 35 years. During his tenure, Smith held various leadership roles, including president, chairman and CEO. During this time, CP&L (TM)s customer demand, plant capacity and capital structure grew significantly. Smith led CP&L to balance the construction of new plants " including nuclear, coal and gas/oil−fired facilities " with energy−efficiency programs to encourage conservation.

"I feel very humbled by this, " said Smith. "I feel I have a great many other people to thank for the achievements recognized here. The achievements that led to this were brought about by thousands of people to make the company the strong, solid organization it is today. " Under his leadership, CP&L led the electric utility industry in safety, and earned industry honors for many aspects of company performance, including plant operations, storm response and customer service. Among Smith (TM)s many civic efforts and achievements, he served as chairman of the N.C. Citizens for Business and Industry, chairman of the Micro Electronics Center of North Carolina and president of the Global TransPark. Nationally, he served as chairman of the American Nuclear Energy Council and chairman of the Edison Electric Institute, as well as a director of the Electric Power Research Institute, the Southeastern Electric Exchange and the Southeast Electric Reliability Council. Smith has served as chairman of the Triangle Universities Center for Advanced Studies, vice chairman of the Research Triangle Foundation and vice chairman of the board of governors of the Center for Creative Leadership. He has received a variety of awards for both his business success and community contributions. Smith is married to the former Eve Hargrave of Lexington, N.C., and they have three married daughters: Marlin S. Dohlman, Cameron S. Callaway and Evie S. Davis, and seven grandchildren. Progress Energy completed the latest addition to the Sherwood H. Smith Energy Complex as part of its plan to modernize the power system and help ensure a future of lower−emission, cost−effective and reliable electricity for its customers. The plant represents an investment of nearly $600 million, provided up to 500 construction jobs at the peak of employment and added 11 permanent positions to the existing complex. The newest plant has two combustion turbine generating units " capable of running on natural gas or oil, if gas is constrained " and equipment to capture exhaust heat and recycle it to generate more electricity with the same amount of fuel, making it highly efficient. "I went with Cecil (Gurganus, plant manager) through every part of the plant to some detail, " said Smith. "It (TM)s a very complex operation here. " The plant addition also required Progress Energy to locate, design and build a new 64−mile−long 230−kilovolt transmission power line to deliver the electricity to its customers. This new line runs through Richmond, Scotland, Hoke and Cumberland counties and is a significant upgrade to the reliability of the electric grid. "He is a great leader in the company, " said Gurganus about Smith. "We are so fortunate that we could be the plant that could honor him in this manner. We are really appreciative of him. Advanced networking consortium Internet2 is readying for its Oct. 3-6 Fall Member Meeting to take place in Raleigh, N.C., where researchers will highlight the latest advances in using broadband networking to advance research, education and more. For those who can't attend in person, much of the event will be netcast. "Google, Facebook and other innovations to conduct our personal lives started at universities and research communities with high performance broadband networks," said Dave Lambert, President and CEO of Internet2, in a statement. "Event speakers and sessions will bring to life how the next generation of broadband technology will impact our lives and the Internet of the future." Speakers will include Lambert, who plans to make some strategic announcements on Oct. 4, as well as Matthew Szulik, former head of Red Hat Software. Sessions will focus on everything from the NSF's new Extreme Digital Science & Engineering (XSEDE) project to the future of classroom technology to what libraries are doing techwise.

MCNC, the private, not-for-profit operator of the North Carolina Research and Education Network (NCREN), announced today that it has released a Request for Proposals (RFP) from qualified contractors to attach new NCDOT-approved conduit and fiber cable along five North Carolina bridges included on the project route for the second phase of the Golden LEAF Rural Broadband Initiative (GLRBI) awarded through the federal Broadband Technology Opportunities Program (BTOP). This RFP is designated for bridges in northeast North Carolina to include: Virginia Dare Bridge (U.S. 64 Bypass over Croatan Sound); U.S. 17 over Chowan River; U.S. 94 over Intracoastal Waterway; Washington Baum Bridge (U.S. 64 Bypass over Roanoke Sound); and the Wright Memorial Bridge (U.S. 158 over Currituck Sound). Respondents may submit proposals for one or all of the bridges. At MCNC’s sole discretion, each bridge may be awarded separately or not at all. MCNC has applied for encroachment permits from the North Carolina Department of Transportation (NCDOT) to allow for the installation of conduit on all of the bridges included on the project route. Receipt of approved encroachment permits is anticipated prior to the selection of a contractor. Proposals will be accepted in electronic format only. August 31, 2011 at 7:58 AM by Esme Vos MCNC, the private, not-for-profit operator of the North Carolina Research and Education Network (NCREN), today that it has released a Request for Proposals (RFP) for identifying an appropriate vendor(s) to supply DWDM-based Optical and/or Carrier Ethernet Networking equipment to light fiber routes (some existing and some currently under construction) that have been funded through the second phase of the Golden LEAF Rural Broadband Initiative (GLRBI). MCNC currently operates an optical network to support the NCREN community using existing dense wave division multiplexing (DWDM) equipment. The current network includes two metro-region optical rings, one in Research Triangle Park and one in Charlotte, which is being expanded through the first phase of the GLRBI and is scheduled to be complete by late fall. As part of the second phase, respondents to this RFP will be asked to propose a solution to equip new network fiber paths to be constructed in the northeast, north-central, and south-central portions of the state that complement the existing NCREN and the new Round 1 backbone. There are up to 179 Community Anchor Institutions (CAI) in the state that reside along the Round 2 routes that are required to be connected to NCREN along the newly-constructed infrastructure. Responding vendors must include in their proposals a method that will allow circuits to be created to these CAIs (or CAI aggregator) to at least the point on the combined network where the proposed equipment connects to existing NCREN equipment. Some of these CAIs also will require redundant connections. Where this is the case, responding vendors as part of their proposed solutions, may not specify any version or form of Spanning Tree Protocol. In addition, responding vendors also may not use “Alien Waves� as part of their proposed solutions. Proposals will be accepted in electronic format only.
