Social Security offers new online services with a “my Social Security” account Michael J. Astrue, Commissioner of Social Security, announced the agency is expanding the services available with a “my Social Security” account, a personalized online account that people can use beginning in their working years and continuing throughout the time they receive Social Security benefits. More than 60 million Social Security beneficiaries and Supplemental Security Income (SSI) recipients can now access their benefit verification letter, payment history, and earnings record instantly using their online account. Social Security beneficiaries also can change their address and start or change direct deposit information online. “We are making it even easier for people to do their business with us from the comfort of their home, office, or library,” Commissioner Astrue said. “I encourage people of all ages to take advantage of our award-winning online serv-
ices and check out the new features available through an online my Social Security account.” Social Security beneficiaries and SSI recipients with a “my Social Security” account can go online and get an official benefit verification letter instantly. The benefit verification letter serves as proof of income to secure loans, mortgages and other housing, and state or local benefits. Additionally, people use the letter to prove current Medicare health insurance coverage, retirement or disability status, and age. People can print or save a customized letter. Social Security processed nearly nine million requests for benefit verification letters in the past year. The new online service allows people to conduct business with Social Security without having to visit an office or make a phone call, and very often wait for a letter to arrive in the mail. It also will reduce the time spent by employees completing these requests and free them to
focus on other workloads. People age 18 and older can sign up for an account at www.socialsecurity.gov/myaccount. Once there, they must be able to provide information about themselves and answers to questions that only they are likely to know. After completing the secure verification process, people can create a “my So-
cial Security” account with a unique user name and password to access their information. People age 18 and older who are not receiving benefits can sign up for a “my Social Security” account to get a personalized online Social Security statement. The online statement provides eligible workers with secure and convenient ac-
cess to their Social Security earnings and benefit information, and estimates of future benefits they can use to plan for their retirement. In addition, the portal also includes links to information about other online services, such as applications for retirement, disability and Medicare. “Given our significantly
reduced funding, we have to find innovative ways to continue to meet the needs of the American people without compromising service,” said Commissioner Astrue. “These new enhancements will allow us to provide faster service to more people in more places.” For more information, go to www.socialsecurity.gov/ myaccount.

All Iowans on Medicare qualify for the 5-star special enrollment period. A few Medicare Advantage and Part D drug plans received the highest rating of 5 stars. Anyone on Medicare can change to one of these plans (if the plan is offered in their county) once between December 8, 2012, and November 30, 2013. Iowans who qualify for Medicaid, the Part D extra help or live in a nursing home qualify for special enrollment periods which allow them to change their coverage monthly all year long. Individuals who are on Medicare and have drug coverage through an employer provided plan also qualify for special enrollment periods. Kris Gross from the State of Iowa’s Senior Health Insurance Information Program (SHIIP) said, “If you missed the open enrollment period, you may still be able to take advantage of one of the special enrollment periods Medicare offers to choose a plan that best meets your needs.� A special enrollment period is offered for individuals whose 2012 Medicare Advantage or Part D plans did not renew their contract with Medicare for 2013. This period runs from December 8, 2012, through February 28, 2013, and offers a one-time opportunity for those affected by non-renewals to choose a plan for 2013. Social Security field offices close to the public a half hour early each day and at noon on Wednesdays Effective November 19, 2012, Social Security field offices nationwide closed to the public 30 minutes early each day. For example, a field office that was usually open to the public Monday through Friday from 9 a.m. to 3:30 p.m. will close daily at 3 p.m. In addition, as of January 2, offices closed to the public at noon every Wednesday. The Social Security Administration said, while agency employees will continue to work their regular hours, the shorter public window will allow them to complete faceto-face interviews and process claims work without incurring the cost of overtime. The significantly reduced funding provided by Congress under the continuing resolution for the first six months of the fiscal year makes it impossible for the agency to provide the overtime needed to handle service to the public as it has done in the past. Most Social Security services do not require a visit to a local office. Many services, including applying for retirement, disability or Medicare benefits, signing up for direct deposit, replacing a Medicare card, obtaining a proof of income letter or informing office staff of a change of address or telephone number, are conveniently available at www.socialsecurity.gov or by dialing our toll-free number, 1-800-772-1213. Do I have to receive my benefits electronically? Yes. Effective May 1, 2011, applicants filing for Social Security and Supplemental Security Income (SSI) benefit payments must choose either direct deposit or the Direct Express® debit card. Currently entitled beneficiaries and recipients receiving payment by check will have until March 1, 2013, to switch to direct deposit or the Direct Express® debit card. Yes, as a representative payee, you can use electronic payments to receive the Social Security or SSI benefits for someone in your care. The safety and convenience of electronic payments can work for you.
Receiving payments electronically Those who apply for Social Security or Supplemental Security Income (SSI) benefits must receive their payments electronically. Those who did not sign up for electronic payments when they applied for benefits are strongly urged to do so now as they must switch to electronic payments by March 1, 2013. If individuals don't, the U.S. Department of the Treasury may send their benefits via the Direct Express® card program to avoid an interruption in payment. Individuals who already received Social Security or SSI benefits and have a bank account can sign up for Direct Deposit by: • starting or changing Direct Deposit online (Social Security benefits only), or • contacting their bank, credit union or savings and loan association, or • calling Social Security toll-free at 1-800-772-1213 (TTY 1-800-325-0778), or • filling out a Direct Deposit Sign Up Form at http://www.ssa.gov/deposit/1199a.pdf and taking or mailing it to the Social Security Office. The U.S. Treasury sends an electronic message to the bank, savings and loan or credit union crediting the recipient’s account with the exact amount of their Social Security or SSI benefit. Recipients can withdraw money, put some in savings or pay bills – the things they do with money now. The difference is, a check isn't printed or mailed. The Social Security Administration asks benefit recipients to consider the Direct Express® debit card as another viable option. The Direct Express® card is a debit card that can be used to access benefits. A bank account is not needed to use the Direct Express card. With the Direct Express® card program, the Social Security Administration deposits the federal benefit payment directly into the individual’s card account. The monthly benefits will be available on payment day, on time, every time. Individuals can use the card to make purchases, pay bills or get cash at thousands of locations. To sign up for the card, call the toll-free Direct Express® hotline at 1-877-212-9991. In addition, Social Security representatives can help individuals sign up. Those who don't have an account must open an account before they can sign up for Direct Deposit. The Social Security Administration encourages individuals to shop around in their area to find an account that has the features they want at a price they can afford. Some financial institutions offer a low cost account called an “Electronic Transfer Account.” When individuals decide on the account that is right for them they should let the representative at the financial institution know they are interested in signing up to receive their benefits by Direct Deposit. Those who don’t get Social Security or SSI benefits yet but are planning to apply should tell the Social Security representative when they apply for benefits that they want to sign up for Direct Deposit. If individuals already have an account, they should have their checkbook or a copy of a bank statement with them.
The ETA alternative The benefits of "electronic" banking, and Direct Deposit in particular, include convenience, immediate access to deposits and personal safety. Recipients no longer need to make a trip to the bank or grocery store to cash their check, wait for a check to clear, or carry large amounts of cash. To encourage Federal check recipients to consider an account at a financial institution and use Direct Deposit, the Department of the Treasury recently introduced an easy and affordable option - the Electronic Transfer Account (ETA). The new ETA is available through participating Federally insured financial institutions, including banks, savings and loans, and credit unions. The account, which provides the full range of consumer protections, is available to any one who receives a Federal benefit, wage, salary or retirement payment. Features of an ETA include• a maximum cost of $3 per month; • a minimum of four cash withdrawals per month. • your bank, savings and loan, or credit union will tell you whether you can get your money from a teller, an Automated Teller Machine (ATM) or both. If you use ATMs at certain locations - it may cost extra; • no minimum balance, unless the law requires it; • a monthly statement listing all deposits and withdrawals; and • federally insured accounts. About Medicare Medicare is the federal health insurance program for people who are 65 or older, certain younger people with disabilities, and people with End-Stage Renal Disease (permanent kidney failure requiring dialysis or a transplant, sometimes called ESRD). The different parts of Medicare help cover specific services: Medicare Part A (Hospital Insurance) Part A covers inpatient hospital stays, care in a skilled nursing facility, hospice care, and some home health care. Medicare Part B (Medical Insurance) Part B covers certain doctors’ services, outpatient care, medical supplies, and preventive services. Medicare Part C (Medicare Advantage Plans) A Medicare Advantage Plan is a type of Medicare health plan offered by a private company that contracts with Medicare to provide you with all your Part A and Part B benefits. Medicare Advantage Plans include Health Maintenance Organizations, Preferred Provider Organizations, Private Fee-for-Service Plans, Special Needs Plans, and Medicare Medical Savings Account Plans. If you’re enrolled in a Medicare Advantage Plan, Medicare services are covered through the plan and aren’t paid for under Original Medicare. Most Medicare Advantage Plans offer prescription drug coverage. Medicare Part D (prescription drug coverage) Part D adds prescription drug coverage to Original Medicare, some Medicare Cost Plans, some Medicare Private-Fee-for-Service Plans, and Medicare Medical Savings Account Plans. These plans are offered by insurance companies and other private companies approved by Medicare. Medicare Advantage Plans may also offer prescription drug coverage that follows the same rules as Medicare Prescription Drug Plans. If you are not sure what kind of coverage you have: Check your red, white, and blue Medicare card. Check all other insurance cards that you use. Two ways to find out if Medicare covers what you need Talk to your doctor or other health care provider about why you need certain services or supplies, and ask if Medicare will cover them. If you need something that's usually covered and your provider thinks that Medicare won't cover it in your situation, you'll have to read and sign a notice saying that you may have to pay for the item, service, or supply. Go to http://medicare.gov/coverage/your-medicare-coverage.html and type in your test, item or service in the space provided. Medicare coverage is based on 3 main factors: Federal and state laws. National coverage decisions made by Medicare about whether something is covered. Local coverage decisions made by companies in each state that process claims for Medicare. Social Security announces new Compassionate Allowances conditions Michael J. Astrue, Commissioner of Social Security, announced that 35 additional Compassionate Allowances conditions have gone into effect, bringing the total number of conditions in the expedited disability process to 200. Compassionate Allowances are a way to quickly identify diseases and other medical conditions that, by definition, meet Social Security’s standards for disability benefits. The program fast-tracks disability decisions to ensure that Americans with the most serious disabilities receive their benefit decisions within days instead of months or years. The conditions primarily include certain cancers, adult brain disorders and a number of rare disorders that affect children. “We have achieved another milestone for the Compassionate Allowances program, reaching 200 conditions,” Commissioner Astrue said. “Nearly 200,000 people with severe disabilities nationwide have been quickly approved, usually in less than two weeks, through the program since it began in October 2008.” By definition, the conditions are so severe that Social Security does not need to fully develop the applicant’s work history to make a decision. As a result, Social Security eliminated this part of the application process for people who have a condition on the list. Social Security conducted seven public hearings and worked with experts to develop the list of Compassionate Allowances conditions. The hearings also helped the agency identify ways to improve the disability process for applicants with Compassionate Allowances conditions.
