Concern over new mine By Amanda Basson (amanda@noordnuus.co.za)
LEPHALALE - A public participation meeting held last Wednesday to discuss the planned Grootehoek mine evoked strong emotions from the community. The meeting was convened by Cabanga, an independent environmental company, who was tasked to conduct the environmental impact assessment (EIA) for the mining license and water rights application on behalf of Grootehoek. According to Ian Trotski from Cabanga, the mine will be an open cast excavation with administration blocks, a sewage treatment plant, a wash plant and slurry dams, an explosives magazine and a hydrocarbon storage area. A railway line will be built for transportation of products and coal. Trotski says that the first cut will be on the northern side of Grootehoek farm, which will see mining activities reach the area closest to Onverwacht only in about 20 years’ time. The first cut on Eendracht farm will be on the southern side with administration blocks and a slurry dam to be erected on the northern side. While some residents hope a new mine will provide employment, others fear there are many socio-economic and environmental aspects that need to be taken into consideration. These include: - House prices are astronomical in Lephalale with a two bedroom flat’s rent being R6000-R10 000 a month. An administrative person earns about R5 000, making it impossible for many people to afford accommodation. The influx of workers will see house prices will increase further. - The Medupi strike earlier this year was
riddled with violent attacks on busses and non-striking members necessitated additional police units to be called in from neighbouring stations. With a mine situated so close to Onverwacht, it is cause for concern. - The access road from town to Medupi and Exxaro is a concern. Says Tienie Loots, who worked as a manager at the Lephalale municipality for 30 years, the roads leading to Grootehoek mine were not built to deal with heavy vehicles. “Plans to build an access road to divert traffic to Medupi and Exxaro will have to be canceled since the new mine will be built directly on the proposed site for the road.” - Loots also says that there are about 400 residential and business units built about 4m from the border fence. “Not one of those buildings has foundations that are strong enough to withstand shock waves from blasting. Some of these buildings include the TVET college, Lephalale primary and the provincial state hospital.” - A new mine would not necessarily mean that more local people will be employed. Specialised skills are needed for mining and with almost a quarter of Lephalale’s residents only having a basic level of education, it would mean that contractors will probably be brought in from other areas. - It is unclear whether the mine will take responsibility for damage to structures because of blasting outside the mine site itself. Astrid Basson, DA councilor for Lephalale, says: “It is worrying that the mine refers to all the safety precautions that will be taken on site and completely leaves out the radius of nearby areas that will be affected. We want to know if the mine will take responsibility for damage to the other areas?”
Ian Trotski from Cabanga, an independent environmental company tasked by the mine to conduct the EIA for the mining license and water rights application on behalf of Grootehoek. - Trotski says they will have to conduct studies to establish where the water supply for the mine will come from. “We might have to rely on underground water,” he says. However, Loots says that this proposal is ridiculous. “I had to drop my borehole from 30m to 200m because of the reduction in underground water. There is no way the mine will be able to sustain its activities using only underground water.” Trotski says that legislation was changed in 2004 by the department of mineral resources stating that people with old rights can convert to new rights for a limited period of seven years. The company decided that it has this reserve available and will apply before their time elapses. They don’t have rights to mine in other areas.

Maimane tackles Limpopo
THABAZIMBI – “Farm murders require specialized surveillance,” Democratic Alliance leader, Mmusi Maimane told Northern News, on a recent visit to Limpopo. “Murder is a common trend in our country,” he said when asked what the DA would do to curb farm murders. “We would implement specialised units to work specifically with these attacks. There should definitely be a directive for these units to address this growing concern. It is clear that the current way of dealing with the problem is not effective.” Maimane also criticised the police’s management system. “How can you appoint a National Commissioner who does not know anything about policing?” he asked referring to the political appointment of Riah Phiyega. Here Maimane listens intently to Kobedi Boikanyeo highlighting some concerns at Thabazimbi Hospital. - Amanda Basson

DA claims 1000 ANC defections LIMPOPO – On Monday, the DA in Limpopo claimed that it has welcomed about 1 000 new members who had defected from the ANC. Limpopo DA leader, Jacques Smalle, issued a press release in which he said the new members had served as ANC councilors and leaders of ANC structures in the Mogalakwena and Polokwane areas along with associated branch members. During a media briefing in Polokwane the same day, the DA handed over branded t-shirts and membership cards to five former ANC councilors and other previous ANC delegates. Among the new members, the DA says they also handed over t-shirts to branch chairpersons, youth chairpersons, an ANC Women’s League chairperson, along with a traditional leader from Mokopane and ANC activists and branch members.
New equipment for créche LEPHALALE – Eskom’s Medupi Power Station handed over the landscaping, water purification system and jungle gym works to NST Majadibodu Créche in Mokuruanyane Village last Wednesday. To date, R2 389 958.44 has been invested on the infrastructure development for NST Majadibodu Créche by Eskom (R2, 2 million) and Impulse International (R195 105.44). The créche has increased enrolment to 100 learners in a nurturing learning environment. Eskom contracted Pelafalo Greening, local SMME based at Maletswai Village, to design and install an Arid Soft Landscape which requires low maintenance and very little water. Eskom invested a total of R94 853 in the landscaping works that included refurbishing the play area, constructing the swings and seesaws, replacing sand in the sandpits and play areas with clean river sand, planting of grass near trees as well as laying of vegetable and herb garden to assist the créche to be self-sufficient. The contract enabled Pelafalo Greening to provide ten short-term jobs to local residents. Impulse International, a sub-contractor of Eskom Medupi execution partner Parsons Brinckerhoff, donated the water treatment unit and the jungle gym. The purification unit uses its own solar system to produce 3-5kWh per day, which in turn is used to produce 4000 litres of purified water per day. The water quality study that Impulse International conducted indicated that the quality of water was poor with nitrate and fluoride levels not optimal for young children. Impulse International ensured provision of clean and healthy drinking water as well as the jungle gym.

Hot spot takes it toll again MOKOPANE - An accident scene at the corner of Van Riebeeck Avenue and Rabe Street where a Pretoria-based woman was involved in a crash on Wednesday. The owner of this car claims she was hit by an unknown driver in a bakkie who then drove away after the collision. A third vehicle (a Toyota) was also involved and ended up crashing into a wall. This spot, said the traffic official on the scene, is known as an accident 'hot spot'. Luckily no one was injured.
Moet ek hieruit aflei dat hulle net so traag sou wees as dit ‘n moord was?”

Old timers show their mettle during marathon LEPHALALE – Marathon runners show their steel during the Exxaro Mogol marathon on Saturday.
It was an early start for most of the runners who were at the mall from as early as 05:00. The runners proved that age is not an excuse when it comes to fitness. Mothupae Monagi and Sarie Coetzee competed in the 32km race for the 55-year-age category. Coetzee was the overall winner in this event with a time just over two hours. There were different age categories for every distance that could be competed in starting from 5km’s and ending with a steep 42km’s.
