Norfolk already has a robust disaster management plan in place; our Resilient City Strategy encompasses a broader spectrum of initiatives. It is founded on three key goals: design the coastal community of the future; create economic opportunity by growing business sectors; and advance initiatives to connect communities, de-concentrate poverty and strengthen neighborhoods.
