The cost of the home buyer tax credit by M. Anthony Carr RealtyTimes.com
With all the stimulus packages being floated out there at costs of up to $5,000 per tax payer (per program), the question comes begging about the Homebuyer Tax Credit. "At $8,000 for each first-time homebuyer and now $6,500 for move-up buyers - how much is that going to cost the American taxpayers?" Good question. Not knowing how many people will be able to take advantage of it, we'll have to start with some guestimates.
Keep in mind, first, that about 4.5 million existing home sold in 2008 altogether and we have been on track to sell roughly the same in 2009. For 2009, the tax credit was only for firsttime buyers and up to $8,000 (10% of the sales price, not to exceed $8,000). So not everyone received the $8,000 if they purchased a house less than $80,000 - but let's go ahead and say they did for argument sake. If the stats hold true, and that is about half of all buyers are first-
timers, then there were 2.25 million buyers that qualified (assuming they didn't go beyond the income limits which many did). But for simplicity, we'll say they all qualified. Simple math puts the tax credits at $18 billion for 2009 that doesn't have to be paid back. For all the money that's being floated out there to stimulate the economy, this is probably the best plan in play. Now, before all my conservative friends blow a vein behind their eyeballs that are now popping, here's what

erwise be in good living condition, but making them inhabitable altogether. In fact, regular home buyers like you and me can't even finance many of these houses because of the condition they're in. People get into a tizzy about home flippers swooping in and making "all this money" by flipping a house. Let me tell you - without the flippers some of these houses would completely fall apart. Remember, that lenders WON'T LEND MONEY on a house without complete bathrooms, that are mold invested, lack certain appliances, etc. And the REO banks WON'T fix them up to sell them. They just let them deteriorate while they wait for a buyer. Enter the investor/rehabber who
purchases the house with either cash or offline financing, then fixes it up to pristine condition, sells it at a fair price and moves on to the next project. They are providing a muchneeded service to even make the houses salable, much less inhabitable. Now, as the market turns around in city after city (that's what the increase in pending sales is all about across the country), we'll see an increase in sales and a use of the home buyer tax credit to fix up the housing pool. The tax credit for home buyers has played its role and now it will go away April 30, 2010. The question for consumers is will they recognize and act on a good deal when they see it?

According to a new study from the U.S. Green Building Council (USGBC) and Booz Allen Hamilton, construction in the greenbuilding industry will support 7.9 million jobs over the next four years while pumping into the American economy $554 billion. Currently, 2 million American jobs are sup-

ported by the same industry and more than $100 billion in gross domestic product and wages is generated. The USGBC writes on its Web site that "buildings in the United States are responsible for 39 percent of CO2 emissions, 40 percent of energy consumption, 13 percent water consumption and 15 percent of Gross Domestic Prod-
uct per year, making green building a source of significant economic and environmental opportunity." The study found that from 2000 to 2008, $178 billion in gross domestic product was contributed to the economy and 2.4 million direct/indirect and induced jobs were created or saved which generated $123 billion in wages. "Our goal is for the

The USBGC says more employees are attracted to working in green buildings because of the healthier environment and reduced carbon footprint to help preserve the world. The nonprofit reports that studies show that companies with green offices have an easier
time recruiting and retaining employees. It further states that, "Today's Generation Y work force actively seeks social-minded employers that reduce their carbon footprints and improve the world around them." What does all of this mean to the homeowner? Well, if your home has been modified to include some of the more efficient "green" technologies, it could mean a little more green in your wallet at the close of a sale. The same concept that attracts employees to work in green office buildings
also attracts them to purchase green homes. Many greenminded buyers are looking to live in a healthy environment, reduce costs, and save the environment. However, some studies indicate that while green may be gaining in popularity it's still not at the level where buyers will pay a lot more money for it. "Although we are seeing significant interest in green building, cost effectiveness is clearly a key concern among homebuyers," National Association of Home Builders (NAHB) chairman Joe

Robson, a home builder and developer in Tulsa, Oklahoma, said in a statement. "Builders said that among buyers who are willing to pay more for green features … 57 percent are unlikely to pay more than an additional 2 percent." NAHB also points out that green building has a regional interest. So, for instance, in the west, water-saving efforts are a high priority when it comes to green building. (MCT) Q: Where can I find a turkey that has been raised without hormones? Would this be an organic turkey? A: All turkeys grown for consumption in the United States are hormone-free. No hormones have been approved for use in turkeys. Sometimes, FDAapproved antibiotics are used to help suppress microorganisms and prevent disease. Before being processed, however, the turkey must undergo a withdrawal period after the last dose of antibiotic. To be labeled organic, turkeys must be fed organic feed and have access to the outdoors. They are not given antibiotics. For free-range turkey, the producers must demonstrate to the USDA Food Safety and Inspection Service that the turkey has been allowed access to the outside.

Before lighting the fireplace: • Check the chimney or vent before lighting the season’s first fire to see if birds have built nests or if debris has accumulated that might block air flow. • Be sure the chimney and hearth have been cleaned to remove creosote, which can build up and cause chimney fires. (If the fireplace is used regularly, this should be done at least yearly; less frequently if the fireplace is used less often.) • Burn only seasoned or hardwood in the fireplace. This will help minimize creosote buildup in the chimney. Burning small, controlled, hot fires rather than smoldering fires also will help keep creosote under control. • Clean out the firebox at least once a week when using
the fireplace regularly, but leave an inch of ash in the bottom to act as insulation. (Never use a vacuum cleaner to clean out the firebox as coals can stay hot for several days after extinguishing a fire.) • Before removing ash, open the damper so loose ash is drawn up the chimney rather than out into the room. • Place a carbon-monoxide alarm in any room with a fuelburning fireplace, and another alarm near bedrooms. job removing rust stains from bathroom porcelain and tile, but I’d never tried it on concrete. After I received your question, I went to the workshop and applied it diluted and then full strength to a rust stain on the concrete floor, with no success in either effort.
You can try tsp — trisodium phosphate — which is available at the hardware store. I mixed an ounce of it with a gallon of hot water and was able to lighten the stain somewhat. I also had some cider vinegar in the workshop — I don’t recall why — and used it full strength on the
stain. There’s acid in vinegar, of course, so it did make the stain just a tiny bit lighter. That’s as far as I went, since I’m thinking about applying an epoxy paint finish to the floor at some point. I called a couple of experts I know. One suggested any commercial rust removers

under a pillow or into a suitcase. You can stuff love notes or drawings into the wee pocket. Use what you have: Vintage quilt pieces are wonderful for this project, but any fabric will do; soft and comfortable are the most important criteria. For the pocket, wool sweater scraps are perfect, but any similarly weighted fabric will work just as well. Materials Approximately 1/4 yard of fabric, as follows: Fabric 1: Two 9-by-9inch pieces for the heart Fabric 2: One 2 1/2by-2 1/2-inch piece for the pocket Stuffing, see note Pattern piece, roughsketch an 8-inch-wide heart 1 tablespoon dried lavender Prepare materials: Gather all materials and cut all fabrics to the measurements above. Cut two hearts from the
9-by-9-inch fabric. Instructions: 1. Attach pocket: Place the pocket square in the center of the front heart piece. Pin square in place. Using zigzag stitch, stitch around three sides, leaving top open for the pocket. 2. Sew heart: Align the front and back heart pieces, right sides together. Pin the two pieces in place. Beginning on one side of the heart, stitch around the entire heart, stopping 2 inches before your starting point. Trim the point of the heart with scissors, being careful to avoid cutting the stitches. At the top V of the heart, trim the seam close to stitching. Place notches around the curves, stopping the cuts just before stitching. Turn the heart right side out, and use a chopstick or pencil to gently push out points and curves. Press.
3. Finish heart: Through the 2-inch opening, stuff the heart lightly with the filling of your choice. Distribute the dried lavender inside as you go. Hand-stitch the opening with a simple backstitch. Note: Instead of craft polyester fiberfill, which use chemicals, dyes or bleach in their production, raw wool (cleaned and carded) is a wonderful option. Saturday, Nov. 28, 2009 bling concrete after a session with muriatic acid. ——— Q: I had been working on enclosing a deck at a house in Maine that we are at every month or so, and had left my old Craftsman tablesaw on the deck, under the roof and covered in plastic. Between late August and the beginning of October, a mouse made a nest (mostly of leaves and straw) under the plastic, and left a black mess on the saw surface, which I assume
was a result of its relieving itself. I chased it away, cleared the nest material, and scrubbed the surface of the saw with a metal Chore Boy and bleach, but much of the surface residue did not come off. A: I’ve never had a mouse build a nest in my saw, but I’ve done some dumb things that left rings and stains and rust — akin, I suppose, to mouse wee. One blog I saw suggested EasyOff oven cleaner and a scrubbing pad to remove pine resin from the surface. I have a small brush with copper or brass bristles, that resemble, but are stronger and more durable

As I said, my issues are rust and stains, but one of these might work on the mouse stuff without damaging the saw surface. ——— Q: Awhile back, you wrote about using different shades of the same color paint on each wall to enhance the room. A: The concept is fairly simple. I guess you might say it was done to enhance the look of a room, but that’s what painting should do anyway — no matter the shading. What I have seen done, and would probably do if I had a room to paint and could devote all my energies to it, is to see how the walls looked in the existing color at
various times of the day, including artificial light and cloudy days, and then have the new room color tinted differently for different walls, or for the trim, or whatever seemed appropriate. I’ve heard of designers who create rooms in which all the walls look the same in the sunshine, even if the sun hits only one of them directly. Getting it right is expensive and time-consuming.
