WV dog-walker fee hike angers some Professional walkers see fees jump by up to 93% ANNE WATSON awatson@nsnews.com

Commercial dog walkers are fuming after the District of West Vancouver increased its business permit fees causing some rates to almost double. The rise in fees, some by as much as 93 per cent, has left some company owners scratching their heads. The changes came after the Fees and Charges Bylaw was updated at a Sept. 30 council meeting, but some company owners have only just recently been aware of the increase. “We had heard that there was a 20 per cent increase coming for this year, which would have been fine I guess, but these increases for the non-West Vancouver companies, nobody knew about them until the bills arrived,” said Barry Rueger, owner of Four Legs Good Canine Services about the invoice he received midDecember. “It’s been a year when a lot of our clients are feeling the economic pinch and that translates down into we’re not an essential service for most people, we’re sort of somewhat of a luxury. It hurts us, and this is just one added nail in the coffin.” Donna Powers, district spokeswoman, said the increases were for all fees and permits from oil tank permits for the fire department to business licences. “In past years,

there’s been nominal twoper-cent increases and this year there was a more significant increase,” said Powers. “Our fees were so significantly lower than every other municipality. It actually was brought to our attention by the dog walkers, which is ironic. “When we did some research, we were vastly, SeeWV page 5
Two seniors are safely back at home after going missing in two separate incidents. Jean Twigger, an 87-yearold resident of Capilano Care Centre in West Vancouver, went missing on Dec. 22 at 11:30 p.m. when she bolted from her care aides.

Tim Jones, spokesman for North Shore Rescue, said Twigger, who suffers from Alzheimer’s disease, had a bank card and made her way to Bowen Island where the RCMP picked her up. The second incident involved Ole Qvist, a 77year-old man who went missing on Dec. 20 at 10

locate Qvist’s vehicle, they put out a media release. Qvist was located in Lytton almost 10 hours later by RCMP. “They pulled him over and he was confused, disoriented, he thought he was in North Vancouver,” said De Jong. “We’re happy that it had a safe ending.” — AnneWatson

Top stories of 2013 JULY Council approves Edgemont seniors housing District of North Vancouver council narrowly approved the three-storey Edgemont Seniors Living facility despite outcry from residents who said the 115unit complex would dwarf surrounding rancher-style homes. Mayor Richard Walton cast the deciding vote. “If my father had been able to spend the last three or four years of his life, and my mother, at Edgemont, they would’ve had the world open to them,” he said. The board made the decision over opposition from Trustee Susan Skinner who argued the sale would set a precedent. AUGUST West Van’s data breached Thousands of West Vancouverites who use
the district’s website to pay bills may have had their personal information compromised. A server containing names, addresses and bank account numbers was breached, but none of the information was copied elsewhere, according to the district. Crime rates drop Crime rates in the districts of North and West Vancouver were approximately half the provincial average, according to Statistics Canada. Illegal activity was more common in the City of North Vancouver, but still nearly 15 per cent below B.C.’s average. Crime rates dropped in all three municipalities from the previous year. Calling the program “absurd,” transit user Glyn Lewis garnered more than 7,000 signatures in an online petition opposing the program. New riding confirmed Residents in North Vancouver’s Seymour area and North Burnaby will be voting for the same candidates in the next federal election. Because its population exceeded the electoral district target of 105,000, North Vancouver has been underrepresented in Parliament. The “bullheaded” decision joins two disparate communities, according to Burnaby-Douglas New Democrat MP Kennedy Stewart. “Perhaps it would have been good for (the federal electoral boundaries commission) to take a bus ride from North Vancouver to North Burnaby and see for themselves how easy it is to make that trip,” he said.
West Van takes homeowner to court West Vancouver homeowners whose alleged defiance of a stop-work order caused a landslide that dumped sediment into fish-bearing Rodgers Creek may face charges in court. SEPTEMBER Pet clinic closure shocks owners Citing red ink in the books, Capilano Pet Hospital closed after more than 50 years of treating animals. The news came less than one year after the employees unionized. “There is no reason in terms of profitability or efficiency . . . that would suggest that the business
Northwest Passage by rowboat In the frigid waters of the Arctic Ocean, four men in a rowboat attempted a first: navigating the Northwest Passage by human power in a single season. The team’s 1,900 kilometre rowboat odyssey was only possible because the Arctic is warming at nearly twice the global average, according to team member and North Shore News columnist Kevin Vallely. “Fifteen or 20 years ago you’d need a steel-hulled icebreaker to get across,” he said.
B.C.’s oil spill readiness challenged B.C. can’t handle an oil spill, according to Ministry of Environment documents obtained through a freedom of information request. “Even a moderate sized spill would overwhelm the province’s ability to respond,” stated the document, part of minister Mary Polak’s briefing book.
After making it approximately two-thirds of the way from Inuvik to Pond Inlet, rough weather put an end to the trip. North Van OKs residential school monument The City of North Vancouver put $10,000 toward a statue dedicated to the First Nations children taken from their families and sent to live at St. Paul’s Indian Residential School. Between 1898 and 1959, more than 2,000 First Nations children were forced into the institution, located where St. Thomas Aquinas secondary stands today. The school was a social engineering experiment that wreaked multigenerational damage on the First Nations community, according to Coun. Guy Heywood. The Archdiocese of Vancouver, which ran the school, should have paid for the monument, according to Heywood. See more page 9

vastly below other municipalities,” she said. “We usually compare ourselves to the District of North Vancouver as our immediate neighbour and so we also had to align that, we had to look at that information in comparison with the number of complaints that we were getting from park users about commercial dog walkers in our parks.” Dog-walking businesses located within the district have seen their fees rise from $230 to $350 for a one-person company, while one-person companies located outside the district have seen their fees almost double from $285 to $550. Fees increase even further with each dog walker the companies employ. “A comparable fee in the District of North Vancouver is still 48 per cent higher than the new West Vancouver fees,” said Powers. For 2014, commercial dog walking fees in the District of North Vancouver range from $560 for a oneperson business located within the district to $830 for a one-person business outside of North Vancouver.
Rueger said most of the dog-walking businesses are smaller one- or twoperson operations. “They’re sort of the classic small business and that much of an increase without warning is really a difficult thing to grapple with, particularly coming right after Christmas of course,” he said. Julie Davidson, owner of A Walk in the Park Pet Care, said her rates would now go up even though she has kept her fees low and has not increased them in three years. “I’m in West Vancouver every morning and when I hike in West Vancouver, I’m hiking with West Vancouver dogs so those people are paying taxes in West Vancouver,” said Davidson. “I’d say probably the majority of my business is in North Vancouver, which makes it even more difficult. I don’t want to give up my longtime West Vancouver clients, but I have fewer clients in West Van and now I’m going to be paying more to service them.” Powers said the district advertised the fees and permits increases in the North Shore News and on the district’s own website.
“We advertise that its happening and the new fees are available on our website and then it’s debated in council,” said Powers. “But if you’re a dog walker with a business based in Vancouver, you’re probably not reading the North Shore News, so we do acknowledge that that is maybe some communications that we’re going to have to expand.” Rueger said most walkers might be less angry about the increases if the money was spent on better trail maintenance. “From my standpoint as someone who’s hiking on trails 52 weeks of the year, five days a week, there is a difference. The District of North Van really maintains their trail network very, very well and a lot of the trails in West Van are just falling into pieces because they’re not being kept up,” he said. “If there was more money going into the trail network, I think that most walkers would be less angry about this. But the sense is that we’re paying an awful lot of money every year and really not getting a lot of benefit for it.” Both Rueger and Davidson are concerned high fees could lead to an

increase in unlicensed dogwalking companies. “We’re working with fairly specific restrictions in terms of the number of dogs we can walk in terms of how we have to act as companies, and the people who just toss a dozen dogs into the back of the truck and head up to the trails don’t have to follow any of those rules, which is a real disadvantage for us,” said Rueger. “Its sort of akin to the guy selling used cars off the sidewalk compared to a proper automobile dealership when you get right down to it, with about the same safety concerns really for a lot of us.” But Powers said the district had become an attractive inexpensive option and local parks had a higher than proportional use by commercial dog walkers over other municipalities.

Mother in law S
ometimes the law is not an ass. Sometimes the justice system rises above the fiats and dictates of authority and utilizes common sense and even compassion to arrive at solutions that benefit both individuals and society as a whole. Last week, B.C, Supreme Court Justice Carol Ross ruled that the B.C. government violated the constitutional rights of inmates when, in 2007, it closed a program at Alouette Correctional Centre for Women that allowed inmates to serve time with their babies. “The decision to cancel the Mother Baby Program removed one important option, the one presumed at law to be favourable, from the process of determining the best interests of the child,” said Justice Ross. “As a result, infants have been and will be separated from their mothers during

the critical formative period of their life, interfering with their attachment to their mother, and depriving them of the physical and psychological benefits of breastfeeding.” Separating a newborn from an inmate requires the state to sign off on alternate care. There are not always natural family options, so the state assumes other care costs. But depriving a child of natural love is a bigger cost that others will pay later. Let’s hope the B.C. government will buy into the financial argument for this type of program and not appeal the decision. We can only assume that Premier Christy Clark has not had time to get up to speed on this file. Otherwise, it’s pretty hard to see why a mother baby program for inmates wouldn’t be front and centre in her oft-touted “families first” agenda. The court has given her six months to fix that.

BIA petition is a form of negative billing Dear Editor: I refer to the Dec. 11 North Shore News story, Speak Up or Face LoLo BIA Levy. In the past, some companies have used “negative option billing” to add new customer charges without your consent by assuming you accept them. The onus is on the customer to decline. The News’ story says the Lower Lonsdale Business Association was successful in their Dec. 2 bid to persuade city council
to allow a counter-petition. The Lower Lonsdale Business Association could not convince local businesses to fork over half a million dollars annually to them for who-knows-what activities. Actually, I do:They want to hire an administrator for $95,000 a year plus $20,000 expenses, spend $40,000 on professional services, spend $140,000 on the party at the pier, a Christmas party, a fall party, and other activities all totalling
$560,000 or thereabouts annually. However, the Lower Lonsdale local businesses refused to pay. Subsequently, the Lower Lonsdale Business Association has convinced council to approve a bizarre BIA plan to have the city force local landlords to collect from the already suffering tenants as a levy added to the property tax. The landlord is assumed to approve this scheme unless they decline. Coun. Rod Clark
is quoted as saying: “If they can’t sell it in Lower Lonsdale, I’ll be damned if I’m going to say you can do it by this negative petition. It’s simply wrong. It’s undemocratic.” Thank you Coun. Clark; I had not even heard of this petition to the city. But some councillors are more liberal with their concept of democracy as reported by the News: “I think it is democratic because if the opposition does get off their derrière
and decides they don’t like it, they can overturn it. I’m always going to be on the side of the engaged,” said Coun. Guy Heywood. Well to me this whole scheme appears to be nothing more than a form of “negative option billing” but the stakes are much higher. Does council believe that another tax blow to the local business will help them? Does council forget the 50 per cent property tax increase they hit the small business
operators with in 2004 to fund the shortfall due to the reduced assessments on federal government waterfront properties? Does council forget that the local businesses have already rejected the proposal from the Lower Lonsdale Business Association? More of our councillors may want to be engaged with the local businesses prior to forming expensive opinions on their behalf. Angelo Cusano North Vancouver
NorthVan roads and bridges can’t handle OCP population target Dear Editor: After reading your Dec, 15 story, NV City to Grow 42% by 2041, I felt compelled to write you. What troubles me is that
there is no mention of the roads. You talk about “high density” buildings, but what about the streets? Marine Drive,Third Street and Keith are already choking

most of the time. What about bridges to go over town? There should definitely be discussion on that. Just two bridges is not enough! And where to put
the third or maybe fourth bridge? I have lived on the North Shore most of my life, right now in Lower Lonsdale and have noticed the population
“explode” in the past threeyears. I know for a fact that I am not the only one who has noticed this, and a lot of people besides me are worried about this.
Is this just the City of North Vancouver or is the district included as well? Just wondering. Elizabeth Soden North Vancouver

It’s not easy making political predictions As the year draws to a close, it’s time to take stock of things I’ve put in this column for the last 52 weeks. Things like predictions and forecasts — you know, activities that can make me look like a genius or an utter fool! It can be challenging to go out on a limb fairly regularly in such a public way, and open myself to humiliation and contempt, or deep-seated admiration (this, trust me, rarely occurs). But it makes my email more interesting. In any event, let’s look back at some of my track record: Wrong: The NDP would win the spring provincial election. Might as well get this major gaffe out of the way right at the start. Like pretty well every other columnist, reporter, pundit — with the notable exception of fellow North Shore News columnist Trevor Lautens
Keith Baldrey
View from the Ledge — I predicted an NDP cakewalk to victory. I should have stuck to my original take on
the election result, made shortly after both parties’ leadership contests. At a business conference, I held up a newspaper photo of a beaming Christy Clark and one of an uncomfortable looking Adrian Dix, and boldly predicted the smiling, confident Clark would wipe the floor with Dix. Then those darn polls started to appear. . . . Right: The Green Party would elect an MLA during the election. Well, at least I got something right about that contest. Andrew Weaver won, as I expected, in Oak
Bay-Gordon Head. Driving around that riding a week before election day I noted how I had never seen more campaign signs for a single candidate on peoples’ lawns. Boulevards are public spaces, but private lawns? Those are earned, dedicated votes. Wrong: The so-called “ethnic memo” scandal would hurt the B.C. Liberals in the election. The scheme that saw tax dollars mixed up with doing blatant partisan work for the B.C. Liberal party mattered not a whit with voters. That suggests voters may hold the cynical view
that all political parties are guilty of such things and end up not giving any party an advantage on the issue (this may mean the Senate expense scandal seemingly dogging the Harper government may not be a major factor that determines the outcome of the next federal election). In any event, the B.C. Liberals ended up doing much better than the NDP when it came to winning support of the ethnic community vote in the election. Right: B.C. Hydro rates would increase significantly.
Anyone with basic knowledge of the energy issue could see the inevitability of this. But with an election hovering over the politicians for a lengthy time, none of them (from either major party) wanted to admit that or even talk about such a thing. But the day of reckoning has come, and rates are indeed going up. Wrong: It was going to be impossible for the provincial government to balance its budget, as tabled back in February. artist helped put her former boyfriend in jail. Laura Ansley joined with a group of women who all said they were wooed and duped by Wesley Devries. Devries was sentenced to three years in jail for 13 charges of fraud and theft, including rolling away with a $6,000 bicycle during a test ride. “We all did this together. We were powerful,” Ansley said.
North Van Mountie penalized A North Vancouver RCMP officer was fined $693 after blowing through a speed trap at more than 60 kilometres an hour over the limit and leading officers on a high-speed chase as a prank. Const. Michael Milo Arbulic, previously lauded for keeping roads safe, was not initially handed a speeding ticket. The incident ended up before a judge after being reported by a fellow officer.
Shipbuilder wins contract Seaspan’s North Vancouver shipyard inked a $3.3 billion contract with the federal government to build 10 non-combat Canadian Coast Guard vessels. The workforce will expand from fewer than 200 to more than 1,000, according to Seaspan president Brian Carter. The deal comes in addition to the $8-billion government contract Seaspan signed in 2011.
CUPE wage hike paid for locally A school strike was averted after the province gave CUPE workers a 3.5 per cent pay increase over two years; paid for by local school districts. The deal will likely cost the North Vancouver school district $1.2 million and the West Vancouver school district $550,000.

Greenpeace stages oilsands protest Activists occupied Kinder Morgan’s Westridge oil terminal in Burrard Inlet for more than 12 hours in an attempt to upstage Prime Minister Stephen Harper’s throne speech. Sixteen Greenpeace members chained themselves to gates and oil infrastructure, unfurling banners calling for an end to pipeline development. Glass reef protection sought International scientists called for the conservation of glass sponge reefs found in the silica-rich waters off West Vancouver and Howe Sound. The reefs date back to the Jurassic era and were thought to be extinct until recently.

premature here, as the final numbers won’t be known for a few months yet. But it appears that halfway through the year, Finance Minister Mike de Jong may indeed be able to balance the books, albeit on the proverbial razor’s edge. He’s been able to hold the line on spending, and there may be enough of a built-in cushion — called the “forecast allowance” — to offset any significant decline in revenue. Right: The smart-meter protest was a lot of noise about nothing. It turns out that 99 per cent of B.C. Hydro customers have taken the smart meters, while the rest — a mixture, it seems, of the tinfoil-hat crowd and chem-trail chasers — have opted to pay more than $400 to keep the old analog meters. Bill Vander Zalm is one of their champions, but he failed
to find anywhere near the success he had fighting the HST. Now a new year is about to begin and more issues will emerge that I’ll try to navigate, likely with mixed success. For example, what will be the result of the TransLink referendum? Who will win the NDP leadership race (assuming someone actually runs for the job)? Will Premier Christy Clark make any mistakes that seriously erode her popularity? As always, it will be a busy year in B.C. politics and I look forward to trying to read the tea leaves, hopefully with much success. At least there is no provincial election on the horizon! Six hours to contain inlet spill An oil spill in the District of North Vancouver could go untreated for nearly six hours, according to a representative from the Western Canadian Marine Response Corporation. “Six hours sounds like an awfully long time to build a boom at our closest beach,” said Mayor Richard Walton. “That could be catastrophic.” DECEMBER North Van scraps Flamborough Head Much to the chagrin of heritage preservationists, the City of North Vancouver bid bon voyage to a waterfront landmark. The city scrapped the Flamborough Head — the stern of the Victory ship built at North Vancouver’s Burrard Dry Dock and launched in 1944. Council decided in-
camera to spend up to $250,000 to dispose of the asbestos and pigeon carcass-filled monument rather than replace the stern’s corroding cradle. “Any remnants of the maritime history of that area seem to be disappearing fast and furiously,” said North Shore Heritage Preservation Society vicepresident Jennifer Clay. Grosvenor gets Ambleside go-ahead The most praised and protested buildings in West Vancouver’s history got a green light following nearly two years of debate. Grosvenor’s six- and seven-storey towers will replace West Van’s police station on the 1300-block of Marine Drive. The development’s architectural significance will help revitalize a “shantytown,” according to Mayor Michael Smith. The project created a “frustrating community See more page 13

Senior’s death sparks questions An elderly woman suffering from dementia died of hypothermia after walking out of her Lynn Valley care home. The B.C. Coroners Service is looking into what happened at the privatelyrun Sunrise Senior Living facility that may have led to 76-year-old Joan Warren’s death. RCMP, North Shore Rescue and hundreds of volunteers combed the forest around Lynn Canyon as temperatures dipped below freezing to search for Warren. Squamish Nation elects new council The Squamish Nation put five new faces on their band council while ousting several long-term members. Sensible BC didn’t meet the 10 per cent threshold required from every provincial riding to force a referendum. Many were fearful to put their John Hancock on a public document, according to organizer Michael Charrois. “There are reasons to be fearful, but by the same token, if you live your life in fear nothing’s going to get done,” he said. Uncertain future for Binning House One of Western Canada’s most important pieces of architecture may be sold by The Land Conservancy to help cover their $7.5 million in debt. A heritage advocate, the Wall Financial Corporation, and UBC each have a stake in the B.C. Supreme Court case — which may decide the future of the touchstone of West Coast modernism. The home must be preserved, according to
architecture journalist Adele Weder. “All the artists and architects in the region were inspired by Binning’s house, like a cipher of Rosetta Stone,” she said.

In new song “The City Don’t Care,”Vancouver musician Jason Maxwell turned his creative eye to the celebrated local landmarks that have already been, or are at risk of being lost. Maxwell references the recent fight to preserve Vancouver’sWaldorf Hotel, which he describes as “such a great place,” and a “mecca for local music for a long time,” as a prime example. “We have real milestone events that are linked to many of these places and they’re getting torn down and replaced with these other commercial enterprises. A lot of our identity gets tied to those places and situations that are linked to those
places, so their loss can have an impact on us and on our identity,” he says, explaining “The City Don’t Care” is about that and alienation in urban environments. The song is serving as the title track of Maxwell’s new project Ones&Zeros’s forthcoming EP. Its message is delivered in an indie rock fashion, characterized by dual male/female vocals, and backed by gritty guitar riffs, representative of Maxwell’s early ’80s new wave and post-punk leanings. After years of playing in local bands (namely punk, and noise rock outfit Lung in the mid-’90s to early 2000s), recording, touring parts of Canada and the United States, and opening for big acts like the Pixies and The Flaming Lips, Maxwell took a hiatus from the music world. He turned to academia, completing undergraduate and graduate studies in psychology at Simon Fraser University, as well as spent some time travelling and working in Asia. “The music bug was kind

of there in the background and I had some local friends here that said, ‘Why don’t you come out and play music again?’” says Maxwell, a NorthVancouver native. Eventually, Maxwell could ignore the call of his long-held passion no longer, and in January 2012, just for fun, started playing music again, as well as songwriting, a creative pursuit he had always undertaken in his previous bands. “Maybe because I was away from it for (awhile), a lot of music started to come together, more so than in any other band that I’ve been in before,” he says. “And so I was sitting on all of this stuff on my computer, all these different songs, and I thought it was kind of a shame to not do something with them.” Teaming up with some local friends and players, Maxwell went on to found rock band Ones&Zeros, eventually recording an eponymous five-song EP that was released in June and is currently receiving airplay across North America on both campus and
independent radio stations. Initially a four-piece, Ones&Zeros’ lineup has continued to evolve and now includes six musicians, one of which is Maxwell’s younger sister Amanda Rawlings, a North Shore resident, who’s serving as lead vocalist. The siblings sing primarily in harmony, a 60-40 split, explains, Maxwell, who also offers up guitar and keyboard instrumentation. Other band members — a group of experienced local musicians who have or are continuing to play with other local bands — include: fellow NorthVancouver native Greg Hennessey, guitar; Nathan Shubert, keyboards (TheWild North, Minto); Michael Lauder, drums (The Modern States); and Duncan Stewart, bass. “They’re really great people and really easy to work with and we’re able to plow through a lot of this music that’s sitting on the sidelines just because they are so talented,” says Maxwell. Maxwell is looking forward to the new and

expanded lineup’s debut live show, in celebration of the release of their second EP, The City Don’t Care, Saturday, Jan. 4, 2014 at Vancouver’sThe Media Club. The five-song EP was recorded this summer atVancouver’sThe Hive, engineered and mixed by Andy Schichter and produced by Maxwell. Reflecting on what many of his songs are about, as in the case of “The City Don’t Care,” social commentary seems to be a common thread. It turns out they’re quite often rants and gripes about things like the state of the world, or sort of the folly of our daily lives in many cases, he says. While Maxwell is finding himself gravitating to the political more and more these days, it’s something he certainly explored back in the day, albeit in a slightly different format. “We were ranting about things in the punk days for sure, the state of affairs in the world,” he says. “I find it hard to avoid that kind of stuff really. You think about notions like ‘the personal is political’ and so forth and it’s hard to disentangle ourselves from the things that are going on in the world around us,” he adds, The same cannot be said for commercial radio content, he says, which doesn’t typically reflect those sorts of concerns. “Most of it tends to be focused on making money, getting things and partying all night long and all that kind of silliness,” he says. “For me, a lot of what’s going on around me and what’s going on in the world tends to crop up in these songs. In that sense it’s probably serving a kind of cathartic purpose for me as well.” Despite the seriousness of their lyrical content, Ones&Zeros’ music is upbeat and is sure to please audiences. Performancewise it’s fun to play and high-energy for the most part, says Maxwell. “It’s not all downer music by any means. I think the music’s pretty lively and a lot times people will say, ‘Oh, that’s really kind of immediately catchy stuff,’” he says. When asked what the future holds for Ones&Zeros, Maxwell says he’s looking forward to continuing to have fun playing music with such a strong collective of players, and playing more shows and potentially a festival or two this summer. He also remains focused on songwriting in the months ahead. “And, if an indie label happened to offer us some help with the distribution of some of the music, well that would just be a bonus — icing on the cake,” he says. Ones&Zeros’ new EP, The City Don’t Care, is streamable via SoundCloud, soundcloud.com/ones-4. To find out more about the band, visit their Facebook page, facebook.com/ OnesAndZerosMusic.

FILM Shock and awe excess From page 16
(And yes that is DiCaprio’s naked bod that you see humping, drugging, and finding new uses for candles; no body-doubles here.) Jordan doesn’t get there by himself: Mark Hanna is one mentor (Matthew McConaughey, stealing the show with one lunch scene), giving Jordan a version of Gordon Gecko’s “greed is good” speech and schooling him on the smoke-andmirrors business of the market. Donnie Azoff (Jonah Hill, great) is his equally debauched right-hand man. Watching Donnie and Jordan debate the safety concerns of dwarf-tossing in the office is one of the film’s better moments. This is a boys’ club to the nth degree, so you shouldn’t be shocked by the misogynist treatment of women here, who are more or less on par with the chimp Jordan parades around. Great performances by Kristin Milioti as Jordan’s first wife and by Aussie actress Margot Robbie (About Time) as his inevitable, follow-up trophy wife. It’s only a matter of time
before those dogged feds come calling (Kyle Chandler, playing to type again). Jordan’s answer is to throw drinks and money their way. The game all comes crashing down, but we don’t feel sorry for any of the players. Based on Belfort’s 2007 memoir and a screenplay byTerrenceWinters, who knows a thing or two about excess, having written for both Boardwalk Empire and The Sopranos. Don’t hold your breath waiting for a point; the film is the antithesis of a cautionary tale. Belfort spent less than two years in prison for bilking investors out of millions in bogus stocks; he then went on to be a massively popular motivational speaker. (His fee range is listed with a coy “please enquire” on the Keppler Speakers website.) And so WOWS really only exists to feed our fascination with the megarich, three hours of shockand-awe excess. The film features some virtuoso performances, no doubt, and it’s certainly Scorsese’s best film since The Departed. But be warned: it may take you longer than three hours to get the stench off.

to FASHION & STYLE
Mark 2014 with a new ‘do
CHRISTINE LYON clyon@nsnews.com
Fashion for every festivity
For many people, a new year represents an opportunity to try new things, so why not ring in 2014 with a fresh hairstyle? To help partygoers get inspired, Joico (joico.com) has launched a series of video tutorials with holiday hair tips, wardrobe ideas and step-by-step styling instructions. So, whether your NewYear’s Eve plans involve a casual dinner, a cocktail party, or an all-night dance-a-thon, there’s a festive updo to match.
Holiday cocktail party An “undone” braid/side pony is an easy and elegant way to make an entrance. Joico hair expert Katie Bilovol creates this style by first curling the hair with a one-inch barrel iron to produce loose waves. Make a deep side part and pull hair into a low pony on the opposite side of the part. With the remaining side parted section, create a Dutch braid: the centre section of the hair gets crossed over to the outside, alternating sides.Wrap end around pony and fasten. A cocktail dress is an obvious apparel choice for a cocktail party, but TV fashion expert Sydne Summer suggests something different. “I was really inspired by this ponytail so I wanted to show it off with a turtleneck. A turtleneck really elongates the neck, it lets all this volume speak for itself,” she says. A metallic skirt completes this cocktail party look. Holiday happy hour A double-braid headband turns your hair into its

To create this look, Bilovol first sets the hair using a wand curling iron then loosens the curls. Part hair widthwise from ear to ear and split the front into two sections. Create two braids, in opposite directions, and pin each one in place. Fluff and separate curls. Summer recommends matching this style with an outfit that’s “a little bit feminine, a little bit rock ‘n’ roll.” Leather leggings with a black top and metallic sequined jacket will take you from happy hour to night on the town.
“Sequins are huge for the holiday season and a jacket is a great way to dress up leather pants or jeans,” she says. Holiday dinner party When attending a dinner party, the last thing you want is your hair to get in your food, so Bilovol has created an off-the-face chignon with a contemporary twist for holiday diners. Split the hair in half down the centre, then separate each section in half again. On one side, create a fishtail braid by crossing small pieces of hair from one side to the other. Fasten
at the bottom with a clear elastic and repeat on other side.Wrap both braids in a circular pattern at the base of the neck and pin in place. To dress up this elegant ‘do, add a sparkly accessory. When it comes to the dinner guest outfit, comfort is key. “For a holiday dinner party a sweater is very comfortable, but obviously you don’t want to wear something oversized, so look for a sweater with feminine details,” Summer says. Pair it with black pants or a fun feathered skirt, depending on how formal the party is.
Dear Lynn Valley: This holiday, fashion is looking very festive. There is a range of looks, which extends from an accessorized LBD to a completely new outfit. Ladies are in the mood to dress up with sparkle, luxe and bling. Many of your holiday pieces are worn once a year and on special occasions. Think of your holiday wear as investment pieces. Investment pieces don’t have to be conservative. As long as you plan to wear them with different outfits, they can be trendy and fun. Since many of us have various parties to go to, here are some ideas that will help you look like you have an extensive holiday wardrobe. I always suggest pieces rather than one dress, as pieces go a long way in creating many ensembles. Black is an easy go-to colour, but also consider red, white, cobalt blue, silver and gold. These are the trendy and festive colours this season. The first feature to look for in a trendy holiday outfit is the fabric. Fabric always indicates a special occasion. There are a few themes this holiday and they all include luxury and shine. The fabrics to look for are leather, suede, lace, satin, silk, velvet, sequins and fabrics that have metallic threading and trim. The silhouette is lean as well as fit-and-flare, my two favourite shapes. As long as the look is neat and tailored, you are ready for your party. The interesting thing about holiday wear this season is that all these fabrics are interchangeable with tops and bottoms. Instead of a dress, you may want to consider a holiday suit. It is a great season for mixing and matching. With suiting, look for a (faux) leather skirt or pant with a leather-trimmed top. Lace and metallic fabrics can also be worn as a skirt as well as a top. A holiday suit looks more formal. You can then take those suiting pieces and create many new looks as formal or casual as your party dictates. There are a few trends that are popular that can easily be incorporated into your holiday ensemble. Zippers have become a detail that is not covered,

they are part of the design. Roses are a trendy print in colour as well as in tone on tone. It is a matte and shiny look. Now that you have your holiday outfit ready, add some accessories to make it complete. Modern looks this season have been refreshed with vintage details and have been integrated into holiday wear. Fishnet stockings, velvet cumberbands, (faux) fox fur pelts, capes and small glitzy box clutches are the types of accessories that make a vintage statement. If dressing up is not your thing but you still want to look festive, keep your look neat and simple. Remember, earrings, necklaces and bracelets are an inexpensive way to dress up any outfit. It is a fun time of year, don’t stress too much. Take the time to enjoy the holidays with your friends and family. Happy Holidays, Mattie Mattie is a freelance writer and fashion expert. 2013 Drives of theYear
Driving force
As 2013 draws to a close, the natural human impulse is to both look forward to the coming year, and look back on the past one. New Year’s resolutions? Oh, I’ve got a few: let more people cut ahead in traffic, maybe drive a little less, do a few more roadtrips, learn how to unwind the wheel post-apex before applying throttle. I think
Brendan McAleer
Grinding Gears
that last one’s going to be on the list for a while. However, 2014 will have to be quite the doozy to measure up to 2013’s driving record. It’s been a year of aimless trips through tunnels and autonomous driving in heavy traffic. It’s been a year of on-track shenanigans and epic minivan road trips. It’s been a year of fun-to-drive
eco-pods and snow-bound Aston-Martins. Looking back through the snapshots, here’s a driving look at 2013. ••• Late January found the North Shore hemmed in by damp and smothered in a blanket of fog. As luck would have it, there was a bright-red Porsche Boxster in the driveway, and it had snow tires on. Time to hit

the road, Jack. Ah, the Boxster — you have to wonder why people buy a 911 convertible instead. Obviously the Niner has more cachet, more heritage, and teenytiny backseats, but this year really saw the Boxster step out from behind the shadow of its moreexpensive sibling. See Boxster page 30

This particular machine was equipped with the six-speed manual and a stupefyingly expensive options list, but if you left all the high-tech goodies alone and simply drove with the top down, you could sense some of that essential Stuttgart magic. The steering? Well, Porsche’s still working on that. But as the Boxster climbed its way up Cypress mountain and

dialling back in some funto-drive factor. All that in a four-cylinder car with good resale, a fuel-saving CVT, and solid reliability. The Mazda6, on the other hand, was just as good, and even prettier. It looks like it should cost far more than it actually does, and the driving-obsessed folks over at Mazda make the car available with a sixspeed manual and a clutch all the way to the top-level GT trim. There’s no better time to be a gearhead, even if you’re a gearhead with fiscal and financial responsibilities. ••• Springtime came, and with it the season of car shows opened, with oddities and classics coming out of the garage. I had a chance to drive possibly the smallest truck in Canada, a Daihatsu Midget II JDMimport, and I was also lucky enough to attend a number of meets. The first of these was a small, informal group: the classic Japanese car club of B.C. B.C.’s wet, mild climate is both a blessing and a curse for old Japanese iron. On one hand, the lack of cold weather and salty, snowy roads means that rust isn’t quite the killer it is back East. On the other hand, the insidious moisture is ever-present, and a car won’t survive here as long as it would in California or Arizona. Even so, there’s a See Colorado page 31

punched a Porsche-shaped hole in the cloud-cover, I couldn’t think of a better machine to ring in the New Year. The nature of the motorcar is changing. Driving is changing. Our streets are more clogged than ever, and fuel prices climb ever upwards. Even so, they still make cars like this. Utterly wonderful. However, you probably don’t care. Even a relatively attainable toy like the Boxster is still a toy at the end of the day, and bragging about driving one I don’t even own is hardly seemly. As luck would have it, February brought a brace of machines that shows just how good the so-called Average Joe has it on today’s roads: the all-new Mazda6 and the Honda Accord. As much as I enjoyed the Boxster’s nippy handling and thrilling flat-six, I found it deeply difficult to justify its colossal price-tag, what with all the options. But less than $30K for a full-size four-door family sedan? And you can get a manual transmission or paddle shifters? And handles like this? Truth be told, I was most blown away by the Honda, which I expected to be a bit of a potato, and turned out to be sort of extra-spicy curly fries. The Sport trim drives with some of the zip and vigour of early Hondas, and you get the sense that the engineers have started

Colorado crossover road trip a wild one From page 30 vibrant community of folks who are into Datsuns and the like, and the annual gathering at Spanish Banks showed off both the restorations and the slightly-rusty. Mark it on your calendar for next year. Also a must-attend is the All-British Field Meet at VanDusen Botanical Garden, an accessible show open to anybody who’s slightly deranged. I mean, interested in owning a British car. Wait, same thing (kidding, kidding). This year I got out to view their annual run up to Whistler, which is even more majestic than the static display, and certainly contains more improperly combusted hydrocarbons. Jaguars, MGBs, Bentleys, and TVRs were all on the hoof, and were joined for a bit by a West Vancouver resident out for a Sunday drive in an Aston-Martin V8 Vantage (the ’70s version, a favourite of mine). ••• Even if you’re not into classics, g-forces and apexes, it’s still a great time to hit the open road. In March, I loaded up a ho-hum Hyundai crossover and drove to where the beer flows like wine: Aspen, Colo. On the face of it, this was a monumentally bad idea. Flying would have been cheaper, the amount
of stuff required to take care of my 10-month-old daughter was staggering, and to put the icing on the cake, I brought my in-laws along too. It was an eventful trip, and not without the occasional squall. However, the Hyundai provided smooth sailing and really stellar fuel economy. It wasn’t a quote-unquote driver’s car, in the sense that the phrase is usually indicated, but as the miles passed and we saw mountains, desert, volcanic landscapes and lush grasslands, it was the ideal steed. ••• Later in June, not having had enough of the desert, I headed back to testdrive some Mazdas. This sort of event is usually fairly straightforward and involves a short drive and a long lunch. Mazda had a different idea. Turning the whole shebang into a scavenger rally for charity, teams of drivers and navigators ended up driving near a thousand kilometres a day on some of the best/worst roads imaginable. Starting in the sky-high city of Boulder, Colo., had the four-cylinder Mazdas way down on power because of the altitude. The route had to be planned beforehand, and included some tricky gravel and dirt sections — this in crossovers shod with standard SeeWashington’s page 33

Washington’s LeMay Museum a must-visit for all car nuts From page 31 all-season tires. At one point, our humble little CX-5 teetered on three-wheels over the shale and loose rocks of a pass at 14,000 feet of elevation. Then it tore down the mountainside like an off-road Miata. The next day, we passed a convoy of Jeep-driving tourists that were plowing through deep sand too slowly. A lot of driving, surely, but a heck of a lot of fun as well. ••• Also in June, I taught my mother-in-law how to drive manual. Well, I didn’t but Honda did. The company still sells a few stick shifts here and there, and they brought out a couple of professional instructors and a squadron of their most-sporty HFP-trim Civic Si and V-6 Honda Accord Coupes. A rain-slicked parking lot became an impromptu coned-off autocross course, and the instructors began their seemingly herculean task. Talk about your patience of Job. All the participants, from newbie to rustyskilled enjoyed the drive, and by the end of the day, no-one was still doing the bunny-hop. For keeping the lost skill of operating a manual transmission alive, kudos to Honda. Here’s hoping they expand the program next year. Another Honda proved the sheer usefulness of the humble minivan at long-distance travel. The Odyssey simply excels at highway hauling, and on a drive to Montana, it was simply superb. Of course, most of the roads were gorgeously winding enough to make me want to come back here in something just a tad sportier, but for passengers, the Odyssey was basically a mobile living room showing breathtaking scenery
rolling past. Heck, even the fuel economy was pretty decent. ••• As fall approached, I had the very weird sensation of being in a self-driving car for the first time. The new Mercedes E-Class has an optional driver assist package that includes low-speed self-steering and radar-guided cruisecontrol that can stop the car entirely. On the main highway outside Portland, with stop-and-go traffic ready to ruin your day, I turned on the cruise control and let the Merc’ autopilot all the way back into town. For a luxury car, that’s a pretty cool trick, and while we’re years away from fully autonomous cars jumping the legal hurdles to widespread acceptance, a relaxing way to deal with the worst part of driving: traffic. Shortly thereafter, I had a go in a vehicle that has another method of dealing with traffic: namely, it would like to run it over or eat it. The completely insane Jeep Cherokee SRT has a Hemi V-8 and far too much horsepower, and it makes for an endlessly entertaining drive. A friend and I hit the road to the LeMay Museum just past Seattle in Tacoma, Wash. This is a fairly new place and is crammed full of everything from DeLoreans to an F40 to a Tucker Torpedo. For any car nut, it’s a mustvisit. The SRT blitzed up the slopes of Mount Rainier for an impromptu photo shoot, and then it cruised back along the interstate for a total fuel economy score of 10.1 litres/100 kilometres. In a two-tonne SUV with 470 horsepower and launch control, that’s unbelievably good. ••• For fuel economy, however, nothing beats an electric car — which as we all know doesn’t burn any gasoline at all. I took
turns behind the wheel of several of these this year, See Tokyo page 34

Tokyo offers new insight into auto culture From page 33
including plug-in hybrids. Not very exciting, but
interesting indeed, and there’s always the Tesla if you want more power. A chance meeting with
the Vancouver Electric Vehicle Association gave me the opportunity to go for a ride in a hundred-
year-old B.C. original: a 1912 Detroit Electric. Mostly unrestored, this battery-powered horseless
carriage used to swan around Victoria right up until the 1960s, stored in the basement of the
Empress hotel. It’s a trifle wobbly compared to a modern car, but so will you be when you’re 100. Oddly silent, this particular Detroit had its original battery pack changed just once, in the 1980s. Stupendous. ••• An all-electric existence might be in the cards for the future, but in the meantime, there’s still a place for the combustion engine. As the winter rains started, I figured out that the best place is in one’s ears. Getting up early on a Sunday morning, I took the highway out past Hope and headed up into the Fraser Valley. There, with rain still misting down, I cracked open the top on a Jaguar F-Type and blitzed through the seven tunnels between Yale and Boston Bar, revelling in the echoing of the snarling supercharged-six. A bit silly when the temperature’s hovering around eight degrees, but really good fun nevertheless. I think I still have tinnitus. ••• The last part of the year had me travelling to Tokyo to cover the auto show there, and discovering a whole new kind of automotive culture, from transplanted hot-rods to highly-detailed models, to a parking lot full of automotive unicorns. It was a fitting bookend to a packed year, and with the last thing on my list the traditional drive out to Chilliwack to fetch the Christmas tree, I’d like to wish you all happy holidays, safe travels, and clear roads ahead. It’s a privilege to be able to write for this paper, to receive interesting emails from readers, and to hear all your stories. All my very best to you and your family for 2014.
