Cloverley, Lucas plans presented

Neighbours push back at school district’s density plans BRENT RICHTER brichter@nsnews.com

Residents near the Lucas Centre and Cloverley school are reacting to the North Vancouver school district’s plans for the vacant schools, which range from residential redevelopment to more residential redevelopment. The district presented its concept plans for the sites at public meetings last week that drew hundreds of residents. For the Lucas Centre, SD44 is floating six different concepts that offer varying degrees of housing mixed with preservation of the sports fields on the east side of the property and new fields and park space. At the low end of the density scale, the site could hold 51 singlefamily homes with potential for secondary suites. It steps up from there to townhouses, lowrise condos and towers of up to 14 storeys, holding as many as 354 units. With the exception of one proposal, the denser the residential development, the more green space or sports fields that remain. Cloverley’s four concepts, meanwhile, go from 56 units on 28 singlefamily lots to 256 units in a series of four- and five-storey condominium buildings. Cloverley Park,

which the City of North Vancouver has leased from the school board for the last 35 years, would either be redeveloped or moved to another piece of the property, depending on the concept. N. Shore homeless numbers are in JANE SEYD jseyd@nsnews.com

Homelessness isn’t increasing on the North Shore the way it is in Vancouver. But the problem also isn’t getting better, according to preliminary numbers from the 2014

homeless count released this week. The count — which attempts to capture a snapshot of the number of homeless over a 24hour period — tallied 119 people as homeless on March 12. That’s slightly down from the 122 homeless recorded

in the last North Shore count in 2011 and the 127 recorded in 2008. But it’s still more than the 90 people counted in 2005. Lynne Henshaw, coordinator of the North Shore Homelessness Task Force, said the relative stability in the homeless population is both good

news and bad news. It’s good news the numbers aren’t increasing, she said, but concerning that they aren’t going down. The challenge remains, “What are we going to do about that in our community?” she said. See Seniors page 3

Maison plan rankles residents 103-bed private centre proposed for Sentinel Hill

From page 1

JEREMY SHEPHERD jshepherd@nsnews.com

If the seniors facility goes up, property values will go down. That was the rallying cry for many neighbours who attended an April 16 public hearing to oppose a seniors care facility proposed for Taylor Way and Keith Road and backed by West Vancouver district staff. Maison Senior Living has submitted a design for a three-storey, 103-bed facility that would include a floor for seniors with memory problems such as dementia. The centre would be located on five lots currently zoned for singlefamily housing. Offering an uncharacteristically emotional story from his own life, the district’s director of planning Bob Sokol recommended council approve the project. Sokol noted a shortage of housing targeted for seniors as well as the facility’s minimal neighbourhood impact — but said his mother’s struggle with Alzheimer’s influenced his decision. “It was a real shot to the gut when, in a rare moment of clarity, my mom confided to me that, ‘Bobby, I never wanted to be this way.’” There is a great importance in living your final days with dignity, Sokol said in his endorsement of the project. The development could

be detrimental to the financial well-being of its neighbours, according to several speakers. “If this project goes through, it will mean devastating loss in the value of our biggest asset: our home,” said Diamond Karim. Residents rely on council to protect their investment, according to Karim. Mayor Michael Smith, who lives near the West Vancouver Care Centre, described seniors facilities as good neighbours. “I would say to the residents: you should be careful what you wish for because if five single-family lots go in there, you’re going to have every tree taken down and you’re going to have five monster houses,” he said in a January council meeting. His comments troubled Karim. “Are these not leading

comments in favour of the project? Are we really keeping an open mind?” he asked. The project received support from the West Vancouver Chamber of Commerce. Director Virginia Bird noted the positive economic impacts of a developer dedicated to hiring local physiotherapists, landscapers and florists. Besides a community amenity contribution of $1.76 million, the project would also net the district $490,000 in development cost charges. The development would be deleterious to neighbourhood character while worsening traffic congestion, according to Eden Place resident Marie Payette-Falls. The project includes 40 parking stalls, 32 of which would be underground. A staff report noted the

facility’s 103 residents do not drive. The project illustrates the pitfalls of spot zoning, according to PayetteFalls, who said private pay facilities have a negative effect on seniors who need affordable care. Payette-Falls urged council to make “the only possible decision,” and to reject the project. Peer reviewed surveys of seniors facilities have consistently found the profit motive diverts funds that should be used for the care of seniors, according to neighbour and medical doctor Giuseppe del Vicario. While many speakers described the cost of Maison as prohibitive, Diane Michaels pointed out that around-the-clock care for an ailing senior is similarly expensive. Maison is exactly what this community needs, according to Michaels.

“My own extended family and many families of close friends have struggled to find high-quality care in West Vancouver — particularly memory care,” she said. Michaels applauded the location, which is near transit, as well as the unobtrusive design. Approximately half of the building’s three storeys are below grade. Cherie DeVisser, a North Vancouver resident, also questioned the assertion that the North Shore’s senior care market is saturated. Families are frequently forced to relocate their loved ones outside their community, according to DeVisser. “This is tearing apart families at a time they need to be together,” she said. Council is scheduled to debate third reading of the proposal next Monday, April 28.

Lightning sparks tree fire

A lightning strike in the Capilano Watershed had Metro Vancouver firefighters tramping through the bush to douse a single burning tree, Tuesday. “It caused a fire in a single snag. It was burning quite vigorously. There was a plume of smoke that was quite visible and was reported by lots of different folks,” said Bill Morrell, Metro Vancouver spokesman.

Metro sent out crew members via helicopter, though it was too dark to lower them in to begin fighting the fire. “There was very little risk of this spreading, given both its size and the fact that it’s quite wet up there. The decision was taken to delay responding to it until (Wednesday),” Morrell said. Because of a low cloud deck on Wednesday, firefighters had to hike several hours into the bush in order to fight the fire. Morrell said they would have to return to the site

on Thursday and possibly Friday to ensure no hotspots had flared up, causing the fire to reignite. Though we are not yet into forest fire season, the Coastal Fire Centre is asking people along the tree line and in the backcountry to be cautious. “We’re now warning people, even though it’s wet out, there are areas that are still dry,” said Marg Drysdale, fire information officer. “We have multiple microclimates on the coast here. Something can happen if you’re not careful.”

Numbers of homeless people on the North Shore remained the third highest in the region as a whole. The vast majority of homeless — 1,798 people — currently reside in the City of Vancouver. The tally also recorded more than 400 homeless people in Surrey. Of those identified as homeless on the North Shore, about half were living in emergency shelters while the other half were on the street, couch surfing or finding other ways to get by. About six per cent of the North Shore’s homeless are youth under 25 while about four per cent are First Nations. Across the region as a whole, the proportion of homeless seniors — defined as those 55 and older — increased, from 16 per cent to 18 per cent of the total. Numbers aren’t available yet to show how many of the North Shore’s homeless are seniors, but those who work with them worry it is a growing trend here too. Leya Eguchi, coordinator of seniors programs at Hollyburn Family Services, says seniors living on limited incomes can find themselves in crisis after being served with an eviction notice or being diagnosed with a medical condition that requires them to pay for drugs. “That is a real situation that a lot of people are facing,” she said. Tallies of homeless people are generally understood to be a minimum number, rather than a definitive one, said Henshaw. “You’re trying to find a population that’s quite transient and difficult to find,” she said. Outreach workers on the North Shore usually guess the number of homeless at between 200 and 300. A final report in July will include information like how long people have been homeless, what health issues they are facing, their sources of income and the kinds of services they use.

Keeping park land a priority From page 1 of losing the park is unacceptable, said George Ellis, Cloverley Residents’ Association board member. “The bottom line is: they’re not prepared to lose the park, and any density situated close to the park, they would want single-family,” Ellis said. Neighbours in the Lucas Centre’s Hamilton Heights area are also not impressed with most of the options before them. “It’s a matter of how much density and what the give-and-take the school board is looking for,” said Pamela Pike, neighbourhood association president. “Obviously, the neighbours were very adamant. No to highrise development. That’s been consistent throughout all the processes and open houses.” But the association is cautiously optimistic about the newly formulated Concept 6, which only involves 48 units of townhouses, more sports fields and a running track — if the district is willing to listen and continue to make changes, Pike said. “I think the neighbourhood still isn’t 100 per cent behind anything that was proposed by the school board,” she said. “Ultimately, I think a lot of the neighbourhood would like to see the city fight to retain the land as public use because it’s limited within the greater city now.” Ellis said he too is hoping the city will go

to bat for the residents before there is a rezoning application before council. “I don’t think the city really wants to lose any park land, or the residents don’t, because of all the density that’s been added to the city,” he said. “I’m optimistic that we’ll come to a solution where the city will require (keeping) Cloverley Park and the school district will come forward with a proposal.” Council has been closely watching the process with some members on council pushing to keep the sports fields in public hands. consultants will now take the input gathered at last week’s public meetings and make further revisions before opening it up to more feedback in the form of an online survey that will be open to everyone, according to superintendent John Lewis. The declining number of school-aged kids on the North Shore has led the district to shutter some schools and look to either sell or lease the land. So far, Ridgeway Annex and Monteray have been sold to property developers and Plymouth elementary is being leased to Lions Gate Christian Academy.

Revenues from land sales are earmarked for paying down capital debts and replacing schools that require seismic upgrades, such as Argyle and Handsworth.

Crass act N

ow that hockey is over in Vancouver, we can get back to what Canadians are clamouring for — changes to our Elections Act that will make it less likely people will vote. To that end, Minister of Democratic Reform/Minister of Truth Pierre Poilievre has promised a new version of the Fair Elections Act “very soon.” But even an improved version of the act stands to be worse than the status quo. The Tories would have us believe voter fraud is a burning issue in this country, which is why they will soon ban “vouching” at the polls. But that’s just not the case, as experts have repeatedly stated. The biggest issue is that people don’t vote — a trend that will only get worse if the act becomes law. Those disenfranchised by the act will generally not be Tory voters.

This, combined with a gag on Elections Canada’s efforts to encourage voter turnout, represents a new low in partisan voter suppression. It seeks — in a more dressed up manner — the same ends as robocalls. Other tidbits include giving winners the power to appoint local election officials — turning what has been a non-partisan task into a plum for party faithful. Poilievre says Canadians support the bill as “common sense.” But a recent Angus Reid poll showed that the more people know about the bill, the less they like it. Fifty thousand people disliked it so much they signed an online petition against it in just 24 hours. It’s time this offensive legislation was ditched in favour of a more democratically-minded course of action — doing nothing.

Goodbye Slurpees, hello senior living Where to start? Pamela Goldsmith-Jones? Sentinel Hill on guard again? West Van’s disappearing 7-Eleven? As the Good Book (as we used to call it) says, the last shall be first: Ambleside’s 7-Eleven at 14th and Marine Drive will close forever May 28. A huge blow to West Vancouver’s bustling night life! In truth, just about the only business in the area that bustles after serious dark. Sure, largely with teens foraging for tasty snacks that are recommended by sugar and salt companies and patient-needy dentists everywhere. messages me: “I currently go to North Van for movie theatres, car parts, cheap groceries and lumber. Now to top the list, Slurpees! I remember the fun days when all those were readily available in West Van, and I often ponder whether the sterilization of this municipality is a benefit or a minus to its residents.” He’s not alone. This turn of events coincides with the shuttering Tuesday of Loblaw-owned Extra Foods at Park Royal, popular not only with purse-light but also thrifty shoppers who could afford better. (They got richer by being thrifty. Bill Gates still washes his dishes.) Extra Foods looked forlorn in dying days as the shelves emptied and some shoppers expressed sadness. Its flyers and those of competitors

Safeway and Save-onFoods bristled with sale items last weekend. Great savings for customers. Adding to the dismal air: Extra Foods staff — given notice only last month, at least two having served as long as 40 and 45 years — weren’t offered other Loblaw jobs. They can apply and start at the bottom, one said bitterly. I’d expect more class from the rich Weston family owners of Loblaw (and, to repeat, I own Loblaw stock and Weston bonds). ••• Big issue at West Van council next Monday: The proposed Milliken project at Keith Road and Taylor Way, subject of a long and rancorous public hearing April 16. Shades of the 2007 dispute over the Millennium Group development of the Evelyn

Drive area. Andy Franks of the Preserve Sentinel Hill opposition group circulated an email listing half a dozen reasons to reject Milliken’s 91-suite Maison project — selfwounded out of the gate by a clumsy failure to notify neighbours. Among the criticisms: There’s “a surplus of this type of private seniors beds in our community (at a cost of $6,000-$10,000 per month.” More ominous: Planning director Bob Sokol, as quoted here, quite off-handedly said there will eventually be commercial development all along Taylor Way. Feel better? And do any of the big developers — Park Royal, Grosvenor at 13th, on Lonsdale in North Van, in Lynn Valley, and the cement-pourers and other

well-paid trades — care a fig about dumping on our beleaguered governments the problem of creeping traffic, not just over our two already throttled bridges? Oh, not their problem. ••• By this time you won’t have read it here first, a hack-free homing pigeon sent by Agent 6B3e9mD having alerted me but beaten by speedier email: Former West Vancouver mayor Pamela GoldsmithJones will seek the Liberal nomination for the federal riding of West VancouverSunshine Coast-Sea to Sky Country. Goldsmith-Jones, 53 this year, will face incumbent Conservative John Weston in the October 2015 election See Riding page 10

B.C. Liberals look beyond Metro for direction With the legislature not in session this past week, Premier Christy Clark paid a visit to the political epicentre of her government. No, not her hometown of Vancouver. But Kelowna, B.C.’s “City of Premiers.” Her visit there was to showcase some modest government spending announcements — funding for an ice skating event, and money for flood protection — but the amount of money wasn’t the key aspect of her trip. Instead, the Kelowna visit served as a reminder that there has been a seismic shift in the B.C. Liberal government’s outlook and how that shapes its priorities. The result of the last provincial election forced that shift, and its impact will be significant as long as the B.C. Liberals hold power. I’ve noted this shift before, and now we are starting to see some examples of how this is playing out, and they’re not just about where the premier chooses to travel.

Keith Baldrey

View from the Ledge The breakup of the Agriculture Land Reserve into two zones, for example, is clearly designed to favour the outlying regions of the province, far away from downtown Vancouver. Allowing increased economic activity on land that may have been in the ALR since the days of the 1970s NDP government will no doubt be more popular than not in the

Interior and the North. The relentless focus on building a liquefied natural gas industry and potentially creating tens of thousands of jobs (almost all of them located in the North) speaks to this government looking outside of Vancouver and its suburbs and not at them. Bill Four, which allows pipelines and transmissions lines to be built inside provincial parks (essentially, allowing a right-of-way through a park to allow economic development outside of that park) is more evidence the B.C. Liberals are less interested in courting urban voters, and more focused on winning support in natural resource-dependent communities. The cabinet order (subsequently rescinded last week after an outcry from First Nations) to exempt ski resorts and

natural gas processing from a provincial environmental assessment review shows how far the government is willing to go to hasten development in the regions, even if it sidesteps environmental protection regulations (although the government argues its own review process is simply duplication of other, existing ones). It’s not hard to see how and why these policies have been arrived at. First, the B.C. government firmly believes developing the natural resource sector is the key to economic growth for the province in the coming decades. Second is the fact the B.C. Liberals know the key to them remaining in power is to build and retain electoral strength along the Fraser River, and through the Interior and the North.

Although the government has four seats in Vancouver, the election cost them two seats in the city. However, it increased its voter strength in the regions and picked up an additional seat from there as well. Now, less than a quarter of the government caucus represents Vancouver and its northern and eastern suburbs. Power has shifted to the southern suburbs, and the outlying regions, and this is bound to help shape government priorities. There is also the psychological impact of Clark being defeated in Vancouver-Point Grey. She has said on more than one occasion that losing in that riding made her realize she doesn’t have to worry about the urban green voters that dominate the coffee bars of Kitsilano and UBC.

This brings me back to Kelowna, and why that city is poised for benefits less likely to flow Vancouver’s way. When she was there last week, the idea of a second bridge crossing over Okanagan Lake was part of the conversation. Long viewed as part of dreamy wish list for Okanagan residents, the project has suddenly taken on a new urgency, as Clark’s government has committed $2 million for study and planning purposes. It may take a decade to actually complete the bridge, but I like the odds of it being completed ahead of, say, a SkyTrain or rapid transit line down the West Broadway corridor to UBC. That SkyTrain line would travel through two ridings that gave the B.C. See Bridge page 9

Water Main Cleaning LynnValley L Valle April 28 – June 1 7 am to 4:30 pm weekdays

Water main cleaning in the Lynn Valley area is scheduled to begin on April 28 (see map for the affected areas). Flushing water mains is necessary to remove sediment that gradually deposits in the water distribution system. Cleaning will take place between 7 am and 4:30 pm weekdays. There may be brief periods when your water becomes cloudy, discoloured or has a mild taste of chlorine — this does not pose a health hazard. You may also experience temporary water pressure fluctuations. Bridge impacts three ridings From page 7 Liberals the boot last May. An Okanagan Lake bridge would impact three ridings that are represented by B.C. Liberal cabinet ministers and the premier herself.

Bets, anyone, on which one has a better chance of being done first? Keith Baldrey is chief political reporter for Global BC. Email him at Keith.Baldrey@ globalnews.ca.

A West Vancouver woman says the District of West Vancouver is being negligent towards people with mobility issues by failing to install a ramp on a popular walking path. The path connects Ottawa Place with Mathers Avenue directly across from West Vancouver secondary and the Kay Meek centre ends with a set of steps. People using mobility scooters, walkers or pushing a baby stroller aren’t able to safely use the path as a result, argues Maura Whittaker. Whittaker has been lobbying council to remove the stairs and replace them with a wheelchair ramp since 2012. “I’m a physiotherapist. I’ve worked in rehab all my life. I’m conversant with people with mobility problems,” she said. “We’re not asking for a third runway, we’re just asking for some fairly basic pathway improvements.” In meetings with district engineers,

Whittaker said she has been told the path is too steep to meet B.C. Building Code regulations for wheelchair ramps, though according to her own measurements on the 270-foot path, that’ isn’t true. And money, she said, should not be an issue. “All I wanted them to do was put it on the list to at least have it come up in a year or so in their capital budget but they will not even do that. They don’t want to hear about it. They’re not interested. It’s not down in Ambleside or

Dundarave where they’re going to get credit for doing it,” she said. But district staff maintain altering the path to facilitate wheelchair access would be unsafe. “That’s a factor with a lot of paths and trails in West Vancouver because of our terrain. That path and many others are simply too steep to accommodate wheelchairs,” said Jeff McDonald, district spokesman. McDonald said the stairs are a necessary obstacle for another group of people — West Vancouver secondary students who use the path as a shortcut on their bicycle ride to school. “The stairs at the

bottom of the path help deter kids from exiting too quickly off the path, onto the sidewalk and onto Mathers Avenue,” he said. Even with the stairs, kids like to “bash their way around,” according to McDonald. In order to make the route safer, staff placed a rock on the adjacent slope to discourage kids from using it, he added. Failing to install a ramp on the pathway shouldn’t be taken to mean the district is any less committed to accessibility, McDonald added. “I think district staff do have accessibility in mind when they make decisions but they also have to keep safety in mind,” he said.

INQUIRING REPORTER British Columbia is not prepared for a major earthquake. Bracing for floods, fires, avalanches, and the Canucks’ unlikely return to the Stanley Cup finals has overwhelmed Emergency Management B.C. to the point where earthquake preparedness has become a “side of desk” activity, according to auditor general Russ Jones. There is a 12 per cent risk of a catastrophic earthquake inside the next 50 years, according to Jones. Are you ready for the big one, or are you playing the odds? Tax burden among lowest in Canada Dear Editor: Re. April 20 letter to the editor: Some people are asking why personal income tax basic amount decreased for the 2013 tax year, and I hope this letter clears up any confusion. This change flows directly from the decision made by British Columbians, through a province-wide referendum, to return to the PST. In 2010, the basic personal amount was enhanced as part of the introduction of the HST. When British Columbians chose to eliminate the HST and go back to the PST, the enhancement to the basic personal amount was also eliminated. This was necessary to fulfil the government’s commitment

to respect the referendum results. Today, B.C. families generally have one of the lowest overall tax burdens in Canada. Provincial personal income taxes for most taxpayers have been reduced by 37 per cent or more since 2001 — today an additional 400,000 people no longer pay any B.C. income tax. For example, an individual earning $50,000 a year pays $1,340 less in provincial income taxes than they did in 2001. And a family of four earning $70,000 a year pays $1,990 less in provincial income taxes on their earnings than they did in 2001. Michael de Jong Minister of Finance

Riding sprawls beyond WV From page 6 — assuming that she wins what could be a tough nomination battle, and that Weston, who turned 56 last Saturday, will seek a third term. Not that Weston’s nomination is guaranteed either: He’s crossed the boss on procedure concerning the abortion issue. And, as Blair Wilson shrewdly exploited to snatch the sprawling riding, more than half of its population of 134,000 is outside of West Vancouver. No grass has grown under Goldsmith-Jones’s feet since she declined to run for a third mayoral term in 2011. She’s grown a consultancy

while also studying for an executive MBA (smartly specializing in aboriginal issues, a sure-growth industry) at Simon Fraser University’s Beedie School of Business. ••• Take note: Two wellknown West Vancouver women’s computers have been hacked. If you know them and get emails from them that seem strange — trash them. The illiterate language is the tip-off. The “bad guys,” a victim says, apparently live in Surrey and Abbotsford. Alley Theatre updates Shaw classic with modern edge

■ AlleyTheatre presents Mrs.Warren’s Profession at the RickshawTheatre, 254 E. Hastings St., Vancouver, until April 27. Tickets: $20 (advance), $25 (door) at mrswarrens. ca or 1-800-838-3006. CHRISTINE LYON clyon@nsnews.com

British playwright George Bernard Shaw wrote Mrs.Warren’s Profession 120 years ago, but the social issues addressed in the story, such as prostitution and gender inequality, remain hot topics to this day. Written in 1893, the play was banned for many years because of its controversial portrayal of sex work and its indictment of the limited opportunities available to women. Now, AlleyTheatre company, under the direction of Marisa Smith, is staging the show at the Rickshaw Theatre inVancouver’s Downtown Eastside — a neighbourhood where sex work is a means of survival for many women. “It marries this fantastic classic script that is so timeless and so well written with real social relevance,” says North Vancouver resident Melissa Oei, who is taking on the role of Vivie Warren. Vivie is the daughter of the eponymous Mrs. KittyWarren (played by Linda Quibell), a wealthy and worldly woman who has secretly worked as a prostitute and brothel madam in order to pay Vivie’s way through boarding school and give her opportunities she never had. “She’s very highly educated, she’s very forward thinking, she’s called ‘unconventional’ a lot in the show,” Oei says ofVivie. “She’s kind of the opposite of what would be considered a highly feminine woman. She’s very self-sufficient, she has no interest in marriage, no interest in arts and beauty and romance.” But whenVivie returns

Triumph and tragedy, valiant heroes and heroines, magical birds, dangerous demons, starcrossed lovers: A thousand years ago the Persian poet Ferdowsi wrote the history of Iran from mythic times to the seventh century. Ever since, Persians have been reading, reciting, and retelling the beloved stories of the hero Rostam and his horse Rakhsh. The Shahnameh has survived in homes, theatres, universities and coffee houses — and now Rostam’s life comes alive in West Vancouver — in English. On May 2-4 a group of 30 storytellers from Canada, Iran and the U.S. will tell the life of Rostam. Each teller takes a section to create a lively spoken quilt. We’ve been telling epics annually for 14 years, delighting in stories from around the

planet. Listeners sink in deeply, entering another world. Between stories we eat and chat, strengthening friendships old and new. The epic weekends have become a highlight of the storytelling year. Vancouverites from India, Africa, Finland and beyond have expressed surprise at hearing their stories in a new language. They are pleased that their young people can learn more about where they come

from and that friends in Canada can get acquainted with their culture. Listeners and tellers explore a new kind of kinship with some of the cultures that make our region such a rewarding place to live. A few years ago we told Persian stories and friendships developed within the Persian community. Some of us were influenced in life-changing ways.

THURSDAY, MAY 8 9:30-11:15AM Discover the West Vancouver Children’s Literature Festival!

Opening Reception Friday, May 2, 4 – 5 p.m. WVML Youth Department

At Fraser Academy, we don’t let language-related learning difficulties* stop our students.

This event is open to everyone and includes the announcement of the winner of the Member of Parliament Writing Award by MP John Weston and a celebration of the artists featured in the Library’s Teen Art Exhibit.

As the Lower Mainland’s only fully accredited day school dedicated to students in grades 1-12 with learning difficulties, we recognize our students learn differently—and we offer them an education in a setting where they can thrive. We achieve this by building trust with every student, and by offering a comprehensive education that features small classes, multidimensional programming, assistive technologies, daily 1:1 lessons with language instructors and specialist teachers in all subjects. The result? Fraser Academy students discover the joys of learning, work hard, become self-advocates for their learning styles and develop into self-reliant young adults. An impressive 90% of our graduates move on to college and university.

YOUR NORTH SHORE GUIDE to FASHION & STYLE

Mix and match decades

Dear Mattie: What are the trends for dressing up? Seriously into Styling in Seymour

HAIR AWARD NorthVancouver stylist named best in B.C. page 21

Dear Seriously: I am seeing many trends this spring. There is definitely an overload of shapes and styles. The silhouette isn’t strict this season. There are many silhouettes that are trendy, depending on the look that you are going for. The best way to embrace this season is to consider the classics from the different genres. The best of every decade is in fashion this year. Mix and match your decades and you will modernize the classics into your fashion world. Let’s start with the 1950s. Fit and flare is in fashion. The top is fitted and the bottom is flared. The top can be anything you like, from a basic top to a shirt, but it must be tucked in. The bottom must have pleats — the larger the better — for the flare effect. All this is pulled together at the waist to show the contrast of the shape. Top off this outfit with a denim jacket and you are mix and matching the decades of fashion trends. The ’80s present a boxier shape. Prints are modern and bold, which makes many of these pieces look larger. This is not a delicate look. Pleats on the bottoms are used to expand the skirt or pant. Shoulder pads, smaller pleats and ruffles are used to inflate the top. The pants have a higher waistband and the tops are slightly cropped. The ’90s minimalist look is also in fashion in spite of the big shapes and prints. If long, sleek and tailored is your style, then you are in luck because this also is in fashion. Wear fewer colours in

lighter fabrics to get the sleek and long look.Your top and bottom should match. This look also has a waistline, but it is less edgy. Skirts fall to the bottom of the knee to midcalf. Your pant leg can reach your lower ankle with a linen fabric or fall even lower to your heel with a lighter fabric that flows. This season is not about vintage looks; it is about modernizing the classics. There are two other fashion trends that can be incorporated into the decade themes, allowing for a modern interpretation of the current trends. They are lightweight fabrics and tribal dressing. This ladylike trend encompasses lighter fabrics in the form of sheer chiffon, delicate lace and gauzy cotton. These fabrics can be worn in any of the decade trends that I previously mentioned. They also have tone-on-tone prints and layering to create depth and interest. The other trend is the “international woman of style.” This look is inspired by patterns and prints from Africa and the Middle East. There are earth tones in the prints, but this is not a muddy look. Red, orange and yellow are injected to enhance the earth tones. This is also a long and layered look. This season sees a hip cross-referencing of trends. It is bold and edgy with street style. There is a lot of opportunity to wear the trends and maintain a unique personal style.

FAUX FABULOUS Capilano Mall has launched a Faux Fabulous shopping campaign which includes a social media contest, “topsecret mall event” on April 26 at 2 p.m. in the Grant Court and a charity clothing drive. A North Vancouver hairstylist has proven that her coifs are a cut above the rest. Dana Lyseng, owner of Supernova Salon in Lower Lonsdale, was named British Columbia Salon Stylist of the Year at the 2014 Canadian Hairdresser Mirror Awards, held earlier this month in Toronto. For her winning competition entry, Lyseng, with the assistance of her salon team, created a collection inspired by both pop star Lady Gaga and

the 1982 dystopian film Blade Runner. “The styles are built around strong warrior shapes with clean edges and bold dramatic colours,” Lyseng says in a press release. Lyseng has been in the hair industry for more than 15 years and got her start at hairdressing school at Vidal Sassoon in Los Angeles. In addition to running her North Vancouver salon, she also does hairstyling for film projects, music videos and

live shows. The annual Mirror Awards, presented by Canadian Hairdresser magazine, celebrate the best in the hair and beauty industry. Each year, hairdressers from across the country are invited to submit a photographic collection of their work, which is then judged by industry professionals. The top five finalists in each of the more than 20 categories are invited to the awards gala in Toronto. — Christine Lyon

Cameron Diaz may have top billing but Leslie Mann is the real star of The OtherWoman, a sisterhood revenge pic sure to be a big hit with women everywhere. And thanks to a bikini’d Kate Upton, you can probably drag your boyfriend to the movie, too. High-powered lawyer Carly (Diaz) thinks she might finally have met the man of her dreams in Mark (Game of Thrones’ Nikolaj Coster-Waldau). Solid laughs thanks to Mann From page 22

and Kate to be tougher and “cry like a winner, on the inside.” Witty banter and tequila-fueled nights on the town follow, as the women plan separate futures without Mark. Things lose momentum when Kate Upton jiggles into the frame, as yet another one of Mark’s conquests. “Aww, can we keep her?” asks Kate. Upton just can’t keep pace with Mann and Diaz and looks smiley and happy to be there, regardless of what the scene calls for. With “the lawyer, the wife and the boobs” together anything is possible. The threesome now plot revenge on Mark, who seems to have other women and some shady business dealings on the side. The revenge is relatively tame (hair remover in the shampoo) and the man-bashing is kept to a minimum for a change. The film’s focus is more about the friendships and empowerment than catfights

and hair-pulling. Nicki Minaj and Don Johnson have small roles and Taylor Kinney (Chicago Fire) has little to do but look good. Compared to its early energy the third act of the film is too long and the soundtrack threatens to overwhelm the drama in places. There’s nothing new to director Nick Cassavetes’ (The Notebook) film, just solid laughs thanks to Mann. The actor does hysterical well, and is never better than when she’s a crying, mascara’d wreck. Sure, Mann does physical comedy with panache and isn’t above drunk driving (40 Year Old Virgin), spending time on the toilet (The Change-Up) or barfing into her purse (here), but she also makes the transition from house-bound Stepford wife to confident career woman believable. Thanks to her chemistry with Diaz and writer Melissa Stack’s decision not to blame the victims, The OtherWoman is worth watching.

Storytellers focusing on Persian epic

From page 17

Abegael Fisher-Lang found new outlets for her love of Persian poetry. I began studying the Farsi language, which has led to reading, hearing, and telling more stories. I got to know Feloor Talebi, an expert on the Shahnameh. We spent many hours talking about stories from various parts of the world. I learned much about the depth of the Shahnameh’s meaning, and its stunning

relevance today. Then she and her husband invited me on a trip to their homeland. A month in Iran introduced me to the landscapes of the story — so different from our West Coast. I got acquainted with friendly people, fabulous art and architecture, and a long and fascinating history. Feloor Talebi says of this project, “When we bring these stories to the public in English, I feel I am standing on firm ground, feeling deep roots of a productive

community. People see me as a person whose ancestors are heroes. We feel our strength and heart. We meet our neighbours in the present and with ancestral commonalities. It is rewarding for us and for humanity.” With the help of many people, we have put this weekend together, hoping to introduce the young and young at heart to one piece of Persian culture. Costs to attend the sessions are as follows:

Friday. May 2 from 7 – 10 p.m. — $10, Saturday 11:30 a.m. to 10 p.m. — $35 includes Persian supper, Sunday 10:30 a.m. – 2 p.m. $10. For the whole weekend — $45. For supper reserve by April 28. For further information and reservations contact Kira Van Deusen at kiravan@shaw.ca or visit sonic.net/~cfair/epic.html. For more details on Van Deusen’s trip to Iran visit kiravan.com/postcards_iran_ intro.html.

well with MacLellan. “The school board has been very much: ‘So sorry, not our problem. Go tell Christy Clark,” she reports. For MacLellan, going to the province is a delicate affair. Aside from her duties with the CMEBC, MacLellan also works with theVancouver Symphony Orchestra. “We’re a non-partisan arts organization,” she explains. “We will talk to the province, and we’ll do that privately and not under the microscope of theVSB.” Music programs have faced the guillotine as often as insurrectionists during the French Revolution. The reason, according to MacLellan, is they are often perceived as extracurricular. “Why is it seen as expendable? Because it’s not reading, writing or arithmetic,” MacLellan says. “Music gives children the opportunity to participate in something and to gain skills that they can’t gain through any other subject.” Learning to play an instrument is an engrossing, visceral experience, MacLellan says. “You’re not just listening to it or talking about it or writing about it.You’re doing music,” she says. “You’re producing something with other students that is bigger than yourself.” Several Seycove students will take part in something

bigger than themselves at the May 5 ScienceWorld concert, slated to be webcast live. Approximately 150 students from Lower Mainland schools will perform under VSO conductor Bramwell Tovey’s baton. “The entire nation joins together in song,” MacLellan says of the event, which is also scheduled to feature astronaut Chris Hadfield. Celebrating its 10th anniversary, Music Monday initially appears chaotic, according to MacLellan. The band assembles for the first time only 20 minutes before their performance is set to begin. But with a few words from Tovey, “Boom, there they are, they’re perfectly together.” The Seycove senior wind ensemble is planning to play “Inglesina” by Davide Delle Cese and “Shenandoah” by Frank Ticheli. “They’re part of something very public, they’re part of something that supports pride in their school.” When working with her youth band, MacLellan says she asked the crowd why playing music was important to them. A bass clarinet player from Seycove provided the winning answer, MacLellan reports. “This one boy says, ‘Well, it’s easy. I’ll never outgrow music. It’s something I can do forever.’”

and Kitty are actually quite similar. “They have a lot of the same qualities and characteristics in their personalities,” she explains. “They’re very driven, very ambitious, really self-sufficient, very strong women.” Oei, 34, is an Argyle secondary alumnus and a graduate of Langara College’s Studio 58 program. One of her challenges as an actor, she says, is identifying and empathizing with her

home from school she learns the truth about her mother’s livelihood and the two women reach an impasse over what it means to be a modern woman. “It’s really hard for them to find common ground because they see the world so differently and have been raised so differently and also are quite estranged,” Oei says. Despite their moral divergence, Oei saysVivie

Victorian-era character. “Melissa sees the world very differently fromVivie and we have very opposite personalities,” she says, adding that while she may not agree with her character all the time, she still respects her. “I really have such a deep affection for her and I admire her so much.” AlleyTheatre’s production of Mrs.Warren’s Profession is billed as a “post-modern revisitation” of Shaw’s classic work. The period costumes incorporate bits of modern

hardware and ticket-holders are invited to engage in a text message forum pre-show and during intermission. “It’s not just a show with a message. It’s a show that provokes thought and debate and discussion and conversation about things that are really relevant in society,” Oei says. “It’s really meant to take what Shaw was talking about and what was happening at the time and for us to see how much has changed and how little has changed at the same time.” AlleyTheatre has also set up an interactive website featuring five mini documentaries which reflect

the modern context of the play and delineate the history of sex trade laws since Shaw’s time. Included are interviews with sex worker and social justice advocate Susan Davis, Dr. Ron Abrahams, who works with Downtown Eastside mothers and their children, and Kate Gibson, executive director of the WISH Drop-In Centre Society, an overnight refuge for women involved in the sex trade. “I read the play when I was working at a women’s shelter in the Downtown Eastside and it just struck me, some of the stuff that Shaw was talking about in

here is still pretty relevant, and so I thought why not try and stage it in a space in the Downtown Eastside that might be a little bit more abstract, and have people share that experience with me,” Smith says. There will be a panel talk on April 26 following the 2 p.m. matinee performance to discuss the play’s modern relevance and current prostitution laws in Canada. In addition, $3 from every ticket will be donated to theWISH Drop-In Centre Society and PACE Society, a sex worker organization that provides peer-driven frontline support services.

For many years now, the BMW X5 has been a popular up-market, luxury-oriented SUV. The original model was radically different from what BMW was known for, but now the X5 is one of its most important models. What made the X5 so pleasing to the highly competitive market was that it offered a winning combination of high quality interior, available seating for seven, and sporty driving dynamics — along with good looks.

Design The new X5 is built on the revised platform of its predecessor. Despite this, the new model was cleverly engineered to shave almost 90 kilograms off its curb weight. New aerodynamic elements have been integrated into the overall design to retain esthetic harmony. They include air curtains, air breathers, and aero blades for the rear window. Remember the Nissan Stanza? Well of course you don’t. Sure it was pretty reliable, but it was also so boring just thinking about its boxy shape is . . . *yawn* . . . suddenly I need a nap. That was pretty much Nissan’s ethos in the 1980s, after the more interesting Datsuns had all been forced into retirement, and even the Z had morphed from dedicated sportscar to luxury heavyweight. The high point was probably their pickup trucks, which have always been small and feisty, but beyond that Nissan was a sea of beige. In Japan, that was something of a problem. While bland always sells well in the North American market, Japanese consumers of the ’80s were flush with cash and looking for something with a bit more

Cool cars created by California dreamer From page 43 zip. This was especially true of younger buyers, who took one look at the efficient Nissan March (you may remember it as the Micra), and promptly headed for the nearest Honda dealership. Nissan needed something interesting. They needed something to catch the eye and stir the imagination. They needed someone to help them build something unique to boost their brand image.

Carter GM Northshore

Well, they found him, and the result was four of the weirdest cars the world has ever seen. In the 1960s, Japanese culture was as buttoneddown as was the America of the ’50s. Conservatism was the order of the day, and anyone with a wild spark in their eyes tended to head for California. One such young man was Nakao Sakai, an art school graduate who had become fascinated by the underground world of Japanese tattooing.

99

$

The subject was taboo in rigorous Japanese society, and there was also little place for it in mainstream American society. However, in the wild, free-spirited San Francisco of the 1960s, Sakai found his own California gold rush. He began printing Tshirts with his tattoo-based designs, and the public couldn’t get enough of them — at one point, he claims to have been making $300,000 a month. See Punchless page 45

WANTED

It didn’t last, of course, but you wonder if some of that California spirit seeped into Sakai’s consciousness to eventually inform the cars he would go on to design. Just as the Datsun 240Z and the 510 owe their excellence to California car culture as interpreted in a Japanese way, Sakai’s designs take some of their quirkiness and charm from the Golden State’s love of the automobile. Decades later, Sakai was working out of his own moderately successful design studio when he was approached by Nissan to develop a car. It was to be a concept, one of three shown at the 1987 Tokyo Motor Show. The first was called Prototype A, and it was designed by Nissan’s in-house department. The third was called Prototype B2, styled by an Italian group. Sakai’s car was called Prototype B1, and it was an instant hit. It was so popular, in fact, that Nissan elected to put it into production under the name Be-1.They arranged for a subcontractor, the Aichi Machine Industry plant, to hand-assemble the bodies, and based the car on the humble March. They called the project Pike Factory. The Be-1 was probably the first retro-styled car. Compact and cute, it had round headlights like an old British car, a cartoon-sized white speedometer, and colour-matched interior panelling. In many ways, it was almost exactly like the Mini Cooper that BMW would release in 2001. Power, to use the term in its loosest possible sense, came from a 987 cubic centimetre singleoverhead-cam, eight-valve, four-cylinder engine. It made 52 horsepower, and then shunted them through either a five-speed manual transmission or a threespeed automatic. Happily, the Be-1 also weighed less than 700 kilograms, which meant it was actually sort of

interesting to drive. If you’ve ever zipped around in an original Micra, then you already know the feeling: feeble, but fun. At any rate, the quirky looks, low price, inexpensive operating costs, and cheap insurance all combined to make the Be-1 the hottest car to have in the late 1980s. The Pike Factory would only build 10,000 of them between 1987 and 1988, but they received orders for at least 100,000. A lottery had to be set in place — you couldn’t just buy a Be-1, you had to win the chance to pay for one. Given the success of their experiment, Nissan decided to go ahead and have Sakai design two more vehicles for them, both still based off the Micra platform. The first was the Pao. Most common of all the Pike Factory cars — 50,000 of them were built — the Pao is weird in the best way possible. Supposed to look a bit like a Renault 4, it has stamped-looking sheetmetal like a VW Thing, a clamshell rear hatchback, external door hinges, and rear side windows that flip up.You could also get it with a huge retractable canvas sunroof, another European touch. Like the Be-1, the Pao was immensely popular and sold out in three months. The one to have was probably the fivespeed manual, and the press materials of the time show this plucky little car venturing among dinosaurs in a LostWorld setting, or fording through deep snow drifts.Wishful thinking, I’m afraid, what with the 12inch wheels and miniscule ground clearance. Still, it’s absolutely adorable — a puggish, puckish car that’s as cheap to run as its moreconservative Micra cousin. The car that followed it was even more desirable. The third, and last, car Sakai would design for Nissan was the Figaro, a compact two-seater with a retractable roof in the style of a modern Fiat 500 convertible. Svelte and stylish, the Figaro is

Still, that’s all part of the charm of this weird little van, which is eye-catching and surprisingly utilitarian. The optional removable sushi tray is a nice touch too. more polished than its stablemates, but is also hilariously small. 20,000 Figaros were built, and again a lottery was required to get into one. However, it was the car’s second life that became really interesting, as greymarket examples made their way to the U.K., where a cult following sprang up. Guitarist Eric Clapton still owns one. While the Figaro was the last of the March-powered minicars, Pike Factory also built a quirky cargo van.The S-Cargo was powered by a 1.5-litre engine that made a

rules. Odds are, you’ve seen one or two of them out and about: the Eatery, a funky sushi restaurant near UBC, has a fleet of five Figaros. In the stop-and-go of urban Vancouver traffic, these little bento boxes have found a new home.Their modest power levels are perfectly acceptable for city use, and they’ve got tight turning circles and are super easy to park. Most of all though, they combine rarity with reliability, and parts aren’t all that hard to come by. As with other Japanese domestic market

imports, there are privateer mechanics to help keep these oddballs rolling. As some of the early cars are now approaching 25 years of age, that makes them collectible as well. If you’ve got a sense of humour, it’s all too easy to find a little extra garage space for one. Brendan McAleer is a freelance writer and automotive enthusiast. Performance The X5 is available with three engines that are designed to provide as much flexibility as possible. At the top is a 4.4-litre twin turbocharged V-8 that can make the car sprint to 100 kilometres per hour in 5.3 seconds. This is thanks to its 445 h.p. and 479 foot-pounds of torque. The base models come with a 3.0-litre turbocharged straight-six, which produces 300 h.p. and 300 foot-pounds of torque. While it may not be as quick, it will return a 9.6 litres/100 kilometres combined fuel rating while providing that silky smooth feel BMW six’s are so known for. However if it’s fuel economy you’re after, you will want the 3.0-litre six cylinder diesel. This engine makes 255 h.p. and 413 foot-pounds of torque and uses just 7.6 l/100 km. All models come with BMW’s excellent eightspeed automatic gearbox. This boasts BMW Efficient Dynamics technology which includes a stop start system, a coasting function and Proactive Driving Assistant. As expected, the previous generation’s hydraulic power steering has been replaced by an electric unit. The new steering is comparatively numb, but overall it’s well weighted and feels more like a luxury SUV and less like a truck. When on the road, the excellent visibility and raised driving position means that despite its large size, the X5 is pretty easy to manoeuvre in tight spaces. Also, the way the X5 handles belies its bulk. There is very little body See Luxury page 48

roll through corners, and it offers plenty of grip. Overall it’s one of the sportiest in this segment. It’s also extremely comfortable, which is one area it has improved over the previous model — thanks to the adaptive suspension (standard on M Sport models). The X5 is sufficiently sporty in Normal mode and the Sport setting is not necessary under normal driving conditions. In Sport mode, the suspension becomes quite firm and a bit jumpy over bumps, and the steering becomes heavier, though not overly so. Also, the X5 is not the best SUV to be used off the road. It is, however a great all-around vehicle on the pavement, which is where most luxury SUV’s spend their time anyways. See Back page 49

Back seats can handle long-legged friends

From page 48

Environment The X5’s new interior looks gorgeous and beats many competitors in terms of material feel and design. The leather, heated front seats look nice and are very comfortable. The leather steering wheel is also heated. To make the X5 even more luxurious, the dash features ambiance lighting all the way across, which complements the massive panoramic sunroof. The latest generation of Navigation System Professional with its 10.25-inch HD display is standard on the X5 xDrive50i. It has been made easier to use because you can now input destinations with the swipe of your finger on the iDrive’s touch-sensitive controller. In terms of practicality, the X5 has the same split tailgate as before, but the

upper portion can now be electronically operated. The lower half folds down flat, making loading and unloading of heavy items easier. The X5’s cargo space is a few litres less than some of its rivals. However, after folding the three-way split rear seats down flat, total volume is more than adequate. Also, because it comes standard with run-flat tires, there’s no need for a spare, freeing up space in the cargo area floor. In the back seats, there’s plenty of room for someone taller than six feet. You can also comfortably sit three abreast thanks in no small part to the flat floor giving everyone somewhere to put their feet. Storage in the cabin is generous too. The X5 has large door bins in both the front and rear, cup holders in the rear centre armrest, and airplane style folders on the front seat backs.

Re-styled X5 a bit less edgy

cylinder gas engine are 11.4 city, 7.5 highway, for 9.6 combined. The diesel is rated at 8.7 city, 6.3 highway, for 7.6 combined. The V-8 sees 14.6 city, 9.2 highway, for 12.2 combined. Thumbs up The BMW X5 is a great looking SUV inside and out and offers a level of refinement that rivals many vehicles priced much higher. Thumbs down Some of the “edgy” feel of the previous X5 is gone, and while it feels luxurious it also looks more like the cheaper X3 than its predecessor. The bottom line If you’re looking for a sporty, luxurious SUV, the BMW X5 provides almost everything you want and more. Competitors Range Rover Sport The Range Rover Sport offers a good balance between sharp handling and a smooth ride. Running costs are a bit high however, as the available engines are not the most efficient. Prices for the Range Rover Sport start at $73,990. Audi Q7 The Q7 is an imposing SUV. It boasts a high driving position providing a commanding view of the road. However, its bulk can be an issue in tight spaces. The Q7’s $58,200 base price makes it an economical choice in this segment. It is ready for a model change next year. Mercedes-Benz M-Class The M-Class is in its third generation, and the current model is the largest yet. At nearly four metres long, it offers a massive cargo area and plenty of passenger room. The M-Class has a starting price of $59,900, bringing it under the BMW. editor@automotivepress.com
