The provincial New Democrats are taking the Minister of Advanced Education to task for leaving Capilano

University one of the worst-funded schools in B.C. — and for ignoring pleas from a longtime Liberal MLA to discuss the problem. David Eby, Opposition critic for advanced

education, rose in the Legislature April 10 and produced a letter from West VancouverCapilano MLA Ralph Sultan prodding Advanced Education Minister Amrik Virk to meet and discuss the formula the province uses to determine how much funding postsecondary institutions receive.

“I regret to remind you that as of today, you have failed to respond . . . to a letter sent to you last August requesting a detailed briefing of the funding model applicable to Capilano University,” Sultan wrote. “We are now approaching the six-month mark.” In an interview, Eby lauded Sultan for quietly

going to bat for CapU. “Thank goodness there’s at least one person on the Liberal side who cares about the fact Cap is so underfunded and that people on the North Shore and in Squamish are paying the price for the school being so underfunded,” Eby said. At $6,232 per student, only Langara College’s

per-student funding is lower out of all 24 colleges and universities in the province. The school’s board of governors cut a swath of programs last year and is preparing to reduce operating budgets for the school this year, thanks to budget deficits. Virk has maintained See MLA page 3

Come September, students atWestVancouver secondary will be looking into current events for social studies class and commenting on group projects the same way most other people already do — electronically, over the Internet. Starting at the beginning of the next school year, use of a digital device like an iPad, tablet or laptop computer will be required for students in grades 8 and 9 at the school. Making the digital technology mandatory for high school students is a first on the North Shore and a move that could also be adopted at other West Vancouver high schools. “Things change and we need to change in response,” See Teachers page 5

Cricketers sentenced for sex offences Facebook flags sexual chats with girl, alerts authorities

A Surrey man has been sentenced to house arrest after he was busted by Facebook security for inappropriate sexual chat with a 13-year-old girl. Manrick Singh, 27, a rising cricket star who used to play with the Malaysian national cricket team as well as the West Vancouver Cricket Club, was handed a 90-day conditional sentence order — including a term of house arrest — in a North Vancouver courtroom April 16 after pleading guilty to a charge of Internet luring. He will also serve 18 months probation.

His younger brother —Tekbindepal Bhar, 20 — was put on probation and handed a suspended sentence after pleading guilty to sexual assault on the same girl. Singh exchanged explicit messages with the girl and received graphic photographs from her over a six-week period in 2012, starting when he was 24 and she was 13. He was arrested after a Facebook security monitoring team noticed the content of the messages and photos and contacted child protection services. Authorities then alerted the RCMP, who executed a search warrant at Singh’s

home in Surrey and seized his computer. According to information presented during the sentencing hearing, the sexual chat occurred after the girl — who Crown counsel Lindsay Heron said had low self-esteem and was seeking attention — sent out graphic photos of herself and offers of sex to a number of men. During the sexual chats with Singh, at one point the girl asked him, “I’m almost 14. Is this illegal?” “Yes it is. LOL,” Singh replied. “Don’t let anybody find out about this.” Facebook later deactivated Singh’s account. Singh’s lawyer Michael Shapray said he’s never heard of a case where Facebook has flagged sexual chat sessions. Shapray said he never

imagined “a company with a billion users” would have an algorithm that could track the content of users’ messages so specifically. Shapray said Singh is deeply remorseful. “He is so mad at himself for not thinking and abandoning all common sense,” said Shapray. “Things became stupid. It’s something he let himself fall into.” Shapray added the girl had tried to persuade Singh to meet in person a number of times but he refused. He added Singh never asked her to send photos to him. Since the court case became public, Singh’s reputation has been “wrecked and destroyed,” he added. Singh acknowledges he “screwed up badly” but also feels he was manipulated and set up by the girl, the

lawyer said. Singh’s younger brother Bhar did have sexual contact with the girl, when they met in a forested area of West Vancouver that same summer after the girl told him she wanted to make out with him. The sexual contact was consensual and was stopped by Bhar after 10 or 15 minutes.That, however, is no excuse, said Heron. “The law that says you can’t have these relationships with someone under the age of 16 is to protect young people who have no judgment, little experience and make bad choices,” she said. Shapray said his client is extremely remorseful, later telling authorities, “I should never have gone into the forest. . . . I should have known better. I don’t know why I did it — me being a

guy and me being an idiot.” Psychological assessments pointed to Bhar as a very low risk to re-offend. Judge Steven Merrick handed Bhar a suspended sentence — meaning he will still have a criminal record as a sex offender — and put him on 12 months’ probation with conditions to perform 50 hours of community work service. Merrick said he considered Bhar’s actions to be “at the low end” of such offences but added, “Children are vulnerable and need to be protected from adults who would take advantage of them.” The judge added Bhar knew his behaviour was wrong. Both Singh and Bhar have also been placed on the national sexual offender registry for 10 years.

that CapU’s funding is justifiably lower because the school offers less costly programming compared to other schools where more expensive, technical courses are taught. But neither Eby nor Sultan has been able to find what numbers the province is using to justify the funding regime. “The government says there’s this formula. They say the funding makes sense. When you ask them to defend and produce the formula to explain the basis for it, they can’t. That’s what Ralph’s letter is all about,” Eby said. “There is no formula. That’s the truth of it. I’m so tired of hearing from the ministry about this formula that doesn’t exist.” Sultan has since met with Virk and has given up on trying to pin down the formula as well. “I finally realized, there is no equation,” he said. Eby said the ministry ought to come up with a formula that makes sense for the schools “so they know what they have to deliver and that is connected to the actual cost of the programs they are delivering.” At the very least, CapU should be getting equal per-student funding to the next lowest university,

Kwantlen, Eby said. Sultan, however, argued funding should be even higher. “I think, given the taxes we pay on the North Shore, CapU should be funded at the median of all the other universities. That’s my position,” he said. Asked if he was worried about making waves within his own caucus, Sultan was dismissive. “Oh god, I’ve been here 13 years. I stopped worrying about that a long time ago,” he said, adding he’s not trying work against his own government. “To point out some inequities, that’s fair game. All MLAs are expected and required to advocate for their constituents. That’s all I’m doing.” In a statement, Virk said the North Shore’s MLAs all sat down with the ministry to discuss CapU last November. ``They all understand government is committed to balancing the books and making better use of tax dollars, while they advocate for the very best funding that can be provided for their local university,” Virk said. “Staff in my ministry continue to work with staff at Capilano regarding those pressures, financial sustainability and program impacts.”

Rauh said West Vancouver secondary decided to make the move after requests from students to recognize what is already a significant source of information for most teens. “This is what they’ve grown up with,” he said. Rauh said the vast majority of students at the high school have Internetcapable smartphones and tablets anyway. Grade 6 and 7 students at the elementary schools that feed into West Vancouver secondary also already use the technology at school, he added. Rauh said making iPads — or similar devices — mandatory in the classroom doesn’t mean students will be on the electronic gadgets all the time. “That’s going to be up to the teacher and the nature

of the lesson that’s being given,” he said. “It’s another tool and you don’t use the same tool for every job.” “It’s not about being on a computer every minute of every day,” said Gary Kern, the school district’s director of instruction, technology and innovation. Kern said while overuse is a common concern voiced about bringing technology into the classroom, in schools where digital devices have been introduced, it hasn’t turned out that way. What it does, he said, is make it easier for teachers to plan lessons knowing all students — not just threequarters of them — will have access to a digital device in the class. While Rauh said about 90 per cent of the students already have a tablet or a laptop, the school will set aside money to buy and loan devices to students whose

families can’t afford to buy one. Rauh said based on what he’s seen in the elementary schools, he’s not expecting problems with theft or damage to the devices. “The students seem to get it,” he said. “They know what they have in front of them is a valuable piece of technology.” Another worry that sometimes gets voiced is that students could spend their school hours accessing inappropriate content. The school district already has filters in place on its Internet service that block obvious content like pornography, said Kern. Beyond that, he said, “a lot of it is through education” on how to be a good digital citizen. “It’s less about the things they shouldn’t be doing,” he said. “It’s more about the things they should be doing.”

Kern said the West Vancouver School District isn’t alone in addressing the issue of technology in the classroom. “These conversations are happening across the country.”

That, at least, is according to the federal government, which on the weekend announced that the Species at Risk Act would be amended to reclassify the whales as a “species of special concern.” Because of the new title, the whale’s feeding ground will no longer be subject to habitat protection laws. This will be good news for whale watchers, especially if they are watching from oil tankers as the whales’ habitat happens to be right on the shipping lane of bitumen-loaded tankers bound for China should the federal government approve the Northern Gateway Pipeline next month. It seems, in their slashing of scientists’

jobs from Fisheries and Oceans Canada, the Tories had the foresight to keep at least a few around who are of the opinion that whales can probably learn to dodge tankers. Unfortunately, this move is part of a systemic dismantling of environmental regulations and protection that might pose stumbling blocks for future pipeline projects. We saw the same thing with the elimination of environmental assessments for bodies of water that don’t contain commercial or recreational fisheries. You can’t be accused of breaking any rules if there aren’t any rules to break. We wish we could toast to the whales’ bright future after a slow return from the brink following a century of commercial whaling but this change is in name only. Whether it’s for whale oil or oil sands, the humpbacks face very real threats.

Ambulance station location not yet decided Dear Editor: Re: Ambulance Station Fate Murky, March 28. An article published in this paper on March 28 contains an inaccurate overview of the plans for the BC Ambulance Service station in West Vancouver. The article noted that “West Vancouver’s one ambulance won’t

be stationed in the municipality’s new public safety building.”This statement is not accurate. BCAS has not made a decision regarding the future location of the ambulance facility in West Vancouver. BCAS is working with municipal partners and potential landlords to identify a suitable

location that enables timely patient care, meets facility requirements and is within available funding. Ambulances will continue to respond to calls from the current facility until a new location has been determined. Any decisions to relocate this station will be made in the best interest of patients and the community.

On road to becoming L.A. of the north Dear Editor: The March 24 edition of the North Shore News reported on the unanimous vote by the District of North Vancouver council to cease the consideration of applications for development in the Seymour area due to concerns about traffic congestion and resultant gridlock. Coun. Doug MacKayDunn was reported to be “happy to stymie development in Seymour.” Coun. Roger Bassam was reported to note “traffic problems, emphasizing the need to alleviate the nightmare faced by commuters.” Coun. Alan Nixon was quoted as saying “I’m not eager to see too much more development happen at Seymour until infrastructure and the transportation network can tolerate it.” I am puzzled. There appears to be great concern regarding traffic congestion secondary to development in the Seymour area, while

this issue appears not to be seen as a significant concern for the Lynn Valley and Seylynn areas. Proposed redevelopment of the Lynn Valley shopping centre includes the construction of two 12-storey buildings, and one each of eight, seven, six and four-storey buildings, for a total of 399 residential units. At the April 15 public hearing regarding this redevelopment, the attendees were made aware that further development has either been approved or is being considered for Lynn Valley. At the Lynn Valley United Church site, north

of Lynn Valley Road, the construction of 75 units has been approved. New applications being considered include 35 units on Draycott Road, 196 units at the Safeway site, and 236 units at Mountain Court. At present, 108 residential units are under construction at the corner of Mountain Highway and 27th Street. In the Seylynn area, there are three towers of 24-, 28- and 32-storeys being constructed, which will include 790 residential units. This equates to 1,839 residential units either under construction or

being considered in the Lynn Valley and Seylynn areas. Travelling on and off the North Shore has become extremely challenging, especially during the rush hours. I fear that the addition of this large number of residential units to our community will produce gridlock on our roads, in addition to air and noise pollution. These developments will not only affect those individuals living in the Lynn Valley and Seylynn areas, but will affect all citizens of the North Shore. To ensure sensible

growth, a traffic impact study assessing travel on and off of the North Shore and an assessment of the air and noise pollution that increased traffic will produce for the entire DNV must be undertaken before the consideration of approval of further developments throughout the DNV. The creation of a Los Angeles of the north is undesirable. The mayor, councillors and planning department of the DNV must consider and ensure the future livability of our wonderful community. A North Vancouver man who scammed provincial coffers out of more than $17,000 through welfare fraud has been handed an 11-month conditional sentence, including six months of house arrest, by a provincial court judge. Judge John Milne handed John David Holm, 53, the sentence after Holm pleaded guilty April 9 to a charge of fraud over $5,000 in North Vancouver provincial court. Holm defrauded the government over three years — between January 2009 and March 2012 — by not declaring income that he was supposed to. Holm had been a longtime welfare recipient, but was also working and earning money, said Shannon Montgomery, an articling lawyer speaking for the provincial Crown. Holm also received money from family members and a $4,000 settlement from ICBC, which he also didn’t declare, said Montgomery. She said Holm had previously been investigated by the ministry and had been forced to pay money back, so was aware of the need to declare any income that he earned. “This money comes from the public purse” and is meant to go to “the neediest people in society,” said Montgomery. “The system works

only if people using it are honest.” She said actions like Holm’s only serve to confirm prejudices of those who look down on people receiving social assistance as “people stealing from the system.” Holm was eventually flagged for investigation after bureaucrats noticed discrepancies between his tax records and social assistance documents. Montgomery said as a result of the fraud, Holm was banned from receiving further regular social assistance payments. He can still apply for a special “hardship” allowance, she added. Speaking in Holm’s defence, articling lawyer Jacqueline Halliburn said Holm has struggled with mental illness and drug and alcohol abuse much of his life. Halliburn said Holm went on a booze and cocaine bender in March 2012 before deciding to turn his life around and going to a recovery house. She said he has been clean and sober for the last two years, works and volunteers at several recovery houses and has started to pay back the money to the province. Milne ordered Holm to abide by a curfew for the last five months of his sentence and to serve one year’s probation. He also ordered him to complete 60 hours of community work service, stay away from drugs and alcohol and pay back the province almost $17,000.

If it hits near North Vancouver, the municipality could face landslides as well as liquefaction — a weakening of the soil that can lead to sinkholes in extreme cases. When implementing town centre plans, the report can help the district take into account whether the area is a potential liquefaction area. The major message of the auditor general’s report is the need for people and businesses to be prepared, according to Dercole. “Resources will be stretched to their maximum and there won’t be enough for everyone,” she said. Because there have been no major earthquakes affecting the North Shore in recent memory, residents suffer from apathy, according to Mike Andrews, planning officer for the North Shore Emergency Management Office. “People think that the government

A recent auditor general’s report revealed Emergency Management BC has made no significant progress in 17 years, which was the last time the auditor general’s office concluded the province’s earthquake preparedness was lacking. The report doesn’t add to the strain faced by the District of North Vancouver, according to public safety section manager Fiona Dercole. “I feel like the pressure is always there,” Dercole said. “We’re always the first level of government to answer to the people who live in our municipality.” The district is currently working with UBC’s earthquake engineering program and Natural Resources Canada to examine seismic risks in the district.The report is

attributed to the provincial government and EMBC not making earthquake preparedness a priority, he said. Because many EMBC staff members are focused on floods, fires and avalanches, earthquake

preparedness has become a “side of desk activity,” according to Jones. A major earthquake could result in a $75 billion hit to B.C.’s economy, according to figures from the Insurance Bureau of Canada.

Monster homes’ landscaping sparse Finding a home to live in can be challenging but living in a neighbourhood you love only to find that a monster home is being built next door can be very upsetting. You’ve probably seen a monster home built in your neighbourhood or one nearby.Those homes have two or three times the square footage of all other houses and they tower above the rest of the neighbourhood by two or three stories. I’m no urban

planner but as a society aren’t we supposed to be increasing and consolidating density to manage population growth? How does building three- or fourstory monster homes for one family increase density? As one of the North Shore News readers put it, “These new houses are mostly to replace teardowns, many of which did not have hedges at the front but had mature shrubs, perennials and natural stone features. Planting nothing

much more than a cedar hedge in front of a new monster home demonstrates a lack of creativity by the developers.The cost of better landscaping is almost insignificant when compared to the cost of the land and house.” With each new monster comes the overbearing distraction of the house itself and the bland new landscaping that chews up the scenery and amounts to nothing more than landscape-Valium. homes continue to be built with weak landscape design, loss of mature trees and a disharmonious consideration of the front yard’s landscape value and its impact on the neighbourhood’s landscaping. And municipal fence height restrictions do not currently reflect the need for privacy and the increased height of new monster homes. Good neighbours care and make an effort to provide some measure of beauty in their front yards for the whole neighbourhood’s benefit. Of the monster homes I have seen, the landscaping

is rather sparse in the front yard and usually designed to screen out the neighbours. And what’s worse, developers are allowed to cut down many of the mature trees and shrubs, so the owner can have a view or fit the monster on the lot. What about the neighbour’s view from the street? New building construction does require a development permit application process to provide a forum for requesting adjustments or improvements to the project, including landscaping issues. But how many people can actually obtain a change in landscape design for a new monster home through such a process? On the issue of tree retention, trees are very important managers of rainfall and stormwater runoff.When mature trees are cut, the rainfall runoff into streams increases, which causes erosion and scouring of the stream channel and that can be devastating for downstream home owners, not to mention the increase in property taxes required to build more

storm sewer infrastructure to deal with increased runoff.Trees also increase property value, provide homes for many forms of wildlife, add to the esthetic quality of neighbourhoods and provide shade to cool our ever-warming world. And don’t all North Shore municipalities have tree retention bylaws? Or, are those laws only for the 99 per cent not the one per cent? I suppose that allowing monster homes to be built to gradually replace all older homes in any given neighbourhood will eventually even out the problem — in 20 years or so. Designing and installing quality landscaping does cost money and it requires someone who is knowledgeable and experienced to undertake the work. As a general rule, the value of landscaping for new homes should be in the range of 10-15 per cent of the cost of the home.Well-designed front yards are meant to greet See Community page 15

Acknowledge your child’s spring fever The sun is shining, the birds are singing and the flowers are blooming. Spring is a wonderful time of the year. I am sitting at my desk trying to focus on my work but I keep staring out the window and thinking that I’d sure like to be outside enjoying this beautiful weather. Somehow, it’s harder to concentrate on work on a gorgeous spring day than any other season. It’s because we see it as the start of a wonderful number of months and can hardly wait to put away our heavy coats and woolen clothing. We have spring fever. If you speak to your friends or colleagues you will likely all agree that paying strict attention to your work is a challenge when spring arrives. Most of us can admit that we have sneaked away for a baseball game, a round of golf or at least a long lunch on a nearby patio. So, why are we surprised when our children share the same

Parenting Today experience? They are restless, unfocussed and daydreaming and we think they are misbehaving. But they aren’t. Just like us, they are responding to the warm weather and longer days. When I was a child I recall that my big challenge was going to bed when it was still light outside. So, my mother would recite the poem “Bed in Summer” by Robert Louis Stevenson about a child who hates to go to bed when it is still light outside. The poem let me know that she understood my feelings. Mind you, I still had to go

to bed. For children who really have a problem with the light, consider darker curtains. Older kids may be willing to wear an eyeshade. The point is that your child is not trying to drive you crazy by wanting to stay up late; she is simply reacting to the later sunsets. Spring and daydreaming go together. Even kids who are usually very down-to-earth and focused start daydreaming in the spring. Spring is another kind of New Year. In nature, spring sees new growth as the flowers, cherry blossoms and grass sprout for yet another year. For us, spring feels like the start of new ideas, it brings new energy and the idea of new possibilities. When our kids feel this way it looks like daydreaming. Daydreaming is not all bad. A wise parent knows that creativity of thought can evolve. Remember lying on the

grass looking at the clouds and discussing the shapes? Instead of discouraging your children, join them. We do a lot of talking about how children watch too much TV and don’t engage in creative play. Well, use this daydreaming time of year to teach your children how to let their minds roam and wander. It won’t hurt us adults either. Besides looking at the clouds, get the kids outside to play. There are baby ducks to see at the local pond, birds’ nests up in the trees and all manner of buds coming up from the now-thawed ground. Even kids who seem to be permanently attached to technology have a desire to get outside. Take advantage of this and go for a walk, head to the park or find an appropriate hiking or biking trail. It could become a habit. Of course life must go on and children, like adults, can’t use the onset of spring as a chance to avoid homework, piano

practice and chores. But, when you acknowledge your child’s spring fever, when you make room for her need to daydream, to be outside, to play, then your child will be much more willing and able to take on the regular tasks.

Monika has been delivering 35 copies of the News in the East Keith Road area every Wednesday, Friday and Sunday since September, 2013. Monika has really enjoyed getting to know the residents along her route. She says this experience has helped her learn a better sense of responsibility and she is very thankful for the tips from the residents. One resident on the route, who is very pleased with Monika’s service, took the time to email the News Distribution manager and said, ‘We are avid readers of the North Shore News and in the past have had to call to complain numerous times about the lack of delivery. Ever since our new carrier took over this route, the deliveries have been excellent! She never misses a delivery, no matter what the weather is like (and we had some nasty days this past winter).’

As I traversed the final stretch of narrow road on my descent into Horseshoe Bay one recent weeknight, I felt the unmistakable flutter of butterflies in my stomach. My pulse quickened. What, I wondered, could possibly account for this sudden exhilaration? Turning onto Bay Street in search of parking, I spotted a B.C. Ferries vessel, its massive ramp lowered like a whale’s jaw, ready to swallow a school of cars.Then it hit me: visits to Horseshoe Bay usually involve passage to an island, marking a long weekend sojourn or summertime camping expedition.That feeling in my gut was the instinctive rush of escape, the manifest reality of holidays brought on by simply approaching the ferry terminal. I took a moment to enjoy the euphoria, standing by the water in the setting sun, filling my lungs with crisp April air before crossing the road to Troller Ale House, my intended destination. The Troller name carries weight in Horseshoe Bay, as it has identified a business there for nearly four decades. Last autumn, the storied Troller Pub relocated and underwent a radical contemporization, finding renewed purpose in a brighter space with an

In this age of ubiquitous craft beer service, it would be easy to mistake the revamped Troller Ale House, with its multiple taps of regional brews, as just another entry in a long line of late adopters of the trend. History proves otherwise. The original Troller Pub poured Bay Ale, a small batch brew produced by the now defunct Horseshoe Bay Brewery, way back in 1982. Few spots in Canada can lay claim to such early support of craft beer. Troller Ale House preserves some of its heritage by pouring a thoughtful selection of beers from small nearby breweries, including

Persephone from Gibsons, Howe Sound Brewing from Squamish, and Townsite from Powell River. Troller’s new menu, however, is a departure from its earlier incarnation, featuring established pub fare reinvigorated by decidedly Vancouver influences. Catering to a mix of Horseshore Bay residents and ferry passengers, diversity and efficiency are priorities for Troller’s new kitchen. “The old pub wasn’t designed for high volume food service,” says Chris Greenfield, co-owner of the new restaurant. “They did a good job, but the menu was limited and when it got busy,

people waited for ages.” Now, in its fully reoutfitted space,Troller’s is bracing itself for the busy season ahead. On the evening of my visit, a few rugged souls were braving the patio in the spring breeze, but the bulk of patrons were seated inside, a dynamic that is sure to be reversed come summer when outdoor seating will be a competitive commodity. Given its location, I had assumed that Troller’s menu would be seafood focused, but discovered instead that less than one third of the dinner options hailed from the sea. Determined to celebrate my oceanside foray with

something plucked from the local waters, I began my meal with an appetizer of Dragon Boat Seared Tuna, comprised of thin strips of rare, sesame-crusted Saku tuna served on squares of fried wonton, topped with wasabi mayo and citrus ponzu. The tuna was deftly prepared in tataki style (seared on the exterior, leaving the interior sashimirare) and the wontons were suitably light and crispy, but for my taste, the wasabi mayo was applied too heavily, serving as both a non-slip adhesive underneath the wontons See Medium-rare page 38

Homemade tortillas not too hard to make making wrap sandwiches, thin crust pizzas, fajitas and quesadillas. They’re also delicious spread with soft butter and sprinkled with cinnamon sugar.You can also try making them into crackers: Brush olive oil over the surface of a tortilla, sprinkle with coarse salt (a few sesame or poppy seeds too if you like) and bake on a cookie sheet for five minutes at 450° F. Let them cool and break them into pieces to dip into hummus or other dips. Or serve warm tortillas with curries (the traditional Indian roti is the tortilla’s kissing cousin).

If you’ve never made your own tortillas, now’s the time to start. The difference between the floppy mass-produced kind at the supermarket and the soft, tender homemade kind is monumental. Tortillas consist of just four basic ingredients: flour, salt, water and shortening (or more traditionally, lard). The only drawback to homemade tortillas is that they are at their very best when eaten warm or within an hour or two of making them.You can freeze them, but they’re not quite as good when thawed and reheated. Basic Flour Tortillas 2 cups all-purpose flour (You can substitute whole wheat or another grain flour for half a cup of this. Any more and the texture of the tortillas changes significantly) 1 tsp kosher salt or sea salt ¼ tsp baking powder ¼ cup cold vegetable shortening or lard, cut into small pieces 2⁄3 cup warm water (you may need to use more, up to ¾ cup) Combine the flour, salt and baking powder in a large bowl.With a pastry blender, cut in the shortening until

the mixture resembles coarse oatmeal (you can also use a food processor to make tortillas). Pour in the water all at once and mix with a wooden spoon, adding enough additional water as required to create a shaggy, slightly sticky ball of dough. Bring the dough together with your hands and turn it out onto a lightly floured surface. Knead it gently until it forms a smooth, soft ball. Divide the ball into six equal pieces, forming each piece into a smooth ball. Cover the dough balls with plastic and let them rest at room temperature for at least 30 minutes and up to two hours. Heat a dry griddle or heavy skillet over high heat for five minutes. Lightly dust your counter with flour and roll out one dough ball at a time as thinly as you can (aim for one-sixteenth of an inch; keep rolling pin and work surface lightly floured). Don’t worry if the tortillas aren’t perfectly round, that’s how you can tell they’re homemade. Cook tortillas one at a time until they bubble and puff and a few brown spots form on the bottom. Flip the tortilla over and cook the other side until it gets brown in spots (if the tortillas brown too quickly reduce heat). Don’t overcook or they’ll be hard.

To reheat tortillas (either refrigerated or thawed frozen ones), wrap in heavy duty foil and place in a 350° F oven until warmed through, about 10 minutes. Makes six large tortillas. Mulling the dish over for a moment, however, I forced a shift in my perspective, looking at it less as a failed riff on sashimi and more as a West Coast spin on nachos. The North Shore Twins brought some muchneeded heat to a cold, wet day of early-spring baseball by scoring a walk-off win in the final inning of their B.C. Premier Baseball League home opener Saturday at Parkgate Park. Fans huddled under umbrellas and stomped their feet to stay warm as the Twins took on the North Delta Blue Jays with the temperature dipping into the single digits. The contest was to be a doubleheader, but with puddles forming on the field it was becoming obvious that there’d be only one game that day and the Twins were losing it, 5-3, heading to the bottom of the seventh. Longtime Twins coach Haar, who is back with the premier team after spending a couple of seasons working with the club’s junior team, has high hopes for this year’s squad. He coached the Twins to three straight championships from 2007 to 2009. “On paper I think it’s one of the strongest teams we’ve maybe ever had,” he said, adding that he’s put out a challenge to this year’s squad to do something the team has never done during his tenure. “We’ve won championships, playoffs, but we’ve never won the league play. There’s probably a reason for that because we give equal opportunity, whereas some other teams put their best guys out there all the time. . . . But we never have won (the regular season).We set that as a goal this year, see if we can win the 48-game league schedule.We’re 2-0, only 46 more to go. It’s a long season, but I think we have a chance to do that. We have an interesting bunch of kids.” That interesting bunch of kids includes a strong group of returning seniors as well as a number of players who helped the North Shore Twins win the BCPBL junior title for the first time in club history last season. The backbone of the team is a strong, deep pitching staff, said Haar. The group is anchored by Vancouverites Keenan William and Bradley Smith, both of whom have seen action with Canada’s junior national team. Other hurlers ready to throw down include Will McAffer and Matteo Vincelli, both Sentinel secondary students, and Brandon Marklund, a St. Thomas Aquinas student. “We’re deeper in pitching than we’ve ever been,” said Haar. “We’ve got seven or eight kids who have pretty good arms. . . . There are (younger) guys with (strong) arms.

Haar, however, is confident the Twins will be one of the better hitting teams in the league once the bats warm up. “I think we will — at least everyone else in the league tells us that,” he said with a laugh, adding that several of the senior players missed the team’s recent training trip to Las Vegas and are a bit behind on their preparations for the season. “We haven’t seen (great hitting) thus far

— it’s always a challenge. We’ll be OK.” Third baseman Anthony Cusati of Burnaby and West Vancouver’s Trevor Wiersma, the team’s first baseman, should provide offence in the heart of the order, said Haar, adding that so far this season Dohm, Favaro and Wright have been making the best contact. Put it all together and the coaching staff is comfortable challenging this team to be one of the league’s best. The Twins haven’t won a BCPBL title since their three-peat run ended in 2009, but if the ball bounces the right way for them they could be back on top this year. And with a strong crop of juniors coming up, Haar is hoping they can get on top

and stay there. “I think we’ve got an experienced group,” he said. “We’ve got some good kids who have come up from the juniors and they’re going to push our senior guys. So far we haven’t got a lot out of our seniors guys, but I think there’s lots there. . . . I think we’ve got a bright future for the next couple of years with the young guys who are coming up.” ••• The Twins will be on the road for their next six games before returning for a double header against the White Rock Tritons May 4.
