WELCOME! The old Nags Head style cottages are iconic to the Outer Banks with their shuttered windows, wrap around porches and screen doors that open up to the beach. We often feature homes of this nature in the North Beach Sun because they are so beloved and are very much an architectural style unique to our area. The Lynn Cottage, designed and built by Coastal Cottage Company, keeps the bones of an old Nags Head style cottage but has an interior that’s modern-meets-industrial. The result is truly one-of-a-kind. Check it out on page 10. It wouldn’t be a North Beach Sun issue if we didn’t cover—at least somewhere in our pages—the Herbert C. Bonner Bridge and Oregon Inlet. Having an open inlet is absolutely crucial to our economy, but maintaining the inlet has become an ongoing and extremely expensive endeavor. We delve into the current reality of the situation (dredging, dredging, and more dredging to the tune of $7.2 million per year), and discuss other possible alternatives on page 12. As the fight over offshore oil and gas exploration heats up, we thought we’d go straight to the source(s). Kip Tabb gets North Carolina politicians to go on

record regarding their opinions on the matter. We found that while the majority of the beach community is strongly against offshore drilling, state and regional politicians take a much different position. If we feel like we’re being steamrolled, it’s because we are. There aren’t many voices speaking up for us, so we have to speak up—and loudly—for ourselves. Read the perspectives of our elected officials on page 18. This beautiful sandbar is delicate. She acts as a shield for the rest of the state against storms and tides, yet because of her beauty we choose to live and vacation here. We must remember that the choices made now—whether by us or by politicians—will affect the Outer Banks well into the future. I hope we can all do our part to protect the Outer Banks so that our children and their children can one day know the sandbar we’ve all come to love. As always, we hope you continue to follow us online at northbeachsun. com, as well as on Facebook, Twitter and Instagram. Enjoy the issue and have a happy summer!

According to the latest statistics from the Outer Banks Association of Realtors, residential sales are up by 10%, bank owned sales are still declining and overall inventory is down for the first quarter of 2015 as compared to 2014. That’s good news.

residential inventory

-7%

While we haven’t seen prices increase yet, fewer distressed sales and overall increased sales with lower inventory is likely to encourage prices to rise. It won’t happen right away, but for the first time in many years, many agents are seeing buyers finally pulling the trigger on purchasing an Outer Banks property after years of looking. Fewer distressed sales inventory makes for a good market for selling. If a home is priced correctly and in good condition, it WILL sell. In short, market conditions are good for buyers and sellers, and after the busiest spring in years, Outer Banks agents are looking forward to a big summer!

TOWN REPORT What’s happening in your town? Here’s a report from all over the Outer Banks.

Senate Bill 369 There are a number of references in our Towns Page to Senate Bill 369 (SB 369). Entitled Sales Tax Fairness Act, it has caused a lot of concern on the part of Dare County elected officials. What the bill would do is distribute the sales tax North Carolina now collects from the counties back to the counties on a per capita or population basis. Dare County collects more sales tax per capita than any other county in the state, so this bill would create huge financial shortfalls in municipal and county budgets. The primary sponsors of the bill, Senators Harry Brown, Brent Jackson and Ben Clark represent districts that would be collecting the revenue from Dare County and other tourist destination coffers.

Currituck County At an April 6 meeting, county commissioners passed a resolution terminating the 23-year relationship between the county and the Whalehead Trust. Currituck County will assume day-to-day operations of the historic building. Currituck County Information and Communications Officer Randall Edwards said the move will benefit the county financially and create a more efficient operation. “The benefit is that it will save the county money,” he said. “The county has been making an annual $800,000 donation to the Whalehead Trust. We’ll be able to use county employees to operate the facility, and we’ll be able to use marketing resources of our Department of Travel and Tourism.”

Duck The town has presented its 2015-16 budget. The budget is approximately $6.9 million and includes revenue derived from the new Municipal Service Districts (MSD) that will be used to fund beach nourishment. In his notes on the proposed budget, Town Manager Chris Layton expressed confidence in what was being presented, but he did raise concerns about the possibility of SB 369 being passed by the state legislature. A public hearing on the proposed budget will be held June 3. The lineup for the 9th Annual Duck Jazz Festival has been announced with Maceo Parker headlining. Parker, a North Carolina native, brings a tight, funky beat to the stage with a virtuoso sax performance. The Jazz Festival will be the Sunday of Columbus Day weekend, October 11. R6

Nags Head

Southern Shores The Capital Improvement Planning Committee (CIP) unanimously recommended future street improvement projects for the upcoming year. Town Council will hold a public hearing on the recommendations at its July 7 meeting. After attending a local government conference in March, Commissioner Leo Holland reported widespread concern regarding SB 369 among North Carolina coastal counties.

Kitty Hawk After hearing testimony from Town Manager John Stockton that SB 369 would cost the town $467,000 and force the town to raise property taxes by 4.7 cents, town commissioners voted unanimously to support a resolution in opposition to the proposed law. As public hearings on the proposed MSDs to pay for Kitty Hawk’s share of the county wide beach nourishment project ended, the commissioners spoke on the subject. After explaining how the commissioners developed the MSDs and why, Commissioner Emily Klutz commented on why she feels the plan is important. “I do support the creation of the Ocean Impact Municipal Service District,” she said. “As a resident of the Municipal Service District paying the higher rate, I believe that the District’s share of the costs is a fair allocation based on the direct benefit received by the district.” Councilman Craig Gariss’ remarks seemed to sum up the feeling of the entire council. “Kitty Hawk is our home,” he said of why he felt the proposed MSD plan was the best available.

Kill Devil Hills During their April meeting, town commissioners adopted a resolution opposing SB 369. Kill Devil Hills and Nags Head are working to develop a common set of rules and regulations to allow beach driving between the two towns.

The Town of Nags Head has declared Tar River LTC Group, the operator of Colony Ridge, in default of its lease agreement with the town. In exchange for a $10/month lease rate, Tar River was required to perform $1.5 million in improvements. According to the town, Tar River has failed to meet the minimal requirements of the lease agreement and has been notified on a number of occasions that they were not fulfilling the terms of the lease. Nags Head holds the certificate of need, a document that allows a care facility to operate. Under the law, if Tar River is found in default, placement of the existing patients at another facility is the responsibility of Tar River.

Manteo With Paul Charron and Sharon Enoch ramping up their brewing operation at the Full Moon Cafe and Outer Banks Distilling open for business with Kill Devil Rum, Manteo seems to have become the place to go for a mini-tour of craft made spirits. There is a bit of irony in this. In 2011, Manteo was the last town on the Outer Banks to allow liquor by the drink.

Dare County Voting unanimously in support of a strongly-worded resolution opposing offshore drilling for oil and gas, county commissioners reaffirmed an earlier county resolution and joined a growing chorus of coastal voices raised against developing undersea carbon energy resources. Commissioners petitioned the state to allow Dare County to charge a 1/4 cent sales tax, with the revenue to be used to support dredging operations at Oregon and Hatteras inlets. According to Commissioner Warren Judge, progress is being made in developing a plan to nourish the beaches on the north end of Buxton. Severely damaged by ocean overwash during a series of winter storms, the beach seems to be a good candidate for nourishment. Although the hotels and businesses in Buxton are on private property, the beach is part of Cape Hatteras National Seashore and National Park Service regulations require its own permits.

BRIEFS

Outer Banks Economic Picture Remains Upbeat It’s still much too early to predict what the year will look like, but early signs—and they are very early— point to continued strength for the Outer Banks economy in 2015. Housing starts and building permits are slightly ahead of 2014 through March, and land transfer fees are keeping pace with 2014. The continued strength in construction seems to be affecting area unemployment rates. The off-season unemployment rate has been edging down for the past few years, which may be a result of more workers needed in construction. An informal survey of property management companies shows July and August bookings equal to or a little ahead of previous years. Property managers did express some concern about June. Many schools in the northeast are not getting out until the end of June due to a harsh winter.

Outer Banks Visitors Center Event Site The winter took its toll on more than just schools in Pennsylvania and New York. The bitter cold the Outer Banks experienced in January and February slowed construction at the Outer Banks Visitors Center Event Site, pushing back the opening by almost a month. Plans originally called for Soundside Live to be the first event on May 7, but organizers had to move to Jennette’s Pier. As the North Beach Sun goes to press, the first event scheduled at the site will be OBX Brewfest on Sunday, May 31.

Shores at Nags Head In partnership with SAGA construction, Resort Realty’s Shores at Nags Head will be ready for renters this summer. Phoenix Rising from the Ashes: The Ark Church in Nags Head When the Family Life Center of the Ark Church was destroyed by fire in October of 2012, a popular and important gathering space for kids and families left the Outer Banks scene. Before the coals of the fire had completely cooled, though, Pastor John Lewis declared a new family center would be created. Two and a half years later, it looks like his vision will be fulfilled. With an anticipated for grand re-opening in mid-June, the new Family Life Center will be improved and expanded. Skating will still be a part of the mix, but there will also be a baseball field, soccer field, kitchen, full basketball court, batting cages and volleyball.

Barrier Island Station Gets a New Name, New Look When Gold Key Resorts purchased Barrier Island in Kitty Hawk, they changed the name to Beachwoods and set about changing the feel and look of the facility. The $2 million-plus renovation is scheduled for completion in mid-May. With an expanded visitor’s area, improved boating facilities, and old siding replaced, the new look is appealing and in harmony with the surroundings.

Mid Currituck Bridge Back on Track? It looks as though the often-delayed, years-in-themaking Mid Currituck Bridge may become a reality. Viewed by many residents and visitors as the most effective means to alleviate the chronic weekend traffic jams in Currituck County and Kitty Hawk during the summer, the project became a divisional priority in the last round of NCDOT ratings. At a cost of $410 million, the project will be a toll road, spanning the Currituck Sound at Aydlett on the mainland and entering the Outer Banks between Corolla Village and Timbuck II shopping plaza. Construction is scheduled to begin in 2019 and be completed in 2022. In the interim, steps are being taken to alleviate the weekend traffic jams. The towns of Kitty Hawk, Southern Shores and Duck have entered into an agreement to station an officer at the intersection of US 158 and NC 12 in Kitty Hawk where the first bottleneck occurs. Working with the Outer Banks Visitors Bureau, local towns, and a number of property management companies, the word is going out that for vacationers staying south of Kitty Hawk, it may be faster to go around the Outer Banks and enter through Manteo.

NORTH BEACH SUN REAL ESTATE SUMMER 2015

a t o u r o f t h e ly nn c o tta g e i n av o n What happens when you gut an old Nags Head style home and recreate the interior with a mix of modern and industrial elements, keeping just enough of the coastal style to make it feel like a beach house? You get the Lynn Cottage in Avon. But that’s not exactly what happened. The real story is that Michael York, owner of Coastal Cottage Company, designed and built the home from the ground up in Avon for Michael and Jackie Lynn of Arlington, Virginia. York, with his extensive design background, needed inspiration and a style around which he could create the ideal home for the Lynn family. They imagined what it might look like if they had moved and gutted an old Nags Head cottage and gave it the inner workings of a modern industrial home. “You have to have something to start with,” says York. “You have to nail down a concept and a theme, and then bring in what the owner loves.”

Photos by Milepost Portraits Story by Cathy Baldwin

Working with the Lynn family’s concept of a central pavilion and their love for modern and industrial styles, York wanted to be sure the home fit in with its surroundings. The result is a home that takes the best of the old Nags Head style architecture and integrates clean lines, warm tones, modern colors and industrial elements on the interior. “It didn’t take us long in the beginning to get on the same page with the concept,” says Michael Lynn. “He had some ideas and I had some ideas and we put them together.” Building from afar, the Lynns had to trust York and his vision. “Mike’s pretty meticulous, and I realized as we went along that we could trust his decision making,” says Lynn. “He wasn’t afraid to tell us, ‘That’s not going to work’— whether it was picking a finish or whatnot.”

The front entryway with customdesigned African mahogany doors.

Undertaking a home of the Lynn Cottage’s magnitude—4,115 square feet sprawling over two lots—was no easy task. York and his crews had to work through two hurricanes and three floods, which stretched out the building process to nearly 14 months. Other factors, including building in a flood plain and complying with CAMA regulations, added to the difficulty and time. 12-foot pilings were used to elevate the home and keep it safe from high tides and floodwater. Perhaps the most complex aspect of the home’s construction involved bringing in an enormous steel I-beam infrastructure that was prefabricated in Virginia and re-assembled and constructed, using a crane on-site. The beams act as an integral part of the structure and the aesthetic of the home and also create the framework for the pavilion feel, forming a peak in the center of the living area. Beneath the shiplap maple ceiling and cedar

roof beams in the middle of the open-concept floor plan stands a floating fireplace. York made sure that the center of the fireplace was seethrough at perfect eye-level to take advantage of the water view. Adjacent to the living area is a state-of the-art kitchen, complete with a restaurant grade Wolf stove, Sub-Zero refrigerator, ice maker, wine refrigerator and over-sized modern farmhouse sink. The oven’s hood adds an industrial element to the kitchen, with exposed ductwork. Cozy Kitchen outfitted the kitchen with custom Wood-Mode cabinetry, with recessed door fronts for a cottage look and modern drawer pulls. Throughout the home on accent walls or tile work, York thoughtfully and deliberately incorporated the owner’s favorite color, lime green. The kitchen backsplash behind the stove is a lime green subway tile. While designing the home, York made sure to include details and touches that kept it from feeling to cold. “We chose a warmer floor—American Black Walnut—to offset the colder, modern elements,” says York. Great attention was given to windows, walls, and doors throughout the home. For wainscoting, York used a custom-milled pine. The windows were all trimmed in walnut, and many of the interior doors were custom-made using the same profile as the windows. Exterior doors were all custom-designed and crafted out of African mahogany. The homes sleeping quarters are sectioned off from the rest of the living space by double pocket sliding doors, creating a quiet retreat for the family. Moving upstairs, York created an open loft area and additional bedroom, which can only be described as a bunk room on steroids. The two side-by-side bunk beds are each double beds, with custom milled shiplap pine and an industrial style rails and ladders made of galvanized pipe. Inside the bunks are lights for reading and iPod chargers. The outside space of the Lynn Cottage is equally impressive, with large Brazilian hardwood decks, stainless steel cable railing, a 150’ boardwalk leading out to a dock on the sound, an oversized infinity edge hot tub, in-ground swimming pool with a volleyball net and seating area, and a 24’x24’ screened-in room complete with a cultured stone, mason-built wood-burning fireplace. The finished home is a masterpiece of exquisite design and meticulous craftsmanship. “I was blown away by the way it all came together,” says Lynn. “To this day, my wife and I will be sitting there at night and we’ll just catch ourselves looking at the house—the house is architecturally stimulating. I look around sometimes and I can’t believe it’s really our house.”

Funding

Oregon Inlet Our Highway to the Sea Photo courtesy of Dare County Story by Kip Tabb

As Oregon Inlet continues its inexorable migration to the south, closures of the main channel have become more frequent and threaten a multimillion dollar Outer Banks maritime industry. Periodic dredging of the channel has proven to be a stopgap measure, but the U.S. Army Corps of Engineers (COE), responsible for keeping all navigable waterways clear, has seen its funding slashed and there are no funds available for the long term dredging that Oregon Inlet requires.

An increase in taxes In an effort to fully fund ongoing operations at the inlet, Dare County commissioners this spring approved a request for legislation allowing the county to increase the sales tax by a quarter of a cent and have those funds applied exclusively to dredging operations. Projections indicate the tax would raise an additional $3.3 million. “I’m certainly not one for raising taxes, but it’s important to get that inlet open,” Board of Commissioners Chairman Bob Woodard said. “It represents so much potential revenue to the tune of about $600 million to the economy.” Commissioner Beverly Boswell was the sole dissenting vote, raising concerns that the tax would impact families who could afford it least. Food items, however, which would have the most impact on lower income families, were specifically excluded from the request for legislation. The cost to consumers would be 25 cents on $100. The bill is being sponsored by Representative Paul Tine (I).

Current state of dredging A dredge has been at the inlet since March, hoping to return the channel to its authorized 14’ depth, but as of mid-April, the channel was still difficult to navigate. The local fishing fleet, though, has been able to find a way to get to the ocean despite the obstacles, according to commercial fisherman Dewey Hemilright. “Fishermen are having to find their own way,” he said. “We’re going down 17 spans on the (Bonner) Bridge.”

COE. “We have a preliminary memo of understanding with the Corps that they will keep a dredge on hand for 340 days a year for approximately $7.2 million,” Woodard said. However, even with the revenue from the sales tax, Dare County will need more money. When Oregon Inlet shoaled up this winter, U.S. Congressman Walter Jones was able to locate $1.2 million in emergency funding, according to Woodard. There are other funds that have entered into the mix. The Outer Banks Visitors Bureau gave the County $300,000 and North Carolina matched that figure. Nonetheless, Dare County is still short of the $7.2 million needed to keep a COE dredge on hand year round.

Legislation designed to help Keeping shallow draft inlets like Oregon Inlet open is a problem throughout North Carolina, and the state legislature recognized that. SB 160, co-sponsored by Senator Cook, would create a fund for the purpose of keeping shallow draft inlets navigable. Although designed as a supplemental source of revenue for dredging operations, it would provide substantial funds. The bill is still in the midst of the legislative process. Because it is considered a navigable waterway, Oregon Inlet is considered part of our national transportation network but because of budget constraints the COE does not have the funds needed to keep the inlet open. With limited funds at its disposal, the emphasis is placed on deep water ports such as Norfolk or Morehead City. Although Woodward recognizes why the priorities are placed as they are, in his remarks he points to a larger issue. “It’s sad that the federal government is letting their infrastructure throughout this country go by the wayside,” he said. Woodard says keeping Oregon Inlet open is an investment both for financial benefit and a moral and ethical priority.

The channel is deep enough there for any of the boats, but the spans are closer together, the clearance much lower, and the current stronger. “It’s scary. We’re pushing the limits,” he said.

“It’s a $235 million charter boat industry. That’s the potential there,” he said. “We’ve got major boat builders over there in Wanchese who can’t get their boats out when they’ve finished them. We’ve got commercial fishermen. It’s devastating to an industry that’s done so much for so many years to bring revenue to this state and to this county.”

County officials have been trying to craft a permanent solution to the problem and have a working agreement with the

“Something needs to be done on an ongoing basis to keep the inlet open. It’s too important,” Woodard added.

Is There an Alternative to Dredging? The Nerang River Delta in Australia is similar in many ways to Oregon Inlet; a spit of land that is unstable and borders an inlet that is in a state of constant flux. In 1986 the state of Queensland completed construction on what was then and still is the largest sand bypass or eductor system in the world. Since that time Australian governments have gone on to construct a number of sand bypass systems. The concept is fairly simple—sand and water are sucked into underwater jets, the sand is separated out, the water is pumped back into the sea, and the sand is pumped away from the inlet. At Nerang River, they have been using the sand to nourish their beaches. Is it a practical alternative to dredging Oregon Inlet? That’s tough to say. When it was completed in 1986, the Nerang River sand transport system cost $7.2 million—that translates to $15.5 to $20 million in today’s dollars. That figure, however, comes with big caveats. Although the sea by the Nerang River transports an estimated 500,000 cubic meters of sand annually, that is less than the amount of sand that passes by Oregon Inlet, so any system constructed at the inlet would probably cost more. Also, more recent bypass systems have been more expensive. That price tag can be balanced against a lower operating cost. Sand transport systems take relatively little energy to operate—they use the power of the moving water to force sand and water into the eductors. Because sand is an abrasive material, there will be maintenance costs associated with the system. However, ongoing costs are significantly less than annual dredging.

Summer is on its way. The

keeping your cool By Jeffrey Ballard, GC

trees are budding, birds are chirping, and homeowners are in a mad rush to repair everything that took a beating from the previous year’s rental season. With this mad rush, it’s easy to overlook a most important system: your HVAC. If you want to “keep your cool” throughout the season, you should always do a spring maintenance check on your HVAC. Change filters and run the units through their paces. Most HVAC contractors offer a package to do this, and for a few hundred dollars the service could save you thousands, not to mention bad reviews from unhappy guests. Another way to “be cool” is by using energy efficient windows and doors. Our new building codes specify Energy Star materials. This low-e glass includes a UV tint and energy efficient frames. When existing windows don’t meet this requirement, replacing your windows is an option. In some cases this can be as unobtrusive as replacing just sashes, as opposed to the complete frame.

Of course, applying a tint or installing solar shades can not only save energy, but also keep your heating/cooling system from overworking. In some cases, removing screens to discourage guests from opening windows can help immensely with energy costs. In that vein, automatic doorclosing systems are inexpensive and will do what your renters sometimes forget to do.

NORTH BEACH SUN REAL ESTATE SUMMER 2015

One of my customers lives in France, and they can monitor their HVAC system in Southern Shores with an app on their cell phone. This is not an expensive system and works directly through Wi-Fi. It allows you to adjust the limit minimum or maximum of your system remotely and will alert you of any issues that may occur. When the home is empty, it also allows remote access for adjustment of the thermostat on your departure or arrival.

If you’re building a new home, check into the new products available. Technology is advancing at a rate almost impossible to keep up with, but a good HVAC contractor can help clue you in to these advancements. With today’s innovative technologies, we can now monitor our homes from anywhere in the world.

With some Outer Banks homes reaching over 20-years plus, it could be time to check your attic temperature. Without the right R-value insulation, heat from your roof could be transferring into your living space. Increasing your insulation in conjunction with an attic ventilation system is a must.

The latest and greatest insulation system is called flash and batt. Flash and batt insulation is a method of insulating standard stud walls by augmenting fiberglass batts with two inches of closed-cell spray foam applied directly to the interior of the buildings sheathing. Installed within 2 x 6 wall studs, this system exceeds the Energy Star code. This also creates a sound deadening value second to none.

of the new unit quicker than you might think. It is now in our building code to have a regulated heating/cooling system on each level of your home; in other words, just adding a supply duct to your entry level is no longer allowed, and with good reason. To be efficient, each floor of your home must be regulated individually. In some cases, just adding a small system known as a mini-split on one floor can increase efficiency and make every floor more comfortable.

ing an outdated or inaccurate thermostat. The difference in your energy bill should be a noticeable one. New or old, the best way to keep your cool is to be conscious of our changing environment and advances in technology. Listen to your maintenance company or builder’s advice, do your research and act quickly. Doing so can be the difference between a home that pays for itself comfortably and one that becomes an uncomfortable drain.

Federal Elected officials

Offshore Drilling

What the Politicians Are Saying By Kip Tabb

The waters off the coast of North Carolina are once again in the bull’s eye for the potential gas and oil reserves off the coast. In the 1980s into the 1990s it was the Manteo Block, a limestone outcropping on the edge of the Continental Shelf, 35 miles east of the Outer Banks. A moratorium on offshore leases put the process on hold but the Obama administration’s decision in 2012 to reopen the mid-Atlantic region to the leasing process has reignited the debate. The 21st century edition, though, is different than the earlier attempt. In the 1980s, big business led the charge to open the seabed to drilling for resources; this time, it is political leadership that is pushing forward hoping to exploit potential gas and oil reserves. Because our political leadership is so involved in this, we asked state and federal elected officials who represent the Outer Banks for their positions on developing potential oil and gas reserves off the North Carolina coast. Here are their responses.

Local Government Duck: Passed resolutions in opposition to offshore drilling in 2006, 2009

Senator Richard Burr (R) Senator Burr believes any exploration off our coasts should protect our coastal communities and our vital tourism industry. This includes revenue sharing specifically to our communities along the coast to provide for beach renourishment and other important priorities. (Email response)

Senator Thom Tillis (R) Expanding offshore oil and natural gas exploration to Mid and South Atlantic states, including North Carolina, would support hundreds of thousands of jobs, reduce the cost of utilities for hardworking families, and move our nation closer to energy independence. Such energy exploration can be done in ways that generate vast economic benefits while also protecting our coastline and environment. (Email response)

US Representative Walter Jones (R) Personally, I’m opposed to offshore exploration (for gas and oil). I’m opposed to the federal government exploring without the sanction of the state. It’s a state’s rights issue. I believe that the state of North Carolina, through the legislative process, should make the decision. It should be the legislature that negotiates on behalf of the people. If you give it to the federal government, you do not have a voice, and the people living in the coastal area need to have a voice. (Interview response)

north carolina Elected officials

Governor Pat McCrory (R) “Exploring the potential oil and gas reserves located in the Outer Continental Shelf (OCS) will solidify North Carolina’s position as an energy leader and drive us to energy independence,” Governor McCrory said. “Our power generation is becoming more dependent on natural gas as a fuel source. Increasing availability of natural gas will strengthen our economy and contribute to economic prosperity for decades to come. The largest employment impact of Atlantic OCS oil and natural gas activity is projected in the mid-Atlantic states of North and South Carolina and Virginia.” (From the Governor’s Press Office)

Southern Shores: No resolutions passed Kitty Hawk: Passed a resolution opposing offshore drilling in 1988, no further action taken Kill Devil Hills: Passed resolutions opposing offshore drilling in 1989, 2014 Nags Head: Passed resolutions opposing offshore drilling in 2010, 2014 Dare County: Passed resolutions opposing offshore drilling in 1998, 2015 Outer Banks Visitors Bureau: Passed a resolution opposing offshore drilling 2015

NORTH BEACH SUN REAL ESTATE SUMMER 2015

Senator Bill Cook (R) I am studying the issue and discussing it further with our federal representatives. The State of North Carolina only has jurisdiction up to three miles off our coast. Anything beyond that point, the federal government has jurisdiction and control of. Therefore, the proposed offshore locations are beyond three miles and would be under the direction of the federal government. Previously, I sent a letter to Director Abigail Ross Hopper with the Bureau of Ocean Energy Management asking for the public hearing to be held in Dare County. There is great potential for offshore energy if done in a prudent way. (Email response)

I am writing to express my opposition to BOEM’s offshore oil and gas exploration proposal. Under the current plan, there is no direct benefit to eastern North Carolina. While the discussion in the media continues to be that there will be economic benefits and revenue sharing in North Carolina to offset the risks of offshore drilling, the current conditions of the plan do not show that possibility.

acs-obxbuilder.com 252.599.2999 NEW CONSTRUCTION & RENOVATION • COMMERCIAL & RESIDENTIAL

CUSTOM HOMES • PLANNING & DESIGN • POOLS • ELEVATORS • DECKS • SIDING • WINDOWS

Today, there is no federally authorized revenue sharing plan for North Carolina. To compound the issue, the state of North Carolina has stated that any potential revenue sharing would be dispersed across the state. Without revenue sharing, there is also no way to develop an environmental impact fund to offset any potential mishap. Furthermore, infrastructure studies by MMS and now BOEM would indicate that the jobs that are developed would be located in the Norfolk area, as this port is the most suited to the industry’s needs. There is no energy resource that has no risk to the environment. The question becomes what is the right risk reward ratio for exploring off the coast of North Carolina. Our natural environment supports a $1.2 billion dollar tourism economy. It is our coastal community that takes the risk of the exploration while receiving no reward to shield the local economy and environment from potential issues. The plan proposed by BOEM creates a risk to our economy, environment, and way of life with no offsetting reward for taking that risk. This could change, of course, but I cannot support the plan as it has been set forth. Thank you for your consideration and please let me know if my office can be of any assistance. (Email response from a letter that Representative Paul Tine submitted to BOEM concerning their offshore drilling proposal)

Representative Bob Steinburg (R) The state’s jurisdiction only extends three miles so this falls under the purview of the federal government. At this early juncture, I am comfortable with the exploration for natural gas. If you’re looking for oil, I’ll have to take a look at that. You have to measure the risks as well as the rewards. All of that has to be measured before we move forward on that. If we are going to do this, we have to do it right. (From an interview)

west side story

Photo by K. Wilkins Photography Story by Chris Toolan

The Renaissance of Kill Devil Hills

Life goes in cycles. Love grows in cycles. We develop in economic cycles. Fashion definitely runs in cycles. The same is true for what is often referred to as the “west side” of the Outer Banks. While we enter another period of renewal, the Outer Banks’ west side is not new at all but has been showing signs of a renaissance. The balance between living and enjoying one’s passions here on the west side of the Outer Banks began long before the towns were incorporated. The First Inhabitants Algonquin Indians found refuge from the elements of winter’s northeast winds and beat the heat of summer in the hills and trees of the west side. This area was in proximity to such life-giving forces: the ocean, sound, elevated hummocks to build on, fertile soils and freshwater ponds nearby. Once known as the Soundside community, now Nags Head Woods Preserve and Fresh Pond, the area was long a place of protection and homesteading. English yeomen from settlements in the Chesapeake and Albemarle areas arrived with their dreams and families to make a life during the mid 18th century. They “squatted” on the land—fishing, hunting, and farming produce, hogs, sheep and cattle. They deeded the land to their heirs. Recorded deeds date back to 1760s.

Cycles of the Twentieth Century For the first part of the 19th century into the 1950s, the west side was the local source of fish, fowl, beef, vegetables, ice, and water. There were also tour guides who provided services for the growing number of nature-loving, adventure-seeking visitors. A sense of community was ingrained early here as the rugged life could only be endured by helping one another. In the summer and shoulder months, visitors brought an influx of trade, differing cultures and opportunity. This sustained the year-round residents. After that point, the development of the west side ebbed and

R20

NORTH BEACH SUN REAL ESTATE SUMMER 2015

flowed in cultural and economic waves. Balanced between year-rounders, businesses and short timers, this area is the confluence of many agendas. After World War II, the west side underwent a transition mirrored by improving national economic health as well as a leisure economy being within driving distance of larger populations. The fifties brought tourists-turned-investors. More land was developed, lots were platted, more bridges and roads built, governments formed, and towns incorporated. From flattop cinderblocks to asbestos shingle-sided, stick built bungalows, the homes built on the west side met the needs of vastly different demographics: the visitor and the resident. Simple homes, cabins and manufactured houses started to proliferate, serving as affordable homes to those who worked here or who wished a vacation refuge in a more affordable fashion. The sixties and seventies brought the “beach box” and virtually permanent mobile homes. Beach boxes are the enduring architecture that mark the present “between the highways” and west side mix of housing we know today. At the end of the last boon cycle ending in 2008, we saw larger homes starting to take hold on and near the sound front. For the seven years that followed, we saw foreclosures. With that came the degradation of property with little investment monies to bring them back.

With limited developable land on the Outer Banks, manufactured homes and weathered bungalows on the west side are giving way or simply welcoming new neighbors.

Present-Day West Side The past two years have shown signs of a west side revitalization. With an influx of new arrivals, more locals looking for an affordable place to call home, and a prime location, the west side is quickly becoming the hot place to buy. With limited developable land on the Outer Banks, manufactured homes and weathered bungalows on the west side are giving way or simply welcoming new neighbors. From millennials just starting out, to baby boomers looking for a simple retreat or home to retire in, the need is greater than ever for small quality spaces. Value is on top of their list. Buyers are looking for quality workmanship and upgraded living features. Some buyers find the west side appealing because it’s on higher ground. Sea level rise and flood insurance concerns drive some potential buyers away from properties on the east side of the highway. Others choose the west side because they can purchase homes without a bank involved. There are purchasers who cannot afford a primary residence in Washington, D.C. or New York buying their first home as a beach home. The reasons for success in this price range and central location have properties selling at a fever pitch, and appraisals are starting to elevate as well. As always, the Outer Banks welcomes visitors and real estate investors. The Outer Banks has your dream within reach and within your resources. Embrace the four seasons, the diversity of our people, and hunker down on the west side for a great cycle to ride.

The Belles of the

Ball By Amanda McDanel

I often wonder when the word “cheap” took on a negative connotation. I tend to think of myself as “thrifty” or “resourceful” rather than “cheap” because they were actual character traits that were passed down and instilled in me by both my mother and my grandmother. My grandmother was the mother of six children who spanned over 20 years in age, so she practically invented the concept of hand-me-downs, thriftiness and being resourceful. My grandfather was deployed overseas in two wars during much of their childhood, so my grandmother was left to rule the roost. They lived on a farm in rural Virginia that was very much removed from the nearest onestoplight town, so they existed mainly on the land. In addition to cows, there were massive gardens that supplied fresh produce that was then “put up” for the winter and stored in the cellar. My mother and all of her sisters helped in the canning process by washing and preparing produce, sterilizing Ball jars, melting the wax and sealing them before submerging them in boiling water. After spending many years eating canned potatoes, squash and green beans growing up, it was not until I took a job in food and wellness that I learned the proper method for canning and preserving and said many blessings that I never died from botulism in my early years. It is not that canning isn’t safe. I know, I know—your grandmother did it and you ate it for years and never died, but people back then also walked uphill in the snow five miles and that’s a long way to trek for a Z-pack. It can be safe, but we know a lot more these days about microorganisms and food safety than we did then. So just to err on the safe side, I’ll use my freezer and Ziploc bags to “put up” the abundance of strawberries, blueberries and tomatoes I gather this time of year.

Upcycled Ball jars make a chandelier that lights up any room (above), or soap dispensers with personality.

R22

NORTH BEACH SUN REAL ESTATE SUMMER 2015

What on earth to do with all those Ball jars then? I’m so glad you asked because this is where my “resourcefulness” kicks in! Whether you have canned food yourself, been the recipient of homemade jelly or simply scoured thrift stores for odd

canning jars, resourcefulness is when we find a new use for an old item and give it a new life. I’ll even use its chic hipster name: upcycling. Use blue canning jars for light sconces for an old chandelier. A coat of spray paint, a little electrical wire and a jigsaw can transform a worn out light fixture. Cut holes in the metal tops of a canning jar to accommodate the lighting base, slip the metal rings over the base, and place the metal ring flush in the ring and then place the jar over the bulb. Align the threads of the jar and tighten the ring. If you have clear glass jars without much personality, create a mercury glass effect with two simple ingredients: silver spray paint and vinegar (Krylon Looking Glass paint works best). Coat the inside of the jar with a fine mist of silver spray paint. Allow to dry thoroughly and then apply a second coat. Fill a spray bottle with equal parts water and white vinegar and lightly mist the paint inside the jar. Let the beads of moisture set for a minute and tightly wrap your pointer finger with a sheet of paper towel. Soak the paper towel with the vinegar/water mixture. Begin to push on the beads of water with the paper towel to break the paint. Push firmly enough to move the paint, but do not wipe the paint away. The key is to move the paint around to create a crackle effect, rather than wipe it off. Let air dry and then seal with a clear coat. Make a chic soap dispenser for your kitchen. Measure and mark the center of the jar’s metal lid. Using a drill, drill a hole to fit the width of a soap dispenser pump (pick one up from the dollar store or use an old lotion bottle). Fill the jar with soap, screw the lid back on and insert the pump. A Ball jar can create a super chic photo display with a secret ingredient: vegetable oil! Print a favorite photo out in black and white and trim it to fit inside the jar. Fill the jar up with enough vegetable oil to cover the photo completely. Tighten the lid and the vegetable oil will suspend the picture inside the jar without penetrating it, causing it to look aged and slightly transparent. The next time you see a discarded canning jar at a flea market, pick it up, take it home and give it a new life. Think of your grandmother when you enjoy a tea-lit dinner alfresco on the patio and how proud she would be of you for being cheap!
