The lust meeting 6f the NCTA Board of Direstors was held in Ashlandi Wisconsin·on Ocfober 1, 1983. Here is. a brief summary of, some .of the major items taking place at that ~eeting: ·

Bob Waldron, NCTA membership. chai~man, reviewed:goals and~ progress to date, and displayed posters and other promotional materials~ Bob also· reported that there are a number of new members in the western Michigan area.

Edi com It was a ~ery big disappointment for me personally to miss the last NCTA m•e.ting in October l, 1983 at the Sigmund Olson Intitute. That is a great ~nd wonderful part of the North Country and of ·our North Country Trail. I ~ave a rain (snow or sun) check that I will use some day.

President Larry Lemanski re-· ported on several items of ' . interest to the NCTA membership~ including an offer by Michigan's Seirra Club to ~~Ip.build and maintain portions of.the NCT, information regarding Michiga~. United Conservation Club's · concern about the NCT'.i~ state game areas; and progress regarding distribution of NCTA ·"Pictured Rocks Lakeshore Trail" ·guide.

Tom Gilbert, representing the National Park Service, reported on recent NPS activities· r,lating to the NCT •. On August 2, 1983, 51 segments ·of existing trails, totaling 673 miles', were certified as the first official portions of the North Country Trail. ·

Well, I can handle somethings being:bigger than'me (being five foot; five inches in height and one hund~ed thirty pounds in weight). I have trouble handling something fhdt's tougher, ho~ever. · And tougher than me that tree certa~ly was. It was so severe I was knock~d off both feet.and fell to the ground; it felt like I was struck by a bolt of lig~ten~ri~ ~hat maae a direct·hif.· Fifteen painful ~in~tes lat~r I managed.to st9p~rolling ·on the ground and look Up in··the'sky to· see where. the .b o l t. had .come f romTo r it wa.s a .cool,'but.-sunny,_ day. When I. · r stumbled_through"the dooi to the house Shirl~~ looked at me agast and ~ -~ said, :~ John, whe:i;-e .pay~ you been? What Happened? You are such a-mess· and you see~ to bp smoking a little. "Jou looR like·you have been itruck by lightening!" I' shruggeq my shoulder to pass it off. I smiled through the pain but only one side of my face turned up. The Finger Lakes Trail Conference has signed' a memorandum'of ·agreement to become part of the North Country Trail. It now· remains for sponsors · 'who ~udlif~'to .become part"of the North Country•Trail if they wish.

A successful joint effort was made by AHS and Rivers Conservation Council to get additional monies back into the Park Ser.vice budget. In June, the House Interior Committee requested $1,695,000. '-The Senate Interior Committee voted frir the administration's recommended $644,000. But in final September ~onference rivers.and trails·was awarded the $1,695,000. \ .

C6n an abandoned railroad right-of.-way be utilizes. by the public as a recreati~n~l trail? · ·In January 1983.the Minnesota State Supreme Court rendered an opinion stating, "The change in. use of a Fight-of-way from a railroad bed to a' pub Uc recreation trail do e s not.constitute an abandonment of that rightof-way for public· travel." The Min,nesota · decisirin stat•s that abandonment has not .occyrred even if th~ railroad should sell the~ right-of-way to another party for public trail p u rpo s e s , AHS is monitoring the Iowa, North ; Dakota and California situations and will report any developments.

Those of you who attended that meeting will recall the beautiful weather we had at .the Community Park and ~t the. Loleta Campgrounds; it was equal!~ a _winter white beauty with ice skating, cross-country skiing, sleigh riding, ·snowmobiling, tri-roding, snow sculpturing and snowballing • . A part of this action was ,the very successful First Annual Competition Snowshoe Rcc es , The even ts were • conducted under th~ United Stafes Snowshoe ASsociation and included 100 and 400 meter sp r Ln t s and a 1600 '. meter cross-country race for scholastic and open mens and womens divisions. ; In this connection I came across a delightful'hote fro~ Genny.Wunsch in the USSSA newsletter; '84, Vol. 2, No. l; in which Ge~ny was letting it be known that the NCT is appropriate and beautiful for snovshoe Lnq , I _like the connection with· this organization with whom we hare much in'common in the Winter·. This mutual interest will be,· Jncouraged by our NCTA Newsletter going to the USSSA and to various Snowshoe Manufacturers. · 'In preparation for .the Marienville Area First Annual Snowshoe Races 1 became aquainted with Cheryl Fi~ld of Iverson Snowshoe Co. in Shingleton, Michigan. Iverson and Heilman market. a superior snows~oe, one of ~h~ best (:;.

NCTA MEMBERSHIP By Bob Waldron New York to North Dakota!!. The North Country Trail completed and ·hikeable, end to end! Someone asked me what's needed to achieve this. My.answer was ••• people ! ! -. ,,

People who are interested in the 6utdoors. People who ~ra enthusiastic • abo~t the trail. People who are willing and eager t~ ipend a littl~ oia lot of their time or money to make the North qountry Trail a re~~ity. And especially, at.this early stage in the :NCT's history., people who a~~ willing to take the initi'ative and be persistent in their efforts to work on the trail. With a young NCT an~ even_ younger NCTA, ~ommuni6ations will be less thaD perfect for a while. The~e is no established'organization ,· that has been working on the end-to-ena North Country Trail for years and years, so mistake- will be ~ade as we work out the best way ·to do things. But the fun and personal satisfaction of wor!<i.ng on the NCT will be· worth all the hassles .and headaches associated with it. Having been' appointed NCTA membership chairman in May·, 1983,: the subject of membership is very important to me. Via thi's article, .I hope to. encourage many people to volunteer some of their time (a little or a Lo t ) . to help me .on NCTA membership and other North Country Trail related subjects. ln the article I have discus$ed what I think needs to be done to increase NCTA membership, .~hat I have;done and plan to do,. a~d how~you can help on m~mbership or other NCT~ related projects. After you read this article, if you feel my ideas are·worthwhile, please take the time to write to me or someone else you know ~ho is working on the NCT, and get involved in working on 'the great North Country Trail! .As an NCTA member I have one main goal: To do, the most I. can to plan, bu~ld a~d maint~in ~h~ Nor!h Country Trail= As t~e membership chairman, this main.goal is divided into two areas; increasing NCTA membership, and improving participation by existing NCTA membeis on North Country Trail work.. . . At the fall, 1983 NCTA _general membership meeting in. Put them in places like backpack or sporting ·goods stores, where you work, g~ocery stores, etc. Make up your own poster or write to,me and I'll send you some I drew up.

In September, 1983, sufficient funds were obtained to permit ordering a supply of markers for the NCT. Delivery of these signs should have ~ccured by the time you read this report. The signs will be distributed to public agencies and .pri'v:a.re·' or.g·ani2:ations responsible for managing official segments of the trail. By early summer, you should be able to see the "eregnant" triangle sign with a y'ellow and black star set within a field, of blue along o:f~f'ic-icil ·tra"ir segments. This is an important step forward in establishing the no t Lonc L' Identity of the NCT! /
