All of us interested in Hiking Trails on God's Good Earth, whether it be for building, maintaining or using, will be working together for an exciting action in 1990 when an End-to-End Htke of the North Country Trail will take place. Each of our organizations in all seven states will be joining together to promote Back-to-Back Hikes from one end to the other of our respective states, from Lake Cham.plain in upper New York State to 3,246 into North Dakota. Any one who wants to go the whole distance can do so, ot course. They will simply need just a little head start. You will be hearing more and more about this affair over the coming months and years. Some good trail acti.on will take place this sumer when the Western Penna. Trails Association jo:!.ns with American Youth Hostels on the Baker Trail and North Country Trail Association on the North Country Trail to recondition our trails. Western Penna. Trails Association, who is loaded with many knowledgeable and able people, will be helping both American Youth Hostels and North Country Trail Association, not only with upgrading sections of our trails, they will be giving of much to all of us. Attempt will be made to accomplish this work on the Northern end of Baker Trail north of Cooksburg and the southern end of NOT below the National Forest boundry where the two established trails jo1.n each other.

JOHN HIPPS Those of us who have been associated with the NCTA since it's beginning in 1980 are acutely familiar with the problem or an antagonism between form.er NOTA organizers and established other trail org~izations. Unfortunately this antagonism has resulted in a certain lack of cooperation that is now five years old. Most or us that are now active in all organizations do not even know the facts of the matter; it ts something like the legendary Hatfields and McCoys. This lack of cooperation has not affected the health and welfare or those out-standing and strong, traditional groups, perhaps. It has, however, seriously affected the growth and development of NOT & NCTA. We have grow, of course, and will continue to, however slow this may be. We have also matured significantly with sincere, dedicated and reasonable officers and membership. It would be nice to grow faster, non-the-less, with the help of those knowledgeable, long-established, other groups. Attempts to overcome the impasse has been made by a sharing of Newsletters, by personal contacts with members and officers of other groups at meetings and with the help of Tom Gilbert. This writer would like very much to do more, see more,~ whatever other means possible.

The NOTA Boa.rd of Directors has never had full complement from each of the seven states. I look forward to the time when each state will list five active members and boast of at least one of them being present at every semi-annual meeting. It wuld be nice to see the entire membership of every trail organization along the route of NOT be a member or each other's organization. That is to say, for example, that the entire NCTA membership be members of the Buckeye, Western Pennsylvania, Keystone, American Youth Hostels, Finger Lakes, Allegher;i.y Hiking and Ooyoga Associations, and that the membership of each of those groups be members or NOTA. In other words, to say that each of us as an organization have each member of the others as indtvidual members and not just the organization as a single unit. Membership in Buckeye, for example, means membership in NCTA and vice versa. Since the Revolutionary War of 1716 set the basic tenor in independencE for us and the Civil War of 1885 established some reasonably limiting field markers and our system of government for 200 years and a budget of cosmic magnitude has been experimenting with guidelines trying to show everyone in the universe how, and how not, to accomplish it, let us of the trail org&nization show them how it can be done. The hiking trails associations in this country has expanded them. The NCTA joined vith other organizations this past March 18-2J under the umbrella of the Clarion County Federation of Sportsmans for a public education and information time that dealt vith a wide spectrum of action regarding the conservation and use of the environment. Information Booths were set up and staffed by members in the main corridor of the Clarion Mall, so that all groups involved had a good exposure to thousands of shoppers. Participants included: 1. Clarion County Federation of Sportsmen 2. Western Penna. Conservancy J. Clarion Co. Conservation District - sponsoring Explorer Post 1116 4. Penna. State Parks 5. Penna. Game Connnission 6. Penna. Fish Commission 7. U. s. Corp. of Engineers at Tionesta Lake 8. Allegheny State Forest 9. Trouts Unlimited 10. Sierra Club 11. North Country Trail Assoc. 12. Bureau of Forestry - with Smokey the Bear I vas reminded once again of the CTA1s need for a display set-up that would be more effective for this kind of thing. It will be other good agenda item for our meeting.

Dear Mr. Drets: At long last, I have completed a package of descriptive information about the North Country National Scenic Trail (NCTJ to accompany the map sets we distribute to the public. Enclosed is a copy for your information. In about 3 weeks, I expect to have a large quantity reproduced and will supply 100 or more to Ginny Wunsch to be mailed out with the map sets I previously furnished her. The copies will be printed tvo-sided to reduce the size and the weight of the document. The information in the docwnent should prove to be very helpful in facilitating use of the NCT by potential users. It now is probably the most comprehensive package of information available on the entire trail. It is unlikely that the National Park Service will ever produce more detailed information about the trail than ts provided in thii document. The next improvement in detailed information should be in the form of privately prepared and published maps, brochures, and guidebooks. The management plan places responsibility for these items on the cooperating private sector interests (see pages 31-32 for polic~ and guidance). Some cooperating organizations already have maps of their segments, the sale of which is an important source of income to them. John Hipps may wish to announce the availability of this document from both our Office and yours in the next newsletter. By the time the new1letter comes out, we should both have adequate supplies. He should note in the announcement that those people who already have a set of the maps or a copy of the NCT management plan should request .smll, the "descriptive information package" which accompanies the maps. Other projects are moving forward, albeit slowly. We have now distributed NCT markers to all organizations and agencies managing official segments of the trail. In addition, we have received certification applications for tvo new segments of trail totaling 11 miles. Continuing efforts to establish new segments should generate more applications in the near future. Pat Allen and I have pledged ourselves to having a good "first cut" version of the NCT slide show at the May 18 meeting. We will be soliciting conunents from members. We also hope to have some preliminary materials relating to the brochure. (Continued on Page 8)

Southern Ohio wns at the height of it's wildflower season and it was the ttme for their bird migration when NCTA Vice President, Ginny Wunsch, West Michigan Chapter NCTA President Jim Warmels and NCTA membership Ruth Sack traveled to Peebles, OMo, for the twenty-sixth annual meettng of the Buckeye Trail Association. There was a square dance Friday night, followed by rei'reshments. F.arly Saturday A. M., Pat Ellis, Columbus, conducted a bird walk and Bemus, Coshockton, Bob Pond, Newark, Bob Glotzhober, Columbus and Vole Vore, Coltunbus, conducted eye opener hikes and hikes of various lengths and difficulties throughout the day. 路 Bob
A.fter the membership meeting and dinner on Saturday evening, the program featured our own Tom Gilbert, Omaha, Nebraska, Coordinator NCTA, with the Department of the Interior National Parks Service. Hopefully, Ohio will host one of our NCTA semi-annual meetings and more of our members can enjoy the wonderful hiking trails that Ohio has to offer. lROMOTING THE NCTA AT THE lWA - JUNE 16 - 21 NCTA Membership Chairman, Ruth Sack, will travel to Whitewater, Wisc., June 16 - 21. She plans to join with the International Walkers Association in rediscovering sections or the 1000 mile trail formed by glaciers during the Ice Age. The second annual hike for juniors, ages three and up was held, April 13, on the Rogue River section of the NCT. Before starting on the trail a brief lecture was presented entitled, "Safety and Ecology In The Woods". Next year, bring a little kid and come along.

These efforts can be more fruitful and more revarding vhen expended in cooperative efforts in the ways suggested in this essay, and hoped for in vays not imaginable by one head alone but conceivable by the creative combination of us all With all respect to each trail organization everyvhere, I.will say that there are none anywhere than in Nev York, Pennsylvania and Ohio that has as much trail action going. As a bred, bom and reared son of Keystone Mountain Country, I.will boast that Pennsylvania be nominated as the Keystone of the NCT even though the lesser number of miles traverses it's northwestern corner and membership is the smallest. Pennsylvania can boast al.so of three of the eight National Historic and Scenic Trails in the United States; the Appalachian, the Potomac Heritage and the North Country Trail. Let this be a plea for our leaders to find ways and means, realisticall;', financially and with autonamy to bring together our organizations into a cooperative United System of Trails so that we can have a federation of tnd~pendent local and regional trails whose paths are joined togethe'" to reach across the lerngth and breadth of the entire country. Let it be so that each of our local organizations can boast of the numerical boostership of each other.

Although I have not yet decided my travel plans for the May meeting {n White Cloud, my thinking at this point would be to arrive on Thursday or possibly Friday to assist Pat Allen in preparing for the slide show and brochure presentations. If I arrive on Thursday, then on Friday I would like to meet with you and appropriate others during the latter part of th~ day or evening to formulate a rough plan for strengthening the North Country Trail Association (NCTA) and its membership. I will also be around on Monday and Tuesday and possibly Wednesday, after the meeting. One day will probably be devoted to a meeting in Lansing with the Michigan State parks Director. I understand from Ginney that Ruth Sack and ~ossibly herself will be at the annual Buckeye Trail Association (BTA) meeting in Ohio, April 26-28. These types of contacts are important and very much needed if NCTA is to develop a profile that will.enable it to take its proper place among other organizations in the trails community. Since I will be speaking at the Ohio meeting, I will look forward to having preliminary discussions about membership enhancement with Ruth and I will facilitate discussions of cooperation between NCTA and BTA to the best of my ability. ram the foregoing, you should be able to glean some input to the May 1 meeting agenda and think about how we might spend some time together in discussions before and/or after the meeting.
