Once again we come around to our annual leader’s day, where has the last 12 months gone? Whilst there is some clarity emerging about what the future may look like, and the main legislation affecting the sector is now passing into statute, what does the sector have to look forward to? In this highly focused session we will help NHC members make sense of the current operating environment, highlight some of the business opportunities and understand what the new future of the sector needs to look like: Areas to be covered include: Public sector reform – the next 3 years What is the new narrative for affordable housing providers – remain a landlord or become a neighbourhood investor? Developing new markets – what is the potential for housing to play a leading role in health and well being? Financing the future – reducing the national debt, sweating public assets are we mortgaging our futures? What will housing finance look like post 2015? Don’t fall foul of the law – a strategic approach to meeting the new legal operating environment But it’s different up North – making an evidence backed case to removing barriers and developing new markets
Who should attend? This event will allow Chief Executives and Directors to mutually explore the issues affecting their businesses in conjunction with key decision makers.

Public sector reform and housing – where next? Lord Shipley OBE In this opening session Lord Shipley will set out Coalition government thinking on what the future holds for the public sector and in particular for the role played by affordable housing providers. Focussing on: What will the public sector look like in 2015? What are the good organisations doing to get prepared? How is the decision making processes going to have to change – elected mayors and beyond? Why does the affordable housing offer have to change and what are the opportunities for housing providers to deliver new services?

Public sector innovation and the health and wellbeing offer – A challenge Sir David Henshaw, Chair, Alderhey NHS Trust In this session Sir David will draw upon his wide experience as a local authority Chief Executive and NHS trust chairman to deliver a presentation in two parts. He will set out: The external perspective of the housing sector and what needs to change – How can housing break down the barriers to ensure its offer is understood? How can housing play a role in the health and wellbeing agenda – can it be more than just a junior partner? What will the health service hear? Where does the role of the local authority figure? Transformational thinking – Where is public sector innovation coming from and what does it look like?

Don’t fall foul of the law – a strategic approach to meeting the new legal requirements for the housing sector Jan Luba QC, Barrister, Garden Court Chambers In this session Jan will set out the key legal changes which are likely to have a strategic and operational impact on the housing sector, including: Affordable and flexible tenancies: worth trying? Breaking the link between homelessness and social housing: the key policy decision this year? Lifetime homes: whose lifetime? Maximising existing stock: going ‘all out’ on fraud Under-occupation and benefit cuts: avoiding a financial nightmare Right to Buy: re-vamped or damp squib?

Financing the future – a treasury perspective Lindsey Whyte, Deputy Director, Housing and Planning, HM Treasury In this session the NHC welcomes Lindsey our first ever speaker from the Treasury to address an NHC event. She will focus on: What are the government’s plans for the way housing and the public sector will be funded in the future – regional growth fund, REITs, HRA self financing, Get Britain building etc and how should these be joined up? What are the challenges the sector will need to prepare for? What is the Treasury looking for by way of innovation and overcoming barriers? What will the landscape look like come the next CSR?

What happens next? A northern response John Craggs, Chair, Northern Housing Consortium In this closing session John will set out what the North’s offer will have to be if it is to fulfil its new purpose. What are the barriers we will have to overcome and what good examples are taking place to make this happen now and where is the NHC going to be supporting its members on this journey. How does housing contribute to economic growth in the North? How can housing support local authorities in their new role? Where will the new partnerships develop?
