Alcohol Restricted Zones For quite some time now, there have been a small number of local residents who habitually gather in public spaces within Northfield Town Centre to drink alcohol. Their favoured meeting place has become Prices Square. West Midlands Police supports the rights of everybody to gather peaceably, enjoy our public spaces and socialise with their friends. However, it is incumbent on those gathering to act with consideration and to obey the
law and act in accordance with local orders. Unfortunately this group of drinkers are regularly flouting the local Alcohol Restriction Zone (ARZ) covering Northfield Town Centre. We have not and will not tolerate that. The ARZ was enacted by the City Council in response to community representations. Powers afforded to the Police are limited. It is not an offence to drink alcohol within an ARZ.
Whilst the ARZ has been successful in stopping widespread consumption of alcohol within public spaces, and has been particularly useful in keeping the Town Centre virtually free of alcohol fuelled ASB from youths, it has not deterred the small group of middle aged drinkers. Since the granting of the ARZ local constables and PCSOs have done as much as they can, balanced against all their other duties, to enforce the restrictions. We have repeatedly seized alcohol from the habitual drinkers. We have issued Fixed Penalty Notices when occasionally persons have failed to stop drinking when required to do so. We have tried repeatedly to engage the drinkers with substance misuse treatment to address the cause of the issue – their alcohol dependency. Some have engaged with treatment for a while but then relapsed and others have refused help. However these measures have not solved the issue and have not stopped this small group congregating on our public spaces to drink. I should point out that we have reason to believe that the drinkers are sold their alcohol by your fellow traders. I must stress that these licensees are not committing any offences but we all know who this small group of drinkers are and if your fellow local traders exercised their right not to sell alcohol to them, I feel confident that they would soon stop gathering in our Town Centre. Last October, in response to concerns raised to the BID by local traders, a joint letter from

Northfield BID and Northfield Neighbourhood Policing Team (NHT) was distributed to over 40 traders in and around Prices Square, including areas outside of the restriction zone. The letter invited the recipients to make written statements and potentially give evidence to the courts about the nuisance and antisocial behaviour (ASB) caused by the drinkers. Nobody came forward to provide a statement. Unsurprisingly the situation on Prices Square remains the same. The NHT will continue to enforce the ARZ as often as we can. The additional high street security patrols provided by Northfield BID will also be tasked with giving the issue of the drinkers appropriate attention. However, clearly the powers an ARZ affords are not sufficient to change the behaviour of this hard core group of drinkers.

So just as you helped West Midlands Police (WMP) and Northfield BID obtain the ARZ, which has proved generally very useful, we would like your help to obtain the additional orders which will enable us to remove the blight of this small group of regular drinkers from the Town Centre. It is possible to obtain civil orders that could deal with this matter. But in order to obtain these orders we must be able to demonstrate to the courts that there are a sufficient number of people within the local community affected by the nuisance behaviour. WMP cannot apply for these orders simply on the evidence that we could present from officer’s observations. We need the community to also go on the record and make statements - and give evidence at court

The BIG Caretaking Service As part of the ‘Big Projects’ and ‘Making Northfield Cleaner’, Tony has consistently provided the BID area with a caretaking and maintenance service, tackling the known hotspots within Northfield Town Centre, free of charge! Last year, the BID welcomed Liam into the BID Caretaker Service, and together Tony and Liam have dealt with issues, such as: • • • • • •
Litter removal Fly poster Removal Removed weeds and overgrowth Removed graffiti Cleaned and reported issues that you have raised with the appropriate service.
Did you know that since April last year, the BID Caretakers, Tony and Liam have: • •
Returned 160 trolleys back to their home stores; Collected 420 bags of rubbish from BID hot spot areas by littering picking specific areas including private land;

Northfield BID joins the National Facewatch scheme, helping you to reduce crime and the cost of crime throughout your business
Removed 380 fly posters from street furniture; 25 square metres, equating to 200 incidences of graffiti and tagging were removed from walls and shutters from premises within the BID area. BID businesses received this free of charge service; At least 50 cigarette nub bins were emptied free of charge.

Exclusivity clauses in zero hours contracts have been unenforceable since May 2015.

New regulatory framework for individuals in the financial services sector
The current approved persons’ regime will be replaced with a new system, with significant changes to the way individuals working in financial sector firms are regulated.
Regulatory references in the financial services sector
The new Financial Conduct Authority (FCA) and Prudential Regulatory Authority (PRA) rules include a requirement to ask for regulatory references for senior managers, certified persons, and notified non-executive directors; for references to go back six years; a standard format for disclosures; and an obligation to update references if new information comes to light.

There will be a premium, over and above the National Minimum Wage for workers aged 25 and over, known as the National Living Wage. The first premium will be 50p, which will increase the minimum hourly rate for these workers to £7.20.

There is no proposal to increase the statutory rates this year. Statutory maternity, paternity, adoption and shared parental pay will therefore remain at £139.58 per week. Statutory sick pay will still be £88.45 per week.

Cap on public sector exit payments
There will be a new cap of £95,000 on the total aggregate value of most exit payments made to public sector workers.

The UK government’s Trade Union Bill includes proposals for: • New ballot thresholds for industrial action; • New rules on the information that unions must include in ballot papers; • 14 days’ notice of industrial action to be given to employers (increased from 7 days); • Time limits on ballots, so that a new ballot would be needed after four months; • Change to the law on political donations by trade unions.
Repayment of public sector exit payments
Public sector workers earning over £80,000 will need to repay specified exit payments if they are re-employed in any qualifying part of the public sector within 12 months. The amount to be repaid will vary depending on the length of the break.

The new FCA and PRA policy statements on whistleblowing in banks, building societies, credit unions, PRA-designated investment firms and insurers require relevant firms to: • Put in place internal whistleblowing arrangements and tell their employees about them; • Make it clear in settlement agreements that nothing prevents an employee from making a protected disclosure; • Appoint a senior manager as their whistleblowers’ champion (from 7 March 2016); • Present a report on whistleblowing to the board at least annually.

Also, the government has consulted on ‘tackling intimidation of non-striking workers in relation to picketing’; ballot thresholds for strikes in important public services; and removing the prohibition on employers hiring agency staff during industrial action.
Immigration Bill
The Immigration Bill proposes: • Extending the existing criminal offence of knowingly employing an illegal migrant to apply where an employer has ‘reasonable cause to believe’ that a person is an illegal worker. • Requiring public authorities to ensure that public sector workers in customer-facing roles speak fluent English.

Tax-free childcare
A new tax-free childcare scheme will be introduced. Eligible working families will be able to claim 20% of qualifying childcare costs for children under 5 (and children with disabilities under 17).

Not only will this revolutionise the streamlining of information being passed between the stores, businesses, West Midlands Police and the new Town Centre Security Team but
will also be cheaper than the current radio system. The new costs will be just £5 (including VAT) per week per business. This works out at just £0.71 a day (including VAT) per business. The radios will be able to communicate with Birmingham City Council CCTV Operators who currently monitor the 9 CCTV cameras the full length of the High Street, so that businesses, stores, police and security can direct CCTV to their location when assistance
is needed to help in the prevention, detection and apprehension of offenders and criminal activity. We are looking to implement this scheme, no later than end of March.
