Greetings, friends, visitors and fellow citizens! In this fast-changing world, more and more entrepreneurs, vacationers and retirees are quickly realizing what the local people have known for generations. North Frontenac’s quality of life, fascinating culture, friendly community spirit and commitment, and economic opportunity are jewels that are quickly making this area a destination of choice. Statistics show that our population and property values are growing quicker than in neighbouring municipalities. Blessed with over two hundred pristine lakes, beautiful forests, rich minerals, an abundance of wildlife, and indisputably “the darkest skies in southern Canada for observing the Milky Way”, we have every opportunity to preserve our rich heritage for future generations and to enhance their opportunities at the same time. Before long our struggles to acquire dial-up and high-speed Internet, cell phone towers and our own radio station will become distant memories just like the earlier efforts to obtain telephone, radio and television. Now the latter are commonplace and we take them for granted. Along with these technologies, however, come legislative responsibilities and moral commitments by everyone to ensure that these advances and our quality of life keep pace with environmental, health and safety standards. Welcome to North Frontenac North Frontenac is in the heart of eastern Ontario’s cottage country. Cottages and campsites dot the shores of the Township’s many clean lakes. Located entirely on the Canadian Shield, the landscape can often be rough and unpredictable, but at the same time provide for scenic backdrops and vistas. The two-lane roads take you through small hamlets and villages, through valleys and forests, around lakes, and over mountains. The spectacular Mazinaw Cliffs overlooking Mazinaw Lake in Bon Echo Provincial Park features over 260 native pictographs that are a huge recreational attraction. Also, the Mazinaw Cliffs are as high as the lake is deep. There is an assortment of residential living options in North Frontenac. People choose to live in the small hamlet areas of the Township, along private roads in the backcountry, or on the shores of the hundreds of water bodies. Also, a large number choose to live in North Frontenac on a seasonal basis, spending weekends and holidays in the Township. The natural beauty of North Frontenac is what most residents love about the area. The active lifestyles of residents, both permanent and seasonal, enjoy a wide variety of outdoor activities. In the summer many people spend their time on the large network of trails, hiking, hunting,

and off-roading with ATVs. But equally as entertaining, and possibly even more popular, is enjoying time in and around the water, partaking in activities like swimming, boating, fishing, water-skiing, tubing, canoeing and kayaking. The winter season is also enjoyed by residents, and significant snow falls blanket the landscape, replacing the scenery of North Frontenac with an alternatively beautiful appearance. Residents commonly enjoy snowmobiling and snowshoeing the large expanse of trails, and continue to fish through the ice, as you’ll see the frozen lakes scattered with the presence of fishing huts.

North Frontenac Quick Facts The Township of North Frontenac is a 1,135.75 km2 (438.5 mi2) municipality home to over 1,900 permanent residents. In addition, there are an estimated 5,000 seasonal residents. The low density of the population (1.7 people per km2) makes for the preservation of an amazing landscape. Also, North Frontenac is beautifully set in the heart of eastern Ontario’s cottage country. For these reasons it one of the best destinations for hikers, bikers, bird watchers, cottagers and retirees in southeastern Ontario.

North Frontenac is lucky to have some of the most southerly exceptional dark skies in Canada. The darkest region in the area, known as the ‘Dark Peninsula’, encompasses 4 Counties, Frontenac, LennoxAddington, Hastings and Renfrew. For millions of people in southern Canada and the north-east US, this is the best view of the night sky and the Milky Way that they will most likely experience.
The Sky Brightness Map shows levels of light present in the night sky. This ranges from Black (no light) to Red (lots of light).
This ‘Dark Peninsula’ has captured the attention of many scientists, who wish to utilize its natural darkness for telescopic surveying. If you are lucky enough to experience this natural phenomenon, then you would be familiar with the fascinating spectacles it presents, like the one in this photo taken of the Milky Way from the top of Mallory Hill.

Carved from the Precambrian Granite of the Canadian Shield North Frontenac Park Lands were 2 ½ billion years in the making, residing entirely on Crown Land it remains one of the most pristine natural environments in the province. Experience outdoor recreation from the solitude of a canoe trip down its many lakes and rivers to the adrenalin of shooting rapids in a kayak. Camping in North Frontenac Park Lands is a true backcountry experience. Most sites are accessible only by water. First register and obtain a Crown Land Stewardship Program permit, to help keep the campgrounds maintained, then pitch your tent for a night, or for a week, and after the day’s activities, lay back and marvel at the night skies unpolluted by city lights. Hikers and backpackers will enjoy the challenge of its terrain from the rugged highlands landscape to the relative serenity of its wetland areas. Naturalists and ecologists can explore the uncontaminated biodiversity and protected ecosystems found throughout the area. Please don’t transport your firewood! Wildlife and Rare or Endangered Species Throughout the Township of North Frontenac there exists a proliferation of unique plant, animal and bird species. Anyone can appreciate the beauty of the biodiversity and unspoiled natural habitats. Below is a list of rare species found in North Frontenac. An endangered species is any native species that is at risk of extinction throughout all or a significant portion of its Ontario range if the limiting factors are not reversed. Threatened species means any native species that is of risk of becoming endangered throughout all or a portion of its Ontario range if the limiting factors are not reversed. Special concern species is designated to species sensitive to human activities or natural events (Natural Heritage Reference Manual, MNR, 1999). Below is a list of North Frontenac’s threatened, endangered, special concern and rare species. Some species can cause damage to our environment, see “Wood Bug Alert” on page 34 for more information. Economic Development North Frontenac is constantly developing and implementing initiatives that will stimulate the economy of the region. In order to better our Township and improve our global interconnectivity, we must strive to accomplish our goals and seek out new improvements to the way we operate as a community.
Broadband Internet The Township has submitted to the Ontario Ministry of Agriculture, Food and Rural Affairs, an application for the Rural Connections Broadband Program. The application has been identiďŹ ed by the Township as a top priority for our municipality. Broadband access and education programs will improve and have a very positive impact on economic and community life for many residents and businesses in our area. There is a strong need for Broadband services to make our community healthier and more prosperous. With the low population density in our rural area, the business case for Internet Service Providers (ISPs) to deliver broadband is not favourable, without investment by the provincial government. Council supports this exciting initiative and hope the Ministry will give it their favourable consideration.

Schools The Limestone District School Board (LDSB) serves the counties of Frontenac and Lennox and Addington. Their 55 elementary schools, 11 secondary schools and Limestone School of Community Education have an attendance of over 24,000 students. LDSB operates one school in North Frontenac, Clarendon Central Public School in Plevna. Clarendon Central PS serves students from Junior Kindergarten to Grade 8

Residents of North Frontenac can attend any of the schools in the neighbouring municipalities including, the North Addington Education Centre in Cloyne, and Sharbot Lake Public School, Sharbot Lake High School and Land O’ Lakes Public School in the adjacent Township of Central Frontenac, which may better accommodate students in the east or south portions of North Frontenac. The North Addington Education Centre serves students from Junior Kindergarten to Grade 12. North Addington Education Centre ďŹ rst opened its doors to 125 secondary school students in 1962 under the name North Addington High School. In 1971 it took on the new name still used today and also took in elementary school students. It became unique in that it had all school grades in one building. Surrounding elementary schools were closed and children were bused to North Addington. North Frontenac is fortunate to have facilities in proximity to serve elementary and secondary public school students. The elementary school in Plevna is centrally located and easily serves North Frontenac.

911 and Civic Addressing & Mapping Initiatives For issues regarding safety, it is vital that every inhabited property, permanent and seasonal, is issued a 911 civic address and blue blade sign by the township. These numbers are calculated strategically to indicate to any emergency response a precise location is in need of services. Lack of proper addressing greatly hinders the ability for emergency response personnel to locate and service your property. Make sure you have a civic address and it is properly posted! For all residents, it is necessary to acquire an address before building permits or road entrance permits can be issued.
Mapping Initiatives The township is excited about the comprehensive mapping initiatives that are currently being undertaken. It is our goal to create and provide maps, not only for general information of the area, but also including specialized maps for various other outdoor activities and services. We intend to fully utilize available resources, such as provincial datasets, and high-quality landscape imagery data, to make various maps available to all residents, tourists, and others interested. Due to the large datasets that need to be constructed, it will be some time before these initiatives take ight, but certainly we can look forward to acquiring all types of maps available online in digital format, or available for purchase in paper format from the municipal ofďŹ ce.

Volunteer Groups and Committees Clar-Mill Community Volunteers Put on community events and fundraisers to raise money for community enhancements. If you live locally you might be interested in joining. If you’re going to be in the area, we would love to see you. The society owns, operates, and maintains the Pioneer Museum. COFA has been directly responsible for maintaining and enhancing fish and wildlife populations for the optimum benefit of all residents. They also recognize the need for sound conservation practices with respect to natural resource. Fire and Emergency Services A fire department is essential to the well-being of the residents of a given municipality and to sustaining a certain quality of life. A certain assurance is provided by having a group of individuals who are willing to volunteer their time and energy to make sure that the quality of life is upheld. North Frontenac is entirely reliant on the efforts of volunteers who operate out of four fire halls/stations spread across the municipality. FRONTENAC

The fire halls are located at 14105 Road 509 in Snow Road Station; 10200 Road 509 in Ompah; 6648 Road 506, just south of Plevna, and at 14833 Highway 41 in Cloyne. This last location is operated by the Kaladar / Barrie Fire Department, and provides protection to both North Frontenac Ward One and Addington Highlands. Helipads The Township of North Frontenac owns and maintains two emergency helipads that can service emergency air transport for the most severe circumstances. Police Services Police services are provided to North Frontenac by the Ontario Provincial Police (OPP). The closest detachments are located in Sharbot Lake and in Kaladar. Call 9-1-1 in an emergency! Paramedic Services The County of Frontenac operates the regional land ambulance service that serves the County of Frontenac and the City of Kingston. The service’s ninety paramedics and fourteen vehicles respond to over 20,000 medical emergency calls each year. There are six ambulance stations in Frontenac County and are spread out from North Frontenac to Frontenac Islands. North Frontenac is served by Station 5 at 11586 Road 509 in Ompah, and other cross-border services depending on where you are in North Frontenac.

To provide a high quality of emergency response services to North Frontenac, it is essential for YOU, the resident, to do your part. This includes ensuring that property access roads are at least 6 metres wide to allow fire and service trucks through. Also, having sufficiently maintained access roads to your property is essential for the emergency services to provide the proper care you may need. Everyone likes trees, snow, and ornaments in their yards, but don’t let them obstruct YOUR lifeline.

Fire Prevention DON’T BE THE CAUSE OF A WILDFIRE! FireSmart your chimney Chimneys should be constructed to meet current Ontario Building Code requirements and should be screened in with the appropriate approved spark arrestors. Annual chimney cleaning is recommended. Burn barrels and ash pits
For safe disposal of wood debris you should consider chipping and composting or bringing it to a landfill site. If you must burn, ensure that your burn barrel is at least 5 metres from any forest or woodland, 2 metres from buildings or other combustible sources and that a 2 metre area around the barrel is cleared to mineral soil. Burn barrels should have proper ventilation, screens and should never be left unattended. (See “Burning By-law” on page 27.)
Power lines and propane tanks Vegetation should be cleared well back from power lines, propane tanks and other fuel supplies. Emergency facilities FireSmart building sites have adequate emergency vehicle access, and a readily available water supply such as a pond or a dugout nearby. Shovels and rakes Every home should have shovels, rakes, axes, garden hoses, sprinklers and a roof ladder to assist in suppressing wildfires. * Information gathered from ‘the Home Owners FireSmart Manual’ by the Ministry of Natural Resources. Emergency Preparedness For Your Home Emergency situations are unpredictable. Are you prepared to deal with them? Do you know the hazards and risks to yourself and your community? In Ontario, the responsibility for emergency management is shared among individuals and families, communities and municipalities and the governments of Ontario and Canada. We all have a role to play when disaster strikes. Additional resources may be requested by the community through Emergency Management Ontario (EMO). Visit www.ontario. ca/emo to learn more about the Provincial Emergency Response Plan. Everyone should know what to do in the event all family members are not together when an emergency happens. Discussing emergency situations ahead of time will help to reduce fear and anxiety and will help everyone know how to respond. When you should evacuate: • Evacuate only when instructed to do so by your local emergency officials. In some cases it may be safer to remain inside (shelter-in-place). • If ordered to evacuate listen to media reports to learn about areas being evacuated and which routes are safest to take.
What should you do if ordered to evacuate? • Offer to assist neighbours who may not be able to evacuate on their own. If possible, make these arrangements in advance. • Take your family emergency survival kit, important documents (e.g., medical and vaccination records) and your personal valuables (e.g., cash, credit cards). • Evacuate the area affected by the emergency exactly as directed. Remain calm, do not speed and obey official directions as some roads may be closed or rerouted. • Don’t take shortcuts. Doing so might lead you to a blocked or dangerous area. • If evacuating during a chemical, biological, radiological or nuclear (CBRN) incident, keep your car windows and vents closed and air-conditioner turned off. • Avoid using the telephone unless you are reporting an emergency or it is absolutely necessary. Emergency responders and those who need immediate emergency assistance will need all available lines.
Pets and Emergencies Pets are part of our families. During an emergency situation, it is important to know how to keep our animal companions safe. Assemble a pet emergency kit and make arrangements for your pet in the event that you must evacuate.

72 Hour Emergency Survival Checklist The 72 Hour Emergency Checklist* below outlines the basic items that every individual should have prepared and ready, to provide assistance for the first 72 hours in the event of an emergency. • Flashlight and batteries • Radio and batteries or crank radio (so you can listen to news bulletins) • Spare batteries (for radio and flashlight) • First-aid kit • Telephone that can work during a power disruption • Candles and matches/lighter • Extra car keys and cash - Banks and ATMs will not be operating if there is a power outage • Important papers (identification) • Non-perishable food (ready-to-eat items that do not require refrigeration) • Manual can opener • Bottled water - At least four litres per person per day should be allocated – two for drinking and two for food preparation, hygiene and dishwashing. Keep a supply of water purification tablets on hand as well. • Blankets or sleeping bag
• Clothing and footwear • Toilet paper and other personal supplies such as shampoo, hairbrush, tooth brush and toothpaste, soap and a towel and face cloth (one for each person) • Medication and extra eye glasses; spare batteries for medical appliances and an extra oxygen cylinder if needed. (Keep at least one week’s supply of medication in your emergency kit, and include copies of prescriptions for your medicine and glasses) • Backpack/duffle bag • Whistle (to attract attention, if needed) • Playing cards, games • Disposable plates, cups and cutlery • Fuel stove and fuel (follow manufacturer’s instructions and do not use a barbecue indoors) • Plastic garbage bags • Pets - Include a three-day supply of pet food and water

Homeowner Ordinance Guidelines and By-laws The following information is of paramount importance to you, the North Frontenac resident. For your convenience, the information has been listed alphabetically. Please review this list carefully, and save for future reference. Any further information and/or questions you may have can be answered by either accessing the Township of North Frontenac’s website at www.northfrontenac.ca, by contacting the Municipal Office at (613) 479-2231, toll free at 1(800) 234-3953, Monday to Friday from 9:00 a.m. to 4:00 p.m., or by fax (613) 479-2352. Please be aware that these are quick summaries and not comprehensive explanations of local by-laws. Complete, Council approved, by-laws can be viewed, or a copy can be requested at a nominal cost, by contacting the municipal office. AAFNA (Ardoch Algonquin First Nations) – Mayor Ron Maguire is designated by Council as the contact person for the AAFNA. Animal Control – For complaints of improper animal handling, or reports and inquiries of lost animals, please contact the animal control officer at (613) 541-3213. ATV (All Terrain Vehicles) By-law – “All Terrain Vehicle” means an off-road vehicle that; (a) has four wheels, the tires all of which are in contact with the ground, (b) has steering handlebars, (c) has a seat that is designed to be straddled by the driver, and, (d) is designed to carry a driver only. The operation of All Terrain Vehicles is permitted on ‘designated’ municipal roadways between the hours of 6:00 a.m. and 11:00 p.m. only. The Maximum speed allowed is 20 kilometers per hour if the posted speed limit is not greater than 50 kilometers per hour. A Maximum of 50 kilometers per hour is allowed if the posted speed limit is greater than 50 kilometers per hour. Always Drive Safe! Annual Budget – Tax rates and Budget Summaries are available on the Township website or by contacting the municipal office. Detailed budgets are available at the municipal office. Paper documents or a CD can be requested for a minimal fee.

Access to your property by Emergency Vehicles – Laneways and/or private lanes are to be kept clear of snow and debris, and annually brushed back to allow emergency vehicle access (Fire, Ambulance, etc.) By-law Enforcement and Complaints – Should you wish to lodge a complaint of any type, your name is required as staff cannot act on ‘hearsay’; however your name will be kept confidential. Building By-law – For construction, demolition, change of use permits, and inspection issues, contact the Chief Building Official (CBO), at the municipal office, (613) 479-2231 ext. 224 or cbo@northfrontenac.ca. Residents must apply and receive a civic address first before applying for a building permit if the property does not have one. If you are unsure if a permit or inspection is required, contact the CBO first. Be safe, not sorry! Burning & Open Fires By-law – Requirements exist for adequate personnel, equipment, water access, liability for property damage, and fees associated with Fire Department Responses to outdoor fires. NO fires shall be set outdoors between the hours of 7 a.m. and 7 p.m. from April 1st to October 31st except for cooking and warmth. Qualified commercial operators (as per Township Policy) may obtain special day-burning permits at no charge (Ignition Authority). For more information on Burning Conditions and Fire Bans please call (613) 336-1851 (Ward 1) or (613) 479-0399 (Wards 2 & 3). Cemeteries/Plot Sales – Please contact the Clerk’s Department at the municipal office for purchasing plots in a municipal cemetery. Civic Addressing (911 #’s) By-law – Applicable to all properties with a dwelling (i.e., house, recreational vehicle, etc.). An application and administration fee (to cover the cost of material and installation) is required. Commissioning Documents – The Treasurer, Clerk, and Deputy Clerk are able to stamp a document as a ‘True Copy’ and commission signatures, provided you have picture ID with your signature, such as a driver’s licence. There is no charge for this service, but contact the municipal office in advance to ensure someone is available. We cannot stamp passports or sign as a notary public.

Compost, Garden and Kitchen – Backyard composters are available at the Municipal Office for a minimal fee. Also, under the counter kitchen compost buckets are available to Ratepayers free of charge. Council Meeting Dates, Locations and Minutes – For past records and upcoming dates, see the website or contact the municipal office. Crown Land Road Use Fees By-law / Campsite Fees and Registration – Visit the North Frontenac Parklands website at www.northfrontenacparklands.ca, or contact the Community Liaison/Property Building Coordinator. Development – Are you proposing to build? Excavate? Cut trees? Contact the municipal office first for information. Be safe, not sorry! Dog Tags (see Animal Control and Zoning By-Laws) – Dog Tags are required annually on January 1st. A Kennel Licence is required where 4 or more dogs are kept and meet the kennel licence criteria. No animals are allowed on any Municipal Public Beach. A fine can be imposed for violation of any part of this by-law. Please be aware of all requirements if you own a dog by contacting the Municipal Office. Driveway Entrances By-law – Construction of Entrances Policy – An application for an Entrance Permit and a fee is required, along with an inspection, and approval in advance, by the Public Works Department. Emergency Response Plan By-law and Emergency Kits – The Township of North Frontenac has an extensive Emergency Response Plan in place, and a Community Control Group to activate the plan in the event of an emergency. Are you personally ready if an emergency situation was to occur? Do you have a Home Emergency Plan and a 72 hour Emergency Kit assembled? Information on preparing a Home Emergency Plan and 72 Hour Emergency Kit Checklist is available at www.northfrontenac.ca, or you can contact the Municipal Office for a printed copy of this information. Endangered Species Act 2007 (ESA) – This Act provides stronger and broader protection to three times more species than previous legislation and also includes habitat protection. The Act strives to protect species, while balancing the social and economic well being of our citizens and communities. There are many flexibility tools in the act to achieve this balance and the MNR is taking a “stewardship first” approach. Be sure to check with the Municipal Office prior to any excavation and/or development as this new Act now protects endangered and threatened species and their habitat. We all need to act responsibly in protecting species at risk and their essential habitat. (See also pages 11, 34, and 35)

Fence Viewers By-law – Three (3) Fence-Viewers have been appointed to assist the Township of North Frontenac to carry out the provisions of the Line Fences Act. Contact the Clerk’s Department for details. Firearms – Discharge of Firearms By-law – Provincial and Municipal regulations exist for guns or other firearms, such as air guns, spring guns, bows, etc. All firearms are Prohibited, for any reason, within the boundaries of all designated Hamlets or Waste Sites. For dealing with nuisance animals contact the MNR. Contravention of this By-law shall constitute a fine. Sunday Gun Hunting is permitted subject to prohibition noted above. Firewood Alert! (see Wood Bug Alert!) – Do not move or transport firewood far distances. Moving firewood, even just a few kilometres, can spread invasive species to our forests. It might seem difficult to imagine, but something as simple as bringing your own firewood when you travel to or from your favorite campsite/cottage could threaten and destroy thousands, even millions, of trees. Hall (Community Halls) Rental Fees By-law – The rental rates and contact information are available at the municipal office. Hazardous Waste (Municipal Hazardous and Special Waste – MHSW) – Household Hazardous Waste Depots will be located at the 506 Waste Site, Plevna Waste Site, and Mississippi Waste Site, open annually, from May 15 to October 15. Hours of operation for disposal sites are set out on page 16. A list of accepted items is available at the Municipal Office and at www.northfrontenac.ca.

Inspections – See “Building By-law” Kennel Licence – See “Animal Control and Zoning By-Laws” Lottery Licencing By-law – Contact the Clerk’s Department for fees and mandatory licenses regarding the sale of lottery licences. Mail Boxes – The Township will not be responsible for damage to mail boxes, newspaper boxes or parked vehicles when the said boxes or vehicles interfere with the snow ploughing of Township roads. Minor Variance – See “Planning Fees & Processes By-Law” and/or check the website at www.northfrontenac.ca. Contact the Municipal Office for further information. Mississippi Valley Conservation (MVC) – Under Ontario Regulation 153/06 – “Development, Interference with Wetlands and Alterations to Shorelines and Watercourses” Consultation is required with Mississippi Valley Conservation (MVC) prior to the initiation of alterations to the shoreline of any water body. In the event shoreline work is proposed, MVC shall evaluate such property works to ensure there will be no harmful alteration, disruption or destruction of fish habitat. Authorization under Section 35 of the Fisheries Act may be required for such work. (Docks, boathouses, shoreline work, etc.) Contact the MVC at 4175 Hwy. 511, Lanark, Ontario, K0G 1K0, (613) 259-2421. Noise & Public Nuisance By-law – No person shall ring a bell, shout, use a siren (except for emergency situations), play loud music, allow a pet to bark, etc., or cause or permit any unnecessary noise for an extended period of time which disturbs the local inhabitants. No unnecessary noise shall arise between the hour of 9:30 pm and 6:00 am. Contravention could be cause for a fine. Official Plan – This document sets the goals, objectives and policies for Land Use Planning in the Township of North Frontenac, to provide guidance for the physical development of the Township while having regard to relevant social, economic and environmental matters. This Plan is reviewed and updated every 5 years. A copy is available at www.northfrontenac.ca or in hard copy at the municipal office for a minimal fee.

BE SURE TO CHECK WITH THE TOWNSHIP BEFORE YOU BUILD ON THE SHORE ROAD ALLOWANCE (66 FEET FROM THE HIGH WATER MARK). This means building docks or viewing decks/gazebos, etc., on a lake or riverfront property, or clearing the trees and/or vegetation from this area. A minimum 15 metre (49.2 ft.) deep vegetative buffer along 75% of the shoreline shall be maintained with the exception of a maximum 9 metre

wide water access point to accommodate a footpath, stairs, dock, etc., for the purpose of helping to minimize the impacts of nutrient loading, soil erosion and sedimentation on the water quality of the abutting body of water. Zoning By-law Amendment – Administration Fee Official Plan Amendment – Administration Fee Plan of Subdivision or Condominium Approval – Administration Fee Photocopying & Fax Service By-law – Available at the Municipal Office, copies, and incoming/outgoing faxes are subject to a minimal fee. Pools – Contact the Building Department at the Municipal Office for regulations and requirements for fencing, etc. Private Lanes / Rights-of-Way – See “Access to your Property”. Recreational Vehicle By-law – See “Trailers and RV By-Law” Recycling Information – Recycling is mandatory for everyone. The more we recycle, the longer our Municipal Waste Sites will be open and the service provided. Recycling keeps waste management maintenance expenses from skyrocketing. THANK YOU FOR YOUR PAST EFFORTS AND PLEASE HELP KEEP NORTH FRONTENAC GREEN for future generations to enjoy. Information on recycling is available at the waste sites, the Municipal Office, or on the Township website at www.northfrontenac.ca. Road Standards and Classifications By-law – is available online and at the municipal office. No person shall damage, work on, or cut through a municipally owned road for any purpose. The issue of safeguarding municipally-owned roads and/or property is of utmost importance to the Township. Prior to the commencement of any work undertaken on the municipality’s roads and/or property by any individual shall first be authorized by Council in writing. Safe Property By-law – This requires all buildings and yards to be put in a safe condition by the property owner/occupant to guard against fire or other dangerous risk or accident. Failure to comply could result in a fine. NEW Septic System Installations – Contact the Public Health at (613) 336-8989 for more information. Septic Re-Inspection Program – in cooperation with Mississippi Valley Conservation (MVC). This is a voluntary program and you will be contacted by MVC with a questionnaire prior to inspection. For more information please contact MVC at (613) 259-5307 or check the Township’s website at www.northfrontenac.ca under Environment. Smoke and CO2 Detectors – It is important for all homeowners to install and regularly check the functionality of smoke detectors in the home. It can help save lives! Smoke dectector batteries should be changed every six months. We recommend changing batteries when daylight savings time changes occur. (See also pages 20 and 21) Taxes, Property – Property Taxes are billed twice annually. The Interim Billing is sent out the first week of March, with 2 installments, the first installment due at the end of March and the second at the end of May. The Final Billing for residential properties is sent out the first week of August, with two installments, the first installment due at the end of August and the second at the end of October. The Final Billing for commercial properties is sent out during the first week of September with installments due the end of September and again at the end of November. residential accommodation) are required to be licenced annually (a licence fee applies). An Application, and site inspection by the Chief Building Official is required prior to placement. The site must be adequately serviced with a potable water supply and sewage disposal as per the Ontario Building Code. One recreational vehicle only may be used on a vacant lot. (See pages 16 and 17 for more information.) Integrated Waste Management Plan – review draft on www.northfrontenac.ca, or contact the municipal office. Wood Bug Alert! Emerald Ash Borer – The Emerald ash borer, Agrilus planipennis Fairmaire, is an invasive insect species from Asia that was first found in North America in June 2002. Despite substantial research and control efforts, the beetle has continued to spread to new areas. Some of this spread has been natural dispersal, but the long distance spread has been helped by people, especially through the movement of nursery stock or infested firewood from infested areas. (See “Firewood Alert!”) If not effectively controlled, the emerald ash borer is expected to spread across the entire range of ash, causing widespread tree mortality. Emerald ash borer adults are metallic green, 8.5 to 13.5 mm long, and slender. The head is flattened, with black compound eyes that cover most of the side of the head. Short antennae extend from the face, then curve back to just past the eyes. The upper side of the abdomen is copper to purplish, and is visible when the wings are open. Asian Long-Horned Beetle – The Asian long-horned beetle, Anoplophora glabripennis, is a large black insect, with white spots scattered on its back. Its distinctively long antennae, that give the beetle its name, are as long, or longer, than the length of its body. This creature is considered an invasive species in North America, because it is a threat to many species of deciduous hardwood trees. The larvae of this beetle bore deep into a tree’s heartwood, where it feeds on nutrients.

The tunnelling that it creates greatly damages a tree and usually kills it. This beetle has the capability of flying for distances of 400 metres, however, they tend to lay eggs from the same location where they emerged as adults. Only once the tree dies, or gets over populated, will the beetle migrate to another host tree. Quarantines have been established around infected areas to prevent spread in the past, throughout Ontario and Canada. Report signs and symptoms of infested trees to the Canadian Food Inspection Agency (CFIA) by phone 1 (800) 442-2342 (toll free) or online at www.inspection.gc.ca, or contact the MNR at 1 (800) 667-1940 (toll free), or your local municipal parks or forestry department. For more information go to www.mnr.gov.on.ca. Wood Burning Appliances – A W.E.T.T. (Wood Energy Technology Transfer) inspection by a certified private contractor is required for the installation of any wood burning appliance (Woodstoves and inserts, fireplaces, etc.). Complete inspection of any wood burning appliance involves an evaluation of every part of the heating system, from the floor pad to the chimney cap. All of these parts are covered in the codes, so compliance can only be determined if every part is inspected. Woodstoves and inserts are more efficient than open fireplaces and, if properly installed, can be quite adequate. However, many difficulties have been experienced, especially with poor connections between fireplace inserts and original chimney flues. A copy of this report is to be submitted to the municipal office, as a Building Permit is mandatory.
