Civic Centre Redevelopment Update

‘A true hero’ Family wants to thank the man who alerted them to the fire burning through their home’s roof. SEAN KOLENKO S TA F F R E P O RT E R

rlohma Place, a tiny cul de sac in North Vancouver’s quiet Parkgate community, is the kind of place where kids still play road hockey. It’s the kind of place where everybody knows everybody. And, says resident Glenn Johnston, it’s the kind of place where neighbours give you their clothes to keep warm after you’re forced to run from your burning home. “The way the burn pattern moved, we wouldn’t have got out alive if we weren’t woken up,” says Johnston. “I was sleeping in my son’s room. Ten more minutes and the roof would have come down on us.” Every Sunday, Johnston and his wife Tamara, both teachers at West Vancouver’s Sentinel secondary school, burn a small fire in the fireplace with their children — three-year-old son Caden and seven-month-old daughter Lily. Feb. 5 was Caden’s third birthday, so Johnston says he burned some of the wrapping paper and boxes from his son’s presents. By 8 p.m. Sunday

omicide investigators are hoping to reveal more details in the next few days about the female body discovered in North Vancouver’s Kirkstone Park last week. On Wednesday (Feb. 9), Cpl. Dale Carr, spokesman for the Integrated Homicide Investigation Team, said police may soon be able to confirm the identity of the victim and possibly whether the body was dumped at the scene. “That’s our hope, but often times in policing things our hopes get crushed,” Carr told The Outlook at press deadline. “We’re still trying to finalize a few things.” Carr confirmed the body, which was found around 1 p.m. Feb. 2, was wrapped in plastic, but

noted the remains were not dismembered. “There were also no signs of decomposition to suggest it was there for a long period of time.” The gruesome discovery was made by an area resident on a vacant lot in the 2200-block of Kirkstone Drive, next to the park. Trails on the property are frequented by local residents and users of the nearby Karen Magnusson Rec Centre. “Me and my boyfriend usually walk the dog down there [Kirkstone Park]. It’s really freaky,” local resident Samantha Baine told The Outlook. “I’m concerned. We just moved here from Squamish and thought the neighbourhood was pretty safe. It’s shocking.” Carr, however, said there’s no indication that people in the area are in any danger. “There’s no reason for the community to be worried at all,” he said. “People should carry on with life as it was before this happened.” Anyone with any information is asked to call IHIT at 1-877551-4448 or the North Vancouver RCMP at 604-985-1311. the “double loyalty” facing Canadian politicians. There’s an allegiance to the party, he says, and all the ideas the Liberals stand for. Universal health care, Canada Pension Plans for retirees and early learning and childcare for every family — the ground, he calls it, under all people’s feet. “One of the things that makes North Vancouver such an astounding community in Canada is the richness and diversity of the cultures and origins of all the people who come here,” he says, looking out to the audience that included Liberal MPs Hedi Fry, Joyce Murray and former MP Don Bell. Beyond the demands of partisanship, however, Ignatieff says politicians bear an even more significant loyalty to the democratic system itself. It’s a loyalty not just to a specific riding or group of constituents. It’s a partnership, he says, with the entire country. And that’s a lesson North Vancouver needs to remember, he says, when it embarks on a “democratic experiment” in the near future. Roger Bassam, Taleeb Noorhammed, Kevin O’Neill and Dee Dhaliwal — the four hopefuls vying for the North Van Liberal nomination — stand in silence. He’s talking to them. “Can we have a nice, free open competition from fellow citizens to choose who should be the next person that the Liberal party represents in North Vancouver?” he asks. “There are thousand in Liberation Square in Cairo fighting for what’s present in this room. Fighting to have the chance to have a civil competition between political opponents for who will run the country. We’ve got it, let’s not lose it.”

n a small meeting space in North Vancouver’s Holiday Inn, steps away from a room of 60-plus Liberal supporters he spoke to just a few minutes earlier, Michael Ignatieff reflects on the hectic schedule he’s keeping these days. Getting out of bed in one province, falling asleep in another. That’s the life of a federal opposition leader, especially with the possibility of an election looming around every corner. “A lot does happen in a COFFEE day,” he tells The Outlook. WITH “I woke up in the Rockies, Sean Kolenko spoke to a full house in skolenko@northshore Canmore [Alberta], got on a outlook.com plane to come here and had some West Coast oysters for lunch. It’s a good life.” Last Saturday marked the second time in as many months Ignatieff has swept through the North Shore. In January, he addressed a crowd at West Vancouver’s Kay Meek Centre as part of a highly publicized crosscountry tour. These days, Ignatieff spends most of his time on the road educating Canadians about his party’s values and what he feels are key issues for the future well-being of the country. But it isn’t always a one-way flow of information, he says. The best part of his gig is hearing what people have to tell him. “I’m waiting for the plane on my way here and a woman comes up to me and said ‘you have to stand up for health care.’ She said she beat cancer in Canada and believes she couldn’t have done it in the U.S. She just couldn’t afford it,” he says. “If you listen hard enough, people talk to you about what concerns them.” But when you man the microphone as often as he does, you get the chance to offer an impromptu political science lesson from time to time. For his third speech on Saturday, Ignatieff figured he’d give a quick talk — a bit of a “pompous lecture” he says, with a laugh — on

he dinner party was rowdy. Plates were being emptied, wine flowed and conversations were animated. Amidst the ruckus, Richard van Leeuwen caught Rosamund Paton’s attention. It was the way he talked – not loud, even though he could be clearly heard amongst the crowd, his words thoughtfully and carefully selected. Then, when one of Rosamund’s guests accidentally snapped a chair leg, Richard immediately ventured under the dinning table to fix it. “Ah, this man has potential,” Rosamund thought of this stranger who came with friends to her house. Their second meeting, and first official date, was at the Vancouver Museum. The museum was holding an exhibit on ancient instruments and, as the music buffs rambled through the rooms, Richard went over each artifact. His descriptions were good, Rosamund thought. The kind of descriptions one might expect from an engineer. He had a sense of humour, was intelligent, loved the outdoors and perhaps most importantly, Richard treated Rosamund like anyone else. “I was just included,” she says in the kitchen of her West Vancouver home. Rosamund is blind. At the age of two, she lost her sight in three days to the disease retinitis pigmentosa (PR). But Rosamund’s lack of sight is difficult to notice as she gingerly fixes a cup of tea, behind a kitchen island sporting glass jars of Rosamund’s freshly made marmalade.

Council briefs: WV ups tax rate REBECCA ALDOUS S TA F F R E P O RT E R

est Vancouver property owners will be dishing out an average of $3,113 in municipal taxes this year. After two months of debate, council adopted this year’s budget with a 1.1 per cent tax rate increase — one of the lowest increases in the Lower Mainland, said Nina Leemhuis, the district’s director of financial services. The district’s overall budget sits at approximately $76.8 million, up approximately $1.5 million from last year. The municipality originally estimated a 2.35 per cent tax rate increase was needed to cover a projected $1.2-million shortfall, despite last year’s approximate $500,000 surplus. Labour and wages make up 80 per cent of the budget’s increase. The suite deal West Vancouver is considering removing the owner occupancy requirement from its new secondary suite regulations. Instead of requiring the property owner to live in a house with a secondary suite, the district is mulling the idea of mandating that non-owner occupied suites must have a designated local contact who is managing the property. A public hearing on the topic will be held on Monday, Feb. 21, at 7 p.m. in the municipal hall council chamber. Housing pilot West Van’s housing pilot project will live to see another day. After coming under fire by some councillors for the lack of progress made in the initiative, council voted to hone the program for 2011. District staff will examine the idea of exempting alternative housing pilot projects from devel-

opment application fees and public amenity contributions for rezoning. “We have an obligation to fulfill [the housing pilot initiative],” Mayor Pamela Goldsmith-Jones said. “But we’ve got to tighten it up.” Gearing up for the 100th birthday The West Vancouver Historical Society is gearing up for West Van’s centennial. The society is busy compiling a book entitled Cottages to Community to celebrate the big birthday next year. “There is story after story,” the society’s president Jim Carter told council. So far the society has raised $35,000 toward the project, half the funds needed to publish the book. All people and groups who donate money will have their names listed in a special section of the book. To donate visit www.wvhs.ca. Any profit from the project will go back to the community through West Van’s museum and archive, Carter noted. In the numbers Fifty-seven per cent of West Vancouver residents would support tax increases if they were necessary to maintain services, reports the district’s 2010 community survey. Since 1978, with the help of surveys, the municipality has gauged public opinion on its work. Last year, 889 residents complete the questionnaire, said Julie Winram, vice-president of Synovate Research, who conducted the study. Up from previous years was support for the district to contract out services and utilize new revenues sources, such as third-party events in West Van parks, Winram noted. The project is in its early stages, said Geri Boyle, West Van’s community planning manager. “We have to examine the impacts on traffic,” she noted. Even though the proposal is in its infancy, Ambleside businesses are excited to see the development move forward, said Maggie Pappas, West Vancouver Chambers of Commerce vicepresident. Hockey’s field of dreams If you want to play university hockey, try the field version of the game.

H

ave you heard the joke about the successful farmer? They said he was out standing in his field. Okay, okay, have you heard the one about all the successful North Shore hockey players? They, too, are outstanding in their field. That’s no joke. You see, they aren’t ice hockey players. They play field hockey. INSTANT Since REPLAY 2005, over 70 North Len Corben Shore girls lencorben@yahoo.ca – and up to 100 if you go back to 1996 – have graduated from high school and gone on to play university field hockey at CIS schools across Canada and in the NCAA throughout the U.S. Those are astounding numbers. No other sport can come close to those totals. Most have received full-ride or partial scholarships or some other form of financial aid. A significant number have taken on the role of team captain, achieved accolades ranging from rookie-of-the-year to conference all-star to All-Canadian or All-American, and won national championships. Official B.C. high school championships began in 1964 but no North Shore team won either a AAA or AA title until 1997 when Collingwood won their first of three consecutive AA crowns. However, in the last four years North Shore schools have taken a stranglehold on every meaningful tournament in site during the fall season. That

includes the season-opening UBC Invitational, Victoria’s historic Bridgman Cup and the B.C. championships where West Van and Carson Graham in AAA and Collingwood in AA have combined for five titles and those schools plus Handsworth, Argyle and Sentinel also have three seconds, one third and 11 other finishes from fourth to seventh. Then from March to June, many of the same girls play for teams in the West Van Field Hockey Club which provides some very high-profile competition. Oddly enough though, for many the critical time of the whole year is right now. Two reasons. First, it’s when Grade 12 field hockey players receive official scholarship offers from NCAA schools and must return signed commitments. (Canadian universities have a less-structured time frame.) Secondly, it’s the week of the mammoth 5th annual ESPN Wide World of Sports Field Hockey Showcase near Orlando. Each year the WVFHC’s Adanacs program has taken three teams there (in addition to teams to the U.S. National Festival in Florida or California each November since 2004). This week one Under-18 and two Under-16 teams comprising 44 girls in Grades 8-11 (along with an entourage of six coaches and about 25 parents) are part of the 144 teams playing from Feb. 8 to 13 on 13 fields surrounding Champion Stadium, the spring

(Canadian universities do their scouting at B.C. high school championships and provincial select-team tournaments.) Next winter, some of this year’s Grade 11s will have the tough task of deciding where to play university field hockey in the fall of 2012. Do they want to explore the big world out there, leave home and go east or south? Or should they play close to home where everything is more familiar? What’s the quality of the education they’ll get? How much will school cost beyond any scholarship money? What does it cost to fly home at Christmas? Do they want to play for five years (the Canadian system) or four (in the U.S.)? The options for those good enough are wide-ranging. But there are so many variables, so many decisions.

She and Handsworth teammate Sam Smith (who played five years at UBC where she was co-captain her last season) had wanted to go somewhere together to play but it didn’t work out “I looked at the rankings the year I graduated from high school,” recalls Kri over the phone from Toronto, “and the University of Toronto was the best field hockey school in the east. I also looked at it academically and it stands up pretty well. So it was a good choice. It was definitely an adventure going by myself. “The coaching staff, I would say, is the best in Canada, hands down... absolutely. “Our group of girls was such a tight-knit group coming in in my first year and I left that way [graduating in 2010 in Urban Studies] just feeling like the girls were my family. I was never homesick, never really felt separated from Vancouver. It never

They were on hangers in the dressing room and it was the only one left. My favourite is #23 for Michael Jordan and my mom’s birthday.” Best thing about hockey? “Playmaking. I like to score but I like the feeling of setting up a play and seeing somebody on my team score.” Favourite place to visit? “Hornby Island. I’ve been going for three weeks every summer since I was 2. We camp with family and friends.” Best Movie? “Avatar. When I saw it in 3D, it kind of blew my mind.” If you could have dinner with anyone, who would it be? “Sidney Crosby. I’d ask him what his daily life is like and for tips managing hockey with school. It can get really stressful when you get home after a game and you’re dead tired and there’s an exam the next day.”

This school year, when the Blues were Canadian champs, there were 10 girls from B.C., eight of them from the North Shore. “Once we can get someone [to Toronto] on a recruiting trip,� she declares confidently, “they’ll definitely come to the school.� She’s now taking a one-year, postgraduate course in sport and event marketing at George Brown College in Toronto.

Emily went south of the border Emily Kozniuk experienced a whole different level of athletics going from Argyle to Boston College in 2007. “I had offers from quite a few schools,� Emily explains on the phone from Boston. “I took three official visits and had offers from numerous other schools but decided on Boston College because their business program was ranked one of the top in the country and that’s what I wanted to go into. The combination of field hockey and the business school really drew me here.� “The best thing about Boston College?� she ponders, repeating my question. “I don’t want to say the importance of athletics, but how strongly and seriously it’s taken. It’s very different from back home. “It was an eye-opener when I came down here to see how big football is, for instance. The entire campus shuts down the day before a game and then the tailgating is just out of control. And everybody knows everything about all of the athletes. It’s a totally different world. “The best thing about the field hockey is my team. I’ve met so many people from around the world. My teammates are from Argentina, New Zealand, England, Germany and I had the opportunity to play with some very talented girls. So that’s one thing I’ll leave Boston College with is the great people.� Emily graduates in May. Kristyn found a home at home Kristyn Harrington went to West Van, the school both her parents attended, and had interest from post-secondary schools in the U.S. and Victoria, but opted for UBC. “I think part of it (choosing UBC),� she notes now, “was talking to those who had played with me or who coached me, getting their vibes on how much they had enjoyed it there. “I felt I would mesh better with that team and coaching staff, not to mention they had a great reputation in terms of national titles.� In fact UBC won the McCrae Cup – emblematic of the CIS championship – for the 11th and 12th times while she was there, overtaking the 11 that UVic and now Toronto has won. “The best thing was getting to know the girls as well as you do. Coming to university, you instantly have 15 friends. “Being in a city that I was somewhat familiar with, that was kind of nice. I was very comfortable. There were a lot

of great people in the Human Kinetics program I was in. It was really kind of tight-knit and the right program for me. So I really enjoyed what I was learning and the people around me.� Kristyn plans to be back at UBC in September to take the physiotherapy program. So there you have it. Kri, Emily and Kristyn also revealed they made their decisions on which institution to attend while taking official campus recruiting trips. In some cases it was the negative experiences that had them looking elsewhere. But each obviously made the right decision, for them, and came away with a solid university education, a playing experience that was second to none and friends for life. What more can you ask for from a field of dreams?

he North Shore’s two top cops have been named president and vice-president of the BC Association of Chiefs of Police On Monday (Feb. 7) the organization announced North Vancouver RCMP Superintendent Tonia Enger as the incoming president and West Vancouver Police Chief Constable Peter Lepine as the vice-president. Enger, who has served as head of the North Van detachment since 2009, said she looks forward to working with her West Van counterpart. “Taking over as BCACP president is an exciting opportunity and a huge responsibility,� said Enger in a release. “This year we’ve got a mandate to do more advocacy and public outreach and really dig into more of the issues facing our profession.� Lepine, who spent the first three decades of his career as a Mountie, said he looks forward to being an advocate for policing and public safety in B.C. “The BCACP is the voice of every police officer in this province,� said Lepine. “And it’s our job as an association to make sure our members are well represented, well informed and doing their part to achieve positive change for the profession of policing and for the people of this province. “It’s a big job, but I can’t think of anything more gratifying than giving back to a profession that’s given me so much.“ The association’s first board meeting of 2011 is scheduled for Feb. 16 in Chilliwack.

ittle can prepare you for the feeling of holding the world’s oldest known axe head in your hands. Even if it’s just one example of many from the story you’re hoping to tell, more than 35,000 years of history resting in your palm can be a tough thing to compute. But that’s where filmmaker Adrian Buitenhuis found himself, deep in the desert of Australia — 200 kilometres from anywhere, he says with a smile — cameras in tow. Buitenhuis has been producing and directing the documentary film Spirits in the Stone, chronicling the 2006 discovery of an ancient rock shelter known as Gabarnmung. The shelter is found on land belonging to the Jawoyn tribe, indigenous people of the Australian Outback. Carbon dating, notes Buitenhius, has revealed members of the tribe walked the area more than 45,000 years ago. Painted in with a myriad of pictures, some of the rock shelter’s still-vivid drawings illustrate natural themes of animals or rainbows, while others depict the distinct silhouettes of foreign settlers, top hats and all. Because of the remote location of the rock shelter, Buitenhuis says those who drew the pictures of the foreigners likely walked more than 160 kilometres from the nearest town before completing the work. Told through the film’s main character Margaret Katherine, a Jawoyn elder, Spirits in the Stone shows archaeologists digging in the area, while Margaret Katherine recounts the stories of her elders. Buitenhuis says Margaret Katherine has been the driving force behind the making of the film because she wants her nearly-lost culture recognized. She wants to create a viable way of living off her land and, in the process, learn more of her tribe’s history. The project’s even caught the attention of Oprah Winfrey. As part of her “Ultimate Australian Adventure”, Winfrey sent 14 viewers more than 3,700 kilometres from Sydney to Gabarnmung to witness the discoveries. Buitenhuis also shot and produced a short clip, narrated by Winfrey, for broadcast on the show. Those who visited called the experience “overwhelming”, with some even leaving in tears. “No one has ever been given the right to film

I

t’s been a few days now since indie rockers Said the Whale learned they were in the running for a Juno Award, but for the band’s co-founder, Tyler Bancroft, the news is still sinking in. In a phone interview with The Outlook, Bancroft says the band’s recent successes seem to keep piling up. And the Juno nod, he says, is the proverbial cherry on top. “It’s really floored all of us. We really had no idea it was even possible,� says Bancroft in between recording and rehearsals. “The Junos seem to be making a shift from corporate to independent bands, and I think that’s a reflection of the Canadian music scene.� Locally, Said the Whale has been growing in popularity since forming in 2007. Tracks like “Camilo (The Magician)� and “Emerald Lake, AB� now get steady play on local radio stations. In November, the five-piece band won second prize — and a cheque for $75,000 — in the Peak Performance Project, an annual contest held by 100.5 The Peak FM and Music BC. Being nominated for a Juno for “New Group of the Year� is a positive sign that the band is gaining notoriety outside the tightly-knit Vancouver music scene. In part, says Bancroft, that can be partly attributed to the cross-country success of other local acts, such as Dan Mangan. “When someone like Dan Mangan gets popular, it benefits all of us and draws attention to what’s going on here,� Bancroft says. “There is a sense of community amongst musicians in Vancouver. In other cities, bands seem to compete with one another, but here, it’s a collaborative effort.� The band’s love for Vancouver is evident in lyrics. The local geography, says Bancroft, is something that has inspired more than a handful of their songs, with references to Howe 6. Sound, English Bay, and Richar d False Creek abound. There is nothing that smells quite like it. We always roll all of the windows down in the van when we cross back into B.C., no matter the weather.� On Friday, Said the Whale will join fellow Vancouver indie outfit Mother Mother on stage at West Vancouver’s John Lawson Park for the first-ever Columba Light Festival. The event, jointly hosted by the District of West Vancouver and the West Vancouver Community Arts Council, celebrates the winter season and the theme of “peace, love and togetherness in our community.� The name Columba — meaning “dove� in Latin — is borrowed from the constellation of stars that appears over West Vancouver in February. Christie Rosta, West Vancouver’s special events coordinator, says the two-day festival is, in part, an attempt to engage young people. The bands chosen, she adds, were suggested by younger members of the community. The festival begins Friday night (Feb. 11) with a community dance showcase and Phoenix Rising fire show, followed by performances by Said the Whale and Mother Mother. Those events take place from 6 p.m. to 10:30 p.m. at John Lawson Park. On Saturday (Feb. 12) there will be a drum cafe and performance by Eagle Song dancers at the West Vancouver Community Centre from noon until 2 p.m. That evening there will be starlight public skating at the Ferry Building Gallery and live jazz at the Silk Purse Cafe.
