What a CelebraƟon! This issue is slightly later than usual, but I wanted it to be a special Jubilee issue and it wouldn’t have been the same without pictures of you all enjoying the Jubilee weekend and celebraƟons. We didn't need any excuse for a community celebraƟon, it was long overdue and to celebrate the Queen’s PlaƟnum Jubilee was a fantasƟc reason. For this reason, all the village halls including HasƟngwood, Thornwood and the North Weald Village Hall held their own events but Cover photo Taken by me, the Beacon lit at the end of the I joined forces with Dawn and Colin Kinnear from the Queens Hall Jubilee Event in North Weald to put on an extra special event. The three of us aided with some funds from North Weald BasseƩ Parish Council and the Queens Hall itself, arranged a community event in just six weeks. This happened on the 2nd June and we were delighted with the result. You can read more about this in the magazine. Don’t make it easy for burglars Now it is coming to holiday season and of course it is Summer, it may be wise to take simple steps to try to deter burglars who are often opportunistic thieves who prey on houses and flats. They seek out any opening that they can take advantage of, specifically doors and windows that are left open or unlocked or are easy to force. Anything of value that they might spot through a window will only spur them on. But it really doesn’t take much to deter these thieves – just smart thinking. One of the most important pieces of advice is do not mention on social media that you are on away on holiday. I know it can be tempting but wait until you get back to share that you had a holiday or upload those photos. The advice below is from Essex Police:-
x Burglars target homes that they think will contain valuables. It is the second nomination for Councillor Sartin who previously served as chairman of council in 2013/14. Councillor Darshan Sunger is the Council’s new Vice-Chairman. In her retiring address, Councillor Helen Kane outlined some of the special highlights of her unique double-term of office. Thanking her husband and fellow councillor, Sam Kane for his support, councillor Kane then thanked fellow members from the bottom of her heart, for putting their faith in her for the previous two years. It was with delight that Councillor Kane then presented Councillor Stephen Murray with a token of the council’s appreciation on his re-election to the council after entering his 40th year of service. Councillor Kane will not be idle next year. Later in the meeting she was appointed chairman of the Overview and Scrutiny Committee. Thanking councillors for their faith in her, Councillor Sartin outlined the serious work facing the council including support for residents as the cost of living crisis bites over the next 12 months. Councillor Sartin’s Chairman’s Charities for 2022/23 will be St Clare Hospice at Hastingwood and the Essex and Herts Air-Ambulance based at North Weald.

Epping Town Council elects new mayor Epping Town Council has elected councillor Barbara Scruton as Town Mayor for 2022-23 - the second time that she has held the position. Councillor Scruton, who was previously Town Mayor in 2014-15, was nominated by outgoing mayor Michael Wright who spoke about some of the highlights of his time as Mayor as he handed over the chain of office at Tuesday's annual council meeting. Councillor Wright said: "All good things must come to an end - and mine just did." He added: "It has been a very interesting and rewarding year and a privilege to have served Epping and the town council (as mayor) for a second time." He thanked his wife, Lorna, deputy mayor Barbara Scruton, planning and general purposes committee chairman councillor Nigel Avey and all other councillors for their support, and gave a special thank you to town clerk Beverley Rumsey and all town council staff for the "colossal amount of work" they put in for the council. Mr Wright singled out the Christmas Market and Christmas Tree Festival, the Remembrance Sunday parade and service, Epping Town Show, civic reception and cream tea.
He also highlighted the Quality Gold Award awarded to the town council by the National Association of Local Councils which recognises that the council "is at the forefront of best practice and achieves excellence in governance, community leadership and council development".

Sewer diversion works at Cottis Lane Car Park from Monday 6 June for 6 weeks. From Monday 6th June Qualis Commercial’s contractors will be diverting an existing sewer that is currently located within the Cottis Lane car park site into a new position along Cottis Lane. These works are the first stage of the Epping Town centre regeneration and allow the new multistorey car park to be built. In order for these works to begin, contractors will be on site a week before to set up. The work is expected to take 6 weeks and will be managed at all times to ensure access is maintained to the existing car park and any disruption to pedestrians and vehicles is minimised.

Celebrating 70 Years—The Queen’s Platinum Jubilee This year we celebrate the fact that Her Majesty The Queen will become the first British Monarch to celebrate a Platinum Jubilee after seventy years of service, having acceded to the throne on 6th February 1952 when Her Majesty was 25 years old. This is an amazing achievement and one that we are likely never to see again. Many people know about the hard work that the Queen has done during her 70 year reign. Here are some interesting facts you may not know (courtesy of Royal.uk). x
The Queen was born at 2.40am on 21st April 1926. She was born at 17 Bruton Street, Mayfair, London, and was the first child of The Duke and Duchess of York, who later went on to became King George VI and Queen Elizabeth. On 8th May 1945, the lVictory in Europe Day, The Queen (then Princess Elizabeth) and her sister Princess Margaret, aged 19 and 14 respectively, joined the crowds in London incognito, Princess Elizabeth with her ATS uniform cap pulled down over her face. She later said of the day, "I remember lines of unknown people linking arms and walking down Whitehall, all of us just swept along on a tide of happiness and relief”. x
Her Majesty’s first solo public engagement (as Princess Elizabeth) was on 21st April 1942, her sixteenth birthday, when – then Princess Elizabeth - she inspected the Grenadier Guards at Windsor Castle.

Celebrating 70 Years—The Queen’s Platinum Jubilee 2022—Celebrating the Queen’s Platinum Jubilee Locally North Weald, Epping, Ongar and surrounding areas celebrated in style with organised events or street parties. Thornwood had a good old fashioned 1952 style tea party, Hastingwood enjoyed an afternoon tea and North Weald Village Hall had residents dancing and singing to celebrate the Jubilee. North Weald Community Jubilee Fun Day The North Weald Community Fun Day started off the celebrations on Thursday 2nd June. I was one of the organisers along with Dawn and Colin Kinnear, Trustees of the Queens Hall which was a fantastic choice for the event. After six weeks of planning, a contribution of funds from the North Weald Bassett Parish Council, who also provided funds to the Village Hall, Thornwood Hall and Hastingwood Hall for their events to ensure the entire parish community had a celebration, together with funds from the Queens Hall, we had many evening meetings at the Kings Head Pub planning everything. Our aim was to have a good old fashioned community event, with as much as possible free of charge so that families could enjoy the event without worrying about the cost. With hard work and determination, we were ready and were delighted that so many local businesses wanted to help us by sponsoring a lot of the activities to ensure that we could provide these for free. Residents kindly donated tombola prizes and baked cakes and donated these for the community tea. On Thursday 2nd June, the sun was shining, much to the delight of us three organisers. At 8am we started getting things ready and with the help of volunteers at 1.00pm everybody was welcomed in. It was a delight to see so many local people turn up in their droves with family and exended families coming along with chairs and umbrellas. I heard that some families had turned down a day at the seaside to come along and family from Norwich joined in with the day. When we had the opportunity, either Dawn, Colin or I looked on in wonder and many times said to each other—we did it and people came. Not only did they come but they stayed and their children enjoyed all the free entertainment including crafting, bouncy castles, races, football, pebble painting, film, face painting, water and fruit to name just a few of the things that were available.
It ended with the Beacon lighting at 9.45pm—the time set nationwide for this to happen. Jaymey McIvor came to light the beacon along with Dhruve and Pretti who despite having a well earned day of rest came and joined us to light the beacon on behalf of the community. We could only do this with the support of the Parish Council, Queens Hall, local businesses, volunteers and residents. Thank you.

County Council commits to supporting carers of all ages as new carers strategy launches The Essex All-Age Carers Strategy 2022-26 has now launched. The strategy outlines how Essex County Council (ECC) and partners will support unpaid carers of all ages, undertake the invaluable contribution they make to society. Earlier this year ECC announced ambitious plans to level up the county over the next 4 years. To achieve this, 20 commitments have been made which aim to make Essex a stronger county for future generations. The commitments cover four key areas, economy, environment, health and family. As part of these commitments, the county council pledges to support carers of all ages by achieving a step change in the advice, guidance and support they receive so they can live happy, healthy and independent lives. The launch of this strategy signals the beginning of work to achieve this. At present, there are approximately 150,000 unpaid carers in Essex. They play a vital role supporting their families and friends to live independently within their own homes and their communities.
Whilst rewarding, caring can also be demanding. Maintaining school attendance, employment, social activities and friendships can be hard and that can have an impact on carers’ own physical, emotional and financial wellbeing. ECC Commitments to carers included within the strategy include: x To ensure carers can easily access the information, advice, guidance and support when they need it, early into their caring role. x To develop professional practice and processes to improve identification and support to carers. x To improve transitions for carers as they move through specific phases or life events in their caring role. x To ensure carers have increased opportunity to access good quality support, including opportunities for breaks, to maintain their own wellbeing and those they care for. x To ensure carers’ needs and rights will be understood and recognised across Essex communities. x To recognise that carers will be the experts that influence, shape and be involved in the decisions that are intended to improve their support and wellbeing. These commitments have been produced with carers themselves and the many voluntary and community sector organisations that support them. Happy and healthy lives The aim of the strategy is to help all residents to lead happy, healthy and fulfilled lives and to reach their full potential in terms of health and wellbeing. The existing plan, launched in 2018, ran through to 2028. However social, economic and cultural changes in our communities following the pandemic has prompted this update. The new strategy needs to reflect the changes that have taken place and identify the factors that have the biggest negative influence on us and ways we can address them. A variety of local organisations from small local charities to statutory organisations such as Epping Forest District Council will work together to deliver this plan to improve residents’ health and wellbeing. Your views matter because data and statistics do not tell us the full picture of what is affecting our lives or the lives of family and friends on a day-to-day basis. In this consultation we ask your views on certain issues; tell us if the proposed ideas to tackle them are right and if there are any other actions, we could take to address them. There will be opportunities to add your comments and suggestions throughout and all feedback will inform the final version of the Epping Forest Health and Wellbeing Strategy.

Ukraine Donation Hub Closed The Ukraine Donation Hub hosted by the district council in Epping is closing As demolition work starts on the council’s adjoining Conder office block, the donation hub will continue to provide an outlet for Ukrainian refugee families arriving in the district at the other end of the Civic Offices building until the end of July. However, the drop-off point for new donations is now closed Refugee families are being encouraged to contact the council to view and select donated items from the hub. Contact Ifty Abdullah on Call 01992 564096. The donations have been a lifeline to many Ukraine families and individuals who urgently need the support. This support is still required however as yet no other destination for donations for Ukraine families has been confirmed, which is a shame. Many people want to support Ukraine families who are in Essex but sometimes it is easier to donate items of clothing etc that are no longer required by them or their family as opposed to financial donations.

£350,000 Community Initiatives Fund
invites applications £350,000 is available to Individuals, voluntary organisations, community groups and Town and Parish Councils for projects which build communities and make Essex a great place to live and work and is now open for applications. The fund is administered by Essex Association of Local Councils on behalf of Essex County Council. This year £300,000 is allocated to the main CIF round with grants of up to £10,000 available to support projects that benefit the wider community and demonstrate a real community need. These projects may be new amenities, equipment, new local services or cultural initiatives all of which contribute towards strengthening communities. The deadline for full applications to the main CIF round this year is 19 August 2022. North Weald Airfield Strategic Masterplan Update Epping Forest District Council have confirmed that from December 2021 until February 2022, the community was consulted on the draft Strategic Masterplan. They received a large number of responses and it was great to see many attendees to the online and in-person events held during this period. The masterplan is currently being revised in response to the consultation, and the final Strategic Masterplan and Statement of Community Involvement will be submitted to Cabinet. Epping Forest District Council is currently producing a Strategic Masterplan for the employment site at North Weald Airfield. Land at North Weald Airfield has been identified as a New Employment Site in Epping Forest District Council’s emerging Local Plan.
Navigating the service by St Clare Social Worker June 30th - 1.30pm – 3.30pm St Clare Hospice, Wellbeing Hub, Hastingwood, CM17 9JX St Clare Hospice is holding a series of free, face-to-face events open to anyone in West Essex and East Herts who may have been given a terminal or life-limiting diagnosis and is looking for some informal support. Race for Life—Epping/ North Weald This year the Race for Life returns to North Weald Airfield on 6th July to raise essential funds for Cancer Research UK. Now all can join in and raise funds. The 5K or 10K can be walked or run. I did the Race for Life in 2020 during lockdown and walked 5k in the Forest, last year I didn't take part but now for the 9th year running myself and my three girls will be taking part. This charity is close to my heart because I lost my mum and the girls lost their nanny three years ago to breast cancer.
EFDC gains additional police resource Epping Forest District Council’s dedicated police resource is being boosted by another officer under a new agreement with Essex Police. Since 2018 the Council has paid for three officers – two PCs and a Sergeant – to be deployed in the community safety hub at the Civic Offices, in Epping and covering the whole of the district. Councillors have agreed to renew the contract funding three police officers for a further three years. Essex police has agreed to add another PC to the team at no cost to the Council, increasing the number of dedicated officers from 3 to 4. These officers provide a local police resource across the district’s communities with full powers of arrest and enforcement as well as supporting Council officers in specific areas of their work. Police Fire and Crime Commissioner, Roger Hirst says he often cites Epping Forest District Council as a model of good effective collaboration in Essex.

CHURCH CHAT—St Andrews Church Happy June! This is the month of Jubilee, and it’s got me thinking. The Queen has been a staple of our culture for almost all of our lives! She’s become a real figurehead, and a face that we all recognise. I think that’s what it might have been like to be a prophet or a saint. John the Baptist was recognised wherever he went crowds followed him even into the desert. He brought people together and told them all about God’s plans for them. Who are the celebrities and figureheads we look up to and follow and even take life advice from? Whether it’s the queen, famous stars, youtubers and tick tockers, family members, historical figures, characters in books or TV or friends, we all have people we admire and want to be more like. The thing is that we have to be really careful that we remember that we are worthy of admiration and confidence, too. When we wish we were more like others, we really shouldn’t forget that we have great qualities too. No one can be us, and do the things we are meant to do, except for us. If we are busy being someone else, who will be us?
Blue plaque for Charter Market unveiled A blue plaque has been unveiled to mark Epping's Monday Market as a Charter Market. The plaque, on the frontage of Aves optometrists, was unveiled by Town Mayor Barbara Scruton on Monday. She said: "In 1253 the Market was granted a special charter byKing Henry III. I am told that in the early day the market was renowned for selling wives.
“For I remember the plans that I have for you,” says the Lord. “Plans to prosper you and not to harm you. Plans to give you hope and a future”. Coffee with Cops North Weald district councillor Jaymey McIvor has thanked North Weald Bassett Parish Council and Essex Police for organising the latest 'Coffee with Cops' session in the village. Residents were able to speak to police officers and local councillors and discuss a number of issues such as theft, anti-social behaviour and stolen vehicles. Residents could also take away resources provided by Essex Police which are to help with crime prevention. Councillor McIvor said: "As always North Weald Bassett Parish Council continues to work closely with residents and facilitating 'Coffee with Cops' is one of the many ways residents can voice their concerns about local matters. "I am always impressed by our local police officers who have a genuine desire to make our communities safe places to live, own a business and visit." He added: "It was great to speak to residents about issues that matter to them and I look forward to following up on a number of local issues with the relevant stakeholders."

North Weald Off to Flying Start After a narrow opening day defeat away at Aspenden, North Weald reeled off three victories in a row for a bright start to the season. The Saturday league team opened their campaign in Division One of the Herts and Essex Border League with a win at Hockerill. After losing the toss and being put into bat North Weald posted a respectable 217-7, with a third wicket partnership of 129 between brothers Carl Ginn (85) and Leigh Ginn (70) the highlight. Hockerill were cruising in the run chase at the drinks interval, but a collapse soon followed as pressure was exerted by excellent bowling from Phil Ashwell (5-21) and Vardeep Walia (2-41.) Hockerill were all out for 204, falling an agonising 14 runs short of the target. Meanwhile the Sunday team started the season with an impressive run chase to defeat Little Hadham. On a sunny day and an excellent pitch at the Memorial Playing Field, Little Hadham scored 224-4 batting first but it proved not to be enough. Ross Haworth led the chase with a match winning 72 not out, ably assisted by cameos of 35 from Andy Clarke and 21 not out from Kumar Venigalla. North Weald ended 225-4, chasing down the target with three overs to spare. The following week at home to North Enfield, North Weald slid to 48-4 but were rescued by a quick fire 77 from Michael De Conti, nudging North Weald up to 145-7 at the end of their 40 overs. North Enfield were always slightly behind the required run rate after an economic opening spell of 1-12 from 6 overs by Ben Payne, and were all out for 94 after Bob Wood took 3-18 in 7.4 overs. RideLondon I am sure everyone is aware that RideLondon came to Essex over the weekend 27th—29th May 2022. Congratulations to all the riders who took part in the RideLondon 2022 races over the weekend of Friday 27 to Sunday 29 May 2022. I know that on the Sunday a lot of money was raised for a lot of charities. Road closures and communication were a bit confused with many residents not knowing about timings for road closures, concern was shared over residents who needed carers during the day and some residents were unhappy that they were not able to travel where and when they wanted to. However in North Weald and Epping, residents did turn out to cheer on the cyclists.

Gardening Hints for June What a good start for gardeners, this growing season has seen plenty of warm dry weather during spring and enough rain to get things really growing. This of course applies to weeds unfortunately, so it is very important to keep all areas free of weeds to prevent them seeding. Once you have planted all of your pots, tubs and hanging baskets it is very important to begin feeding them after about three weeks. All multi-purpose composts generally sold in garden centres only contain feed for 3-4 weeks maximum. I see so many customers spending good money on a wide section of plants for tubs and baskets and not feeding them during the summer and resulting in a poor show and fizzing out early. If you are restricted by budget, but a few less plants and invest in plant food. This comes in different forms i.e., liquid, soluble, powder or granules. If you are not very good at feeding, invest in granules that are slow release throughout the season. These can be mixed with compost at the time of planting or used as a top dressing. If your plants are predominately flowering types, liquid tomato feed is particularly good, about once a week once flowering begins. All plants should be hardened off by now, and could be put outside without the risk of frost damage. Runner beans should be getting away now so make sure they have sufficient water. Early sowings of beetroots and carrots should be thinned out leaving the strongest of plants to grow on. It is important to keep your potatoes earthed up to increase yield and prevent top potatoes going green. Roses are looking particularly good this year, so keep your climbing roses tied up to prevent them spoiling during windy conditions. Also this year there is an abundance of greenfly caused by mild winter, so keep them at bay with a spray or rub them lightly off with your thumb and forefinger. When the sun shines and with the long days, June is a fantastic month to take time, sit back and enjoy your garden with a drink of your choice, mine on a warm summer’s night is a cold beer! Cheers! Citizens Advice: The Cost of Living Crisis - what is it and what can we do about it? The cost of living has been increasing across the UK since early 2021. Multiple factors such as the Covid-19 pandemic and the Russian invasion of Ukraine have contributed to this. In January inflation reached its highest level recorded since 1992. According to The Resolution Foundation think tank, 1.3 million people (including 500,000 children) will fall into poverty. As a response to these projected hard(er) times, here five tips to help you save money. 1. Budgeting Setting out a proper budget at the beginning of every month can really help you keep track of your spending. One tried and tested method is the ‘envelope system’. The concept is simple: take a few envelopes, write a specific expense category on each one — like groceries, travel or rent — and then put the money you plan to spend on those things into the envelopes, eg. £50 for clothes, £200 on groceries, £150 for bills etc. By keeping the money in separate envelopes, this allows you to keep a proper track of exactly how much you are spending and what you are spending money on. Any money left in each envelope at the end of the month can either be reallocated or saved. If you’re handy with IT you can do it all on a spreadsheet. 2. Recycling schemes Fuelled by the current climate crisis, certain companies have initiated recycling schemes with rewards for customers. John Lewis, for example, offers a BeautyCycle scheme where customers can receive £5 off their next purchase when you bring five or more empty beauty products to one of its branches and show your John Lewis card. Lush also offers something similar through its ‘Bring it Back’ scheme which allows you to return empty Lush products and receive 50p off your next purchase. 3. Before buying anything, see if you can get it for free or very cheap One advantage of the rise of modern technology is that there are a multitude of platforms and apps where you can source things for free! Platforms such as Gumtree, eBay and Facebook marketplace often have items advertised as ‘collection only’. You may have to travel, but it’s likely that you would save money overall. And local charity shops offer excellent value for money on preowned goods of all kind, including ReUse in Epping which sells electrical goods and furniture. 4. Rent out your parking space/driveway There are online parking sites and apps which allow you to rent out car parking spaces. Examples of apps where listing your parking space is free include JustPark, ParkLet and YourParkingSpace. See: https://www.moneysavingexpert.com/shopping/cheap-parking-rental/ 5. Savings challenges It is understandable that trying to save while times are hard feels near enough impossible, but it doesn't hurt to try. One challenge is the 52 weekly challenge - you start by saving just £1 the first week of the challenge. The next week, put away £2, and the next, £3. Continue increasing your savings by £1 every week. By the end of the challenge, you are saving more than £50 a week, bringing your total amount saved to £1,378 by the end of the year. 70th Jubilee What a fantastic start to the summer with a four day bank holiday, so we can pay tribute to the Queen, A truly amazing royal, that for 70 years has portrayed a role, that the likes of which will never again be seen. To take the helm of a nation, that was only just recovering from a war, And to steer it through her life time unselfishly, is what we are all so grateful for. So many parties and tributes, the length and breadth of the land, With a nationwide lighting of a beacon at exactly 9.45, to shine on a forced career that she’d probably never planned. With so many of us probably never going to met her, with the chance of shaking her hand, The amount of pride she fills us with, seems so hard to understand.
Though I do get a lump in my throat, as I see her addressing us all, with a compassion that is so true and sincere, With a voice and figure that is instantly recognisable, in a world that is so often filled with fear. Reassurance and stability is what she has always bought us, in a life that has always been on show, Can that be said or asked of anybody else, to give a life to champion so many people that she will never know. God Bless You Mam, I for one am so proud to have you as my Queen, Will anybody be able to live up to your standards and take your place, well that remains to be seen. ONGAR NATURE WATCH “There will be more plastic than fish in the ocean by 2050”, according to a recent report featured on BBC Countryfile. “Only 14% of plastic packaging is recycled, and it’s the biggest source of plastic pollution in the oceans”. “Already, the ocean is filled with about 165 million tons of plastic”. The programme emphasised the devastating impact of human activity on coastal Britain and made it clear that we must act now to prevent plastics and chemicals from choking our seas and shorelines. Currently, ten million pieces of plastic wash up on our coastline every year. Immediate action is required. Plastic devastates our planet’s fragile ecosystems leading to a decline in marine animals and, important for us, plants which lock away carbon and deliver essential oxygen for us to breathe. Over 50% of the oxygen produced comes from our oceans, so every other breath that we take relies on plants in the sea. Countyfile has organised a coastal cleanup with volunteer groups collecting litter from our shores where they recently found an average of 112 pieces of plastic on every 100 metres of shoreline. So what can we do in Ongar? Litter on land finds its way into brooks, streams and rivers which eventually ends up in the sea. The clear message is: take litter home and dispose of it responsibly. Also, if you are able, join a litter picking group. It is a worthwhile social activity and it’s amazing what can be achieved if we act together. Keith Snow
Local Rotary Club in Epping raises £15k at 17th annual charity Golf Day On Thursday 19th May 2022, Epping’s Rotary Club once again hosted their annual Golf Day in aid of West Essex and East Herts charity, St Clare Hospice. Now in its 17th year, this year’s Golf Day raised a total of more than £15,000 in vital funding for St Clare Hospice. That’s enough to fund the care of a patient with complex conditions on their Inpatient Unit for a total of 23 days, day enabling family members to become husbands, wives, sons and daughters again, rather than carers. This brings the annual event’s running total up to almost £200,000 in donations to the local hospice. Hosted at the Saffron Walden Golf Club, the event saw over 100 golfers turn up in support of the Hastingwood-based hospice. On the day, teams enjoyed a pleasant day of golf in the sunshine, followed by an evening of fine dining and an auction with prizes.
St Clare Hospice’s Community Fundraiser, Ellie Gale, said: “The Epping Rotary Club has been supporting St Clare with its annual Golf Day for 17 years – which is an absolutely amazing length of time – and they have raised an incredible amount of money for us over the years, too. It is with thanks to the generosity of people in our community that we are able to do what we do, so the support of Epping’s Rotary Club is absolutely invaluable to us. Housing Strategy Consultation Consultation is open now on the Council’s overarching housing strategy covering the next five years. The consultation is for everyone with an interest in affordable housing in the district. It outlines the proposals and follows up with simple questions, to find out to what extent people agree or disagree and whether they have any further suggestions. This should take about 10 minutes to complete. All contributions will be considered before presenting the final draft strategy to Cabinet for approval in Autumn 2022.
