NSA Naples Information Concerning Potential Government Shutdown From NSA Naples Public Affairs In the event that the U.S. government shuts down Oct. 1, Naval Support Activity Naples will continue to support key functions, while furloughing many DoD civilian personnel. NSA Naples will maintain security, fire, emergency medical, other essential services and support to military operations. In the event of a shutdown, military members and mission essential civilian employees who support excepted activities, which include military operations, emergency services, or other activities that support these efforts would be directed to continue working. Those personnel will continue to earn their pay, however, the actual payment can not occur until the lapse of an appropriation ends. Military and excepted DoD civilians would be paid retroactively once the lapse of appropriations ends. Regardless, everyone should be prepared in the event funding is not available and paychecks are not issues in the coming weeks. DoD civilians who support non-excepted activities would be placed on emergency furlough, which means they will be placed in a non-duty, non-pay status for the duration of the lapse of appropriations, or until recalled to support excepted activities. Employees placed on emergency furlough do not receive the customary 30-day advance notice and would be paid retroactively only if a law is enacted providing authority to pay them. Training and travel of military and civilian employees would be disrupted unless the travel or training was connected to an excepted activity. Those on travel would have to return to their duty station in an orderly fashion. Direct impacts to NSA Naples are as follows: NSA Naples schools will remain in session if there is a shut down. All athletic travel through Oct. 12 has been funded with FY13 funds and will still occur. Commissary and NEX will be keep regular hours. U.S. Naval Hospital Naples will continue to provide patients with the highest level of patient and family centered care. In the event of a shutdown, there will be no disruption in the provision of outpatient clinical or specialty services. The Emergency Department and inpatient ward will continue to provide 24/7 access to emergency and tertiary care. Fleet and Family Services will retain their clinical team for normal operations. Sexual Assault Prevention and Response will be unaffected. All post offices, CMVRO, Tax-Free, Personal Property and Vehicle Processing Center offices will operate normally. Security will limit swipe badge issue and updates to Tuesday only. Delays can be expected in processing special event force protection plans.
RLSO services for legal assistance appointments and sojourner’s permits will not be affected. Customer services for base access requests, logistical support letters etc. will continue but see increased processing times. NSA Naples N6 response time will increase and certain services will be unavailable during the shutdown. Safety will be open regular hours. Motorcycle safety classes will be cancelled. Other safety services will be impacted and largely unavailable. Air Operations will not be able to provide services as a result of the expiration of the Air Terminal contract. Due to the government shutdown, NSA Naples Air Operations Department will only be able to provide limited services consisting primarily of fueling of transient aircraft and service as an emergency divert field with emergency services available. NSA has requested a waiver to enable the installation to continue air operations services, however, that decision is pending. Housing will be open regular hours, though members may see an increase in response times. Temporary Lodging Allowance (TLA) for personnel PCSing will be delayed and members are advised to plan accordingly. All MWR facilities and services will continue as scheduled. Hours of operation should not change. Protocol, Public Affairs and the Business Services Office will not be affected. All religious services and functions will still be available from the military staff. Functions normally provided by contractors will be affected until a determination has been made for exceptions. These contractual services include Club Beyond, Religious Education Programs for Roman Catholic and Protestant congregations, and music for the five Mass and worship services. More information on authorized pay allowances for non-excepted personnel will be shared as it becomes available.
