The House Minority Leader, Nancy Pelosi, and five other members of congress were welcomed by the Commander of Joint Force Command Naples; U.S. Navy Admiral Mark Ferguson and shown the capabilities of NATO’s southern headquarters. “Security cooperation with our NATO allies is critical as we work together to promote stability and to counter terrorism,” Pelosi said of the visit via her social media account “It is always an honor to thank our men and women in uniform whose service keeps us safe at home and abroad. We again thanked the Italian government, our strong NATO partner, for the hospitality given to our military.” The delegation witnessed the core of JFC Naples’ war fighting capability with the activation of the JOC’s full 50-member operation team. Members of the team conducted a training scenario to demonstrate the real-world response to a contingency operation. The JOC is manned 24 hours a day with continuous access to its higher headquarters and subordinate commands. In addition to witnessing the JOC activation, the US Congress members were briefed on the ongoing mission of JFC Naples and its current activities in support of NATO operations.

Navy to Loosen Body Weight Standards in Fitness Tests By Steven Beardsley Stars and Stripes

The Navy will relax the body weight standards in its physical fitness assessment beginning next year, as it moves away from what service leaders say is too narrow a gauge of health and physical ability. New rules, which were announced Monday and set to take effect in January will result in more Sailors’ passing the body composition portion of the physical fitness assessment, or PFA, and participating in the exercise portion of the assessment, Navy officials said. Current rules prohibit anyone who fails the body composition portion from moving on to the exercise test. The new rules add a single-step abdominal measurement for those who don’t meet the Navy’s maximum weight allowances by height, and they raise body fat limits to a maximum 26 percent for men and 35 percent for women, following Department of Defense standards. They also reduce the number of permitted failures to two in three years from three in four. Navy officials said the changes are the first step in the Navy’s move away from an emphasis on body size and toward strengthening the exercise test, known as the physical readiness test, or PRT. “I want them taking PRTs,” Chief of Naval Personnel Vice Adm. Congratulations to our all of our Naples-area Chief Petty Officer selectees who were selected because of their outstanding performance and their demonstrated ability to lead Sailors. These exceptional Sailors are now beginning their transition, and on September 16th they will become an integral part of the chief mess and the command structure. It’s well-earned and well-deserved! This is an exciting time of year for the Navy and you’ll see our Naples area Chiefs out in force training our newest leaders. The transition from E-6 to E-7 is a historic tradition unique to the Navy, and we’re a better force for it. Bravo Zulu! Just this week, the Navy updated the standards for the physical fitness assessment, which includes significant and beneficial changes to the body composition assessment. It’s putting a temporary hold on administrative action for failures as we integrate the updates and move toward a yearlong culture of fitness instead of our current method of semi-annual testing. I encourage all Sailors to look over the message and talk with your command fitness leaders if you have questions. During the recent all-hands command PT at Central Park, I relayed my three goals on fitness. First, we must meet the standards set for us – at a minimum. Second, we aim to build a culture of fitness into our daily work and personal lives. Third, and potentially most important for long-term success, is to incorporate fun into our physically activities. Exercise can and should be enjoyable. Whether you’re out in Central Park with your division, playing pickup basketball during lunch or gathering for some ultimate Frisbee weekly on the Support Site, have fun and build up that fit lifestyle! My favorite event of the year is approaching; the annual MWR sponsored MUD RUN! I encourage everyone, military and civilian to join me at Carney Park on August 29th for a great event. Besides traveling with the family and enjoying programs at the teen center, our kids are on base having fun and playing outside during their summer school break. When our kids and their parents go into any of the 22 playgrounds we have on Support Site, they shouldn’t be concerned with pets or pet droppings. Please follow the rules posted at each playground, which includes not taking your pets into a playground. This is part of our base pet policy, but it’s also a health and safety issue. We have a fantastic dog park on Support Site where our four-legged companions can be taken off their leashes and let free to run wild. I ask that community members help spread the word and politely speak up when they see something not right. I want to close by touching on our DUI rate this year. We’re in the double digits as a community and we may even exceed last year’s total. I consider our community as one big family, and we need to look out for each other, which includes helping others to not make bad decisions. Our Tipsy Taxi service has been used a few times this year and I thank everyone involved for knowing they had another option when their previous plans were derailed. I also know community members who have stepped in or gone out of their way to give someone a ride when they had a little too much to drink. Getting behind on the wheel is never the option and .05 percent BAC isn’t too hard to reach. Enjoy your free time, but know your limits, be safe and please continue to look out for one another.

Pozzuoli’s Solfatara Open Saturday Evenings Through September The Solfatara in Pozzuoli is a dormant volcano which still emits steam with sulfurous fumes and is part of the Campi Flegrei volcanic area, which will be open every Saturday evening in August and September. This exceptional opening tour starts at 8:30 p.m. and lasts about two hours. An experienced tour guide will take visitors to the most interesting location where they can witness an interesting and unique experiment of geothermal cuisine. Fresh anchovies will be cooked directly in 160-degree steam. A wine tasting of Falanghina wine will end the tour. Reservations are required. Call 081-5262341 or email to geotermica@solfatara.it. Naples Passes Resolution to Aid Those in Need The City of Naples passed a resolution approving the opening of Street Stores for homeless and people in serious economic conditions. Citizens can leave clothes or other items at the street shops where after being selected and regenerated will be made available to those in need. This type of initiative – said the city administration – is popular in other countries but it has no precedent in Italy. The resolution was proposed by Municipal Welfare Councilor Roberta Gaeta, who also presented another resolution approved by the local government to improve the living conditions of the homeless citizens. Funding Approved for Italy’s Famed Colosseum The Colosseum, the biggest amphitheater built during the Roman Empire will have its arena floor where gladiators one fought wild animals. The government allocated more than 18 million euros ($20.2 million) to refur-

bish the ancient space as a museum and to host re-enactments of spectacular Roman-era shows. Another 18 million euros were allocated to enlarge the Uffizi Gallery in Florence. Pompeii’s Palestra Grande Reopening for Tours Pompeii’s Palestra Grande or Large Gymnasium reopened after seven years on Monday along with a permanent exhibition of frescoes found in 1959 during the construction of the Naples-Salerno highway at Moregine, located about 600 meters south of the wall of Pompeii. Culture Minister Dario Franceschini inaugurated the opening of the Palestra Grande, which housed the frescoes, dating back to the era of Nero (54-68 A.D.) in a permanent exhibition. The Palestra Grande will be included in the culture ministry’s A Night at the Museum program, in which all State museums and sites are open from 8 p.m. to midnight on the last Saturday of the month, through the end of the year. During this event Franceschini and the Campania region governor Vincenzo De Luca presented the 1st edition of “Pompeii, enchantment at night,” a project offering public summer evening visits, light installations, artistic presentation and cultural events. Until September, nighttime walks and literary events will enliven Pompeii, starting from its Amphitheater, which now houses the exhibition “Pompeii and Europe 1748-1943” with a display of the casts in a wooden pyramid designed by architect Francesco Venezia. The tour will continue into the theater and vineyards for a wine tasting hosted by the Mastroberardino winery’s experts who have been working with the Department of Archeological Study for the reproduction of wine from ancient Roman times. SPOTLIGHT: CMDR MICHAEL RUDMANN Cmdr. Michael Rudmann reported to Naval Hospital Naples as the General Dentistry Department Head in August 2014. He grew up in a small town in upstate New York, graduated from the College of the Holy Cross in Worcester, Massachusetts, and received his Dentariae Medicinae Doctorae from the University of Pennsylvania. He also completed a two-year residency in Comprehensive Dentistry at the Naval Postgraduate Dental School in Bethesda, Maryland, where he later returned as a faculty member and program director of the Advanced Education in General Dentistry residency. Other duty stations where he has served included USS Iwo Jima (LHD 7), Naval Dental Center Parris Island, and the U.S. Naval Academy. He also served as Dental Department Head onboard USNS Comfort (T-AH 20) during the Continuing Promise 2011 humanitarian aid mission. Rudmann lives on the Support Site with his wife Mar-

garet and their ever-expanding family of four children. When not looking at teeth, he enjoys good music, tabletop games, running and corralling his children as they attempt to explore Italy and Europe.

On August 14, 1945, President Harry S. Truman announced that Japan – after atomic bombs were dropped on the cities of Hiroshima and Nagasaki a week earlier – had surrendered to the Allies. When news of the Japanese surrender was announced, spontaneous, jubilant parties erupted around the world, just like when news of Germany’s surrender (VE Day) was announced three months earlier. Two weeks later, on Sept. 2, 1945, a formal surrender ceremony was held in Tokyo Bay aboard the battleship USS Missouri (BB-63). Japanese Emperor Hirohito reluctantly made the difficult decision to submit to the stern terms dictated by the Allies, with the exception that his sovereignty would be maintained. Hirohito really had no choice but to capitulate: by mid-1945, Japan’s resources had become extremely limited and its ability to wage war had been virtually annihilated. Cut off from raw materials by the destruction of its merchant fleet, Japan’s factories could manufacture little in the way of weaponry. And the few ships that remained of the once-mighty Japanese Imperial Navy were limited in what they

could do by lack of fuel, and its once-fearsome fleet of planes and experienced pilots were all but destroyed. On the day Nagasaki was bombed, the Soviet Union, whom the Japanese had hoped would mediate a peace, declared war and launched an invasion of Manchuria. The Japanese knew that if they didn’t quickly surrender, both the American fleet, which was quickly advancing from the east and the Soviet Army, which was marching from the west, would soon be landing troops on their shores. Japan’s Supreme War Council, had no idea how many more atomic bombs the American military possessed and they could no longer resist against the allies. If they did, they risked further destruction of their people, cities, ports and industry. Hirohito, who had never spoken on radio, recorded an announcement, which was broadcast to the nation. Although he never used the word “surrender,” his intent was clear: “It is according to the dictates of time and fate that we have resolved to pave the way for a grand peace for all the generations to come by enduring the unendurable and suffering what is unsufferable.” With that radio message, World War II had finally come to an end.

Navy Region Europe, Africa, Southwest Asia (EURAFSWA) announced Naval Air Station (NAS) Sigonella as the winner of the 2015 Energy Biggest Loser (EBL) Competition August 4. The competition, which began July 1, compared the energy use of the Region’s installations during the month of July to their historical usage of the same time period in previous years. The winning installations were chosen based on the greatest percent reduction in electrical consumption from the previous year. Having reduced their overall energy consumption by 11.6 percent, NAS Sigonella had the greatest reduction and will receive the first place prize of $70,000 to use toward base improvements. Navy Support Activity (NSA) Bahrain earned second place, having reduced usage by 8.3 percent, and NSA Souda Bay earned third place after reducing usage by 7.5 percent. Second and third place “losers” will receive $50,000 and $30,000 respectively. Commander EURAFSWA Rear Adm. John Scorby, made the official announcement, offering his congratulations to NAS Sigonella and all other participating installations. “Congratulations to NAS Sigonella for their excellent resolve to reduce energy consumption during this year’s Energy Biggest Loser competition,” Scorby said. “To all of you, thanks for helping the Region reach an overall energy reduction of 5.6 percent, exceeding our goal of a 5 percent reduction. Bravo Zulu to everyone for all of the effort you and your teams put into this event. We raised awareness through a variety of media outlets including some extremely creative videos and posters. With your leadership, energy is at the forefront of the communities’ minds.” This is the second year that Region EURAFSWA has held the “Energy Biggest Loser” competition among its installations. In addition to the main competition, a poster and video contest were also held in an effort to create awareness, provide education, and promote

individual actions personnel can take to help bring down the costs of energy use ashore. Currently, approximately 30 percent of installation expenditures goes toward energy. Ashore, every kilowatt hour that is saved makes us more resilient and increases the support to the warfighter.” The Energy Biggest Loser competition was inspired by the Navy’s ongoing energy conservation initiative started in 2009 by Secretary of the Navy (SECNAV) Ray Mabus. The program, known as the Great Green Fleet, aims to reduce the Department of the Navy’s consumption of energy, decrease its reliance on foreign sources of oil, and significantly increase its use of alternative energy. Energy bills are the single largest cost for Navy installations, reflecting about 28 percent of Navy’s shore budget. Reducing energy costs will help us reach the SECNAV’s energy goals. The EBL competition is a tool to help the Navy increase energy security. The Region is open to any ideas that may help improve the event or other ways to increase energy conservation. Fire broke out on board USS Mount Whitney (LCC 20) on July 31, while the ship was in Viktor Lenac Shipyard (Rijeka, Croatia). There were no personnel injuries in the fire, which was extinguished within 45 minutes by ship’s force and shipyard fire brigade personnel. The cause of fire and extent of damage are under investigation. Mount Whitney has been in Viktor Lenac Shipyard since January 2015 undergoing a scheduled maintenance overhaul designed to extend the service life of the ship to 2039. Homeported in Gaeta, Mount Whitney serves as the Command Ship for Commander, Sixth Fleet/Commander, Joint Command Lisbon/Commander, Striking Force NATO and has a complement of 150 enlisted personnel, 12 officers and 150 Civilian Mariners from Military Sealift Command.

FITNESS TESTS from page 1 active. That’s going to improve our overall health at the end of the day.” The fitness assessment is held twice annually. Last year, around 5,000 Sailors failed at least one of the two cycles, according to the Navy, the majority because they didn’t pass the body weight portion, known as the body composition assessment, or BCA. Only those who exceed the Navy’s maximum weight allowances by height are currently required to “tape-in,” or have their body fat percentage calculated by measuring neck and abdomen circumference. Current rules call for Sailors who fail three physical fitness assessments in four years to be separated from the Navy. As part of the new guidelines, the Navy will erase all but one prior failure from Sailor records in January, and it will give those currently being separated for fitness reasons a chance to stay on, provided they pass an exercise test by Dec. 1 of this year. The service will also overlook body composition failures in this year’s fall cycle, although it will require all medically cleared Sailors to take the exercise test; failing the exercise test will still result in failure of the full physical fitness assessment. The new rules keep the same maximum weight allowances but add

Male Sailors with an abdominal circumference less than or equal to 39 inches will pass the body composition portion and move on to the physical readiness test, as will females with a measurement at or below 35.5 inches. Those who fail the abdominal measurement will need their body fat composition calculated, using the current taping process measuring neck and abdomen circumference. Even with new body fat maximums, Sailors must meet new limits for their age range. Those falling outside their range but under the maximum overall limit will still pass but be enrolled in their command’s fitness enhancement program, or FEP, as well as nutritional counseling. Anyone who fails the taping portion will fail the full body composition assessment and will still fail the full assessment. But under the new rules they must participate in the exercise test. The new rules also emphasize commander spot checks, or quick assessments of a Sailor’s health outside the physical fitness assessment. “It’s not a punitive measure,” Moran said in the video. “It should never be taken that way. It’s more of a way to say, ‘Hey shipmate, I’m worried about you, let’s go do the

test. If it shows we need to get you on a program to better health, then let’s do that.’” The new physical fitness assessment guidelines are part of a broader effort by Navy Secretary Ray Mabus and service officials to emphasize a more holistic look at health and wellness over strict measurements. In a June directive, Mabus asked the services to update nutrition plans, increase access to base gyms, perform fitness spot checks and recognize those who exceed fitness requirements. Navy officials have said the range of body types across the service make assessing proper body composition difficult. They’ve suggested the body composition assessment may be thrown out altogether in the future as other means of testing health become available, including the use of devices to measure sleep cycles, heart rate and blood pressure. The Navy is currently running trials of those devices and other tests throughout the fleet. Not all Sailors have welcomed talk of changing the fitness assessment. Some say loosening body composition requirements will have a negative effect on the service. The exercise test may be strengthened in the future, officials say. The physical readiness test currently consists of curl-ups, pushups and a timed 1.5-mile run or similar cardio activity.

“It helps us understand our role much better because the operational command at Monte Cassino also had to lead a very complex campaign comparable to our tasks (at JFC Naples).” The purpose was to understand the different national perspectives and draw modern conclusions for JFC Naples. With the guidance of a specialized historian, JFC Naples members visited specific locations including the Gari River and the Abbey of Monte Cassino. Both locations were key landmarks of the Gustav Line, a fortification line held by the German military. Monte Cassino was one of the first joint, combined operations of the war. As JFC Naples’s primary function is to command and control the NATO Response Force, the visiting members gained perspective on the important relationship between strategic and tactical operations and discussed the effects of decisions made during the battle. The battle resulted in an estimated 75,000 casualties before the Allies claimed victory there. Members of JFC Naples laid wreaths at the Polish, Commonwealth and German cemeteries in the area to pay their respects to those who lost their lives in the war. The cemeteries together have approximately 25,000 fallen service members. “We honor them all today, their courage and their character,” Adm. Mark Ferguson, Commander of JFC Naples, said, after the group visited the last cemetery.

August is the eighth month in the year, and it is often called the “dog days of summer.” Many people think that phrase refers to pet dogs, but that isn’t true. The star Sirius – also known as the dog star – rose at the same time as sunrise during the month of August in ancient Roman times. August was originally named Sextilis in Latin, because it was the sixth month in the original 10-month Roman calendar, which was created by Rome’s founder, Romulus. Back then, March was the first month of the year, but around 700 BC, August became the eighth month when January and February were added to the year by Numa Pompilius, who succeeded Romulus as the second king of Rome. Six centuries later, Julius Caesar added two days when he created the Julian calendar in 45 BC giving Sextilis its modern length of 31 days. In 8 BC, Sextilis was renamed in honor of Augustus Caesar, (Julius Caesar’s grandnephew). Augustus quickly rose to power and became first emperor of the Roman Empire. He renamed the month from Sextilis to August, to honor himself, because his greatest triumph – the conquest of Egypt – occurred in August. Here are some other interesting events that happened during the month of August. August is the last month of summer and is generally considered to be one of the hottest months of the year. However, in the southern hemisphere (below the equator), August is the last month of winter, making it the coldest month south of the Equator. August is the only month that doesn’t have an official federal or nationally observed holiday. On Aug. 24, 79 A.D., Mount Vesuvius erupted, destroying nearby Pompeii, Stabiae and Herculaneum, killing thousands, including Fleet Commander of the Roman Navy Gaius Plinius Secundus –

better known as Pliny the Elder. On Aug. 3, 1492, Christopher Columbus set sail from Spain, with three ships, Nina, Pinta and Santa Maria. On Aug. 2, 1776, the “official” Declaration of Independence was signed. Congress had met in Philadelphia a month earlier, officially adopting the Declaration of Independence on July 4, 1776, however, all members had to sign the new document, which would take about a month to complete. On Aug. 26, 1883, a volcano on the Indonesian island of Krakatoa (which is situated between the Indian and Pacific Oceans) erupted. The explosion was heard from as far as 3,000 miles away. Although the island was uninhabited, huge tsunamis generated from the volcano killed more than 36,000 people. On Aug. 16, 1896, Gold was discovered in Rabbit Creek, a tributary of the Klondike River in Alaska, resulting in the Great Klondike Gold Rush. On Aug. 18, 1920, the 19th Amendment to the U.S. Constitution was ratified, granting women the right to vote. On Aug. 6, 1965, the Voting Rights Act of 1965 was signed into law by President Lyndon B. Johnson. Mid-August (Aug. 11, 12, 13 and 14) is the high point of the Perseid meteor shower, a beautiful event which lights up the night skies with falling stars.
