Service members, distinguished guests and other community members gathered at Naval Support Activity (NSA) Naples for a Battle of Midway commemoration ceremony, June 4, in honor of those who lost their lives during the significant battle. The ceremony, which included a wreath laying and a speech from Capt. Scott Gray, commanding

officer of NSA Naples, marked the 71st anniversary of one of the most prominent naval battles of World War II, which created a shift of power between the Japanese and U.S. naval forces. “The Battle of Midway is considered the very paradigm of the spectacular reversal of military force by a weaker force,” said Gray. “The Midway victory was a pivot point; it placed the United States in a position to check the growth of Japan in the Pacific.” Nearly six months after the attack on Pearl Harbor, a small

fleet of U.S. forces defended against and defeated four carriers of the Japanese navy during the Battle of Midway, which issued the Japanese one of their most prominent losses in naval history. “Though the Japanese force was on the move, though it had the momentum, American forces had what mattered most, selfless warriors of character and courage,” said Gray. “These were desperate times for our country and they stepped up and steeled their resolve.”

Through memorial and commemoration ceremonies we can remember those throughout history who gave their lives through selfless acts of honor, fidelity and integrity that have shaped our nation. “This celebration is important to make sure that we always remember where we came from, those who came before us, and to honor their memory and keep track of the significant events that make us who we are today,” said Cmdr. Robert Barbee, executive officer of NSA Naples.

A joint concert by the Italian army band, Fanfara dei Bersaglieri, and U.S. Naval Forces Europe (CNE) Band took place June 5 at Naval Support Activity (NSA) Naples. The Italian band made a grand entrance to the Capodichino square by running in while playing the march of the Bersaglieri, “Flick Flock.” “The quality and the presentation of the band was absolutely phenomenal, not to mention that they play their instruments as part of their performance,” said Capt. Scott Gray, commanding officer of NSA Naples. “It just made it all the more impressive.” After playing each other’s national anthems, the bands performed three songs each to a crowd of more than 300 hundred community members.

Captain’s Corner By Capt. Scott Gray NSA Commanding Officer

With the school year drawing to a close, I want to start by expressing my appreciation to our teachschool staff, ers, coaches, engaged parents, volunteers – all those who had a role in educating our children. I also want to thank my security personnel for helping students safely cross the main roads near the school complex each day. It takes an entire community to foster a positive learning environment, and I’m grateful for the commitment that was demonstrated this year. Parents have exciting opportunities to continue their child’s education in the coming weeks. The Support Site library will begin a summer reading program June 24. Children who participate will take part in fun activities and be able to earn a great prize for every book log they complete. Studies show that a summer reading plan helps students become better writers and spellers. Also, there’s the opportunity for parents to educate their children through travel. We live in the heart of an incredible learning environment. Popular historical sights and rich culture surround Naples. If you haven’t already, take your kids to Pompeii, the amphitheater in Pozzuoli, and Rome. These places are literally within driving distance or ITT and the USO frequently offer guided daylong trips. An important thing to do before hitting the road or catching your flight is to secure your homes properly. We typically see a spike in the number of burglaries reported by off-base residents during peak traveling periods. There is no indication that U.S. personnel are targeted specifically, but burglars know that all families go on extended trips during the summer. Reports show that most burglaries occur when home alarms are not activated or units are not properly secured. So please take proper precautions to protect your property and valuables. Everyone should enjoy time traveling with family and friends, just please keep safety in mind when planning your trips. And don’t forget to schedule adequate time for rest. The Housing Office has been very busy this year planning improvements to Support Site facilities. A contract was recently awarded to replace the remaining sunshades at all Support Site housing units. You may have already seen some of the nice, new tan colored awnings on some apartments. A contractor will begin installing the awnings in the near future and work is projected to be completed by the end of the year. We have also contracted for significant upgrades to most of the playgrounds on the Support Site as well. Again, work should be completed by year’s end. Lastly, Housing is evaluating a proposal to upgrade the skateboard park. At Capodichino, we were able to acquire some funding to make additional improvements to the Capo pool this summer. We will be replacing the old sound panels around the pool, finishing the training room and installing a gate that will allow us to better secure the facility for safety reasons. Finally, we are exploring other improvements so stand by for future updates. Lots of improvements are in the works to maintain a great quality of life for our service members and families here in Naples. Remember, we have entered the “100 days of Summer,” so please be mindful of the risks as you go out and about. Stay safe and enjoy all that Italy has to offer!

ONGOING/ON THE HORIZON Creative Protest Highlights Damaged Roadways Creativity flourishes in Naples, we would say. In the Naples downtown shopping area, crowds of onlookers and passers-by stopped in front of a posted sign asking for sponsors to repair the potholes. The sign read as if it was the street’s request and thanked any potential sponsors. The protest was posted because of the lack of maintenance on sidewalks and roadways. It is also a result of the exasperation of local businesses and residents.

Drug Pushers Arrested Operating Outside Royal Palace Last week Italian police in Caserta arrested a gang of drug pushers who operated outside the famous Royal Palace. More than 20 people, including four pregnant women, were suspected of selling drugs to teenagers inside a garden opposite the entrance of the palace. Lately, the palace has been on local and international newspapers when a family was nearly struck by a piece of the building’s ledge that fell to the ground. A few days earlier a piece of a façade’s tympanum fell into a square.

The culture ministry said all structures around entrances to the palace would be secured in order to protect the thousands of daily visitors. The Royal Palace has been a World Heritage Site since 1997. It took nearly 100 years to complete and was based on the papal architect Luigi Vanvitelli’s design. The courtyards, vestibules, park and Palatine Chapel have been featured in several Hollywood movies. The building's interior appeared in George Lucas's second Star Wars trilogy, where it was the home of the young Queen Amidala. It has also doubled as the Vatican in two more recent blockbusters; Mission: Impossible III and Angels & Demons.

Theory Suggests Naples Volcano Devastating for Neanderthals A new theory on the destruction of the Neanderthals was debated at London’s British Museum this week. The theory states that a gigantic eruption of the volcano in the Campi Flegrei area near Naples 39,000 years ago was catastrophic for the Neanderthals. The eruption lasted for more than 200,000 years, but not all scien-

tists agreed on the theory, arguing the Neanderthals were already extinct before the eruption. Some questioned how Homosapiens survived.

U.S. Air Force Gen. Philip M. Breedlove made his first visit to Naval Support Activity Naples as commander, U.S. European Command and NATO Supreme Allied Commander Europe (SACEUR), May 30. During the visit, Breedlove met with senior leadership from U.S. Naval Forces EuropeAfrica/U.S. 6th Fleet (CNECNA/C6F) and held an allhands call where he spoke about the growing need for joint forces and the importance of the military in the region. “Thank you for what you’re doing,” said Breedlove. “It’s working in Afghanistan and in other places. You are a part of that. The sacrifice of our Soldiers, Sailors, Airmen and Marines is working and you should take pride in that.” During the all-hands call, Breedlove spoke to officers and enlisted leaders about issues concerning today’s military, inter-service and international interoperability and cooperation, and answered questions from those in attendance. “It’s such a powerful experi-

ence when you have senior leaders come interact face-toface with our Sailors,” said Master Chief Fire Controlman Michael Fluent, senior enlisted leader for CNE-CNA/C6F. “Our Sailors had the benefit of hearing from the highest levels – it leaves no doubt where all of our focus should be.” Cryptologic Technician (Collection) 1st Class Thomas Parker was appreciative of the general’s time and glad the audience had the opportunity to ask questions. “It's not often that we, as a component element, get to engage the commander and his senior enlisted leader,” said

Parker. “It was very beneficial to hear about our current operational tempo and what the future holds from a joint perspective. Changing the Rules Navy Drastically Alters Reenlistment Process By Terrina Weatherspoon and MCC Christopher Tucker, Defense Media Activity-Navy The stories are out there. Talented Sailors sent home because they had been denied approval to reenlist. While attempting to balance the force, foundations for Sailors across the Navy were being rocked to their core. Now that some of the smoke has cleared, the glasses are being readjusted to focus on the way ahead. Step one - dismantling Perform to Serve. Through the Navy's newest career management program, Career Navigator launched June 3, a new reenlistment process more advantageous for Sailors has been created. Under this new program, all eligible and commandapproved E-6 Sailors will be approved for reenlistment on their first application. While there is still a need to tell the career counselor of Sailors' intentions, if they desire to reenlist and have command approval to do so, they will be given reenlistment approval on their first application. For eligible Sailors E-5 and below in skillsets or ratings that are open (formerly known as under-manned), 100 percent will receive approval to reenlist on their first application. E-5 and below Sailors in skillsets or ratings that are balanced or competitive (traditionally over-manned), or that have special requirements such as the nuclear community, will receive information sooner about their ability to reenlist in rate, to convert to a different rate, or to transition to the Reserve Component. Many of these Sailors will also receive approval to reenlist on their first application depending on the manning in their year group. Chief of Naval Personnel officials say they will update the manning status of every rating every two weeks to give Sailors an accurate view of where they stand in the Career Navigator system. With superstar Sailors being shown the door after consistent superior performance, many will be happy to see the reenlistment process evolve into something that is actually based on performance and left up to the command for approval for approximately 75 percent of the force "We have changed the criteria," said Fleet Master Chief April Beldo, fleet master chief for Manpower, Personnel, Training and Education. "It is based on rank ... performance evaluations and critical NECs, so that has definitely changed from the algorithm that we used to use." Some Sailors in the fleet are weary that a push away from PTS along with a final command-level approval for most will have negative consequences. "The command already has a say on the member's PTS," said NCC Lailia Canlas, career counselor onboard USS Green Bay (LPD 20). "This may open up room for bias that cannot always be detected or controlled. By leaving the decision to someone who is not from the same command, the decision will be based on evaluations only, which is essentially a Sailor's resume. PTS holds Sailors accountable. The consequence of not performing was clear. Not everyone should be a Sailor." The problem, said NCC Tim Hawkins, career counselor for the Navy Information Operations Command Maryland, is that people who should be Sailors were being denied reenlistment opportunities. "If this new program will allow Sailors to be judged on their performance, and if COs aren't afraid to kick out a Sailor who is not performing, then I'm for it," said Hawkins. "Command approval was always needed, and there is a solid check list commands used to accurately determine a Sailor's eligibility. So as long as command career counselors are doing their jobs, this should be an easy transition. However, Navy officials say the PTS program was a necessary tool that served a purpose during a time of

extremely high retention and low attrition. "Because of that we had 35 over-manned ratings that represented over 6,000 Sailors," said Beldo. "And PTS was the avenue that the Navy chose to utilize to get the force back into balance.... We now see our advancement at an all-time high. We are also now able to manage our ratings with the right skillsets for the right job with the right requirements." Cryptologic Technician (Interpretive) 2nd Class Jasmine Loran, with Navy Information Operations Command Texas, who has been denied reenlistment under PTS, is hopeful for the change. "I'm in the 2008 year group, which has been completely dependent on PTS for orders and retention," said Loran. "I have seen phenomenal Sailors denied PTS [approval] because of the way the current system works. I was also denied on all three submissions despite having good evals, no PRT failures, and promoting early. Though I'm not sure a CO could be completely objective when it comes to approving or denying a request, I do think having a more local system would be extremely beneficial. I love the Navy and I wish I could have stayed. I just joined in the wrong year apparently." Sailors with a soft EAOS of July 2014 and after will be the first to really be able to take advantage of this program. For Sailors who have an EAOS through June 2014, there is a small change affecting them, but they will still be using the old system. With a December 2013 through June 2014 EAOS there will be no change. The member is already in the application window and will continue the legacy process. However, the new business rules of screening Sailors based on Sailors screened using rank, evals, and critical NECs will be used instead of using the current PTS algorithm of rank, evals, critical NECs, PFA, and months to soft EAOS. With this new design, which Sailors with a soft EAOS of July 2014 or after will truly be able to take advantage of, approximately 75 percent of Sailors requesting reenlistment will receive approval on their first application and all Sailors will know at least 10 months from the end of their contract whether they will be able to reenlist in their current rate. Sailors not approved to reenlist in rate will have additional time to apply to convert into another rating where opportunity exists. All Sailors will have to indicate their intention to reenlist or separate with their career counselor 13 months in advance of the end of their enlistment contract. Sailors can still change their minds after this initial check-in. However, they should notify their career counselors as soon as possible regarding the change. "Knowing Sailors' intentions is critical to accurately predicting how many Sailors we will have in each skillset, rate and pay grade going forward," said Beldo. "This ensures the maximum opportunity to reenlist in rate for those Sailors who desire to stay, offers opportunities for Sailors to convert to a new rate or transition between "active/reserve" components, and improves advancement opportunity." Career Navigator will change how the Navy does business - placing Sailors at the helm and allowing them to choose their course between reenlistment, conversion, or transition. They will have access to research career options for themselves in order to make informed decisions based around available opportunities. "I'm very excited about where we are going with Career Navigator. The program provides the Navy with tools to help better manage the professional development of our Sailors," said Master Chief Petty Officer of the Navy Mike Stevens. "I would remind chiefs to continue taking an active role in assisting our Sailors and helping them stay informed of the career opportunities and career choices available."

In the Spotlight

LT NATALIE OAKES Meticulous and dedicated are two words that describe Lt. Natalie Oakes. A native of New York, Oakes joined the Navy in November 1999 and attended hospital corps “A” school at Great Lakes. She then completed her first Navy Medicine tour at Naval Hospital, Camp Lejeune. After earning her commission as a laboratory officer, Oakes reported for duty at Naval Medical Center Portsmouth, Va. in 2008. She arrived as department head for Laboratory at U.S. Naval Hospital Naples in 2011. Oakes said she enjoys traveling Europe with her husband Jonathan and their two daughters, Gabriella and Adriana. She enjoys cooking, hosting and entertaining guests. Oakes has developed a strong reputation within the Laboratory officer community and was recently recognized by The Joint Commission for receiving zero laboratory discrepancies during the U.S. Naval Hospital Naples’ Joint Commission inspection in March 2013.

In addition to his primary duties, Conley serves as N33 supply petty officer. He is responsible for ordering, tracking and receiving all supplies in support of the directorate’s operations in Naples and aboard USS Mount Whitney (LCC 0 20). Energy Conservation It’s Too Hot. It’s Too Cold. From the NSA Naples Energy Management Team

Anybody who has performed energy surveys in work spaces has heard these cries for help. Due to differences in human metabolism, sometimes people who sit right next to each other have the opposite complaint. NSA Naples has new energy efficiency standards that apply to space temperatures: Cool to no lower than 80o Fahrenheit (26 Celsius), and heat to no higher than 66o Fahrenheit (18 Celsius). Since these are average temperature targets, different rooms might have different temperatures, especially in older buildings with large areas and few thermostats. Navy standards also exist for after hours, to adjust temperature set-points to provide less heat in the winter and less cooling in the summer when the building is unoccupied. It can seem like opening windows should help if you’re too warm, but it wastes energy when the heat or air conditioning is running. Your open window can confuse a thermostat that controls the heat supply to spaces that aren’t benefiting from your outside air, and make it difficult to pinpoint the source of their temperature complaints. The best things you can do if you are too warm, or too cold, is to dress in layers and let your supervisor and facility energy monitor know about your issues. Your building’s climate control system may be in need of some attention, especially when everyone has the same complaint.

USO Naples Volunteers Receive Recognition By MC3 Brian T. Glunt, Navy Public Affairs Support Element-East Detachment Europe

USO Naples honored 19 volunteers for their time and dedication during a volunteer awards luncheon in the Bella Napoli conference room at Naval Support Activity (NSA) Naples, June 3. The volunteer luncheon is an annual event, in which USO Naples recognizes its volunteers that have dedicated their time and efforts toward USO outreach programs during the year. “These volunteers have executed 176 events during the course of one year,” said Sabrina Pullido, USO Naples and Rome area director. “After each of these events, there hasn’t always been enough time to properly recognize and thank them all. We made this event to remind the volunteers that we as a USO appreciate them and the community is grateful for their services and that they are truly special people.” Adm. Bruce W. Clingan, commander of U.S. Naval Forces Europe-Africa, attended the cer-

emony as a guest speaker and extended his personal thanks to those who have committed their time to the USO. “It’s very clear and has been well-stated that this organization functions on the work, enthusiasm, commitment and selflessness of the volunteers,” said Clingan. “This organization and its volunteers support and bring joy to people. It provides safety to the farthest reaches of the world and for that, we are extraordinarily thankful.” During the ceremony, the volunteers were awarded with a plaque and letter of appreciation for their numerous hours of service. “The reason why I chose to volunteer for the USO is, in my career and travels, I can’t tell you how many times I’ve walked into a USO and been able to get a hot cup of coffee, a snack and have a place to put my feet up and take a nap and not have to worry about traveling,” said Chief Aviation Aerographer’s Mate (IDW/EXW) James Hatch, assigned to U.S. Naval Forces Europe-Africa, U.S. 6th Fleet. “It’s just such a great group and I like to give back to it.”

Club Beyond Helps Students Experience Belgium By Arturo Paulino, Club Beyond Community Director

Adventure Camp 2013 took place over spring break with our junior-high students joining more than 300 students from Department of Defense Dependent Schools across Europe and Turkey in Durbuy, Belgium. International trips are just one of the highlights of Club Beyond that engages students in our community to experience new and meaningful adventures. The week-long camp included a variety of activities aimed at providing a high level of fun and excitement that also serve as teaching and teambuilding opportunities. The high ropes course and rock wall challenged students to face fears, laser tag provided high-energy and fun competition, and all-camp games fostered teamwork. During free time, participants and their leaders could choose to pay for additional activities like caving, human foosball, mountain biking, gokarts, and archery. They could also play Frisbee golf, make bracelets and other crafts, or hang out in the arcade or game room. Nightly activities

included a bonfire, scavenger hunt, and Retro Dance Celebration. We also provided multiple opportunities for middle school students to discuss their spiritual fitness and other specific topics related to being a military teenager. There were afternoon workshops on handling anger and forgiving others (optional, but attended by a majority of the camp participants), nightly high-energy Club Beyondstyle meetings, Catholic Mass on Saturday evening, and small groups after each club meeting with open discussion by students and leaders. From a numbers point of view, 84 percent of the students said their involvement in the club is helpful in dealing with the challenges of being a military teen, 86 percent said it helps them have more hope for the future, and 86 percent said it has helped them develop stronger/deeper personal relationships. From a relational point of view, Club Beyond Naples keeps providing healthy, fun and meaningful outings for the teens of our community. .

US AND ITALIAN MILITARY BANDS “It’s been a pleasure and an honor to work with the CNE Band because they are very professional and it’s always been a good experience,” said Warrant Officer Marco Di Lucia, conductor of the Fanfara dei Bersaglieri from the Garibaldi Brigade in Caserta. Lucia thanked Capt. Gray for the invite, and the military and civilian audience for cheering them on and showing their appreciation after each piece. One of the CNE Band’s selected pieces was “Hands Across the Sea” by John Philip Sousa, which was written after his visit to Europe. “He wrote it as a tribute to the partnership of the U.S. with the European countries,” said Lt.

David Latour, conductor for the CNE Band. “So it’s a little token to our collaboration with the Italian community and the Italian military in our joint partnership.” The bands gathered together in the Capodichino Fellowship Hall after the performances to share in a light breakfast provided by the Naples Area First Class Petty Officers Association and the NSA Naples Second Class Petty Officers Association. “It was an honor to have them here on the base,” said Gray. “We look forward to hosting them in the future. They’re not only a tribute to the Italian armed forces, but also Italy, and really represent them well.”

Logistics Specialist Seaman Sean Reinert and the crew of the guided-missile destroyer USS Gravely (DDG 107) honored Reinert’s grandfather during a burial-at-sea ceremony, June 2. Lt. James Michael Reinert served honorably in the Navy from 1956-1959. “This is what my grandfather would have wanted,” said Reinert. “He was very proud of me and my cousins for joining the Navy, because he was the type of person who believed every man should serve his country.” Lt. Reinert’s three grandsons are currently serving in the military. Two of them attend the United States Naval Academy and his oldest grandson, Logistics Specialist Seaman Sean Reinert, is a member of Gravely’s crew. Burials-at-sea are a long-standing tradition in the Navy, in which the remains of service members and family members are committed to the sea while the ship is underway. "Doing a burial at sea is an incredible honor," said Fire Controlman 2nd Class Gregory Corder. "This man served his country honorably and he deserves to have an equally honorable burial. It was my privilege to be a part of giving this final act of respect for those who made the choice to serve their country." During the ceremony, the church pennant was raised and the ensign was lowered to half mast. "If the Sailors who have gone before us had never served, we wouldn't be able to do what we do today," said Sonar Technician Surface 2nd Class Ariane Burrow, flag bearer for the ceremony. "I am honored to be able to serve them today. There's a special connection between all of us who serve.” The ceremony concluded with the remains laid to rest as the crew paused for the playing of “Taps.” Gravely, homeported in Norfolk, Va., is on a scheduled deployment supporting maritime security operations and theater security cooperation efforts in the 6th Fleet area of responsibility.

Over Memorial Day weekend, I went with my parents and little brother to visit the city of Catania. Catania is the second largest city on the island of Sicily and it lies under the largest active volcano in Europe, Mount Etna. Catania (or Katane') was the second Greek colony on the island of Sicily, the first was in Giardini Naxos. In between major eruptions in 1669 and earthquakes in 1693, Catania was destroyed several times. But after 1693, Catania was rebuilt in a Baroque style by the architect Giovan Battista Vaccarini. The symbol of Catania is an elephant called "U Liotru" in Sicilian. The origins of this elephant are very mysterious, but the sculpture is made from black lava rock and he has an Egyptian obelisk on his back. Legend says that this elephant is a talisman with magic properties and that along with Saint Agatha it protects the city from Mount Etna. Catania is also famous for a beautiful opera house called Teatro Bellini dedicated to a musician named Vincenzo Bellini, the author of "La Norma". La Norma is also my favorite kind of pizza, which has eggplant and ricotta cheese. There is a lot to see and do in Catania, and I always get a big cannoli every time I'm in Sicilia. They make the best cannolis in Italy!

Eight crews from nine nations competed at Nisida, Italy, May 26, for the first international sailing trophy of 2013. At the end of three races, the Italian team scored the best cumulative results. The same day, six flag officers competed for the Naples NATO Yacht Club (NNYC) Admirals' Cup, which Brig. Gen. Luis Meléndez Pasquín, Spanish Marines won. Notwithstanding the challenge posed by gusting winds and occasional showers, the traditional Open Day of the NNYC was attended by a crowd of supporters and successfully marked the beginning of the sailing season. Adm. Bruce W. Clingan, commander of U.S. Naval Forces Europe-Africa, commander of Allied Joint Force Command Naples, presented the winners with their trophy. "The opening day of the sailing season for the Naples NATO Yacht Club is a wonderful opportunity that brings families and friends together for a day

on the peer,” said Clingan. He said the series of races also help to build esprit de corps throughout the community. All nations represented at NATO Naples headquarters were invited to compete and in the international regatta. Canada, Croatia, France, Germany, Italy, Portugal, Spain, the U.K. and U.S. all participated. At the end of three series of races sailed in the club’s 4.5 meter Bosun dinghies. Italy was followed in the final ranking by the joint Croatia/Portugal crew and by Spain. The winning crew comprised of Paolo Valzea and Maurizio Marletta. Led by Brig. Gen. Alfonso Candia, the NNYC is the only sailing facility available to the NATO community in Naples. Its principal aim is to encourage the sport of sailing through various recreational initiatives. The club maintains a flotilla of small boats and sailboats, and organizes training activities and regattas. Sailing courses will begin in the coming weeks. You can learn more about the club at www.nnyc.it.
