CNP Visits Sailors at NSA Naples By Gary Nichols NSA Naples Public Affairs

The Chief of Naval Operations Navy Adm. John Richardson said that the collisions in the Pacific that killed 10 sailors aboard the USS Fitzgerald and seven sailors aboard the USS McCain were entirely preventable, and the service is committed to correcting the actions that led to the accidents. Richardson told Pentagon reporters on November 2, 2017, that many aspects combined to cause the accidents, including lack of training, hubris, sleep deprivation, failures in navigation and failures in leadership. The guided missile destroyers USS Fitzgerald and USS McCain sailed when they shouldn’t have, he said, and that decision falls on the commanders, who are responsible for conducting risk assessments. The demand for ships, or any military capability, is defined by the security environment, Richardson said, adding that the Pacific has been a very demanding environment of late.

We’ve had several Key Leader visits here at NSA Naples over the course of the past week and it’s beneficial for everyone in our community to know just why these are so important. Last week we hosted a visit from Mr. James Balocki, Deputy Assistant Secretary of the Navy for Installations and Facilities, and Ms. Mindy Montgomery, Deputy Undersecretary of the Navy for Policy, aimed at assessing the unique challenges to an installation which provides planning, logistical, and other forms of support to operational units throughout the region. This week we hosted Vice Admiral Robert Burke, Chief of Naval Personnel, who spoke at several all hands calls to ensure our large active duty force knows what kinds of readiness and modernization programs may be affecting them in the future. Visits like these highlight the fact that our base is indeed an important operational platform. Our readiness and the challenges we face in performing our mission areas are top priorities for our leadership, and they should be top priorities for us as well. Part of us making readiness and mission accomplishment priorities is taking care of ourselves. November happens to be a great time to focus on this since it is lung cancer awareness month. Lung cancer accounts for 27 percent of all cancer deaths, killing more than colon, breast, and prostate cancers combined. Smoking remains the greatest risk factor for lung cancer, increasing with the number of cigarettes one smokes each day. Quitting at any age can significantly lower your risk. The medical team at USNH Naples offers a number of resources to help with smoking cessation. Contact your primary care manager today to find out how they can help you. Remember, one of the most important ways to do the basics right is keeping yourself healthy. Moreover, important to doing the basics right is keeping yourself safe. Veterans’ day is a great opportunity to celebrate those who have gone before us and to enjoy time with our friends and families. Please make sure that you’re celebrating responsibly this weekend and keeping safety in mind. Please also ensure you are aware of the support services offered by our Fleet and Family team this holiday season. The holidays can be difficult and very stressful for many people. Please remember though that this is a great community with people ready to help out in times of need. If you need some help during the holidays or at any time of the year, please don’t hesitate to reach out to Fleet and Family. Four-Legged Visitors Welcome at Museum of the Treasury The Museum of the Treasury of San Gennaro in Via Duomo, Naples, is the first museum in Naples as well as one in Italy to allow four-legged pets. There are no extra tickets to pay. A special refreshment area is placed there so visitors can admire the jewelry collections accompanied by their pets. No carriers or cages are required except that the dog’s leash, and the good common sense of the owners. In Italy and Europe there are still very few cultural areas that accept dogs and cats. Over the course of 700 years, the museum has gathered a unique collection of jewelry offered by the generosity on the part of devotees from all social backgrounds. Tickets Now on Sale for Bob Dylan Italian Concerts Tickets are on sale now for Nobel Prize winner and rock legend Bob Dylan, who will perform at the Auditorium of Parco della Musica in Rome in April. Torrential Rainstorms Cause Problems After months of baking sun and clear skies that continued well into October, autumn has finally come to Italy – and winter too. The storms that began over the past weekend in the Northern Italy arrived over the Campania region and caused several mudslides and torrential rains. The worst affected areas were along the Amalfi coast. Some people living in the mountain areas near Sorrento were cut off after a landslide blocked the road. Elsewhere firefighters had to free motorists who were trapped in flooded underpasses. In Positano, schools were ordered to close while torrential rain and mud covered the beach of Marina Grande.

HISTORY: BIRTH OF THE MARINE CORPS From U.S. Marine Corps

Leading up to the American Revolution, a committee of the Continental Congress met to draft a resolution calling for two battalions of Marines able to fight for independence at sea and on shore. On November 10, 1775, the Second Continental Congress in Philadelphia passed a resolution stating that “two Battalions of Marines be raised” for service as landing forces with the fleet. This resolution established the Continental Marines and marked the official birth date of the United States Marine Corps. Captain (later Major) Samuel Nicholas became the first commissioned officer in the Continental Marines. He remained the senior Marine officer throughout the American Revolution and is known as the first Marine Commandant. As his first order of business, Nicholas needed to recruit Marines to fill those two battalions. He visited numerous public inns and taverns throughout the city of Philadelphia to begin recruiting. One of his first recruits was a wellknown local patriot Robert Mullan, who was owner of Tun Tavern, which became crucial to Nicholas’ recruiting ef-

forts. Eventually Tun Tavern became part of military legend as the birthplace of the Marine Corps. Serving on land and at sea, these first Marines distinguished themselves in a number of important operations, including their first amphibious raid into the Bahamas in March 1776. The belligerent British were storing large supplies of gunpowder at Fort Nassau in the Bahamas. Nicholas and 234 Marines sailed with the Continental Navy on a mission to capture the fort and its supply of gunpowder and munitions. Within minutes of their arrival on shore, the British troops surrendered to the Marines. Their first challenge and success paved the

way for greater operations to come. The Treaty of Paris in April 1783 brought an end to the Revolutionary War and as the last of the Navy's ships were sold, the Continental Navy and Marines went out of existence. Following the Revolutionary War and the formal re-establishment of the Marine Corps on July 11, 1798, Marines saw action in the quasi-war with France, landed in Santo Domingo, and took part in many operations against the Barbary pirates along the “Shores of Tripoli.” For two-and-a-half centuries spanning our nation’s history, U.S. Marines have been the first to enter many conflicts in an attempt to bring peace and stability around the world, while defending our nation’s shores. Hospital Corpsman 2nd Class Glenn Ellis, who hails from Chicago reported to U.S. Naval Hospital (USNH) Naples in June 2016. Ellis is a vital asset to the Patient Administration team. As the Suitability Screening Coordinator, he is responsible for the preparation of Overseas and Suitability Screenings for all active duty members and their families in the Naples Area of Operation. Ellis’ dedication to command and community involvement have set an example for his peers. He is an active member of the USNH Naples Second Class Petty Officer Association and volunteers as an immunization technician during the Influenza immunization drives. He enjoys reading and watching movies. He and his wife are expecting their first child this month. His short term goal is to advance to Petty Officer 1st Class. Ellis’ career goals are wellfounded; and, he demonstrates his desires through hard work and an aim at serving the beneficiaries at USNH Naples. “I appreciate the responsibility that has been entrusted to me,” Ellis said. “Furthermore, transitioning from the Fleet Marine Force to an Overseas Naval Hospital has provided me a more wellrounded perspective of how each component contributes to the Navy’s mission. I look forward to every new challenge that each day presents.”

USNH Naples Encourages Patients to Clean Out Their Medicine Cabinets By Lt. Cmdr. Willie Barksdale U.S. Naval Hospital Naples Public Affairs Office

U.S. Naval Hospital (USNH) Naples kicked off its Drug Take Back Program October 25 to help its community safely get rid of unused prescriptions. The hospital’s new program offers secure drop boxes near its pharmacy so unused, unwanted and expired prescription and over-thecounter medications can easily be disposed of during normal business hours. By encouraging the proper disposal of medications, USNH Naples hopes to diminish surplus prescription drugs that have the potential to be misused or abused. According to the Office of National Drug Control Policy, more than 70 percent of prescription pain drug abuse involved drugs obtained from a friend or relative, and nearly one third of suicide attempts among veterans involve prescription medication. Safe and effective disposal can reduce these risks. “Prescription drug overdose is now the leading cause of accidental deaths in the United States. We can now do our part to remove and eliminate that risk from our Naples’s community,” Capt. Steve Blivin, USNH Naples commanding officer, said. “We all should be proud to be one the first overseas medical treatment facilities in the Navy to provide this service to our patients.” Along with reducing the risk of prescription and over-the-counter drug abuse, the program also provides the hospital community with an environmentally responsible way to dispose of medications so they don’t get introduced to

local water supplies and landfills. The drop boxes, one for solids and another for liquids, can accept most medications. Acceptable items for disposal are legal prescription or over-the-counter drugs pills, tablets, capsules, ointments, creams, lotions, powders and liquid medicines. No more than four ounces of liquid medicines can be accepted and it must be placed in sealable plastic bags before being placed in the drop box. All medications should have the prescription labels removed. Items that cannot be turned in are illegal drugs, needles, syringes or sharp containers, batteries, alcohol or hydrogen peroxide, and aerosol spray cans. For inhalers, the drug component can be turned in, but the aerosol container cannot be. Pharmacy staff are not allowed to accept medications for disposal, individuals must physically put the drugs in the collection bin or envelopes themselves. Detailed information is posted on each drop box about what can and cannot be disposed of. USNH Naples pharmacy staff can also answer questions about use of the drop box and other concerns. USNH Naples is comprised of the main hospital, Branch Health Clinic at Capodichino, and a Navy liaison detachment at Landstuhl Regional Medical Center, Landstuhl, Germany. The 500 staff members of USNH Naples provide high quality, patient-centered care to approximately 10,000 active duty, family members, retirees, operational and NATO forces, and other eligible patients through internal collaboration and status of force agreements

Section 516 of the Foreign Assistance Act (FAA) of 1961 authorizes the Department of Defense to transfer EDA to foreign governments. Under the FAA, military departments determine what is or is not excess. RHIBs are typically used for modernization of partner forces, and are transferred at a reduced price based on the condition of the equipment or as a grant. Cmdr. Matt Zublic, assigned to the Office of Defense Cooperation in Athens, Greece, explained that since the U.S. Navy received new security boats; these boats could be EDA granted to the Hellenic Navy. “It was in the best interest of the United States to EDA grant these boats to the Hellenic Navy,” said Zublic. “They served the purpose of security patrols for the U.S. Navy, now they will do the same for the Hellenic Navy.” Zublic further explained that transferring these formerly U.S.owned boats to the Hellenic Navy

means that our military partner increases their fleet of small patrol boats by four, and the U.S. Navy benefits from having a military partner that has boats fully inter-operable with the equipment used by U.S. harbor security at Naval Support Activity Souda Bay. To otherwise dispose of these boats would mean that they would have to have been stripped of their parts and transferred for disposition services through the Defense Logistics Agency. Pope Francis walked through the cemetery stopping at various headstones where he would place a white rose and pray silently before giving a mass to several thousand people. “This is the first time any pope has come to one of our ABMC cemeteries, so we are very honored to have him,” Tina Young, director of cemetery operations for ABMC, said. “He chose to come here to commemorate those who had fallen during World War II, and that gave their lives not only for the liberation of Italy but for the world.” John Wessels, deputy secretary for overseas operations for the ABMC, said ABMC was thrilled to host the Pope and as you look over the 7,800 headstones it is a perfect place for the Pope to deliver his prayers and messages of peace and hope. During his mass, Pope Francis said that remembering people who died in World War II is important and hopefully, by looking around the cemetery, those in attendance can see the price of war. Although most of the Italian citizens in attendance for the Pope’s mass didn’t have family members buried in the cemetery, one family in attendance had a special circumstance.

“We have a family here today, and their great uncle is buried here,” Young said. “He was actually Irish and immigrated into the U.S. He immigrated to New York, lived in the Bronx, and was drafted. He died in World War II. This is the first time we think anyone from his family has come, and they came all the way from Ireland.” The cemetery mass was also attended by U.S. Ambassador to Italy Lewis Eisenberg and the acting U.S. Ambassador to the Vatican Louis Bono. “The ABMC is honored to host the pope, and honored to have the sacred mission of looking over more than 125,000 Americans who died for their country in World War I and World War II and who have been buried overseas around the world,” John Wessels, deputy secretary for overseas operations for the ABMC, said. “It’s a mission we’ve had for 95 years, and we’re honored to do it. We invite all Americans to learn more about this mission and to learn more about American heroes.” Congress created ABMC in 1923 as an agency of the federal government, and originally there were only eight World War I cemeteries around Europe. Today ABMC administers, operates and maintains 26 permanent American military sites which are located in 10 foreign countries spanning four continents.

Every commander has to wake up each day at their command level and say, what has changed in my security environment? What is my new risk posture? And how am I going to accommodate or mitigate that risk?”

If you look back at our history, the thing that has made us what we are today is our Sailors.” He emphasized that Sailors – and their families – are what makes the U.S. Navy strong and capable. Making the Navy more responsive to today’s challenges is his biggest priority. “That’s why I’m very excited about being in this job,” he said. “To be able to do things to modernize, to overhaul, to make it more responsive to what you need as well as what the Navy needs, and to make it easier to do these things so you can focus on your jobs, your families and a realistic life-work balance.” Burke discussed Sailor 2025, which is made up of about 45 different initiatives. This process, he explained, will help transform the Navy into a more lean and efficient service. The three pillars of Sailor 2025 include modernizing the entire personnel system, modernizing the training process, and enriching Navy culture.

CORRECTING MISTAKES

Cultural Change At some point, commanders cannot mitigate the risk, and they should say no to the mission, he said, but the present culture is such that commanders will assess the risk to be acceptable when it is not. Changing that culture is one goal for the chief – he wants commanders to be honest about assessments and the shortfalls they have. While the changes are in the 7th Fleet area, the Navy is on all the seas. “A review of your Navy today shows that this morning there are 100 ships and 64,000 sailors and Navy civilians who are deployed,” Richardson said. “This includes three carrier strike groups and their embarked air wings, three amphibious readiness groups, and their embarked Marine expeditionary units, six ballistic missile defense ships on station, 11 attack submarines, five [ballistic missile submarines],” he said. “The vast majority of these ships are conducting their missions, some of them extremely difficult, effectively and professionally, protecting America from attack, promoting our interests and prosperity, and advocating for the rules that govern the vast commons from the seafloor, to space, and in cyberspace.” The Navy and its sailors are busy, and they have been integral to the wars America has fought since 9/11. “Recent experience has shown that if we’re not careful, we can become overstretched, overextended. And if we take our eye off the fundamentals, we become vulnerable to mistakes at all levels of command,” he said. To address this, the Navy has taken some immediate actions, including restoring a deliberative scheduling process in the 7th Fleet, conducting comprehensive ready-for-sea assessments for all Japan-based ships, establishing a naval service group in the Western Pacific – an independent body in Yokosuka, Japan that will keep their eye on readiness generation and standards for the Pacific Fleet commander – establishing and using a near-miss program to understand and disseminate lessons learned, and establishing policies for surface ships to routinely and actively transmit on their automatic identification system, Richardson said. Midterm actions will emphasize training, establishing comprehensive policies on managing fatigue and accelerating some of the electronic navigation systems upgrades, he said. “Long-term actions include improving individual and team training skills, with an emphasis on basic seamanship, navigation and integrated bridge equipment; evaluating core officer and enlisted curricula with an emphasis on fundamentals [and] navigation skills,” Richardson said. “I have to say that fundamental to all of this is how we prepare leaders for command,” Richardson said. “We will deeply examine the way that we prepare officers for increasing leadership challenges, culminating in assumption of command with the capability and the confidence to form, train and assess warfighting teams on the bridge, in the combat information center, in engineering and throughout their command.”

This will employ both human and artificial instructors. This new approach will have the advantage of adapting to the way you learn, to maximize your learning experience. This training will be available at major fleet concentration areas where access to training will be easier and more efficient. Later, this same training will be available on ships, too, he said.

Navy Culture Burke acknowledged that what keeps the Navy strong is people – the Sailors, civilians and their families. “None of our Sailors come to work or deploy or do any of the Herculean things that we ask of them day in day out without the support of their family,” he said. The International Spouses Club (ISC) will host the 2017 International Bazaar at Allied Joint Force Command (JFC) Naples November 17 and 18 from 10 a.m. to 4 p.m. at Parco Leonardo at JFC. One of the biggest charity events of the year, the annual event is a two-day Christmas market features food and cultural items from NATO member nations, and offers U.S. and NATO ID cardholders the opportunity to indulge in some early festive shopping. The International Bazaar is one of the year’s favorite annual events dating back to the days when JFC was located at the old base in Bagnoli. Vendors from all over Europe and Italy attend this renowned event, selling everything from food and wine, to ceramics, furniture, paintings, jewellery, leather goods, presepi and more. Returning favourites include Mele leather, Crete di Alessandra Pedone and Vinciprova to name but a few. This is the perfect place to stock up on Christmas stocking fillers and presents for family

and friends back home. In addition you will find specialities from NATO member nations at booths staffed by volunteers from each country. You might find, for example, maple syrup from Canada, wine and pâté from France, or teabags and Union Jack designs from the United Kingdom. If shopping is not your ‘cup of tea’ then there will be plenty of International food to sample with volunteers from NATO member nations serving up authentic tastes of their home countries. And last, but by no means last, there will be plenty of entertainment again provided by NATO member nations, including Flamenco dancing and the U.S Navy band. The Origins of Veterans Day From Department of Veterans Affairs

In 1921, an unknown World War I American soldier was buried in Arlington National Cemetery. This site, on a hillside overlooking the Potomac River and the city of Washington, D.C., became the focal point of reverence for America’s veterans. Similar ceremonies occurred earlier in England and France, where an unknown soldier was buried in each nation’s highest place of honor (in England, Westminster Abbey; in France, the Arc de Triomphe). These memorial gestures all took place on November 11, giving universal recognition to the celebrated ending of World War I fighting at 11 a.m., November 11, 1918 (the 11th hour of the 11th day of the 11th month). The day became known as “Armistice Day.” Armistice Day officially received its name in America in 1926 through a Congressional resolution. It became a national holiday 12 years later by similar Congressional action. If the idealistic hope had been realized that World War I was “the War to end all wars,” November 11 might still be called Armistice Day. But only a few years after the holiday was

proclaimed, war broke out in Europe. Sixteen and one-half million Americans took part. Four hundred seven thousand American service members died; and of these, more than 292,000 in battle. In 1954, Congress passed a bill that President Eisenhower signed, which proclaimed November 11 as Veterans Day. “Let us solemnly remember the sacrifices of all those who fought so valiantly, on the seas, in the air, and on foreign shores, to preserve our heritage of freedom, and let us reconsecrate ourselves to the task of promoting and enduring peace so that their efforts shall not have been in vain,” Eisenhower said. Although most federal holidays are celebrated on Mondays, to ensure that federal employees can enjoy three day weekends with their friends and families, Veterans Day continues to be observed on November 11, regardless of what day of the week on which it falls. This observance of Veterans Day on November 11 not only preserves the historical significance of the date, but helps focus attention on the important purpose of Veterans Day: A celebration to honor America’s veterans for their patriotism, love of country, and willingness to serve and sacrifice for the common good.
