2016 OHA Survey Available Through the End of May This year’s Overseas Housing Allowance (OHA) Utility Expenses Survey for Italy is being conducted through the end of May. The survey is designed to collect utility and recurring maintenance expense data incurred by service members stationed overseas, who reside in private housing. If you meet the following qualifications, you can take the survey, which shouldn’t take more than 30 minutes to complete. Region EURAFSWA to Transition Overseas U.S. Local Hires to USAJobs Navy Region Europe, Africa, Southwest Asia (EURAFSWA) is now implementing the Department of the Navy new hiring process for DON overseas civilian positions. To affect continuity and clarity, the DON is moving all U.S. local hire recruitment work to the Office of Civilian Human Resources operations centers responsible for servicing overseas Navy and Marine Corps applicants – OCHR San Diego and OCHR Stennis. Instead of requiring applicants to search for and submit applications to their command’s Human Resource Office (HRO), the new process will go through one automated source. “The main change is that everything will be done online through USAJobs,” Navy Region EURAFSWA Human Resource Specialist Antonella Guercia explained. “We in HR will no longer be accepting or processing local hire resumes. And, all available jobs will be posted on USAJobs. It’s hard to believe that we’re already welcoming the month of May, AND the fantastic spring temperatures that mark the beginning of picnic and BBQ season. May also brings the beginning of Mental Health Awareness month. Since 1949, the United States and various organizations have observed this month in an effort to raise mental health awareness and encourage people with questions to contact their healthcare providers and possibly even schedule a screening. Maintaining good mental health is even more important than being in good physical health, but most of us log more hours towards the latter vice the former. Fortunately, the Navy has many resources available to assist those in need who may be going through a difficult time, or struggling with their mental health. If you wish to reach out or obtain information for your department or command, please contact the Fleet and Family Service Center, a healthcare professional or a chaplain to get started in the right direction. Getting needed help for mental health issues will not jeopardize security clearances and, just like with all illnesses, it is in everyone’s best interest to ensure we get the care we need. Living in overseas, you quickly develop an understanding that we don’t always have access to the same TV content available to those living in the U.S. We’ve been working in partnership with the Region, Telecom Italia and the NEX to get relief from this issue, at least for those of us living on the Support Site. Recently, Telecom Italia released the Support Site IP address block, and we’ve begun the process of petitioning web based content providers to unblock their sites. To date, I have written three companies and I’m waiting for them to confirm our improved status. Our close partnership with Telecom Italia is vital to ensure we continue to make improvements to internet based services for our entire community. This week we conducted a training exercise called Reliant Omnibus 2016 which simulate the outbreak of a deadly virus. The exercise provided an excellent opportunity to coordinate with local and regional military, civilian and medical authorities in an effort to minimize the damage in the event of an actual outbreak. I would like to thank all participants in this week’s exercise and remind everyone in our community to always be prepared to the best of your ability. Have a great weekend and stay safe!

Facebook Campaign Helps Find Missing Tuscan Bulldog in Naples Pato, a black and white French bulldog from the town of Santa Firmina, Tuscany, went missing October 28, 2013. A young man saw Pato sleeping on a rough mattress in Portici, near Naples and recognized him from a Facebook campaign. Local health authorities identified Pato owners from his microchip, and after two-and-half years the Tuscan family and Pato were reunited. Museum Shuttle Bus Now Operating The National Museum of Capodimonte in Naples can be reached directly by a shuttle bus that started its service on April 26. The shuttle departs every 50 minutes from Piazza Trieste e Trento, with several stops including Piazza Dante, and the Archaeological Museum. The “Shuttle Capodimonte Museum” makes about 12 trips daily (except for Wednesday), with ride taking about 20 minutes. The shuttle is embellished with beautiful reproduction paintings. Tickets includes the shuttle and museum entrance. Prices are: Adults 12 euro; Youths (five to 25 years) 6 euro; Children (four and under) are free. 62nd Regatta of the Three Gulfs May 13 The Regatta of the Three Gulfs 2016 will take place in Naples for its 62nd edition. The regatta begins at midnight on May 13. The route of the “Regatta of the three gulfs” will be about 170 miles and it will follow the itinerary of the Napoli-Ponza-Isolotti de Li Galli. This is the main long-southern Tyrrhenian regatta and is the only one to go through six islands; includ-

ing Ischia, Ventotene, Ponza, Procida, Li Galli and Capri, as well as three Gulfs; Naples, Gaeta and Salerno. This important race is part of the Offshore Championship in 2016. The Regatta logistics base is located at the Borgo Marinari, at the Circolo del Remo e della Vela. World’s Longest Pizza to be Made in Naples May 15 The world’s longest pizza will be prepared in Naples on May 15. The pizza will have to be two kilometers long to beat last year’s record-setting pizza, also made in Naples. The creation of the spectacular pizza will enter the history books making this newest delicacy an even more important symbol of Neapolitan cuisine. Italy Government Funding Culture; 185 Million Euro to Campania Italian Culture Minister Dario Franceschini announced that one billion euros would be allocated for funding culture. The plan will implement 33 important projects for the protection and promotion of cultural heritage and enhancement of cultural tourism throughout Italy. Campania region will receive 185 million in such installments for: 40 million to the Royal Palace in Caserta to finish restoration works; 40 million to the archaeological area of Pompeii; 30 million to the Capodimonte museum to restore its walls; 25 million to the archaeological park of Campi Flegrei, including Bacoli, Giugliano, PozzuoliRione Terra; 20 million to the National Archaeological museum to structures for the improvement of exhibition space and access; 20 million to the Paestum museum for restoration and redevelopment; and 10 million to Herculaneum to restore its structures.

Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

NAVY HISTORY: VE DAY From DoD News

When President Harry S Truman, British Prime Minister Winston S. Churchill and Soviet Premier Josef Stalin simultaneously announced that Nazi Germany had surrendered on May 8, 1945, the joy Americans felt was tempered by where they were. The war that began with Germany invading Poland Sept. 1, 1939, ended with the total defeat of the Nazi menace and the unconditional surrender of the German military. In New York, London and Moscow the eruption of joy was instantaneous. Men and women rushed to the streets to hug and kiss and dance. The war against Nazi Germany was over. The killing had stopped. A great evil ended. The End of a Long Road On the front lines deep in Germany, Austria and Czechoslovakia, the celebration was more muted, with soldiers gradually realizing they were not going to be shot at anymore and were going to go home. Their joy was further tempered because, while Germany was defeated, Japan fought on. The soldiers realized their divisions, brigades and units would be part of the invasion of Japan. In the Pacific, there was a brief acknowledgement that the European battle was over, but it didn’t really matter to the soldiers and Marines who were still attacking Japanese positions on Okinawa or to the Sailors who were fending off kamikaze attacks on ships off the island. VE Day signified the end of a long road. Just between June 1944 and May 8, 1945, there were 552,117 U.S. casualties in the European theater of operations. Of those, 104,812 were killed in action. In January 1945, many believed the war in Europe would last

much longer. In January, U.S. Army soldiers were still battling against German forces that had launched the Battle of the Bulge. That battle was the largest the U.S. Army ever fought and out of the 90,000 casualties around 19,000 soldiers were killed. Events accelerated from there.

The War Moves into Germany Bombing missions continued over Germany and every B-17 or B-24 lost over the Reich meant a loss of 10 Americans. On the ground, Allied troops mopped up German resistance on the west bank of the Rhine River. On March 7, 1945, soldiers from the 9th Armored Division secured the Ludendorff Bridge over the Rhine River in Remagen, Germany. The U.S. 1st Army vaulted

the water barrier and struck deep into Germany. The 3rd Army also crossed the river and moved on. On March 22, U.S. and British forces launch a massive operation over the Rhine in Oppenheim. On April 2, U.S. forces surrounded 600,000 Germans in the Ruhr Pocket. Throughout the month, American forces begin discovering the consequences of the Nazi ideology as they liberated death camps like Buchenwald, Ohrdurf and Dachau. On April 12, Americans were shocked by the death of President Franklin D. Roosevelt. Harry S Truman was sworn in and vowed to continue Roosevelt’s policies. On April 21, Soviet forces began their assault on the German capital of Berlin. With the Soviets closing in, Hitler committed suicide on April 30 and turns power over to Admiral Karl Donitz. Surrender On May 2, German forces in Berlin surrendered to the Soviets. On May 7, formal negotiations for Germany’s surrender began at the Supreme headquarters Allied Expeditionary Force headquarters in Rheims, France, and the Germans surrender unconditionally the next day. At the conclusion of the surrender, the allied staff attempted to write a message for General of the Army Dwight D. Eisenhower to send to allied leaders. He opted for “The mission of this Allied Force was fulfilled at 0241, May 7th, 1945.”

For the past year and a half, Wu has committed herself to the USO Naples Volunteer Committee in-between mission deployments. Hailing from Los Angeles, Wu has served in the Army for more than six years, currently with Bravo Company AFSouth Battalion. She has generously given more than 50 hours of her time in support of the USO Naples events and is on the calendar for another busy month in May. Wu first met the USO when she was in basic training, and went on leave for Christmas. “I stopped by the USO for a couple hours, waiting for my flight,” she said. “They welcomed me in, gave me coffee and snacks, and made me feel like I was with family on the holiday.” Once her tour in Naples began, she knew that she wanted to join the USO team, but was soon deployed. “When I came back from deployment in January, the USO welcomed us home,” Wu said. “They gave us gift bags and huge smiles. It touched my heart, I was now home.” Now, Wu has made it her priority to feel that connection with others, on and off mission, through her volunteer work. “The USO is the place for you to feel you have some achievement in your life, to help others,” she said. “You have a family here and you can always depend on the USO staff and volunteers. Everyone is here to help.” She is there, no matter the program, playing with kids, serving hot dogs, painting faces and much more. Personal Protection Against Mosquitoes

It is that time again … for mosquitoes, so here is some helpful information on what you can do to help protect you and your loved ones. Mosquito bites can cause skin irritation through an allergic reaction to the mosquito’s saliva – this is what causes the red bump and itching. A more serious consequence of mosquito bites can be the transmission of viruses and diseases. Something to keep in mind is mosquitoes can also transmit parasites and diseases to our pets. Ensuring the protection of all of your family members is important. All mosquitoes require water to breed. Breeding environments can include ponds, ditches, old tires, litter, buckets, toys, potted plant trays, saucers, plastic covers, tarpaulins and even bottle caps. Eliminating standing water sources is a tremendous help in reducing the mosquito population. Here are a few ways to stay protected from exposure to mosquito bites: ● When possible, stay inside or in screened-in areas when mosquitoes are active. Most mosquitoes tend to be more active around sunrise, sunset, and in early evening. ● Cover up. Put on long sleeve shirts, long pants, socks, and closed-toe shoes to protect against bites. ● Plug in a fan. This will help you keep cool and keep mosquitoes from landing on you. Mosquitoes are not very efficient flyers, even in wind speeds as low as 5 mph. ● Use an outdoor yellow bug light. Use them on your porch and around your house. Standard lighting will attract mosquitoes; yellow bug lights are almost invisible to most insects. Insects typically see blue or UV light as really bright, while yellows and reds are in a spectrum that is less visible if at all. ● Use a repellent. Repellents containing Picaradin, DEET, IR3535, or some products containing oil of lemon-eucalyptus have been shown to be effective in repelling mosquitoes when used as directed.

Note: oil of lemon-eucalyptus should not be used on children under the age of three. ● Eliminate standing water especially around your home. A teaspoon of water is enough to lay eggs and complete a mosquito life cycle. Correcting drainage problems and avoiding overwatering lawns can also help. Some mosquitoes will lay their eggs in moist soil and as soon as water pools the eggs will hatch. It is the unnatural water pooled around homes that make a great habitat for mosquitoes. Vector disease carrying mosquitoes like the Asian Tiger Mosquito, Aedes albopictus love to breed in these types of habitats, especially where moist soil or containers are located. Their flight range is about 300 feet from where they are bred. They are more noticeable than other mosquitoes because they can be active in the daytime if disturbed and have a characteristic white strip down their back. With emerging mosquito-borne diseases, removing breeding sites and following proper guidance is critical. If a female mosquito is infected with a disease she can pass it on to her eggs and thus the next generation is infected with the disease without ever having to receive their first blood meal. Therefore, eliminating breeding sites is imperative to assist in the reduction of the mosquito population and risk of contracting a mosquito-borne illness. As a proactive measure the USNH Naples Preventive Medicine Department frequently monitors the mosquito population on Support Site. When the number of mosquitoes is found above baseline levels mosquito treatments are focused at those areas. Regarding pets, owners should follow the first line of defense guidelines provided by veterinary services to ensure your pet stays happy and healthy. Use pet-specific repellents that are active against fleas, ticks, mosquitoes and sand flies to keep your pet safe from insect borne illness. Help prevent mosquito-borne diseases, take action to personally protect yourself, your family and your pets. Do your part in eliminating water around your home where mosquitoes can breed. If you see areas of standing water such as potholes or areas of poor drainage, report them to the Public Works Department. Public Works will take the necessary measures to resolve the issue. ENERGY CONSERVATION GRRRRR!!! It’s Too Hot – It’s Too Cold From NSA Naples Energy Management Team

Anybody who has performed energy surveys in work spaces has heard these cries for help. Due to differences in human metabolism, sometimes people who sit right next to each other have the opposite complaint. Another interesting human variable: some people want to turn the heat up to 72 degrees in the winter and turn the air conditioning down to 68 degrees in the summer. That just doesn’t make sense. The Navy has energy efficiency standards that apply to space temperatures: Cool to no lower than 78 degrees F, and heat to no higher than 68 or 70 degrees F. Since these are average temperature targets, different rooms might have different temperatures, especially in older buildings with large areas and few thermostats. Navy standards also exist for after hours, to adjust temperature set points to provide less heat in the winter and less cooling in the summer when the building is unoccupied. It seems like opening windows should help if you’re too warm, but it wastes energy when the heat or air conditioning is running. Your open window can confuse a thermostat that controls the heat supply to spaces that aren’t benefiting from your outside air, and make it difficult to pinpoint the source of their temperature complaints (you). The best things you can do if you are too warm or too cold are: Dress in layers; and let your supervisor and facility energy monitor know about your issues. Your building’s climate control system may be in need of some attention, especially when everyone has the same complaint. If you tend to be cold, and sit in a colder area of the building, you might ask your supervisor if you can move to a location that’s a better fit for your metabolism. If your energy team gives you permission to open windows temporarily while a condition is being resolved, be sure to shut them at night to minimize energy waste.

Navy Medicine Issues Zika Virus Infection Guidance From U.S. Navy Bureau of Medicine and Surgery Public Affairs

Navy Medicine released Zika Virus Infection guidance in NAVADMIN 032/16, Feb. 10, communicating force health protection measures and travel precautions to Navy and Marine Corps personnel “Our first priority is to ensure we offer the best possible care to any Navy Medicine patient in the safest way possible,” Cmdr. Eric Deussing, head, U.S. Navy Bureau of Medicine and Surgery (BUMED) public health, emergency preparedness and response, said. BUMED has instructed Navy Medicine providers to follow guidelines issued by the Centers for Disease Control and Prevention (CDC). In addition, Navy Marine Corps Public Health Center issued an information sheet and trifold pamphlet on their public website for Navy and Marine Corps personnel. “We are closely monitoring the situation and collaborating with our public health partners to protect our patients and our communities,” Deussing said. Zika is a viral infection spread by mosquito bites. The virus is spread by a bite from an infected mosquito or possibly by a mother to her fetus during pregnancy. According to the CDC, spread of the virus through blood transfusion and sexual contact has also been reported. Typical symptoms include fever, conjunctivitis, mus-

cle pain, rash, headache, and joint pain. Recently, Zika virus infections in pregnant women have been linked to infants born with birth defects. Zika virus transmission is predominantly occurring in South and Central America, Mexico, and the Caribbean. Navy and Marine Corps personnel are at risk when travelling to areas experiencing ongoing Zika virus transmission. Infection risk is reduced by taking measures to avoid mosquito bites. “Prevention amongst the Navy and Marine Corps personnel is paramount,” Deussing said. “The most effective way to prevent infection is avoiding unnecessary travel to Zika affected areas. If traveling to Zika affected areas, avoid mosquito bites.” No vaccine or drug is currently available to prevent Zika virus infection, and there is currently no specific anti-viral treatment for the disease. The best way to prevent infection is to avoid mosquito bites while in areas of ongoing transmission. Mosquitoes that spread Zika virus bite mostly during the daytime, but bites should be avoided day and night. Until more is known, and out of an abundance of caution, the CDC recommends pregnant women consider postponing travel to any area where Zika virus transmission is occurring -currently in the Western Hemisphere. Pregnant women, or women trying to become pregnant, who do travel to these areas should talk to their

health care provider first, and they should take strict steps to avoid mosquito bites during the trip. The following steps are recommended for those traveling to an area with ongoing Zika virus transmission: ● Choose a hotel or lodging with air conditioning or with screens on windows and doors. ● Sleep under a mosquito bed net if you are outside or in a room that is not well screened. ● Cover exposed skin by wearing long-sleeved shirts and long pants. ● Use EPA-registered insect repellents containing DEET, picaridin, or IR3535. These are safe for pregnant women when used as directed. ● Use permethrin-treated clothing and equipment. “If you or someone you know develops sudden fever, rash, joint aches, or red, irritated eyes within two weeks of travelling to an area of ongoing Zika virus transmission, see your Navy Medicine health care provider immediately, and report your symptoms and travel history,” Deussing said. Navy Medicine is a global health care network of 63,000 personnel that provide health care support to the U.S. Navy, Marine Corps, their families and veterans in high operational tempo environments, at expeditionary medical facilities, medical treatment facilities, hospitals, clinics, hospital ships and research units around the world.

For weeks, months and probably years you have been hearing those of us in the emergency management and preparedness business tell you over and over again that you need to have an emergency plan and kit built and ready at all times. While that sounds great, do you know what you should have in your kit to sustain you and your family following an emergency and for how long? To be of assistance, the following is provided as a recommended starting point for you in getting prepared and staying ready. In addition to NSA Naples Emergency Management staff, there are several other great online sources of information to get you started in building your kit. Because of the unique features and potential hazards in this region of Italy, it is recommended you plan for one to two full weeks of consumables (food, water, batteries, etc.), in addition to the other (non-consumables) items in the kit. This will help with you and your family’s immediate needs being met with minimal reliance on others. This point is very important because the severity of an emergency event may be significant, and resources may be extremely limited and not immediately available to us. At a minimum, your emergency kit should have the following supplies. This may be the most challenging factor in planning for and assembling your kit. If we were to remain in our homes during and after an emergency event, we need to make sure our kits are accessible. In this case, the kit can be stored and maintained in large containers on in a cabinet. However, depending upon the type and severity of the emergency event, we may be required to evacuate our homes, or even the area. In this situation our emergency kit must be scaled down to the supplies necessary to sustain us for approximately three days. We must also plan for a method of packing and carrying our emergency kit. One suggestion is to place the contents of your kit into a portable container (or containers) and store them. Another is to have the portable containers immediately available to pack the supplies you have stored in larger containers or cabinet. The type of portable containers you can use can be backpacks, small to medium luggage with rollers/wheels, tear/rip resistant bags, etc. The key to portability is just that – Don’t pack your emergency evacuation kit in a container you cannot lift

or carry. Also, take full advantage of sharing the load among capable family members as much as reasonably possible. The most effective way to minimize (but not eliminate) the additional stress of an emergency event in our lives is to prepare ourselves and our families as much as possible through discussions and development of your family’s emergency plan and the assembly of your emergency kit. These discussions and our preparations will cause a bit of natural anxiety in all of us, but more so among our children. We should consider the tone and content of our discussions with, and around them. These events offered us an opportunity to educate ourselves and one another about the likelihood of an earthquake here, and the importance of preparing ourselves to get through them. Consider the “what if’s” associated with an earthquake and what you need to do to prepare your emergency plan and build your kit. Many have seen the hysterical movies of the late, great John Candy to include “The Great Outdoors” and “Planes, Trains and Automobiles.” They were both about nature and the various ways we get here and there. MWR’s Community Recreation Division and specifically our Outdoor Recreation Program is very similar. We take you to some of the most beautiful places on the face of the earth, and along the way, you will learn, laugh and have fun. If hiking is your thing, then sign up for one of our hikes. Past hikes have included the Path of the Gods, the rim of Carney Park and the Lattari Mountains to name just a few. Not a hiker, but you fancy yourself a paddler? Then sign-up for one of our Kayak Workshops or a trip to Baia or Sorrento. Maybe you like a little more excitement and thrills. If so, sign up for

one of our rafting trips. We have one that is hitting the Calore or Tanagro Rivers May 14. Finally, we have Archery, Climb and Dangle, and Scuba classes to provide instruction for you and your family. Also, maybe there is something that you have seen in your travels throughout Europe, and you think it would benefit your friends and neighbors. Come in and share that experience with us at the Outdoor Rec Center and we will look at bringing that to everyone. There are many great chances to get out and explore, so take advantage today.
