The November 24 attack on an Egyptian mosque in northern Sinai that killed at least 305 men, women and children is an example of why the United States must remain involved in the Middle East, Pentagon spokesman Army Col. Rob Manning said November 27, 2017. The United States must help partner nations build their own defense and police capacity to “ensure [the Islamic State of Iraq and Syria], al-Qaida and likeminded groups cannot plan and carry out attacks,” he said. Manning gave an overview of the area during his weekly press gaggle with Pentagon reporters. He said there are roughly 500 U.S. forces in Syria and around 5,000 in Iraq. Defense Department officials are working on providing a better run-down of U.S. forces in the countries as security considerations permit, the colonel said. Iraqi forces are working to improve security in areas they have retaken from ISIS control, Manning said. This includes going into areas to clear them of improvised explosive devices, clearing out weapons caches, disarm booby traps and rooting out ISIS hold-outs. “In Syria, in the last 24 hours, the [Syrian Democratic Forces] has reinforced positions near the Iraq-Syria border, repelling an ISIS reconnaissance element,” he said. Coalition forces aided the SDF as it advanced along the southern bank of the Euphrates River. “Also coalition forces provided counter-IED training to Raqqa internal security force soldiers,” he said.

Last week our installation had the honor of welcoming Secretary of the Navy Richard Spencer and his wife. I want to thank everyone who made the visit a success, including all the hard working individuals who helped prepare for it. Any time a senior official visits our base, it is an opportunity to show what we do and why it is important, and we took full advantage of that. In order to do so, we conducted a lot of maintenance and in many cases, improvements to our base. These projects were important not only to represent the community positively, but also to make it a better place to work and live for all of us. We were able to install energy efficient and brighter LED lighting in many areas on Capodichino, paint additional markings on much needed stretches of road, clean up unauthorized trash dump sites, and install brand new street signs around Support Site. These improvements should not stop with SECNAV’s departure. With everyone in the community’s help and input, we can continue to identify and correct issues around our base and maintain these high standards of cleanliness and readiness 24/7. I also want to thank everyone who volunteered over the Thanksgiving holiday to put together opportunities for our single/unaccompanied personnel to celebrate together. That is the kind of dedication SECNAV and Mrs. Spencer witnessed while they were here, and it’s what brings such a great sense of community to this base. The winter holiday season is right around the corner and brings its own unique opportunities. As always, when traveling, please ensure you are filling out leave chits correctly and completing an Individual Anti-Terrorism Plan (IATP). Always check the Foreign Clearance Guide for information about the country you’re travelling to as well. Travel abroad isn’t the only opportunity that the winter season has to offer. Many of the different commands here are offering holiday parties. Like the numerous birthday and organizational balls that were held from October to November, holiday parties are a great way to share camaraderie with shipmates, co-workers, and family. I highly recommend everyone join in the celebration and have some much deserved fun. Please remember to do so responsibly. Have a plan and remember that drinking and driving is never acceptable. If you find yourself in an emergency situation, I highly recommend using the Tipsy Taxi service, funded by the Naples Area Chief’s Mess. Perpetrators have been throwing rocks or other objects at the victim’s car to get them to stop. Once stopped, the victim has been robbed. Commissary Deli Counter Closure From U.S. Naval Hospital Naples Public Affairs

What Happened? ● The Commissary Deli was closed because the germ Listeria monocytogenes was found in a prepared sandwich during a periodic, routine sampling. ● Eating food contaminated with Listeria can cause listeriosis, a serious infection most likely to sicken pregnant women and their newborns, adults 65 or older, and people with weakened immune systems. It is rare for people in other groups to get sick as a result of Listeria food poisoning. ● No illnesses have been reported to date in connection with this finding. What Are We Doing? ● Upon confirmation of the germ on November 25, the Deli counter was immediately closed. ● Cleaning and sanitation was completed and new samples were collected to ensure the Listeria has been eliminated. The Deli counter will remain closed until testing confirms its eradication.

● The work done by our food safety inspectors is incredibly important and, like the periodic sampling that detected the germ, remains an integral part of keeping our community safe and healthy. Belluno Tops the List of Best Cities in Italy; Caserta Ranks Last The northeastern city of Belluno came to the top of best quality-of-life ranking of 110 Italian provinces, according to Italy’s business newspaper Il Sole 24 Ore. Belluno scored highest across six different categories, with a successful tourism industry, a growing manufacturing sector, low crime rate, high employment, and a substantial average wealth and lack of urban crowds. Aosta and Sondrio located in northern Italy came second and third respectively. The first big city on the list is Milan that dropped from second place to eighth, while Rome fell to 24 and Naples is at 107 on the list. According to the newspaper, the worst place for quality of life is Caserta, which is north of Naples and is very popular among tourists for its beautiful royal palace. However, for residents Caserta is considered one of the poorest, most dangerous, least employed places in Italy. Two southern cities, Taranto and Reggio Calabria are above Caserta. The number one province for employment is the city of Ascoli Piceno, in the Marche region that managed to attract big companies as well as fostering a large number of small companies and start-ups.

Italian Birth Rates Declining Italy birth rates are down 12,000 in 2016, and have dropped more than 100,000 newborns since 2008, according to national statistics office ISTAT. The decline since 2008 was also partly due to the concurring drop in marriages with an historic minimum recorded in 2014 of 189,765 weddings celebrated that year, 57,000 less than in 2008, ISTAT said. The decline is particularly steep among couples where both partners are Italian, yet even couples in which one or both partners are foreign are now having fewer children. ISTAT pointed to Italy’s aging population and changing lifestyles as factors. There are fewer women of childbearing age in Italy, they are having children later and more of them are not only having fewer children, but remaining childless altogether. A large role is played by economic factors like high youth unemployment which obliged many young people to live with their parents or women have the fear for expensive childcare once the baby arrives. The government has recently extended its “baby bonus” – an 80 euro per month paid to families with newborns for the first three years of their life. The top names for newborn babies are still Francesco and Sofia.

HISTORY: ‘DAY OF INFAMY’

Early in the afternoon of December 7, 1941, President Franklin D. Roosevelt and Harry Hopkins, his chief foreign policy aide, were interrupted by a telephone call from Secretary of War Henry Stimson, who informed the president that the Empire of Japan had attacked the American naval fleet at Pearl Harbor, Hawaii. At about 5 p.m., following meetings with his military advisers, the Roosevelt calmly and decisively dictated to his secretary, Grace Tully, a request to Congress for a declaration of war. Roosevelt had composed the speech in his head after deciding on a brief, uncomplicated appeal to the people of the United States rather than a thorough recitation of Japanese perfidies, as

Secretary of State Cordell Hull had urged. Roosevelt then revised the draft to update military information, and to strengthen the tone of the speech. Most significantly was changing the first line from “a date which will live in world history” to “a date which will live in infamy.” Tully then prepared the final reading copy, which Roosevelt subsequently altered in three more places. On December 8, at 12:30 p.m., Roosevelt addressed a joint session of Congress and the nation via radio. The speech was brief, running just a little over seven minutes, but it was moving, powerful and persuasive. The Senate responded with a near-unanimous vote in support of war, with only Montana pacifist Jeanette Rankin dissenting. At 4 p.m. that day, Roose-

velt signed a declaration of war against Japan. Three days after the president’s speech, Germany and Italy, both declared war on the United States. Congress responded immediately by declaring war on them. Thus, the United States became embroiled in World War II.

SPOTLIGHT: LT MICHAEL CROKE

Lt. Michael J. Croke, a Medical Service Corps (MSC) Health Care Clinician at U.S. Naval Hospital (USNH) Naples, was born and raised in Boston, Massachusetts. He graduated from the University of Massachusetts in 2008 and in 2011 began his Clinical Psychology doctorate at William James College. In graduate school he worked as a clinician at a wide range of clinical care settings including McLean Hospital’s Obsessive Compulsive Disorder Institute and the Massachusetts Institute of Technology Medical. Croke was selected for the Naval Medical Center San Diego internship program and commissioned in July 2015. After working a year in various military clinics in San Diego and completing his doctoral project he earned his doctoral degree in 2016. Prior to arriving at USNH Naples he successfully completed Survival Evasion Resistance Escape (SERE) School and hopes to work in the field of Operational Psychology in the future. Currently Croke provides therapy and psychological assessment in the Behavioral Health Department. Croke enjoys watching Boston sports teams win championships while drinking Dunkin Donuts iced coffee. A John F. Kennedy history buff, he says one of his favorite quotes from the 35th president is, “One person can make a difference, and everyone should try.”

The Naples Community Theatre (NCT) will proudly present the holiday classic, “A Christmas Carol” from December 6-9 at 8 pm at the Naples American High School. This new production is a musical with dance, written by Lt. Cmdr. Mark Reid (NCT executive producer) and closely based upon the text by Charles Dickens. The cast of 30 charming and delightful actors, stage hands, and technical performers brings holiday magic and heartfelt joy to the show. “The story of Ebenezer Scrooge is the story of every man, a relatable and thought provoking exposure of the sin of greed and the importance of each individual to the community of man,” Reid said. It is a profound and stark comment upon the destructive paths that people can choose for themselves, and the importance of forgiveness.” This production features the characters you know and love (Ebenezer Scrooge, Bob Crachit, Jacob Marley, and the Three Spirits) and some who have been added to provide depth and character to the show (Mrs. Crowe, Mrs. Dilber and Mrs. Fezziwig). The cast also includes first time performers and experienced stage hands. “The wonderful point of Christmas Carol is the sense of community,” Reid said. “In our production, we wanted the entirety of the Naples Community to be represented, so our cast includes Men, Women, and children who each provide a sense of wonder and expectation.” This is not to say that “A Christmas Carol” is not without challenges. Additionally, the Ghost of Christmas Future has been elevated to a more menacing character than is typically presented. “It is important to me that the entire gamut of Dickens’ brilliance was displayed,” Reid explained. “Dickens agonized over each character, over the words chosen, and was concerned about the story having a negative impact for the reader. In our production, I have likewise been concerned that the full experience for each character be realized. While essentially a Christian story, this timeless

tale has a universal message. These characters are representative of the people we, as human beings, interact with every day. I wanted to stress that the passers-by on the street are just as important in 2017 as they were in the 1840s.” Reid explains. ENERGY CONSERVATION Tips to Save Energy During the Holiday Season From NSA Naples Energy Management Team

Switch your twinkly lights to LED lights. Energy use skyrockets around the holidays. A 2003 study conducted by the U.S. Department of Energy determined that Americans consume about 2,220 GWh (gigawatt hours) of electricity each holiday season by using standard incandescent holiday lights. The study found that a 20 percent shift by American households to LED lights would save 440 GWh of electricity during the estimated 30-day holiday season. Lower your thermostat. If you are using your fireplace, or having a family gathering at home lower the thermostat to conserve energy (and save on your heating bill). Turn down the temperature of your water heater. Keep your water heater at the warm (120 degrees Fahrenheit / 50 degrees Celsius) setting and insulate the water pipes to decrease heat loss between uses. Turn off the lights when you’re not home and while you’re asleep. If you are not around or awake to enjoy the ambiance, turn off the lights and that means your Christmas tree lights and any outdoor holiday lights too. Ideally, lights should be on for no more than six hours a day. Plan your shopping trips carefully. Make one trip to the mall instead of three, which will save gas. Walking to stores or carpooling with friends is even better. Another way to reduce fuel consumption is to buy locally; shopping in your hometown supports the local merchants and strengthens the community, and it cuts fuel use if you walk to town.

The Naples Middle High School Navy Junior Reserve Officers Training Corps (NJROTC) Cadets, who were selected as a Distinguished Unit last academic year (the highest award a JROTC Unit can obtain), wrapped-up a phenomenal first academic quarter for the school year. The Cadets would like to thank the U.S. Naval Hospital (USNH) Naples for allowing us to participate in their 9/11 Remembrance Ceremony, and highlight the support from the 2nd NATO Signal Battalion who provided phenomenal training on Land Navigation during our leadership training at Carney Park this past October. We also remain extremely grateful to all NJROTC Booster Club parents and volunteers who made our first quarter trips and activities possible though their funding and valuable volunteer time. The message here is do not procrastinate get your request in early. We are currently able to process tuition assistance requests for classes with start dates up through January 8, 2018.” First-time Sailors planning to utilize TA and/or NCPACE DL programs are required to complete the following training before applying: (1) Navy Tuition Assistance and/or NCPACE training, as applicable. This training covers the most recent information and changes to Navy TA/NCPACE polices and the WebTA/NCPACE DL application processes as well as the NCPACE Instructor Led enrollment process. (2) The Navy Virtual Counseling 101 training helps students establish education and career goals, select and apply to an Academic Institution (AI), and understand the higher education life cycle. This training helps prepare for counseling appointments with a Navy College Education Counselor. These training products, required only once in a career, are available under “My Training” after logging into your My Education Module at the Navy College Program (NCP) website. Be Prepared for Cold Weather From the Federal Emergency Management Agency

With the winter season approaching, the Federal Emergency Management Agency (FEMA) reminds individuals to be prepared for winter storms and extreme cold. While the danger of severe winter weather varies from country to country, everyone can benefit by taking a few easy steps now to prepare for emergencies. A first step, regardless of where you live, is to visit the Ready.gov Web site to find preparedness ideas you can use all year long. Severe winter weather can include snow or subfreezing temperatures, strong winds and ice or heavy rain storms. An emergency supply kit both at home and in the car will help prepare you and your family for winter power outages and icy or impassable roads. Both kits should include a battery-powered or handcrank radio, extra flashlights and batteries. In addition, your home kit should include a three day supply of food and water. Thoroughly check and update your family’s emergency supply kit and add the following supplies in preparation for winter weather: ● Rock salt to melt ice on walkways ● Sand to improve traction on driveways and sidewalks ● Snow shovels and other snow removal equipment ● And adequate clothing and blankets to help keep you warm
