U.S. Will Not Accept Nuclear-Armed North Korea By Jim Garamone DoD News

Defense Secretary Jim Mattis reiterated that the United States will not accept a nuclear-armed North Korea. Mattis spoke at an October 28, 2017, news conference following talks with South Korean Minister of National Defense Song Young-moo in Seoul yesterday. The two men met for the 49th annual Security Consultative Meeting in the shadow of North Korea’s continuing nuclear program and following launches of its intercontinental ballistic missiles. “In light of [North Korean dictator Kim Jong Un’s] expanded outlaw activities that all the world experienced and observed over the past year or two, I cannot imagine a condition under which the United States would accept North Korea as a nuclear power,” Mattis said. Serious North Korean Threat The secretary said the threat from North Korea, also known as the Democratic People's Republic of Korea, has grown more serious since his trip to the country earlier this year. I’d like to start this week by thanking everyone who made Spooktrunkular a big success! Our MWR team, numerous on base organizations, and of course, those who volunteered their trunks and time gave our base community a chance to celebrate a holiday that doesn’t get as much attention here in Italy. You may have also seen your Italian co-workers, friends, or neighbors celebrating a different but related holiday – November 1st was All Saints Day or “Ognissanti” in Italian. Both Halloween and Ognissanti share roots with ancient holidays that focused on connecting people with their deceased ancestors. Our American Halloween traditions are starting to become more popular here though, and we’re glad those who sponsored local national guests on base were able to share that slice of home! Now that we’re in November, Thanksgiving is fast approaching. If you haven’t already, make sure to inform your chain of command about any travel plans and always fill out an Individual Anti-Terrorism Plan (IATP). For single and unaccompanied personnel, there are some great opportunities to celebrate right here on base. The MWR Liberty program, USO, Chapel, and Hospital are teaming up to provide a single Sailor dinner on November 16th. The dinner will be held in the hospital galley and will include music and prizes. Additionally, on Thanksgiving Day, the bowling center will also be holding a buffet for all hands. For residents of Support Site, please be aware of maintenance coming up that will require temporary power outages. The outages will occur for several hours on November 11th, 14th, 17th, 27th, 30th, and December 2nd, and a schedule with specific times and building numbers will be posted on your doors. Please make a note of when your building will be experiencing an outage and plan accordingly. Thank you for your patience and cooperation; this type of preventative maintenance helps us keep our base running and our facilities operating at the highest standards. Wildcat Cross Country Teams Finish Strong at European Championship From Wildcats Cross Country

The Naples men’s and women’s cross country teams both remained undefeated in the regular season, with top runners Daniel Aleksandersen and Claire Elliott remaining unbeaten and setting records in the regular season. Last weekend, the Wildcats made the 20-plus hour bus ride to Baumholder, Germany, to challenge the entire European league. A cold day with a strong wind kept times down for the whole field, but the Wildcat men continue to earn respect in Division I. The men were led by Daniel Aleksandersen, who finished 5th overall in a time of 17:26. He was followed by team captain and senior Timothy Smith, who also earned a medal by running a smart race. “My plan was to go out at a relaxed pace and then pick people off during the second loop,” Smith said. His 10th place finish (17:44) earned him 2nd Team All-Europe honors for the second year in a row. Finishing out the scoring were Gabe Quejada (29th, 18:56), Joshua Lucy (30th, 18:58), and Evan O’Connor (48th, 19:41). The men finished fourth overall with 119 points. Ramstein repeated as champions with an impressive performance, putting four runners in the top 10 (29 points). Second and third honors went to Kaiserslautern (53 pts) and Stuttgart (84 pts). The Wildcat women made their own history. Last week, Claire Elliott smashed the four-year-old Aviano course record by 11 seconds. This week at championships, she continued to make history. Elliot

finished 12th overall in a time of 21:19. “This is the fastest performance any of our runners have had at this course since they moved the championship meet to Baumholder in 2012,” Coach Francis “Chip” Noonan said. The previous fastest time was Caroline Bracken, who finished 7th in a time of 21:33 in 2013. Close behind was standout sophomore Cate Westbrook, who cruised to 14th place in a time of 21:33. The team scoring was closed out by freshman Roxanne Sasse (38th, 23:09), captain Adah Barenburg (40th, 23:22), and sophomore Kara Moranville (44th, 23:32). The women earned their

highest place finish in team history, bringing home the third-place team plaque. Stuttgart won (24 pts). SHAPE placed second (64 pts). The Wildcats scored 84 points to earn a convincing victory over both Ramstein (101 pts) and Kaiserslautern (133 pts). The last two years have seen the Wildcats men and women move from the middle of the pack into the top teams of Division I. “This is the first time in history that our team has beaten Ramstein!” Noonan said. “I could not be more proud of this team! They were motivated and trained hard. The success is a direct result of the work they put in.”

HISTORY: RECORD-BREAKING DIRIGIBLE FLIGHT

On November 3, 1931, the Dirigible USS Los Angeles (ZR 3) made a 10-hour flight out of Naval Air Station Lakehurst, New Jersey, carrying 207 persons, establishing a new record for the number of passengers carried into the air by a single craft. The USS Los Angeles (ZR-3) was a rigid airship built from 1923 to 1924 by the Zeppelin company in Friedrichshafen, Germany, but was surrendered to the U.S. Navy in October 1924 by the German Government as part of the war reparations from World War I. At just over 658 feet long, with a hull diameter of nearly 91 feet, Los Angeles was enormous, dwarfing its tender ship, the USS Patoka (AO 9). Los Angeles car-

ried a crew of 40 Sailors and officers, and served as an observatory and experimental platform, as well as a training ship for other airships. Her propulsion plant was five Maybach VL-1 12-cylinder water-cooled inline engines, which could produce 400 horsepower per engine, and with two-bladed fixed-pitch, rotatable wooden propellers. Her maximum range was 6,640 miles at 12 mph. Her cruising speed was 55 mph, and she could attain a maximum speed of 75 mph. The Los Angeles ZR-3 went on to log a total of 4,398 hours of flight, covering a distance of 172,400 nautical miles (319,300 km) traveling to places in both the Pacific and the Atlantic. The Los Angeles was decommissioned in 1932.

SPOTLIGHT: HOSPITALMAN KAYLA UDZINSKI

Hospitalman Kayla Udzinski was born in Stuart, Florida. She joined the Navy in September of 2015 from Boston, Massachusetts, after finishing undergraduate studies in History and Political Science from Framingham State University. Udzinski’s passion for the Navy stems from a long line of proud naval service within her family. She arrived at Naples in April 2016. She is currently stationed at Naval Branch Health Clinic Capodichino where she has demonstrated a strong mission impact since her arrival. She is a subject matter expert on Military Health Service Population Health Portal (MHSPHP) 3G which impacts 1,613 patients including Sailors aboard the Blue Ridge-class command ship USS Mount Whitney (LCC 20), flag ship of U.S. 6th Fleet, which is forward-deployed at Gaeta. Udzinski was instrumental in the process improvement initiative aimed at better methods of tracking women’s health status. She also helped create a Standard Operating Procedure (SOP) to ensure accurate steps are being taken to ensure a higher reliability of tracking and resulting of women’s health screenings. Udzinski’s hobbies include taking her dogs on long walks around Support Site, scuba diving and traveling Europe. HN Udzinski future goals include applying for a commission to be a Physician Assistant through the Medical Service Corps In-service Procurement Program (MSCIPP).

An informative seminar about the Campania Regional Agency for the Protection of the Environment (ARPAC) activities was held at Joint Force Command (JFC) Naples, October 30, 2017. The main topic of discussion was the quality of the environment and monitoring of the “Land of Fires” and experts from the ARPAC briefed the JFC Naples community about their monitoring activities and the results reached so far. The seminar offered a perfect occasion to become acquainted with a Regional Entity whose environment monitoring activity is unknown to most, especially with regard to the so called “Land of Fires.” The Special ARPAC Commissioner, Luigi Stefano Sovino, briefed the community about the institutional role and the technical and operational activities of the ARPAC, mainly focused on the

checkups and monitoring of the environmental matrix. The area scenario, in particular the area of Lago Patria, shows a series of challenges but many actions have been taken to prevent and fight the general pollution, especially for the rehabilitation of the polluted sites, the quality of the waters, the air and the land, in addition to the activities for the “land of the fires.” The ARPAC delegation had the opportunity to meet with Lt.Gen. Luciano Portolano, JFC Naples Chief of Staff, who thanked them for the important signal (message) given not only to the Italian community but also to the international community with their visit and he appreciates their effort to improve the environmental situation outside the NATO’s compound. This event is part of the community relations program to strengthen the relationship with the institutional department within Campania Region.

All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from nonpermitted wells and connected only to the city water system.

Changes are coming to your TRICARE benefits beginning January 1, 2018. These changes will empower you to make the right health care and coverage choices for you and your family, by giving you more benefit choices, improve your access to care, simplify cost shares, and allow you to take command of your health. The best way for you to prepare now is to update your information in Defense Enrollment Eligibility Reporting System (DEERS) at https://TRICARE.mil/plans/eligibility/DEERS, and to sign up for TRICARE benefit updates, visit www.TRICARE.mil/subscriptions Here are changes that you will need to know about: Region Consolidation Currently, there are three TRICARE regions in the United States: North, South and West. The North and South regions will combine on January 1, 2018 to form TRICARE East, while TRICARE West will remain mostly unchanged. Two new contractors, Humana Mil-

itary, and Health Net Federal Services will administer these regions. This change will allow better coordination between the military hospitals and clinics and the civilian health care providers in each region. Florida and Georgia will continue to be served by Humana Military as part of the new TRICARE East. TRICARE Select On January 1, 2018, TRICARE Select will replace TRICARE Standard and TRICARE Extra, both stateside and overseas. Stateside, TRICARE Select will be a self-managed, preferred provider network option. You will not be required to have a primary care manager (PCM), therefore you can visit any TRICARE-authorized provider for services covered by TRICARE without a referral. If you live overseas, TRICARE Overseas Program Select will be a preferred provider organizationstyled plan that provides access to

both network and non-network TRICARE-authorized providers for medically necessary TRICARE covered services. Also, TRICARE Select adopts a number of improvements, including additional preventive care services previously only offered to TRICARE Prime beneficiaries. TRICARE Prime TRICARE Prime is a managed care program option. An assigned PCM provides most of your care. When you need specialty care, your PCM will refer you to a specialist. Active duty service members and their family members do not pay anything when referred to a network provider by their PCM. All others pay annual enrollment fees and network copayments. Enrollment All current TRICARE beneficiaries will be automatically enrolled into plans on January 1, 2018 as long as they are eligible. TRICARE Prime enrollees will remain in TRICARE

Prime. TRICARE Standard and TRICARE Extra beneficiaries will be enrolled in TRICARE Select. During 2018, you can continue to enroll in, or change coverage plans. In fall 2018, TRICARE will introduce an annual open enrollment period. During this period, you will choose whether to continue, or change your coverage for the following year. Each year the open enrollment period will begin on the Monday of the second full week in November, and run through the Monday of the second full week in December. Navy Leaders for Installations, Facilities, Policy and Strategy Visit NSA Naples By MC1 Daniel Barker NSA Public Affairs

The Deputy Assistant Secretary of the Navy for Installations and Facilities, James Balocki, and Deputy Undersecretary of the Navy for Policy, Mindy Montgomery, visited Naval Support Activity (NSA) Naples, Italy, October 31 to November 1 as part of a tour to provide a more comprehensive understanding of regional operations. Balocki and Montgomery met with Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) Rear Adm. Rick Williamson, who gave them a brief overview of the mission within the EURAFSWA area of operation (AOR). “Like a destroyer, cruiser or carrier, our installations deliver a combat capability,” Williamson said. “And to do that we have to provide the fuel, water, electricity, and support to the various combatant commanders’ and fleet commanders’ objectives throughout our area of operations.” The pair is visiting installations throughout the region, and will be accompanied by Deputy Director for Policy, Ms. Noele Patterson, and Director, Military Construction, Capt. Bill Siemer. CNREURAFSWA encompasses a geographic area that spans across three continents, and three Geographic Combatant Commands, stretching from the Atlantic Ocean to the Arabian Gulf and from Northern Europe into Africa. Challenges in the region include combat, low-intensity conflict, hybrid warfare, humanitarian crisis and terrorism. Bases like NSA Naples support the numerous mission areas which serve to counter these threats. “In addition to housing multiple operational staffs, including Commander, U.S. Naval Forces Europe, U.S. Naval Forces Africa, U.S. Sixth Fleet, our base serves as a hub for transporting both personnel and supplies, along with operational support throughout the EURAFSWA area of responsibility,” Capt. Todd Abrahamson, commanding officer, NSA Naples, said. Additional site visits will aim to discuss future growth and current capacity challenges throughout the region. In addition to NSA Naples visits are scheduled to NSA Souda Bay, Naval Air Station Sigonella, and NSA Rota Spain.

One of the major changes on the ship was the computer system upgrade to the new Navy standard, Consolidated Afloat Network Enterprise Services (CANES). “We installed two new antennas that are more capable and secure and with significantly more bandwidth,” Hakimzadeh said. “The other important thing was the installation of CANES and the computer network onboard.” The 10-month project, completed by a cooperative group of U.S. Navy, Military

Sealift Command civil service mariners, U.S. contractors and local shipyard workers resulted in the complete overhaul of the 47year-old ship. “It took us about 10months, a little bit longer than we anticipated based on finding some additional problems along the way,” Hakimzadeh added. “Given the age of the ship, it wasn’t surprising to find things here and there. It was a highly successful effort by everyone and there was great cooperation with the Viktor Lenac shipyard.” The return to Gaeta will give Mount Whitney Sailors the opportunity to spend time with family and prepare for their upcoming missions in support of U.S. 6th Fleet. “It is a great opportunity to get back into homeport after being away for ten months,” Command Master Chief Andrew Hochgraver said. “It is great to be back to spend time with our loved ones before we get back into being heavily operational and contributing to the U.S. 6th Fleet area of operations.” This year will mark the 50th anniversary of a U.S. flagship being stationed in Gaeta. “Not only is this a homecoming for our families, but it is also a homecoming for the community of Gaeta,” Hochgraver said.

Mount Whitney, forwarddeployed to Gaeta, Italy, operates with a combined crew of U.S. Navy Sailors and Military Sealift Command civil service mariners. The civil service mariners perform navigation, deck engineering and supply service operations, while military personnel support communications, weapons systems and security. It is one of only two seaborne Joint Command Platforms in the U.S. Navy, both of which are forward deployed. How ‘America’s National Pastime’ Began From the Library of Congress

No one is exactly sure how baseball began, but it seems to have its roots in the English game called “rounders” or “fourold-cat.” This picture was published in a children’s magazine with the title “Baseball” in 1760 and shows players standing at bases; one holding a ball. Rounders had many of the same features as baseball has today. The one major difference was that in rounders the fielder put the batter out by hitting him with the ball. When a group in New York City got together in 1845 to regulate the rules of baseball, they decided that to get a base runner out, an opposing player need only tag him with the ball instead of hitting him with it. From then on, baseball was played using a hard ball, and soon the game began to be played on a much larger scale. Baseball became an organized sport in the 1840s and 1850s. People even played it during the Civil War. Many early baseball teams were formed in New York City and Brooklyn. By 1860, baseball had replaced the British game of cricket as America’s most popular game. At this time, baseball was an amateur sport, which meant that players were not paid to play. The Brooklyn Atlantics were the leading team in early baseball, winning championships in 1861, 1864 and 1865. They sent this card to teams they were about to play to let their opponents

know they were going up against the champions. The first all-professional baseball team was the Cincinnati Red Stockings. It was considered a bold move to decide to openly pay players to play baseball, and it can be credited to Club President Aaron B. Champion, who came up with the idea. In 1869, the Reds’ player-manager Harry Wright, known as the “Father of Professional Baseball,” and his team toured the country and won 60 games without a single loss. Although the National Association didn’t want to support the professional baseball movement, they were overruled. Major League baseball in America had begun, and continues to this day as “America’s National Pastime.”
